In the USA many highway tunnels were built during the 1930s through 1960s. This indicates that these tunnels have exceeded their intended design service life. Based on the initial tunnel inventory conducted jointly by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), more than 526 highway tunnels have been identified in the USA. For understanding the condition of the tunnels and risks associated with deteriorating conditions, comprehensive condition assessments are necessary to mitigate risk and remediate works as required. Monitoring the condition and rate of deterioration of tunnels is vital for timely tunnel maintenance and rehabilitation to avoid sudden tunnel collapse. This session will explain the necessary steps for tunnel inspection and review some of the state of the practice information on tunnel inspection techniques.

Mine site managers reported occurrences of locking assembly bolt failures on the Enlow Fork Coal Mine's slope belt conveyor. The observations were made after a number of years of operation and raised questions as to the status of the assemblies in operation. These questions prompted a detailed review of the situation by independent consultants. Using operational history of the conveyor and confirmation of belt loads by static and dynamic methods, a locking assembly fatigue curve was created to suggest expected service life. From this work, suggestions were made to modify the pulley assemblies for extended service life.

Widespread high-calcium limestones in New Mexico region are low -in magnesium, but some units include shale interbeds deleterious for sulfur removal usage. Thick limestones in Mississippian Escabrosa, Lake Valley, and Leadville, Pennsylvanian Madera and Hermosa, Pennsylvanian-Permian Horquilla, Permian Hueco and Capitan, Cretaceous U-Bar, and some Cenozoic travertines are high-calcium units. Significant outcrops are in mountains of southwestern, south-central, central, southeastern and north-central New Mexico, southeastern Arizona, southwestern Colorado, and northwestern Chihuahua. Coal-fired powerplants are mainly in northwestern New Mexico and eastern Arizona, thus transport is mainly by railroad.

Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. With the advent of new high-strength magnetic materials, rare-earth magnetic separators have become more common place for processing heavy mineral sands. In many instances, rare-earth magnets have replaced conventional separators such as electromagnetic cross-belt and induced-roll type machines. This paper will present the results from a detailed test program developed to evaluate the performance of rare-earth drum and roll separators for processing heavy mineral sands. The effect of machine design parameters, such as magnetic element configuration and separator diameter, will be reviewed in light of these test results. The impact of basic operating parameters (i.e. feed rate and roll speed) on separation efficiency will also be presented.

Dravo Lime Company has opened a new 290m (940 ft.) deep lime-stone mine near Maysville, Kentucky. As the mine was opened there were many unknowns as to the stress relationships within the rock, and their influence, if any, on the selected mining method. Therefore, a system of overlay geologic and structural maps, borehold extenso-meter measurements, and oriented photography was developed for the purposes of monitoring the internal structural relationships of the rock mass. This paper presents a description of the methods used, the observations made, and the conclusions and recommendations made as a result of the initial monitoring program.

"Urban tunneling projects are usually extensively monitored. Most of the instruments used rely on benchmarks providing a sustainable datum throughout the life of the project. The monitoring program also is based on a predicted model of deformation induced by specific construction methods. Events can interfere with those assumptions and eventually alter the stability of these datum. In addition, the anticipated ground conditions and hence the theoretical deformation model often differ from reality. Satellite Radar Interferometry provides useful information to overcome the weakness of the hypothesis made before construction. It is also a powerful tool to ensure the continuity of the monitoring program throughout the life of the project, accurately describing the true effect of the project on the surrounding environment. This paper emphasizes the benefits and limitations of this technique for urban tunneling applications, illustrated by examples of major tunneling projects around the world. MONITORING URBAN TUNNEL PROJECTS Why Monitoring? Retrofitting existing tunnels or constructing new tunnels – including access and retrieval shafts, portals and cross passages – implies an alteration of the neighboring soil structure. Excavating, dewatering, grouting, loading tie backs, etc. artificially modifies the natural equilibrium of the pore-water pressure, of the water table level and of soil stability. In many cases, the effects are immediate: ground loss, deformation of utilities, settlements of buildings, and distortion of infrastructure are a few examples resulting from construction activity.Instrumentation and Monitoring Scope To control and mitigate the risks of damage associated with the above effects, tunnel projects usually include an instrumentation and monitoring program. Depending on the level of geotechnical, structural and environmental risk, the magnitude of this program varies. Projects with a low exposure to risk may restrain the program to conventional methods such as limited topographical surveys and intermittent manual readings of geotechnical instruments. On the other hand, iconic projects with high risk or with controversial history may implement complex and extensive instrumentation plans, involving highly technical solutions such as Automated Motorized Total Stations (AMTS – see opposite Picture 1), Multi-Point Borehole Extensometers (MPBX), In-Place Inclinometers (IPI) and a wide series of fully automated geotechnical, structural and environmental sensors. In this case, all the devices are usually connected to field data loggers collecting raw data around the clock at frequencies ranging from days to seconds, depending on the sensors."

There is now overwhelming evidence that, despite concerns to the contrary, natural degradation of cyanide and cyanide attenuation by hydrogeochemical processes are capable of minimizing or eliminating potential water qua1ity impacts from heap leach systems. A1 though there was some recognition of these data by the regulatory authorities, for example the initial USEPA modification of cyanide standards to an advisory level, many states have codified standards inappropriate to the clearly site specific nature of heap leach operations. As an overview to this problem, this paper will integrate the theoretical chemical data on cyanide with the observed geochemical behavior of cyanide in the decommissioned heap leach environment. The cyanide species that are likely to exist within an abandoned heap leach system will be identified, and the relative toxicity and potential environment effect of these cyanide species will be discussed. These data will then be used to evaluate cyanide detoxification regulations for decommissioned heap leach projects in 14 states.

Jim Walter Resources, Inc. operates four underground coal mines in Alabama. In 1986, during longwall recovery operations, sparks from a torch ignited methane that migrated onto the face after a roof fall. The fire quickly spread to the gob at the tailgate end of the longwall. The fire was successfully "area" sealed and mining operations resumed after five weeks. However, several problems were encountered during this process. This paper describes the events following the fire, methods used to control the situation, problems encountered, and steps taken to ensure preparedness for any future occurrences of this type.

INTRODUCTION Every day mine management and mining personnel face the threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. After conducting numerous informal evaluations or audits at different mine sites throughout West Virginia (as well as other states), the authors concluded that many mining operations are not prepared to handle a fire situation. The results of the audits indicate that while most mines are in compliance with federal and state legal regulations regarding levels of emergency equipment, water systems and training sessions, these levels - particularly in the area of fire training - are probably not sufficient to enable the mine employees to effectively combat a fire in its early stage. This paper will present the authors' recommendations for designing and maintaining an efficient mine emergency preparedness Program and an overview of the curriculum of the mine fire training Program currently being conducted. MINE EMERGENCY FXEPAREDNESS PROGRAM The Mine Emergency Preparedness Pro- gram (MEPP) is a management tool developed by the Mining Extension Service at West Virginia University and was designed to assist company personnel in effectively managing a mine emergency operation. The program goes beyond the traditional and required training of mine rescue teams by offering a complete emergency operations package. Included in MEPP are suggested approaches for training and organizing all personnel, ideas for developing plans of action concerning transportation, security and communications. The MEPP program may also be used as to assess present readiness levels. While the MEPP program is designed to address all types of emergency operations, the authors are convinced that emergencies involving mine fires are the ones of greatest concern and so are concentrating their efforts in that direction. Incidents where fires are involved seem to be increasing in frequency and are extremely costly to control if allowed to go beyond the incipient stages. With a proper emergency preparedness program in place and properly trained and equipped fire brigades, the authors feel that it is possible

In the capitalistic system the success of a mining enterprise is measured by the rate of return on the investment and the speed by which its redemption is achieved. Exploration in search of ore deposits often results in the emergence of the lean orebody which does not meet basic company requisites. At this point a decision must be made whether to place the orebody into production or postpone production pending more favourable market conditions. The wisdom of this decision, borne out by future results, demonstrates the quality of a company's management and is instrumental in the degree of financial success it achieves. The project feasibility report must show a rate of return on the capital invested that is attractive to the company, plus its full redemption in the desired period of time, in order to bring the property into production on a sound economic basis. Mining companies have demonstrated their ability to bring the profitability of a marginal property from a point that says "no go" to a point of "go" by substantial reduction of expenditure without adversely affecting production rate or cost. Here is where the real challenge exists for today's mining engineers and plant designers; they will have to develop better ideas and concepts: ideas that will still allow maximum production at reduced capital expenditure, This is the sound way marginal orebodies can be brought into production without inflationary increases in the price of their product.

Extensive undersea coal reserves, identified in the offshore portion of the Sydney coalfield, Nova Scotia, have resulted in the implementation of a multi-year research program to develop site specific guidelines for the undersea longwall mining operations. At present, uncertainty exists regarding the applicability of the current undersea mining guidelines. Preliminary studies have revealed four potential schemes for monitoring seafloor longwall subsidence profiles: seasurface, subsea, geophysics, and direct monitoring. However, further work has indicated that the use of marine geophysical techniques may be the most effective method of identifying and evaluating seafloor subsidence profiles by comparing pre- and post-mining seafloor topographies.

JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

Vancouver-based War Eagle Mining Co. is an advanced-stage Canadian junior mining company that is focused on becoming one of the world?s leading germanium producers. War Eagle?s primary focus is on the Tres Marias high-grade germanium mine near Chihuahua, Mexico. The Tres Marias Mine has high-grade zinc mineralization as well. War Eagle acquired the 28-km2 (17.4-sq mile) property in 2001 from Tombstone Exploration and is currently working to put the mine into production. Current exploration is focused on supporting a resource report and prefeasibility study that is expected to be completed in early 2008. War Eagle expects to have completed an estimated 80 underground diamond drill holes, 40 surface diamond drillholes, 31 percussion holes and 1,296 1.5-m (5-ft) channel samples. Eighty-seven additional exploration targets have been identified within the mining concession. Recent drill results have significantly expanded the known mineralized body at the Tres Marias Mine. The exploration and development program is expected to be completed during 2008. War Eagle owns both the drills currently in operation at Tres Marias. An advanced exploration and development program has confirmed historical grades and is producing encouraging new results from diamond and percussion drilling, channel sampling and high-resolution resistivity geophysics. Glenn R. O?Gorman, an independent geologist and consultant to War Eagle, conducted a study on the reporter. He stated that the Tres Marias concession area has the potential to host 5 to 10 Mt (5.5 to 11 million st) of minable ore.

Seismic repeaters are rarely observed phenomena in underground mines. However, recent studies in Garpenberg mine (Sweden) have demonstrated that seismic repeaters and multiplets may represent significant portion of the total number of microseismic events (> 80 %) related to excavation operations. Detailed seismic analysis, involving template matching, multiplet clustering, double-difference relocation, source parameter and mechanism estimation, and interevent time analysis, suggest that seismic repeaters represent brittle frictional parts (asperity) of creeping, planar shaped, pre-exiting structures of several meters length. It is furthermore suggested that seismic repeater occur preferentially in weak rock-mass materials (e.g. talc) associated with strengthening friction behaviors. These results may imply that postblast related stress redistribution may be governed by “silent” aseismic movements in preferentially weak rock mass materials, what questions the reliability and performance of seismic monitoring to survey stress evolution during excavation operations. However, once the seismic and aseismic coupling processes and the geological nature linked to repeater occurrences are better understood, their detailed monitoring bears also opportunities to survey and quantify aseismic post-blast stress transfer. Here we present ongoing investigations on repeater occurrences aiming at better understating on their geological and geomechanical origin. Furthermore, we try to develop advanced monitoring tools helping to quantify aseismic slip and to provide criteria for seismic hazard as asperity density and the related potential to generate larger dynamic rupture zones. For this respect a local monitoring network has been set up close to certain repeater target families. Furthermore, geological well log drilling throughout repeater occurrences as well as geotechnical strain measurements (e.g. extensometer, optical fiber etc.) are currently conducted to provide crucial information on the geological nature of repeater and to quantify and characterize background creep induced from excavation.

Performance of mineral filler particles in ceramic applications can be enhanced markedly by adsorbing polymers of optimum molecular structure and dosage. In a recent work by Chen and Somasundaran (1997), a novel scheme of controlled polymer adsorption was used to produce nanocomposites of unique core-shell designs. Towards this purpose, adsorption and desorption behavior of selected polyacrylic acids (PAA) on three minerals; alumina, titania, and silicon carbide, was examined as a function of relevant parameters. Adsorption of P AA was found to depend on polymer molecular weight, pH, as well as solids loading. Specifically, the adsorption density was found to increase with increase in polymer molecular weight for non-porous alumina while it was found to decrease in the case of porous alumina. This is attributed to the inaccessibility of the pores to the larger polymers. An unexpected finding was the change in the adsorption density of PAA with solids loadings. PAA adsorbs on silicon carbide only at low pH values when the particles have very low surface charge suggesting that the adsorption in this case is controlled by electrostatic forces. Using polyacrylic acid as bridging agent between the alumina fillers (core) and nanosize alumina or titania particles (shells), controlled layer by layer deposition of nanoparticle on the core particle surface could be obtained.

"Recycling valuable metals from waste streams has become increasingly important to the mining and smelting industry in China due to resource depletion and environmental concerns. Predicated on multiple large scale metal recovery operations designed by BQE Water at active mines in the Jiangxi Province of China, this paper presents a case study demonstrating recovery of zinc and copper from the waste stream at a major gold smelter in the Shandong Province of China. One of the issues facing the smelter is the lack of a cost-effective and robust process to recover zinc from the acidic process waste stream. As such, significant amounts of zinc-containing wastewater are neutralized with lime, resulting in not only the loss of zinc metal but also the generation of large volumes of sludge. In the case study, a sulphide precipitation process is chosen to selectively recover zinc and copper from the wastewater, in the form of commercial grade metal concentrates that can be sold as regular concentrates at the going market price. In the current project phase, over 2,500 tonnes of zinc metal and 40 tonnes of copper metal can be recovered on an annual basis. This not only generates revenue to offset waste treatment costs, but also eliminates significant amounts of sludge that would otherwise require storing and further disposal if the metals are not recovered.Introduction / Background With resource depletion becoming a global concern and environmental regulations becoming increasingly strict, companies in the mining and smelting industry are actively seeking technologies to maximize resource recovery and provide concurrent minimization of waste residue production from operational activities. Mining and smelting companies have typically used lime neutralization as the primary method to reduce metal concentrations from mine waters prior to reuse or discharge to the environment. However, this process creates large volumes of metal laden sludge with long-term liabilities in the form of ongoing storage and management (Zinck et al 1997). Recovering metals of value from mine water not only reduces sludge volumes and the costs of associated liabilities, it produces a commercial grade metal concentrate that can be sold to generate revenues to offset treatment costs. ChemSulphide® is a sulphide precipitation process developed by BQE Water that has been successfully applied at mine sites in the Jiangxi Province of China to remove and recover copper from acid mine drainage. The success of these copper recovery water treatment plants demonstrates both the economic and environmental benefits of recovering residual metals from mine water and provides reference for the copper and zinc recovery project at a gold smelter in the Shandong Province that is the subject of this case study."

Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.

Improvements in today's maintenance practices are mandatory as more complex and productive machines evolve in the mining industry. By keeping machine reliability high, through improved maintenance procedures, overall mining costs can be reduced. The Bureau of Mines is investigating diagnostic maintenance systems for underground mining machinery. A hydraulic expert diagnostic system and an electric motor predictive diagnostic system have been designed and installed on a Joy 16CM continuous miner. An electrical diagnostic system has been designed and installed on a Joy 14CM continuous miner. Each system is functionally described and the relative merits of expert diagnostic systems versus algorithmic diagnostic systems are discussed.
