The rapid decay and disfiguring of stone monuments in urban and desert rural areas has challenged conservators to protect stone surfaces from premature decay. They attempt to halt the natural process of stone decay and possibly to restore the original strength lost mostly by chemical weathering and the loss of binding cement. Ageneral solution is not possible because the physical and chemical characteristics must be considered for different stone types. The failures of stone preservation and restoration are greater in number than the cures. The need for repair of stone decay goes back to evidence of Roman replacement of decaying stone. The presence of excess water in buildings has long been recognized. Moisture tends to enter masonry from air in humid climates, a most important but often underrated factor (Fig. 1) suggesting that sealing should be the answer. Undesirable staining and efflorescence result in accelerated scaling. Today, the great variety of chemicals available to the modem conservator for sealing. consolidating, or hardening stone fall into two very different categories: surface sealers and penetrating stone consolidants, or a combination of both. SEALERS Sealers develop a tight, impervious skin which prevents access of moisture. Surface sealing has saved monuments from decay by eliminating the access of atmospheric humidity. Pressure tends to develop behind the stone surface by moisture escape. Efflorescence, crystal growth action, and freezing can cause considerable spalling (Anderegg, 1949). Flaking results when moisture is trapped behind the sealed surface. Yellowing and blotchiness are also frequently observed. The following sealants are in common use today: linseed oil, paraffin, silicone, urethane, acrylate, and animal blood on stone and adobe. Extensive cracking and yellowing has resulted soon after application. In the past many such treatments have created more problems than cures: 1. Linseed oil and paraffin have been in use for centuries. Embrittlement and yellowing occur rapidly because these are readily attacked by solar ultraviolet radiation. 2. Animal blood as paint has temporarily waterproofed adobe mud and stone masonry. The origin of blood paint has a religious background rooted in the Phoenician and Hebrew cultures. Instant water soluble dried blood can substitute for fresh blood. Winkler (1956) described the history and technique of the use of blood. 3. Silicones have proven very effective and are long lasting. In contrast, acrylates, urethane, and styrene are generally rapidly attacked by UV radiation (Clark et al., 1975). Sealing of Different Rock Types Granitic rocks have a natural porosity traced to 4.5% contraction of quartz, during cooling of the parent magma, compared with only 2% contraction of all other minerals; protection against the hygric forces may require waterproofing of granite in some in- stances. The Egyptian granite obelisk in London is an example. Soon after its relocation from Egypt to London, Cleopatra's Needle was treated, in 1879, with a mixture of Damar resin and wax dissolved in clear petroleum spirit; surface scaling became evident after half a year of exposure to the humid London atmosphere. The treatment of the ancient granite monument from Egypt has denied access of high relative humidity (RH) in London to the trapped salts inherited from the Egyptian desert and has protected the monument from decay (Burgess and Schaffer, 1952). The sister obelisk set up in Central Park, New York City, has fared less favorably because similar treatment was done too late, only after the salts hydrated and hundreds of kilograms of scalings disfigured the obelisk surface (Winkler, 1980). Surface coating of other common stones may be needed. Crystalline marble absorbs moisture from high RH atmospheres: dilation may ensue when curtain panels bow as the moisture starts to expand during daily heating-cooling cycles. A good sealer may prevent the moisture influx provided that no moisture can enter from the inside of the building. Limestones, dolomites and all carbonate rocks are subject to dissolution attack by rainwater, especially in areas where acid rain prevails (Fig. 2). The interaction of sulfates in the atmosphere with the stone can be halted by waterproofing to avoid the formation of soft and more soluble gypsum. The stone surface attack can be diminished if nearly insoluble Ca-sulfite crusts can form, instead of Ca-sulfate. Replacement of fluorite or barium compounds at the stone surface acts as a hardener, rather than a sealant. Sandstones have generally high porosity and rapid water travel can occur along unexpected routes and from any direction. Any surface sealing may do more damage by scaling and bursting than if the stone is left without treatment. Sealing of sandstones is therefore not advised at any time. Testing the efficiency of sealants: Several authors discuss waterproofing materials, silicones, urethanes, acrylates and stearates, as to their water absorption, spreading rates of water on the treated surface, water vapor transmission, resistance to efflorescence, and general appearance (Clark et al., 1975). De Castro (1983) measured the angle of contact of a microdrop (0.004 cm3) on a stone surface as characteristic of the wettability. This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. "Mine disasters, such as fires and explosions, can create a hazardous atmosphere due to the generation of carbon monoxide (CO). After a mine disaster, contaminated mine air can enter the refuge alternative (RA) as miners enter. Most built-in-place (BIP) RAs use an air delivery system to provide an unlimited supply of breathable air through a borehole which also serves to purge contaminants. In order to determine what levels of contaminants enter the RA, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted testing in NIOSH’s Pittsburgh Experimental Mine using groups of 5, 15, and 30 subjects entering the RA. The experiment used sulfur hexafluoride (SF6) as a tracer gas that was released into the air outside of the BIP RA to establish a uniform concentration. After the human subjects entered the BIP RA, the SF6 levels inside the RA were measured to quantify how much of the tracer gas entered the BIP RA. In tests conducted while the borehole air supply was left off as test subjects entered, interior contaminant levels were less than 3% of the exterior concentration. In tests conducted with the borehole air supply activated as test subjects entered, the interior contaminant levels were measured at less than 2% of the exterior concentration. Considering a mine disaster can result in 10,000 ppm of CO in the mine atmosphere, these percentages indicate that unhealthy CO concentrations that may lead to headaches, dizziness, and loss of judgement can occur in a BIP RA. This information will help mines make decisions concerning air locks, air delivery systems and a determination if purging mechanisms are necessary. INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and enforcement of mine safety standards (MSHA, 2006). Section 13 of the MINER Act specifically directs the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of RAs for underground coal mines. This mandate culminated in the 2009 adoption of changes to the 30 CFR mining health and safety regulations, requiring underground coal mines to provide RAs capable of maintaining a life-sustaining environment for persons trapped underground. Such RAs can be either pre-fabricated or BIP shelters. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe, breathable atmosphere within RAs."

In 1989 natural industrial diamonds counted for 55% of the world's natural diamond production. Australia is currently the leading producer (35%). Zaire is the second largest producer (19%). of what is primarily industrial grade rather than gem grade. Botswana (17%) is third, with the former USSR (15%) fourth, and the Republic of South Africa (8%) fifth. Diamonds are also mined in Angola, Namibia, the Ivory Coast, the Central African Republic, Ghana, Tanzania, Guinea, and other African countries. In the Western Hemisphere, Brazil is the principal producer, with some production from Venezuela and Guyana [(Fig. 1)]. A very small output of diamonds is mined today in India, which was the first source of commercial production. In the United States, efforts at commercial diamond mining have been confined to a small area near Murfreesboro, AR. The first diamond was found in a pipe there in 1906. Small scale trial mining has not, however, proved economical. Since diamonds were first discovered more than 2,000 years ago, only about 380 t have been mined. In order to obtain 1 g (5 metric carats) of diamonds, it is necessary to remove and process approximately 25 t of rock. Recovering this small percentage involves a combination of highly developed techniques in mining and extremely sophisticated processes in diamond recovery. END USES Diamonds are used for two unrelated end uses: gem diamonds are jewels of great beauty, while industrial diamonds are essential materials of modem industry. Although imitation stones are substituted for the gem diamond, none of these matches its properties sufficiently well to offer real competition. Synthetic industrial diamonds are now of a quality and size that permit them to be substituted for natural diamonds in numerous industrial applications. For example, synthetic diamonds are available today in sizes up to 100 stones per carat (1.2 to 1.4 mm). In addition, polycrystalline synthetic diamond inserts, such as De Beers Syndite", General Electric's Compaxa and Stratapax", and Megadiamond's Megapax" have replaced natural diamonds in turning tools, mining and oil drilling bits, and dressing tool applications. Industrial Diamonds The diamond is by far the most important industrial abrasive. As recently as 50 years ago, consumption of industrial diamonds was less than that of gem diamonds, but since that time, industrial use has grown to a position of great dominance. During the six-year period 1929 to 1934, the material produced for industrial use amounted to about 74% by weight of the world's total output of diamonds. In 1989 the percentage of natural industrial diamonds mined in the world was 55%. When synthetic industrial diamonds are added to the natural industrial diamond figures, this percentage becomes 87% of total world diamond production including gems, near gems, industrial, and synthetic stones. The many uses responsible for these significant increases are dependent on the properties of the diamond, including hardness, cleavage, and parting, optical characteristics, presence of sharp points and edges, and capacity for taking and maintaining a high polish. The utilitarian role of the diamond was confined primarily to lapidary products until the industrial revolution, which created the first demand for diamond as an industrial tool. In 1777, a British inventor and instrument maker, Jesse Ramsden, used a diamond to cut a precision screw for an engine that he had invented. The first authentic description of industrial diamonds being set in a saw was recorded in 1854 by a Frenchman, Durnain. Eight years later a Swiss watchmaker, Jean Leschot, developed the first diamond drill bit for use in a hand operated machine, which was employed to drill blastholes in rock. In 1864, diamond bits were put to their severest test up to that time in the construction of the Mont Cenis Tunnel in the Alps. A few years later a steam-powered diamond drill with a speed of 30 rpm was able to penetrate rock at the modest rate of 0.3 m/hr. As the industrial revolution gained momentum on both sides of the Atlantic, metal replaced wood and machines replaced people. Thus the foundation was laid for precision engineering and the recognition of diamonds as an indispensable tool of industry. The next major demand for industrial diamonds came after World War I with the development of cemented carbide cutting tools. Diamond was found to be the most effective medium for finishing and grinding the new ultrahard metal. This discovery rapidly increased the demand for industrial diamonds. The availability of inexpensive diamond material inspired tremendous research into applications. By 1935, the first successful phenol-resin grinding wheel containing diamond had been marketed. Soon afterward, the metal-bonded and vitrified diamond wheels were produced, and, as the matrices and bonds that held the diamond grit in place began to improve, the popularity of diamond grinding wheels grew. The outbreak of World War II, and the accompanying increase in use of hard-metal tools in the munitions industry, increased the demand for industrial diamonds. Since about 1950, the development of ultrahard ceramics, semi- conductor materials, plastics, and exotic metal alloys has further consolidated the diamond's position as an indispensable tool of industry. Only diamond is hard enough to cut these superhard materials with the precision, speed, and economy that industry demands today. Special machines equipped with industrial diamonds are used to remove bumps from concrete runways and highways and to modify highway surfaces in order to prevent skid accidents. Many skids are caused by hydroplaning, a phenomenon that occurs when the roadway is wet. Tires mount a film of water and virtually lose contact with the road surface. Introduction The grinding of coal-water slurries has received increasing industrial attention during the last decade. In particular, there is long-term interest in the use of pulverized coal-water slurries to replace oil in combustion equipment and in the development of coal gasification/liquefaction processes that require coal-water slurries as feed. More specifically, the use of coal-water slurries in gasification requires grinding a high-density slurry containing the smallest amount of water consistent with slurry pumping and spraying. As part of a fundamental engineering research support program aimed at the industrial implementation of dense coal-water slurry grinding, this author has published several papers on how specific rates of breakage vary as a function of slurry rheology (Klimpel, 1982,1982/83). These papers demonstrated that there is a consistent pattern of change in specific rates of breakage of coal in dense slurries with controlled variation in slurry rheology. By matching rheological data with laboratory grinding results, it was possible to identify directly slurry conditions that correspond to: 1) slowing down of breakage rates, 2) the occasional acceleration of breakage of some sizes, and 3) conditions where chemical additives will increase rates of breakage. In brief, these conditions were analyzed using two different criteria: a) the net production rate of material less than some specified size (e.g. kg/min of minus 325 mesh) in a standard batch laboratory mill test as a function of controlled changes in grinding conditions, and b) the use of the one-size-fraction feed method, which consists of following the disappearance of this largest size over grinding time in a batch laboratory mill to arrive at well-known specific rates of breakage (Austin et al., 1984). Detailed references to the methodology used as well as the conclusions are available (Klimpel, 1982, 1982/83) and will not be repeated here. The purpose of this paper is to further demonstrate several additional characteristics of dense coal-water slurry grinding that were shown in a simplified sense in the earlier publications of the author but which have clearly demonstrated themselves as being very important in the industrial simulation and scale-up of such coal-water grinding systems. In particular, this includes the clear and unambiguous demonstration of how the simultaneous acceleration of breakage of some size fractions and slowing down of the breakage of other size fractions is occurring as a function of changes in coal-water slurry density. In the earlier publications (e.g. Klimpel, 1982), it was shown by specially designed experiments that the addition of fine material and/or the use of a chemical thickening agent accelerated the specific rates of breakage of coals of coarser size fractions using the one-size-fraction method. There were also numerous examples given of non first-order breakage (the slowing down of coal breakage rates) using also the one-size-fraction method due to the presence of excessive amounts of fines which corresponded to the development of a rheological yield value. The problem with the simulation and scale-up of any laboratory and/or pilot-scale mill data to an industrial scale using the mechanistic modelling approach involving specific rates of breakage and breakage distribution parameters (e.g. Austin et al., 1984) is the number of assumptions involved in translating the smaller mill breakage parameters to the predicted larger mill breakage parameters. It is apparent, at least to this author, that to accurately simulate and predict larger scale equipment performance from smaller scale data (given that the larger scale data performance is known and hence predictions can be thoroughly checked) requires a better knowledge of breakage parameters than is currently available. More specifically, it was felt that one of the chief problems was the inability of the one-size-fraction method of determining breakage parameters to sufficiently represent the actual magnitude and sometimes even the directions of. the complicated interactions involved with slurry density changes in coal-water slurry grinding. Thus, a special set of experiments was conducted in a somewhat larger batch ball mill (0.457 m diam x 0.610 m length) than the 0.203-m-diam mill used in the original rheology characterization paper (Klimpel, 1982) so as to minimize any unusual effects due to wall-ball interactions (2.54-cm-diam balls used in both mills). More importantly, the measurements of specific rates of breakage were done using a proprietary tracer method on a portion of a given size fraction, which was then remixed into a natural feed size distribution before grinding. The experimental procedure and analysis of subsequent data was done in exactly the same manner as the radioactive tracer technique on coals as originally developed by Gardner (1962). The advantage of such an approach is that it makes no assumptions such as the independence of the specific rate of breakage of any size on the absolute sizes and amounts of other sizes present (both larger and smaller) in the mix of natural feed material. It will be shown that the measured rates of breakage using the direct tracer technique and the one-size fraction method on the same coal are indeed different. In fact, an accurate assessment of what is happening to the rates of breakage as a function of changing slurry density can only he made by measuring particle breakage under grinding conditions approximating the size distributions actually being produced in practice. Experiment procedures and results The pilot mill used was 44 cm diam x 60 cm long with a volume of 91,250 cm3 and was fitted with six 0.5-in. lifter bars.

The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank. Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTION Water spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles. Airborne particles of dust have long been known to carry a significant amount of electrostatic charge (Hopper and Laby, 1941; Kunkel, 1948; Kunkel, 1950; Dodd, 1952; Liu et al., 1987; Kutsuwada and Nakamura, 1989). It is reasonable to assume that presence of charge on particles will effect their agglomeration and particle-droplet interactions. Polat et al., (1991) showed that virtually all freshly generated dust particles were agglomerated in air. They suggested that electrostatic charge and humidity were important factors responsible for agglomeration. Previous theoretical studies on the interactions between charged particles and collectors by Nielsen and Hill (1976) show that, the collision efficiency is a strong function of the particle charge. In addition to charge on particles, spray droplets might also carry substantial amount of charge (Chapman, 1937;1938; Blanchard, 1958; Iribarne and Mason, 1967; Jonas and Mason, 1968; Byrne, 1977; Bailey, 1988). In theoretical studies of interactions between a spherical collector and airborne particle, it was found that the collision efficiency was significantly altered depending on whether the collector and the particles were charged. If neither the collector nor the particles carried a charge, the collision occurred by inertial and gravitational forces. The collisions took place on the front part of the collector (the front capture). If either of the collector or the particles were charged, the collision was enhanced due to the induced image forces. If both the collector and the particles were charged, the collision efficiency was significantly affected by the sign of the charge as well as its magnitude. For oppositely charged collector-particle pairs a collision could take place on the rear of the collector even if the particle flied past the collector upon approach (the rear capture) (Nielsen and Hill, 1976; Wang et al., 1986; Chang et al., 1987). On the other hand, the columbic force became negligible as the particle size increased and the inertial force became dominant. The electrostatic attraction was predominant for particles of less than about 2.5 µm in diameter. For particles larger than about 8 µm the inertia of particles was sufficient to overcome the columbic force and inertial impaction became the dominant collision mechanism (Grover and Beard, 1975; Chang, 1987). Previous studies of dust suppression using charged spray droplets generated by applying high voltage to the spray nozzle showed significant improvements in collection efficiencies (USBM open file report, 1983; McCoy et al., 1985). Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

Before the development of the underground stoping and mining costs can be considered, certain facts about the ore body, the proposed mine, markets, etc., must be known or determined. In the case to be studied, the zinc-lead mineralization occurred with a narrow vertically dipping structure of undetermined length and vertical extent. Exploration completed to date has revealed 6.5 mil¬lion st t of proven reserves. A further 820,000 st of in¬dicated reserves has been outlined and this tonnage is considered capable of being expanded by a factor of approximately four after more detailed drilling. After studying the market conditions and completing a very preliminary feasibility study, it was decided that production would be 730,000 stpy (or 2000 stpd) of ore. First year production would be at the rate of 1500 stpd. The main design criteria for the selection of the min¬ing methods are minimizing surface subsidence, maxi¬mum recovery of the ore body, maximum degree of grade control, maximum productivity, and safe working conditions. Two basic extraction systems are considered capable of meeting these requirements: mechanized cut¬and-fill stoping and sublevel long-hole stoping with filling. The primary development system of the mine has been designed to give maximum flexibility in stoping systems and layout and to permit changes if considered necessary as a consequence of actual production ex¬perience. At the present time, access to the mine is by a circu¬lar concrete lined vertical shaft, 16 ft diam, sunk to a depth of 1380 ft. Two exploration levels have been driven within the ore zone at depths of 165 and 1246 ft below the surface outcrop. The development to date had the objective of sampling the mineralization and produc¬ing detailed information on the outline of the ore body and the distribution and controls of zinc and lead values. In an attempt to satisfy the basic design criteria for the mine, it was decided that production would be best achieved by a combination of 40% sublevel long-hole stoping and 60% cut-and-fill mining. Costs of exploration and capital development of per¬manent underground facilities are normally written off over the life of a mine. Production expenditures, on the other hand, are of a temporary nature and are normally charged as and when incurred as an operating expense. Reasonably accurate predictions of mine production costs can be built up from engineering design and estimates of individual mine activities for ultimate inclusion in the comprehen¬sive data required for financial decision making. The simulated operations can be costed on a detailed basis in the form of a monthly operating budget. The budget format can be generalized or detailed, depending upon the scope of the project. However, ex¬perience suggests that a fairly detailed format has the advantage of assuring that all significant cost items are included. For underground costing it is suggested that the budget structure include five major cost centers (i.e. development, diamond drilling, ore extraction, hoisting/ transportation, and general mine expense). These in turn are detailed under numerous subheadings. The mechanism for compiling an operating budget will be illustrated. Because of its relative simplicity, ore extraction under sublevel long-hole stoping has been chosen for illustration. All other activities, simple or complex, can be estimated in similar fashion. BLOCK AND STOPE DEVELOPMENT Long-hole blocks, used where advantageous, will be up to 250 ft in height, depending upon the vertical con¬tinuity of the mineralization, and approximately 300 ft long. Drawpoints will be at 36-ft intervals and serviced by loading crosscuts driven from a footwall drift parallel to and close to the ore zone. Pillars between the stopes will be 50 ft wide. Stopes will be drilled off with vertical rings of blastholes drilled from sublevels approximately 60 ft apart vertically. This drilling will be done by percussion drilling machines (31/2 in.) mounted on a trackless drilling rig. Load¬haul-dump (LHD) equipment will be used to move broken ore from the drawpoints to the orepass connecting to rail haulage systems. On completion, long-hole stopes will be backfilled to prevent caving and to facili¬tate later pillar removal. From a planned stope layout, a forecast of produc¬tion and development is made in Table 1. Table 1. INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA's predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA's projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners' average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records. If it was recorded, only a fraction of the day on which it was discovered would be entered into the cumulative exposure calculation (time-weighted average). 4) Some of the mines visited used a mine average radiation concentration, and every employee working underground was given the same exposure per unit of time spent underground. As a result of the 1977 study, more stringent sampling and recordkeeping standards were proposed and public hearings held in 1977. The resulting new and revised health standards on radon-daughter sampling and exposure recordkeeping became effective August 30, 1979 (Mine Safety and Health Administration, 1979). Prior to these new regulations, radondaughter sampling requirements were on an "as often as necessary" basis (Code of Federal Regulations, 1978). The new regulations required practically all active work areas in underground mines to be sampled at least once every 2 weeks, with many areas requiring weekly sampling. The 1996 Arizona Conference was held in Tucson on Dec. 8 and 9. Attendance was 648, a 12% increase from the 1995 conference. The annual conference is organized by the Arizona Conference Board of Directors, representing SME sections from throughout Arizona and adjacent areas. In addition to those representing mining and processing operations in the Arizona region, the meeting was well attended by interested parties from throughout North America. These included vendors, consultants, academia, research organizations and corporate management. The technical program highlighted the meeting. It consisted of a keynote address and morning and afternoon technical sessions. In the technical sessions, 23 papers were presented by the mining, hydrometallurgical, smelting, geology and mineral-processing divisions. The conference was then capped by a banquet that included a talk by a noted economist. Keynote address The program was kicked off by a keynote address titled "Forecasting for the 105th Congress," by Rep. John Shadegg (R-AZ). He was elected to Arizona's Fourth Congressional District in 1994. Shadegg serves on the House Budget Committee, the Resources Committee and the watchdog Government Reform Committee. He stressed the familiar conservative positions of reducing government spending, balancing the budget and states rights. As a member of the House Resources Committee, Shadegg stated his support for the mining industry. Technical sessions Mining division. Two of the five presentations described developments at two Arizona mining operations. T.J. Swendseid of Phelps Dodge presented a paper titled "New developments at Morenci" and P. Garretson of BHP presented a paper titled "Startup of the Robinson Project." Morenci continues to expand its operation and recently broke records for production. Other developments at Morenci included the completion of a 600-m (2,000-ft) drainage tunnel and stockpile rehandling. In addition, Phelps Dodge moved Morenci's crusher plant. It was completely disassembled and reassembled in just eight days. Another interesting presentation was "Predictive maintenance techniques for large electric shovels at Cyprus Sierrita," presented by T. Ritzel of Cyprus Amax. The presentation described high-technology methods for predicting maintenance problems. These methods included vibration analysis, ultrasonic detection, infrared thermography, electrical measurements and tribology (the science of lubricant evaluation). The benefits of these techniques are reduced downtime of the equipment, as was demonstrated in case studies at the mine. The other presentations were "Introduction to NOSA 5-star safety program," by R. McKinnon, BHP Copper North America, and "A new design guideline for mine sealing," by K. Fuenkajorn, Rock Engineering International. Hydrometallurgical division. The hydrometallurgical session consisted of five papers. These included a presentation titled "Recovery of gold and silver using guanidine-based extractants," by M. Vining of Henkel Corp., Tucson, AZ. In this presentation, guanidine-based extractants LIX-79 and AURIX resin were introduced. LIX-79 was shown to have applications in copper-gold and high silver ores. In ammonia-cyanide leaching, AURIX was shown to be more selective in CIL vs. RIL comparisons. Other papers in the hydrometallurgical division included "Application of cobalt in the copper industry," by J. Hawke, OMG Apex Inc.; "Series parallel conversions and production gains at Cyprus Miami Mining's dump leach and solvent extraction operation," by E. Bilson of Cyprus Amax; "Lead alloy anode corrosion at the San Manuel SXEW tankhouse," by W .M. Gort of BHP Copper and "Hydrometallurgical treatment of copper refinery slimes," by B.C. Wesstrom of Phelps Dodge. Smelting division. Three papers were presented in the smelting division session. These included updates and reports on improvements at the Hayden, Hidalgo and BHP San Manuel smelters. For example, W.A. Dutton of Phelps Dodge presented "Recent improvements at the Hidalgo Smelter." These changes were aimed at reducing environmental emissions and increasing production. They included modifications to the fugitive-gas collection system to reduce particulate emissions, rubber lining the acid plant scrubbers to reduce corrosion and the installation of a cold lime softening system for water treatment. Equally interesting papers were presented by D. Norton of Asarco, Hayden, AZ, in a paper titled "Update of the Hayden smelter process," and by D. Jones of BHP Copper, San Manuel, AZ, in a paper titled "Update on first campaign of the BHP San Manuel Copper." Geology division. The session began with a paper that outlined the progress of an exploration project in South America. "The Pierina exploration project, Ancash Province, Peru" was presented by J.D. Horizontal stress is an important factor that contributes to roof failure during a long wall entry development, especially when the immediate roof is weak. In this study, the effects of the three factors, the stress angle between the maximum horizontal stress and entry development, the stress ratio of the maximum to the minimum horizontal stresses, and the sequence of entry development, on the stress distributions in the weak immediate roof of a three-entry system are analyzed using the finite element method, when the horizontal stress is fixed. The results have confirmed that the stress angle has a significant influence on the stress distributions. Generally, the three-entry system is in the worst stress condition when the angle is about 60°_75°. The stress ratio has little effect on the roof stresses. In addition, the sequence of entry development has also little effect on the roof stress for the specific case analyzed.

"It is expected that more than 10 Billion USD will be spent in Istanbul in coming years on tunnel boring especially with EPB-TBMs. However, the geology of Istanbul is very complex. Geologic formations changing from Paleozoic to Cenozoic ages cause tremendous problems due to frequently changed rock formations and andesite and diabase dykes. This paper summarizes a universal model to predict the performance of EPB-TBMs which is created upon the data base collected from several projects. The model first is based on predicting field specific energy and power consumed of TBMs using geo-mechanical properties of the excavated material and TBM diameter. Later net production rate is calculated using field specific energy and power consumed by TBM. A methodology to predict machine utilization factor permits to calculate daily advance rates. The validity of the model is tested using the data obtained from two recent metro tunnel projects. 1. INTRODUCTION It is expected that in a near future a total length of 400 km will be excavated in Istanbul in a complex geology. Selecting proper tunneling equipment, organizing an effective operational management with the right tunneling crew will be a major concern for an efficient scheduling of the future projects necessitating to create a model to estimate daily advance rates. Several TBM performance prediction models with few on the prediction of machine utilization time were realized in the past. However, there is quite limited number of research studies on predicting the performance of EPB TBMs. Specially predicting daily advance rates in complex geology, in mixed face, in fractured rocks, in transition zones etc. are in big concern (Namli et al. 2013, 2014). The first experiences in Istanbul with a gripper type TBM was a nightmare, roof collapses caused big delays in tunnel excavation (Bilgin 1993). A typical example to EPB-TBM was Kadikoy-Kozyatagi tunnel, changing TBM from opened mode to closed mode with few modifications on the cutterhead resulted a tremendous increase in the daily advance rates (Bilgin et al. 2009). The data collected from several tunnelling projects served a basis to create a model to predict daily advance rates of EPB TBMs. Within the frame of a research program the validity of the model was tested in Uskudar-Umraniye–Cekmekoy-Sancaktepe metro project and very recently in Mecidiyekoy-Mahmutbey project."

Simulation models have been widely used to analyze the operations and characteristics of a variety of systems. Such models mimmick a projected reality by analyzing the interaction of the events, transactions, and facilities which combine to make up the system. The models are structured as a computer representation of the system components and their logical, precedence and timing relationships. The operation of the system is then simulated over some finite time interval to gather analytical and staistical data. This paper presents a method whereby bulk handling systems, either actual or proposed, may be analyzed by means of simulation models to project the enconomic consequences which may be expected from the system over some future time interval. An example is given to illustrate the construction of bulk handling simulation models, the derivation of performance data, and the analysis of the information with an eye to effective decision making.

The control of pH in solvent extraction circuits is an old technique (1,2) but one which has a large potential for future use. The equilibrium position of any reaction which has hydrogen or hydroxide ions, either as products or as reactants, can be controlled by pH adjustment. Several examples of reaction types which are important in solvent extraction systems and which also show a pH dependence are shown in Figure 1. The examples were chosen to show the wide variety of reactions which fit the above criteria, but it is not meant to be a complete listing of all the possible reaction types, Some of the reactions are presented in a simplified form. It is the intent of this paper to discuss pH controlled solvent extraction reactions for some relatively simple systems through more complex ones.

The role of ZnSO4 in activation of sphalerite (ZnS) and deactivation of lead-activated sphalerite has been investigated. Adsorption of metallic ions at the solid-solution interface, electrokinetic results for sphalerite under different chemical conditions, and thermodynamic calculations were used to elucidate the mechanisms involved. It is shown that flotation response of sphalerite in absence of activators is rather weak and that adsorption of ethyl xanthate on the mineral mainly electrostatic in nature. Zinc sulfate is found to activate the mineral but only in a narrow acidic pH range. This is attributed to the increase of zeta potential as well as the possible increase in amount of negatively charged bulk precipitated zinc xanthate. Lead ions activate sphalerite in a wide pH range and the lead activated mineral assumes a flotation behavior similar to that of galena (PbS). However, addition of ZnSO4 depresses the lead-activated sphalerite by replacing lead ions at the mineral/solution interface.

A full survey of the laboratory and blast-furnace tests on 2 types of acid pellets is given. From the laboratory tests, carried out in an atmosphere containing hydrogen, it appears that type B, produced out of 100% magnetitic ores, has a far better low temperature disintegration index and a lower reducibility index than type A, produced from a hematite/magnetite mixture. The swelling index, chemical composition and mechanical properties of both types of pellets do not differ significantly. From the blast-furnace test, carried out with a burden consisting of 45% of pellets and 45% of sinter with basicsty ratio about 2.2, and at constant driving rate, it follows that there is no significant relationship between the disintegration value of the pellets and the blast-furnace permeability. If also is concluded that the lower reducibility of the type B pellets leads to a significantly higher coke consumption.

The evaluation criteria for cost comparison of the Gearless Drive, also called Ringmotor or wrap-around motor, as variable-speed drive with a Twin Drive System using synchronous motors are reviewed. Both mechanical and electrical components of the drive system are considered. The evaluation criteria are described and for the cost comparison the applicable method is demonstrated. The cost comparison is based on a medium and large sized mill system. Each drive package will display cost details with regard to capital cost, maintenance, power losses, overall efficiency, overhead and loss of production. As conclusion the benefits and disadvantages of the two drive/mill packages will be presented together with a payback diagram.

Northwest Alloys, a wholly owned subsidiary of Alcoa, produces magnesium from dolomite by reduction with ferro silicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial by-products. Two such products are dicalcium silicate slag, Di-Cal, and magnesium oxide condensate, MgO. The alkaline properties of these materials offer acid neutralizing capability comparable to the traditionally used lime, therefore, warranting a study for their use in applications where the neutralization of acidic waters or process solutions is required, such as treatment of mine waters. In this ongoing study, three mine waters (Bunker Hill Mine, Berkeley Pit, and Blackbird Mine) were selected for treatment with Di-Cal and MgO. Lime was used as the background control. The solid precipitates were subsequently contacted with pure water at four different pH conditions for stability testing of prepared metal precipitates (expanded TCLP). It was found that neutralization with Di-Cal results in precipitates which are of equivalent to superior stability than those from lime treatment.

It encompasses every facet of terrestrial mining but with the unique addition of a superimposed liquid overburden, which is itself mineralized. It is the unique aspects of marine mining that are discussed in this section. In keeping with the times, a systems approach is taken in the presentation of the material. The environment is first described, and this is followed in logical sequence by the common requirements for working there, then the mineral exploration phase, the exploitation and, finally, the operational restraints imposed by man and nature. Free use is made of tables and figures from original and published works and extensive listings of reference material round out each section. The title "Marine Mining" was chosen in preference to ocean or underwater mining because it is broad enough to include oceans, beaches and inland seas. The selection of terms sometimes may seem odd but they have not been chosen arbitrarily. All things are reduced, where possible, to basics and defined. Applying systems terminology, the word "platforms" is used in the functional sense and includes not only airborne, waterborne and fixed platforms, but man himself in his capacity as a working diver. If there is confusion it is often because of familiarity with a word in a context personal to the reader. For example, what does extraction mean to you-or mining or exploitation? Cost data have been interspersed throughout the section whenever they could be obtained. The use of these data should be tempered with understanding because no two situations are alike and improvements in marine technology are constantly being made. The names of individual authors are listed with each subsection. Where no name is given, the responsibility has been that of the senior author. Acknowledgment is sincerely made to the U.S. Bureau of Mines, and latterly the National Oceanic and Atmospheric Administration, for encouraging and supporting the preparation of the work ; to the secretarial staff at the Marine Minerals Technology Center and to Donald Eisman for editing. To the many other contributors who may not be listed by name, grateful acknowledgment is also due. It is not possible to put "everything-you -need-to¬-know" into one section, but. the very full bibliographies at the end of the text should adequately fill in for those who wish to know more. 20.1-THE MARINE ENVIRONMENT Marine mining is set apart as a separate discipline by the marine environment. The following subsections describe the environment from the point of view of the physicist, the chemist and the geologist. The interrelationship of these disciplines with the economic mineral potential of the oceans and seas is apparent from the description of the marine mineral resources. The marine environment is an extremely complex natural phenomenon with which the marine mining engineer must learn to live. It can be the source of his wealth or his frustrations and sometimes both. It can never be ignored.

"While genetic algorithms have been widely adopted in ore grade estimation and optimization, mine design, and production scheduling in the mining engineering field, reliability and maintainability analysis of mining equipment using genetic algorithms has been a relatively new research area in recent years. This paper presents an application of genetic algorithms using case studies with seven underground scoop trams whose maintenance records have been collected over a period of 12 months from an underground mine in the Sudbury mining area. Based on the assumption that various factors that contribute to machine failures resemble the biological evolution process, the authors have developed an in-house PC software application called GenRel which adopts genetic algorithms in its programming. In this study, the authors feed the historical maintenance data into GenRel in order to predict future maintenance characteristics of mining equipment in a time period of three months. Then the predicted maintenance characteristics are compared to the actual maintenance records in the same time period. A statistical study is then used to examine the similarity between the predicted data and the recorded data.INTRODUCTION Today maintenance costs of sophisticated engineering systems are so high that maintainability draws great attention from scientific researchers to operations managers. For instance, a study by [1] shows that American manufacturers spend more than 300 billion U.S. dollars on plant maintenance and operations. Therefore it is understandable that the main objectives of applying maintainability principles to engineering systems are to reduce projected maintenance costs, to use maintainability data to estimate system or equipment availability/unavailability and to determine labor-hours and other related resources needed to perform the projected maintenance. A system with better maintainability would inherently provide the benefit of lower maintenance costs, less time to recover with lower breakdown frequency (design for simplicity), less complexity of maintenance tasks and relatively reduced man-hours [2]. Most maintainability functions use the Time To Repair (TTR) as the independent variable. It is common to use probabilistic or statistical concepts to define a maintainability function, for example, the probability density function. Let t denote the time. Assuming a repair starts at t=0 and completes at time T, the maintainability can be mathematically defined [3] as in Equation (1)."
