The Nutley Quarry Trunk Sewer Project is a good example of a tunnel that went through difficult and complex ground. The 2 m (7ft.) diameter and 840 m (2,750 ft.)long tunnel passed through soft ground, mixed face, and hard sandstone. The soft ground and mixed face tunneling provided several challenges. During excavation of the tunnel, the Contractor encountered a number of unanticipated large boulders. In addition, the length of the mixed face portion of the tunnel increased by 100%. The Contractor tried various construction techniques to overcome the difficult ground conditions and complete the project. The tunneling progress was slower than expected. The Contractor claimed extra costs for differing site conditions. Through discussions and negotiations between the Contractor, Engineer, and Owner, all of the changed condition claims were settled before the construction of the project was completed. This paper addresses the difficult ground conditions, claims evaluation, and how they were resolved by cooperative efforts between the Contractor and the Owner/Engineer.

The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

A high calcium fluid-bed combustor ash has been shown to be an effective binder at dosages of 1 to 2% of the magnetite concentrate weight. Magnetite pellets 1.3 cm (1/2 inch) in diameter were produced with dry crushing strengths greater than 22.3 Newtons/pellet (5.0 pounds force/pellet), which is comparable to the results produced using conventional bentonite binder. The effectiveness of fly-ash-based binders was considerably improved when calcium chloride was added as an accelerator. Addition of calcium chloride at a rate of 0.1 to 0.2% of the total powder weight increased the strength of dried pellets by as much as 22% compared to the strength of pellets made using fly-ash without accelerators.

The Bright water Conveyance System includes 21 km of tunnels mined by two earth pressure balance Tunnel Boring Machines (TBMs) and two slurry TBMs. The probabilistic baseline approach defined in the Geotechnical Baseline Report (GBR) can representatively be verified by use of a comprehensive tracking system to identify face conditions that allows comparison with the baselines. The glacial geology includes a high lateral variation in soil types that, when combined with the pressurized face tunneling methods, creates challenges for documenting face conditions. Baseline tracking using spoil samples and TBM operational parameters provides information to document actual conditions and support resolution of differing site condition claims.

The dream of constructing the new Second Avenue Subway in New York has finally become reality as the first construction contract package is currently underway. This first contract requires the construction a TBM Launch Box in the middle of Second Avenue from which a Tunnel Boring Machine (TBM) will bore two tunnels south to 63rd Street. This paper will discuss the design of this contract and how construction has progressed including preparation, site constraints, utility construction and com-munity impacts while highlighting the challenges of working in an urban environment. It will also discuss moving forward on this major project outlining the remaining contract packages including their scope and status.

De Beers? Finsch diamond mine began operation in the 1960s as a surface project using the latest technology available. During the 1990s, the operation, located about 160 km (100 miles) west of Kimberley, South Africa, began its move as an underground mine. The earlier stages (Blocks 1, 2 and 3) of underground work at Finsch used open stope mining methods, also using the latest in technology. The mine began developing Block 4 in 2004. How-ever, studies on this level showed that block caving was a more efficient mining method than open stoping. It was during those studies that De Beers determined that Block 4 would be a good candidate for testing Sandvik?s automated truck haulage technology.

India produces about 70 Mt/a (77million stpy) of coal ash (fly ash and bottom ash) from burning about 200 Mt/a (220 million stpy) of coal for electric power generation. The average ash content is 35%. In contrast, the United States produces about 70 Mt/a (77 million stpy) of coal ash from burning 800 Mt/a (880million stpy) of coal for power generation. Its average ash content is less than 10%. In 1998, GAI Consultants Inc.(GAI) embarked on a federally funded, multiyear project to assist the government of India in solving its growing coal-ash management problem.

Production, on the basis of preliminary data, was 964 kt (1.1 millon st) with an estimated value of $45.3 million. That was a 10- percent decrease in tonnage from 1.07 Mt (1.2 mil-lion st) with a value of $49.2 million that was produced in 2007. Tennessee was the leading producer state with 63 percent of domestic production, followed by Texas, Mississippi and Kentucky. About 73 percent of production was airfloat, 16 percent was crude and 11 percent was water-slurried.

Purpose This is a unique project because the mining and tunneling industries have become highly mechanized and cannot normally accommodate a project where surface disturbance must be minimized or eliminated when there is less than 10 feet of ground cover. More traditional less mechanized methods must be employed and the skills and techniques for accomplishing the work have become all but non-existent. Therefore, this article highlights those areas of specialized skills and techniques. Methods The article will describe the design approach, the method(s) of ground support selected, the method(s) of excavation selected, the planning, scheduling and materials selection process. In addition, the article will describe the actual production characteristics and the results of the project. This approach will concentrate on productivities, adaptations to actual conditions and the quality of the end product. The design approach basically was to insure that the temporary support methods were adequate for the excavation and shoring stage of the project. The final concrete liner was designed using conventional structural design methods with the goal of constructing a tunnel that will last 100 years. The methods of support were spiling and variations of spiling in order to provide advance temporary ground support. In this project spiling is steel channel cantilevered and driven into the ground ahead of the working tunnel face which supports the ground allowing the face muck to be removed with overhead protection’. Conclusion This will be a discussion of the applicability of the methods. The actual performance of the excavation and shoring methods will also be evaluated. The final concrete liner completion results, the actual production rates and the conformance with budget and schedule will be addressed.

Vale Inco Ltd. is trialing several energy conservation initiatives in an effort to minimize costs and reduce green house gas emissions. The Ventilation on Demand (VOD) concept is a major project being carried out in various phases at Vale Inco mines. Due to the complex nature of a dynamic VOD system, Vale Inco is taking a systematic approach of testing VOD system components with milestone evaluations of each project. Coleman Mine was selected to pilot test the functionality and robustness of automated louvers in the underground environment; with the goal of optimizing mine airflow such that ventilation would be available for developing a new ore body. This project involved installing automated louvers in the exhaust raises; and installing variable frequency drive (VFD) starters on auxiliary supply fans. Because the VOD project created efficient utilization of the ventilation air in the 153 OB, the 170 OB is currently being developed without increasing the total fresh air into the mine. This paper describes the louver system component of VOD as applied at the mine.

This paper describes highlights of the Placer Dome MiniMole project - the development and testing of a robotic machine for mining narrow ore veins. A prototype hydraulically controlled robotic machine was built and tested. The machine provided a platform for testing numerous cutters in the field. Other cutters, e.g. undercutting devices, were tested in the lab. Extensive analyses were done on specific energies and cutter penetration. Three sets of quarry trials were done, then the machine was tested in an underground mine. Rock UCS values varied from 180 MPa to 230 MPa. The paper includes lessons learned and recommendations based on the project findings.

In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

INTRODUCTION The level of analysis for the selection of extraction practices and equipment for surface mining differs significantly from that found in underground mining. In underground mines, manufacturers establish the operating ranges of the equipment, such as continuous miners, loaders, and boring machines, based upon required clearances. Even in conventional mining, the drilling and blasting operation is usually based upon experience. The selection of extraction methods and equipment for surface mining is more complex. Since the equipment is not as confined as in deep mining, and the topography tends to be highly variable over the limits of the mining property, primary extraction equipment must be sized according to reach and capacity. Further, due to the depositional characteristics of the over- burden, drilling and blasting patterns must be well- designed to provide proper fragmentation. The following sections provide a general outline for the selection of surface excavation practices and equipment. The topics covered include drilling and blasting and the selection of both primary extraction equipment (draglines and stripping shovels) and secondary extraction equipment (bulldozers, scrapers, and front-end loaders). EXCAVATION FUNDAMENTALS Before discussing surface excavation, a few concepts need to be defined. A bank cubic yard of material is equal to one cubic yard as it lies in its natural or undisturbed state. A loose cubic yard is that portion of a bank yard that after being disturbed has expanded to measure one cubic yard. Swell is the volume increase of a material when it is removed from the natural state. Finally, load factor is the percentage decrease in the density of a material from its natural state to a loose state. Table 1 summarizes these concepts for various materials. When the amount of overburden to be removed to meet a predetermined production rate is established, a suitable bucket size for the primary stripping equipment must be calculated. The following equation can be used: NBSIZE = TBC/[(OF) (BF)] (1) where NBSIZE is the actual bucket capacity after considering the swell percentage, the bucket fill factor, and the operating efficiency; TBC is the theoretical bucket capacity (TBC = COB/NTCPM); OF is the operating efficiency; BF is the bucket fill factor; COB is the cubic yards of overburden to be removed; NTCPM is the number of theoretical cycles per month [NTCPM = (SMH) (3600)/(CT)]; SMH is the scheduled monthly hours; and CT is the cycle time in seconds. FRAGMENTATION PROCEDURES Drilling Where the strength of overburden material is such that blasting is required prior to excavation, drilling is conducted before using explosives. Two methods of drilling are found in mining-percussion and rotary. Penetration of overburden by percussion drilling is carried out by successive impacts of the bit into the rock. Emphasis in this section will be placed on rotary drilling, because for surface mining it is the most versatile form of overburden penetration. Rotary drilling is conducted by rotating a rigid string of tubular rods to which a rock-cutting bit is attached. The drilling energy is supplied by rotation as well as thrust and the cutting action consists of abrasion, scraping, spalling, or chipping. The size range for rotary-drilled blastholes is from 4 in. to 15 in., with 9 in. and 12 in. being common sizes. There are two types of bits used for rotary drilling-drag and rolling cutter. Drag bits are applicable in soft to medium-soft shales or their equivalents. Since their effectiveness is dependent upon a successful scraping action, drilling thrust is lower for drag bits than for rolling cutter bits; the opposite is true for torque requirements. The bits are usually fitted with replace- able tungsten-carbide cutters. Rolling cutter bits, though available in a two-cone configuration, are usually of the three-cone style (Table 2). The rolling cones have either large steel teeth for drilling through soft formations or small tungsten-car- bide inserts for drilling through hard formations. Table 3 relates bit size and weight to the strength of the rock. The major advantage of rotary drilling is its rapid drilling rate. This is due to the fact that, unlike percussion drilling, rock penetration is uniform with depth. Underground mining method selection (UMMS) is one of the most important issues in mining engineering. Underground mining method should be primarily selected to make use of underground resources optimally. It is nearly impossible to change the mining method once selected by the reasons of rising costs and mining losses. Because of these reasons, UMMS process is extremely important in mine designs and economics. The strategy of underground mining method selection has been studied by different researchers in the literature. Boshkov and Wright (1973) proposed a classification system; Morrison (1976) suggested a selection chart; Laubscher (1981) proposed a selection methodology; Nicholas (1981) presented a classification system; Hartman (1987) developed a selection chart and Miller-Tait et al. (1995) modified the Nicholas? system and developed the UBC mining method selection process. In reality, UMMS is one of the important Multiple Attribute Decision Making (MADM) problems and mining engineers have always some difficulties in making the right decision in the multiple criteria environment. To make a right decision on UMMS, all known criteria related to the mining method selection should be analyzed and the problem solved according to suitable decision making techniques. A review of the literature reveals that decision making techniques have been used for UMMS applications. Kesimal and Bascetin (2002), Bitarafan and Ataei (2004), Bascetin et al. (2006), Alpay and Yavuz (2007), Karadogan et al. (2008) and Samimi Namin et al. (2008) used decision making techniques in UMMS applications. In this paper, two different MADM methods: Analytic Hierarchy Process (AHP) and Fuzzy Multiple Attribute Decision Making (FMADM) are applied to select the optimal underground mining method for a chromite mine and final solutions are then compared. THE AHP METHODOLOGY The AHP method developed by Saaty gives an opportunity to represent the interaction of multiple factors in complex unstructured situations (Triantaphyllou, 2000). The method is based on the pair-wise comparison of components with respect to attributes and alternatives. A pair-wise comparison matrix n×n is constructed, where n is the number of elements to be compared. The method is applied for the hierarchy problem structuring. The problem is divided in to three levels: problem statement, object identification to solve the problem and selection of evaluation criteria for each object. After the hierarchy structuring, the pair-wise comparison matrix is constructed for each level where a nominal discrete scale from 1 to 9 is used for the evaluation as shown in Table 1 (Saaty, 1980; Saaty, 2000). The next step is to find the relative priorities of criteria or alternatives implied by this comparison. The relative priorities are worked out using the theory of eigenvector. For example, if the pair comparison matrix is A, then, [Amax=××- [1] ] To calculate the eigenvalue ??max? and eigenvector w=(w1, w2,..., wn), weights can be estimated as relative priorities of criteria or alternatives. [ ] Since the comparison is based on the subjective evaluation, a consistency ratio is required to ensure the selection accuracy. The Consistency Index (CI) of the comparison matrix is computed as follows: [CImax--= [2] ] where ?max is maximal or principal eigenvalue, and n is the matrix size. The consistency Ratio (CR) is calculated as: [CR= [3 ] where ?RI? Random Consistency Index. Random consistency indices are given in Table 2. [ ] Table 2. The Niagara Tunnel Project (NTP) is a 10.4-km- (6.5- mile-) long, 14.4-m (47.5-ft) bored tunnel that will run under the city of Niagara Falls from the Upper Niagara River to the Sir Adam Beck power station. The completed project will enhance the capacity of the Sir Adam Beck power station by adding 500 m3 /sec (17,657 cu ft/sec) of water through the tunnel. The project uses the world?s largest hard-rock tunnel boring machine (TBM) at 14.4 m (47.5 ft) in diameter to excavate the tunnel. Features of the project include the use of a high performance (HP) main beam TBM, state-of-the-art ground support and tunnel logistics systems. A continuous conveyor is used for muck transport from the TBM to the disposal area In June 2004, the Ontario government announced that Ontario Power Generation (OPG) had been given approval to proceed with the third tunnel under the city of Niagara Falls ? the first two tunnels were constructed in the 1950s using drill-and-blast techniques. The third tunnel, appropriately named the Niagara Tunnel Project (NTP), consists of a 10.4-km- (6.5-mile-) long TBM-bored, concrete-lined tunnel with a finished diameter of 12.5 m (41.1 ft). In August 2005, OPG the selected of Strabag of Austria, one of the largest construction companies in Europe, as the contractor to build the NTP at a price of C$600 million. In September 2005, Strabag selected The Robbins Co. of Solon, OH to design, manufacture and deliver a new 14.4- m- (47.5-ft-) diameter high performance, state-of-the-art main beam hard rock TBM to be used in the excavation of the tunnel. To meet the aggressive construction schedule as requested by OPG/Strabag, the TBM needed to be sup-plied as ready-to-bore within a 12-month period after the contract was awarded to Robbins.

Since the 1960’s toroidal conductivity has been used to determine the Alumina to Caustic ratio of the digester discharge liquor stream. In recent years the application of ceramic materials have allowed the sensors to moved upstream to provide tighter control of the process. In the Bayer process, dissolving the aluminum contained in bauxite ore in caustic soda and converting it to aluminum oxide produces alumina. An important parameter of the process is measuring the alumina to caustic ratio in the digester discharge stream. The A/C ratio at a given caustic concentration is a measure of the degree of saturation of the alumina in the plant liquor. The aim in the process is to achieve a high A/C ratio. There is however a limit where precipitation will occur if the A/C ratio is too high. For many years conductivity has been used to determine the A/C ratio. Conductivity of discharge liquor is related to the caustic concentration. The change in the caustic concentration is in the same direction of the change of solubility of the alumina. Controlling the conductivity through adding additional bauxite ore and varying the dilution flow can increase plant yield.

Equipment-washing facilities at Freeport-McMo-Ran?s Sierrita Mine in Arizona produce a mixture of oil and water that was difficult to dispose of easily or cheaply. However, after some changes in the facility, waste oil is now used as part of the mining process. Freeport-McMoRan Copper & Gold Inc., head-quartered in Phoenix, AZ, operates copper, gold and molybdenum mines. It is the world?s largest producer of molybdenum. Heavy equipment used at the mine is hosed off periodically in the wash bay. The dirty water and oil mixture drains into the sump next to the bay. Oil was manually collected for disposal. This was a tedious and dirty process Mine managers sought a more efficient method of removing the oil. Instead of spending the time and effort skimming the tank with vacuums or sorbents, they enlisted the help of Abanaki Corp., manufacturer of the Model 4 Oil Grabber. Engineers designed the sump to utilize prevailing winds to blow the oil to one corner. This was the ideal place for the Abanaki skimmer. The skimmer removes the oil and discharges it into a plastic storage container. ?This reduces the time needed to keep the area clean, and the staff can focus on cleaning the equipment rather than worrying about the oil,? according to Jay Salerno, construction manager at the Sierrita Mine. Salerno is considering adding an optional oil concentrator to the skimmer to make the process even more efficient. The concentrator would remove any water picked up by the belt and return it to the sump, leaving nearly pure oil for disposal. Because the mine is located in the Sonoran desert, most of the water evaporates in the hot, dry air and is not reused.

The use of a single tunnel boring machine (TBM) tunnel of approximately 12 to 13 m (40 ft to 43 ft) diameter for transit systems to house both light rail or subway tracks in a stacked configuration is an advanced concept that allows significant savings in construction cost and time while reducing, to a large extent, the negative effects on the environment. This solution, similar to the recently completed Barcelona Metro Line 9, integrates station platforms, train storages, crossovers, bypass tracks, ancillary areas and utility corridors inside a single tunnel. Each of the underground stations consist of a cut-and-cover entrance structure and ventilation shafts, that also serve as emergency exits. The excavations for the station structures and shafts can be done on one side of the street with nominal impact on traffic and utilities.

Current practice in mining frozen, underground placers is to support the mine openings by leaving remnant pillars, which are kept frozen to maintain their stability. These pillars may be partially extracted depending on mining conditions, but this practice may be risky, and roof falls are common. Instead of allowing the mined-out areas to cave, the extracted entries could be filled with waste material, which would then be frozen, using cold ventilation air. A finite difference model for analyzing the effects of various parameters on the freezing of backfill in underground mines in the Arctic has been developed and tested. The model also accounts for properties unique to a frozen rock mass, including those that change with temperature. Examination of the characteristics of ice-cemented mining waste materials as backfill indicates that with proper engineering control, a backfill system can be designed for use in production mines. The system will allow increased extraction ratio while maintaining the stability of underground openings with minimum heat impact on the surroundings. These simulated results establish the relationships among the strength, the temperature, and the freezing characteristics of a given material. When coupled with site observations these relationships will facilitate the optimal design of ore pillar recovery methods.
