This paper addresses the valuation and development timing of an undeveloped mineral project. Traditional analysis has us developing the project immediately if its net present value (NPV) is positive. Option pricing theory finds that it is better to wait until the NPV of the property is significantly greater than zero before developing. Alternatively, when evaluating the development timing decision, we must calculate NPV using a higher "timing-adjusted" discount rate, and develop the property only if its NPV using this timing-adjusted discount rate is greater than zero. This paper uses option pricing ideas to convert this development timing advice into a more concrete and user-friendly decision rule: develop the project when its "development-timing NPV" is positive, this development-timing NPV being calculated using the normal discount rate.

Complex combinations of technical, economical, safety and environmental factors are causing mining engineers everywhere to review their operations. Naturally, some of the traditional methods still have a large role to play because they are, in certain circumstances still adequate and are well understood. But, as circumstances change, a new approach is required. The combination of technical and economical reasons for introducing Long- wall mining in some seams in the United States is associated with strata control. Other reasons include simplifications and improvement of ventilation, reduced coal dust, more output from each unit and crew, increased percentage of recovery from each area of the coal deposit, and reduction of rock dusting. The innovations which transformed Longwall mining from a cyclic to a continuous mining system were the armored conveyor and power loading machines, but the crucial breakthrough for application to high production was the development of the powered roof support, which at once gave the system the advantages of mastery of strata control, increased rate of advance, significant reduction of manpower, and increased safety.

In situ chemical mining of primary sulfide ore requires distribution of injected oxygen in a large underground flooded region of broken ore. Although the maximum oxygen content of the leach solution will be dictated by the operating temperature and hydrostatic pressure, the actual oxygen content will be limited by the geometric dispersion of the injected oxygen, the rate of dissolution of oxygen, and the rate of convective circulation of oxygenated solution within the flooded bed of ore fragments. These factors are examined by a detailed theoretical analysis supported by laboratory experimental data. Typical results of the study illustrate that adequate dissolution of oxygen and circulation of oxygenated solution can be obtained in a column of 4 million metric tons of broken ore by using three gas injection lines and an oxygen injection to consumption ratio of 1.84.

A field-based method for measuring the diffusive oxygen flux through covers placed on sulfidic waste rock dumps has been developed and applied at a number of mine sites. The technique provides a means of quantifying oxidation rates in dumps and can thus be used to assess the effectiveness of cover systems. Two instruments can be used. The first is portable and easy to set up, enabling a picture to be built up of the overall diffusive flux into a dump by making measurements at a sufficient number of locations. The second is installed beneath a cover and is preferred in situations where oxygen is consumed in the cover since it provides a direct measurement of the oxygen flux into the underlying waste rock.

INTRODUCTION Underground mines in many parts of the world have elevated levels of short-lived 222Rn daughters. Lung cancer implicating exposure to short-lived daughters is documented in the U.S., Czechoslovakia, Canada, Sweden, the U.K., France and Newfoundland. An elevated lung cancer mortality (in excess of that expected) has been observed when cumulative exposure to alpha emitting short-lived 222Rn daughters (218Po, 214pb 214Bi 214Po) is greater than about 60 working level months (WLM) [1]/ (Hewett, D. 1979). This is equal to an absorbed alpha dose of about 30 rads to shallow basal cells in bronchial epithelium. Long-lived alpha emitters are also present in underground mines, and especially uranium mines because of airborne particulates containing uranium. The 238U parent of this primordial series supports other long-lived emitters 234U 230Th, 226Ra, Pb(210Po) which are in some degree of radioactive equilibrium with the parent 238U. Airborne particulates can be present due to drilling on the face of the ore body as well as in all parts of the mine through resuspension from the mine floor. Particles from 1 µm to about 5 µm penetrate the nose with reasonable efficiency and deposit primarily in the tracheobronchial tree. They are removed by ciliary motion (the bronchial escalator) but deliver an alpha dose to basal cells in bronchial epithelium during clearance in the same manner as short-lived 222Rn daughters. It is the purpose of this work to indicate the alpha dose to basal cells in bronchial epithelium delivered by the long-lived emitters 234, 238U. The dose calculations reported here based upon a few measured values of these isotopes in air in uranium mines in New Mexico and Colorado. MEASURED 234, 238U IN URANIUM MINE ATMOSPHERES In 1979, the U.S. Bureau of Mines undertook a study to evaluate personal monitors to be worn by miners to measure short-lived 222Rn daughters. One of these devices sampled air at 100 cm3/min through a 13 mm glass fiber filter, with a small pump worn on the belt. Alpha particles emitted by 222Rn daughters on the filter were measured continuously by a thermoluminescent dosimeter (TLD) chip. Each monitor was worn by a miner for a 170 hour working month and approximately one cubic meter of air was sampled during this period. Six different mines were selected for the test in New Mexico and Colorado. The mines used either wet or dry drilling methods. Miners in each location were equipped with the personal monitors. Subsequent to their use in evaluating the shortlived daughters, Dr. Robert Droullard of the Bureau generously gave us these filter samples along with a few blank glass fiber filters from the same box of filters used in the study so that long-lived emitters present in these mine atmospheres could be determined radiochemically. Four of the samples have been run for 234, 238U. The radiochemical procedure for uranium is adapted from USDOE, Environmental Measurements Laboratory Manual (Harley, J.H., 1976). Briefly, the samples were placed in platinum crucibles, spiked with 232U tracer and pretreated with nitric and hydrofluoric acid. The residue was fused with potassium fluoride to transpose to pyrosulfate. The fused cake was dissolved in 7 [N] hydrochloric acid and the solution passed through an anion exchange column to isolate uranium. Iron was removed using mercury cathode electrolysis. Uranium was electrodeposited onto platinum dies and counted using solid-state alpha spectrometry. The samples from each type of mine (wet and dry) were analyzed. The samples in the "wet" mine in New Mexico were selected on the basis of the original TLD measurement because they were near the maximum occupational standard for radon daughters. These samples should also represent upper limits to longlived activity encountered, since they were obtained at drilling operations on the face of the ore body. Samples collected in the "dry" mine in Colorado were pot associated with a particular location in the mine and should be representative of a month long overall exposure in many locations and operations. An advanced coal preparation plant has been built at Homer City, Pennsylvania, by Pennsylvania Electric Company, a subsidiary of General Public Utilities Corporation, and New York State Electric and Gas Corporation, as an alternative to utilizing flue gas desulfurization technology to meet the Federal Environmental Protection Agency and the Pennsylvania Department of Environmental Resources air quality emission regulations of 4.0 lb S02/106BTU for the two (2) existing coal-fired generating station Units No. 1 and No. 2, and a 1.2 lb S02/106BTU for the new Unit No. 3. The coal preparation plant is designed to process 5,200,000 tons of run of the mine coal annually and has a design capability to process 1,200 tons per hour via two (2) equal capacity 600 tons per hour preparation circuits.- The plant is designed to produce multi-product coal streams consisting of a middling product of medium ash and medium sulphur content, which is environmentally compatible to support operation of the two (2) existing generating Units I and 2, and a deep cleaned, low ash, low sulphur coal product capable of environmentally supporting the ambient air quality requirements of the new Unit 3 generating facility. The waste product from the process consists of high ash, high sulphur reject material. The process has the acronym MCCS (Multi-Stream Coal Cleaning System).

Rock from underground mining has a size-distribution, that varies from mine to mine, depends on rock conditions and mining method and on how much explosives etc, that is used. Because at the high costs, associated with full-scale studies of the size-distribution of blasted rock in a mine, detailed information is seldom published about such size-distributions. However, some facts can be noticed. Rock from tunnelling and other types of development work has a fine fragmentation. Cut-and- fill mining is a method that normally results in blasted rock with an advantageous size distribution. Block caving on the other hand often results in large amounts of boulders, since blasting of the rock is normally not used.

The Flotaire Flotation Cell is a simple, efficient hydraulic/pneumatic Flotation Cell that has no moving parts. It is normally used in conjunction with a surfactant (frother) in which case the combination is known as "The Flotaire System". On many ores, metallurgical efficiencies are substantially increased and operating costs reduce. For example, in floating phosphate rock, it is not unusual for BPL recovery to be increased more than 10%, the major increase being due to floating coarse phosphate, up to 14 mesh, and the difficult to float phosphate. Substantial improvements have also been made on coal, mica, vermiculite, kaolin, barite, copper, etc.

"INTRODUCTION The characterization of groundwater hydrogeology is a common component in feasibility studies, geotechnical investigations and regulatory permitting for mining operations. The lithology at a location of interest may include several discrete water-bearing units; and the means of isolating each for testing can be accomplished through the use of inflatable packers. Consideration for testing during drilling program planning and communication between all stakeholders is essential to ensure that the Mine, Drilling Contractor and Hydrogeological Testing Specialist (Specialist) are ready to perform packer testing when the call is made to mobilize. Often, the notice to mobilize can be delayed and then occur with little warning due to the issues that can occur during drilling of very deep boreholes, as well as other factors. Hydrogeological investigation reports and journal articles generally discuss testing methods and results, with limited information available describing the planning and coordination of the field testing program, as evidenced by the lack of references cited below. The source of inspiration for the subject matter of this paper is grounded in the author’s past shortsightedness; with the hope that others not share similar misfortunes but experience success through thorough preparation for their future hydrogeological testing programs. The sections below focus on the planning stages of a field investigation using inflatable packers, including considerations for site specific conditions, designation of stakeholder responsibilities, and communication of testing expectations. Following these sections is a presentation of two examples of successful field programs and lessons learned in addressing problems encountered along the way. PRELIMINARY PROGRAM PLANNING & CONSIDERATIONS From the onset of planning for drilling programs, the Specialist should be in communication with the Mine to review plans and identify fatal flaws which could impede collection of hydrogeological data. Preliminary scope decisions can significantly affect the budget and duration of hydrogeological field programs and may dictate the means by which the field data is collected. The issues that need to be considered include the following factors. Testing Objectives The setup of the packer tool is dependent on the testing objectives. Is the goal to estimate bulk aquifer hydraulic conductivity or to identify discrete discontinuity hydraulic characteristics? Are groundwater samples needed? The answers to these questions affect selection of test interval length and what instrumentation might need to piggyback on the packer tool. Identifying the testing goals initially will provide adequate time to prepare packer equipment for mobilization. Borehole Size While inflatable packers come in many shapes and sizes, some sizes are more readily available and easier to procure on short notice. Packers for NQ and HQ size boreholes have been historically easy to procure and are commonly used in exploration drilling. Packer equipment is available for smaller holes, but it becomes more difficult to fit instrumentation down-hole as the borehole size decreases. This is particularly a consideration if collection of groundwater samples is required. In addition, risks of losing the hole or equipment downhole are greater for smaller boreholes. Larger boreholes require larger packers and clearly require more effort and heavier capacity machinery to manually manipulate due to the increased size."

A unique machine has been designed for mining narrow veins. The machine, called the NONN, walks on the walls of the stope and carries a boom-mounted hydraulic impact breaker. The concept of walking on the walls allows an existing muck handling system such as LHDs to operate beneath the NOMN. The NOMM has four sets of legs which can be manipulated independently or concurrently to cause the carrier to walk in any direction and to turn sharp corners. The mining rate using the breasting method is targeted to be 25 t/hr.

Steady-state simulation has proved to be a very useful aid in designing new plants and optimizing existing ones. The algorithms and data definitions of existing simulators often, however, require a great deal of expertise for implementing a simulation-based methodology. The constraints imposed by conventional simulators are explained and the advantages of a new algorithm, the Objective-Driven Simulation, are shown. These advantages are a) an improvement in the simulation results, which enables simplifications of the methodologies used, and b) the possibility of taking into account economic objectives for plant operation, thus extending the range of application of steady-state simulation.

A review of the evolution of the North American sulfur market's structure serves to dramatize the kinds of changes that the market is undergoing at the present time. In 1970, the U.S. accounted for 23 percent of world sulfur production. This share has not declined dramatically--to 21 percent in 1993--but the U.S. developed into a substantial net importer of sulfur in the past 25 years. U.S. output was based on large deposits of native sulfur in the western part of the Gulf Coast region with production by the Frasch mining process. Producers of Frasch, or on-purpose sulfur, have historically absorbed cyclical fluctuations in sulfur demand. Two major changes in the North American market from that time to now have been the introduction of increasingly large quantities of by-product sulfur from petroleum refining and natural gas processing operations in the U.S. and Canada, and that Canadian producers have become the marginal supply source for U.S. sulfur consumers.

In 1970 U. S. Steel acquired the physical assets of mine, mine property, and preparation plant of the Crystal Block Coal Company near Thacker, Mingo County, West Virginia. The facility, identified as U. S. Steel Mine No. 20, is administered and operated as a production unit of U. S. Steel Gary District, Gary, West Virginia. Mining operations of the No. 20 mine are conducted in the high-volatile Alma seam. The preparation plant, which originally had a capacity of about 150 tons per hour (tph) of raw-coal feed, had process circuitry consisting of a Daniels heavy-media vessel for cleaning the plus-1/4-inch raw coal, a McNally-Pittsburg feldspar jig for cleaning the 1/4 inch by 28 mesh, and Daniels flotation cells for treating the 28 mesh by 0. No water-classification system existed. Refuse tailings from the plant were pumped to several surface lagoons which were decanted to the stream. The settled solids were removed and trucked to the coarse-refuse disposal area. Water make-up requirements were supplied by a small mine-water surface reservoir and augmented with stream water. The Bureau of Mines demonstrated ferric chloride leaching of galena concentrate on a continuous bench-scale basis. Leaching was performed at 95° C and with a contact time of 15 min. The ferric chloride leaching solution was continuously fed to a leaching tank at a constant rate for periods up to 45 h. In each test a constant redox potential was maintained in the slurry exiting the leaching tank by controlling the concentrate feed rate. In the 45-h test, lead extraction exceeded 99.5 pct, and the lead chloride produced was 99.97 pct pure.

The paper presents an analysis and discussion of the underground ventilation system at the waste Isolation Pilot Plant (WIPP), with particular emphasis on specific repository-related requirements and the gradual evolution of engineering designs relative to the WIPP Project scope. The underground facility has been constructed with three shafts. Additional studies, coupled with actual site-specific experience, have established? the need for construction of a fourth ventilation shaft to double the under-ground airflow. As a research pilot project, and the first of its type in combining mining and nuclear technologies, the WIPP Project is accumulating data and experience that may be fruitfully applied in the future designs of ventilation systems for planned commercial nuclear waste repositories.

Many underground metal/nonmetal mines are using enclosed cabs on mining equipment to reduce the exposure of miners to diesel particulate matter (DPM). However, some enclosed cab systems may not be meeting their expected efficiency in capturing DPM, which could be a result of inappropriate filter use, cab leaks or insufficient pressurization. NIOSH investigated several types of filters for reducing DPM to determine which type had the best capture efficiency. The laboratory results indicated that a MERV 8 (minimum efficiency reporting value, as defined by the American Society of Heating, Refrigerating and Air- Conditioning Engineers) filter captured about 50% of the DPM, a MERV 16 filter collected 96-98% of the DPM and two HEPA (high efficiency particulate air) grade filters captured over 99% of the DPM. NIOSH also performed a field study to measure the efficiency of two cabs at a limestone mine. The cab filtration systems of a loader and haul truck were found to be over 90% effective in removing DPM, except under certain operating conditions when the efficiency was as low as 41%. A possible reason for the low efficiencies is an open window in the cab, but more studies need performed to obtain a better understanding of the cause and solution of the problem.

Dewatering aids are chemicals which enhance the efficiency of mechanical dewatering equipment such as vacuum disc filters and centrifugal dryers. A new dewatering aid has been developed which significantly lowers the moisture content of the mineral concentrate and causes none of the undesirable side effects normally associated with dewatering aids. Highlights of product development from laboratory screening through field testing will be discussed.

Since the late 1970's, the Roof Control Division (RCD) of MSHA's Technical Support has been performing linear analyses for the enhancement of miners' safety. This remote sensing process uses Landsat data to predict areas of potentially hazardous ground conditions in underground mines. To date approximately 700 analyses have been completed by the RCD, with nearly 75 being performed with the current equipment, software and methodology which was updated in early 1995. While success is difficult to measure, requests for linear analyses continue to come from large and small mining companies which suggests the industry's acceptance of the process.
