The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

To compete in Today's Market, Mine Managers have two, often conflicting tasks. They are to improve productivity, allowing the mines to compete in our world markets and to improve the environment in which our miners must work. To Maintain and improve the environment to ever increasing acceptable levels requires monitoring. In years passed this required considerable labor, which was provided by the Ventilation Department. They continuously took manual samples using hand-held instruments, sampling gas level such as CO for fire and methane for explosive risks. In addition they took continuous air velocity readings with hand-held instruments which allow them to calculate the ventilation air movement in each area of the Mine. This manual gathering of information was not only expensive and slow but marginal at best. It was marginal because the gas sampling was sporadic rather than continuous, as sample reading taken in one part of the mine would likely not be repeated for another 8 hours. If problems did occur, they likely went unobserved until they reached crisis proportion.

The mechanism and kinetics of pretreatment on pyritic gold concentrate with the catalytic oxidation acid leach (COAL) process were studied in the temperature range of 80-100°C and oxygen pressure range of 230-1013 kPa, with sodium lignosulfonate (SL) and mixed medium of sulfuric acid (11 g/[ ]) and nitric acid (5.5 g/ [ ]). The results show that nitric acid acts as a catalyst, the surfactant changes the hydro-phobicity of resulting elemental sulfur to favor the oxidation of pyrite, and the oxidation-determining step would be the chemical reaction between nitric acid and pyrite. When about 80% of pyrite contained in the concentrate is oxidized, the gold cyanidation extraction exceeds 95 % . The nitric acid in solution can be recycled and used again.

The recently completed major modifications and additions to Reserve Mining Company's taconite concentrating process incorporate a totally new control system. Design of the new control scheme is centered on reliability, versatility, centralization, and optimization. The design objectives were achieved through a distributed control system based on a network of independent field located micro-processor based control systems connected to a central control room. Operation of each micro-processor can be interrogated and modified from the central control room by the operator or by either of two computer systems. The two computer systems handle logging, alarming, specialized sequenced controls, and complex process optimization routines.

The 43rd Annual American Mining Hall of Fame Awards Banquet and Fundraiser, sponsored by the Mining and Minerals Education Foundation (MMEF), will be held Dec. 6 in Tucson, AZ. Each year, the MMEF honors a slate of individuals and companies who have made notable contributions to the advancement of the mining industry. This year’s distinguished nominees are: Kathleen L. Quirk, president and chief executive officer and a member of the board of directors of Freeport-McMoRan Inc. is the 2025 Hall of Fame Inductee. Quirk joined Freeport in 1989 and had responsibility for a broad range of corporate functions, including tax, investor relations, corporate development and treasury before being named chief financial officer in 2003. She was named president of Freeport in 2021 and became a member of the board of directors in 2023. As a senior member of the company’s executive team for more than 20 years, she has been instrumental in Freeport’s strategic planning and execution of company goals. During that period, Quirk was named Best CFO in Metals and Mining by Institutional Investor Research magazine on numerous occasions. She holds a bachelor of science in accounting from Louisiana State University.

Exploration programs for mineral resources often involve analysis of soils or stream sediments for the mineral being sought or its pathfinders. Because many metals are toxic to microorganisms, patterns of metal resistance in soil or aquatic populations may provide additional useful information at a reasonable coat. These patterns in some cases have been more effective than the soil geo-chemistry and may be easier to obtain. Elevated levels of resistance to silver and its path-finders have been demonstrated in stream populations from an area of known silver deposits, and resistance to gold pathfinders has been demonstrated for gold-bearing areas. Uranium has also been located by this method.

INTRODUCTION FMC's Paradise Peak mine, located 13 Ian (8 miles) south of Gabbs, Nevada, became opera¬tional in April of 1986 (Figure 1). It was designed and built by Davy McKee, who was instrumental in equipment design and selection. It is the 7th largest gold deposit in the United States with defined reserves of 10.9 mt (12 million st) containing 34 million gms (1.1 million tr oz) of recoverable gold and 933 million gms (30 million tr oz) of recoverable silver. The mine extracts ore by the open-pit method, taking advantage of a 1.5:1 stripping ratio. The mill operates at a 3600 mt/day (4000 st/d) capacity. Crushing is done in three stages to achieve an ore size of minus 0.635 cm (0.25 inches). Grinding further reduces the ore to 85% minus 100 mesh. The ground ore is treated with cyanide in agitated leach tanks and then washed in the counter-current decantation (OCD) thickeners. Zinc is added to the clarified, deaerated pregnant solution to precipitate the precious metals. The precipitate is acid digested to eliminate excess zinc, filtered and retorted to drive off contained mercury. The retorted precipitate is then fluxed, melted and poured through cascade molds. Dore bars are cleaned for shipment and the slag is sent to an in-house slag treatment system. ELECTROSTATIC SEPARATION The dry electrostatic slag treatment system at Paradise Peak is the first installation of its kind. Electrostatic separation has been widely used in mineral processing since the early 1950's. A brief discussion of the theory behind the process is helpful to those not familiar to electrostatic separation. Charging and sepa¬rating slags, dry minerals or other materials by ion bombardment is the most common form of electrostatic separation. Millions of tonnes of minerals are processed each year by this method. In an ion bombardment separation, granular material is fed onto a grounded metal cylinder (or roll) and charged by a corona-producing electrode placed above the roll's surface (Figure 2). While both conductors and non¬conductors become charged, only the conductor is able to lose its charge. The charged non¬conductor, as it rests on the roll's surface, "sees" an oppositely charged image of itself in the metal surface. It is attracted to the image charge, becomes electrostatically pinned to, and moves with the roll's surface. The conductive particle also sees an image and is attracted to it. But upon touching the roll's surface, it discharges rapidly to the grounded surface and is thrown free from the roll's surface with a projectile motion. In the case of precious metal slags, the con¬ductive particles would be metallic prills of dore metal; and the nonconductive particles would be the slag, free of metal. Middling grains, generally, are in the form of a metallic prill encased in or incompletely liberated from slag. LABORATORY TESTING A number of precious metal slag samples have been tested in the laboratory. It has been found that the composition of slags vary widely from one refinery operation to another. Typical laboratory procedure is to crush and size the slag followed by two-stage lab-scale electro¬static separation. The conductor fractions from the first and second pass are then combined as a prill concentrate; middlings fraction and clean slag tailings from the second pass are held separate. Selected results from laboratory testing are shown in Table 1. It is important to note in Table 1 that the assays represent overall silver and gold, not metallic values. From experience, the laboratory results are typically lower in grade and recovery than the industrial installations. This is largely due to the hydroscopic nature of precious metal slags coupled with the high local humidity in Carpco's Jacksonville, Florida, location. Shock loss occurs when there is a change in the area of a drift or airflow direction. These shock losses accumulate throughout the ventilation system and will increase the mine resistance as underground development deepens or becomes more complex. Hence, shock losses should be carefully considered when establishing the resistance through a series of branches as they can be a significant contributor to the estimated mine resistance. Using computer software to simulate a ventilation system is common but applying reasonable shock loss factors in the software is not a simple or direct process. Determining shock loss values includes the consideration of historical measurements, application of factors and formulas from literature based on the geometry and complexity of junctions, and the geometry variation at different locations. For example, the shock loss at the bottom of a ventilation raise can consist of a 90° bend and a sudden area change. This paper presents an approach for estimating shock loss factors near raise junctions using computational fluid dynamics (CFD). Current and future work will also be compared with field measurements. Results from this approach are compared with software defaults as well as classical techniques in published literature and standards.

In a dispersion of particles in liquid a net charge will develop at the particle-liquid interface. This surface charge is usually due to the adsorption of charged material from solution. The existence of this surface charge gives rise to the formation of the electric double layer of counter-ions which surrond the charged particle. The particle surface charge and the electrostatic repulsion which exists between similarly charged particles is the primary stabilization mechanism for lyophobic colloids (1). The separation of charge which occurs at the particle-liquid interface gives rise to several dynamic phenomena associated with colloidal systems or with solid-liquid interfaces in general. These phenomena are known as electrokinetic phenomena and the four classic electrokinetic phenomena are; electrophoresis, electroosmosis, streaming potential, and sedimentation or Dorn potential. The actual driving force for electrokinetic phenomena is not the surface charge per se, but the charge at the interface between the liquid which is hydrodynamically bound to the particle surface and the bulk fluid. This interface is known as the slipping plane or the plane of shear and the potential at this interface is the zeta potential (2). The factors linking the electrokinetic phenomena is that they involve a relative motion between the liquid and the charged particle or solid surface and the driving force is the zeta potential of the solid. In addition to the four classic electrokinetic phenomena there are two additional electrokinetic effects in disperse systems; the electro-acoustic effects. When an alternating electric field is applied to a cooloidal dispersion the particles will move in the field due to their net zeta potential. If there is a density difference between the particles and the fluid this motion will result in the development of an acoustic wave. The effect was discovered at Matec and has been termed the Electrokinetic Sonic Amplitude or ESA (3). ESA is the pressure amplitude generated by the colloid per unit applied electric field strength and has SI units of pascals per volt per meter. When an alternating pressure field (acoustic wave) is applied to a colloidal dispersion the inverse of the ESA effects occurs. A density difference between the disperse phase and the continuous phase leads to a relative motion between the particles and the surrounding liquid. This means that there will be a periodic displacement between the charged particle and the oppositely charged counter-ions in the electric double year. This displacement results in the development of an alternating dipole moment at the frequency of the applied field. This effect is termed the Ultrasonic Vibration Potential or UVP and was first predicted for electrolyte solutions by Debye in 1933 (4). UVP is measured in units of volts per unit velocity amplitude of the applied acoustic field or volts per meter per second. In 1938, Rutgers (5) and Hermans (6) pointed out that the effect would also be present in colloidal dispersions. A detailed theory for UVP effects in colloids, also called CVP, was first presented by Enderby in 1951 (7). Extensive studies of the UVP in electrolytes have been carried out by Yeager et al (8). Recently, O'Brien (9) has developed a general theoretical treatment of electro- acoustic effects in colloids and has derived a reciprocal relation linking ESA and CVP effects. The most commonly studied electrokinetic phenomena is electrophoresis. Electrophoresis is the movement of charges particles in an applied electric field. The velocity of the particle divided by the applied electric field strength is the electrophoretic mobility of the particle. The zeta potential can be calculated from this mobility (2). The magnitude of both the ESA and CVP effects are directly proportional to the electrophoretic mobility of the particles. The mobility determined by the two electro-acoustic effects is the dynamic or AC mobility of the particles.

When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.

A mixed-integer formulation of the mine scheduling problem is discussed and applied for the purpose of optimizing both the mine production sequencing and the mill blending and processing problems simultaneously. Previous attempts at solving these problems separately, although successful, fail to take into account the interrelationships between these problems. Project structure serves as the outline of this paper, which is directed towards a mining engineering audience. Generalized in its organization, this concept is useful for long, intermediate and short range scheduling. Actual applications are mentioned which show that the concept is also applicable to mining a variety of ores.

Improving the mineral industry's tarnished image describes in a nut- shell the reason why the Speakers Bureau of the Tucson Subsection of the AIME was formed. Let's go back in time about 3 years to the fall of 1971. Literally thousands of bills detrimental to the mineral industry were being introduced into Congress and State Legislatures. Unfortunately, many were being passed and signed into law. Clean air and water, zero pollution, preserve the environment, ecology, biodegradeable, wilderness were the words that the self- styled ecologists and environmentalists were preaching. The mineral industry either sat mute or in place of acting, reacted in a way certain to attract a maximum amount of bad publicity with a minimum amount of rhetoric. A mining company president, for example, commenting on the primary air standards in Arizona was reported by the press as having said, "we'll shut all the smelters down and put thousands of Arizonans out of work if we have to meet the Arizona standards." Or another defending a poorly planned highly visible open pit nonmetallics operation, "we'll take the whole mountain down if we want to, and nobody can stop us" and still another manager of Operations, "the bottom line is all that counts, to hell with all of this environmental nonsense."

A hydrocyclone is a piece of equipment commonly used as a classifier in mill circuit operations. Traditionally, hydrocyclone performance is characterized by the classification efficiency parameter, such as cut size (d50c), sharpness of separation () and bypass (Rf ). A plethora of endeavors have already been made to develop parametric models to determine hydrocyclone performance that correlate design and process variables. In contrast to those studies, we made an attempt to develop an approach to derive required design parameters purely from hydrodynamic principles that provides a platform to optimize the operation of a hydrocyclone for a given application. In this selection methodology, we calculated the differential pressure at the air core, as well as the tangential velocity at the boundary of the air core from the vortex principle in a confined geometry at different operating regimes. A series of experiments were conducted using Weir’s Cavex® hydrocylone where process variables—such as solids concentration and feed flowrates—were experimentally studied to determine the key classification parameters. For the validation of the current approach we used the same process variables to derive design parameters and compared them with the existing design. The current approach can provide insights towards the selection of design parameters and can be useful for mining industry professionals to optimize different operating parameters of hydrocyclones to achieve the best performance.

This paper introduces a computer simulation which extends the utilization of microcomputer systems for mine ventilation planning. The program was developed as part of an ongoing study to produce a simulation model that would determine the optimum duties of a main fan and a booster fan without requiring the trial and error runs that are necessary with currently available programs. To use the new program, the user specifies the location of one main fan and one booster fan, and the minimum required airflows in any number of working places. The computer deter-mines the fan duties that will maintain the required airflows at the lowest operating costs without causing undesired recirculation. The methodology of the program and an example showing how it can be applied are presented.

The device called "Dynastat" which is described in this paper provides in situ borehole measurements of dynamic and static parameters for use in a wide range of design applications. In the dynamic mode, the Oynastat allows measurement of shear and compressional wave velocities. From these velocities in situ dynamic Young's modulus and other dynamic elastic parameters can be calculated. In the static mode, the device allows measurement of load versus deformation from which in situ static Young's modulus can be determined. Information on in situ horizontal stress fields can also be estimated from the load deformation curves. In both mining and civil engineering applications, in situ measurements of material properties are indispensable for accurate evaluation of design problems. Laboratory dynamic and static test measurements in comparison to in situ measurements are often misleading due to difficulties in obtaining undisturbed samples and in accounting for effects of discontinuities, etc., for mass properties. The authors contend that among in situ borehole measurements, the method employed with the Dynastat is the most accurate and detailed technique of measurement. The Dynastat employs the crosshole method of shear and compressional wave velocity measurements and also performs as a borehole jack to obtain load-deformation relationships of materials at exactly the same location at depth in boreholes.

INTRODUCTION The mine hoisting equipment that is selected and installed at a mine is for the lifetime of the mine and, therefore, it is extremely important that a proper choice be made. Several types of mine hoist designs, including double drum hoists, single drum hoists, friction hoists, and various special designs of these, are available to¬day. Each has advantages and disadvantages and they should only be used in suitable applications. Drive systems for mine hoists must be evaluated together with the mechanical systems for each hoist application. It does not make sense to properly select the hoist mechanical system and then choose a drive system that turns out to be a bottleneck. MINE HOIST TYPES There are two basic types of mine hoists available in the world today: the drum hoist, on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe) hoist, which merely passes the rope over the wheel during the hoisting process. Drum Hoists Single Drum Hoist: A single drum hoist (shown diagrammatically in Fig. 1) can be used as a service or production hoist with the cage or skip in balance with a counterweight (Figs. 2 and 3). It can efficiently service one or more levels, since the location of the counterweight at any time is not important. As a pro¬duction hoist with skips in balance, the single drum hoist is best used for single level hoisting. All rope adjustments for proper spotting must be done manually for the single drum hoist. This has to be done periodi¬cally to compensate for rope stretch. A variation of the single drum hoist is the divided drum hoist. If multilayer winding is necessary, the single drum hoist must have a divider to allow a sep¬arate compartment for each rope. If a counterweight is used with a divided drum application, the counter¬ weight rope can be wound on a smaller diameter (Fig. 4). Consequently, it moves a lesser distance than the main conveyance and rope adjustment problems are re¬duced. Double Drum Hoist: A double drum hoist in oper¬ation is shown in Fig. 5. Double Drum Hoist With One Drum Clutched: As a service hoist with cage and counterweight, a double drum hoist with one drum clutched (Fig. 6) can serve several levels efficiently. The advantage of having the clutched drum is that it allows rapid adjustment of ropes due to initial stretch. Some users may prefer the single drum hoist with manual rope adjustment, while others consider the added expense of the second drum and clutch is justified to make rope adjustments quickly. The value of this feature for a particular application should be discussed with the hoist manufacturer. As a production hoist with skips in balance for a multi¬level operation, the clutch can be adjusted for efficient hoisting from any level. Double Drum Hoists with Both Drums Clutched: There are also double drum hoists that have both drums clutched (Fig. 7). The main advantage claimed for this type of hoist is that if something happens in one of the two compartments, the hoist can operate in the other compartment to raise and lower men and sup¬plies. This feature is particularly favorable if there is only one shaft entrance to the mine. Multiple Drum Hoist: The multiple drum hoist, a South African innovation, is a type of drum hoist about which everyone should be aware. Basically, it uses two hoist ropes per conveyance which at great depths per¬mits use of smaller ropes and smaller drums. There are none in use in the United States today. However, they should be considered in very deep mines. Friction (Koepe) Hoists This hoist (Fig. 8) was introduced to the mining world by Frederick Koepe in 1877. New mining health and safety training modalities are becoming increasingly prevalent in the underground mining industry. Various digital training tools have been developed over the past several years, but the extent of their use remains unclear. Advances in gamified training by way of computerbased video games and virtual reality (VR) have opened a new avenue for mine rescue and self-escape training, but these methods have not been widely adopted across the mining industry. Mine rescue and self-escape situations require a mix of in-classroom training as well as live drills, but it is important to assess the extent of and effectiveness of new training modalities. The Mine Rescue and Self-Escape Survey (MRSES) was distributed to underground mining operations to collect perceptions of current training effectiveness as well as willingness to adopt new training methods as a complement to live rescue drills. Responses from the MRSES indicate that adoption of digital training technologies has been slow-going despite an interest in their use. Further, there appears to be no meaningful connection between more frequent escape and rescue training and feelings of emergency preparedness. With relatively little use of already developed digital training tools but an interest in their adoption, it may be time to reassess current emergency preparedness training philosophies.

In a major milestone for geoscience, the U.S. Geological Survey (USGS) has unveiled the Cooperative National Geologic Map, the most detailed national-scale geologic map of the country to date. The project offers a fresh, layered look at the rocks and sediments that make up the United States. For geologists, engineers and mining professionals, it provides both a technical achievement and a practical tool that will help shape future exploration and landuse decisions across the country. The new map provides a regional view of geology both on and beneath the Earth’s surface. Using different colors to represent rock types and sediments, it allows users to toggle through multiple layers, revealing for the first time the surficial and quaternary deposits that lie above the bedrock. “This is the first national map to include multiple layers of mapped geology, the first built to be easily updated as new maps are published, and the first to be delivered in a user-friendly online interface,” said Joseph Colgan, a USGS research geologist who led the development team. The Cooperative National Geologic Map is a culmination of more than a century of collaborative mapping between the USGS and the nation’s state geological surveys. More than 100 existing maps produced by state geological surveys and the USGS over the past 40 to 50 years were combined and standardized to create the national data set. During its three-year creation, the USGS prepared digital data, built the system to bring the maps together, developed the web interface and underwent a review and approval process. Through this process, decades of fieldwork, analysis and digital cartography were brought together to provide both national and local expertise.

The Karst asbestos deposit, discovered seventy years ago, is 32 miles south of Bozeman in southwestern Montana. The deposit is about one-half mile west of the Gallatin River which flows in a deep V-shaped valley flanked on either side by rugged mountains. The Madison range is west of the river and the Gallatin range lies to the east. A busy all-weather highway, U.S. No. 191, follows the river and is the major north-south route between Bozeman and the Gallatin valley to the north and Idaho and the west entrance of Yellowstone National Park to the south. The asbestos deposit is a large body of serpentinized peridotite in which anthophy11ite.occurs, both as distinct veins and as a disseminated mineral in the peridotite mass. The known exposures of the asbestos-bearing rock occur on a steen south slope at an "elevation of about 7000 feet, an elevation 'which is about 1200 feet above the Gallatin River. Over the years, a number of small companies have attempted to exploit the Karst asbestos deposit without continuing success. The present operator, Galaxy Mining Corporation, has attempted a systematic approach to the problem by utilizing geologic and engineering surveys to determine the economic and technical feasibility of a mine and plant to produce a finished asbestos pro-duct. The results of this work indicate a high probability of success for the project.
