The Atlas Concentrator, reputedly the largest in the Far East today, is located on the island of Cebu in the Republic of the Philippines. It started operation on a 4000 TPD capacity in 1955. An expansion program, coupled with significant improvements both in the Crushing Plant and the Mil, made the Atlas Concentrator what it is today, treating about 14,000 tons of ore per day at a comparatively low cost of about $0.50 per ton treated. The Atlas Copper Mine is at present mainly an open pit operation, with ore supplied from two pits (Lutopan and Biga) north of the Concen¬trator. Development of an Underground Mine, situated on the main ore body at Lutopan, which will be a block caving operation, has been underway since 1963, and this underground mining operation is expected to b e in full production by the latter part of 1966.

These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

Introduction Before examining the current position of the asbestos industry and its market outlook, it is important to describe the product itself. If we are to understand the problems besetting this basic mining and manufacturing industry, and, more importantly, if we are to appreciate solutions to these problems, we had better view asbestos from the proper perspective. Asbestos has a unique combination of properties - properties not found in any other natural substance or man-made material. As a result, asbestos has found its way - in fact, is welcomed - into hundreds of applications. Properties and Products World production capacity of asbestos fiber is about 6.5 Mt (7.2 million st). Major producers and their approximate percentage share of actual production are: USSR, 47%; Canada, 24%; South Africa, 5%; Zimbabwe, 5%; Brazil, 4%; Italy, 3%; and others (including the US, China, and Greece), 12%. As part of a program to address the long-term need to ensure adequate supplies of domestic phosphate raw materials, the Tennessee Valley Authority (TVA) has conducted considerable research on dolomitic phosphate rock beneficiation. The discovery that alkyl diphosphonic acids act as phosphate mineral depressants led to the development of several processes involving a carbonate flotation step for the effective beneficiation of these problem ores. Most recently, a partial deoiling process in which the reagent consumption is greatly reduced has been developed. The reduction is achieved because part of the initial feed is beneficiated without passing through the separate carbonate flotation step. Using this method, a phosphate product containing 30.6-30.9% P2O5 and 0.7-0.8% MgO was obtained from a Florida dolomitic phosphate pebble that contained about 23% P2O5 and 2.0% MgO. The P205 recovery was 80.8-86.5%.

The mining of underground coal presents several hazards for miners, including the risk of an explosion fueled by methane gas and coal dust. Methane gas, produced during coal formation, can continuously leak into old workings and build up through its lower explosive limit. Underground coal mines are required to maintain safe conditions, either by ventilating old workings or sealing them off using approved methods. Seals must be designed to withstand instantaneous pressures for a minimum of four seconds. A design strength of at least 50 pounds per square inch (psi) is required for atmospheres monitored and maintained inert, 120 psi for non-inert or not monitored, and greater than 120 psi for special cases. Due to the high cost and testing environment availability, most mine seals are designed through calculations and computer modeling and not subjected to full-scale testing in a representative environment. High pressure is not the only threat that mine seals may be exposed to. During an underground explosion, pressure waves and gas expansion may propel common mine items and objects to a high velocity, generating enough energy to damage mine seals and reduce their strength. Damaged mine seals may fail to contain their rated pressure, allow high pressure gas and fumes to vent through the seal during an explosion, or allow gasses to leak through the seal later after an explosion has occurred. This paper examines the effects of high velocity impacts of common mine materials and items on a reinforced mine seal rated to 120 psi.

During 1983, 42.2% of the 686.0 (624.3 Mt) million tons of coal reported, 289.6 (263.5 Mt) million tons were mechanically cleaned, of which 107 (97.4 Mt) million tons were cleaned by dense media (magnetite and sand) processes.' The percentage of bituminous coal and lignite cleaned mechanically by dense medium processes increased from 7 to 38% between 1938 and 1983. The Electric Power Research Institute estimates that 150 million tons (137 Mt) of coal were cleaned by heavy-media processes in 1986, and that this number may increase to 265 million tons (241 Mt) by 1990.2 Dense medium separations include those coal preparation processes that clean raw coal by immersing it in a fluid having a density intermediate between clean coal and reject. As there is a general correlation between ash content and specific gravity, it is possible to achieve the required degree of removal of ash-forming impurities from a raw coal by regulating the specific gravity of the separating fluid. Dense medium processes generally offer the following advantages over other coal cleaning processes: • Ability to make sharp separations at any specific gravity within the range normally required even in the presence of high percentages of raw coal whose specific gravity is near the specific gravity of separation. • Ability to maintain a separating gravity that can be controlled within + 0.005 sp gr units. • Ability to handle a wide range of coal sizes. • Ability to change specific gravity of separation to meet varying market requirements. • Ability to handle fluctuations in feed, in terms of both quantity and quality. Unfortunately, dense medium processes can have the following disadvantages: • Relatively high capital costs caused primarily by the need for equipment to collect and recycle the medium. Relatively high operating costs caused primarily by operation of medium recycle equipment and loss of medium.

"A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006). That paper provided information on 9 projects: South Bay Ocean Outfall, San Diego; Channel Tunnel (French Side), France; Storebaelt Tunnel, Denmark; 4th Elbe Tunnel, Germany; Wesertunnel, Germany; Westerschelde Tunnel, Netherlands; St. Petersburg Red Line, Russia; Nara Prefecture Water Conveyance Tunnel, Japan; and Tokyo Wan Aqua Line Tunnel, Japan – see Table 1."

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This research will be presented in a series of papers, this one and two more that will be published on Mining Engineering?s web site, www.me.smenet.com. This paper identifies the variables associated with risk in mining projects, and their effects. The second paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved. There are several major competing entities, including BHP Billiton, Rio Tinto, Anglo American, Xstrata, Freeport-McMoRan, Chinese government- run companies and Japanese trading companies, that have large foreign holdings, controlling deposits in most of the world?s established and productive mining districts. In general, the mining industry considers the United States, Canada, Australia and the European countries to have good mining investment environments, but because the major companies have already achieved market dominance in those countries, large investments are required there. Newcomers seeking to enter the industry, either as producing companies or as investing partners, often have difficulty breaking into these established markets. Thus newcomers are increasingly turning to new areas like South America and Africa, which are relatively less developed. The competition among businesses to secure a share of the new market is intense, but there are still good investment opportunities. However, because most of the countries in these areas are not well developed, several additional risks are associated with participation in mining projects in those areas.

Both private industry and the Interior Department have become alarmed about the enormous amount of Federal land that has been withdrawn from appropriation either under the Mineral Leasing Laws or the Mining Law of 1872. According to a recent article by Gary Benethum and L. Courtland Lee, governmental actions have withdrawn nearly 400 million acres from the operation of the Mining Law of 1872 and over 500 million acres from the Leasing Laws. An addition al 100 million acres for the Mining Law of 1872 and 70 million acres for the Leasing Laws are either encumbered or being managed in such a way as to constitute a defacto withdrawal from mineral development. This means simply that mineral exploration end development under the Mining Law of 1872 is either prevented or discouraged in an area the size of the states of California, Arizona, Washington, Oregon, Nevada, Utah, Idaho, and one half of Colorado combined. Under the Mineral Leasing Laws, exploration and development is either prevented or discouraged in an area equal in size to all the states east the Mississippi River, except Maine.

A compact 4.87 m (16 ft) diameter tunnel boring machine (TBM) is capable of boring a 12.2 m (40 ft) radius curve while gripping horizontally, or vertically, as may be required for the excavation of turnouts. The machine's 5.0 m (16.5 ft) length and a patented machine structure allows steering while boring without causing harmful eccentric loads. An extremely stiff thrust system, rigid front and rear grippers, and the torsional stiffness of a front end electric cutterhead drive combine to create superior machine stability and boring efficiency. A 2.2 m (7.2 ft) diameter prototype, complete with a soft ground shield attachment, was used successfully on a tunnel project in Scotland.

The Thompson Creek molybdenum deposit is located in the Bayhorse mining district about 20 air miles southwest from Challis, Idaho. Cyprus Mines Corporation began exploration on the property in 1968, and at present is in the pre-production stripping phase. Molybdenum mineralization is contained in a late Cretaceous (88 m.y.), composite, biotite granodiorite-quartz monzonite intrusive complex. The complex intruded carbonaceous argillites, causing local silicification and hornfelsing of the sedimentary rocks. The main portion of the orebody is unconformably overlain by up to 1000 ft of Challis volcanic rocks (49 m.y.). Surface mineralization and related rock alteration can be recognized over a 2500- x 8000-ft area extending northwesterly from the discovery outcrop. Molybdenite occurs in a network of subparallel quartz-biotite-muscovite-orthoclase veins and veinlets within the intrusive rocks. The zone of +0.020/0 Mo mineralization outlines a steeply dipping tabular configuration in the main orebody and gradually changes into a hood-shaped configuration along strike to the northwest. The overall grade [ ] of the deposit is controlled by the abundance of the quartz- molybdenite veins and veinlets in the intrusive rock. Very little disseminated mineralization is present, and no economic mineralization occurs in the argillaceous sedimentary rocks. Muscovite, biotite, and orthoclase/microcline define three alteration zones that conform with the overall zone of mineralization. The upper alteration zone contains dominantly muscovite and sericite associated with quartz veins. The central zone contains coarse biotite and locally orthoclase and microcline. Molybdenite is most abundant within this zone. The lower zone contains thin envelopes of orthoclase/microcline around quartz veins. Based on about 313,000 ft of drilling and 8592 ft of underground development work, computer-derived ore reserve calculations indicate 200 million tons averaging 0.1 1% Mo at a 0.050/0 Mo cutoff grade with a waste to ore stripping ratio of about 3:l.

One of the most important considerations in the efficient operation of an under¬ground mine is the haulage system. Often the determining factor between profit or loss is the quick removal of ore and waste from the working places to secondary and main-line haulage areas, and so on to the outside. Important, too, is moving supplies from the surface to the working faces so that the loading process can continue with little interruption. Men must he transported in a rapid but safe manner. It has been through the efficient use and generally the combination of mine cars, track, belt conveyors and rubber-tired haulage equipment that underground operations have been able to compete with the more popular strip or surface mining. As near-surface ore bodies are exhausted, underground haulage will play an expanding part in economically furnishing the world's needs for all types of minerals. The choice of underground haulage equipment, wherever possible, should be one that will give the smallest overall cost of ore removal during the life of the mine while meeting necessary safety requirements. The reader is referred to Sec. 12 for equipment such as scrapers and load-dump-¬haul units that perform loading as well as haulage duties. 14.1-MINE CARS AND TRACK NILES E. GROSVENOR Main-Line and Secondary Haulage-Many mines today use a combination of belt and rail haulage. Even if a- belt system is used to carry the product from the face to the surface, track is used to transport workmen and supplies. A track system, when properly installed, will provide interruption-free and safe haulage. Schrecengost 2 lists the following as major advantages of track haulage: 1. Safety in transporting men in and out of the mine in personnel cars. 2. Easy and rapid transportation of supervisory personnel. 3. A temporary shutdown occasioned by a roof fall or power failure along the haulage system will not shut down the production areas. 4. Quick availability of repair parts and supplies. 5. Large pieces of coal or rock can be handled without damage to the haulage equipment. 6. In areas where quality fluctuates noticeably, different cars may be separated out for special preparation. 7. Rock or equipment may be loaded and moved out of the mine without interference with the production or preparation of the coal. 14.1.1-MINE CARS Mine cars with steel bodies are used in all types of present-day mining. Wooden cars usually are more bulky and less resistant to wear and damage, but are more easily repaired. Regardless of the type of mine car selected, it is most practical to standardize on one type or make to simplify repairs and limit the amount of spare parts necessary to stock. Rigid-body flat-bottomed cars are simpler and usually lower than others of equal capacity. Phosphogypsum (PG) is a by-product of solid waste produced by the phosphate chemical industry. Owing to large emissions and massive storage issues, it causes a potential threat to our environment. Hereby, a method based on the precipitation and crystallization properties of calcium phosphate-magnesium ammonium phosphate (CP-MAP) followed by its adsorption on active solid waste powder is used as the main principle to treat PG harmlessly. The treatment process and its influencing factors for orthogonal experiments along with the associated environmental safety have been studied in detail. The results showed that this method could simultaneously remove soluble phosphorus and soluble fluorine from PG. When ACP, FA, HBM, and Ur were added to PG at a dosage of 3%, 13.5%, 0.04%, and 0.04%, respectively, the residual phosphate and fluoride contents was 0.061 mg/L and 0.856 mg/L respectively in the PG leaching solution. Compared to state-of-the-art approaches, this method exhibited higher efficiency in removing phosphate and fluoride. Most importantly, this method does not cause any secondary pollution in the process, thereby showing a novel application in large-scale industrial treatment.

The mechanisms involved in the adsorption of modified thiol-type collectors on sulfide minerals have been investigated in the present work. These collectors belong to the broad classes of thionocarbamates, thioureas, thiophosphates and thiophosphinates. They differ significantly from the traditionally used thiol-type collectors, such as xanthates and dithiophosphates, in terms of structural features that involve either the introduction of an additional oxygen donor or the alteration of electron densities on donor atoms. Electrochemical studies suggest that the adsorption of these classes of collectors is probably the result of a coupled reaction of the EC-type, involving an initial electron transfer step (E), followed immediately by a chemical reaction (C). Thus, the overall adsorption process is controlled by both the E, and pK of the system. The role of structural features in changing the interaction of the donor atoms with sulfide minerals is also discussed.

The recently enacted federal surface mine law (P.L. 95-87) will increase further the complexity of securing a reclamation permit. This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the contruction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance and improved cost control.

The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe's newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature's environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health and- ministration (OSHA) are accepted by MSHA relative to coal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. The centennial celebration of the AIME provides an opportunity to review some aspects of developments in mineral exploration since 1871 and to reflect on the changes that have occurred. During this period seven Factors have fundamentally altered the procedures, techniques and philosophy of mineral exploration. Although most of these developed gradually, and unheralded, they have drastically altered the art of exploration and discovery. 1. ADVANCES IN MINING AND MILLING The development of huge shovels, draglines, trucks and track-mounted drills, to replace the wheelbarrow and single Jack has drastically expanded the rate of production for both underground and surface mining. The development of selective flotation has had a far-reaching affect on mineral exploration and has made it possible to extract metals from the metallurgically complex deposits discovered years before. These developments have reduced the costs of mining and treatment, and have transformed material into ore that was considered waste one hundred years ago. These advances have permitted exploration for progressively lower grade and larger mineral deposits.

Preventing the spontaneous combustion of remnant coal, which is indicated by carbon monoxide (CO), is a significant issue for coal mining safety. The N00 longwall mining method with Z-type ventilation is advantageous for the prevention and control of CO; however, research regarding this topic is limited. To investigate the distribution of CO in a goaf and working face, a sealing material and technique for blocking the goaf were introduced after proposing a forming method for a Z-type ventilation system; furthermore, a monitoring method was designed and applied in the field. The results demonstrated that the CO concentration during mining in the upper corner and return airway ranged between 4–6 ppm and 3–7 ppm, respectively. More importantly, no CO was generated in the goaf. The results indicate that the advantages and mechanisms regarding the prevention of spontaneous ignition using the N00 longwall mining method with Z-type ventilation are as follows: (1) The adoption of the downward ventilation technique is not only beneficial for reducing the air pressure difference between both ends of the working face, but also prevents CO accumulation in the upper corner. (2) The basis of a spontaneous combustion disaster is eliminated owing to the absence of coal pillars reserved in the goaf. This study proposes a superior method for mitigating spontaneous combustion disasters related to remnant coal in the goaf in a coal mining field and contributes to the better understanding of the N00 longwall mining method for coal mining safety.
