Acid rock drainage is one of the most complex issues facing regulators and mining companies for management and remediation of mining wastes. All mining waste units, including open pits, underground workings, tailings, waste rock and leached spent ore have the potential to generate acidic leachate based on the acid generation or neutralization potential of the material. This paper uses a case study of the Walker Mine in northern California to give an overview of the available control and mitigation methods. Wetland design is emphasized as a low-cost alternative treatment option for wastewater remediation. The Walker Mine is located on the eastern flank of the Sierra Nevada, 20 miles north of Portola in Plumas County, California. The Walker Mine was an active copper mine between 1915 and 1941. During active mining, tailings were discharged into an area 1 mile west of the site at the confluence of Dolly Creek and Grizzly Creek. In addition, there were two main sources of metal-rich, acid waters impacting Dolly Creek: discharge from the mine tunnel portal, and seepage and surface runoff from waters contacting mine waste downslope from the portal area. A mine portal seal was installed in 1987 which prevented the majority of mine water drainage from further contaminating the area. Minor drainage from the portal and seeps discharge into a holding pond which overflows into Dolly Creek when elevation exceeds 6,200 feet. A site characterization study was performed to evaluate the potential water quality threat to Dolly Creek from mine tunnel discharge and waste rock seeps. Based on the results of this study several remedial options were investigated, both on a design and cost basis, to determine which abatement alternatives could be realistically implemented. The remedial options considered include both in situ containment (landfill, waste pile) or removal (backfilling into underground workings and/or sinkholes) of solid wastes. Waste water remedial options include long-term, seasonal treatment of the portal mine water, or long-term, passive treatment of portal discharge and waste pile leachate.

As we are all aware, the impacts of the 1977 Surface Mining Act and the implementing OSM Regulations require application of new, as well as existing, equipment and technologies. Our firm recently completed (June, 1979) a study for the Department of Energy titled "Analysis of the Impact of Public Law 95-87 on Mining Performance." The objective of the study was to analyze the impact of the Act and its regulations on mining performance in order to provide recommendations to alleviate the impacts identified, including identification of research needs. This paper presents some of the highlights of that report: projected cost increases; additional equipment needed for compliance; review of methods currently practiced or those which can be modified; and will focus particulary on equipment and technology applications.

Introduction Increasing investor and industrial demand for gold is not being matched by new mine output from traditional sources. This forces the exploitation of alternative natural and industrial resources to supplement traditional sources. A traditional natural resource is either high- to medium-grade ore, of gold or silver with coproduct gold. Or, they are medium- to low-grade base metal ores having byproduct gold. Traditional ores are also frequently extracted at relatively great expense by selective underground mining. Alternative natural resources include low-grade, near surface ores and the products of mining-dumps - and of onsite processing - tailings. Traditional industrial resources are newly mined gold or that obtained from plant sweepings. Their alternative analogues include gold in old scrap and chemical sludges and precipitates, notably those incidental to the electronic industry. These alternative gold resources have several attractions. They are untapped and abundantly available. Having been overlooked by prior metals suppliers, title to many alternative resources is easily acquired. Or, the value of such a resource may go unnoticed until its gold is rendered exploitable by an advance in extractive technology or an other approach. This article addresses the effect of large tonnage, low-grade lode ores on gold supply. Exploiting these ores is rendered commercial by their amenability to bulk mining by modern large-scale mining and metallurgical operations requiring little selectivity. Placer gravels, perhaps the earliest type of gold ore mined, also are bulk minable. But these fall outside the definition of being lode deposits. Most lode bulk mining is from surface open-pit mines. Some, however, is from underground by such large-scale mining techniques as room and pillar, vertical crater retreat, and end slicing. The low-grade gold ore being discussed averages 2.8 g/t (0.082 oz per st). Output How greatly do bulk minable, low-grade resources effect supply? 1982 was a somewhat healthy year for gold mining and exploration in North America in spite of the general depression in the mining industry (Table 1). The wildly fluctuating price of gold bullion had stabilized at an annual aver¬age of $12.08/g ($376 per oz) - (Handy and Harmon base price). Half of the 1.3 kt (43 million oz) of 1982 world gold mined were from South Africa's high-cost, medium-grade, selective underground mines. Of the remaining half, 20%, or about 130 t (4.2 million oz), was mined in North America. This includes Canada and the US - the third and fifth largest gold producers in the world. Of that North American production, more than 62.2 t (2 million oz) of gold, or about 50%, came from bulk mining of gold ores with or without co-product silver. Most of this was in the US, where bulk minable gold-silver lode ore produced nearly 31 t (1 million oz). This amounted to 60% of the nearly 46.6 t (1.5 million oz) produced in the US during 1982. An additional nearly 7.7 t (250,000 oz) of gold were produced as the byproduct of bulk mining of cop¬per ore, for a total of 34 t (1.1 million oz) of gold, or 75% of US gold production by bulk mining. To further illustrate this, US placer, mine dump, and related operations produced an insignificant 4% of US gold output at the time. Exploitation of bulk minable gold deposits is becoming increasingly important worldwide. Most new Australian gold mining announcements are of bulk minable developments. This trend will increase in North American mining as more large tonnage, low-grade operations come onstream in Canada, where much current production is from underground. It will increase with the general climb in Mexican gold mining. And it will grow with expansion of the 12 t/a (400,000 oz per year), gold production of the Dominican Republic. Today, the future of the coal industry is extremely bright because coal can be produced at a cost which makes it competitive with other energy sources. However, the industry has been forewarned that further cost reductions must be made if it expects to remain a serious contender in the growing energy market. Surface as well as underground operations must be improved. The very same elements which affected production a. few years ago still exist today and will continue to be present in the future. Improvement's in production mining equipment, mining methods, and auxiliary equipment have resulted in reduced costs over the past few years. Efforts must be continued toward further reducing costs in areas which have been improved previously, and new areas should be investigated for possible improvements. Therefore, new techniques must be developed which will enable the industry to augment its current efforts in reducing the cost of mining. The logical place to begin evaluating the factors affecting production and cost is in the immediate face area where a substantial part of the total cost of mining is incurred. The coal industry stands to gain much through the development of new techniques for analyzing the numerous variables affecting production and by establishing methods for eliminating or minimizing the adverse effect of those variables which can be controlled. Intuition and trial-and-error methods have been the standard means used to resolve many of the factors which influence production. As a result, many elements are overlooked or ignored because their effect on production is not pronounced and cannot be readily resolved. The need for a method of analyzing such factors was recognized by the Office of Coal Research. Therefore, in April 1962, under OCR sponsorship, a. research project was initiated at Virginia Polytechnic Institute (VPI). The objective of the project was to identify the factors which influence mining costs in the immediate production area, and to develop methods and techniques which will enable the coal operator to minimize production costs. The objective of the research at VPI has been successful, and techniques have been developed for establishing quantitative facts concerning the interrelationships of production activities.

It's a pleasure to be here, and an honor to be invited to address this distinguished group of professionals. Today, I'd like to begin with an overview of progress in coal mine safety and health. I'll discuss some current areas of concern. And I'll make some suggestions as to where we may be headed in the future. This year marks the coal industry's 15th anniversary under the Coal Mine Safety and Health Act, which took effect in 1970. We have come a long way in those 15 years. As a coal mining man from way back, I remember the era when the Coal Mine Safety and Health Act first was passed. Some of you may remember it, too. At that time, the safety and health of coal miners was in the public eye even more than it is at present. One reason was a mine explosion that killed 78 miners when it occurred in a large underground coal mine in November 1968. That disaster raised tremendous public concern about protecting the safety of miners.

Determining whether a railroad locomotive will skid under varying conditions is a fairly routine, pervasive problem. However, some of the equations provided are wrong, others are at best murky. All require correction or clarification. Skidding during heavy braking is a crucial safety problem, possibly resulting in loss of control and collision. It can also be an economic detriment, ruining wheels and tracks and, by inhibiting acceleration, causing reduced full-speed times. While skidding is less likely for rubber-tired equipment, a comparable problem exists for tractor-trailers operating on poor surfaces. The primary reference is to the SME Mining Engineering Handbook (pp. 14-11, Eqs. 7 and 8), which is taken as authoritative and normative (Brantner, 1973). Fundamentally, the physical weight of the locomotive can never be negative (-). However, based on this reference it can be negative on adverse grades, during braking (Eq. 7), and on favorable grades, whether accelerating or braking (Eq. 8). Additionally, it should be noted that the term rW should be Rw. To avoid having the locomotive weight turn out negative, "absolute value" brackets must enclose the right-hand expression of both equations. Also, the weight of locomotive can be greater than the right-hand side value introducing the common "greater than or equal to" symbol (>_). While these alterations are easy to make, the use of the algebraic sign associated with each term is still confusing, as

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

In January 1993, Pyramid Resources began implementation of a supervisory expert control system at a U.S Cu concentrator. The objective of this control system was to improve plant profitability through unit operation optimization and integration. This paper documents the key aspects of the project, including: economic and associated benefits, system architecture, concepts of implementation, process control strategies, practical aspects of implementation and conclusions. The implementation of expert control at this concentrator has resulted in an estimated benefit of $50,500 per day. This is a net result of improved tonnage, reduced reagent consumption, improved concentrate grade and reduced energy per ton produced.

Effects of moisture absorption on the behavior of the Dykersburg shale overlying Harrisburg coal seam in Southern Illinois are presented in this paper. Cylindrical samples of the shale 2.5 cm in diameter and 5.0 cm long were studied for weight gain and swelling strains at 90, 95, and 100 percent relative humidity and under immersed water conditions. After attaining equilibrium conditions, the samples were studied for changes in the strength and deformation behavior. The depth of moisture penetration was measured using the Vickers microhardness measurements. Using the basic mass transfer concepts, effective diffusion coefficients were computed for the shale.

This paper presents an analysis of the effects of topography on static and dynamic ground movements and severity of damage inflicted on surface structures. A typical site containing varying topographical features (i.e., mountains, hillsides, valleys, and flat bottom land) representing the northern Appalachin region was chosen for the study. Typical subsidence monitoring techniques were employed. Frequent measurements were made as the face advanced.

The Pima mine, 39,000 ton per day copper mine, is located 17 miles south of Tucson, Arizona. The mine is in a sequence of Paelozoic and Mesozoic sediments striking east-northeast and dipping southeasterly intruded by a Tertiary quartz monzonite porphyry. The Paleozoic Permian(?) dolo¬mites, limestones, and sandstones have been altered to talc-silicate skarn, marble and quartzite. The overlying Mesozoic Triassic(?) clastic sediments have undergone some recrystallization and hydro¬thermal alteration. The clastic metasediments are divided into three distinct lithologic units, lithic arenite, arkose, and inter¬bedded and overlying black argillite. Three types of hydrothermal alteration in the clastic rocks are propylitic alteration (epidote, chlorite and quartz, with or without sericite), quartz-sericite alteration, and potassic alteration (K-feldspar and quartz, with or without sericite and chlorite). The porphyry has undergone potassic alteration. Dominant structures are an east-west post mineral fault in the western part of the pit, and strong low angle faulting and shearing which truncates the ore body at depth. Two joint sets, one parallel to bedding and the other at right angles to bedding are prominent in the mine. Faulting is in two dominant directions, one striking northwest, dipping northeast and the other striking northeast, dipping northwest. Mineralization is predominantly disseminated pyrite and chalcopyrite, and molybdenite-quartz veinlets. There are lens important amounts of magnetite, hematite, sphalerite, galena, tennantite and bornite. Mineralization is believed to be both structurally and chemically controlled.

The role of geology in coal exploration, mine planning and mine development has, in the past, been relatively small. The primary reason for this lies in. the simplicity of geologic concepts that were necessary to bring these operations about. These concepts can be briefly stated as follows: 1) coal occurs in the beds or layers and is overlain and underlain by shales, sandstone or limestone in varying porportions, 2) each coal bed has been given a name and certain quality characteristics can often be associated with a named bed and 3) coal beds (and their adjoining rocks) are often folded into broad anticlines or synclines and, in some places, displaced or faulted. In actual practice, however, these simple principles have been found wanting. Thickening, thinning, pinch outs or changes in coal quality occurred but the occurrence was apparently unpredictable and the only real solution to such problems seemed to be practice and experience. This combined with ingeneous engineering solutions have provided answers to most questions. Perhaps a more fundamental reason that geology could offer so little input to coal mining is that the thickest, most persistant and best quality coal seams followed the above stated rules fairly well. In many areas, however, such seams are now nearing exhaustion and the increased demand for clean, non-polluting, safe energy is quickly bringing a need for techniques of exploration and mining procedures that will make development of formerly unminable seams a profitable venture. For the past 20 years some considerable body of knowledge has been added to the framework of the geology of sedimentary rocks and it is the purpose of this paper to present some of these newer ideas that will be useful in solving some of the present problems of coal exploration and development.

Underground voids present a unique geotechnical engineering challenge. This paper will address materials and transportation mediums that are typically used for backfilling underground voids with native material. After reviewing traditional backfill and transportation methods, this paper will explore the advancing technology of foam transportation and the advantages of using this technology for transporting fill materials into underground voids to backfill them with Liquid-Sand. The paper will also review the benefits that Liquid-Sand brings to these applications and highlight specific case studies in which foam transportation has proven effective and provided cost-effective, environmental benefits.

In the last two decades, acid iron ore pellets have established their predominant position as the iron-bearing burden material for blast furnace ironmaking in North America. It is a general practice that pelletization plants are asked to produce pellets of certain chemical composition and in a narrow range of sizes. A minimum amount of fines created during handling and transportation is desirable. Such a requirement is often expressed indirectly by the minimum compression load causing a pellet to break. The behavior of pellets inside a blast furnace, of course, is very important for a smooth and efficient operation. Before its melting in the lower part of a blast furnace during this period of several hours the behavior of pellets depends on their properties after induration as well as conditions inside each furnace. Among properties of indurated pellets, the ability to maintain their physical integrity in the burden and to be reducible are most important. To maintain the integrity of pellets (i.e., minimal low temperature breakdown, swelling and softening) so that there will be adequate overall permeability for certain wind rate and local permeability for gas/solid contact for reduction. A higher reducibility will moderate the adverse effects of swelling and softening and contribute to a smooth operation and efficient use of heat and reductants in a blast furnace. An article devoted to the relationships between the quality of iron ore pellets and blast furnace practice has been published elsewhere(1); therefore, no further discussion is needed here. The mechanism of strengthening of iron ore pellets during firing has been the subject of investigation of many authors(2). There is no doubt that the bridging of the growing hematite grains, particularly starting with magnetite concentrates, is very significant in the production of strong pellets. Recently, there are many reports from blast furnace operators that they have noticed the adverse effect of LTB in their plants. It is obvious that the strength derived from bridged hematite grains may disappear when hematite is converted to magnetite with thorough breakdown of grain structures. It is suggested that some other strengthening mechanism may be required in order to improve the LTB index of acid pellets. The influence of porosity on both compression strength and reducibility follows regular patterns. It has been suggested(1) that the amount of liquid slag in pellets during firing determines to a large extent the porosity, hence, indirectly, strength and reducibility.

It scarcely 1s possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects seem to follow a fairly consistant pattern; most are large open pit mines, with relatively low grade ore bodies but huge reserves; the total price tag will be in nine significant figures and around half or more of the total cost will be for infrastructure. West1 noted that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures, in the free world. He anticipates that by the year 1975 such investments would reach the $10-11 billion annual figure, and that in the five year period 1972-76 total capital requirements can be expected to aggregate around $45 billion. The proportion of this total investment which will be financed in some manner is difficult to estimate because of the variety of available financing arrangements. West estimated that around 75% of the total capital would come from internally generated funds, with the balance from external sources. Conceivably a substantially higher percentage could be attributable to external financing, especially it the trend of recent mineral development in Canada and Australia is any criterion, and of course, including local sales of equity as a part of the package.

The increasing energy crisis, coupled with stringent environ- mental regulations, has created new demands for high capacity materials handling systems with unit train transporting and continuing surveillance of quality control. Effective and efficient methods of material conveyance are through high speed, high volume conveyor belts with the monitoring of quality through the utilization of automatic sampling. When we speak of high speed, high volume belt discharges we are referring to speed ranges from 600 to 750 FPM and volumes as high as 5500 TPH. To achieve the optimum operating sampling system for high capacity belt discharges, it is imperative that two major design characteristics be investigated and evaluated; namely technical analysis of operating conditions through application of ASTM design criteria and practical experience in the selection of equipment and the design of related components. The task of obtaining a sample of reasonable weight to represent an entire lot presents a number of problems and emphasizes the necessity for using standard sampling procedures.

Analytical models for transient groundwater phenomena, such as those of Theis, Cooper, and Jacob, are important but often limited tools for aquifer evaluation and drawdown prediction. Most were developed using simplifying assumptions which compromise their treatment of complex boundaries and most also contain functions that are mathematically complex and difficult to solve explicitly. Examples of such functions are the Bessel functions, the exponential integral, and similar well functions for leaky confined and water table aquifers. This paper describes the joint use of simple numerical techniques and numerical approximations of these functions to extend many analytical models beyond their conventional applications. The enhanced analytical methods represent many hydrologic problems more easily and realistically, permit a wider range of application, and often provide insight into the response of pumped groundwater systems without the need to resort to more complex numerical flow models. Use of the enhanced analytical methods usually requires the use of microcomputers due to the large number of computations. Examples presented here are the development and extension of type curves and the determination of drawdown distributions.

During the past year a number of significant advances in geostatistics have been published. These were presented at the 13th APCOM Symposium in Clausthal, Germany and at a NATO Advanced Study Institute on Geostatistics in Rome, Italy. Of greatest importance is the work that has been done in establishing methods which correctly predict the cutoff grade-tonnage curves, and the average grade of ore-tonnage curves for deposits in which ore and waste are intermingled. Grade-tonnage curves based on estimates made from widely spaced exploration data have been found to underestimate the grade of ore and overestimate the tonnage present. This problem has been remedied by the calculation of conditional probability distributions for the unknown grade of a block. Another advance has been made in the field of geostatistical estimation for deposits in which a trend is present. Previously a technique known as universal kriging has been used, which involves much subjective judgement as to the trend fitted. A new technique, generalized increments, allows computer estimation of such deposits with much less subjective judgement. Computational efficiency of geostatistical methods has continued to improve to a point where a geostatistical estimate can be obtained for little more than the cost of any other computerized method.

Laboratory and pilot plant investigations have indicated that copper recoveries of 50% can be achieved with fine grinding and flotation of a copper reverberatory furnace slag, Microscopic and microprobe studies indicate that the recoverable copper is in the form of matte, chalcocite, and metallic copper; the percentage of copper in particles appearing to be copper-free was from 0.23 - 0.54%.

INTRODUCTION Legend has it that when Isembard Kingdom Brunel was confronted with the cost and consequences of one of his bridges having failed, he responded cheerfully that the event had saved investors and taxpayers a fortune because it prevented him from repeating the same design at several other locations. To meet the demands of rejuvenating and expanding the transportation system in an era of industrial growth Brunel and his contemporaries introduced bold designs and many innovations. Great advances in design and construction techniques resulted, yet these too had their practical limits as the story tells. In the gold mining industry today we face the same challenge of expansion, yet designers must respond mindful of economic restraints. Is innovation the answer? It has two meanings; to bring in novelties and to make changes. Distinguishing between improvement and novelties, or simply recognizing the benefits and limitations of new ideas over proven technology is part of good design. This paper will illustrate the practical aspects of selecting appropriate solutions to a design problem by examining a variety of examples common throughout the industry. Since a variety of engineering disciplines contribute to the design of a gold processing plant, and each has some old wisdom to impart or new development to boast this paper is divided into the different areas of expertise involved.
