Throughout all segments of the United States mining industry, 163 independent contractor employees were fatally injured between 1990 and 1997. Factors that contributed to these injuries were identified after reviewing descriptive information contained in Mine Safety and Health Administration fatality reports for each of the incidents. Thirty-three unique contributing factors were identified and multiple factors were noted for each fatality. Those most frequently discerned were "failure to follow `standard operating procedures"', (35% of the fatalities), "poor positioning of employee" (26% of the fatalities) and "failure to maintain equipment" (23% of the fatalities). Contributing factors were then associated with the accident and job classifications of the victims. Factors having the highest frequencies in the top five accident classifications where most fatalities occurred were as follows: powered haulage - "failure to maintain equipment"; machinery - "poor positioning of employee"; slip/fall of person - "inadequate fall protection" and "failure to wear safety line"; electrical - "equipment contact with power line"; and falling/rolling/sliding rock - "poor positioning of employee. " Among the job classifications in which most fatalities occurred, leading contributing factors were as follows: truck driver - "failure to follow standard operating procedures" and "poor positioning of employee"; laborer/utility man/pumper - "poor positioning of employee"; mechanic/ repairman and welder - "failure to follow standard operating procedures." Recommendations for utilizing contributing factor information as a basis for safety training are proposed. Training programs may be developed that inform independent contractor employees of factors which, in the past, have contributed to fatal injuries in their job classifications. Then, by combining this information with contributing factors identified in "related" accident classifications, a truly focused training intervention that addresses very specific workplace hazards may he developed.

At our annual meeting in St, Louis, Mo. in February 1961, we presented a comprehensive paper (No. 61-B-22) on the subject of "Blending and Handling of Materials for Agglomeration". In that paper you will find a discussion on the difference between "blending" and "mixing". With regard to "blending" we brought out the facts of its usefulness for the preparation o materials in an agglomerated mass to attain controlled chemical and physical uniformity. "Mixing" was discredited as not being useful for the attainment of uniformity of any kind.

In less than two years, Stratmin has discovered, explored, developed, financed and put into production by open pit, a large graphite mine. The deposit, hinted by airborne electromagnetic survey, was discovered in September 1987 through various ground geophysical surveys, diamond drilling and trenching. The open pit started production in February 1989, feeding a nearby leased mill at Notre-Dame-du-Laus (Quebec), having a processing capacity of 400 tons per day. A new 1,000 tonne per day mill was built at the mine site, in Lac-des-lies (Quebec) and began production in April 1990. The Lac-des-lies graphite operation is currently one of the largest of its kind in the world. Mine and mill facilities are operated by Stratmin Graphite, jointly owned by Stratmin Inc. (75%) and Imetal-France (25%), a wholly owned subsidiary of Imetal (France). From initial exports limited to Japan and United States, Stratmin Graphite is now exporting in fourteen different countries, attesting to the very high quality of its products, with grades ranging from 92% to 97% carbon. Among the numerous graphite deposits discovered in Canada, Stratmin Graphite Inc. has emerged as the leader and virtually the sole crystalline graphite producer in North America, operating on a continuous basis.

In contrast to the rather generalized title of this paper, the subject of discussion will deal with two specific cases of sliding in glacial lake clays in northern Michigan. The slides in question occurred on lands owned by the Upper Peninsula Power Company a short distance south of Lake Superior. Slope failure problems have plagued the Company's operations for many years. It is hoped that this paper may provide some insight into the causes and possible mechanisms of clay slides in general as well as providing details of the two slides specifically cited. LOCATION The Upper Peninsula Power Company's Victoria facilities lie in section 29, T. 50 N., R. 39 W., in Ontonagon County, Michigan. The power site is situated on the West Branch of the Ontonagon River, approximately five miles southwest of the town of Rockland and only one mile to the southeast of the old mining location of Victoria. The area lies wholly within the Precambrian Shield and it is geologically similar to adjacent parts of Wisconsin, Minn¬esota, and Ontario. (Figure 1). THE VICTORIA HYDROELECTRIC SITE The Victoria hydroelectric power facilities were constructed in 1930 on a portion of the West Branch where meanders are conspicuously developed. The generating station is actually sited on an abandoned meander at a place where valley widening has occurred. The increase of the proportion of high Al2O3 content iron ore fine in iron and steel enterprises has brought about a series of problems such as the increase of the viscosity of blast furnace slag and the difficulty of the separation of slag and iron. In order to solve this problem, the effect of increasing MgO content on the technical and economic index, the cold strength, and metallurgical properties of high basicity and high-alumina sinter was studied through sinter pot test. Nova400NanoSEM field emission scanning electron microscope was used to analyze sinter microstructure. The experimental results show that when the MgO content fraction in the sinter with high basicity and high aluminum increases from 1.72 to 2.49%, the vertical sintering speed decreases by 4.38mm/min, the utilization coefficient decreases by 0.51t/(m2 h), and the low-temperature reduction degradation index increases by 6.7%. When MgO content in sinter is 2.11%, drum index and reducibility index are the highest, reaching 61.93% and 86.39% respectively. Mg2+ is mainly solid dissolved in the magnetite lattice and replaces Fe2+, up to 3.64%. The generated magnesie-containing magnetite inhibits the phase transition from Fe3O4 to Fe2O3 oxidation process in the sinter cooling process, which reduces the generation of secondary hematite and is conducive to improving the low-temperature reduction degradation performance of sinter.

Cobalt, nickel, and manganese can be recovered quickly, cleanly, and selectively from cobalt-rich manganese crust by leaching in dilute acid solutions in the presence of hydrogen peroxide. Common selective precipitation methods can then be used to recover these metals from the leach liquor. The leaching reaction produces only oxygen as a byproduct, and the waste residue from leaching was tested and found to be non-hazardous under existing EPA specifications. The leaching process is effective in either fresh water or seawater. This research is a part of the Bureau of Mines program to identify the mineral resources of the Exclusive Economic Zone and devise methods for recovering their valuable components.

A series of tests were run on soil samples collected near the site of a Socorro, NM lead smelter that was abandoned more than 98 years ago. Three 30.5- x 30.5-m (100-X 100-ft) squares provided 13 samples each. As described in Part I (this issue), each sample was divided into seven splits according to particle size. A mineralogical examination of the fine-size fraction of Pb-contaminated soils failed to reveal crystalline Pb compounds. These authors conclude that Pb is present as amorphous phases or is adsorbed on the surfaces of soil particles. Site vegetation contained elevated Pb levels that increased with increasing Pb amounts in the soil. However, the biological absorption coefficient (BAC) indicates that some of the site's Pb is unavailable, or the plants are able to limit their uptake. Of the vegetation tested, rabbit bush showed the greatest increase of Pb levels in its roots, whereas levels in creosote were highest in the foliage. In cactus, the Pb levels varied. The amount of Pb due to dust incorporated in plant tissue is almost negligible compared to the amount absorbed through the plant vascular system.

"Mineworkers are routinely tasked with making critically important decisions about whether or not a hazard presents an imminent danger. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants indicated having processes in place for what should be done once an imminent danger situation is identified. Critically, however, they report having no systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. While this is important for all imminent danger situations (e.g., failure to lockout/tagout), it is especially important for those situations that are not immediately recognizable as imminent danger. In this paper, we identify and describe, three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication, and specialized training to increase awareness of imminent danger situations. INTRODUCTION In recent years, the metal and nonmetal (M/NM) mining sector, as categorized by MSHA, experienced an increase in the number of fatalities occurring at mine sites. From 2013 to 2015, 69 mineworkers were fatally injured; that is twice the number of fatalities that occurred in each of the previous two years (MSHA, 2015a). As a way to address this increase, the Mine Safety and Health Administration (MSHA) issued a program policy letter (P15-IV-01) suggesting that “miners would benefit from rigorous workplace examinations conducted by experienced and trained examiners (MSHA 2015b).” The goal of workplace examinations is to find hazards in the field and mitigate them before they cause injury or death to mineworkers. While it is important to identify all hazards in the workplace, it is critically important to identify those hazards that are considered imminent danger because they require an immediate response to avoid a severe or even fatal injury."

This paper presents a kinematic approach for blast modeling with examples of blast models that were developed previously. A kinematic approach was applied successfully in developing blasting models that can simulate all blast design parameters for field applications. Several applied blasting models have been developed and applied widely in the world. A kinematic approach to blast modeling refers to using measurements of kinematic quantities such as the velocity, strain, or displacement and well-established assumptions to model blasting phenomena, rather than being restricted to use first principal of physics, such as, the stress- and material-constitutive relations. The kinematic quantities are easy to measure in the field. Due to the complexity and inhomogeneity of rock mass properties, using first principles of physics, many parameters of rock and explosive properties must be involved, which are hard or impossible to quantify. This creates a major impediment when trying to simulate the total process of blasting based upon first principles of physics. The 3D kinematic model for muckpile formation was developed and applied to open pit blasts. The multiple blasthole fragmentation model developed during recent years has been applied successfully to many mine sites around the globe. These models are typical examples of blast modeling using the kinematic approach, which enables the models to catch major trends of the blasting process and explicitly simulate full blast design parameters and complex geometries. Blast modeling using the kinematic approach results in easy model calibration and validation against field measurements and effective applications to practical problems. Using kinematic models of the muckpile formation and the multiple blasthole fragmentation model, this paper demonstrates the merits of the kinematic approach for blast modeling. New developments of the models were also presented in the paper, which illustrate the potential of the kinematic modelling approach.

"Rock dust is applied in underground coal mines to prevent the propagation of coal dust explosions. The application is conducted either dry or wet. Both methods have advantages and disadvantages however the formation of caked rock dust particles is cited as a significant concern for wet applications. A study was conducted to evaluate the effect of modifying the rock dust particle surfaces to repel water and each other by the addition of oleic acid (OA) and sodium oleate (NaOL). At a NaOL dosage of 2 lbs/ton, a contact angle of 112o was measured indicating strong surface hydrophobicity and ability to repel water. FTIR studies indicated a chemisorption mechanism which is necessary for long term stability of the surface modification. The dispersion rate of the modified rock dust samples was elevated by the application of both OA and NaOL thereby indicating a significant reduction or elimination of the detrimental effect of caking. Tests in an explosion chamber showed a 79% reduction in the dust explosion potential relative to untreated rock test applied by the wet technique. INTRODUCTION Mine explosions have been a long-time threat to underground coal miners attracting significant attention to the accumulations of combustible dusts and gasses. In the presence of sufficient oxygen and heat, the accumulations of combustible dust and gass can lead to large-scale underground coal mine explosions [Harris et al., 2010]. To alleviate the problem, rock dust such as limestone can serve both as a thermal inhibitor and a heat sink to inert the coal dust explosibility thereby prohibiting the occurrence of dust explosions [Richmond et al., 1975; Amyotte et al., 1995; Dastidar et al., 1997; Man et al., 2009]. The dispersibility of the rock dust is an important characteristic that determines the degree of explosion prevention [Greenwald et al., 1938; Mozumdar et al., 1974; Amyotte et al., 1995]. Unfortunately, the environmental conditions of an underground mine has the potential to cause caking of the rock dust which reduces the dispersive characteristics needed. The dispersive property of rock dust can be enhanced by modification of the particle surface properties by the application of chemical additives [Greenwald et al., 1938; Mozumdar et al., 1974; Spence, 2004; Vogt, 2011; Doidge et al. 2014]. The major mechanism for rock dust caking is the adsorption of water which forms liquid bridges at the particle-particle contact points where saturated solutions of soluble powder ingredients are present. Changes in temperature or relative humidity result in solvent (water) evaporation and the formation of dry bridges [Rumpf, 1958; Specht, 2006]. One method to prevent caking is creating hydrophobic rock dust to repel water from the solid surface thereby preventing the formation of liquid and solid bridges."

"Confidence in the design and stability of an undercut cemented rockfill (CRF) span requires a thorough understanding of its emplaced material properties. The unconfined compressive strength (UCS) of cast 6×12-inch QA/QC cylinders is typically used as an index test to track the performance of a backfill plant. However, these strengths need to be adjusted for oversize aggregate removal and sample size effects if used to estimate the emplaced UCS. UCS testing of 6×12, 12×24, and 18×36-inch cast CRF cylinders was used to quantify the relationship between readily available 6×12-inch QA/QC strength data and the emplaced UCS. Test results indicate that the UCS of 18×36-inch cylinders is roughly 40% of the 6×12-inch UCS for similarly compacted samples. Mine QA/QC data indicate that the UCS of CRF is highly dependent on the degree of compaction as measured by bulk density. Based on these results, knowledge of the emplaced CRF density compared to 6×12-inch QA/QC density is also necessary to estimate the emplaced UCS. The scale effect reported in this study is more pronounced, compared to current understanding of backfill properties discussed in the literature, and underscores the need for further site-specific testing. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SRMD), in cooperation with Barrick Gold Corporation, is conducting research with the goal of determining a relationship between 6-inch QA/QC cylinder strengths and the in-place strength of cemented rockfill (CRF). CRF cylinders with dimensions (diameter × length) of 6×12, 12×24, and 18×36 inches were cast onsite at the Turquoise Ridge Joint Venture (TRJV) and Cortez Hills Underground (CHUG) mines using CRF mixed at the mines’ respective batch plants. UCS tests were performed after 28 days of curing to estimate the size correction factor for each mine’s CRF. This paper presents an overview of the mix designs, sample collections, testing methods, test results, and an estimate of the UCS size correction factor for CRF at these mines. BACKGROUND Underhand cut and fill mining methods utilizing cemented backfill are common in underground metal mines in the United States. These methods are advantageous for controlling weak or highly stressed rock mass conditions by creating an engineered material that can be placed in openings, forming a beam that provides a safe, stable back for the next undercut. Increased use of underhand methods in the last 30 years has greatly improved safety in many cut-and-fill mines. However, with the continual push for more efficient and cost effective mining, there is a need to thoroughly understand the geotechnical properties of cemented backfill to assist in designing safe, stable openings while optimizing costs and production schedules."

The permeability and flow capacity in unsaturated media is investigated by the Bureau of Mines for application to in situ copper leach mining at the Cyprus Casa Grande mine site. Moisture retention properties are derived and combined with scanning electron microprobe data to characterize the mineralogy, texture, pore size, distribution, and permeability of the host rock. Finite element modeling is used to derive a saturated permeability, ambient degree of saturation, and assess various injection-recovery schemes. Recommended design modifications for optimization of solution distribution and maximum recovery from the rock matrix requires either (1) the injection pressures on the order of 1500 psi and recovery wells operating in a suction mode, or (2) performing permeability enhancement, through rubblization. By producing a maximum block diameter of 4 m, injection pressures can be reduced to 500 psi with improved recovery and containment of solutions.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

With the recent technological advances; Tunnel Boring Machines (TBM) have become a viable economic alternative to drill and blast in hard rock excavation. These machines are finding increasing use in underground mine development due to the potential benefits they offer. The successful application of TBM technology to mining depends on the selection of the most suitable equipment and cutting tools for the rock and ground conditions to be encountered. In addition to required testing and geotechnical investigations, cutterhead design optimization is an integral part of the machine selection to assure a successful application of the machines in a specific project. This paper presents and discusses the back-ground of TBM application in a mining environment and the lessons learned, the process of conducting site investigation and the necessary laboratory testing together with machine selection and performance estimation for TBM use III mine development.

The existence of water is one of the most effective factors in deterioration of natural building stones. In the process of deterioration, capillary water absorption is the most significant procedure of water penetration into the building stones. Pyroclastic rocks have been widely utilized as building stone especially in historical buildings and monuments since ancient times in the Central Anatolia in Turkey. Nowadays, this type of rocks is used in the restoration of historical buildings as well as in the construction of modern buildings. Pyroclastic rocks are highly susceptible to deterioration process. Capillary rise has a significant influence on water penetration into building stones. Therefore, it is quite important to identify the factors affecting the values of capillarity, capillary rising speed, and capillary rise that define capillary water absorption in these rocks. To this end, pyroclastic rock samples in different textures were compiled from the Cappadocia region, in Central Anatolia. First, petrographic, mineralogical, geochemical, physical, and pore diameter distribution properties of the samples were determined in the laboratory. Then, capillarity values with capillary rise and capillary rise speeds dependent on time were established. Based on the data obtained, correlation coefficients between matrix percentage and capillary water absorption rate and capillary rise values of pyroclastic rocks were calculated and found to be as 0.850 and 0.891, respectively. Thus, the article proposes a new empirical equation to practically calculate the capillary rise value depending on the matrix percentage (MP) and median pore diameter (MPD) values.

An accurate knowledge of Interactions among mineral particles and between such particles and dissolved and precipitated species Is Important in developing efficient separation processes. In this investigation interactions in Florida phosphatic clay waste, that are relevant to dispersion and selective reagent adsorption, the two main prerequisites for selective flocculation, were studied. Initial studies with artificial slimes, consisting of pure clay and phosphate minerals, showed dispersion of artificial slimes to be relatively easy. The problems that were encountered during selective flocculation of the artificial slime were due to unselective polyacryllc acid adsorption on clay, which was caused by the presence of multivalent calcium ions on the exchangeable cation positions on the clay surfaces. This problem could be solved by exchanging calcium for sodium, which reduces the interaction between the polymer and the clay surface. This procedure, however, was not successful for mineral mixtures. Natural slimes were found to be much more difficult to disperse. This was attributed to the presence of cementing materials such as humic substances and Ai and Fe (hydr)oxide precipitates. Selective removal of these cementing materials resulted in good dispersion and partial separation. Further increase in separation of natural slime is likely determined by the presence of calcium on the clay surfaces, as was found for the artificial mixtures.

The loading characteristics of gold-tetrabromide species onto activated carbon have been evaluated using a completely mixed batch reactor system. The overall loading of gold onto carbon was rapid for the first hour but continued slowly without cessation as a result of reduction of gold. Conventional equilibrium considerations were therefore not applicable. Although loading continued slowly after several days, abnormally high loading capacity values of 10-12 meq/g carbon (650-800 kgAu/tonne) could be attained within 72 hours. The loading of gold-bromo species by activated carbon was by the mass transfer of [AuBr4l-onto the carbon surface where reduction to metallic gold took place. Elution of gold from the loaded carbon was feasible provided the carbon had not been loaded to too high capacity values. If loading is carried to high levels, complete elution becomes impractical and the gold may be recovered by ashing the carbon. For the high loading capacities observed, this option would appear to be cost effective. The effect of several variables on the loading capacity of the activated carbon is discussed.

Microtunneling is rarely a straight forward “business as usual” endeavor. More often than not, these projects take twists and turns that require on the fly, out of the box solutions to get the project completed. This paper is a case history of a 63-inch diameter, Permalok, microtunneling project, extending nearly 700 linear feet under a hill forming the left-hand abutment to an earth embankment tailings dam. The job had three major and unexpected challenges that required unorthodox solutions. Challenge #1— Face Configuration: The Santiago Formation, a cemented sand formation with widely varying strengths, presented a challenge to configuring the face with regards to the number and length of pics and cutters. Subtle differences in type and size of the tooling had a big impact on the performance of the machine. Challenge #2—Eccentric Loading: Issues at the launch shaft with the Permalok pipe adaptors caused eccentric loading on the casing pipe. This issue resulted in overstressing and breaking of several pipe joints that ultimately led to seizure of the tunnel. Challenge #3—Back-tunnel Excavation and MTBM Recovery: There were many detailed considerations into excavating a recovery tunnel to retrieve the MTBM, especially being under a high hazard earth embankment dam.

Enclosed cab filtration systems are typically used on mobile mining equipment to reduce miners? exposure to airborne dusts and diesel particulates generated during mining operations. Various filter configurations can be used within the heating, ventilation, and air conditioning (HVAC) systems of cabs to remove the airborne contaminants. The air cleaning performance of cab filtration systems is highly dependent on the efficiency of the air filters, the number of filters used, and their placement within the HVAC system. This paper shows how to mathematically model cab filtration systems and illustrates a methodology for developing other cab filtration system design models. Node diagrams of several filtration system circuits are illustrated with their mathematical models at steady state airflow and concentration conditions. Laboratory and field data are presented to demonstrate the validity and utility of modeling enclosed cab air cleaning performance. The paper concludes that incorporating multiple filters throughout the HVAC system improves the air cleaning performance and robustness of the cab filtration system design.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes.
