Froth flotation has been used industrially for many years to separate valuable minerals from their associated gangue constituents. Notwithstanding the significance of this process to the mineral industry, many of the engineering tools needed for the evaluation of the flotation process are still in a developmental stage. Traditionally, the evaluation of a flotation test on both the laboratory and industrial scale has been based largely on a rougher recovery value achieved at a sufficiently long time to give a "final" or "equilibrium" recovery value. The assumption of a time equivalency for a given recovery value between various flotation tests or between laboratory tests and industrial operation underlies this method of evaluation. Such an assumption implies that flotation is an "equilibrium engineering process" and that the time-rate recovery of material from the flotation cell is not affected by changes in the flotation system. It has been shown by Bushell (1) and by Klimpel (2) that the assumption of time equivalency between various flotation tests is unjustified. Consequently, better tools are needed for evaluating flotation test results, Because mathematical flotation models which incorporate both a recovery and a rate function can completely describe flotation time-recovery profiles, they can provide an excellent tool to evaluate flotation tests.

On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical gold mine.

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. The gold-silver deposits of the northern Primorye region are located in the eastern part of the East Sikhote-Alin volcanic belt, where the belt overlaps the Kema island-arc terrain of the Aptian-Albian age. There have been four deposits and numerous mineralization points found in the NE-trending Kema metallogenic belt that is about 1000 km long and 100 km wide. The known mineralization is of epithermal type, controlled by faults, and concentrated in quartz, quartz-fluorite-adularia, and, less commonly, sulfide-quartz vein systems hosted by the Upper Cretaceous-Lower Tertiary volcanic rocks. The vein systems extend for hundreds meters along strike, varying from tens centimeters to 50-60 meters in width. They are surrounded by wide zones of low-temperature hydrothermal alteration containing some gold-silver mineralization for which the commercial value was not studied during the early exploration. The ore bodies contain from 1 to 50-80 ppm of Au and from 1 to 1000 ppm of Ag. Gold is native, associated with quartz, and represented by particles from tens of microns to 1 mm in size. Silver occurs in native form as a constituent of argentite, pyrargyrite, stephanite, and other sulfosalts. The test work carried out for three vein systems 20 years ago showed that gold might be easily and almost completely recovered from the ore by cyanide treatment. The paper describes the geology and mineralogy of the deposits, Salut and Primorskoye, that are the most studied properties of the Kema belt. It also presents the data available on disseminated gold-silver mineralization in stockworks, altered explosive breccias, and wide zones of low-temperature hydrothermal alteration. This mineralization should be explored for possible exploitation as large open-pit, heap-leach deposits.

"The Station “C13” of Warsaw Underground Line II, with tunnel crown 10m below the water table, required the excavation of three connection tunnels, underpassing a six-lane in service road tunnel, working from two lateral shafts. After the collapse occurred while digging the first tunnel, the use of artificial ground freezing was chosen to ensure the excavation under safe conditions. A complex freezing pipe geometry and excavation sequencing was necessary because of the interferences of the overlying road tunnel diaphragm wall foundations, shaft internal structures and previous grouting activities. A combined freezing method was used: nitrogen for freezing the tunnel arches, brine for freezing the intermediate wall and for maintenance stages. Sandy and silty sandy layers were frozen around the crowns and sides. No treatment was necessary for the inverts, lying in clay. A monitoring system of ground temperatures and structure movements allowed for successful completion of work in 8 months. INTRODUCTION The C13 Station of the Warsaw Underground-Line II is located on the West bank of the Vistula River. It consists of two shafts and three connecting tunnels, passing under the Wislostrada (WS) Road tunnel. According to the initial geotechnical investigation, tunnels should have been excavated in high-plasticity clay, but during the first borings non cohesive soil was encountered. Additional investigations were performed on both shafts and a more detailed stratigraphy was reconstructed (Lombardi et al. 2015). Layers of fine sand, sandy silt and sandy silty clay were present along the tunnels crown arches and in the North East tunnel they extended down to the centre line (-13.735m above the Vistula River medium level). Based on the new stratigraphy, it was decided to stabilize the crown and control the groundwater inflow from the face with jet-grouting columns extending the treatment down to the clayey soil, but a collapse occurred in the North West tunnel with soil and water inflow inside the shaft."

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. "INTRODUCTION Iron ore beneficiation needs advances in areas such as process control, automation, burner and furnace designs, silica-free binders, and even alternative iron making routes. While some – like new binders – are only step-changes, all are tools that can help make the ironmaking industry more sustainable. This paper focuses on binders. Binders are added to iron ore fines before they are agglomerated. Binders are used to control the balling process and increase the mechanical quality (e.g. strength) of green-balls and pellets. Agglomeration usually follows thickening and filtration. Good-grade ores, which don't require upgrading, are wet ground to decrease particle size and increase specific surface area. Low-grade ores are often extensively upgraded through wet operations (flotation, dispersion and selective flocculation, magnetic separation, etc.). For both types of ores, thickening and filtration conclude the circuits so that moisture contents are lowered and the ores can be agglomerated. It's been known for a long time that thickening and filtration behaviors are influenced by zeta potential (Sandvik, 1979). Highly-negative zeta potential is good for dispersion while low zeta potential is good for filtration. So, the zeta potentials of iron ore particles are lowered with additions of acid or carbon dioxide, for example, to increase filtration rates and throughputs (Eisele et al., 2005). What happens to particles as their zeta potentials are lowered? Particles aggregate together, effectively forming larger particles. How stable then, are those aggregates during mixing and balling? Are they easily broken up during mixing (if mixers are even used)? Are they broken up during balling? Or, do the aggregates resist breakage so that the availability of ultra-fines, which are so beneficial for agglomeration (Stone, 1968), is decreased? For plants where high doses of bentonite are used as binder, the above questions may be of no concern. The bentonite adds the necessary amount of fines; however, even at those plants, the calcium and magnesium contents in the water affect bentonite's effectiveness (more magnesium and calcium means less effective bentonite). (Engesser, 2003) For plants where new silica-free organic binders are being developed and used, the above questions may need to be considered. The binder is only amongst the iron ore particles for a short period of time – until it burns away or thermally decomposes in the induration furnace – so the liberation, availability and distribution of fine particulates is very critical for the quality of balls and pellets. It was hypothesized that high zeta potential conditions would lead to good pellets, while low zeta potential conditions would lead to relatively bad pellets."

Operated by Franklin Industrial Minerals since July of 1990, several process and product modifications have been developed and instituted to improve the operation. In addition to a brief history of site operations, descriptions of the mining, beneficiation, delamination grinding, and product classification processes are reviewed. Supportive topics discussed include equipment modifications and improvements, product application diversification, and specific product characterization. Also reviewed are the key areas of safety, environmental responsibility, and programs pertaining to process quality control and product quality assurance.

An erector transporter (ET) has been designed and built to lift, carry and erect heavy machinery components, in particular the components of a 7.6 m diameter tunnel boring machine (TBM), within the access tunnels of a submarine coal mine in Eastern Canada. The ET is capable of manoeuvring within a 7.6 m tunnel while precisely positioning components as large as 6 m in diameter and weighing up to 27 tonnes each. The unit can negotiate 20% grades while carrying loads of 30 tonnes. The major design features, verification tests and performance trial results are presented. The versatility of the ET is such that many other applications are possible.

Controlled release systems delivering the required concentration of an effective bactericide over an extended time period have been developed by The BFGoodrich Company's ProMac® Systems group. The ProMac system is site-specific and includes a four-step approach to controlling acid mine drainage (AMD): (1) Diagnosing the problem, (2) Prescribing the treatment, (3) Supervising the application of controlled release bactericides, and (4) Honitoring the success of applied treatment. The success of the ProMac system is evidenced by improved water quality, healthy vegetation, a reduction in levels of acidophilic thiobacillus, and a corresponding increase in population of beneficial microorganisms.

The Wharton No. 2 Mine of Eastern Gas and Fuel Associates is located about 60 miles south of Charleston, West Virginia in Boone County. Daily production is 6,000 T.P.D. on a two-shift basis. The Hernshaw Seam is mined by conventional equipment with one continuous miner in areas where conditions are suitable. The plant is on Cow Creek .Branch of Pond Fork, which in turn flows into the Little Coal River at Madison, West Virginia. When the mine was opened in 1948, plans were developed to build a dual Baum jig plant complete with mechanical and thermal drying, and because full production would not be reached for several years, it was decided to install only one Baum jig setup although the complete structure was erected. This phase of the plant was placed into operation early in 1949, The rated capacity was about 300 T.P.H. of 5" x 0 raw feed to the jig. Being a drift mine, the 10-ton mine cars are dumped at the Headhouse, crushed to 8" in a double roll crusher, conveyed 780 feet downhill to the picking .house where the +5" slate is removed by pickers. All coal is crushed to 5" and 5" x 0 is conveyed 150 feet to the cleaning plant. Further describing the plant growth, the second jig setup was installed in 1954 to clean the increased production. During this operating period, exhaustive tests had ,been run on the plant bleed which was an overflow from the large sludge tank located inside the plant, When the second jig addition was undertaken, 5-14' diameter and 12-8" diameter cyclones with a 9-disc filter were installed for the solids recovery and water clarification system, However, the circuit was not closed and a bleed of part of the overflows from the 8" diameter cyclones was still necessary, To comply with the State Water Commission regulations on stream pollution abatement, four pumps in series were installed to discharge the waste water behind the refuse pile.

The Code for Environmental Management of Marine Mining (the Code) was adopted in 2001 by the International Marine Minerals Society (IMMS) following extensive and wide-ranging consultation, and updated in 2002. The Code provides a framework and benchmarks for development and implementation of an environmental program for a marine exploration or extraction site by marine mining companies, and for stakeholders in governments, NGOs and communities in evaluating actual and proposed applications of environmental programs at marine mining sites. The Code provides for its review by IMMS after five years, with a focus toward possible modifications based on experience with its implementation and in light of developments in the field of marine mining and associated environmental practices, in consultation with the marine mining industry and with other stakeholders at marine mining operations. As the review of the Code is now due, to begin the process, this paper will present an analysis of the Code and initial suggestions for its modification. This paper addresses the question ?What constitutes the right level of investment in community goodwill?? Mining companies are still grappling with this subject even though the business case for community investment has been accepted at a general level, as a strategy for competitive differentiation, risk mitigation and a desire to deliver - and to be seen to deliver - a ?net benefit? to affected communities. Gaining senior management commitment to long term social projects, by definition characterized by uncertainty and complexity, is made easier if projects are shown to benefit the site?s strategic goals. Case study research amongst mining companies, including interviews with social investment decision-makers, has assisted in developing a SI-DAT (Social Investment Decision Analysis Tool), a decision model for evaluating social projects in order to create value for both the company and community. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking access to required lands and peaceful relations, to how they can meet their business goals and contribute to regional development.

"The world’s largest tunnel boring machine (TBM), at the time of her launch in 2012, the TBM locally referred to as “Bertha,” is incapacitated due to mechanical failure. Bertha’s stoppage places her 25m below the surface between the aged Alaskan Way Viaduct and the failing Seattle Seawall. Accessing Bertha with a vertical shaft provides the best approach to access all facets needed for repairs and will allow the full removal of Bertha’s cutter head and related inner workings. Due to the limited area above the tunnel alignment and physical constraints created by existing infrastructure, the dimensions of the otherwise symmetrical shaft are heavily impacted, thereby requiring special attention to design and layout. Consequently, the shaft design required a combination of 3m, 2.5m, 2.2m, 1.5m and 1m diameter unreinforced drilled secant piles coupled with various ground improvement techniques and dewatering, to fully satisfy the shoring design requirements. This paper will describe the shaft installation procedures, equipment used and pitfalls encountered while undertaking access shaft construction of this magnitude. INTRODUCTION Mining on Seattle’s SR99 tunnel began in July of 2013. Initial mining progressed slowly through a 4.5 m thick fiber-reinforced concrete headwall before immediately entering the first of three planned safe havens. Once through the headwall and safe haven the machine would move through roughly 122 lineal meters of jet grout improved soil at a rate of slightly over 1.6 m per day. It was anticipated that once mining has passed through the improved area, “Bertha” – now the world’s 2nd largest tunnel boring machine (TBM), would be moving at a rate of almost 11 m per day. By the end of October 2013, Bertha had mined roughly 131 m, averaging 1.4 m per day, and had begun mining within native soils. By the start of December 2013, tunneling had reached the 244 m mark and Bertha was now averaging 3.6 m per day, achieving as much as 12.8 m of progress on given days. Unfortunately, on December 6th, 2013, Bertha began to stumble and all progress quickly came to a halt. Initial reports stated an obstruction had stopped Bertha in her tracks. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic pressure within the ground around the TBM, to allow the contractor’s personnel to inspect the cutter head from within and also to investigate for the presence of obstructions at the face of the cutter head. During inspection, the contractor’s crews found fragments of steel pipe entangled in the cutter head. The steel was apparently from an abandoned 254 mm diameter monitoring well casing, previously installed by WSDOT to monitor ground water conditions for the design and planning of this tunnel project. After the steel was removed from the cutter head and cleared from Bertha’s path, she attempted to move forward but was only able to generate a slow crawl."

"SUMMARY Investigations from tunnel face are part of risk mitigation measures during the excavation works. With the tunnel equipment, percussion drillings of up to 30-40m can be achieved. Core drillings are state of art method for investigation exceeding 50m. At Koralm base tunnel, up to 270m deep percussion drillings were performed with drilling rigs and accompanied by an intensive investigation program. These investigations consisted of monitoring during the drilling, field tests (with packer, using the preventer, borehole imaging) and in laboratory. Percussion drillings are cheaper and save time of interruption of the excavation progress. INTRODUCTION As part of a proper risk management, horizontal advance drillings during excavation of underground works can be seen as state of art and meet wide acceptance. Core drillings, deep and shallow percussion drillings can be differed. The selection of the type of drilling, meanwhile, causes intensive discussions. On the one hand, only a core drilling allows a direct investigation of the rock mass expected during later excavation works. On the other hand core drillings are expensive in both cost and time – if there is no excavation progress during the investigation measures – in construction time. Percussion drillings can be performed as rapid investigation measure with the excavation equipment (“Jumbo”) allowing two dimensional image of the ground around the cross section. There is some limitation concerning a reasonable depth of approximately 30m and a borehole diameter of 76mm. The applications of preventer, packer or borehole imaging are hardly applicable. By use of a drilling rig depths of percussion drillings of several hundred meters can be achieved relative easily and there is less limitation of the borehole diameter. Installation of a preventer is possible, as well as packer tests and borehole measurements (imaging, gyroscope, borehole geophysics). The gap of information between core and percussion drilling cannot be closed completely, but it can be reduced substantially and sufficiently by combination of an intensive program of measurements and analysis accompanying the investigation works."

"The immediate ring closure method, in which the entire periphery of the excavation area is closed immediately with an initial support within a short distance from the excavation face, has been increasingly used in Japan, especially, as one of the most effective countermeasures against difficult ground conditions in conventional tunneling. For reasonable design of this method, the performance requirements for the initial support should be clearly stated. The analysis of construction data of 30 road tunnels and the three-dimensional numerical modeling based on real data suggest that the immediate ring closure stabilizes the tunnel structure and the ground around it because of the inner pressure effect of the initial support, especially, for low ground competence factor and small internal friction angle. Finally, the bending compressive strength and the cross-sectional geometry of the initial support have to be considered in the tunnel design while considering the earth pressure and ground properties. INTRODUCTION Conventional tunneling methods often deal with difficult ground conditions such as soft ground or squeezing ground conditions. The immediate ring closure method, in which the entire periphery of the excavation area is immediately supported within a short distance from the excavation face (Figure 1), has been increasingly used in Japan as one of the most effective countermeasures against difficult ground conditions in conventional tunneling (e.g. Takahashi et al., 2011; Nakaoka et al., 2013). The immediate ring closure method was empirically identified as effective for reducing ground surface subsidence and tunnel deformation. However, the working effects of the method have not been clarified sufficiently. To improve the design of this method, the working effects of this method and the performance requirements for the initial support need to be clarified. The relation between the effect of immediate ring closure and earth cover has been clarified (Mashimo et al., 2008; Awaji et al., 2013),"

Operating experience will include inter alia a description of the mill liners installed with subsequent changes due to wear patterns, the mill inlet sealing arrangement, steel ball addition, mill outlet sump design, cyclone feed pump liner wear patterns and comment on the efficiency of the linear screens for wood chip and tramp removal. Finally a view on future trends in South African milling practice with respect to type and size of plant.

In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

After 15 years of production, 91 Mt (100 million st) of ore mined and nearly 227 kt (500 million lb) of molybdenum produced, Climax Molybdenum Co.'s Henderson Mine and Mill are being modernized as a new mining level is brought on line. The $40 million investment in mine development and plant modernization positions the Henderson complex as one of the largest, low-cost primary molybdenum producers for the next 15 years. Henderson history The Henderson Mine and Mill facilities are located on the east and west flanks of the Continental Divide about 80 km (50 miles) west of Denver, CO. The underground mine and surface mill sites are linked by 16 km (10 mile) of railroad tunnel and 8 km (5 mile) of surface trackage. The mine, railroad and mill were built between 1968 and 1976 at a cost of $500 million. Each has operated at various levels of production over the past 15 years. The Henderson Mine was originally developed using a highly mechanized, panel caving mining system. Over the past 10 years, mining methods, equipment and railroad operations have been improved to position Henderson as one of the most productive and lowest cost underground mining operations.
