The Homer City Station, jointly owned by New York State Electric and Gas Corporation and Pennsylvania Electric Company is a three unit coal fired station. The first two units were put into commercial operation in 1969; the third unit became commercial in 1977. Units 1 and 2 are subject to the Pennsylvania State Implementation Plan (SIP) emission limit of 3.7 pounds of S02 per million BTU. Unit 3, having started construction later, is subject to the Clean Air Act, New Source Performance Standards emission levels of 1.2 pounds of 50-2 per million BTU.

The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from a high-extraction retreat room-and-pillar operation in southern Illinois. The objective of this monitoring program is to study the inter- action between the ground surface and a structure during a subsidence event. Data from such a study should enhance the understanding of the mechanisms that produce structural damage and aid in the design of structures that resist such damage. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tiltmeter to detect and follow the tilt of the foundations caused by the mining subsidence sequence is demonstrated. Using data from this tiltmeter, the development of curvature in the foundations as they conformed to the displaced ground surface is shown. This curvature is rep- resented by differences in tilt at various points on the foundations, indicating a change in tilt over a horizontal distance. Also, even though subsidence damage has not been fully analyzed, preliminary observations of the cracks that formed in the foundations are reported. These cracks resulted in the separation of one footing into distinct pieces; therefore, their effect on the tilt readings is cited.

This map shows general trends of the chloride concentration of water in the upper part of the Floridan aquifer. Below this part of the aquifer, high chloride water can be found everywhere in the State. The accompanying cross section shows the depth to salty water across central Florida. In the center of Florida, fresh water may be found as deep as 2.000 feet, whereas, along the coast it may extend no deeper than about 200 feet. Ladies and Gentlemen: It is a distinct pleasure and honor to appear before you representing the railway industry as I do, but there is a much closer personal relationship. I am a graduate Mining Engineer and worked in the coal industry for 15 years prior to becoming a railroader only 4 ½ years ago. I have been a member of AIME most of my adult working life and am currently active in the Washington, D. C. Section. While having been in the railway industry only a short time, I have become involved during the recent period of innovation and development of the new railroad technique known as unit train service. I have had the privilege of helping to work out a number of unit train movements to both electric utility companies and to a major steel concern, handling coal from mines on the Southern Railway to the consuming plants. On Southern, our unit trains are all of what I shall describe as shuttle train operations whereas within the railroad industry today several types of service are characterized as unit train service and many don't offer comparable efficiencies.

One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.

Downstream dispersion curves for certain trace metals were obtained from two mineralized areas in the southeastern U. S. In Lincoln Co., Georgia, 7 sample sets were collected downstream from the Magruder mine, a polymetallic sulfide deposit (Zn-Cu-Pb-Ag-Au) in metavolcanic rocks. Five sample sets were collected along Joe Mill Creek in Grainger Go., Tennessee, downstream from a zone of zinc mineralization in carbonate rocks (Mississippi Valley-type). In both areas, analyses were made of Fe-Mn oxide coatings on lithic fragments and quartz pebbles, and the -80 mesh fraction of the stream sediment. A comparison of the dispersion curves reveals the following: 1.) the anomaly/background ratio is markedly higher in the Fe-Mn oxide coatings for zinc and copper; 2.) the anomaly/background ratlo is markedly higher in the -80 mesh fraction for lead which is not concentrated in the coatings; and, 3.) the Zn/Mn and Cu/Mn ratios in the coatings are useful in that they enhance downstream derectability of mineralization as well as provide for a simpler analytical procedure. There are several potential advantages of using coatings vs. the conventional -80 mesh fraction in stream sediment surveys. Because soluble metal is brought into the stream mainly in groundwater, deeper anomaly sources may be detectable from the oxide coatings than from clastic fractions of alluvium where much of the metal is derived from erosion of soils. Variability due to sampling may also be reduced, providing better discrimination of anomalies. In areas of glacial or alluvial cover, coating surveys may be particularly applicable.

INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

During the refining of primary magnesium metal: a spent flux (sludge) is produced which is considered a dangerous waste by the Washington State Department of Ecology. Four years of research, testing and marketing has identified two beneficial markets for the spent flux: 1) as a fertilizer and soil admendment as a result of the material's high potash and nitrogen content and its high lime equivalence and 2), as a roadway deicing agent to clear roads of ice and snow as a result of both the salt content and the flux containing chemical compounds which exothermically react with water.

BHP Iron Ore initiated a program in January, 1995 at their Mt. Whaleback operation in Newman, Western Australia to develop a decommissioning plan for the waste rock material. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper evaluates field performance of cover systems constructed on a horizontal and a sloped waste rock surface. The cover system is constructed using suitable run-of-mine waste material to minimize closure costs. The moisture is subsequently released to the atmosphere as evapotranspiration. Rainfall entering the waste material is buffered due to the presence of the cover material thereby significantly reducing net percolation to the underlying waste rock. The objective is to control acid rock drainage by preventing moisture movement into and through the waste rock material. Two years of field data are presented to illustrate low percolation rates to the underlying waste rock and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable run-of-mine waste material has good potential as a final acid rock drainage control cover system at the Mt. Whaleback site. The performance of the cover system on a sloped surface was significantly altered as compared to placing the cover system on a horizontal surface.

At present the feasibility of developing underground facilities for the storage of a number of products including toxic waste, oil, nuclear waste and low pressure gas is under investigation in e number of countries. A possible method of storage is in large excavations, Preliminary ventilation design work has identified that the climatic conditions encountered within these large excavations are a limiting ventilation pollutant within the ventilation system. This paper examines the design of a variety of sizes of excavation from a ventilation viewpoint. The main phases of an excavations lifetime can be divided into four main phases, these being construction, civil and mechanical fitting, storage, full and sealed. The paper details ventilation design options for the first two phases of e vaults lifetime, giving climatic simulations to assess the likely climatic conditions within the excavations for e number of facility depths. The options for climatic control are given and analyzed by means of climatic simulations techniques. l. INTRODUCTION The feasibility of developing underground facilities for the storage of a number of products is under investigation at present in a number of countries. This paper details a possible design for such a facility where the product is to be stored in large underground excavations. A facility layout has been designed with the aim of allowing concurrent construction and storage operations. Thus from a ventilation perspective the facility consists of two circuits , a construction ventilation circuit and a product ventilation circuit both of which are served by an intake and a return surface connection The construction and storage circuits are considered as independent of each other , any interaction in the form of leakage must be from the construction to the storage circuit. From the facility design a ventilation network was developed to assess the ventilation requirements of the facility. In analyzing the pollutant loads for the construction circuit two pollutants were recognised to be critical to the ventilation design , these being diesel exhaust fumes and heat end humidity. In this paper ventilation design options for the construction and civil and mechanical fitting phases of the excavations are analyzed by means of climatic simulation and options for climatic control within the vaults are outlined . 2. FACILITY DESIGN A schematic diagram of a facility design is illustrated in Figure 1. There would be two distinct ventilation circuits , one to service the construction operations and the second to serve the storage operations which occur concurrently with construction , the circuits are separated by ventilation bulkheads . Access to the facility for intake air is provided by two drifts, one to serve each circuit. Two shafts act as returns to surface. The facility consists of two distinct zones for the storage of two types of product. One type is to be stored in smell linear excavations. The second zone is for the storage of a second product in larger excavations. The maximum cross-sectional area and perimeter for the smell linear excavations are 456.25 m2 and 83.2 m, while for the larger excavations they are 440.1 m2 and 86.4 m. Excavation construction consists of three phases: 1. Initial pilot tunnel development between main intake and return to provide through flow ventilation. 2. Enlargement to produce the required finished cross-section. 3. Civil and mechanical engineering work to fit out the excavation ready for storage. It is proposed to excavate the excavations using drill and blest methods utilising diesel equipment. Spoil is to be transported to surface by a conveyor belt system. At any one time the maximum number of working places requiring ventilation will consist of ; 3 storage sites, 2 excavations under construction, 2 excavations undergoing civil and mechanical fitting. The various facets of university-company cooperative activities and the opportunities for collaborative research for the mineral industries are presented in this paper. The advantages and disadvantages of various alternative research funding arrangements for the researcher, the university, and the sponsoring corporation are discussed. Examples of university-industry cooperative research programs are briefly outlined. The concept of a cooperative mining research program is presented. The improvement of performance through techno- logical developments and human skills may well be the greatest competitive edge available to the U.S. mining industry. In this regard, the need for new endeavors between industry and universities can hardly be overemphasized.

Startup of a new plant is a very interesting time. It generally is also a very demanding and often frustrating period. Startup problems can become serious ii they impede the early achievement of full plant production. Raw materials are wasted, manpower is unproductive, field modifications can be extremely expensive and market commitments may not be met. This paper outlines a well proven and highly successful approach to eliminating many of the problems and frustrations often experienced in plant startup. The procedures and methods summarized in the following paragraphs have been developed over a period of 25 years during which some 90 plants were started up.

The region of Asturias, located in the northwest of Spain, has an extensive mining history; coal, gold, zinc, lead, copper, cobalt, mercury, iron, manganese, fluorspar and others have been extracted from the antiquity. In the Asturian Central Coal Basin, the closure of all open pit coal mines and their restoration, the progressive closure of underground coal mines that is happening from the 1980?s, and the restoration of spoil heaps, provides post mining lands for alternative uses. In relation to metallic mining, the abandonment of all mercury mines without restoration in the 1970´s, has left significant quantities of wastes and mining works. More than thirty years later most of them remain without restoration. In these sites the legacy of the historical mining activities is apparent in the form of shafts, galleries and transversals, old mining installations and spoil heaps. Mine wastes have eventually become important Hg and As pollution sources, resulting in a widespread contamination of the surrounding soils and surface waters. Abandoned mines of other metals such as copper, cobalt, iron, etc. and industrial minerals such as fluorspar, have also left a mining legacy to take into consideration. In this context of declining mining areas, some remedial options have been applied to specific areas resulting in alternative uses as pastures, agro-forestry, industry and socio-cultural activities.

"Acid mine drainage (AMD) has become a serious environmental problem in the mining industry in the last decade. Many efforts have been made in an attempt to find a better method to manage this problem in a proper manner, both through prevention and mitigation. One of the methods to prevent AMD generation is a dry dump cover system that has been proposed to minimize oxidation of sulphide waste rock in dumping sites. The performance of this system depends on the physical and geochemical stability of a barrier layer to minimize water and oxygen influx. In the mining industry, this barrier layer is formed by using Inert/Non Acid Forming (NAF) waste rocks to cover Potentially Acid Forming (PAF) underneath. However, the availability of NAF waste rocks, due to the geological condition, mining sequence and capability of equipment, is limited in some mines. This paper will discuss the acid generation mechanism, application of a cover system and its problem being faced in an Indonesian coal mine, and describe a preliminary laboratory result of a multi layer cover system in an attempt to overcome this problem."

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

The term bentonite was first proposed in 1898 by Knight, a year after he had named this clay taylorite, because taylorite had been previously used for another mineral. The name taylorite was after the Taylor ranch, the site of the first mine, near Rock River, WY, and the name bentonite is from the Benton Shale in which the clay was thought at that time to occur. The Benton Shale was, in turn, named after Fort Benton, MT, located more than 640 km miles north of Rock River. Early in the 20th century, several geologists recognized that bentonite, mainly in beds in Cretaceous and Tertiary rocks, originated from transported volcanic materials. This recognition led to definitions based on origin, the one most widely quoted and generally accepted by geologists is the following definition by Ross and Shannon (1926): "Bentonite is a rock composed essentially of a crystalline clay-like mineral formed by devitrification and the accompanying chemical alteration of a glassy igneous material, usually a tuff or volcanic ash; and it often contains variable proportions of accessory crystal grains that were originally phenocrysts in the volcanic glass. These are feldspar (commonly orthoclase and oligoclase), biotite, quartz, pyroxenes, zircon, and various other minerals typical of volcanic rocks. The characteristic clay-like mineral has a micaceous habit and facile cleavage, high birefringence and a texture inherited from volcanic tuff or ash, and it is usually the mineral montmorillonite, but less often beidellite." The difficulty in applying the foregoing definition to bentonite as an industrial mineral commodity is that it is based on origin and is restricted to an ash, tuff, or volcanic glass parent material. Therefore, deposits consisting of the clay minerals required by this definition, but having uncertain origin or parent materials, cannot properly be called bentonite. Furthermore, many deposits in the western United States and in other countries that have formed from rocks other than the types required by the definition are being mined and sold as bentonite. Perhaps the best definition of bentonite as an industrial mineral is one given by R.E. Grim in a plenary lecture at the International Clay Conference (AIPEA) at Madrid, Spain, June 27, 1972. According to this redefinition, which will be used in this chapter, bentonite is a clay consisting essentially of smectite minerals (montmorillonite group of some usages), regardless of origin or occurrence. This definition solves the problem of the difference between the geologic and industrial usages of the term and overcomes the difficulty in assigning a name to smectite clay that formed from igneous rock other than ash, tuff, or glass, or those of sedimentary or uncertain origin. However, bentonite, when used with this meaning is still a rock term (consisting of more than one mineral), and it will not be possible to distinguish it from fuller's earth in many instances. One way of classifying bentonite is based on its swelling capacities when wet or added to water. Bentonite having sodium (Na+) as either the dominant or as an abundant exchangeable ion typically has very high swelling capacities and forms gel-like masses when added to water. Bentonite in which exchangeable calcium (Ca++) is more abundant than other ions has much lower swelling capacities than sodium varieties. Some calcium types swell little more than common clay, and most crumble into granular masses in water. Intermediate calcium-sodium bentonites, the so called mixed types, tend to swell moderately and to form gels of lesser volumes than equal masses of the sodium type bentonite. Because of the general relationship of swelling and exchangeable ion characteristics bentonite is commonly divided into the high swelling or sodium, low swelling or calcium, and moderate swelling or intermediate types. The term sub-bentonite (Davis et a]., 1940) is used inconsistently in industry for the low or moderate swelling varieties. The authors believe the use of this term should be discouraged because of its implication of low quality or low value and the lack of a mineralogical or use basis for it. In the United States bentonite is also classified by geographic location and the uses for which it is sold. Inasmuch as most of the low swelling calcium type occurs in states bordering the Gulf of Mexico, this variety is commonly called Southern bentonite. The largest high swelling sodium bentonite deposits and the major producing districts are in Wyoming and adjacent states. Therefore, this bentonite is commonly called the Wyoming or Western type. Such terms as drilling mud bentonite, foundry bond bentonite, and taconite bond bentonite relating directly to use are applied in marketing. Other terms including high and low yield bentonite, high and low gel bentonite, and high and low strength bentonite are also used to distinguish different grades. The varied classifications notwithstanding, bentonite occurs in so many different varieties that some cannot logically be classified according to any of the foregoing groupings. One of these types is hectorite, which is a high swelling lithium-bearing variety of smectite occurring mainly in California and adjacent states. It is, therefore, not a Wyoming type, and it occurs even farther west than the so called western bentonites. Others are bentonites having magnesium (Mg++) or hydrogen (H+) as the most abundant or dominant exchangeable ion. These types are neither sodium nor calcium varieties, and apparently some are low swelling, whereas others have rather high swelling capacities. This study was undertaken as a part of developing treatment alternatives for waste materials, primarily waste rock and roaster tailings, from sites contaminated with mercury (Hg) mining wastes. Leaching profiles of waste rock over a range of different pH and oxidation-reduction (Eh) conditions were performed. Since iron (Fe) is present in large quantities in mining wastes, the effect of Fe on leaching of Hg was also determined. Results show that the Hg concentration increased as the pH of the suspension increased until a pH value of 10.65. Thereafter, the Hg concentration decreased sharply. The Hg concentration, in presence of Fe decreased significantly (1/10thto 1/100th). Kinetics results show a relatively slow rate of leaching in presence of ferric ions. The results obtained from the present study are being used to predict the fate and stability of Hg present in the environment, and will therefore, be useful in dictating the nature and suitability of any remediation treatment.

In the selective flocculation process, polymers with specific functional groups can yield highly selective adsorption and, therefore, high separation efficiency. Selectivity in polymer adsorption may also be attained by specific additives that inhibit the adsorption of the flocculant on some solid surfaces but not on others. Generally, these additives have a different chemical nature than the flocculant. In this study, the lower molecular weight fraction of the flocculant was successfully evaluated as a site blocking agent, leading to higher separation efficiency than obtained otherwise.

What is meant by "Minimizing Risk"? This paper explores some of the factors encountered in plant design which can affect the success of a mineral processing plant in terms of its planned output, quality of product and recovery. Any deficiency in either one of these objectives means lost revenue at the start of a project and reduced present value for the mine life. Time is money. Related factors such as project conception, feasibility studies, capital cost and operating cost estimation and mining studies have been covered in a recent paper (1) from which material for this paper has been drawn. What follows is a discussion of the principal factors which can influence the success of a project with particular emphasis placed on processing concepts.
