Soil amendments or soil conditioners generally carry the con- notation of being useful for problem soils or soils needing special treatments to produce maximum yields. Many different materials have been utilized, both inorganic and organic. Only the most commonly used and those that appear to have potential to become commonly used will be discussed. Soil productivity depends on many factors. Soil amendments mainly modify physical characteristics and microbial action, and/or change the pH of a soil, rather than directly supplying plant nutrients. They give soil the needed physical properties to allow plant growth, fight erosion, or save water. Some soil amendments provide nutrients in addition to altering the physical, biological, or chemical characteristics of soil. The term "soil amendment," as it is used by Soil Science Society of America, allows soil amendments to be materials other than those used primarily as fertilizers (Anon.,1987). Soil amendments as fertilizers of any type will not be considered here because this aspect is more relevant to the previous chapter entitled "Agricultural Materials: Fertilizers" in this volume. Several inorganic soil amendments have been used since the early 20th century to alter the character of soil: limestone, lime, and similar calcium-rich carbonates and oxides for acid soils, and calcium sulfate (gypsum) and native or uncombined sulfur for alkaline soils. The use of these amendments (limestone, lime, gypsum, and sulfur) or their equivalents has been studied and documented in many basic soils tests (McCaslin and Boyle, 1980). Perlite and vermiculite are considered in separate chapters and only a brief statement of their use as soil conditioners will be made in this chapter. Peat is the principal natural organic soil amendment, but manure, both as a fertilizer and soil conditioner, is used in every part of the world. In less-developed countries, manure is the primary soil fertilizerlconditioner. An organic-rich material designated as "humate" has been marketed as a soil amendment for many years and will be addressed in this paper. Other materials are discussed by the Soil Science Society of America in its Special Publication 7, "Soil Conditioners" (Stewart, 1975). They include bitumen emulsion, polyacrylamide, polyvinyl acetate, polyvinyl alcohol, bentonite, nonionic surfactants, and natural mulches. Zeolites can be added to the list of miscellaneous soil amendments (McCaslin and Boyle, 1980), as can calcium chloride (Pressler and Pelham, 1985), sulfuric acid, ferric and ferrous sulfate, aluminum sulfate, ammonium polysulfide, calcium polysulfide, and ammonium bisulfite (Stromberg and Tisdale, 1979). Sludge will not be considered as a soil amendment because it has properties more consistent with fertilizers. All these "other materials" account for a very small amount of the volume and value of soil amendments used and will be only briefly discussed.

The Detroit Water and Sewerage Department has undertaken a $1.2 billion effort to capture and treat combined sewage overflows from various outfalls along the Detroit and Rouge Rivers in Detroit, Michigan. This program is planned to include a 455,000 m3 (120 million gallon) storage and treatment tunnel which will capture overflows from 19 outfalls along the Rouge River. The tunnel is currently in the conceptual design phase, with the bid date planned for mid-year in 2001,and completion planned for August 2005. The total design and construction cost is currently estimated to be approximately $450 million. Current concepts are for the storage and transport tunnel will be 6.1 m (20feet) in finished diameter, with a total alignment length of approximately 12,200 m(40,000 feet). The main tunnel will extend through the Traverse and Antrim Shalerock formations, while approximately 5,500 m (18,000 feet) of various diameter connecting tunnel will extend through both rock and soft ground. The project will include a total of 10 drop shafts, 13 riser shafts, various connecting structures, and a 455,000 m3/day (20 mgd) pumping station. This paper will present a discussion of the design philosophy, subsurface conditions, the various planned components, and the expected design and construction considerations for the proposed Upper Rouge Combined Sewage Overflow Tunnel.

"In our work, the preparation technique of high pure manganese sulfate directly from low-grade rhodochrosite ore (MnCO3) was studied and improved intensively, including the effective leaching process and the short purifying process. Based on the same ion effect, the repeated leaching of rhodochrosite with sulfuric acid is proposed to improve the solubility of Mn2+ and inhibit the dissolution of the impurities Ca2+ and Mg2+. Moreover, the repeated leaching process could make full use of rhodochrosite and lower the dosage of sulfuric acidas raw material. With the aid of theoretical calculation, Ba(OH)2 was chose to adjust the pH value of manganese sulfate solution, and BaF2 to remove Ca2+ and Mg2+completely in the process of purifying. The results demonstrate that the extraction ratio and the recovery ratio of manganese reached 94.3% and 92.7%, respectively, which shows the prospect of industrial application. In manganese sulfate production, the heavy metal impurities have been decreased to less than 1ppm. Moreover, the content of calcium, magnesium and sodium has been decreased to less than 20ppm, which meets the standards of high pure reagent for energy and electronic materials. Our study enlightens an approach to the sustainable application of low-grade rhodochrosite.Introduction Low-grade manganese carbonate ores (=14%) becomes gradually the main resources for exploitation and applications in China according to national mineral resources survey (Tan et al 2004 and Singh et al 2017). Therefore, the electrolytic deposition technique of rhodochrosite faces great challenges including low electrolysis efficiency, high-resource input and high-pollution discharge (Fu et al 2010, Michelis et al 2009, Zhang et al 2013). Recently, more and more amount of manganese series with high or super high purity such as MnSO4, MnO2, Mn3O4 and MnO is demanded with the development of energy and electronic materials. Due to low-grade ores containing multiple elements such as iron, silicon, calcium and magnesium, conventional preparation of manganese sulphate with high purity from electrolytic product is characterized by long production-cycle and high-energy consumption (Subrat et al 2011, Mpho et al 2013). By contrast, hydrometallurgical method combined with thermal decomposition, hydrothermal synthesis and sol-gel processes has been widely studied because of its high efficiency, low consumption and low cost (Chen et al 2008). But the key problem in direct preparation of manganese series form low-grade rhodochrosite is to remove completely the multiple impurities such as iron, silicon, calcium and magnesium (Liu et al 2014). So it is urgent to develop a sustainable alternative approach with character of short process, high efficiency and environmental friendly."

For the past few years Caro's acid has been used for the treatment of cyanide containing slurry effluents, providing a feasible alter­ naive to other slurry treatment processes including !NCO SO2 / Arr and ferrous sulfate. Presently, mines using Caro's acid gen­erate their own Caro's acid onsite making a relatively low quali­ty product. It was at this point where we, at Degussa Corporation, decided to focus our efforts on engineering a Caro's acid genera­tor capable of cost effectively producing a high quality Caro's acid solution, thus reducing operating costs significantly. Caro's acid or peroxymonosulfuric acid is not a new chem­ical nor is it new to Degussa. The product was named after Heinrich Caro (1834-1910), a German chemist who first described its synthesis and its oxidizing properties in 1898. Degussa has been producing the potassium salt of Caro's acid as the triple salt, 2KHSO5 - 2KHSO4 - K2SO4, called Caroat®, for over 30 years. Caroat® is used for household and denture cleansers, as a bleaching agent in dish washing detergents, in printed circuit board etching and for cyanide destruction in the plating industry. From our experience in producing Caroat® Degussa developed its new Caro's acid based DegOX™ technology for the treat­ment of cyanide containing effluents from gold and silver mines.

PROJECT The Walgautunnel is the heart of a new hydro scheme in Western Austria, which is supposed to go into operation in 1984. With it's length of 21,4 km, a bored diameter of 6,25 m and an internal operating pressure of 13,5 bar it will be the largest water conducting tunnel in Austria. Even compared with some of the country's world-famous highway tunnels like 'Tauern' or 'Arlberg' it has to be regarded as a major tunneling project. Owner is the Vorarlberger Illwerke AG, a power corpo¬ration founded in 1924. In the course of the past 6o years this company developed the 'Werksgruppe Obere Ill - Lünersee', consisting of 6 major power plants and 4 large reservoirs. The installed capacity is 1.114 MW in the generating and 529 MW in the pumping mode. The total power output amounts to 1.916 GWh. The water for power generation comes from the glaciers of the Silvrettagroup, as this corner of the Austrian Alps between Vorarlberg , Tyrol and Switzerland is called. The Walgauwerk utilises all the water accumulated by the existing schemes as well as the so far unused run-off water, passing by in the river Ill. The intake to the Walgau-Tunnel is situated right beside the lower reservoir of the recently completed pump-storage plant 'Rodund II' at an elevation of 64o m above sea level. Though the head is a mere 162 m, 1 billion m3 of water will generate 356 GWh per annum. The power-output of the two Francis turbines is 86 MW.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. With commodity prices rising again and market conditions stabilizing, the Metals Economics Group (MEG) found that most mining companies increased their exploration budgets in 2010. In the groups 21st edition of the Corporate Exploration Strategies (CES), MEG found a 44-percent rise in the estimated worldwide exploration total for 2010. MEG found that the estimated total 2010 budget for nonferrous metals exploration reached $12.1 billion, reinstating almost two-thirds of the industry?s $6 billion in cuts to exploration in 2009. Nonferrous exploration refers to expenditures related to precious and base metals, diamonds, uranium and some industrial minerals; it excludes iron ore, aluminum, coal, and oil and gas. In 2008, exploration budgets were at an all-time high of $14.4 billion. This capped a six-year run in which budgets rose. In 2009, nonferrous exploration budgets dropped 42 percent in 2009 as the global economic crisis and declining prices for almost all commodities took their toll on the industry. Metals prices - the primary driver of exploration spending - have improved markedly since bottoming in early 2009, and have traded well above their long-term trends throughout 2010. In response, major, intermediate and junior companies have all increased their aggregate exploration allocations in 2010. In particular, the significant improvement in the availability of equity financings for the juniors over the past 12 to 18 months has allowed this group to account for the largest share of the overall increase in exploration spending this year.

During the 14 years since the last update to National Instrument 43-101 (NI 43-101), there have been many discussions between Canadian regulators and mining companies about mining disclosure deficiencies that arise from regulatory reviews. These discussions are not made public, and as a result, there has been some drift in how NI 43-101 is interpreted by the regulators, which in turn creates uncertainty for the mining companies trying to comply with the instrument. To reduce uncertainty in mining disclosure requirements, the Canadian Securities Administrators (CSA) has issued a notice to update the current NI 43-101 with a streamlined instrument and form. Changes and benefits are listed in the “CSA Notice and Request for Comment — Proposed Repeal and Replacement of National Instrument 43-101 Standards of Disclosure for Mineral Projects,” which is available on the Ontario, Quebec, Alberta and British Columbia Securities Commission websites. The public has been invited to comment, with the comment period ending on Oct. 10, 2025. The 43-101 Companion Policy (43-101 CP) provides an update to the views of the regulators on how the CSA staff interpret and apply certain provisions of the instrument. Collectively, some of the changes to NI 43-101, the form and 43-101 CP are likely to increase the financial and other burdens on the mining companies responsible for the disclosure, and the qualified persons (QPs) who create the disclosure. In other instances, there are missed opportunities to reduce the burden on mining companies and QPs without impacting the markets.

INTRODUCTION Selective Reduction of Nickel in Oxidized Ores Oxidized nickel ores, either garnieritic or lateritic, contain much more iron than nickel. The regular carbon reduction in an electric furnace is operated in such a manner that the greater part of iron oxides is reduced simultaneously with nickel oxide, resulting in a low nickel content ferronickel. In order that the nickel content of residual slag may be suitably low, -excess carbon must be fed so that the carbon content of the ferronickel thus obtained is that of casting iron. The metal also contains other impurities such as silicon, chrome, etc. In order to convert the casting iron into slightly carburized ferronickel with high nickel content, the greater part of the carbon and more than half the iron contained therein must be oxidized by means of oxygen. Energy is thus consumed as carbon, and power to reduce iron oxides, and more energy is consumed as oxygen to re-oxidize the iron contained. This method can be economically adopted for nickel ores with grades ranging around 2. 5 to 370, but it gets excessively costly when nickel grade falls below these values. This is why, for nickel ores with low nickel grades and high iron content, studies were conducted to develop a selective reduction process which, while reducing only a small part of the iron oxide, would provide efficient reduction of nickel oxide. Carbon-in-leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. The CIL process is becoming attractive even in other situations when preg robbing is not a factor. This article discusses the situations in which the CIL circuit can be applied. The results of leach-carbon-in-pulp (CIP) and CIL circuits at Newmont Gold's Mill No. 2, No. 4 and No. 5 are presented for comparison: Mill No. 4 was initially designed for a throughput of 4.1 kt/d (4500 stpd). It is presently operating at an average throughput of 6.6 kt/d (7300 stpd) without significant changes to the original design. The design considerations of the Mill No. 4 CIL circuit are discussed. The design of any processing facility represents a series of decisions. The final design options should ultimately be resolved based on economic as well as technical considerations. Every design decision represents some sort of compromise. From the designer's view point, these decisions are made with the conviction that the final product represents the most prudent long-term expenditure. The design throughput rate is a decision reflecting a maximum return for the capital and operating costs that the plant will incur over the life of the mineral resource. The result is a plant that is not operator proof or maintenance free because it would be too costly to build. In underground excavations, under high stress conditions, ground support systems must provide safe and effective response to dynamic events. These systems must be capable to resist dynamic impacts and yielding during the loading process. In this context dynamic testing of the reinforcement and retaining elements that compose the ground support system are required to study and improve the behaviour of these elements under dynamic load events. During the last years, Geobrugg has been working on the improvement of retaining products by testing them in a large-scale impact test facility located at Walenstadt, Switzerland. The test facility is composed of a double level platform with a square-shaped pyramidal trunk geometry, in the upper level housing a loading mass that drop from a height up to 5m. The loading mass is guided by one central steel pipe, and the impact occurs in the sample to be tested located at the lower level in a slab with an area of 3.6m × 3.6m where the ground support system is installed. During the last years, this innovative facility has been used to test several configurations of ground support systems. The results of these tests have enabled to improve the understating of the behaviour of ground support systems under dynamic loads. In this manuscript, the back analysis through numerical methods (central difference and Newmark’s method) of a ground support system tested with a double dynamic impact in 2019 is presented.

Ground support systems must provide safe and effective designs for underground excavations under high stress conditions. These systems must be capable to resist dynamic impacts and yielding during the loading process. In this context dynamic testing of the reinforcement and retaining elements that compose the ground support system are required to study and improve the behaviour of these elements under dynamic load events. During the last years, Geobrugg has been working on the improvement of retaining products by testing them in a large-scale impact test facility located at Walenstadt, Switzerland. INTRODUCTION Iron is the world's most widely used metal and constitutes about 5% of the earth's crust. Iron ores are found widely distributed throughout the world. Because of its wide occurrence and relatively low value, an iron ore to be merchantable must contain a relatively high percentage of the metal to be considered as a source of iron. Few ores containing less than 25% iron would be considered as ore unless they existed in large amounts and could be concentrated very cheaply. The grade of the ore, the ease of concentration, and the transportation cost to market are fundamental considerations deter- mining its worth. Iron never occurs as a natural metal except in meteorites. Most iron ores occur as oxides, and to a lesser degree as carbonates. A small amount is recovered as a byproduct from iron sulfides. Iron ore must be reduced (oxygen removed) to metal for use. Iron is marketed in many forms and combinations, such as pig iron and a great variety of steels. Iron is practically never pure as marketed but contains varying amounts of carbon, phosphorus, sulfur, and alloying elements such as nickel, chromium, etc., all of which affect the physical proper- ties of the end product. Please note that in this section all analyses ore on a dry basis and all tonnage figures are on a long-ton basis of 2,240 lb unless otherwise noted.

The Esmeralda mine is located about three miles west of the town of Parral, in the State of Chihuahua, Northern Mexico, and about 400 miles south of El Paso, Texas. The area is serviced by the Interamerican Highway and a branch line of the National Railways of Mexico. The Parral district is quite typical of the semidesert of Northern Mexico, lying near the western margin of the Chihuahua basin and range province known in Mexico as the ?Mesa Central? In the immediate mine area, low rounded hills and rolling plans slope toward the Parral River. Surface elevation at the mine is 5,800 feet. The Esmeralda vein outcrops strongly, but was too low grade to be of interest to the Spaniards, The first claims were staked in 1897 and limited exploration work to a depth of 550 feet was carried out prior to 1912, at which time work was suspended. The Eagle-Picher Company acquired the property in 1944 and by surface diamond drilling outlined an orebody to a depth of 800 feet, Minas de Iguala, S. A, de C.V., one of Eagle-Picher?s totally owned subsidiary companies in Mexico, then unwatered the old workings, developed the mine, installed a modern differential flotation plant and started production lage in 1948. To the present, more than two and ahalf million tons of ore have been mined and milled producing lead and zinc concentrates.

Greensand, greensand marl, and green earth are names given to sediments rich in the bluish green to greenish black mineral known as glauconite. The word glauconite is derived from the Greek word glaukos, meaning bluish green. The term "greensand" as a rock name for a glauconite-bearing sediment is more appropriate than "greensand marl," a term that has been doggedly perpetuated in the literature. Because of its potash and phosphate content, greensand was mined and marketed as a natural fertilizer and soil conditioner for more than 100 years. The advent of manufactured fertilizers with adjustable nutrient ratios led to a decline in the use of greensand in agriculture. The material has since been recognized as useful in water treatment. Unfortunately, despite large reserves and world- wide distribution, glauconite has not been utilized to any significant commercial extent because no major application has been found for a substance with its chemical composition and properties. This is probably due mostly to a paucity of research on its potential commercial uses. Extraction of potash received considerable attention during and just after World War I. Because of relatively high extraction costs and a generally low potash content (viz., less than 8%), glauconite lost its appeal as a source of this commodity. Historical Background Greensand was used as a fertilizer in New Jersey in the latter part of the 1700s. During the early 1800s its use became more common; applications of as much as 22.5 kg/m2 were sometimes made, although recommendations for agricultural use suggested 4.5 to 11 kg/m2 (Tedrow, 1957). Many crops, especially the forage type, were said to improve with greensand application; however, because of its slow release of potash, large quantities were required. Certain greensands that contain sulfur and sulfide minerals are harmful to plant growth, and these were classified as poison, burning, or black marls. The availability of higher grade potash salts from other mineral sources and the manufacture of prepared fertilizers displaced the agricultural use of greensand during the latter 1800s. During the mid-1800s the greensand industry, centered in a small section of the eastern United States, grossed more than $500,000/y. Toward the end of the century, however, annual production had dwindled to less than $100,000 in value. By 19 10 there were only six or eight greensand producers grossing less than $5,000/y each (Tyler, 1934). There was a brief revival of the US industry during World War I because of the curtailment of foreign potash, especially from Germany. During the latter 1940s and early 1950s greensand was again recommended as a food nutrient for plants and farm crops. Agronomic studies discussed its potential as a soil additive that gradually releases potash and many trace element nutrients essential for plant growth (Tedrow, 1957). Greensand was sold with the idea that it would condition soil and absorb and hold water while its base exchange properties would release trace elements. For a short time glauconite was used in certain parts of New Jersey as a binding additive in the brick industry, and in the 1800s it was used for making green glass (Cook, 1868). In the early 1900s the base exchange properties of glauconite were recognized for water treatment and the mineral gained acceptance as a water softener. Mansfield (1922) does not mention base exchange even though this phenomenon was known in 1916 or earlier. From 1916 through 1922 several patents for the use of glauconite as a water softening agent were granted. A method was also patented for treating greensand to improve it for water softening and ready regeneration with common sodium chloride brine (Borrowman, 1920, Spencer, 1924, Kriegsheim and Vaughan, 1930). Treated glauconite, on contact with water containing magnesia or lime, takes up magnesium or calcium ions and releases sodium ions. This exchange is limited to the outer surface of glauconite grains, and when all the surfaces have absorbed their capacity, the grains must be regenerated. Regeneration, simply stated, consists of treating or backwashing the glauconite with a sodium chloride solution, which replaces the hard water elements with sodium, thus reviving the glauconite. The process has become more sophisticated due to competition among companies in the water softening business. Greensand products for water softening generally consisted of several different grades distinguished by the particular treatment the glauconite was given during processing. The standard greensand water softener was produced from natural glauconite that was only washed and classified. Its characteristics for water softening are given in [Table 1].

[Full-scale laboratory experiments were performed to evaluate the effect of ventilation and water spray pressure on the potential dust capture efficiency of a ventilation system comprised of blowing ventilation and an underboon scrubber. The tests were performed for a 1.52-m (5-ft) roof height and 2.36 m-3/s (5000 cfm) blowing ventilation volume, and a 2.44-m (8-ft) roof height and 4.72 m3/s (10.000 cfm) blowing ventilation volume at three face positions of the miner. The scrubber suction rate was varied for the tests to study the effect of scrubber flow rate on capture efficiency. The airflow patterns and scrubber efficiency were determined by performing tracer gas tests. Tracer gas was released through a manifold placed in front of the rotating miner drum. The gas was sampled in a grid fashion using a real-time multi-point gas sampling system. The capture efficiency of the scrubber was evaluated based an the peak gas concentration of the gas laden air drawn through the scrubber and the amount of gas passing, through the scrubber as a fraction of the gas released at the face. The data were analyzed to yield scrubber peak concentrations, potential exposures at various operator locations and the gas removal percentage (GRP). The underboom scrubber appears to work best in the end sump position, relative to the start sump and start slab positions. The capture efficiency scrubber was higher for 2.44-m (8-ft) roof heights compared to 1.52-m (5-ft) roof heights. The data also showed that the scrubber air discharged behind the mining machine may be drawn into the face area by the action of the blowing ventilation system, resulting in recirculation.]

This technical note describes an alternative procedure that can be used in linear programming calcula¬tions where the compliance limit of lbs S02/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equa¬tions to blend to an SO2 content of 1.2 lbs S02/million Btu; the excess sulfur for Coal A was defined as Sulfur excess%o = 0.5 - 0.6-13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C<- 0.0 Another way to create the parameters for the constraint equation is given below. Today, I want to challenge this audience by charging each of you to be a greater manager and superior engineer to manage and engineer our way through the 1980&apos;s and profitably overcome all the present and proposed government regulations. May of the present and proposed regulations will tax you and your company&apos;s management and engineering to the brink of physical and monetary exhaustion, but I believe we can succeed and coal can be America&apos;s answer to her hungry energy needs. To put our 1980&apos;s challenge into perspective, I want to give two great challenges we must overcome. First - We must improve on our process of compliance to new government regulations in the technical and equipment end of our industry. The Lord said, "Let There Be Light". MSHA said, "Let there be light in underground coal mines". Since that time, we have lived through an unmanageable and tremendously costly period of compliance.

The situation of The Consolidated Mining and Smelting Company of Canada Limited, or Cominco, may be somewhat unique in that the Company is not only a manufacturer of ammonium nitrate, but as a mining company is a major user of its own product. This situation has resulted in highly successful application of ammonium nitrate-oil explosives. Several noteworthy techniques have been developed and others have been improved. Use of this material in the mining industry has led ammonium nitrate producers to adopt the term nitro-carbo-nitrate or INN for ammonium nitrate-oil blends. A small blending plant at Cominco&apos;s largest mining property, the Sullivan Mine, at Kimberley, B.C., is producing more than 80% of all the explosive used at the Sullivan, and is supplying two other Cominco mines. Application has required intensive research to determine the best forms of ammonium nitrate for use in small holes drilled for development and long-hole stoping. It has led not only to experiments to determine the best blending oil, but also to development of loading techniques to the point where NCN is being moved through loading tubes over 700 feet. It has required research into mining practices such as hole arrangement and blasting of development cuts. It has resulted in the development of a special product for secondary breaking. All this has been accompanied by the recognition of the importance of insuring safe practices at every stage.
