The molecular form of aliphatic amines precipitates in alkaline solutions when the amine solubility limit is exceeded and forms a typical colloidal system. The zones of mines precipitation and micellization are defined and it is shown that the appearance of a colloidal system in a certain pH range is a unique feature that makes weak electrolyte type surfactants differ from strong electrolytes. The formation of iono-molecular complexes reported in the literature is shown to be a pre-precipitation phenomenon. The zeta potential - pH curves for minerals and bubbles in the presence of amines in the pH range where the amine forms a colloidal precipitate are entirely determined by the precipitate. The pH dependence of the flotation of certain minerals using amines is discussed in the light of these findings.

With the opening of the Tilden mine near Ishpeming, MI, a new era in iron ore beneficiation was begun. A description of a U. S. Bureau of Mines investigation is summarized to illustrate the selective flocculation-deslime-flotation process developed by the Bureau and used at the Tilden concentrator, which is also briefly described. The operating parameters for the selective flocculation-cationic flotation of an oxidized taconite from the Mesabi range are discussed. A water reclamation system using lime and a cationic flocculant was applied to reclaim the effluents from a 900-pound-per-hour flotation pilot plant. About 80 percent of water requirements were recovered, and the calcium content of the reclaimed water was found to be more important than clarity in influencing the selective flocculation and flotation processes. Although reclaimed waters with about 10 ppm calcium registered turbidities of approximately 5,000 ppm SiO2 equivalents, the concentrates produced using these waters contained 64 percent Fe and =5.0 percent SiO2 and had accompanying iron recoveries of 75 percent. Lower grade concentrates resulted from using reclaimed water with higher calcium contents and lower turbidities.

Pastefill is being increasingly considered as a viable fill by underground mine operators. Mount Isa Mines (MIM) chose pastefill to fill their deep copper mine (>1200m deep) after considering various other types of fill in the feasibility studies. During the development of pastefill at Mount Isa (1996 - to date) the Mining research of MIM developed two cost effective, reliable and simple testing methods and used. With the help of these tests the behaviour of MIM pastefill was studied thoroughly and the most optimum mix design for pastefill was achieved. The MIM's pastefill plant, the largest in the world with a capacity of 450rph continuous pastefill production and unique in the process used, has been built (1998-1999) to produce pastefill to the specification developed through extensive testing program using the Flow Cone and Mini Slump cone Tests. As a consequence, it is now possible to select the optimum pastefill mix designs and predict their flow behaviour in bore holes or pipe lines using only these tests. MIM Blended Tailings Pastefill (BTPF) uses 3-3.55 Portland cement and the cost of pastefill is much lower than the total tailings pastefill, that could be produced from the same tailings.

Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb e earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled.

INTRODUCTION The most serious occupational radiation episode in U.S. history was the exposure of uranium miners to radon daughters in the 1945-1968 time period. Although the maximum permissible dose at that time was 12 WLM (working level months) per year, average exposures were several times that figure, and ten times higher exposures were not uncommon. Starting in the early 1960s, mounting epidemiological evidence appeared for an excess incidence of lung cancer among these miners; up to 1974, there was an excess of 134 cases (159 observed vs 25 expected) among the 4000 in the group under study (NAS-1980). When this excess became apparent, the Federal Government took jurisdiction, greatly tightened enforcement, and in 1969 lowered the maximum permissible exposure to 4 WLM per year. These standards were met largely by a great improvement in ventilation. As a result of these measures, average miner exposures were reduced 5-fold from 1965 to 1968 and by another factor of 3 by 1970. In 1978, the 4 WLM/year maximum permissible exposure was exceeded by only 37 of 7500 underground miners, for only 16 wars it exceeded by more than 25%, and for only 8 was it exceeded by 502 (AIF-1980). The average exposures to the various groups are listed in Table 1. We see that the average exposure for all miners was 1.03 WLM, and for those who worked essentially full time underground it was 1.45 WLM. For purpose of later discussion, it will be convenient to choose a single value for average exposures. In view of the fact that employment situations and job categories are bound to vary over a lifetime of work, we take this to be 1.3 WLM/year. The purpose of this paper is not to dwell on history, but rather to address the question of whether or not this present situation is satisfactory. This question was considered recently by a study group under the auspices of National Institue of Occupational Safety and Health (NIOSH-1980) and it answered the question in the negative, concluding that the maximum permissible exposure should be substantially reduced. However, their arguments were incomplete and were lacking in perspective. The principal thrust of this paper is to provide some of the material overlooked. RISK TO URANIUM MINERS FROM RADON EXPOSURE In order to quantify the risk to uranium miners under present working conditions, it is first necessary to estimate the risk of lung cancer per WLM of exposure. The most straightforward way of doing this is to use the data on the group of uranium miners under study. These are listed in Table 2 for 8 exposure ranges and for the total group (NAS-1980). If all data are given equal weight, the risk is seen to be 3.5 x 10-6 per year per WLM. Much can be said in favor of using this value for the risk as dose independent; it is within one standard deviation (SD) of the observations in 5 of the 8 dose categories (as expected from the definition of SD), and within 2 SD for all 8, and for the three cases differing from the mean by more than one SD, two are above and one is below. However, the uranium miner exposures in the present situation will be far below those covered in Table 2, so it is worth considering the possibility that the risk differs from this at low doses. From the last column of Table 2 we see that the experience from all exposures below 600 WLM indicates a risk higher than the mean for the entire group by more than two standard deviations (the value 600 WLM in this comparison was deliberately chosen to maximize this deviation; for exposures below 360 WLM and 840 WLM, the excess is only 1.0 and 1.6 standard deviations respectively). In view of this tendency for the risk to be higher at lower dose, we will take the risk to be 5.0 x 10-6 per year per WLM in what we will refer to as model A. The Henderson molybdenum mine, near Empire, CO, has operated since 1976 using a panel caving process and a rail haulage transportation system. After two decades of service, the rail haulage system required a substantial capital expenditure to improve operations. The timing for this worked well because Henderson was able to combine this capital need into a mine plan that addressed process bottlenecks and current mining practices as a new production level was designed and developed. This process was a logical step, following an equipment upgrade program, and became known as the Henderson 2000 project. One of the key components of Henderson 2000 is a new ore transportation system. Throughout Henderson's life, the bottleneck has been the rail haulage system. Henderson staff evaluated several transportation alternatives and decided on a truck haulage configuration feeding an underground crusher and conveyor system. This configuration will eliminate the haulage bottleneck and will allow the mine to increase capacity. The installation of this system will be completed by the year 2000. The second key component of Henderson 2000 is the development of a new 7175 production level to extract the lower reserves of the ore body. Henderson staff benchmarked other caving operations and compared their mining practices to Henderson's basic mining guidelines. It became apparent that Henderson's practices could become more efficient, particularly in the areas of drawpoint spacing and column heights. These concepts were incorporated into the layouts

Business development process. Throughout Cyprus Amax's early months in Russia, the company stayed focused on what was needed from a deposit for economic success. Cyprus Amax's reason for success in Russia is that all involved - its Russian partners, the workforce and expatriates - provided a focused effort that served the project as it worked through the tender process and the Russian regulations. The company developed an understanding of the regulatory process by working with solid, ethical partners. Infused into the Kubaka management structure were Russians with the knowledge to facilitate the process and a professional group of expatriates. Developing credibility and a solid rapport with the Russian mining authority was critical to the success of this venture. Identifying and gaining the trust of key Russian individuals was also critical during the early stages. Gaining their trust and building credibility was part of the process. These key Russians were brought to the United States to visit existing Cyprus Amax mines. These efforts proved valuable in building an understanding with the Russians about the kind of company Cyprus Amax is and the kind of efficient operations that it can run. This was a learning process for all parties. Fortunately, the company was dealing with intelligent and educated people.

An automated method of microscopy for determining the pyrite size distribution on two base coals that were crushed to 28 mesh x 0 has been developed. Polished epoxy-bound coal pellets were prepared and examined by a Zeiss IBAS image analyzer utilizing a program developed from provided software. Pyrite size distribution determination is considered a necessary first step in pyrite characterization that could lead to successful predictions, by microscopy, of a coal's theoretical pyritic sulfur removal. Our research efforts to date have indicated that the IBP-S can be a reliable instrument for determining pyrite size distribution in crushed coal. A program was also developed to convert pyrite size data to a weight basis for comparisons to the results from chemical analyses. The problems encountered in our research and their solutions will be presented in the discussion.

Common mineral resources (sand, gravel, crushed stone, etc.), which are so necessary for the construction of metropolitan areas, are rapidly being depleted or otherwise rendered unavailable in the very areas that need them most. However, the problem of planning for these resources involves a number of independent and dependent variables that must first be defined and related. Finally, a dollar value must be assigned where possible. Complex interrelationships between the variables and their dependence on outside factors has made mathematical "solution" of the problem of planning for non-renewable mineral resources difficult at the present time. Therefore, the use of computer simulation is suggested as a means by which this complex problem can be investigated. The purpose of this paper is to report on a continuing research program whose objectives are: (1) to delineate the factors involved in planning for the utilization of common mineral resources in urban-suburban environs; (2) to construct a planning model for these materials amenable to computer analysis, (3) evaluate the model by using test cases, and (4) perform a sensitivity analysis to determine the initial parameters in future planning for these materials.

The production data of many mines have not reconciled geostatistical estimations based on exploration and development drilling. The discrepancies in recovered metals are sometimes as large as 30%. A number of factors are responsible for such unpleasant outcomes. A major cause, however, is the lack of geological controls in the implementation of geostatistical techniques. Geological modeling establishes geological constraints and mineralization/ore envelopes. Geological constraints are usually established through drill hole interpretation. Mineralization and ore envelopes have been delineated manually based on assay grades. The issues associated with manual methods are: •Time requirements . •Inconsistent dilution. •Uncontrollable implementation variance. Although the time issue may not be a big concern for some companies, the other two have been responsible for many undesired estimation errors. A new geostatistical approach described in this study is designed on the basis of indicator and ordinary kriging. The central component of the method is the procedure for automatic delineation of mineralization and ore envelopes. The method, referred to as probability assigned constrained kriging (PACK), is demonstrated on a Carlin-type gold deposit. The estimation results are compared to blast-hole based production panels, showing that the estimated tonnage is about 2.1 % higher than the actual production, and the average grade is about 2.4% lower.

"INTRODUCTIONThe Laboratoire Souterrain de Modane (LSM) is an underground research laboratory located in the Western Alps on the French – Italian border. It is located in the middle of the 13km long Fréjus highway tunnel that links Modane (France) to Bardonecchia (Italy) in correspondence of the highest overburden of 1800m. The LSM current activity is mainly based on the investigations about the dark matter and requires very sensitive instrumentation which shall be protected from cosmic rays. To comply with the new legislation about safety in tunnels, the highway tunnels owners agreed in 2007 the construction of a parallel safety tunnel, at an average distance of 50m from the existing tunnel and the laboratory owner CNRS (Centre National de recherche scientifique) also decided to extend the existing laboratory with the construction of a new 17000 m3 cavern allowing the installation of wider and more powerful instruments that could increase chances of success of research. Preliminary studies stated that, considering both geological and functional issues, the most appropriate location for the new laboratory shall be in between the two tunnels and parallel to the existing laboratory (see Figure 1).Hence, the CNRS asked Systra, already in charge of the works supervision of the safety tunnel, to realize the design of the new cavern. The laboratory extension includes the construction of a 40 m long cavern with 300 m² cross section and two smaller tunnels connecting the safety tunnel and the existing laboratory to the new cavern. The minimum distance between the front face of the new LSM and the highway tunnel is about 25 m.The French and the Italian authorities, responsible of the exploitation of the Fréjus highway tunnel, asked the CNRS to develop an accurate study indicating that the construction of the laboratory extension would not have any negative impact on the existing structures of the highway tunnel. The main results of the developed study by Systra are summarized hereafter. The construction works should begin prior to the end of the construction works of the Fréjus safety tunnel in 2018."

A sophisticated process of extracting ultrafine sulfide mineral particles of under 1µm size suspended in clay slurry has been developed through studies of electrochemical properties of particle surface. Experimental procedure and data of the process applied to some clay ores containing sphalerite and pyrite, and molybdenite and other sulfide minerals are reported. Discussions concentrated on the function of process reagents, particularly on various modifying reagents, and on the effect of dispersed or flocculated state of ultrafine particles in slurry which affect significantly the performance of the process.

Cathodic protection using impressed current was employed to reduce mill wall wear during ball milling. Wear rates were determined from weight-loss measurements made on four 1-in.-diam mild steel coupons that were installed flush with the interior surface of the mill wall. Grinding tests were conducted on quartz, pyrite and quartz-pyrite mixtures at pH levels of 4.6, 7.1 and 9.2. Cathodic protection was shown to reduce mill wear by 30% to 60%. An examination of the coupon surfaces using scanning electron microscopy showed that cathodic protection greatly reduced pitting corrosion. The presence of a sulfide mineral, such as pyrite, was found to increase the wear rate significantly, possibly due to galvanic interactions. It was also found that the wear rate is significantly higher than the sum of abrasive wear and the corrosive wear, due to a synergistic effect.

Long Island Rail Road’s (LIRR) service to New York City is limited to Penn Station on the West Side of Manhattan, which is operating at its practical capacity for the commuter railroad. This situation imposes serious considerations for future growth and limits the destination of many Long Island commuters. The East Side Access Project will provide a connection of the LIRR to the landmark Grand Central Terminal (GCT)on the East Side of Manhattan. The construction of the connection will require significant tunneling and underground work utilizing a variety of construction techniques. In Queens, the connection will require five soft ground tunnels using pressurized face tunnel boring machine. In Manhattan, the connection will require a series of rock tunnels and caverns connecting to two deep large station caverns under GCT to accommodate eight tracks with four platforms in a stacked configuration. The caverns housing train rooms are connected to the lower level of GCT where a large concourse will be provided. With a budget of $4.3 Billion, The East Side Access Project is the largest transportation project ever undertaken in New York City. This paper provides an overview of the project, discusses its environmental and the engineering challenges, and provides an insight into the design development to date.

The choice of fragmentation method is one of the most fundamental aspects of mine design, and often has a major impact on the safety and economic viability of an operation. Almost exclusively, underground mining operations rely on either mechanical excavation or drill and blast techniques to extract rock. Each of these fragmentation methods has distinct advantages and disadvantages, and each is appropriate, and economic, for different mining conditions. However, the choice of fragmentation method can have a pronounced effect on the amount of damage created in the rock mass surrounding the opening. This paper reviews a number of case studies where both mechanical excavation and traditional drill and blast were used in underground mines. Ground support requirements in the mechanically excavated areas are compared to the support requirements in the blasted sections in order to demonstrate the potential safety and cost benefits of the various fragmentation methods.

This subsection explores this need, the role I/S planning can play within a mining company, and finally describes a methodology for development of an I/S plan.

16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. On April 3, 1981, Harrison Western Corporation was awarded a contract by Amax Alloy - A Division of Amax Inc., to sink the Henderson #5 ventilation shaft. The project was located on the Henderson Mine site 88 kilometers west of Denver near the town of Empire, Colorado (Figure I). The Henderson No. 5 Shaft, located in an Alpine environment at an elevation of 3145 meters, was a 9.8 meter diameter concrete lined shaft with a total depth of 793 meters. Work started and continued with Harrison Western employees until January 15, 1982. At that time, Amax made the decision to continue the shaft-sinking with their own labor, and with Harrison Western providing supervision under a management service contract. Shaft sinking continued under this arrangement to October 1, 1982, at which time Amax put the Henderson No. 5 project on standby status until further notice.

Most recent work in the field of mine production scheduling has focused on either the computerization of the traditional methods or the development of sophisticated mathematical optimization models. Yet it is clear to all concerned that the optimizers need to be made more practical and the traditional approach needs to be made more optimal. This paper, along with another recent paper (Gershon, 85) open a middle ground between these two approaches. In that recent paper, a heuristic procedure for production scheduling was introduced. Here, a series of short term optimizations are used in a creative manner to approximate the true long term optimization. Since these small optimizations are aimed at blending to meet production quality specifications, this approach is most applicable to commodities where the blending function is very important such as coal, cement, phosphates or iron, to name a few. The traditional and the optimization approaches are so far apart that their' advocates have difficulty identifying with the other approach. This is especially true concerning the difficulty of understanding the optimization models for those not trained in the field of operations research. This paper takes the position that the pro- 120 per role of the operations researcher is to provide not only useful and advantageous approaches, but practical, understandable and implementable ones as well. This is the goal of the paper in describing a new approach, consistent with the traditional methods and aimed at approximating the results of the optimizers.
