Industry and regulatory agencies have requested guidance on safe blasting near transmission pipelines. The U.S. Bureau of Mines and AMAX Coal Company have studied surface coal mine overburden blasting near four steel and one PVC pipe-line of 15 to 5l-cm diameter, monitoring vibration, strain, and pressure. Unlike tests simulating construction blasting, these were up to 1000 kg per delay in 3l-cm blastholes. Worst case comparisons showed that 12.7 cm/s blasting vibrations produced strains about 1/4 that of pressurization and 10-18 pct of the ultimate tensile strength. No failures occurred from blasting as close as 15 m which produced vibrations over 60 cm/s.

For the next few minutes, I will be discussing a product and category that many people laughed at for years. The product is cat box filiers or commonly referred to by the brand name KITTY LITTER. This product was introduced in 1947 by Ed Lowe using the name KITTY LITTER. From 1947 to 1964 the product was sold mainly through pet shops. Starting in 1964, the grocery trade began to carry cat litters. From that point, the cate gory began a solid growth trend. Particularly in the '7O's, cat litter has experienced the same kind of explosive growth that has characterized the entire pet market. For example, in the twelve months ending 9/21/79, cat litter unit volume grew by 15% versus the previous twelve months. The basis for this explosive growth is easy to comprehend. The cat population itself is rapidly expanding, reflecting the changing life- styles of Americans. As famiiies grow smaller, there is room for a pet. As apartment and con dominim living shrinks living space, a cat fills the human need for animal companionship more efficiently. Table I illustrates current cat litter market factors and projects major trends into the future to conclude that the cat litter market will equal $205MM in 1985. With this dynamic growth defined, it was imperative that a company such as Lowe's that was totally devoted to the commodity-priced products, evaluate the opportunities for added- value product differentiation. This process was started approximately four years ago with a search for new cat litter products and other new product opportunities.

While Acid Rock Drainage (ARD) occurs naturally, its management poses challenges especially at the decommissioned sites. Two passive systems were designed and implemented at two different decommissioned mining sites in Canada in order to treat the seepage with ARD characteristics. One seep originating from a reclaimed tailings pond was neutral mine drainage (NMD) containing circumneutral pH and dissolved metals (e.g., nickel, zinc) in elevated concentrations. The other ARD from a tailings stack showed net acid drainage characteristics with low pH and higher metal concentrations than regulated limits. Due to the different ARD characteristics occurring at each site, different types of treatment systems were designed and implemented. Both sites experience extreme winter conditions. The NMD has been treated mainly by limestone drain and aerobic systems since 1997. The acid ARD has been treated by a system consisting of an anaerobic sulfate reducing bacteria (SRB) cell, an aerobic cell and a limestone filter since 2004. As this site has no access roads, space, or power, a significant capital cost as well as sludge disposal/storage requirements would have been required to institute a chemical (active) treatment system. Both systems have been successfully treating seepage and producing a water quality year round that could comply with regulated objectives.

Geochemical studies were under- taken in the Breckenridge mining district to test the effectiveness of soil and rock-chip samples in high- lighting known mineralization in the district, and in locating sites of possible porphyry-type mineralization, if such mineralization is present in the area. Soil sampling can be done more quickly and more cheaply, but it does not provide a direct site- specific sample of mineralized rock. In well-developed soils, supergene effects may mask and/or displace primary hypogene effects; and even in places where the soils are poorly- developed, as in the Breckenridge district, the masking effects may be felt. Soil anomalies, if present, likely will be of lower amplitude and more diffuse (widespread) than corresponding rock-chip anomalies. On the other hand, detailed rock-chip surveys are more time-consuming and expensive, even though they yield direct geologic information in addition to the chemical data. The goals of the combined soil and rock-chip programs were (1) to com- pare the data from the two; and (2) test the effectiveness in identifying significant chemical anomalies with respect to the geology of the district, as it is presently understood.

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. The National Institute of Occupational Safety and Health (NIOSH) has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by nine decibels. The “Inquiring Ears Want to Know” fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

Selenium is widely present in the environment at usually low concentration. It is mostly present in the environment at higher oxidation states, i.e., as selenites and selenates (+4 and +6 oxidation states respectively). It is rarely present as selenides (-2 oxidation state) and almost never found as the element (0 oxidation state). Selenites and selenates are generally soluble in water, as such they cannot easily be removed from water by precipitation. Selenites can form insoluble surface complexes with metal oxides such as ferric hydrous oxide and manganese hydroxide, and can therefore be removed that way. However, it is not so common to find selenites in natural environments as it will quickly oxidize to selenate in aerobic conditions. Elemental selenium can also be produced from selenites or selenates by using a reduction process; the end product is a colloid that can be destabilized to be removed from water using the right chemistry. Because of their toxicity, selenides need to be handled with care, and if present, it can form insoluble metal salts or, at low pH, be emitted as H2Se, a noxious and highly toxic gas. The most favorable selenium forms for its removal are therefore selenite and elemental selenium. Organo-selenium species play a crucial part in understanding selenium toxicity. There are a great number of these species. Basically, any organic species that contains sulfur has an equivalent that contains selenium. Of particular interest is the substitution of sulfur by selenium in the two sulfur-bearing amino acids, cysteine and methionine, resulting in selenocysteine and selenomethionine. Methylseleninic acid (CH3SeO2H) is another organo-selenium specie which has been detected in water treated by biological processes and which is biologically active.

Relentlessly, consistently, alarmingly, they add to the more than three billion human beings who already inhabit the earth. Every tick of tier clock brings with it a problem child, the problem of another mouth to feed, another body to clothe, another human being for whom to provide. On the other hand, medical science has achieved a postponement of death, considerably past the period of a few years ago. Thus, life expectancy has been increased and world population has increased accordingly. Darwin (4) writing in 1962, suggests "It is curious how long the world is taking to perceive that we are living in what is a fantastically abnormal period of history, and one which must inevitably end soon, The first warning note of a possible population explosion was given by Malthus in 1799". He suggested that population increases geometrical while production increases only arithmetically and that soon we would not be able to feed the rapidly increasing population.

This presentation provides a critical review of the steps and tools to compile a complete hydrologic review of a mine property. The forces of regulation, increased scientific analysis, better tools, and stakeholder expectations have created a perfect storm of accuracy demand. The hydrometallurgical processing of bastnasite is a well-known process that is used to extract rare earth metals. However, more accurate measures are required to enhance the efficiency of extracting and recycling rare earths. In this work, Pourbaix (Eh–pH) diagrams for La-, Nd-, and Pr-(F)-(CO3)-(SO4)-(Cl)-(NO3)-(C2O4)-H2O systems were theoretically derived to investigate the stability relations during the hydrometallurgical processing of bastnasite. The diagrams for RE-H2O systems show similar trends to the original ones drown by Pourbaix. The stability domains of RE carbonates were presented by RE-CO3-H2O systems with pH range of 4.5–11. In contrast, the diagrams for RE fluorides showed a large stability region of insoluble REF3 (pH ~ − 1.7–12). The decomposition behaviors of REFCO3 were studied by constructing Eh–pH diagrams for RE-F-CO3-H2O system. The stability regions of bastnasite species extend from nearly neutral to basic media (pH ~ 6.5–12). The acid treatment (using H2SO4, HCl, and HNO3) of bastnasite was investigated by constructing Eh–pH diagrams for REF- CO3-(SO4)-(Cl)-(NO3)-H2O systems. According to these systems, REFCO3 can be decomposed at pH ~ 6.5 when treated with H2SO4 and at pH ~ 1.7 when treated with HCl and HNO3 acids. On the other hand, the alkaline treatment of REFCO3 converts it to RE(OH)3 at pH ~ 11. The recovery of rare earths ions was studied with the aid of RE-C2O4-H2O systems which shows a wide stability region for RE oxalates in pH range of − 2–11. This theoretical approach explained the aqueous relations in the hydrometallurgical processing of bastnasite ore and it can improve the practical hydrometallurgical processing of such ores.

The Turquoise Ridge Joint Venture (TRJV) is located in northern central Nevada, and is situated within the Basin and Range province, near the northeast end of the Osgood Mountains (see Figure 1). The TRJV mine consists of typical Carlin type- gold mineralization characterized by low strength rock of altered limestones, siltstones, and mudstones. The weak nature of the ground facilitates the underhand cut and fill mining methods. TRJV has been working to optimize ground support and mechanize top cut drift sizes and eliminate operating hazards associated with jackleg drilling. Safety Factor analysis based on bolt strengths has allowed us to pursue larger sized top cut drifts and to evaluate bolt length sizes and spacing. Switching from jackleg sized drifts of 10?W x 10?H to a mechanized 12?H x12?W top cut drift design has the potential to decrease overbreak, provide more uniform drift design sizes and bolt patterns, and increase ore production by at least 38%.

The first of a series on the evaluation of rock cutting tools, this paper discusses the results of full-scale laboratory drilling tests that compare the performances of several polycrystalline diamond cutter (PDC) coring bits. The tests were performed in welded tuff as part of a site characterization program. Number of cutters, size of cutters, air course design, and other parameters were evaluated as they affect penetration rate, but this paper focuses mainly on the relationships of torque vs. thrust (weight-on-bit), specific energy vs. penetration rate, and thrust vs. penetration rate. These relationships change in diagnostic ways according to bit type, bit condition, and type of welded tuff.

Stillwater Mining Company has an extensive history with tunnel boring machines (TBM) at the Stillwater and East Boulder underground PGM mines in Montana. The first use of a TBM was a 4 m (13 ft) diameter main beam unit at the Stillwater mine starting in 1988, where 6.4 km (4 mi) of tunnels were driven parallel to the J-M Reef orebody on four different levels. TBM?s were central to the development of the East Boulder Mine as two 4.6 m (15 ft) TBM?s drove two 5,639 m (18,500 ft) parallel tunnels to access the J-M Reef; one of these units is still in service driving a 2,591 m (8,500 ft) access West of the East Boulder mine for the Graham Creek project. For the Blitz Project, a 5.5 m (18 ft) diameter main beam unit will be utilized to drive a 6,858 m (22,500 ft) ventilation and rail haulage level East of the Stillwater mine. TBM?s have been preferred method for developing new mines and sections of the J-M reef as the geometry and geology of the Stillwater Complex allow for faster development compared to conventional methods.

Coal waste materials inhibit direct vegetation establishment due to adverse physical and chemical properties, particularly low water retention and high potential acidity. The Moss # I coal refuse pile is located in Dickenson County, Virginia, and was idled in the late 1980&apos;s with little topsoil resource available for final closure. The refuse was acidic (Total-S = .. 38%; pH = 3.6), black, high (70%) in coarse fragments, and had a low water holding capacity (4.5% in < 2.0 mm fraction). A small plot experiment was established on the refuse pile to evaluate the influence of liming rates (50% and 100% of lime req.) and topsoil thickness (15, 30 and 60 cm) on vegetative growth and leachate quality. Liming and topsoil amendment increased the surface soil pH from < 4.0 to > 6.0 over a two-year period, which resulted in greater vegetative cover and biomass than the control plots. All topsoil treatments resulted in greater vegetative cover and biomass than plots treated with lime only due to improved surface soil physical and chemical properties. A topsoil treatment of 60 cm gave the thickest vegetative cover and biomass yield. Such a treatment, however, would be cost-prohibitive at this location. Application of 27 Mg ha-1 of lime to the refuse surface along with 15 cm of topsoil produced acceptable two-year vegetative cover and biomass, and appeared to be the optimal treatment for this particular situation. Both liming and topsoil had no affect on leachate pH and the electrical conductivity in leachates collected below the plots. This suggests that surface revegetation will have little effect on the quality of water draining through the pile, so long term water treatment requirements may not be reduced by successfully revegetating the pile surface.

Mt. Newman Mining Co. is now completing an expansion program, begun even before initial construction was complete, which will result in facilities with the ability to ship over 30 million tons of iron ore per year by early 1973. Confidence in such rapid future growth was evidenced by careful planning for the future expansion of those facilities provided for initial operation of the project which first shipped ore on 1 April 1969. Ore sales contracts totaling more than 300 million tons have been negotiated, thus justifying the optimism which led the joint venturers to provide over $200 million in initial investment and a like amount in capital required to finance the continuing expansion program. Members of the Mt. "INTRODUCTION Conventional tailing storage and management practices typically utilize engineered facilities, such as ring dikes and valley impoundments. To reduce the environmental costs associated with disposing of mine wastes in tailing storage facilities (TSFs), several beneficial re-use strategies have been developed over the years. For example, thickened tailings have been used for paste backfill. It is common for tails to comprise up to 60% of the material’s total weight and it has been estimated that TSF volumes can be reduced by 60% when using this strategy, (Benzaazoua, et al. 2004). Other beneficial re-use strategies have produced unpaved temporary access roads, hot and cold asphalt, chip seals, self-compacting concrete, and golf course sand traps. This project sampled mine tailings from two different TSFs in Colorado and produced structural concrete that could potentially be used for commercial foundations, sidewalks, and paved roads. The tailings were substituted for the fine aggregates typically found in conventional concrete. The two main objectives of this study were to investigate the structural integrity of the produced concrete samples and the leaching of heavy metals from the resulting concrete. The ratio of tailings to fine aggregate (T/FA) was carefully studied to find if there was a correlation between the substitution rate and the structural integrity. The potential maximum substitution rate was also investigated for the produced concrete specimens. The potential of leaching mining impacted water (MIW) was evaluated by comparing the leachability of the raw mine tailings to the encapsulated tailings by using standard shake extraction prediction tests. MATERIAL AND METHODS Materials The four components that make up the concrete mix design for this project are: cement, coarse aggregate (gravel), fine aggregate (sand and mine tailings), and water. The type I/II ordinary Portland cement (OPC), gravel, and sand came from local cement and concrete companies in Denver, Colorado. Mine tailings were collected from two different TSFs in the Rocky Mountain Region, where Pride of the West TSF in Silverton, CO will be denoted as Site A. The primary metals of interest at the mill site are gold, silver, lead, copper, and zinc. The location of Site B will not be mentioned in this report due to confidentiality agreements with the mining company"

"The chemical treatment of mine-influenced waters is a longstanding environmental challenge for many coal operators, particularly in Central Appalachia. Mining conditions in this region present several unique obstacles to meeting NPDES effluent limits. Outlets are often located in remote areas with challenging terrain where conditions do not facilitate the implementation of large-scale commercial treatment systems. Furthermore, maintenance of these systems is often laborious, expensive, and time consuming. Many large mining complexes discharge water from numerous outlets, while using environmental technicians to assess the water quality and treatment regime multiple times per day. As an alternative solution, this paper describes the ongoing research and development of automated chemical treatment systems for mine water discharges. The current work explains the development of a bench-scale prototype that has been used to evaluate various monitoring, notification, and control strategies. Results from this testing are compared to present day practices to show the costs and benefits of implementing an automated treatment and monitoring program. INTRODUCTION Background The National Pollution Discharge Elimination System (NPDES), per Section 402 of the Clean Water Act, requires permitting of all point source discharges from coal mines. This program dictates that all water leaving a permitted boundary, whether it be process water or storm water, must leave through a monitored NPDES outlet. These permitted NPDES discharge points, also denoted outlets, outfalls or monitoring points, must meet a rigorous set of effluent limits to maintain compliance. Common effluent limits monitored by coal companies include but are not limited to iron, manganese, aluminum, total suspended solids (TSS), and pH. Raw mine water is often deficient in meeting these effluent limits, and as a result, various treatment processes are required to bring the water into compliance prior to environmental release. Depending on the mining and geologic conditions, water monitoring and treatment programs can constitute a significant operating cost for the mine operator. In Appalachia, acid mine drainage (AMD) constitutes one of the most significant and widespread water quality challenges that must be treated per NPDES guidelines. AMD is a general lowering of water pH that occurs when water and sulfide minerals interact within oxidizing conditions in coal and metal mining. Acid Rock Drainage (ARD) is a similar term that applies more generally to non-mining causes such as highway construction and other large-scale excavations. Today, mine influenced waters (MIW) is becoming more popular as the general term referring to all types of mining-induced water issues. AMD has been researched substantially over the last 30 years, with investigators studying various causal mechanisms and treatment strategies (e.g. Gazea, 1996; Ziemkiewicz, 1998; Skousen, 2000; Kleinmann, 2001; Johnson, 2003; Akcil, 2006; Kalin, 2006). This research has produced several pragmatic results, which provide numerous methods to predict, prevent, and treat AMD."

Tellurium (Te) is a rare metalloid that is predominantly produced from the treatment of anode slimes formed during copper (Cu) electrolytic refining. The US Government lists Te as one of the 50 critical minerals, partly, because of its use in thin-film photovoltaic (PV) technology. Given policy initiatives to increase Te production, it is important to evaluate the life-cycle environmental impacts of Te recovery as a by-product of Cu processing. The literature contains a few specific life cycle assessment (LCA) studies of groups of metals that include Te without proper regard to impacts per life-cycle stage of Te production or the effect of allocation on the results. This study builds an LCA model of the production system of Te from anode slimes treatment to evaluate the effect of allocation on life-cycle impacts. We build life cycle inventories using data from the Ecoinvent v3.7.1 database, literature, and engineering calculations and allocate impacts in proportion to products’ mass and economic value. The results show that economic value-based allocation yields greater impacts than mass-based allocation indicating the significant effect of the allocation approach on life-cycle impact estimates.

INTRODUCTION The Lake Merced Transport is being constructed as part of San Francisco&apos;s Clean Water Program. The Clean Water Program, which began in the early 1970&apos;s, is designed to control wet weather, storm sewage overflows into the Pacific Ocean and San Francisco Bay. To accomplish this goal, a system of large underground storage and transport facilities, pump stations, modernized treatment plants, and outfalls is being built. By 1991, eighty percent of the system had been completed and was in operation. One of the remaining projects for the Clean Water Program is the Lake Merced Transport. The Lake Merced Transport is located in the extreme southwestern portion of San Francisco, as shown in Figure 1, Project Location. The transport will convey dry weather flow from the existing Lake Merced Pump Station to the Westside Pump Station. During wet weather, the transport will fill with sewage and runoff, with a storage capacity of 36 million liters. The Lake Merced Transport was expected to be excavated entirely within the Colma Formation, an alluvial deposit consisting of weakly cemented sand. Once excavation of the access portal at the Sloat/Great Highway parking lot began, it became evident that a portion of the tunnel would be excavated through beach/dune sand. The Cannon Mine is located in Chelan County, near Wenatchee, Washington, at the eastern foot of the Cascade Mountains. The mine is situated about two miles from the Columbia River, in the arid Columbia River Valley. Two hydroelectric dams provide electricity for the area, the Burlington Northern Railroad has a switch yard and loading facilities in Wenatchee. Approximately 25,000 people live in the area. The principal industry is fruit farming. Underground mining techniques are used to provide feed for a 2,000 tpd flotation concentrator at the site. The techniques are low- cost, high productivity methods which allow for a high extraction rate along with a high rate of recovery of the minable reserve.
