Precious metals exploration is increasingly involved with concealed, deeper-seated gold-silver deposits which exhibit considerably more challenges to the geologist than near-surface, oxidized ores. Thus, cost-efficient, rapid and more detailed target selection and definition will be crucial for gold-silver exploration in the 1990s (Kral, 1990; Woodall, 1992). Although new developments in geophysical and geochemical exploration techniques have made significant contributions, the powerful capabilities offered by alteration mineralogy continue to remain untapped in many cases

Early in 1977, Amoco Production Company and Houston Chemicals, a subsidiary of Pittsburg Plate Glass (PPG) Industries, started producing iodine commercially in northwestern Oklahoma. This is significant because it is the first plant in over 40 years to be built in the United States with iodine as its sole commercial product. With the exception of a limited amount of iodine produced by Dow Chemical in Michigan, the United States is dependent upon imports from Chile and Japan for its iodine needs. The two million pounds of iodine produced annually from the Woodward plant will supply over one-third of the United States' requirements. Routine analysis of subsurface brines by the Formation Water Lab at the Amoco Production Company Research Center in Tulsa, Oklahoma, revealed unusually high concentrations of certain potentially economic minerals. Investigations determined that, of the minerals in question, iodine appeared to offer the best potential. The brines in question are located in the Morrow sands (basal Pennsylvanian) at a depth of 7,175 to 7.400 feet, in an area where Amoco has been active in a gas play for the past 20 years. The regional iodine concentration ranges from 10 to 700 ppm and averages around 300 ppm with the project area. The project is located 8 miles north and slightly east of the town of Woodward, where the well-developed, porous, and permeable sands of the Woodward trench contain large volumes of brine.

An integrated statistical-geostatistical modelling of gold exploration data of Gurahar Pahar prospect of Mahakoshal greenstone belt in Central India has been attempted. Statistical modelling of gold accumulation and width reveal a positively skewed 2-parameter lognormal distribution fit with an estimate of mean gold as 0.84 gram/tonne. Geostatistical modelling provided a spherical semi-variogram function fit with mean kriged estimate and mean kriging variance of gold as 0.76 gram/tonne and 0.23 (gram/tonne)2 -respectively. Ore inventory and grade-tonnage relationships for a selected part provided an estimate of 3,36,000 tomes of ore with an average gold of 0.76 gram/tonne at 0.5 gram/tonne cutoff grade.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Due to the present economic climate, particularly the depressed copper market, conventional mining, milling and flotation operations have been suspended. However, due to the apparent amenability of the ore to 'natural' leaching, investigations have been initiated into establishing an in-situ leaching operation as a preferred alternative to conventional operations. Cement copper production has been developed in parallel with the leaching trials and is presently at the rate of approximately 3,000 tonnes of contained copper per annum. Testwork includes controlled leaching of ore both in the laboratory and in-situ following blasting.

Automatic control of fine-coal cleaning circuits has traditionally been limited by a lack of adequate sensors. Although several nuclear-based analyzers are available, none have seen widespread acceptance. In this investigation, image analysis is used for the on-line determination of ash contents in fine-coal slurries. The ash content of a flotation tailings stream is correlated to the mean gray level of the slurry. Based on a 90% prediction interval, an analysis of sensor performance indicates an accuracy of 73[±] 4% ash over a range of from 65% to 90% ash. While the results are comparable, the video-based system costs only a fraction of what a nuclear-based analyzer costs. The sensor is now installed at the Middle Fork preparation plant, which is owned by Pittston Coal Co.

Approximately 30 miles east of Chicago on the southern shores of Lake Michigan stands Bethlehem Steel's newest fully integrated steelmaking facility - the billion dollar Burns Harbor plant. The initial phase of "green field" construction that began in 1963 was directed to the creation of high quality finishing facilities. In late 1964 the 160" plate mill came "on stream" followed closely by Sheet and Tin and Hot Strip facilities. Unit train shipments of slabs primarily from the Lackawanna plant located near Buffalo constituted the input materials for the new mills. In 1967 a hot metal facilities program was announced for Burns Harbor that at its completion would make the plant fully integrated. Incorporated within the program were: 1. A new high performance 50" x 96" slabbing mill complete with a battery of soaking pits. 2. A two vessel Basic Oxygen Furnace Shop. 3. (1) battery of 6 meter high Coke Ovens with attendant coal handling facilities. 4. A 3800 feet long vessel loading & unloading dock. 5. The first conveyor belt fed Blast Furnace in the United States. 6. An extensive materials handling system for receiving, stocking and reclaiming from storage the raw materials for the Blast Furnace and Coke Ovens operation. The intent of this paper is to provide a detailed description of the functions and components of the materials handling system noted above.

Subway tunnels proposed for the Los Angeles County Metropolitan Transportation Authority (LAMTA) East Side Extension are to be excavated below the groundwater through an area of Los Angeles, California with dissolved hydrogen sulfide concentrations in excess of 200 mg/L. To address unique construction and worker safety issues, bench scale and field pilot test studies were conducted to evaluate various mitigation alternatives including in-situ oxidation by chemical injection, slurry pH adjustment to suppress H2S evolution, and chemical treatment to remove the H2S from the slurry and muck material. The results provided the basis for detailed hydrogen sulfide control specifications for the contractor.

Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To com­pound problems, average head grades for refractory U.S. gold ores had fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Therefore a special treatment process is needed in order to allow for the gold ore to be leached downstream in a conven­tional cyanidation process for a high gold recovery. There are several options available for this oxidation process like treat­ment of the gold bearing ore in pressure oxidation, in a biooxi­dation or in a roasting plant depending on the reason for the refractoriness. If organic carbonaceous matters and sulfides are the prima­ry reasons for the refractoriness, whole ore roasting is a pre­ferred method for the treatment of this type of ore. Since dry ore is to feed to the roaster, a dry grinding mill is advantageous. For the dry grinding system, the moisture content and the ore char­acteristic is of importance. Those parameters decide the mode of the grinding system. For autoclave systems common wet grind­ing systems can be applied. This paper deals with technical aspects for dry grinding plants and gives an outlook on and pos­sibilities for new grinding systems.

The North Branch tunnel segment of the Tunnel and Reservoir Plan Mainstream System consists of 14,075 m (45,885 ft) of 9.2 m (30.2 ft) finished diameter and985 m (3,232 ft) of 2.5 m (8.25 ft) finished diameter concrete lined rock tunnels. The TBM mining and concrete lining methods used in completing this $166million project differed from “typical” TARP construction methods in that a two-stage concrete lining was placed and the lining was initially placed concurrently with TBM mining as a two pass system in the same tunnel segment. For the main tunnel (9.85 m diameter), TBM mining averaged 24 m/day (79 ft/day), excluding downtime associated with two main bearing changes, and the concrete lining placement, averaged 117 m/day (380 ft/day) and 53 m/day (174 ft/day) for the invert and arch segments, respectively.

Few issues pose quite as profound consequences to the quality of life and the creation and distribution of wealth as how we protect the natural environment. No longer a peripheral but a global concern, the environment, once almost nobody's business, has now become everybody's business. It is also the single biggest issue facing mining and mineral activities. This heightened ecological awareness and sensitivity have spawned a new commitment to restore, protect, and preserve nature. But that very commitment poses difficult socio-economic trade-offs, such as: What and how many resources can be given up to prevent and reduce pollution? What are the opportunity costs associated with meeting higher environmental standards? What problems are more important or pressing than others and should be given priority? Choices have to be made that may entail unintended consequences for other societal goals.

The problems of slope stability in open-cast mines are examined. A criterion, the instantaneous stripping ratio, is suggested for use in the design of pit slopes and as an index of control at all stages of the exploitation of the ore body, This criterion may also be related to safety and to the maximizing of profits. Two approaches to safe design of slopes, one from the point of view of soil mechanics and the other from the point of view of rock mechanics, are described and critically compared. The effect on slope stability of the regional tectonic stress field is discussed. Explanation is given of the application of the Terzaghi effective stress concept to problems in both soil and rock environments, including possible effects when borehole deformation techniques are used to measure stresses in rock in situ.

Lafarge Corporation's Texas Quarry, in Baltimore MD, achieved a substantial expansion of pit reserves by removing an inactive underground mine. The day lighting program, designed, and completed in 1997, open pit mined more than 400 meters of room and pillar workings which were originally developed to recover high brightness Calcium Carbonate. The project proved to be a challenge throughout its course as the pit plan was modified and successful daylighting techniques were developed to remove the mine without adversely affecting the safety of the operation, quality of the stone recovered, or negatively impacting the surrounding community. The design parameters and techniques developed and implemented at Texas may prove of interest to other operators as they are faced with daylighting opportunities. This article will detail the challenges we faced and the solutions which made the project a success.

The potential worldwide "market" for metallurgical bauxite is about 94 million MT. The high degree of concentration of the alumina sector, combined with the high percentage of long-term contractual relationships, results in a small spot market with an illdefined price structure. Further segmentation occurs based on bauxite quality and alumina plant design. The potential 'free" market is estimated to be about 18 million MT that represent the requirements of nonintegrated alumina producers. It, too, is covered almost entirely by multi-year supply contracts.

In the early 1980's BHP identified several potential gold deposits in West Africa. One of these deposits was located in Mali, near the village of Syama. As a result of extensive explo­ration activities, an oxide ore as well as an underlying sulphide ore was identified. After agreement with the government of Mali was reached the development of the deposit was undertak­en. The plan for the development of the mine included the treat­ment of the oxide ore followed by the treatment of the underly­ing transition and sulphide ore. The development of the deposit was extremely aggressive. Following the approval of the project in early 1989, engineer­ing was started, equipment purchased sitework was started, and the first ore was introduced in December of 1989. This was accomplished in spite of the difficulties of the site. These diffi­culties included: • remote site location without air or road or water access • no existing infrastructure including water, power, or communication • high health risks • limited construction and manufacturing support in West Africa The operation began with a conventional crushing/grind-ing/CIL/elution and electrowinning facility. The facility was designed to treat 2000 metric tonnes of ore per day. After start­up in December of 1989, the operation was improved to the point that plant throughput was averaging nearly 3000 tpd and running at 92 to 93% availability.

The competitive market potential for solvent refined coal is estimated. Market advantages of solvent refined coal are enumerated. Markets are possible in combustion, railroad locomotion, and carbon electrodes. The combustion characteristics are consistent with expected air pollution restrictions on the emission of sulfur and particulate matter. A market potential of sufficient size exists to support the initiation of solvent refining in the United States. The market analysis should help fuel producers determine the advisability of their undertaking the solvent refining of coal.

In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

Contract required excavating 2,000 If of 14' horseshoe tunnel in rock, a 95' deep work shaft on shore, and a 50' deep intake shaft located in the middle of the Niagara River just above Niagara Falls. Large quantities of H2S were encountered in the range of 20 PPM with ventilation. Peak levels of 40 PPM were recorded. The original designed ventilation system required only a volume of 10,000 CFM to meet OSHA requirements. The volume of air was increased to 50,000 CFM to dilute the H2S to al- low workmen to work and comply with OSHA H2S action levels. The second phase of the tunnel consisted of placing 72" ID X 20 foot long concrete reinforced pipe in the tunnel. When the tunnel was holed through and both shafts were open, a substantial amount of work was required to take place in the shafts which eliminated the possibility of placing a bulkhead to secure proper ventilation. The ventilation team designed a jet system airlock. The design of this system was to bring fresh air down the work shaft in two duct systems; one 30" diameter and one 24" diameter. Following the excellent work of Jan Wolski (7th Mine Ventilation Symposium chapter 58) our design incorporated nozzles located approximately 100' in by the work shaft. The velocity of the 24" diameter duct was 6,365 FPMD2.2 MPH. The velocity of the 30" diameter duct was 6,117 FPMl69.5 MPH. Both systems were on blow and being that air expands at 3112 degrees per side this high velocity of air expanded and created an air bulk head through which men and the large sections of concrete pipe could be passed without any delay or additional cost to the project.

Selective adsorption and surface modification of minerals by surfactants is the primary step in the process of separating certain minerals with similar physical and chemical characteristics in the flotation process. In this study, microorgan- isms are used as surface modifiers for francolite and dolomite. Results of adsorption experiments with francolite and dolomite show that the microbes selectively adsorb to one of the minerals under specific operating conditions. In preliminary flotation experiments, it is found that the microorganisms enhance or depress flotation of the minerals leading to an increase in the efficiency of separation between the francolite and dolomite. The conditions leading to selective adsorption (surface modification) and subsequently to possible efficient separation of these two minerals are discussed in this paper.
