Many Latin American countries are facing a scarcity of water. As such, infrastructure decisions are quite different from those made in parts of the world that experience a positive water balance. In the latter case, the water treatment approach tends to be ?treat and discharge.? For Latin American regions facing the challenges that go with a negative water balance, the focus is on resource optimization and reuse. Historically, the water challenge has had a significant impact on economic development in Latin America, especially in sectors such as mining, where water usage is high. At the same time, countries such as Chile and Brazil are major development targets for mining and oil and gas operations. Given the water supply challenge, industry is increasingly turning to technologies and processes that maximize water recovery and reuse. With sulfide precipitation and ion exchange water treatment processes for example, it is possible to treat and recover more than 99 percent of water for reuse onsite. These technologies have been applied successfully in other regions of the world where water conservation practices are essential to economic survival.

The Underground Research Laboratory (URL) , a major geotechnical research facility, is currently being developed by Atomic Energy of Canada Limited (AECL) , 120 km northeast of Winnipeg, Manitoba. The URL is part of the Canadian Nuclear Fuel Waste Management Program, which is assessing the concept of nuclear fuel waste disposal in a vault deep in stable plutonic rock of the Canadian Shield (Simmons, 1986). Comprehensive geotechnical research and development activities are being carried out in conjunction with excavation? and construction of the underground facilities.

Propelled by the invention of the transistor at Bell Laboratories, germanium's unique properties have advanced our electronic world by many years. Germanium has found major uses in infrared optics, fiber optics and a revised vigor as a catalyst for PET plastic production. Other advanced applications are in various stages of development. The solid state electronics industry has been the driving force behind the accelerating demand for gallium since the late sixties. Past developments of substrates for light emitting diodes, lasers and magnetic bubble memories are paling in view of the current excitement over the use of semi-insulating gallium arsenide for high performance integrated circuits. This application requires gallium metal and gallium compounds of extraordinary purity.

Critical minerals are nonfuel minerals, essential to the U.S. economy and national security, whose supply chain may be disrupted. Mine wastes are potential sources of critical minerals. The goal of this project is to estimate and characterize critical minerals endowment in three mining districts in New Mexico: Black Hawk (Grant County), Hillsboro (Sierra County), and Magdalena (Socorro County), and assess their acid-generating potential. The Black Hawk district is an arsenide five-element vein deposit (Ag, Ni, Co, As, U, Bi, and local minerals like Pb, Cu, Zn, W, and Sn). The Copper Flat mine in Hillsboro district is a copper porphyry deposit. The Kelly mine in Magdalena was first mined at 1878 and are carbonate-hosted Pb-Zn deposits. Mine waste rock piles and tailings are sampled using USGS Beta sampling procedure. Geochemistry results show that Black Hawk district mine wastes samples are elevated in Ag (>200 ppm), Co (290 ppm), Ni (2,130 ppm), and Zn (8,463 ppm). Copper Flat mine tailing is elevated in Bi (111 ppm), Cu (7,453 ppm), and Zn (2,360 ppm). Downhole profile plots in Copper Flat show the positive correlation between Cu, S and Te values. Magdalena samples are elevated in Cu (5,700 ppm), Zn (129,500 ppm), and Pb (58,100 ppm). Determination of acid-generating potential in these areas suggests that Black Hawk district mine wastes are non-acid-forming while high S present in some Copper Flat and Magdalena samples can potentially cause acid mine drainage.

An experimental study was carried out to compare the results of laboratory column flotation versus conventional flotation for the cleaning of fine coals of different rank and their oxidized samples as well as discrete size fractions. Surface oxidation caused a significant reduction in the flotation yields achieved with both methods. However, the column flotation produced concentrates? of lower ash content. The recovery -size curve achieved with column was similar in shape to that obtained with conventional cell, with superior results in the region of fine fractions. The influence of some column operating parameters was also discussed.

Though Germany has a very old mining history, her experience in uranium mining only started in the late sixties. Today in the Federal Republic of Germany (FRG) there are only 5 small mines in the exploration stage, namely Menzenschwand and Müllenbach in the Black Forest and Mähring, Popenreuth and GroBschloppen in northern Bavaria. In all these exploration mines much development is required to define shape and size of ore bodies. Mining engineers, government authorities and environmentalists alike are very much concerned about environmental safeguards and protection of mine workers against radon and its daughter products. Miners are affected by internal and external radioactive exposure. In general the external [f3]- and [µ] -exposures can be considered as small in comparison to the internal exposure and are therefore not discussed in this paper. The internal exposure is caused by the inhalation of radon and its daughter products and is relevant to the lung as the critical organ. The nobelgas radon is inert and does not from compounds with other elements easily. Contrary to the physical half-life of 3,8 days the biological half-life of radon is only 10 to 20 minutes. During the rentention time in the body only approximately 1 % of the long-lived decay products are retained in the system (SCHOGER, 1976). In this connection is it important that the radon resorption as well as the radon secretion varies individually and depends to a large extent on the age of the person (SCHOGER, 1960). RENOUX et al. (1978) have determined that the greatest part of the a(-activity in the air is attached to aerosoles with a diameter of 0,4/14. The radiation exposure of the lung by radon is negligible if compared with the exposure by short-lived decay products. For this reason one has introduced the concept of the potential [o](-energy (P) of the short-lived radon decay products, which means the total [ct]-energy, which is produced when an atom decays in the decay-series down to the long-lived lead-210. [ ] The unity of the potential [o]-energy concentration in the SI-system is 1 j/m3 air. In radiation protection however a specific unit is used namely the working level (WL): [ ] The WL-unit, though internationally recognised has not been introduced officially in Germany. Because of the large amount of tunneling still to be done in the FRG, the various mines departments responsible for safety and health in mining ask searching questions such as: - What are the laws governing radon emanation in tunneling? - Can workers be adeguately protected against radiation hazards? - How should one drive through high grade uranium ore? - What happens if the ventilation system breaks down?

INTRODUCTION This chapter outlines some general principles and procedures that a rock mechanics engineer can use to arrive at a logical design for the size, shape, and spacings of underground openings in various types of com¬petent rock formations. Rock formations can be clas¬sified into six major categories which are useful for design purposes, provided the necessary input data are available regarding the geology of the site, the physical properties of the rock, the in-situ stress field in the rock, and the general geometry of the underground openings. The US Bureau of Mines (USBM) developed a rock classification system based upon these concepts and found it to be useful for design purposes (Obert, et al., 1960; Obert and Duvall, 1967). This classification sys¬tem is given in Table 1; however, an extra column has been added to the original classification to indicate the appropriate design techniques for each rock class. In this classification system, two main classes of rock are considered: competent rock and incompetent rock. Competent Rock Competent rock is any rock which, because of its mechanical and geological characteristics, is capable of sustaining underground openings without the aid of any structural support except that provided by unmined rock in the form of pillars and side walls, etc. Roof bolts and small random props which support only local loose rock are not considered structural supports. Competent rock is further subdivided into three ad¬ditional categories-massive, laminated, and jointed¬ which are defined as follows: Massive Rock: Massive rock is a rock formation where the spacing between mechanical defects such as joints, partings, or faults is equal to or greater than the critical dimensions of openings, or where the strength of the bond across these mechanical defects is com¬parable to the rock strength. Laminated Rock: Laminated rock is a rock forma¬tion divided by approximately parallel planes of weak¬ness into lamina whose thicknesses are small compared to critical dimensions of openings and where the bond between the lamina is weak compared to the rock strength. Elastic Rock-This is rock whose physical proper¬ties will permit the use of elastic theory to predict strains and displacements from applied stresses. Inelastic Rock-This is rock whose physical proper¬ties are such that strains and displacements are a strong function of time as well as applied stress. Incompetent Rock Incompetent rock is any rock which, because of its mechanical and geologic characteristics, is not capable of sustaining underground openings without the aid of additional structural support in the form of linings, steel sets, or systems of props. This classification system for rock depends not only on the mechanical and geologic characteristics of the rock but on the size of openings and their depth be¬low the surface. For example, many competent rocks at shallow depths for small stress fields could become inelastic rock at greater depths and larger stress fields, or competent massive rock for small openings could be¬come laminated or jointed rock for larger openings. Thus, to classify rock for design purposes requires a knowledge of the geologic properties of the rock mass, the physical properties of the rock, the general size of the openings to be mined, and the average range of the in-situ stress field to be encountered. To design underground openings and structures in rock, it is necessary to use criteria of failure for rock under various stress conditions, and to use safety factors to allow for differences between laboratory and in-situ strength properties of rock and to account for errors in¬troduced by the various assumptions made in the design process. Criteria of failure based on maximum stresses have been found to give reliable results in practice. Thus, it is assumed that rock will fail in tension when the tensile stress exceeds the tensile strength of the rock as determined by a standard modulus of rupture test on samples of rock core. If the tensile stresses in rock are small, then it is assumed that the rock will fail at a value of compressive stress equal to the compressive strength of the rock as determined by standard uniaxial compres¬sive strength tests on samples of rock core. INITIAL PRECONDITIONS To solve tile problem of using the potential reserves of the different coal ranks efficiently (the coal reserves being many times superior in quantity to those of natural gas and oil) one must realise an integrated estimation of the coalfields' and coal deposits' reserves. The actuality of this problem increased especially in the recent years, when the Russian coal industry is being restructured. A structural reorgaisation of this industry, in order to in- crease its efficiency, covers a large spectrum of social and economic problems, comprising a withdrawal from mining the coal reserves that are unsafe from the standpoint of economy and labour protection. According to the information supplied by the 'Rossoogol' company, the Russian coal industry, accounting for abut a fifth of the world coal reserves, has a rather unsafe resource base, for about 5% of the reserves involved in mining do not correspond to the world practice conditions, regarding the coal grade, thickness, geological conditions, proneness to coal and gas outburst hazards. These concern first of all the Moscow, Kizelovsk and Donetsk coal basins, the Prokopievsk-Kiselevsk district of the Kuzbas basin and several other coalfields. Thus, the problem of efficient potential coal reserves' utilization calls for a paramount solution of two basic problems, namely: a) a comparative coalfields' and sections evaluation, and their ranging, in accordance with their industrial importance; b) choosing the 'active' reserves good to be efficiently mined under the present-day conditions. PRINCIPLES OF EVALUATION The investigations that had been carried out make it possible to formulate the following basic principles of the coalfields' reserves' estimation (or assessment). 1. The necessity, possibility and expediency of coal reserves' industrial exploitation are determined by a set of natural, technical, technological, practical, economic, environmental and social factors, thus calling for an integrated and gradual approach to problem solving. 2. One cannot consider the results of same reserves' estimation as being invariable because the former depend both upon constant (mainly natural) and market demands for different grades of coal (those of different power engineering and technological situations), capital investments, material and labour resources, economic (price-forming), technical, technological, environmental and other factors. 3. The rational size and sequence of the operating mines' and reserve sections' resources' involvement into mining depend upon the final aim of posing the problem, whose variants may be (the corresponding limitations being considered) providing for a maximum run-of-mine output (these essentially featuring the past stages of the industry's evolution); providing for a maximum efficiency, measured possibly by the specific or absolute indices of profits an expenses, labour productivity e. al. ; providing for a maximum extraction (maximum integrate utilization) of the known reserves. In this case an important park goes to the economic evaluation (or assessment) of useful application of the by-products being extracted (methane, mine water, rack) compared to the expenses necessary for their utilization. Regarding the steam coal (posing the problem any way it be possible), and extreme limit to the absolute non-efficiency of the coal reserves' exploitation may be posed, using the proportion of energy obtained from the possible amount of the coal to be extracted to the energy consumption necessary to extract, prepare, haul and consume this amount of coal. 4. The most reliable and efficient solutions providing for opening the reserves can be obtained for group of mines, rather than at the level of an individual mine section or an individual mine because it is only in the former case that the possibilities to re- distribute the expenses necessary to develop the good for mining and worse sections and seams can be realized to the greatest extent. Therefore the prospective approach to be considered is the one providing for an integrated organization and choice of the optimum combination of the variants of the ways to use the mines in operation and the free sections of the region in order to satisfy the growing up requirements for coal rather than the one providing for individual mine sections' resources' evaluation. 5. The future possibility and expediency of coal reserves' industrial exploitation will depend upon the prospects to implant at the mines in operation and reserve sections new engineering and technological elements and coal extraction technologies which may essentially change the actual idea concerning the coal reserves worth of being developed in an efficient way. For example, reserves not available to be exploited using conventional coal extraction technology may be regarded as potential resources for in situ gasification, e. g. the operating mines' reserves (non-commercial and non-mined commercial ones), balance and outside balance reserves of the free sections having proved not available to be mined using conventional coal-extraction technologies, as well as the non-extracted reserves of the abandoned and closed mines.

Five-element style deposits are unusual hydrothermal systems that are typically characterized by a nickel-cobalt-arsenic- silver-bismuth metal assemblage. This mineralization is often represented by abundant native silver, arsenic, or bismuth, and followed by nickel, cobalt, and iron arsenides (skutterudite, safflorite, nickeline, rammelsbergite, and lollingite). The Black Hawk district in Grant County, New Mexico is one of the few examples of this mineralization style in the United States. Despite the differences in formation temperature, depth of emplacement, and host rocks between five-element style deposits worldwide, there are commonalities in mineralogy, ore texture, and composition. A detailed exploration of the native metal and arsenide phases will be performed to compare ore forming fluids between systems and the effects on styles of mineralization and paragenesis, as well as to aid in broader classification of the deposit style. Mineralogy and mineral relationships of the Black Hawk District and other five-element deposits worldwide will be characterized by reflected light petrography, scanning electron microscopy, X-ray diffraction, and electron microprobe analysis. Mineralogical phase diagrams will be generated to better understand the driving processes and evolution of the systems through native metal and arsenide precipitation.

This paper presents a 20-year global account of tunneling in gassy ground demonstrating high probability of schedule delays, cost overruns, worker injuries and fatalities. Causes of these failures are systemic. Gas is seldom characterized in terms relevant to design of effective ventilation systems. Control measures deployed in tunnels are often based on outdated industrial safety codes. A change in approach is needed. This paper describes how to perform a desk study to determine if field investigation for gas is warranted, and lists the content of an effective characterization of gas in a geotechnical report.

The present study examined a process for precious metal recovery (silver and gold) from difficult minerals which exhibit refractory characteristics to cyanidation and ammonium thiosulfate leaching (low extraction and high consumption of leaching agent). It is well known that mangano-argentiferous minerals are mainly composed of manganese, silver, gold, and iron. In this research, a mineral sample from Monte del Favor mine, located in Hostotipaquillo, Jalisco, Mexico, was physically and chemically characterized by X-ray powder diffraction (XRPD), scanning electron microscopy (SEM), energy-dispersive X-ray spectroscopy (EDS), fire assay, and atomic absorption spectroscopy (AAS). Two-stage leaching was carried out: first to eliminate manganese from the sample using sodium sulfite (Na2SO3) as a reductive reagent and sulfuric acid (H2SO4) and a second stage to dissolve silver and gold with sodium hypochlorite (NaClO) and hydrochloric acid (HCl); the results show extraction around 96% for Mn and 98.73% and 83%of Ag and Au, respectively. The usefulness of high acidity and Na2SO3 to obtain good results in Mn and Ag leaching is discussed along with the roles that HCl and NaClO play in the dissolution of Ag and Au values.

Sixty years of rock bursting in the Coeur d'Alene district has taught painful lessons and led to a number of practical advances in controlling rock-burst hazards. This paper summarizes these lessons, concentrating on practical measures that have been successfully adopted to reduce hazards. These lessons are explained in the context of district mining history and current understanding of rock-burst phenomena. Overall, the paper provides the practicing mine engineer with an appreciation of rock-burst hazards and an overview of practical measures that can be used to control these hazards in the context of Coeur d'Alene district experience.

INTRODUCTION Until recently, gamma doses had been largely ignored in Ontario uranium mines. This has been due to the assumption that these doses are small and have been more or less unchanged with time and hence their effects have been included automatically in the epidemiological studies that led to the establishment of radon daughter exposure limits. This assumption had to be challenged for two basic reasons. The first was that radon daughter exposures to miners have been progressively reduced over the years due to improved ventilation and ever more stringent regulations, while gamma exposures have presumably remained relatively unchanged. Therefore it must be assumed that the ratio of gamma to radon daughter exposure has gone up. The second reason is more philosophical. It is clearly inappropriate to make judgements on the significance of a potential industrial hazard when the magnitude of that hazard has not been fully assessed. Having decided that some sort of assessment of gamma exposures to uranium miners must be made, it was than necessary to determine how this should be done. Several options were available, for instance: (i) Wholesale personal gamma dosimetry for all mine and mill workers, (ii) Personal gamma dosimetry only for those workers suspected of receiving the higher doses, coupled with area monitoring to estimate the exposures of other workers, (iii) Area monitoring coupled with dose rate times time calculations for all. This would correspond to the generally prevalent method of assessing radon daughter exposures. It was argued that since radon daughter exposures are the major radiological hazard in uranium mines, to invest resources for assessing a lesser hazard to a greater degree of precision was not cost effective. (iv) Since gamma dose rate is related to ore grade, individual doses could be assigned from knowledge of work location and ore grade. Before deciding which of these options would be most appropriate, it was necessary to have some idea of the magnitude of the problem. Very few data were available in the literature and with the exception of a few spot dose rate measurements, and the results of a few gamma dosimeters issued to selected individuals by some of the mining companies, nothing was available. A rule of thumb of obscure origin is often quoted within the industry indicating that gamma dose rates underground will be about 0.25 mR/h per lb/ton or 5 mR/h per % U. This had been used by some to justify neglecting gamma radiation at least for ore grades of the order of 0.1% or 2 lb/ton, on the grounds that gamma dose rates would be of the order of 0.5 mR/h and therefore give rise to annual doses of only about 10 mSv (lrem). That is, it was assumed that gamma radiation was of limited concern compared to the hazard associated with the inhalation of radon daughters. We were thus faced with the situation of just assuming that no regulatory limits were being breached. This situation could not be allowed to continue. A program was initiated to investigate the gamma doses absorbed by uranium miners in three mines in Ontario, and extensive gamma surveys were conducted in the Quirke 2 mine of Rio Algom Ltd, Elliot Lake; Denison Mine, Elliot Lake; and Agnew Lake Mine, Espanola. Negative reaction was received from several mine company officials to the possibility of all miners being required to wear personal gamma dosimeters due to the logistical difficulties involved, and therefore part of the project was aimed at determining if a reliable correlation between gamma dose rate and ore grade in the work location could be deduced, in order that dose rate times time calculations might be used for gamma dose assessments. The results of these programs provided evidence that the gamma dose for some employees in the three mines investigated may be a significant fraction of the current maximum permissible annual dose of 50mSv (5 rem). When combined with radon daughter exposures in the manner recommended by the ICRP at their 1980 Brighton meeting (ICRP 80) the results indicated that some individuals will come close to the resulting limit and may even exceed it. Gua supergene enriched iron ore deposit from Jharkhand, India has been geostatistically modeled. Population modeling shows a negatively skewed 3-parameter log-normal fit for Fe and positively skewed 3-parameter log-normal fit for Al2O3 and SO2. Semi-variographic studies for Fe indicate spherical function fit using point kriging cross-validation technique with Co=4.06(%)2, C5.11 (%)2, Co+C=9.1 7(%)2 and 'a'=348m. Kriging with 50mx50mx 10m block size at 740mRL led to a global mean kriged estimate of 61.98% and kriging variance of 4.04(%)2 for Fe with central 90% geostatistical confidence limits at 61.39% and 62.24% for that level. This led to an ore inventory at 740mRL as 7.29 million tonnes of ore.

Booster fans increase air pressure to overcome resistance, the objective being to force adequate amounts of air through distant workings. They are used in areas that are difficult or uneconomic to ventilate with main fans alone. Booster fans are currently permitted in underground coal mines in some countries; the United Kingdom, South Africa, Australia and Canada have been defined as major users. Booster fans are not allowed in the US bituminous and lignite coal mining operations at the present time due to safety concerns. This paper presents the history of booster fan use in coal mines of the United States during the last 90 years. Changes in regulations, as well as advantages and disadvantages of booster fan use, are discussed. Research and petitions for booster fan use are highlighted in order to bring the debate into focus.

The E-Power Pipe technology was originally developed for the trenchless installation of protective pipes and pipelines of 10" to 28" diameter, over long distances of more than 4,000 ft. The twostage process combines elements from Horizontal Directional Drilling (HDD) and microtunnelling technology. A microtunnelling boring machine (MTBM) excavates the borehole using a specially designed, temporary jacking pipe. A Rack & Pinion jacking frame pushes the equipment during the pilot bore and pulls in the prefabricated pipe string in a second step. The slurry microtunnelling machine is equipped with a jet pump, creating the so-called AVNS machine type. A new generation of small hard rock cutting wheels complements this considerable achievement for the tunnelling industry

After a number of years of engineering and operating assignments and through many types of evaluations, the need for a simple analytical method of evaluating mine haulage alternatives became obvious. Haulage, like 50 many other facets of mining, is generally a sequence of interconnected events that change, often drastically from mine to mine. Often the operator or the mine engineer has neither the time, manpower, facilities, or information needed to prepare a detailed evaluation. For many studies or for routine variance analysis, that detail may not be necessary. The intent of this article is to present an approach for analyzing mobile mine haulage that is simple and straight-forward. These methods are not designed to replace more formal and detailed procedures that have been developed previously and are available in our technical libraries. They are offered as a tool to be applied to preliminary designs, feasibility studies, and variance analyses where more complete detail is not warranted. These methods will eliminate combinations that are not economical or appropriate before more intensive and complete evaluations are undertaken. These methods may also be used to evaluate ongoing operations and to plan changes in those operations. This presentation describes a series of steps that have evolved for the handling of haulage evaluations. It concentrates on the factors having major impact on the results. Because the approach is a sequence of distinct steps, a case study was chosen as the best method of presentation. This case is a composite of several actual situations that have been encountered within the last few years.

Cities are building ever longer and more demanding sewer tunnels. The paper highlights some of the challenges, trends and innovations of long-distance tunnelling projects.

The California Surface Mining and Reclamation Act (SMARA) is the nation's first legislation establishing a statewide mineral resource policy governing mining activities that recognizes regional needs and retains local autonomy. The Southern California Rock Products Association supported this proposed legislation. It was through our efforts that SMARA was passed in 1975. The local planning and zoning processes, which are so critical to the mining industry, have been significantly improved with implementation of SMARA. Recognition of the importance of the mining industry is now being developed by the State Mining and Geology Board and the California Division of Mines and Geology (CDMG).
