A computer aided design software system for long range coal surface mine planning has been developed by the authors. The system is composed of two subsystems: a coal deposite sub- system and a long range mine planning system. The geological parameters are estimated and a grid model is formed, then a 3-D block model can be developed for mining design. The long range surface mine planning system is based on oriented graph simulation and combined approaches to seek for the optimal deign alternative. This mining model consists of a number of sub-models to realize mining design functions such as: calculation of mining volume and coal quality by graph scanning; determination of operational stripping ratio by interactive design; varification of annual coal production; delimitation and development of dumping site; optimization of material flow direction and volumes by Linear Programming; surface mine production scheduling by interactive iteration; etc. The software package was developed on PC computer 486. It features classified menu guide, module structure, figure and graph representation on the screen and flexible interactive functions. This system has been applied to an open cut coal mine and predicted functions have been obtained.

For many major mining projects the time frame from initial planning to production can be measured in terms of decades. Hecla's Silver Shaft project, which is scheduled to go into production by the end of this year and includes a complete surface facility, shaft with an ultimate depth of 2,348 meters (7,700 feet), complete ore pass and loading pocket system, and 610 meters (2,000 feet) of development drifting and stope preparation, was initially concieved in the Fall of 1979. This duration of a mere four years from conceptual engineering to production is a testimonial to what can be accomplished when a progressive mining company and an innovative contractor work together as a team rather than developing into two warring camps as often happens.

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned --to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health --NIOSH --the beneficiaries of each other's findings. Unquestionably, there are lines of separation. The main responsibility of the agency I represent, MSHA, is enforcement of the nation's mine safety and health laws. But we also have an additional responsibility and that is to coordinate and give priority to research in a never-ending hunt for answers.

A working hypothesis is presented herein mineral belts are split as all world oceans opened. Rather than plate tectonics, expansion is favored as the most recent expression of the sequence of convecting systems in the Earth's mantle. Throughout the geological record this sequence has produced similar mobile belts. This similarity lends itself to both stratigraphic classification and the theme of mineralization in mobile belts demonstrated by Y. A. Bilibin. Crustal evolution should, therefore, serve as an important guide in understanding Pacific mineral belts.

On the Earth's Moon, obvious hazards to humans and machines are created by extreme temperature fluctuations, low gravity, and the virtual absence of any atmosphere. The most important other environmental factor is ionizing radiation. Less obvious environmental hazards that must be considered before establishing a manned presence on the lunar surface are the hazards from micrometeoroid bombardment, the nuisance of electro-statically-charged lunar dust, and an alien visual environment without familiar clues. Before man can establish lunar bases and lunar mining operations, and continue the exploration of that planet, we must develop a means of mitigating these hazards.

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

The setting of tasks for the process control of coal cleaning, and in this connection the requirements for instrumentation can be classified into the following three fields: - Monitoring the operation of individual units, or process steps, - Control of units or process steps, - Control of the entire coal cleaning process with the intention of optimizing the operation and the profitability of the process. Instrumentation is affected by the type of cleaning processes. For introduction Figure 1 shows the simplified flow sheet of coal preparation which is usual in the German Ruhr District and in which desirable places for the measurement of ash, moisture and sulfur content are marked. The preparation plant is supplied with run-of-mine coal from the shaft via a homogenization facility. In a first step of primary classifying the raw feed coal is screened at about 10 mm. The raw coarse coal ( = 10 mm) is sorted by jig washers or heavy-medium separators. the raw fine coal (< 10 mm) at first is pneumatically sized at about 0.5 to 0.75 mm. The fines, the aspirated dust, are a finished partial product which will be added to the final metallurgical or steam coal. The material 10 to 0.75 mm subsequently is sorted in fine coal jigs and dewatered in centrifuges. The sludge obtained with the wet cleaning processes is dewatered in thickeners and fed to the flotation. Concentrate and tailings are dewatered by filters or bowl centrifuges and by chamber filter presses or belt filter presses, respectively. The partial products coarse coal, fine coal, flotation concentrate, aspirated dust, and middlings are blended to result in the sellable products metallurgical and steam coal.

"Solvent extraction of copper pregnant solution (PLS) obtained from ammonium peroxodisulfate assisted leach was modeled using response surface methodology. Mixing speed, pH, reagent concentration and organic to aqueous (O/A) ratio were selected for testing. A pitched blade mixer was used in the experiment. Mixer speed contributed significantly to copper extraction significant, while pH had minimal effect on copper extraction. The response model developed has an R2 = 0.97 and Adeq precision of 28.3. A parallel kinetic comparing study using a straight blade Rushton turbine in a turbulent regime of mixing showed no difference (p-value =0.308) between peroxodisulfate assisted leach PLS and conventional ferric/sulfuric acid leach PLS- the power draw data support this conclusion. INTRODUCTION High arsenic chalcopyrite concentrates are a problem to the smelters all over the world due to high arsenic gas emissions during smelting. Therefore leaching is often the alternative for extracting the copper in these concentrates if dilution with low arsenic concentrate is not possible. High-pressure autoclave leaching is used. Alternatively, the use of stronger oxidants such as peroxodisulfate has been proposed [16, 18]. There is a concern brought up by the hydrometallurgy community about the faith of the organic extracting reagent coming into contact with stronger oxidant residue in the pregnant leach solution (PLS) and hence the efficiency of such extraction process. This work, therefore, looks to answer such concerns. PLS generated from leaching of chalcopyrite concentrate with the peroxodisulfate ion was used in this solvent extraction experiment. As a liquid-liquid extraction, solvent extraction involves contacting the aqueous PLS with organic extractant via mixing. Mixing is known to increase the interfacial area for mass transfer by decreasing the diffusion path length (Jussi et al.1997). EXPERIMENT Instruments and Reagents Reagent grade Acorga 5910 reagent was used in the experiment was supplied by Cytec (Current name Solvay), Ammonium peroxodisulfate and sulfuric acid were reagent grade obtained from Amazon. Apparatus The solvent extraction tests were carried in a 2000 ml plastic cylindrical reactor equipped with four 0.5” baffles. The extraction of industrial minerals is usually confined to relatively small mining operations. The recent COSMAR (Committee on Surface Mining and Reclamation) report found that 93% of all mines in the United States were of the small unit variety. Also, of the total number of mines in the U.S. (15,279) 96% were in the industrial minerals (non-metals excluding coal) category. To break it down further, 86% were sand and gravel, and crushed stone operations. Therefore, we are talking about a very large number of small mining operations. If these small miners can afford to hire a college graduate, what kind of training should this person have beyond the normal mining engineering curriculum to best serve the problems that he or she will encounter?

Freeport Minerals Co.&apos;s Ertsberg East underground operation typifies the cliche that all the "easy" ore deposits have already been found. Despite its location, in a remote Indonesian rain forest, and the effort and expense required to develop the ore body, the mine was developed on schedule, under budget, and with minimal disruption of the adjacent open-pit mining operation. Development of the Ertsberg East copper, gold, and silver ore body took less than two years after exploration drilling and feasibility studies were completed. In addition, the project came in well under its targeted budget of $101.5 million. Initial block caving and underground ore production took place last year. About 3 kt/d of Ertsberg&apos;s total 8.6 kt/d ore production is currently mined underground. This will increase to 5.4 kt/d by year&apos;s end. Underground operations will eventually account for all of Ertsberg&apos;s production, as the open-pit ore body is depleted. Freeport Minerals is currently studying the possibility of increasing total Ertsberg East production tonnage to 10.5 kt/d by 1983. The equipment, work practices, and development methods at Ertsberg East (Gunung Bijih Timur or "GBT"), while typical of other block caving mines, were modified for rapid mine development and maximum ore recovery. Located in the Irian Jaya province, "Gunung Bijih" is the Indonesian expression for the Dutch "Ertsberg" that in English means "ore mountain." "Timur" means "east" and relates to the fact that the new underground ore body lies about 1 km east of the open pit. The area surrounding GBT is mountainous, with peaks from 4.2-5 km. The underground mine adit and surface plant are located at a 3.6-km elevation. The mine, 4° south of the equator, gets 5.1 m/a of rain, but has an average daily temperature of only 13°C because of the mine&apos;s elevation.

he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. As the 2013 president of the Society for Mining, Metallurgy and Exploration, Inc., I am pleased to present the 2013 issue of the Transactions of the Society for Mining, Metallurgy and Exploration, Vol. 334. The timely publication of professional papers that promote the advancement of scientific and technical knowledge is critical for enabling technology transfer. SME plays a key role in this process through its publications. Communication within the mining community is the key to a successful profession and society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2013 Transactions contains 73 papers covering most every aspect of the mining life cycle and encompassing the diverse sectors of our industry including coal, industrial minerals, metals, health and safety and computational methods. It includes all 18 papers published in 2013 in the Technical Papers Section of Mining Engineering magazine (Vol. 65) and all 33 papers published in 2013 in Minerals & Metallurgical Processing (Vol. 30). Additionally, this volume contains 22 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. Some of the many research highlights from 2013 include discussions of perennial issues, such as how to adequately prepare the next generation of mining engineering students for the workforce (Frimpong et al., pp. 44-52) and how to predict and prevent coal mine bursts and bumps (Pariseau, pp. 60-68), the highly anticipated February Rare Earths issue of Minerals & Metallurgical Processing, and papers analyzing electrical injuries in the U.S. Mining industry (Homce and Cawley, p. 367-375) the latest in assessing the safety and efficiency of operations. All 73 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2013 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Industrial mineral production is basic to life in these United States. Production techniques of these minerals are part and parcel of the training that mining engineering educators must, and do, impart to their students. This paper deals with the basic mining engineering program required by all accredited engineering schools and the specific way the Pennsylvania Scare University presents and builds upon them. The manner in which these concepts provide the student with the necessary tools to function as a mining engineer in me realm of industrial minerals extraction is discussed.

Machine Situational Awareness (MSA) requires the ability to efficiently evaluate the probability of interaction of objects within the environment, without creating false alarms or ignoring materializing hazards. To do this, an MSA system needs to assign context to observed object activity and integrate as much information about object identity, kinematics, behavior, and current state as possible. This paper describes how known object characteristics, attributes, and activities (drilling, dumping, driving, etc.) can refine interaction probabilities and help identify rogue actors that introduce anomalous risks to the health and safety of miners. Path projections need to incorporate velocity and direction as a function of time while accounting for terrain, safety response, environmental factors, current assigned activity, etc. This paper also describes the methodology for properly prioritizing responses to place the highest value on human safety.

"This paper will share my ‘shift in career direction’ journey from corporate mine engineer, with 31 years of mining various commodities with a wide range of responsibilities in a variety of countries, to the world of academia. There are times in one’s career that a change is required, albeit perhaps not as drastic of a change as moving to teaching. This paper will share how the transition arose, the decision to make the change, the challenges of the first year in academia, and the journey within academia going into the second year. INTRODUCTION As a graduate of the Montana College of Mineral Science and Technology (Montana Tech) with a B.S. Mining Engineering degree in May of 1982, my first job with Utah International in the Farmington area took me back to my home state of New Mexico. Some of you will remember that the early 1980’s was not a period of prolific opportunities for mining engineers; given low commodity prices, especially for copper (for example, Anaconda Company had been taken over by Arco and was in the midst of closing down its Butte operations). Coal was good and the learning opportunities abounded with Utah (which became BHP and then BHP Billiton). Gold was taking off in the mid to late 1980’s thanks to use of cyanide and heap leaching technology improvements, coupled with deregulation of the gold price, so I ventured off to work in the gold industry with a (then) junior Canadian company called Barrick at a new acquisition of theirs known as Goldstrike. That same gold surge was causing a shortage of iron ore mining engineers in Australia so after a few years in Nevada, I uprooted the family and left for a little town in the Pilbara of West Australia, known as Newman, to work in the iron ore industry with BHP Iron Ore. An initial short overseas posting turned into six plus years before transferring to BHP’s Indonesian steam coal mines in Kalimantan on the island of Borneo. BHP was going through a rough period following some ill-fated projects (Magma copper purchase, Beanup and HBI) and was reviewing assets and staffing so internal opportunities became scarce. Employees were encouraged to ‘leave the company and find work elsewhere.’ So, off I go to Argentina to try copper mining in the Andes with Minera Alumbrera. This short stint in South America was followed by a move to another mining town, Morenci, Arizona, and a posting with Phelps Dodge (now Freeport McMoran). After 12+ years without living close to snow we moved to the Denver area in a new position with Newmont Mining Corporation. Along the way I became a Professional Engineer (Nevada) and completed a Masters in Project Engineering and Management. After 11 years with Newmont, I moved to Butte, Montana where I accepted a position as Assistant Professor of Mining Engineering."

Nalco Chemical Company and a North Carolina Phosphate operation have formed a successful supplier/customer team effort that has resulted in major improvements in the operation of the clay thickening circuit at the Aurora, North Carolina concentrator. A Nalco OPTICUS® Automated Process Control System for thickener and flocculant control was installed in 1994. The paper will discuss in detail the development and refinement of the OPTICUS system over the past three years. The paper will survey the development and networking of process control for monitoring, controlling and operating four 325-foot Dorr-Oliver thickeners, three 80-foot high-rate Enviro-Clear thickeners and control links to the facility&apos;s clay/gypsum blending operation.

In drier regions of the world, total containment of cyanide liquors for rainfalls less than a specific design value is often required by government regulation. For example, in Queensland total containment is required for rainfalls up to 'the 1% annual exceedence probability. In equatorial regions, where rainfall greatly exceeds evaporation, a total containment requirement is unrealistic and this is recognized by regulatory authorities. Regulatory constraints typically require that cyanide concentrations at an agreed downstream compliance point not exceed a specific value more than a specified fraction of the time. While the excessive rainfall prevents total containment, it does provide substantial dilution. This paper outlines a methodology for assessing the distribution of cyanide concentrations at a downstream compliance point in an equatorial region with limited hydrometeorological data. Consider the hypothetical mine environs depicted in Figure 1. The mine is located near the catchment divide and draws its water supply via a gravity line. Tailings from the process plant are piped to a tailings dam on a sub-catchment below the plant site. The objective is to determine the distributions of cyanide species concentrations at a compliance point just upstream of a major settlement to ensure they do not exceed regulatory limits.

The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

The objective of this paper is, firstly, to summarize several field developments utilizing the art of hydraulic fracturing as it has been extended into various mining applications. Secondly, to summarize the understanding of the hydraulic fracturing processes; and lastly to discuss researchable areas and possible future applications. Hydraulic fracturing was developed as a method of stimulating production of oil from oil producing formations. The primary paper by Clark (1) in 1949, describes the process of placing a hydrostatic pressure of sufficient strength on the producing formation of an oil well that the rock apparently cracked, and then, on allowing the well to flow back, a higher rate of recovery of oil was enjoyed. The interpretation of the process mechanism was that the formation rock was cracked to a considerable distance from the well bore, increasing the drainage area; thus, the productivity of the well was measurably improved. Figure 1 is illustrative of this process. This development was of major significance to the oil producing community and considerable research and development ensued. Improvements in method, engineering development of equipment, and research to ascertain the optimum application of fracturing practice led to a highly sophisticated, but specialized technology. The Production Research Division, Continental Oil Company, vigorously pursued research in this area in the 1950&apos;s with a resulting number of process improve¬ments. The research group, published a significant number of technical papers on these various researches. One of the developments was the process aimed at controlled orientation of the fractures, either in the vertical (2) or horizontal (3) orientation.
