INTRODUCTION The Washington Metro, a rapid transit system that will serve the District of Columbia, Virginia, and Maryland, has been under construction for about two years. Construction of the Metro by the Washington Metropolitan Area Transit Authority involves a large amount of cut and cover, soil tunnel, and rock tunnel construction. To aid initial construction and improve future designs, performance observations were undertaken on tunnels in the initial construction phase. The University of Illinois Department of Civil Engineering was engaged to carry out a comprehensive program of field observations and measurements for this purpose. One part of the program was on the first soft ground tunnel constructed in the system. The tunnel is a 2200-ft (670 m) twin-bore section, designated Contract A-2, in downtown Washington. Two objectives of this program were to determine the relationship of construction procedure to settlements and to observe the pattern of soil movement around the tunnel as an aid in evaluating underpinning criteria for nearby structures. A test section, consisting t three instrument lines located across the tunnel path, was established prior to mining in Lafayette Park to measure in detail both vertical and lateral soil displacements as the tunnel was mined through the section. The site was selected because it is free from surface structures and access for installation and reading of the instruments was convenient. Load and distortion measurements on the lining were also made within the test section; observations of construction procedure were maintained throughout construction.

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

The City of Portland’s Westside CSO Project is constructing a deep tunnel system to reduce combined sewer overflows (CSO) from entering the Willamette River. Several kilometers of microtunneled pipelines connect the existing system to the new tunnel. The alignments encountered a variety of ground conditions, including fill, manmade obstructions (wood, steel piles, debris), fine-grained to dense coarse-grained materials, cobbles and boulders, all below groundwater. Tunneling in carbonate sedimentary rocks such as lime stones and dolomites can be difficult when solution channels or voids are anticipated. Addressing the risk aspects associated with these formations can be done effectively through the Geotechnical Baseline Report (GBR) by properly characterizing the ground and ensuring that the Owner?s and the Contractor?s interests are represented and protected. This paper presents a review of tunneling difficulties in these rocks and includes a review of site investigations, geologic characterization, and presentation in the GBR. Key construction issues are also discussed, including appropriate excavation technology, mechanisms of face support and groundwater control, and quantifying grout takes.

Train services through the Channel Tunnel linking Britain and France where scheduled to be fully restored in February 2009 following several months of repairs after a major fire in the tunnel on Sept. 11, 2008. A lorry caught fire on a shuttle train carrying heavy goods vehicles bound for France through the 50-km- (31-mile-) long northern tunnel. The fire, that spread to other vehicles, raged for about 16 hours. The extreme temperatures of up to 1,000º C (1,832° F) caused extensive damage to about 600 m (2,000 ft) of the 7.6-m- (25-ft-) diameter tunnel?s concrete lining, approximately 11 km (7 miles) in from the French entrance. The Channel Tunnel operator, Eurotunnel, awarded the repair con-tract, estimated to be between ?50 to 60 million, to a consortium of Freyssinet, Eurovia Travaux Ferroviaires (ETF) and Vinci Energies. Freyssinet was appointed to look after the civil engineering works, while ETF would be responsible for track and overhead wire restoration and Vinci Energies responsible for other equipment. The technique of hydrodemolition, which uses high-pressure water jets to remove concrete from various structures, was specified as the method to remove the fire damaged concrete. Freyssinet subcontracted the concrete removal to the specialist hydrodemolition and industrial cleaning contractor Philip Lasserat.

Many concepts concerning equipment selection, performance prediction, and evaluation of support requirements for tunnel construction in soil or hard rock tunnels cannot be extrapolated directly for application in soft rock (compressive strength between 1.0 and 35.0 MPa). Case histories for small diameter (less than 3.5 m) tunnels in Austin, Texas, are analyzed to gain insight into particular problems encountered during tunnel excavation in weak sedimentary rock, and the performance of different excavation systems are compared.

Online education is not new. During the last decade, it has reached the stage where many universities offer a variety of courses, degrees and programs without any associated residency requirements. The most successful of the online universities, University of Phoenix, offers hundreds of accredited programs for close to 100,000 students throughout the world (www.phoenix.edu). Online education is considered to be a valid equivalent to traditional, classroom-based education. It is best suited to the needs of mature students with full-time jobs and a desire to deepen their knowledge. While most of the e-business has experienced severe setbacks during the last two years, e-education shows no signs of slowing down. On the contrary, the number of students and institutions offering online education keeps growing. The value of e-education associated expenditures was expected to reach $300 billion in 2001 (Sanoff,2001), making it a serious and mature industry.

A computerized system (SCAPEVIEWER) based on landscape indices and artificial intelligence techniques is proposed in order to classify landscape images into various categories according to the quality of the pictured scenery. Photographs (totally 108) from various landscapes have been clustered, from seven experts in accordance to the mean estimation of landscape quality, into distinctive (C1), typical or common (C2), and indistinctive (C3). For each of the landscape photographs, ten (10) environmental and operational indices have been selected and determined, corresponding to visibility (V), naturalness (N), relief (R), flora quantity (FC), flora quality (F), water (W), skyline (SL), visual entities (G), season (S), and viewer position (P). These landscape indices are fed to a classifier. The classifier is a feed forward Neural Network (NN) trained by a novel hybrid method combining genetic algorithms and the back-propagation algorithm with adaptive learning rate and momentum. A total classification rate of 93.5% has been achieved, using only 8 input neurons. The discarded input neurons correspond to the indices S, and P. The pilot system SCAPEVIEVER has shown the feasibility of landscape photograph classification into three categories (C1, C2, and C3) according to the landscape quality, selecting simultaneously the most robust indices, by means of a computerized system combining the knowledge of an expert with a NN based classifier.

Construction of a pump station, consisting of an inlet chamber, wet well and pump chamber, required excavation to a depth of 9.7 m (32 ft) below ground surface and more than 7.6 m (25 ft) below the ground water table in a rural, but rapidly developing part of southern New Jersey. Private houses are located [ ] within a few hundred feet of the pump station that use shallow wells for water supply. The pump station design anticipated support of the entire pump station on shallow foundations bearing directly on the underlying natural soils. However, during construction, uncontrolled ground water flow caused ground loss and damage to the bearing qualities of foundation soils. As a result, remedial repairs were required including support of the pump station on drilled pile foundations and releveling of the pump chamber that had settled. This case study is an example of where a poor understanding of the significance of upward flowing ground water had a major impact on the cost of construction. Anticipated subsurface conditions The pump station layout is shown in Fig. 1 with the locations of two borings made prior to construction superimposed. One of the borings was located within the footprint of the deep wet well excavation. Generally, this is not advisable where a deep excavation is required below the ground water table. This is because there is a history of projects where ground water seepage, or pressure, has broken out into an excavation through an ungrouted borehole and compromised the integrity of foundation soils. Logs of the borings did not indicate that the borings [ ] were grouted upon completion.

A hydrogeologic characterization and impact analysis was performed for a proposed quarry at the Hitch Rack Ranch located in the Little Turkey Creek watershed southwest of Colorado Springs, Colorado. Continuous multiple channel tubing, nested piezometers, stream flow measurements, and mapping of known seeps were used to define the three-dimensional potentiometric distribution and areas of groundwater recharge and discharge. Water balance considerations, mass balance calculations, and potentiometric response to earth tides and barometric fluctuations confirmed that the granite fracture system in the ridge area of the proposed quarry has an extremely low bulk hydraulic conductivity resulting in minimal groundwater discharge to sustain the baseflow of Little Turkey Creek. The Little Turkey Creek valley forms the major conduit for groundwater flow exiting from the upper part of watershed underlain by granite. This conclusion has significant implications with respect to mine planning to minimize projected impacts to the hydrologic system and preserve this recharge component to downgradient Denver Basin sedimentary deposits.

Perhaps the most significant development in China's base metal sector is the discovery of major copper porphyries in northern Jiangxi Province and the adjacent southern Anhui Province. At the center of the new exciting district is the proposed Dexing copper complex, located some 350 km east of Nanchang, the provincial capital of Jiangxi. This project represents China's first attempt to put together a major large-scale open-pit operation, comparable in magnitude to Arizona porphyry operations. With the aid of Fluor Mining and Metals, the Chinese plan to develop a 135-175 kt/d open-pit mine, a matching large-scale mill, and the infrastructure needed to accommodate the big operations. An operation of this magnitude would significantly reduce China's import requirements by some 75%. China imports of the red metal are running around 200 kt/a. Under the direction of the Ministry of Metallurgical Industry, the Chinese are currently operating a 10-kt/d mine and mill with equipment primarily of Chinese origin. Dexing engineers told ME that they are considering a possible scale-up to 20 kt/d. How this effort will ultimately jell with the major expansion program is largely a matter of conjecture. Fluor Mining and Metals received a $10-million contract in December 1978 to develop a preliminary engineering and design program. While the original plans called for a 175-kt/d capacity complex, the Chinese subsequently decided to scale it down somewhat. The current proposal is around a 135 kt/d, which would in- elude the existing operation, according to Dexing engineers. Completion of the engineering and design phase is expected by March 1980 and a go-ahead decision will likely be made at that time. The value of the engineering and construction contract is estimated between $800 million and $1 billion. At right, mined ore is dumped 150 m down the mountain to a holding pocket below for rail haulage to the processing plant. Below, a Chinese miner tackles the universal problem of hard toes in the pit with a jack leg. Reserves and Early History The Dexing mineralization consists of three principal ore bodies, including the Chushahung on the north mountain, and the Tungchang and Fuchiawu on the south mountain. Combined ore reserves are estimated by mine geologists at 1.7 Gt of 0.4-0.5% copper. As is characteristic of porphyries, the ore contains important associated values of molybdenum, rhenium, pyrite, gold, and silver. There is also some secondary calcocite and bornite with an oxidized capping. Historically, copper was recovered with iron from the pregnant solutions emanating from the Tungchang deposit as early as the Tang Dynasty (700 AD). The Greater Vancouver Water District is currently constructing the Seymour-Capilano Water Filtration Project to enhance the quality of drinking water in the Vancouver metropolitan area. The Seymour-Capilano Water Filtration Project comprises the 1,800 million litres per day Seymour-Capilano Filtration Plant, the 1,080million litres per day Capilano Pumping Station, twin tunnels with associated shafts, and the Capilano Energy Recovery Facility. The twin tunnels will convey raw water under pressure from the Capilano Reservoir to the Seymour Filtration Plant and return treated (filtered) water for distribution. The Twin Tunnels component of the project comprises twin, 3.7 m diameter, 7.2 km TBM bored tunnels, the 180 m deep Seymour Shaft as the main launch shaft, and two 4 m diameter, 268 m deep raise bore exit shafts at Capilano. The Twin Tunnels have been planned as predominantly unlined tunnels sited at depth entirely within granitic bedrock and cross under two major buried glacial valleys of breadths in excess of 1500 metres that are filled with glacial sediments to depths up to 200 metres. The maximum overburden along the tunnel alignment is approximately 400 metres. Comprehensive site investigations and studies were completed during the detailed design stage of the project. The construction of the twin tunnels started in the fall of 2004 and is planned to be completed by mid-2008.

Kidd Mine in Northern Ontario is now producing from Stage 1 of the Mine D expansion project ? mining between 2100 m and 2700 m below surface. Planning for Stage 2 of the Mine D project is already well advanced and will see the mine extended potentially to 3100 m below the surface. To ensure adequate ventilation is maintained at such depths, two large axial fans have been installed on the 6000 Level (1800 m below surface) as exhaust booster fans to operate in series with the surface exhaust fans. The Kidd Mine 6000 Level Booster Fans are a unique installation with unique and often unexpected challenges. These challenges have been met and attacked through the combined efforts of mine and fan manufacturer personnel with a common focus.

Particle motion in fluids is a subject of considerable practical importance to engineers working in fields such as hydraulics, river mechanics, chemical engineering and mineral processing. Many mathematical models have been proposed to predict the terminal settling velocities of particles in a fluid medium. The selection of an appropriate mathematical model has, therefore, become a challenging task for practicing engineers. This paper reports on an attempt to identify some of the useful models found in the literature for predicting particle-settling velocities in a fluid under free- and hindered-settling conditions. From this study, it was concluded that there is no well-accepted model validated by experimental data available for predicting particle hindered-settling velocities in a suspension of polydisperse and polydens particles. Collective efforts should, therefore, be made towards developing a hindered-settling model, as this is an absolute prerequisite for many model structures in mineral processing and other engineering disciplines.

What will this deal do to the company’s stock price? This question arises when a publicly traded mining company is presented with a new mine project, or business combination. The standard tool for addressing this question is to use discounted cash flow analysis, or net asset value(NAV), which is discounted cash flow net of liabilities. Cash flow-based analysis is invaluable for assessing project costs and other impacts on debt service capacity and internal rates of return. But cash flow analysis and NAV do not work very well for stock price analysis.

In October 1999, Liebherr-America, Liebherr Construction and Liebherr Mining Equipment held anopen house at its Newport News, VA, plant. The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.

Construction of a Deep Underground Science and Engineering Laboratory(DUSEL) is proposed under the auspices of the US National Science Foundation(NSF). DUSEL will provide scientists and engineers with a research facility capable of supporting a broad spectrum of fundamental and applied research deep in the earth’s crust. Research partners are physicists, biologists and geoscientists. DUSEL research calls for the construction of a network of shafts, tunnels and caverns that will provide laboratory facilities at depths of up to approximately 2 kilometers. The Project is still in the planning stages but, the initial experimental program is taking shape and conceptual designs have already been developed at two hard rock mine sites. This paper discusses the overall program and key engineering tasks being developed to support the construction of deep, large-span caverns. These caverns will house a new generation of physics experiments. As currently scoped, the experiments call for the excavation of permanent caverns with spans of up to 60 meters, sited at depths in excess of a kilometer.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time.
