An often overlooked factor in the analysis of mine layouts and schedules is technical operating flexibility (or tactical flexibility), mainly due to its nebulous nature. By glossing over technical operating flexibility the resultant mine layouts and schedules maybe suboptimal. The need to incorporate technical operating flexibility into the analysis and comparison of mine layouts and schedules is increasing in importance. The nature of technical operating flexibility is illustrated, previous work on valuing of operating flexibility reviewed, and a proposal made on how technical operating flexibility can be quantified for tabular reef mines by using a platinum reef deposit as a case study. Once technical operating flexibility has been quantified it becomes possible to explore its incorporation into the analysis of mine layouts and schedules and subsequent optimization processes. This paper is a revised version of a paper presented in the Proceedings of the Second International Platinum Conference, ?Platinum Surges Ahead? in 2006. Utah has produced about one billion troy oz. (31.7M tonnes) of silver, more than any U.S. state except Idaho. Several very high grade ore systems, now closed, occur within large polymetallic limestone-hosted districts related to plutonic complexes. These Utah mines fed several major lead smelters for nearly a century. Interaction of magmatic chloride-rich fluids with carbonate rocks localized significant bonanzas within these districts. A low sulfidation state was produced in the fluids by their passage through limestones. The Bingham porphyry mine has also yielded more byproduct silver than other porphyry copper-gold systems. Away from exposed intrusive rocks, some large silver-only systems occur in Mesozoic sandstone and in caldera-related veins in volcano sedimentary rocks. Thick permeable latest-Proterozoic basement meta quartzite sequences present beneath western Utah may have been important, as perhaps they were in the Coeur d’Alene district of Idaho, in providing chloride and silver-rich ore fluids. However, it is clear that specific Tertiary magmatic events played an essential role in the evolution of the Utah silver-rich metallogenic province. The largest silver districts in the state are genetically related to porphyritic plutonic rocks.

The Yankee Gulch sodium minerals project (YGP) is a solution mining project operated by American Soda. The mine operates on a federal lease administered by the U.S. Bureau of Land Management (BLM). Commercial operations began in November2000. In 1964, Irv Nielsen discovered nahcolite mineralization where the YGP pilot plant is now located near the Piceance Creek in Rio Blanco County, Colorado (Nielsen, 1969).Development of the project accelerated after Williams Corp., of Tulsa, OK, joined with American Alkali in1996 to form American Soda. Pilot testing by American Soda led to commercial permitting, plant design, construction and startup. Figure 1 shows the location of the Yankee Gulch leases and the location of the upper and lower plant sites.

Tensile strength testing has been one of the most common physical property testing methods of thin spray-on liner (TSL) products worldwide. However, the variety of products tested has been insufficient for comparison purposes. Specimen preparation procedures and test parameters such as curing time and loading rate are not reported well. Comprehensive tensile strength testing on 20TSL products and one plain shotcrete brand was performed over 28days of curing period. Detailed information on the test procedures with particular attention on the important aspects during sample preparation and test execution are provided. As expected, the tensile strength increases with increasing curing period. The test results make the categorization and comparison of liner products possible.

Controlling noise has proven difficult in mining, and noise-induced hearing loss (NIHL) remains common. In 2008, a South African Mine Health and Safety Council study focused on small- to medium-sized mines in relation to the milestones set by the industry to prevent NIHL. An evaluation of the compliance of ten diamond, sand, aggregate and Ready mix concrete mines and production sites with standards, legislation and best practice guidelines relating to NIHL prevention was conducted, using a noise compliance audit tool. The findings indicated that all mines surveyed had poor compliance with the international standards, compliance with International Standards Organization standards being the poorest. There was a clear distinction between the small and the medium-sized mines in their compliance with local standards and legislation (ranging from 14 per cent to 66 per cent). The areas of best compliance were audiology and medical examinations. The lower-than-expected compliance was largely attributable to shortcomings in hearing conservation programmes for occupational noise. Initiation of remedial practices in the small- to medium-scale mining sector to facilitate improvements in NIHL prevention and compliance with standards and legislation is recommended. Judicious placement of a range of geotechnical instruments was employed at the Tasmania gold mine, Beaconsfield, Tasmania, as a key strategy in the monitoring of rock mass conditions over the past four years. The range of instruments employed included vibrating wire stress-meters and hollow inclusion cells to monitor changing stress conditions, resistance wire and multipoint borehole extensometers to monitor the impact of stress changes on the integrity of the rock mass, and instrumented cable bolts and threadbar bolts to monitor the static and dynamic impact of rock mass changes on the installed ground control system. Initially the monitoring was of a qualitative nature, monitoring change from the time of installation. The value of the output was considerable when considered in relation to the ongoing seismic record which was also being monitored. It was clear from the seismic record and the monitoring results that stope blasting was the primary trigger for changing rock mass conditions. However, it was unclear how well observed behaviour was reflecting conditions anticipated by elastic numerical modelling. The latter had predicted significant stress increase in the near field of man-access footwall development. Qualitative monitoring and visual inspection did not support the modelling prediction, and this led to a program of quantitative measurement being undertaken. Measurement of the absolute stress condition in the backs of footwall development immediately adjacent to monitoring hollow inclusion cells provided the benchmark for tracking quantitative stress change. The program provided insight into the evolution of principal stress field magnitude and orientation in relation to rock mass change observed with extensometers and instrumented ground control elements, as well as providing a degree of calibration between the elastic numerical modelling and the virgin stress field. Calibrated monitoring data has also provided a useful benchmark for finite element modelling which is to be used for future mine-wide design.

"SUMMARY A practical application of nitric acid oxidation of sulphides, based on the principles of the Arseno process, has been developed for the Cinola ore. Development of the process has been based on testwork conducted by Bacon Donaldson of Vancouver and Hazen Research of Denver, and on conceptual engineering performed by Minproc Engineers of Denver.A comprehensive Stage II report for the project has been submitted to the B.C. permitting agencies, containing provisions for a zero discharge tailings impoundment system and prevention of acid mine drainage. Approval in principle is expected in early 1989.A feasibility study recently completed by Minproc Engineers and Davy McKee Corporation demonstrates that this project can be brought to production for a capital expenditure of C$120 million for a mill throughput of 6,000 tonnes/day and operated at a total direct operating cost of less than $20/tonne.INTRODUCTION The Cinola orebody was discovered in 1970. It is situated approximately in the centre of Graham Island, the largest of the Queen Charlotte Islands. It represents the mid to upper levels of a hydrothermal precious metals system, characterized by intense brecciation and silicification. Gold is associated with finely disseminated sulphides in a breccia matrix and in free form in numerous quartz veins.Ownership of the property has changed hands a number of times, and previous attempts to bring the property to production have failed. Two critical factors have frequently been blamed for difficulty in creating a successful project: namely, process and environment factors, hence the title of this paper.City Resources (Canada) Limited (""City"") acquired the property in 1986, and commenced an aggressive campaign to verify ore reserves, to carry out metallurgical research and to address environmental issues.PROJECT OVERVIEW When the Cinola orebody was discovered, the significance of hydrothermal mineraliza¬tion associated with crustal plate boundaries was not recognized, and for several years, the orebody was considered an uneconomic curiosity. If the type and location of orebody sought by many companies engaged in gold exploration were to be specified, it would probably be a description of the Cinola orebody - it is a large (greater than 1.5 million ounce), low grade (2.45 gm/tonne), refractory ore reserve associated with the Pacific rim crustal plate boundary. The industry appears to have recognized in the past few years that its future lies in the exploitation of such orebodies, and is prepared to come to grips with the technical problems associated with such ores. In this sense, the Cinola orebody might be considered to have come of age."

Load behaviour in an industrial mill has been measured directly by inserting probes through liner bolts. The data from conductivity probes have indicated the presence of premature centrifuging during manipulation of the load mass. Overloading conditions were also encountered. Overloading and premature centrifuging both reduce the power drawn by the mill. These effects have been successfully modelled.

The Peelwood district of New South Wales is located some 65 miles south of Bathutst on the Tuena-Crookwell road. A number of occurrences of lead-zinc-copper ore are known from this district but only three mines, Peelwood, Cordillera and Mt. Costigan, have achieved any significant production. The purpose of the paper is to describe the mineral composition of sulphide ores from these three localities.HISTORYNo published information on the geology of the Peelwood area is available. Came (1899) reports that, at the time of cessation of mining operations in 1888, the Peelwood mine had produced some 600 tons of copper metal and regulus, the Cordillera mine had yielded 9000 tons of ore at the recoverable grade of 2·5 per cent Pb, 2·5 per cent Cu, 90z/ton Ag and 1 dwtjto:p. Au, but that no production figures were available from Mt. Costigan. No further work was carried out on these properties until 1951 when the Electrolytic Zinc Company of Australasia instigated a programme of geological mapping and exploratory diamond drilling (Whitten, unpublished data, 1953). Diesel Particulate Matter (DPM) issues are very high profile currently in both Australian coal and metal mines and Australian states are generally moving to acknowledge and to broadly follow US 2008 final metal/non metal mine regulation limits of 0.2 mg/m3 submicron particulate matter, 0.16 mg/m3 total carbon particulate and 0.1 mg/m3 elemental carbon particulate. The real time DPM monitor is being developed on the base of the successful Personal Dust Monitor (PDM) unit. The objectives of recently completed Australian Coal Association Research Program (ACARP) study has been to finalize the design of a DPM unit, to undertake comprehensive and internationally recognized laboratory testing to evaluate the new design and to undertake an underground series of tests to establish the robustness and reliability of the new approach. Under the project Thermo Fisher Scientific has undertaken structural changes to the PDM to convert it to a DPM real time monitoring underground instrument, the D-PDM. The Pennsylvania Pittsburgh Research Laboratories of NIOSH (the group that originally contracted for the PDM development) has undertaken laboratory ?calibration or verification? testing. A phase of Australian mine robustness and engineering testing has been undertaken to ensure the instrument can effectively assist mine management to handle this health issue. Tests have been undertaken at points of expected high atmospheric DPM such as during Longwall face moves, Development RAM car, Eimco and PJB usages. The paper discusses how the monitors have performed within the underground mine environment in evaluating DPM during the various phases of the production cycle. They have closely examined the influence of aspects of the mine ventilation system. Results have been compared to alternative industry pollutant measuring approaches. The outcome of the project gives the industry access to an enhanced tool for understanding the mine atmosphere in the presence of DPM. Real time DPM monitoring will allow the industry to pin-point high exposure zones such as those encountered in coal longwall face moves where various vehicles work or in areas of constrained or difficult ventilation. Identifying of high DPM concentration zones allows efficient modification of work practices to reduce underground miners? exposure. Some outcomes of the ACARP project in this area will be discussed.

When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Construction vibrations may be harmful to adjacent and remote structures, sensitive instruments and people. Construction vibration sources have a wide range of energy, displacement, velocity and acceleration transmitted on the ground. Effects of different dynamic sources and soil conditions on construction vibrations is analyzed. Consequences of construction vibrations are developed in various ways. It is important to assess intolerable vibrations before the beginning of construction activities. Guidelines for preconstruction survey are presented. Pre-construction survey and prediction of anticipated vibrations by IRFP method, monitoring and control of measured vibrations are important steps in preventing intolerable vibration effect.

The Patawarta Diapir, located in the northern Flinders Ranges (South Australia), has intruded into late Proterozoic Wilpena Group sedimentary rocks. The diapir contains disrupted blocks of a wide variety of rock types, most of which can be correlated with the Lower Callanna Beds of Willouran age, in a matrix of predominantly carbonate and siltstone breccia. Mafic rocks in the diapir appear to predate intrusion of the diapir. As with many other diapirs in the Flinders Ranges, copper mineralization is present in the diapir and occurs as narrow veins consisting essentially of carbonate with chalcopyrite and pyrite that formed after diapiric intrusion.Fluid inclusion studies demonstrate that the mineralizing fluid was a Na-Ca-K-Cl brine; probably derived by expulsion of interstitial water following emplacement of the diapir, with dissolution of evaporites within the Callanna Beds sediments and enrichment in copper by reaction with these sediments and associated basic igneous rocks. Mineral assemblages combined with fluid inclusion and geochemical data indicate a possible environment of vein formation of T ÿ 165°C, pH ÿ 4.3 ± 0.9 and log fO2 ÿ -47.3 ± 0.5. Sulphur isotope analyses indicate d34Sfluid ÿ 10 per mil, suggesting evaporites in the Proterozoic sediments as the major source of the sulphur but with some additional sulphur from an igneous source, possibly leached from the malic rocks of the diapir.

It has been shown that quenched iron of high purity exhibits a Wid-manstiitten figure much resembling martensite in appearance.1 This figure exhibits a maximum of four directions of the surface traces that characterize it, suggesting that a Fc forms from y Fe in plates parallel to the (III), octahedral, planes in the y lattice. Because of this, and also beqause of the general similarity to the structural appearance of martensite and to the Widmanstatten figure obtaining in slowly cooled hypoeutectoid steels it has been suggested2 that the orientation relationships obtaining between the y and a phases in pure iron are identical with those demonstrated in martensite3 and in slowly cooled hypoeutectoid steels,4 and indeed that the crystallographic mechanism of formation of a Fe from y Fe is the basic mechanism determining the orientation relationships found in both martensite and in slowly cooled hypoeutectoid steels. The National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted a joint survey to determine the range of coal particle sizes found in dust samples collected from intake airways of US coal mines. The last comprehensive survey of this type was performed in the 1920s. The size of the coal dust is relevant to the amount of rock dust required to inert the coal dust, with more rock dust needed to inert finer sizes of coal dust. Dust samples were collected by MSHA inspectors from several mines in each of MSHA's 10 bituminous Coal Mine Safety and Health Districts. Samples were normally collected in several intakes at each mine. The laboratory analysis procedures included acid leaching of the sample to remove the limestone rock dust, sonic sieving to determine the dust size, and low-temperature ashing of the sieved fractions to correct for any remaining incombustible matter. The results indicate that particle sizes of mine coal dust in intake airways are finer than those measured in the 1920s. This finer size coal dust in intake airways would require more incombustible matter to be effectively inerted than the 65% incombustible specified in current regulations.

It is self-evident that economic pressure demands that today?s mines stay ahead and stay competitive. The challenge, however, isto find fresh approaches to the pursuit of efficiency and operational effectiveness. Rather than focusing on individual activities in isolation, a process that can lead to poor investment decisions affecting other critical areas of operation, a key concept is optimization of the whole value-adding process of mining. This concept is often called ?mine to mill?. Whereas it is never easy to establish optimal conditions across a whole mining operation, the quality and consistency of the blasted rock strongly affects all operations. In many instances an inability to control rock breaking has been unchallenged, leading to significant investment in time and money to manage the consequences of poor and/or inconsistent rock breaking. This paper discusses how electronic initiation systems can play a major role in optimizing the whole mining operation. Electronically programmed detonators provide not only the ability to tightly control a key parameter, namely timing, but also the opportunity to extract blast data for a continuous improvement process. The ability to alter predictably, using feedback from the downstream processes, blasting variables such as fragmentation, throw, wall stability, and vibration, is a huge advantage. The current understanding of the effect of timing, accuracy, and scatter on rock fragmentation is reviewed and offers reasons why there is significant progress in controlling blast results. Two case studies are examined, which demonstrate the benefits of the technology on the economics of the operations under review.

A dedicated tunnel construction version of the Caterpillar 328D LCR compact radius excavator is proving highly productive on the A9 Autoroute construction project near Visp, in Switzerland. It is the first machine of its kind to operate on a Swiss contract and uses a special dedicated front attachment designed and constructed by German Caterpillar dealer Zeppelin. The machine offers a powerful, stable and compact solution for tunneling contractors. A rear overhang of just 305 mm (12 in.) provides a tail swing radius of just 1.9 m (6.2 ft). The 328D LCR is ideal for the restricted working areas within a tunnel construction site. The machine is equipped with the wide tracks from the 330D L conventional crawler excavator, ensuring maximum stability when operating. In addition, the boom mounting has been moved further toward the center of the machine for the tunnel model, creating an increased lift capacity over the front end compared with a standard 325D L. The boom itself features a robust box section construction, with high-strength steels, additional supporting struts and reinforced bearings for maximum durability. All pins have hard-chromium plating for optimum protection against wear. Stick digging force is a powerful 134 kN, with up to 212 kN of bucket digging force available, for maximum penetration in blasted material. The 328D LCR is also equipped with a heavy-duty dozer blade as standard. This ensures outstanding stability when working and providing a useful secondary tool for clearing and leveling within the jobsite. Two 45° tilting mechanisms in the boom construction, allow the boom to be swung to 45° on either side of the machine. So the specially designed attachment linkage provides increased rollback for access to the roof of the tunnel. A Caterpillar CW45S mechanical quick-coupler allows rapid changes between specialist tunneling attachments, standard Caterpillar buckets and a range of Caterpillar work tools. The machine is powered by a Caterpillar C7 diesel engine. This six-cylinder EU Stage IIIA diesel motor [ ] offers 8 percent more power than its predecessor, with 140 kW (190 hp) available at just 1,800 rpm. Caterpillar?s ACERT combustion technology results in lower fuel consumption and reduced exhaust emissions. However, the tunnel machine is also equipped with a diesel particulate filter as standard, to further cut exhaust gases within the tunnel working. The 328D LCR is designed for use in transport tunnels of 6.8 m (22.3 ft) in height. With the tunneling boom in place, the machine has an operating weight of 42,540 kg (93,783 lbs), yet retains a transport height with the tunnel boom of just 3.9 m (12.8 ft). Transport width with 600 mm (23.6 in.) track shoes, is just 3.2 m (10.5 ft). On the A9 tunnel contract, the machine is being used by a consortium of Swiss and Austrian companies working for the canton of Valais? Routes Nationals Construction (RNC) department. The 31.8-km (19.7-mile) A9 Autoroute construction project will connect Sierre in the west and the town of Brig to the east. The tunnel that is bypassing the town of Visp is just one of a number along the mountainous route.

Test Work on High Throughput Diamond Tracer Recovery from Alluvial Recovery Tailings with a Containerised Optical Sorter Under Real Production Conditions Worldwide alluvial diamond deposits are traditionally processed with dense media separation and XRF sorters, hand picking or grease tables. The test work conducted verifies the performance of an optical sorter detecting the transparency of particles for diamond recovery from the DMS concentrate, eg XRF-sorter and handpicking tailings. The containerised setup enables economically feasible, high throughput, semi-mobile setups to retreat recovery tailings from alluvial and also primary deposits. The test work has been conducted with quartz and glass particles, which are less transparent or comparably transparent, under realistic production conditions on a 600 mm belt machine with an installed electrical power of only 21 kW. The results show that 99 per cent recovery can be reached at a throughput of 10 t/h in the -8 + 2 mm fraction and at 22 t/h in the -25 + 8 mm fraction. At a throughput of 18 t/h a recovery of 88 per cent has been assessed. At a further escalation of the throughput, dust in the sorter container made sorting impossible in the coarse fraction and the recovery decreased significantly in the fine fraction. Analysis of the belt coverage indicates that higher throughputs of the coarse fraction can be fed onto the optical sorter if the dust extraction system is improved. The results are basis for the decision to conservatively feed 20 t/h of the coarse fraction and 17 t/h of the fine fraction in day to day production. The settings have been applied to sort alluvial recovery tailings in South Africa and will be applied to sort the recovery tailings of a primary deposit in Lesotho. The test work has shown that an optical sorter can be used to retreat recovery tailings with high throughputs. The compact setup of a screen and a 9 m standard container enables semi-mobile, temporary setups for small recovery tailings dumps and remote areas. In addition, sorting on transparency ensures the recovery of high value low-fluorescent diamonds.
