The Powder River Basin of northeastern Wyoming and southcentral Montana contains the largest strip minable reserve of compliance coal (0.27 kg or 0.6 or less Ibs of sulfur per million Btu) in the United States. In mining parlance, it is the mother lode. Wyoming's portion of the Basin is called the Southern Powder River Basin (SPRB). It has been the nation's top coal producer for the past nine years. And based on 1997 production statistics and estimated strippable compliance coal reserves, Wyoming should remain the nation's top producer for the next 51 plus years. In August 1994, ME featured 10 articles that covered all aspects of coal production in the SPRB. In this issue, five authors update the 1994 articles and provide a pre- diction of what the Basin will look like at the turn of the century. Each new period of public concern, whether rooted in things political, social, economical, or technological, brings with it new words or phrases which highlight that new interest. With people's awareness of our rapid depletion of readily available energy sources and the enormous increase in energy .costs came the new, and now often heard, terms "energy intensive", "energy sensitive", and "energy conservation". Since its birth in 1926, Fuller Company had been directly associated and involved with energy intensive products and processes. We are located in the heart of the Cement Industry. Many of our products and processes are geared to the needs of the portland cement manufacturer, and a look at the inferno within an operating cement or lime kiln will certainly convince anyone that here is an energy intensive process. Fuller Company, then, has always been energy sensitive. Process kilns, hard rock crushers, tube and roller mills, fluid bed thermal reactors, pneumatic compressors and conveyors, material coolers - all are Fuller Company products utilizing or transferring large amounts of energy. Consequently, much of our success in the marketplace depends on how wisely we design and plan for efficient use of power and for conservation of each unit of heat available.

Open Pit Mine Production scheduling under commodity price uncertainty suffers from an exponentially increasing problem size as simulations and real options flexibility are used to generate and evaluate multiple production schedules. Robustness evaluation techniques attempt to evaluate a production schedule that is generated on a single set of economic parameters against several varying prices and sources of uncertainty. This approach is invalid as the corresponding optimal LOM mine plan will change for each set of evaluation parameters. Using commodity market futures and treasury bonds as production schedule economic input parameters provides fully price and time-value-of-money risked scheduling parameters that maintain a deterministic problem size. This paper will provide comparative analysis of project NPV’s coming from traditional price uncertainty evaluation based on a single fixed LOM mine plan using varying prices versus evaluation based on varying LOM plans that are both generated and evaluated using varying prices. When cross evaluating constant price mine plans against simulations, the upside potential and downside risk of a project are significantly misrepresented. INTRODUCTION The life of mine (LOM) production scheduling problem seeks to answer the question of from where and when to extract a given block within the ultimate pit limit as well as where and when to process it. Solving this problem takes into account the constraints of extracting any particular block while seeking to maximize the net present value (NPV) of the mineral asset as a whole. A direct driver of the value of a block, and there for the entire asset, is the market price of the commodity in question. Complications arise when an optimal production schedule is attempted to be solved under price uncertainty. Many solution methodologies have been proposed in an attempt to optimize under this criterion, yet there are three salient aspects that are overlooked during this process. They are: • Generating a single production schedule and evaluating it against many simulated price paths. • Failing to understand the mechanism describing particular commodity price behavior • Inappropriate risk adjustment In an effort to address these aspects of production scheduling under commodity price uncertainty, we propose a methodology to define the economic parameters as input that is applicable to most if not all production scheduling approaches. This methodology will not only simplify the production scheduling process in terms of establishing block value but utilizes the risk adjustment of real options valuation to avoid the arbitrary blanket risk adjustment of traditional discounted cash flow valuation. Our findings conclude that attempting to optimize around individual price paths is futile and using a market risk adjusted single price forecast provides a justified economic basis for production scheduling while maintaining the same problem size as a deterministic production scheduling problem.

National Steel Pellet Company (NSPC) conducted pilot scale testing and computer simulation studies which indicates that the capacity of the secondary grinding mill could be increased and that concentrate grade improvement could be expected with improved classification in the grinding circuit. Based on these studies, a decision was made to modify one secondary ball mill line at NSPC to include both cyclone and screen classification with magnetic separation applied to the circulating load. This paper will briefly discuss the studies leading to the decision to modify the circuit, the design of the modified circuit and the initial start-up and operating experience.

INTRODUCTION This paper is one of a series dealing with mining methods and costs, prepared and published under the sponsorship of the US Bureau of Mines (USBM) and made possible through the cooperation of many mining companies in the US and foreign countries. The data presented have been obtained from papers previously published by the Bureau dealing with indi¬vidual mines, from the technical press, and from infor¬mation furnished by the mining companies. DEFINITIONS Top Slicing The term top slicing is commonly applied to that method of mining in which the ore is extracted by a series of timbered slices, beginning at the capping; the slice is caved, bringing down the capping to the floor of the slice; the succeeding lower slices are mined up to the overlying mat or gob, consisting of an accumulation of timber from the upper slices and broken capping, which follows the mining progressively downward (Fig. 1). The term has also come to be applied to the mining of ore bodies only one slice thick, by a series of tim¬bered slices one beside the other. The timbers are blasted out, bringing the capping down to the floor, suc¬ceeding slices being driven alongside those already caved (Fig. 2). In USBM classifications of mining methods, top slic¬ing has been placed under the heading caved stopes. The method differs fundamentally, however, from the cav¬ing methods of mining in which the breaking of the ore itself is accomplished by caving action induced by undercutting. In top slicing the ore is broken by the ordinary methods of drilling and blasting, and only the capping is broken up by caving. Main Levels or Haulage Levels Main or haulage levels are the main extraction levels on which the ore is hauled to the shaft. These levels and the shaft constitute the preliminary development of the mine.

The past three years have been the most difficult period in the modem history of the barge line industry. Having withstood the fuel cost run ups of the late 1970s and the imposition of inland waterways system user fees, the industry has struggled more recently with an overcapacity problem of unprecedented proportions. In responding to these challenges, the industry is undergoing important long-term structural changes, with the various individual barge lines pursuing an array of divergent long-term business strategies. This paper discusses these strategies in terms of their probable impact on the industry as a whole, and argues for the survival of a competitive number of large, national, independent barge lines as the outcome most in keeping with the long-term interests of the mining and minerals industry.

Mineral sand products have been produced from beach sand heavy minerals for nearly a century. These minerals have specific gravities of 3.0 or higher and are extremely resistant to weathering. The most common economic heavy minerals are ilmenite, leucoxene, rutile, zircon, stauarolite, monazite, garnet, and the aluminum-silicate minerals. Of these, ilmenite is the most abundant. In some cases a deposit may contain only one or two economic heavy minerals whereas in others five or six may be present. Heavy mineral mining began in the late eighteen hundreds when monazite was mined for its thorium content. This was followed by mining activity on the North Florida coast just south of Jacksonville Beach - where ilmenite and zircon were first separated during the WW I (1,8). Modern heavy mineral mining began in Eastern Australia during the late nineteen-thirties and spread to the United States during World War II. It is the purpose of this paper to review the commercial heavy mineral products, their sources, and their uses.

INTRODUCTION Perspective The phrase "minerala resource appraisal" is widely and loosely used to refer to any quantitative description of a naturally occurring source of fuels, metals, or nonmetals. This leads to confusion when mineral resources are so conceived, for the term refers generically to information on stocks-mineral endowment, resources, reserves, and potential supply-that differ in ways that are important in economic analysis. Mineral resource and other stock measures- these are not flows, e.g., the supply of minerals-have precise technical meanings, which are presented in this paper. Quotation marks are used to separate the nontechnical use of mineral resource from the technical. The term appraisal also leads to some con- fusion because it too is loosely used. When an appraisal employs probability and statistical methods, the appropriate term is estimationb, not appraisal or assessment. This paper presents a conceptual framework or mineral resource information which renders technical, or well defined, relationships of mineral endowment to physical attributes of the earth's crust and earth processes, as distinct from economic values, and identifies estimation approaches that lead to different economic measures of stocks and flows. An important result of this approach is the distinction between the relevance of mineral resource information to economic and policy issues about potential sup- ply (stocks) and dynamic supply (flows across time). With regard to policy analysis, this paper recognizes that mineral resource information has a cost as well as an imputed value. Such a treatment implies that there is an optimum state of resource ignorance, or enlightenment, for a given policy issue and that the relevant economic issue is the selection of that information strategy and appraisal methodology that is indicated by the optimum state. Until the initiation of the OPEC oil embargo, the demand for information on mineral re- sources and potential supply was limited to occasional studies commissioned by Congress or the President of the United States. In these, mineral and energy resources remained loosely de- scribed. When quantitative estimates were supplied, they were not rigorously made, and the estimates and the methodology accordingly escaped close scrutiny. Usually, neither the geo- logical nor economic bases for estimation were carefully described or critically examined. The imposition by OPEC nations of the embargo on oil caused a sudden change in the public and scientific demands for specific 'resource" appraisals, especially of oil and of uranium. These

4.1 THE GENERAL COMPOSITION AND PROPERTIES OF CLAY-BASED GROUTS Clay-based grouts are visco-plastic systems; they are made by adding structure-forming reagents to a clay mineral mortar. Small amounts of cement and various chemical ad¬ditives constitute the reagents. If necessary, fillers also are added. The distinguishing feature of clay-based grouts is that throughout their entire stabilization period they do not form a crystallized structure as does cement grout. The structure of stabilized clay-based grouts does not deteriorate during minor rock movement or upon the initiation of blast¬ing during the construction of a shaft or a drift. Because they can possess good rheological properties during the ini¬tial structure-forming period relative to cement grouts, clay¬based grouts are not easily eroded from large fractures and karstic cavities by flowing ground water. In addition, their finely dispersed clay particles facilitate a greater fracture penetration capacity, especially in dual porosity rocks. Numerous investigations of the structural-mechanical and rheological properties of clay-based grouts by STG have demonstrated that the most effective grouts for pre¬venting the inflow of ground water into underground work¬ings are grouts that have a cement content of 8 to 10% (90 to 120 kg/m3) of the clay grout by mass. The grout should have a density of 1.18 to 1.30 T/m3. Various additional substances and chemicals can be added as additional fillers and structure-forming reagents. In pure ground water at temperatures above freezing, sodium silicate in the amount of 0.8 to 1 % by mass normally is the only structure-forming reagent that is necessary if the proper clay is selected and if it is available. The production process for making clay-based grout is divided into two stages: 1) the production of an initial clay mortar with specified properties and 2) the production of a clay-cement additive grout mixture using the initial grout along with the structure-forming reagents, including the ce¬ment. The properties of clay-based grouts depend on the phys¬ical-mechanical properties of the initial clay mineral, the properties of the cement and the properties of the chemical reagents that are added. 4.1.1 TECHNOLOGICAL PROPERTIES OF CLAY-BASED GROUTS The dynamic shear stress' To, the viscosity 11, the static shear stress2 0, the maximum shear stress of the structured that the rheological and structural-mechanical prop¬erties of clay-based grouts must fall within the following limits: the dynamic shear stress To = 50 to 200 Pa; the viscosity -9 = 0.02 to 0.07 Pa sec; the static shear stress 0 = 150 to 600 Pa; the plasticity strength Pm of the structure one minute after preparation (according to P.A. Rebinder's method) equals 150 to 500 Pa. The plasticity strength 10 days after preparation is ? 0.15 MPa. The general relationship of the change in the structural strength of clay-based grouts relative to stabilization time is shown in Fig. 32. The figure shows that the structure-form¬ing process for clay-based grouts is characterized by three stages. These stages correspond to the time periods required for conducting the principal operations during the injection of the grout into a fractured aquifer as described below. Stage I, corresponding to the time period T1, reflects the small development of structural strength during early stabi¬lization. During this time, the structural strength must not preclude the capability to pump the grout. The time Tl must correspond to the length of pumping time from the moment water is shut off and mixing occurs until the pump stops forcing the grout through the manifold block and pipeline into the fractured rock as described subsequently herein. Stage II, corresponding to the time interval T2, reflects a sharp but controllable increase in the structural strength of the grout. The length of time period T2 is controlled by the addition of appropriate reagents. Stage III produces the final value of the structural strength. This final strength is used to design the dimensions of the isolation curtain. Consequently, the development of grouts is guided by two principal criteria: 1) the grout must develop the highest possible structural-mechanical properties and 2) it must be able to be pumped by a piston pump prior to final stabili¬zation. Anglo-Rouyn Mines Limited, managed by Rio Algom Mines Limited is a subsidiary of the British-based Rio Tinto-Zinc Corporation Limited. This mining operation is situated in Northern Saskatchewan, 250 miles north of Saskatoon and represents the first base-metal mine of any importance served by this relatively new mining province. The outcrop of Copper-bearing Chalcopyrite was first discovered by prospectors in 1915, but was not mined until 1965 due to the absence of any form of road into the area prior to this latter date. The mine, mill and concentrator were designed to handle 900 tons per day of comparatively hard, abrasive ore containing chalcopyrite with traces of gold and silver. The flow sheet, Figure 1, is, we believe, elementary, designed with low cost in mind and utilises much old equipment from closed¬-down mines. Due to some difficulty in attaining the designed grinding capacity, changes were made in the crusher circuit. This, unfortunately, lowered the crushing rate too much. A series of changes have taken place to re-establish the original crusher capacity of better than 100 tons per hour. In the quest for a better recovery certain modifications have been tested in the concentrator circuit. These steps are discussed in minor detail.

The remote face loading and entry convergence monitoring systems, employed at some of the Cyprus Amax's underground coal mines, have been able to continuously record changes in face shield resistance across and entry convergence ahead of the longwall face at any moment during longwall mining. The instrumental data obtained from these systems plus in-situ observations during the mining operation can help us better understand the mechanism of overburden strata movement above a longwall face and verify the effectiveness of the current face and entry supports. This paper describes the functions of both the face and entry monitoring systems, and discusses our findings and the issues related to successful ground control for longwall mining.

Distribution of temperature within the lithosphere can be significantly affected by the movement of ground water. Stallman (1960) presented the basic equation for the simultaneous transfer of heat and fluid in a porous medium and first used earth temperatures to determine aquifer permeability. Subsequently, studies of rock and soil temperatures were used to determine the flow of water through clay layers separating aquifers (Bredehoeft and Papadopulos, 1965; and Sorey, 1971), and to locate shallow aquifers (Cartwright, 1968; Birman, 1969). Cartwright (1968) showed that shallow aquifers maintain a nearly constant temperature throughout the year and that heat is exchanged between the aquifer and land surface. These temperature data also suggest that shallow aquifers hydrologically connected to surface-water systems have significantly greater effect on temperature distribution than aquifers in the deep artesian basins. Water wells developed in the shallow glacial and dolomite aquifers to depths of over 122 meters (400 feet) in northern and central Illinois produce water at temperatures very close to the mean annual air temperature. An analysis of the character of the rocks and soils suggests that the tem¬perature gradient should, and does, vary according to changes in thermal conductivity due to changes in lithology. This is because, under conditions of steady and uniform flow of heat from the earth's interior to the surface, a greater temperature gradient is required in poorly conductive rocks than in highly conductive rocks to transmit the same quantity of heat. The Republic of México is the world's largest producer of celestite/strontium carbonate and natural sodium sulfate. It is also a significant producer of flourspar, barite, graphite, sulfur, feldspar, salt and gypsum. New production may be brought on stream for borates, wollastonite, garnet, calcium carbonate and others. The country covers a geographic area of approximately 2 million square kilometers (760,000 square miles), and is divided into seven geological/geomorphological provinces. Less than 20 percent has been explored in detail for either nonmetallic or metallic minerals. This leaves large areas available for the discovery of world-class industrial mineral deposits. In addition to new deposits of those minerals currently being produced, there is exploration and development potential for borates, magnesite, rare earths, nepheline syenite, heavy mineral sands and numerous others.

Regional radiometric, magnetic and geologic data point to Copper Mountain as an area of general uranium favorability. Sub-regional radiometric and magnetic data direct interest to a specific section of an overthrust Precambrian granite. Detailed magnetic and resistivity surveys in this area show local targets of interest, one of which corresponds to Rocky Mountain Energy's North Canning deposit. On the basis of these data a second and previously untested target was drilled resulting in the intersection of uranium horizons similar to those at North Canning. This integrated geophysical approach can be used for uranium exploration in geologically similar areas.

The velocity of detonation (VOD) is a significant property considered when rating an explosive. It may be quantified as a confined or unconfined velocity. The confined velocity is the rate at which the detonation wave propagates through an explosive within a blast hole or any restrained space. The unconfined velocity emanates when an explosive is detonated in the open. However, the confined velocity is more significant as explosives are usually employed under a definite degree of confinement. This paper evaluates the increment of air deck volume and its effect on the VOD. The air gap (air deck) volume is increased stepwise from 10 to 30% of the total blast hole volume by reducing the stemming height in the collar zone. Thereafter, the VOD estimation in the 172-mm-diameter explosive column is conducted using the Dáutriche technique. It is observed that the VOD reduced with the increasing air deck volume and detonation failure is high when 30% of the blast hole volume is replaced with air deck. It is deduced that the increment of the air deck volume has an effect on the attenuation of the steady-state VOD.

While the use of synthetic polymers for solid/liquid separation is not raw technology (1)(its history goes back to the mid 1950's), its importance has increased dramatically over the past decade. This can be attributed to two major factors. The first of these was a change to mechanized mining (strip mining and continuous underground miners) which resulted in a lower quality (higher reject) preparation plant feed, as well as a higher percentage of smaller size particles in the feed. The second factor has been the greater restrictions imposed by governmental agencies on effluent discharge and solids impoundment, requiring pre-treatment of recirculating water before reuse and treatment of refuse before disposal. Today, synthetic polymers find utility in almost all applications requiring separation of solids from aqueous suspension, including "in-process" as well as waste treatment applications. In spite of the fact that there are over several hundred commercially different flocculants available in the marketplace (2), there are a limited number of chemically different materials available which are useful from a cost/performance standpoint. The potential reasons for using flocculants in a coal preparation plant are summarized in TABLE 1.

"Man-Made Parameters" refers to the importance of selecting appropriate analytical procedures to acquire useful chemical data. The correct procedures are particularly critical at the sample preparation stage where decisions concerning pulverizing equipment, sample size, contamination and dissolution will impact on the final results independent of the instrumental method of analysis. Several experiments were designed to quantify the impact of these approaches.

Reliable prediction of dynamic deformations is important when planning to undermine important structures that cannot tolerate large relative deformations and or large horizontal strains. This paper presents examples of dynamic deformation profiles that include subsidence, horizontal displacements, and horizontal strain for a number of points over a retreating longwall panel in the eastern United States. The prediction points are located at different distances from the excavation rib and therefore present a different response in terms of dynamic movements. The formulation is based on the influence function method as implemented in the Surface Deformation Prediction System (SDPS). Results show that the subsidence development curve may be reliably predicted for surface points in the middle of the panel. However, in cases where points may be affected by the magnitude of the edge effect offset, subsidence predictions may be very conservative, that is, higher than actual movements.

[There are significant quantities of anthracite silt deposits in Pennsylvania, known as 'liver silts" (l,2). These contain from 20 to 55 per cent of non-combustible materials, the major portion of these impurities being clay slimes. Both the anthracite coal and impurities are mostly of extremely fine particle size. The utilization of these raw silts in power-plants faces such serious problems as, handling difficulties causing plug-up in equipment, disposal of enormous ash-residue, and corrosion. These problems may be solved by upgrading the raw silt with a cleaning process, which will be capable of removing most of the clay slimes and electrolytes.]

Electricity, as normally thought of by a layman's definition, is a man- made force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by Mine Safety and Health Ad- ministration (MSHA), as well as the various state departments of mines.
