New Mexico lies at the eastern edge of one of the world’s great metal-bearing provinces hosting numerous Laramide and Paleogene mineral deposits. Southwestern New Mexico contains Laramide porphyry Cu (±Mo, Au) and Paleogene Mo-W deposits. Porphyry deposits are generally large, low-grade deposits containing Cu, Fe, Mo, Au sulfides (and other metal sulfides) associated with porphyritic intrusions and exhibit characteristic alteration styles. Porphyry deposits can also be spatially and temporally associated with skarn deposits and polymetallic veins. All of these deposits have the potential to host various critical minerals, including Cu, Zn, Bi, Co, Ni, rare earth elements (REE), Te, and W. Critical minerals may be found as substitutions within ore minerals or as separate mineral phases. These deposits are constrained using 40Ar/39Ar dating into three ore-producing magmatic pulses: 1) ~78–71 Ma Laramide pulse, 2) ~59–50 Ma, Laramide pulse, and 3) ~40–30 Ma Paleogene pulse. New and historic whole-rock geochemical data have highlighted areas with critical minerals potential that require further study.

In the past, prefeasibility analysis with CES has involved the solution of regression equations. The new generation of CES uses an object-oriented expert system in a Windows? environment. Knowledge bases are structured around generic mine models which access shared knowledge bases for system design.

The traditional way of generating open-pit mine production schedules has several limitations. This work addresses the design and production-scheduling problem by considering minimum operational space requirements under a Direct Block Scheduling approach to generate extraction sequences that satisfy the operational space required. For this, traditional formulations were extended by including a new set of constraints that generate operating spaces for mining equipment to move and extract material. Then, a heuristic algorithm produces close to optimal practical pushbacks. This proposal was applied in a case study, and the results show its ability to generate practical production schedules without sacrificing expected return, obtaining differences in terms of Net Present Value (NPV) lower than 1% when compared to the traditional approach.

The wide use of bulk ANFO in surface coal mines is questionable in our energy conscious environment. At many locations, bulk ANFO is not the proper economic selection. Water conditions, energy requirements, waste and spillage, and vibration control are factors too often overlooked in the proper choice of blasting agents. Cost savings over 20% have been realized by converting bulk ANFO to packaged blasting agents. Future trends suggest greater concern for energy conservation in blasting will limit bulk ANFO applications and promote packaged products where quality can be maximized, waste and spillage eliminated, and water compatibility in wet areas assured.

The operations of Bethlehem Copper are situated in the south-central interior of British Colombia at an elevation of 4900 feet above sea level. Main road and rail transportation systems pass through Ashcroft in the Thompson Valley, which is 28 miles by road from the minesite. The operation was the first low-grade open-pit porphyry copper mine in British Colombia. The minerals are chiefly chalcopyrite and bornite, while the rock is principally feldspar and quartz. In the outer fringes of the orebodies sane pyrite is present. Average grade of mill feed is 0.55% copper.

In terms of their hydrogeology, most open pit mines can be divided into three categories. There are mines that occur above the water table, mines that extend below the water table in high permeability rocks and mines that extend below the water table in low permeability, tight formations. Mines that occur above the water table do not experience major ground water seepage. It may some- times be necessary to construct in-pit trenches and sumps to remove water from precipitation. But dewatering or enhanced drainage measures are typically not required. Open pits that extend below the water table in high permeability rocks find it cost-effective to pump from dewatering wells. This is done to lower the water table below the working pit floors, creating dry or depressurized conditions in advance of mining. If the rocks in the mining area are homogenous, complete drainage of the entire mining area may be achievable by pumping from wells. In this case, it is not necessary to consider drain- age enhancement. However, there are many open pits and excava- [ ] tions that can lower the water table using conventional wells, but for which drainage enhancement is also an integral part of the dewatering system. The Sleeper Mine in Nevada is an example of this. Hydraulic layering at Sleeper has prevented downward drainage of water as the main water table is lowered. In addition, there are many mines that have areas of low permeability wall rocks that do not freely drain as the surrounding water table is lowered. Ground water seepage also creates difficulties in mines that occur below the water table but for which lowering of the water table using conventional wells is not feasible because of the overall low permeability of the rocks. The volumes of water involved may be small. However, it is necessary to deal with all of the water inside the pit as mining proceeds. It is not possible to dissipate pore pressures in the wall rocks in advance of excavation.

To plan a safe and efficient coal mining operation, the design engineer should use all the available information regarding the property to be exploited. The reliability of the mining operation must be as high as possible so that the plants relying on the coal can operate at the maximum design capacity. A good design should incorporate all of the known geological characteristics of the deposit, the structural and physical properties of the coal, as well as the rock which will form the roof and floor of the mine openings. A systematic method is proposed as a guide to insure a mine design that will be safe, efficient and will minimize surface disturbances resulting from mining operations. It is anticipated that the method proposed will result in maximum extraction at perhaps minimum cost to the operator. In general, to develop a mining area, several factors are systematically reviewed: (1) determination of the economic minability of the deposit, (2) the computation of the coal reserves, (3) the marketability of the coal, and (4) the life of the property. In general, boreholes are drilled in a predetermined pattern and geophysical or geological methods are used to log the boreholes. The information so obtained is primarily used to determine the quality and the extent of the deposit and to determine to some extent such geological features as faults, barren areas, washouts, and channels.

Tungsten-containing ores are mined on all continents of the world. China is the world's largest producer and controls the world's largest reserves. The USSR, itself a sizeable producer, is estimated to be the world's largest consumer. The major use for tungsten in the noncommunist world is in production of cemented tungsten carbides for cutting, drilling, and wear parts. Other major uses include lamp wires, steels for tools, and armaments. Real tungsten prices have been in a general decline since 1977-1979 as the tungsten market undergoes basic and lasting structural changes.

Industry requires higher speed sheet stacking. High speed sheet stacking requires equipment and techniques to solve several inherent difficult problems, such as the tendency for sheets to sail, and the need for a means to absorb the kinetic energy of the sheet without damaging the sheet. Accurate alignment of the sheets on the stack is another problem difficult to solve. The paper first analyzes the process of sheet handling into its basic elemental steps. It then describes equipment and techniques presently used for moderate sheet handling speeds, with emphasis on how each step in the stacking process is accomplished by the present equipment. The limitations to speed-up of present equipment is discussed. New high speed equipment, either recently introduced to the market, or in the process of development, is described. Magnetic, air float and vacuum conveyor stackers are compared.

INTRODUCTION In the past three decades, world trade has grown from less than $100 billion per year in the years following World War 11 to slightly more than $300 billion in 1970 and over $2,000 billion in the early 1980s. Adjusted for inflation, the real growth of world trade in 1972 dollars increased from less than $175 billion per year in the early 1950s to slightly more than $342 billion in 1970 and almost $700 billion per year by the early 1980s. Thus trade as a whole has increased a little more than twofold in real terms in the past decade." Mineral commodities constituted approximately 20% of the value of total world trade in 1970, and significantly more than that proportion in terms of physical volume. By 1980, de- spite rapidly rising petroleum prices, mineral commodities accounted for roughly 18% of the total value of world trade. Crude oil alone ac- counted for about 16%, making it the single most important commodity in international trade. The worldwide recession of 198 1- 1983 brought a dramatic decline in both volume and price of crude oil, shrinking the impact of mineral commodities to roughly 10% of the value of total exports, worldwide, in 1982- 1983. The decline of mineral commodities as a pro- portion of the value of world trade in the decade 1970- 1980 is due largely to the increasing importance of manufactured goods and consumer products such as automobiles and electronic items. During this period, mineral commodity trade expanded roughly sixfold in terms of current dollars to an estimated $350 to 360 billion in 1980. This was equivalent to doubling the real value of mineral commodities in international trade in the 1970- 1980 period in constant dollars. The U.S. Bureau of Mines has expanded the traditional definition of mineral commodities to include semifinished products such as iron and steel (in addition to iron ore), refined metals such as copper, lead, zinc, aluminum, and tin, concentrates, scrap, and petroleum products. Since large quantities of essentially mineral derivatives travel in this form, it is reasonable to use these expanded definitions in stating the role of minerals in world trade. Thus minerals in world trade comprise 30 to 33% of total export trade in all commodities during the period 1976- 1980 (see Table 1.3.1). In addition, the U.S. Bureau of Mines estimates the value of all mineral commodities consumed in the world (at the national level) and compares this value to total worldwide commodity consumption. By this system, mineral commodities range from 30 to 40% of all commodities consumed each year in all countries during the period 1976- 1980 (see Table 1.3.2). The growth in export trade in mineral commodities by commodity group is shown for the period 1976-1980 in Table 1.3.3. These data parallel the swings in worldwide economic activity during the same time period. Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

"Pressure oxidation (POX) leaching of copper (Cu) concentrates continues to be explored as the next generation of leaching processes to sustain existing Cu Solvent Extraction/Electrowinning (SX/EW) operations as easily leachable ores become scarcer. The leach liquors produced, particularly from total pressure oxidation, contain elevated concentrations of Cu and acid, making solvent extraction processing more challenging. Addressing this challenge will require innovative processing techniques and continuous improvement to be successful in achieving satisfactory physical and metallurgical performance in the SX plant. The ability to efficiently process these feeds via SX plays an important role in the continued success of POX technology. Characteristics of a concentrate leach pregnant leach solution (PLS) are discussed, along with best practices that should be considered for processing by SX. Findings discussed in this paper will shed light on ways to reduce process risk and bring additional improvement to the industry with minimal change to the SX plant. INTRODUCTION Hydrometallurgical processing of copper concentrates continues to gain interest from the industry. Treatment by smelting and electro refining continues to dominate, accounting for ~80% of global copper production, but is faced with its own challenges. The case for increased hydrometallurgical processing has been discussed as high grade ore deposits are diminishing, capital costs for smelting are high, and the environmental aspects present challenges for sustainable practice. The hydromet copper industry is also turning a corner as easily leachable copper oxide deposits are depleting, and excess SX-EW capacity exists in certain regions. The transition to hydrometallurgical processing of copper concentrates will take a bit of effort as leaching of copper sulfides is difficult and byproduct credits must be considered. Various POX leaching processes have been studied and proposed to the industry as viable practices. Of the many processes, commercial use has been practiced with the Mount Gordon Copper Process, total and partial pressure oxidation by Freeport-McMoRan at their Bagdad and Morenci, Arizona complexes, the Sepon Copper Process in Laos, and the bioleach BIOCOP™ process in Chile. The experience related to the current paper centers around Cu concentrate leaching performed by Freeport McMoRan (known as CLP). The patented process was developed as an alternative to smelting and refining in 1998. The technology applies to both molybdenum and copper concentrates. Commercial CLP research and development began with Phelps Dodge in 1999 to 2001. The first commercial plant was commissioned in 2003 at the Bagdad operation. Initial operating conditions of the Bagdad CLP were under high temperature conditions before converting in 2005 to medium temperature conditions. In 2007-2009, the CLP technology was commissioned in Morenci, operating medium temperature and high temperature lite conditions until shutting down due to the economic downturn. The Morenci CLP restarted operation in April 2015 due to acid production benefits for the Morenci leach operations. Renewed solvent extraction test work initiated well before restart and has been an ongoing focus for further SX plant optimization."

One of the more difficult problems frequently facing geologists and mining engineers is that of estimating the ore reserves of mineral deposits. Cost conscious mining operations invariably require an accurate knowledge of tonnage and grade for both short and long term planning. A case study is presented, showing how a classical frequency distribution was fitted to a population of drillhole assays. Using these results, a grade- tonnage curve is derived using the Lasky expressions, and the results discussed. A geostatistical analysis is then presented. First, variograms are drawn, models fitted to them and analyses made of drift and anisotropy. Second, simple block kriging is carried out and the results plotted on large 1000 scale plans, suitable for overlay with routine .mine plans. Kriging results are verified using two independent techniques: random kriging on a regular grid and inverse distance weighting. Finally an attempt is made to optimize the drilling grid, and to fully tabulate the total computer running costs for the work described.

Although the basic techniques employed in hydraulic pumping in open pit mining have been practiced throughout the better part of this century, only relatively recently have studies of' sufficient depth and scope been conducted to improve these techniques. This paper will point out the basic techniques involved and some of the more recently discovered data concerning hydraulic pumping, Inherent in all hydraulic transportation systems apart from the consideration of transportation cast, is the outstanding advantage of slurrying the matrix at the mining pit so as to provide a lengthy and thorough soaking and washing of the material while in the pipe line and thereby reduce the necessity for washing, scrubbing and other treatment in the beneficiation plant. This is quite important in view of the constant increase in demand for a cleaner product.

The rare earth elements (REE) which include the 15 lanthanide elements (Z = 57 through 71) and yttrium (Z = 39) are so called because the elements were originally isolated in the late 18th and early 19th centuries as oxides from rare minerals. Most REE are not as uncommon in nature as the name implies. Cerium, the most abundant REE (Table 1), comprises more of the earth's crust than copper or lead. Many REE are more common than tin and molyb¬denum, and all but promethium are more common than silver or mercury (Taylor, 1964). Promethium (Z = 61) is best known as an artificial element, but has been reported in very minute quantities in natural materials. Lanthanide elements with low atomic numbers are generally more abundant in the earth's crust than those with high atomic numbers. In addition, lanthanide elements with even atomic numbers are two to seven times more abundant than adjacent lan¬thanides (Table 1) with odd atomic numbers. The lanthanide elements traditionally have been divided into two groups: the light rare earths (LREE), lanthanum through eu¬ropium (Z = 57 through 63); and the heavy rare earths (HREE), gadolinium through lutetium (Z = 64 through 71). Although yttrium is the lightest REE, it is usually grouped with the HREE to which it is chemically and physically similar. The REE are lithophile elements (elements enriched in the earth's crust) that invariably occur together naturally because all are trivalent (except for Ce+4 and Eu+2 in some environments) and have similar ionic radii. Increase in atomic number in the lanthanide group is accompanied by addition of electrons to an inner level rather than the outer shell. Consequently, there is no change in valence with change in atomic number, and the lanthanide elements all fall into the same cell of the periodic table. The chemical and physical differences that do exist within the REE group are caused by small differences in ionic radius, and generally result in segre¬gation of REE into deposits enriched in either light lanthanides or heavy lanthanides plus yttrium. The relative abundance of individual lanthanide elements has been found useful in the modelling of rock-forming processes. Comparisons are generally made using a logarithmic plot of lanthanide abundances normalized to abundances in chondritic (stony) meteorites. The use of this method eliminates the abundance vari¬ation between lanthanides of odd and even atomic number, and allows determination of the extent of fractionation between the lanthanides because such fractionation is not considered to have taken place during chondrite formation. The method is also useful because chondrites are thought to be compositionally similar to the original earth's mantle. Europium anomalies (positive or negative departures of europium from chondrite-normalized plots) have been found to be particularly effective for petrogenetic modelling. REE were originally produced in minor amounts from small deposits in granite pegmatite, the geologic environment in which they were discovered. During the second half of the 19th century and the first half of the 20th century, REE came mainly from placer deposits. With the exception of the most abundant lanthanide el¬ements (cerium, lanthanum, and neodymium), individual REE were not commercially available until the 1940s. Since 1965, most of the world's REE have come from two hard rock deposits: Mountain Pass, United States, and Bayan Obo, China. GEOGRAPHIC DISTRIBUTION OF REE DEPOSITS More than 70% of the world's REE raw materials come from three countries: China, the United States, and Australia. China emerged as a major producer of REE raw materials during the 1980s, while Australian and United States market share decreased dramatically (Fig. 1). Table 2 gives recent annual production figures along with estimated reserves by country, and Fig. 2 shows loca¬tions of significant REE mining. MINERALS THAT CONTAIN REE Although REE comprise significant amounts of many minerals, almost all production has come from less than ten minerals. Table 3 lists minerals that have yielded REE commercially or have po¬tential for production in the future. Extraction from a potentially economic REE resource is strongly dependant on its REE miner¬alogy. Minerals that are easily broken down, such as bastnasite, are more desirable than those that are difficult to dissociate, such as allanite. In general, producing deposits contain REE-bearing min¬erals that are relatively easy to concentrate because of coarse grain size or other attributes. A fluid mining process has been developed by the writer whereby phosphate deposits are leached in place through the injection of a weak and recoverable acid solution much in the same manner as in the recovery of oil by water-flooding. The phosphate mineralization is dissolved In place, selectively treated in a surface plant and a high grade diacalcium phosphate substatially free of fluorine (hence of feed grade quality) is recovered. Because of its finely divided and powdery state, the plant product is highly desirable as stock material for the manufacture of triple-superphosphate and of high grade phosphatic chemicals. Details of well completion, fluid injection, areal sweep and solution efficiency, plant design and economics are presented The rate of return on investment is particularly attractive under conditions of shallow occurrence of the phosphate mineralization such as in the Bone Valley formation of Florida. The process may also be applied economically to the Phosphoria formation of wide- spread occurrence in the Northwest United States through the application of selective formation fracturing (or Hydrofrac) previous to fluid mining operations.

The Bureau of Mines has developed a system for dewatering waste slurries by flocculating mineral particles with polyethylene oxide (PEO) and dewatering the resulting flocs on static and/or rotary screens. This paper discusses data obtained from dewatering, rheology, and ion-exchange experiments. A possible mechanism is postulated for the attachment of PEO to claylike particles through a water bridge with the intershell waters of the exchanged ion and the polymer.

The broad front concept is based on the principle that gasification can be achieved more efficiently and completely from a plane broad combustion front in contrast to other geometries obtainable with current methods of gasification. By restricting combustion to a plane broad front, the ideal condition for gasification is achieved. A plane broad combustion front can be developed in coal by initiating and propagating combustion from the walls of an oriented channel and collecting product gases from another similarly oriented channel. Flow will then be directed along the highest permeability of the coal bed, the available cross-sectional area for fluid flow is substantially increased and, more importantly, the increased flow will be uniformly distributed throughout the whole mass of coal. The success of the method is greatly dependent on how well an initial and rigorous permeability survey and associated corrective measures yield a well-characterized coal bed. To maintain uniform reaction rates, the advance of the combustion front is located with pressure- or mass flow-transducers. These sensors are then connected to servo-controlled mufflers for controlling segments of the fire front which are advancing ahead of others. Finally, the development of the concept to overcome problems of roof collapse, reactant and product gas leakages, and water invasion are briefly summarized.

Kelsey Lake kimberlites are a cluster of eight diamondiferous pipes that occur in the northern State Line kimber lite district of the Colorado-Wyo¬ming diamond province (Coopersmith 1991, 1993) (Fig. 1). This is located at the southern margin of the Wyoming Archean province. Two relatively large pipes and a few smaller bodies define the cluster (Fig. 2). The Kelsey Lake kimberlite cluster has been developed as the first diamond mine in the United States. The cluster was discovered in 1987. Full-scale production began in the spring of 1996. Mining has produced gem-quality diamonds up to 28.3 carats in size. The 30 State Line kimberlites, intruded about 390 million years ago into Proterozoic crystalline rocks, were presumed to be underlain by Archean basement of the Wyoming Province. Nearly all the kimberlite pipes contain diamond but only the Kelsey Lake pipes are economic. The Kelsey Lake kimberlites contain predominately diatreme facies kimberlite, with minor hypabyssal and crater facies rocks locally occurring. Alteration and weathering of the kimberlites is extensive. Petrologic studies indicated an underlying lithosphere that has a largely Proterozoic signature and shows evidence of deep melt and metasomatic events. Current development has concentrated on the two largest pipes. These have been bulk-sampled after geological study (1987) identified the presence of small diamonds and mineral chemistry indicating favorable diamond conditions. A 10-t/hr (11-stph) rotary pan plant was established in 1992 to process thousands of tons of bulk-sample material. Grades and gem-quality diamonds to 14.2 carats in size were recovered. Early in 1995, it was decided to move from evaluation to commercial mining. Production began in early 1996. A 195-t/hr (215-stph) rotary pan plant was built. A water supply system and tailings disposal have also been incorporated. The project straddles the Colorado/Wyoming border. Existing mining permits were amended to incorporate the increased scale and new plant facility. The permits for this project included the following: Colorado mining permit, Wyoming dozing permit, Corps of Engineers Section 404, Colorado NPDES, Wyoming NPDES, Storm water Management Plan, Air Pollution Emission Notice, various Colorado and Wyoming State Engineer and well permits, Substitute Water Sup¬ply Plan, Larimer County Special Use Review, and US Forest Service road use permits. The temporary destruction of a wetlands area was a sensitive issue. It has been addressed through the Clean Water Act Section 404 permit administered by the US Corps of Engineers. This use will be mitigated by creating new, self-sustaining wetlands in the immediate drainage system. A comprehensive and bonded reclamation plan is incorporated in the permits. Diamond mining and ore processing is environmentally benign. No chemicals are used in processing the diamonds. The plant is a water wash facility. The kimberlite ore is inert, as is the granite wall rock. The exposure of the ore body and the subsequent ore processing and waste rock and tailings containments pose no threat of release, leaching or dispersion of any detrimental elements. There is no acid-forming waste. Even a prolonged acid rain environment will not produce a harmful leachate. Slimes containment and clarification ponds will prevent unacceptable levels of suspended solids in water discharge.
