With prevailing assumptions that plentiful domestic coal reserves will be available for meeting our Nation’s expectations for on future low emission, coal-fired power plants, major government funding in Clean Coal Technology, and Carbon Sequestration Programs continues to be aggressive. However, after more than a decade of cutbacks in funding for domestic coal-related programs and personnel, there is a growing concern that adequate quantification and qualification of our Nation’s coal reserves is increasingly being compromised. This paper will define the growing concerns and dichotomies that continue to increase, and address the decreasing number of fossil fuel mapping and assessment programs by Federal and State programs.

The primary water supply system for the City of San Francisco and adjacent peninsula areas consists of aging and deteriorated pipelines crossing under the San Francisco Bay (the Bay). This system is highly vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The Bay Tunnel Project will replace the existing system with a 8-km-long (5-mi-long) tunnel underneath the Bay. The tunnel will be constructed using earth pressure balance methods and will have a two-pass lining system of precast concrete bolted, gasketed segments for initial support, and a welded steel pipe final lining. The project challenges include tunneling through both soft ground and rock conditions without any intermediate shaft access over the entire alignment. Seismic performance criteria include maintaining service flows after a large earthquake.

Pillars in underground limestone mines are required to support the overburden and provide a safe, stable working environment for mining personnel and equipment. Pillar stability was assessed by the National Institute for Occupational Safety and Health in underground limestone mines in the Eastern and Midwestern United States. It was found that current mine layouts have been successful in providing support to the overburden, while a small number of isolated pillar failures were observed. The stable pillar layouts and failed pillars were plotted on a chart that demonstrates the relationship between pillar width-to-height ratio and pillar stress. The results show that pillar failures occurred at the lower range of width-to-height ratios and can occur at relatively low stress levels. Zones indicating the potential risk of pillar instability are shown on the chart, based on hazards associated with the onset of rib spalling, large angular discontinuities and unconfined pillars. The chart can assist limestone mine planners to evaluate potential instability in current or new pillar layouts that are similar to those included on the stability chart.

Groundwater inflows during construction pose one of the greatest risks to the successful completion of tunnel projects. Inflows can result in safety concerns, difficulty in mining and ground support, impact sensitive environmental habitats, create surface settlement and increase costs. Adequately planned pre-excavation grouting programs benefit both the Owner and Contractor in reducing risks and controlling project costs and potential schedule delays. This paper outlines strategic guidelines for assessment of site conditions for pre-excavation grouting hard rock tunnels. It also describes the design of pre-excavation grouting programs with respect to project requirements.

The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

In August 1996 Barrick Gold Corporation acquired the Pierina property, an advanced stage exploration project, high in the Andean Cordillera of Peru and in November 1998, in a record time of just over two years, poured the first gold. After more than three years of a very successful operation at some of the lowest operating costs in the world, this presentation serves to briefly describe the project through design, construction and start-up and in particular to spotlight some of the challenges that have been overcome in valley heap leaching in a high rainfall, alpine setting.

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several levels — basic (mining), intermediate processing, manufacturing of finished goods and construction. The real GDP during 2004 increased by 4.4 percent. The nominal GDP was about $11.7 trillion. Housing starts were up by slightly more than 4 percent for the year. And the nation’s unemployment rate decreased to5.5 percent in 2004 from 6 percent in 2003. Interest rates continued to be low (prime rate was 5.25 percent at the end of 2004) but have risen gradually, following rising inflation.

US coal consumption reached new heights in 1985, but production was constrained by excess consumer inventories. Domestic consumption of coal reached a record 742 Mt (818 million st) during the year. This is a 3.4% gain over the previous consumption high 718 Mt (791 million st) in 1984. An additional 84 Mt (92.7 million st) of US coal were shipped abroad in 1985, up 13.7% from exports a year earlier. Coal production in 1985 totaled 804 Mt (886 million st), 1.1% below the record 813 Mt (896 million st) produced in 1984. The slight decline in coal output is attributed primarily to a 13% drawdown of large consumer stockpiles built up in 1984 in anticipation of a miners strike that never occurred. Coal demand, and hence production, were also restrained by slower economic growth in 1985 and additional gains in nuclear generation of electricity. Domestic market requirements for coal in 1985 were mixed. Electric utility consumption rose 4.4%; coke plants consumed 6.7% less coal; coal requirements in the other industrial sector expanded by 2.1% and consumption in the residential and commercial sector fell 14.8%. The 2.2% increase in electric power generation in 1985 resulted in a 4.4% rise in utility coal consumption, totaling 630 Mt (694 million st) for the year. Twenty-nine of 45 states where coal-fired electric power plants were operating shared in the 26.7 Mt (29.5 million st) increase in 1985. Coal receipts at utilities fell by 16 Mt (18 million st) as these facilities worked off 21 Mt (23.4 million st) from stockpiles during the year. Electricity generation at coal-fired power plants similarly climbed 4.4% to 1.4 trillion kWh in 1985. This gave coal a 56.8% share of electricity generated from all energy sources compared with 55.5% in 1984. The average price of coal delivered to these facilities remained essentially unchanged during the year. It declined on 1.5% from $38.26/t ($34.71 per st) during the fourth quarter of 1984 to $37.70/t ($34.20 per st) in the fourth quarter of 1985. Coal consumption at coke plants continue to reflect a depressed steel industry. After rebounding 18.9% in 1984 for the first time in five years, coal consumption at coke plants again declined 6.7% to 37 Mt (41.1 million st) in 1985. Coke consumption 26.5 Mt (29.3 million st) exceeded production, 26 Mt (28.7 million st), in 1985. This resulted in a 1-Mt (1.2-million st) decline in coke stocks at producer and distributor levels during the year. The average price of coal delivered to coke plants decreased 7.6% from $64.30/t ($58.34 per st) during the final quarter of 1984 to $59.42/t (53.91 per st) in the last quarter of 1985. Coal consumption in other industries, including all manufacturing and industrial consumers except coke plants, totaled 68.3 Mt (75.3 million st) in 1985. This was the highest level attained in more than a decade. But the lower percentage rise last year (2.1% compared to 11.8% in 1984) reflected slower growth in the nation's economy in 1985. The average price of coal delivered to industrial firms declined 4.5% from $42.32/t ($38.39 per st) in the fourth quarter of 1984 to $40.39/t ($36.65 per st) in the last quarter of 1985. Coal-producing states in Appalachia mined 9.8 Mt (10.8 million st) tons less in 1985 than in 1984 for a 2.4% loss. The largest contributors to the region's production decrease to 393 Mt (433 million st) were Pennsylvania, down 14.7% to 60 Mt (66 million st); Ohio, down 8.3% to 32.6 Mt (36 million st); and West Virginia, down 2.9% to 115 Mt (127 million st). Conversely, eastern Kentucky production was up 4.8% to 111 Mt (122.8 million st) in 1985, while production in Tennessee climbed 9.7% to 40 Mt (44 million st). No coal was mined in Georgia last year. Coal production in the interior region in 1985 declined 3.9% to 173 Mt (190.4 million st). Substantial production losses occurred in Indiana, down 8% to 31 Mt (34.5 million st); and in western Kentucky, down 7.9% to 36 Mt (40 million st). Coal production in Texas rose 5.7% to 39 Mt (43.5 million st) in 1985. Louisiana began mining lignite 140 kt (151,000 st) during the year. Production in the western region increased 3.4% to 238 Mt (262.5 million st) in 1985. Wyoming, up 5.3% to 125 Mt (140 million st); and North Dakota, up 16.5% to 23.5 Mt (26 million st) contributing the largest amounts. Production gains were also shown in Washington, Utah and, notably, in Alaska where coal output climbed 72.9% to 1.3 Mt (1.5 million st) in 1985. Most of the additional coal produced in Alaska last year was shipped abroad. Coal stocks held by consumers totaled 154 Mt (170 million st) at the end of the year. This was 27 Mt (30 million st), or 13.7% below the inventory level at the end of 1984. Stocks held by producers and distributors declined by 868 kt (957,000 st), or 2.8% in 1985 to 30 Mt (33 million st). A drawdown in stockpiles occurred in each consumer sector during 1985. Stocks held by electric utilities totaled 142 Mt (156 million st) at the year's end, 13% lower than stock levels at the end of 1984.

The phenomenon of surfactant adsorption at mineral surfaces is of significant importance in many particulate processes ranging from mineral flotation and enhanced oil recovery to pharmaceutics, paint technology and the casting of high quality ceramics. Stability of the dispersions is related not only to the amount of adsorbed surfactant but also to the structure of the adsorbed surfactant molecules at the interface. This structure greatly depends on the type of surfactant and the hydrophobicity or hydrophilicity of the surface. On hydrophobic surfaces surfactants adsorb regardless of surface charge by van der Waals/hydrophobic inter-actions with hydrocarbon chains accommodated at the surface. On the other hand, on hydrophilic surfaces the surfactants adsorb through electrostatic interactions with their polar moiety fixed at the surface. In the latter case, the electric charge of the surface and surfactant plays a crucial role in the surfactant adsorption process. The recently developed soft-contact Atomic Force Microscopy technique has revealed images of adsorbed surfactant structures at various interfaces. The adsorbed structures of a cationic surfactant (CTAB) and an anionic surfactant (SDS) are presented in this work for different concentrations at hydrophobic graphite and hydrophilic mica surfaces. Different types of micellar arrangements have been observed at these surfaces for surfactant concentrations around the critical micelle concentration. The structures are more ordered and well defined at the graphite surface than at the mica surface. These results have been correlated with the hydrophobicity of the surfaces as revealed by contact angle measurements.

A tower-like magnetic system comprising eight permanent magnets was installed at the center of a flotation column to separate chalcopyrite and pyrrhotite minerals. A cyclonic flotation was installed within the underpart of the column to separate the pyrrhotite from the gangues. A three-product magnetic flotation column was fabricated to create a magnetic field and a cyclonic zone. The products were Cu concentrates, pyrrhotite concentrates and tailings. The theoretical magnetic field strengths and the magnetic forces were calculated. The results of the flotation experiments showed that the Cu grade increased from 14.20% without the magnetic field to 26.40% in the presence of the magnetic field and that the S grade in the pyrrhotite concentrates increased in the presence of cyclonic flotation. The separation efficiency of this magnetic flotation column was evident. Therefore, this three-product magnetic flotation column may have a potential application, due to its high separation efficiency.

In a typical mining operation, run-of-mine (ROM) ore is crushed and screened to achieve a desired particle size distribution and then fed to processing equipment for further refining. For an operation to be profit-able, the ore handling system from the mine face to final product loadout must be reliable. However, the handling system components do not always perform as expected and production problems related to material flow occur. These problems include flow stoppages, limited live storage capacities, uncontrollable flow, segregation, spillage and dust emissions. These result in lost production, excessive maintenance, safety and environmental issues, and even structural failures, in some cases. Flow patterns Flow problems and their solutions can be best understood by first learning how bulk solids flow. As bulk solids discharge by gravity from a storage system, primarily two types of flow patterns can develop: funnel flow and mass flow. Figure 1 shows a schematic of these two flow patterns. In funnel flow, only a portion of the material is in motion during discharge, which flows toward the outlet through a channel that forms within the stagnant material. Funnel flow occurs when a hopper is not sufficiently steep and smooth to ensure flow along the walls or when the outlet is not fully effective. In mass flow, all of the material is in motion whenever any is discharged ? there is no stagnant material. Mass flow occurs when the hopper is sufficiently steep and smooth to ensure flow along the hopper walls. Shallow valleys are not permitted and the outlet must be fully effective. A third type of flow pattern, called expanded flow, can develop when a mass flow hopper (or hoppers) is placed beneath a funnel flow hopper or bin. The mass flow hopper is designed to activate a sufficiently large flow channel in the funnel flow hopper to avoid flow problems due to a rathole. The flow pattern in which a bulk solid discharges from a storage system strongly influences the flow problems that may occur in that facility.

Recent epithermal gold discoveries in Chile and Bolivia provide increasing evidence of a belt of intermittent, epithermal, precious metal mineralization east of the main Andean porphyry copper belt. This relationship may be the result of an easterly decrease in the age of magmatism and erosional levels, in¬crease in depth above the underlying Benioff zone and consequent changes in magma chemistry, or some other unrecognized factor. Examples are: • The Choquelimpie gold-silver mine in Chile and numerous other epithermal prospects (such as La Riviera, Bolivia) in late Tertiary volcanics along the Chile-Bolivia border. Fibrous minerals are common in nature but asbestiform minerals are rare. The unique mineralogical characteristic common to all the asbestos minerals is their morphologic form (or habit of crystallization) as polyfilamentous fiber bundles. The individual fibrils within the bundles have a tendency to be very long with a narrow range of diameters and grow with their long fiber axis in parallel orientation to the bundle length. The asbestiform habit imparts to the asbestos minerals sufficient flexibility and tensile strength so that most can be woven into cloth. In the past application has focused on their ability to insulate against the transfer of heat. In 1995, mining engineer Alain Gachet thought about using Earth-observation satellite imagery to search for precious minerals. The latest radar Earth-observation satellite, Canada’s RADARSAT-1, had just been successfully launched at the time, creating new opportunities for commercial applications. Gachet was working in Congo Brazzaville as an oil executive and general secretary of Elf Congo for the French national oil company Elf Aquitaine. He understood that the RADARSAT-1 launch promised new and cost-effective sources of data for mineral and oil exploration. “It was early 1996 before I ordered my firstRADARSAT-1 satellite images,” said Gachet. “I was first struck by the quantity of information delivered by the radar images. Linear structures and faults were clearly defined and subtle topographic features were tremendously enhanced,” he said. “It was ‘tree top geology,’ but this kind of information appeared to be key for finding new gold seams.”

Goldex Mine is an underground mine located near the town of Val-d?Or. Multiple innovations were required to work the mine. Due to its low grade, it was important to develop a bulk mining method to economically extract the ore. The method used is a combination between shrinkage stope and long hole stope methods. This modified method is more than adequate; however, all of the ore body must be liberated in a very short period of time. Therefore, to bring down 23 Mt of ore, large blasts up to 1.8 Mt are required. The situation is also complicated by the fact that the mine is located in a residential area. No less that 40 homes are built within a 1 km radius of the mine site. In addition to managing mass blasts, means must also be found to mitigate the vibrations produced by the blast to diminish the disturbance to the neighbourhood. Therefore, the mine used numerous tools to properly plan the blasts and reduce the impacts. A program to control vibrations was one of the first tools put in place. The program?s aim was to draw up an action plan to ensure a follow-up of the homes by inspecting them. The second tool was to develop a methodology to plot a reliable attenuation curve and to adequately determine the maximum charge weight for each blast. Finally, effective communication tools were developed to inform the neighbourhood. There was a huge amount of work to be done in relation to the bench. Reliable and fast loading techniques had to be found to load large blasts in a very short period of time. Adequate logistics had to be developed to send underground more than 20,000 kg of emulsion per day while performing the daily underground operations. Technology had to be developed to adapt the i-kon electronic blasting system to large blasts. Since the control of the charges was the major factor to reduce surface vibrations, it was important to employ loading techniques that would permit decking of the long holes to reduce the charge weight per delays without adversely affecting the loading. All of this work requires an enormous amount of energy but also close collaboration between the different stakeholders (various departments, suppliers and consultants).

The St. Cloud Mining Company extracts clinoptilolite about 6.5 km south of Winston, Sierra County, New Mexico. Production is about 18,000 mt/year. Natural zeolites are good adsorbents for positively charged solutes such as ammonium. St. Cloud’s production is used in animal hygiene, animal feed, environmental mitigation, air and water filtration, and other applications. By a simple chemical treatment with a surfactant, zeolites can also be modified to adsorb negatively charged solutes such as nitrate and arsentate, and neutral organics such as solvents and fuel components. These surfactant-modified zeolites are used in treating groundwater contamination, stormwater runoff, and solvent vapors from painting operations.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The opportunity to make a close study of the available geologic data existing along the line of the California Aqueduct crossing of the Garlock fault in the Tehachapi Mountains was brought about first by my involvement in the prebid examinations, and later with contractors' claim cases. The California Aqueduct crosses through the western end of the Tehachapi Mountains and cuts across the Garlock fault zone at a location about 9 miles east from its junction with the San Andreas fault zone. This is about 65 miles northwest of Los Angeles and 38 miles southeast of Bakersfield (Fig. 1) (1). This map was published after the tunnels were started and shows the corrected geology. At the crossing the fault has north and south branches which extend northeastward for about 22 miles before converging. In the vicinity immediately east of the tunnel line the north branch of the fault starts to converge toward the west. After crossing the line it passes under the upper plate of the apparent easterly extension of the Pastoria thrust fault, so the actual junction with the south branch is obscured. The aqueduct design called for the expected active slip zone of the north Garlock fault branch to be crossed by the 2,800 foot long Pastoria siphon, which connects with the north portal of Tehachapi Tunnel No. 3. The tunnel would extend through the western end of Genghus Ridge which lies between the north branch and the main south Garlock fault zone in Beartrap Canyon. Here again the

During the course of evaluations by the Mine Safety and Health Administration’s Roof Control Division, the controls on ground instability were investigated at surface and underground limestone mines throughout the eastern and southern United States. Structural geologic features, including joints and faults, were identified by basic geologic mapping as primary controls on highwall and back instability in surface and underground limestone mines. By comparing the spatial orientation of discontinuities and internal angle of friction with the orientation of highwalls on a stereonet, the potential for sliding, toppling, and raveling failures was evaluated in a semi-quantitative fashion. Structural geologic mapping identified faults and joints, which dismembered the back and were associated with ground instability, in underground mines. This paper documents the importance of recognizing structural geologic controls on ground stability in limestone mines, advocates basic geologic mapping as a critical component of ground control programs at surface and underground limestone mines, and provides examples of simple stability evaluations using the stereonet method.

Dense medium cyclones are the preferred means for cleaning 1/2 in. x 14Mesh to 28Mesh (12.7 mm x 1.0 mm to 0.6 mm) raw coal and are becoming a common choice for cleaning raw coal from a nominal top size of 2-1/2 in. to 3 in. (63.5 mm to 76.2mm) down to 14 Mesh to 28Mesh (1.0 mm to 0.6 mm). During the last ten years, dense medium cyclone circuitry design has undergone changes which have combined to improve process efficiency. This paper describes these improvements and compares present day design with the design used prior to the mid 1980's. Improvements in the following areas are described: Raw coal desliming, cyclone configuration, drain and rinse applications, dilute medium circuitry, and instrumentation and control.
