Zaldivar is an open pit copper mine operation located in the Atacama Desert, in northern Chile. The plant produces Cu cathodes using 4 solvent extraction trains. The plant was started up May 1995. Since 1996 the plant has been using on-stream analyzers based on X-ray fluorescence and titration for process monitoring and control. Elemental analyzer alone is not able to provide the critical information for plant operation, it has to be complemented by on-stream titrators integrated to one sampling system. The analyzers are located in a prefabricated shelter. The analyzer system project, operation and performance issues are the main topic of this paper.

Abstract. The Surface Mining Control and Reclamation Act of 1977 (PL-95-87), Section 522, establishes requirements for state regulatory authorities to designate lands unsuitable for all or certain types of surface coal mining. Any party having an interest in an area that may be affected can petition for it to be designated unsuitable for mining. Section 522 could present major obstacles to the mining industry by typing up an area in an endless round of petitions. The program under development for Kentucky is examined and analyzed as an example for determining the hidden impacts of Section 522.

Environmental permitting is a critical component for joint-venture projects located in the Commonwealth of Independent States (CIS). This paper presents the basic CIS regulatory environmental requirements for permitting of a hypothetical mining source and emphasizes air permitting. Topics which will be covered include: the Expertiza process, air pollution quantification, data requirements, and air pollution modeling protocol. A comparison will be made between permitting requirements for air pollution sources in the United States and a CIS country, Kazakstan.

Cable bolts are used as a means of rock support around underground excavations in many mines across Canada and around the world. A substantial body of research on cable bolting was conducted at a number of Canadian universities and mines from the mid-1980s through the 1990s. Since then, research into selected areas of cable bolting practice has continued in Canada. The research has focussed on cable bolt instrumentation and on the inclusion of cable bolts in empirical stope design techniques. A review of cable bolting practice is now warranted at many mines. It has been five years since the completion of the previous substantial body of Canadian academic research and the associated advancement in understanding of cable bolt design, implementation and verification practice. Attempts were made at that time to transfer the new design procedures and performance assessment technologies to mine-site personnel. In some cases, this was effective, and ground control personnel continue to improve on their cable bolting practice at each specific mine site. However, at other sites, experienced people have moved on, and the new, less experienced personnel do not have access to the training or technical resources required to improve their understanding of the subject. In other cases, the technology was not transferred effectively to practitioners, with the result that substantial improvements can be made to the cable bolting practice at those mines. Guidelines for auditing cable bolting practice are provided in this paper. The guidelines include a discussion of the objectives of the audit, suggestions for audit procedure and a summary of the possible outcomes of a cable bolt audit. The objectives of an audit might include assessing the reasons for unexpected cable bolt failures, evaluating the quality of the installation procedures, quantifying the efficiency of the cable bolt system and assessing training requirements and procedures. A cable bolt audit should include consideration of all aspects of the cable bolting cycle, including the design, implementation and verification phases of the operation. At the end of the audit, a ranking should be assigned to the components of the cycle. The ranking system can then be used to identify items that require immediate attention, others that could be improved and others that are adequate. Following completion of a cable bolt audit, increased confidence in the support system and its application is generally, found, along with the potential for cost savings in many cases.

Recent advances in rock mass mechanics and computational technology now allow for stability analysis of excavations in "wet" mines where mining-induced changes in rock mass deformation and fluid flow are coupled and time-dependent. All the usual dry mine parameters including the premining stress state and rock mass properties are taken into account, in addition to water pressure and flow in jointed, possibly porous, rock masses. Finite element analyses of shafts and tunnels as circular, elliptical, rectangular and arched-rectangular hole shapes excavated in an initially stressed and pressurized rock mass indicate that the usual guidelines for optimum shape and orientation of single openings apply. Here, optimum means maximizing the minimum wall safety factor, or equivalently, minimizing the peak stress concentration. The results also show that failure originates in elements at the wall and that the minimum safety factor at the wall in the wet case is always less than the dry case regardless of drainage time allowed.

The purpose of the panel's examination of coal mining research and development is to explore how the various groups that make up this research community might work together more efficiently and be more productive. The community, as defined here, includes federal and state governments, coal producers, manufacturers, unions, universities, and industry sponsored research organizations. The framework chosen for these discussions consists of brief presentations by the panel members on their views of the proper role and function of the group they represent. The panel members were also asked to highlight the economic, technical and institutional constraints that affect the performance of research and development and the use of the results. Following these presentations, a number of prepared questions will be discussed by the panel, and audience participation is invited. These questions were given several weeks ago to the panel members for their study. Before proceeding with the panel member reports, a brief review of the importance of R&D to the coal mining industry would be helpful to setting the stage for a constructive dialogue. It is appropriate to begin this review by mentioning that there is complete agreement among the research community that the major goals are: Improve health and safety Protect the environment Increase capital and labor productivity Increase resource recovery Since the basic functions of the academic, industrial and government sectors are different, we should expect that the research and development objectives and priorities, roles and responsibilities under each major goal will be different for each research group. The differences do not represent problem areas. However, problems will arise if the objectives are not properly interfaced at the appropriate time. The consequences of railing to understand the need for integrated programs will be the classic result, best described by the phrase --"a technical success but a commercial failure."

This paper defines the elements of a basic economic model for decision-making when considering a methane drainage system for an underground coal mine. A drainage system will require significant capital and operating expenses; hence the decision to utilize drainage must be made carefully. The model outlines the basic structure of decision-making and considers the costs and benefits when the methane is marketed and when the methane is vented to the atmosphere. The effects on mine safety and the dust levels in the mine are also considered, both in a general format and as economic variables. Sources of information for executing this decision-making are provided for an actual mine decision.

"The Montreal Metro Blue Line Extension Project is part of a metropolitan Program that was launched in 2009 by the Transportation Ministry of Quebec to add additional extensions to existing metro lines in the cities of Montreal, Longueil and Laval with the intention to meet current demand and future growth within the Montreal agglomeration. Specifically the Blue Line Extension Project will add five underground stations to the East of the Montreal. The paper addresses the preparation and the implementation of a three-step geotechnical and geo-environmental investigation program and preliminary design considerations such as the selection of a preferred horizontal and vertical alignment, the selection of construction methods based on previous local experience and current industry trends, as well as preliminary sizing of underground infrastructures. PROJECT BACKGROUND An agreement between the three mayors of the Montreal Metropolitan City agglomeration, namely, Montreal, Longueil and Laval prompted the Government of the Province of Quebec to create a project office to oversee the studies of extending the existing metro network. The last extension of the existing metro network was completed in 2008 with the Laval extension, which consisted of adding three stations from the existing Orange line. The current extension Program consists of three different extensions, namely extending the Orange Line to Laval and finishing the loop, extending the Blue Line to the East of Montreal by adding five stations, and adding five stations on the Southshore of the St-Lawrence River for the Yellow Line extension. The extension program also requires the construction of an underground storage and maintenance garage located to the north-west of the existing Cote-Vertu station on the Orange line. Figure 1 shows the overall extension program with the existing network."

The Pittsburg & Midway Coal Mining Co. (P&M) is expanding a combination of surface and underground coal mining operation in Northeastern New Mexico. The York Canyon Complex, located 35 miles west of Raton, New Mexico, is aggressively pre-paring for increased production while meeting present requirements. Surface mining activities in four separate mining areas are preparing the complex for additional markets. Drag-line, truck/shovel, highwall miner and contour stripping are surface mining methods currently planned. In addition, P&M will move a Marion 8200 dragline from Kansas to the York Canyon site, finish constructing a $20 million coal preparation plant, and complete conveyor upgrades to the existing underground mine. This paper will describe the diverse York Canyon Complex.

Uranium exploration in the Powder River Basin of northeastern Wyoming has been intensive since 1966 and in 1968 produced significant discoveries of reduced uranium ore by Humble Oil & Refining Company and others. Substantial reserves have been established in the area. High-grade carnotite ore was discovered in 1951 near Pumpkin Buttes in the central part of the basin (Fig. 1). Other mineralized areas were soon established from Pumpkin Buttes south to Monument Hill and Box Creek. Total production from these shallow oxidized deposits in the lower Eocene Wasatch formation was small. The AEC reports total production of 520,000 tons of ore averaging 0.19% U3O8. The authors are indebted to many people within Humble Oil & Refining Company and Esso Production Research Company for their assistance and guidance. SUMMARY AND CONCLUSIONS The Highland ore deposit, discovered in 1968, is a large uranium occurrence located in the southern part of the Powder River Basin. Uranium mineralization consists of sooty, black uraninite and coffinite coating sand grains and is concentrated along the margins of Tertiary fluvial sandstones. Uranium was transported by oxidizing solutions roving through the buried sandstones and spreading into less permeable channel-edge sandstones to form typical rolls and tabular deposits. Unaltered sandstones are light gray to gray-buff where the sandstones have been oxidized, the colors are various shades of red, yellow, and yellowish brown. An Oligocene tuffaceous source for the uranium is proposed; however, leaching of the arkosic and tuffaceous host sediments may also have provided a source.

Large open pit mines in desert climates, such as the Phelps Dodge Morenci copper mine in Arizona, can create groundwater cones-of-depression of considerable size and :ability. The hydraulic containment provided by the groundwater depression prevents migration of process solutions into the surrounding regional aquifer. Copper leach operations that fall within the groundwater depression may not require costly lining if passive containment can be demonstrated. An approach is presented in this paper that was successfully used to demonstrate passive containment. The approach includes a combination of groundwater modeling and a water balance analysis of leaching operations failing within or immediately near the open pit.

To protect the water supply for the Metropolitan Chicago area, the Illinois legislature, in 1889, created the Metropolitan Sanitary District of Greater Chicago. To insure the quality of the water supply, the Sanitary District collected and diverted the wastes of 750,000 people away from Lake Michigan. Today, the Sanitary District collects and treats the wastes from a domestic population of 5 ¼ million people and an industrial waste load equivalent to 4 ¼ million people. The District serves Chicago and 120 other cities and suburbs in an 858 square mile area. An average of 1300 million gallons of wastewater is treated each day, producing as a by- product about 700 dry tons of solids which contains more than $10,000 worth of plant nutrients when equated to the value of commercial fertilizer purchased in the retail market. The Sanitary District considered several alternatives to past methods for disposing of these solids, and chose land application as a technique to utilize the solids produced by the wastewater treatment process in a beneficial manner.

Magma Copper Company's San Manuel SX-EW facility has operated since May, 1986. The original facility had a design capacity of 25,000 tons per year of electrowon copper cathode produced by processing pregnant leach solution from an open pit/heap leach operation. In 1988, the plant was expanded to 50,000 tons per year to incorporate processing in-situ leach solutions. This paper focuses primarily on the heap leaching area with regard to exploration, testing, feasibility, permitting, design and construction, and operating practices. Research utilizing surfactant leaching aids to enhance copper recovery is also discussed.

This paper will describe the development, testing, performance evaluation, and in particular, the utilization for a mining application of revolutionary new mini-disc cutters for use in micro-tunneling and small-and medium-diameter tunneling or mining. It will begin by describing the engineering, testing, and development of rock cutting technology in conjunction with the Rock Boring Laboratories of the Colorado School of Mines. During initial tests, the five-inch cutters were able to penetrate limestone and welded tuff with compressive strengths of 9,000 psi to 24,000 psi. High excavation rates at low thrust and power were achieved with considerably less cutter wear than all previously available conventional discs. Eventually, the discs-with their modified carbide-insert cutting rings, high-load capacity bearings and cantilevered mountings-were able to facilitate the rapid and cost-effective installation of micro-and small-diameter pipes and tunnels in large cobbles and even solid rock, with compressive strengths exceeding 30,000 psi. This paper will also discuss the further development of the machine's cutter head and discs to full-scale site use on a range of tunnel machine sizes and soil conditions, including rock, boulders, and soft ground. Potential mining applications include the installation of tunnels to pro-vide ventilation, emergency escape routes, water drainage, compressed air, electricity, and sand-fill.

Public Law 91-190 - January I, 1970 states that, "The purposes of this Act are: To declare a national policy which will encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources important to the Nation; and to establish a Council on Environmental Duality." The administrative aspects of this National Environmental Policy Act of 1969 have in essence established the requirement that all agencies of the Federal government assess the consequence of their actions with an Environmental Impact Statement. Furthermore, five states have already enacted environmental legislation, and others will surely follow. The Environmental Services Project Director for Dames and Moore has stated in the June issue of that company's publication, "Elements," that, "The nuclear power industry has perhaps been most affected to date by the Act [NEPAL but recent court decisions, legislative trends and general public concern will accelerate the spread of the Act's impact on other industries. Mining and petroleum are already involved in environmental affairs." There can be little doubt that within a very short time all environmental aspects of the minerals industry will be strictly regulated and monitored by some agency of Federal and/or state government. Indeed, it is probable that any future effort to extract natural resources will be contingent upon a favorable review of an Environmental Impact Statement. It is also quite possible that continuation of present operations will have to be justified on the basis of proof of an acceptable environmental impact. It is the objective of this paper to present some ways in which remote sensing technology can be applied toward an efficient collection of environmental data necessary for the preparation of an Environmental Impact Statement.

"INTRODUCTION Typically waterproofing of conventionally excavated tunnels has been done by installing pre-fabricated sheet membranes between the primary temporary support lining and the secondary permanent inner lining. The membrane acts as a separation or sliding layer between the linings, which is often desirable. The geotextile installed behind the sheet membrane provides the required drainage and protection of the system. The design of the tunnel lining is strongly influenced and limited by the use of waterproofing sheet membranes. Since primary and secondary linings are separated from each other, forming a double-shell lining system. In that case the secondary lining must be designed for all permanent loads, although the sprayed concrete primary lining continues resists ground and water loads for a long time after construction. Significant progress has been made in sprayed concrete technology over the last two decades, with advanced admixtures, as well as the improved application technology using spraying robots. The development of new admixtures like superplasticizers based on poly-carboxylates, alkali free accelerators and silica fume, enables designers to use permanent sprayed concrete linings (SCL) increasingly for long-term service life. When designed and applied correctly, sprayed concrete can be considered as permanent. The use of spray applied membranes has seen increased use over the last decade in some countries, and demonstrated functionality and cost-effectiveness in several situations. This paper describes the use of the sprayed waterproofing membrane MasterSeal 345, an EVA polymer based product, and the practical experiences from several projects. SPRAY APPLIED WATERPROOFING MEMBRANES The sprayed waterproofing membrane is polymer based and has been especially developed for underground structures. The membrane is applied between primary and secondary concrete linings and develops high bond strength on both sides to the concrete (doubled-bonded)."

In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

"Himalayan geology poses the most challenging ground conditions almost anywhere in the world, one of the reasons thereof is their evolution as the youngest mountain chains. They are demonstratively rising faster than any mountain elsewhere. The composition is also younger, and consequently less well consolidated than the other older fold belts. This is consistent with the fact that they constitute one of the most active of the plate margin zones rising at a rate that is almost double the Andes, which is in turn three times that of the Alps. Thus, stress conditions (Magnitude and variations) can potentially be more extreme and adverse on a Himalayan tunneling project. Tunnel excavation under the Himalayan Mountains will pose significantly more challenges than an equal length and equal cover drive almost anywhere in the world. These in-depth-tunneling difficulties through high mountainous terrains have posed major challenges for application of traditional drill and blast (D&B) and NATM methods. Handling such adverse geology at any depth is always problematic and generally leads, if not adequately foreseen, to the significant tunneling delays. The author wants to highlight the challenges faced and on the spot solutions adopted while executing most prestigious 273Km long Udhampur –Srinagar- Baramula Rail Link Project (USBRL) in the Himalayas in the state of Jammu & Kashmir, India. The main focus of the paper is on main stretch of USBRL Project i.e. T-80 (India’s 2nd longest railway tunnel & 3rd longest in Asia) where the team of the author has recently completed a 11.2 Km long tunnel and where the train track has gone operational from Qazigund to Banihal. The construction of this stretch posed several challenges akin to highly adverse geological conditions. Executing on -the -spot solutions, the project has been completed successfully. 1.0 INTRODUCTION Construction of Udhampur-Srinagar-Baramulla Broad gauge railway line is one of the Mega projects undertaken by Indian Railways to establish a dependable transportation in the state of Jammu and Kashmir. In engineering terminology, it is a challenging project negotiating breakthroughs against the complex Himalayan geology. The Project which has been operational over last 12 years , stretch by stretch, is in advance stage of construction . The purpose of the prestigious project is to connect the Kashmir valley to the mainland of the state of the country. On the date owing to the hurdles of the tuff terrain, the transport of this part is totally dependent on the surface transport, i.e., through a road which connects NH-1A from Delhi to Srinagar. The altitude of the region varies from 500.00 to 1700.00, ranging through Udhampur to Katra - Reasi –Sangaldan- Banihal-Quazikund-Ananthnag-Srinagar-and Baramulla. The main features of this project are its Pirpanjal Tunnel and T-48 & 49 tunnels which cover the maximum length of tunneling through thick hostile geological conditions, the total length being 138km. Details of Pirpanjal tunnels are shown in Figure-1."

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. The Prairie Creek intrusion, near Murfreesboro, AR, is the site of the most famous diamond mine in North America. Three major rock types are associated with the intrusion-a hypabyssal peridotite, a volcanic breccia in which the majority of diamonds occur, and tuft. Previous studies, including geological, geophysical, petrological, and whole-rock and mineral chemistry are reviewed. The recent suggestion, by other workers, that this intrusion may be more correctly called a lamproite is examined. This has serious implications for diamond exploration in Arkansas and elsewhere in the US.
