Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. "INTRODUCTION Control of target stream pH is very important in leach mining and treatment of MIW (mining influenced water). On the production side, solution acidity can impact SX (solvent extraction) effectiveness through PLS (pregnant leach solution) and raffinate pH. Many older operations and legacy mining sites generate ARD (acid rock drainage) that is too weak for profitable metal production by conventional means and faces costly wastewater treatment for mitigation and disposal. For wastewater and environmental treatment, neutralization to precipitate and remove metal contaminants to clean the wastewater is the dominant approach. Traditional lime neutralization and precipitation is most often used but results in large amounts of mixed metal sludge requiring costly disposal. Blue Planet Strategies (BPS); which focuses on improved resource utilization targeting electrolytic treatment and waste conversion into resources, has developed a new “reagentless” neutralization process. Electricity is utilized in its proprietary DEMET™ (Dynamic Electrolytic Metal Effluent Treatment) platform capability to controllably raise target stream pH. The method offers a simple, low-cost approach yielding cleaner treatment chemistry. It can result in less sludge generation and enables possibilities to selectively recover contaminants as potentially saleable products for new revenue generation to offset further offset treatment costs. El Abra is one of the world’s premier copper de-posits. The project is located in northern Chile, 140 km (87 miles) inland from the Pacific coast. It has the same geologic age and structural setting as the world-class Chuquicamata copper mine located 42 km (26 miles) to the south. The current development plan for El Abra extracts798 Mt (879 million st) of high-quality oxide ore. This will require building a solvent extraction/electrowinning(SX/EW) facility that can produce 225 kt/a (248,000stpy) of cathode copper. This will make El Abra the largest SX/EW copper operation in the world, and the world’s seventh-largest copper producer.

Newmont has been producing gold from the Carlin Trend for over 45 years. Naturally the focus, scale and complexity of the operations have changed considerably over this time. Newmont discovered and developed the Carlin Main ore body which is located about 32 km (20 miles) north of Carlin Nevada. The property was developed as a one mine one gold mill treatment plant operation which produced about 6,200 kg (200,000 Troy ounces) of dorè gold bars per year. The initial mine, mill and gold refining facilities were relatively small in comparison to today?s standards. The milling circuit used the Merrill-Crowe zinc precipitation process to recover dissolved gold and prepare a concentrated precious metal ?precipitate? to be melted into a dorè bar for sale.

The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide) are situated in Arkansas. Less concentrated brines (about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in Arkansas and Michigan. Arkansas, with its six plants, was the leading U.S. state in bromine production. Bromine being the leading mineral commodity valuewise produced in the state. The Michigan bromine production was a byproduct of magnesium compounds production.

The Mining Engineering Department at Montana Technological University (Montana Tech) has a new Mine Safety and Health Administration (MSHA) approved program for Part 46 and Part 48 mine health and safety training. The training program will utilize the facilities and faculty from Montana Tech’s Mining Engineering and Safety, Health, and Industrial Hygiene departments to provide superior mine health and safety training to the mining industry. The faculty of each department includes professionals with experience in safety training and the mining industry. The training program incorporates adult learning techniques and extensive hands-on activities in all training modules. The instruction will exceed MSHA requirements. The resources available on Montana Tech’s campus will be utilized to strengthen the training program providing the mining industry with a world class mine health and safety training program.

Rhenium is primarily recovered as a byproduct from molybdenum roasting circuits. However, rhenium is also present in copper heap leach solutions at very low concentrations, and this represents a potential new rhenium source. Freeport-McMoRan (FCX) has developed a new process using carbon adsorption followed by ion exchange or solvent extraction to concentrate rhenium from less than 1 ppm to 15 g/L. The product is compatible as a feed to an existing rhenium processing plant. A pilot plant operated at Freeport-McMoRan?s Sierrita Mine has demonstrated the technical and financial feasibility of this new process. Copper heap leaching dissolves more than just copper from the copper ore. Several metals can be identified in leach solutions at concentrations of financial interest, rhenium in particular. Rhenium spot prices ranged from a yearly average of $1,070/kg ($483/lb) in 2005 (Magyar, 2008) to $10,400/kg ($4,706/lb) in 2008 (Polyak, 2013). The spot price in September 2013 was approximately $3,000/kg ($1,357/lb) of rhenium (Metal Bulletin, 2013). Several facilities at Freeport-McMoRan have very low rhenium concentrations in their copper leach solutions, ranging from 0.1 to 0.7 mg/L. The large quantity of solution available, if coupled with an attractive rhenium price, means that the rhenium contained in leach solutions may represent a significant value if a method of extraction could be developed. Testing has confirmed that rhenium adsorbs onto activated carbon much more selectively than other metals in the pregnant leach solution (PLS). A 100-gpm pilot plant was constructed to verify the lab-scale results on a larger basis and establish operating parameters for a full-scale operation. This report summarizes the initial technology development and pilot plant operation.

Large is the applicable adjective here. The largest hydraulic shovel in the world, the largest copper mine in the world, the largest copper producing company in the world. The O&K RH 300 hydraulic excavator has been put into service to move overburden and mine ore at the Chuquicamata open pit mine of the Chilean state copper mining company, Corporation Nacional de Corbre de Chile (Codelco). A large shovel: Equipped with a 26-m3 (34-yd') rock shovel, the RH 300 is able to fill a 170-t (187-st) truck in three passes with cycle times of 30 seconds. A large mine: At present, the Chuquicamata pit is 4 km (2.5 miles) long, 2 km (1.2 miles) wide, and 520 m (1700 ft) deep from rim to bottom bench. The current 450 kt/d (496,000 stpd) of material mined will increase to 600 kt/d (661,000 stpd) when the expanded production rate is reached in 1989. (Chuqui Expansion details, p. 20). A large mining company: Codelco's total output from its two open pit and three underground copper mines is more than 1.1 Mt/a (1.2 million stpy) of copper. This makes Codelco by far the largest copper producer in the world. It accounts for about 15% of the Western World's copper requirements. Chuquicamata is located in the hot and arid Atacama desert of northern Chile. The mine is located 240 km (150 miles) northeast of the port city of Antofagasta. Mine elevation is 2700 m (8850 ft). Chuquicamata's known reserves of oxide and sulfide ores amount to more than 450 Mt (496 million st) of contained copper. There are also reserves of more then 1.4 Mt (1.5 million st) of contained molybdenum. Originally, Chuquicamata was a rail pit. The shovels loaded rail cars hauled by locis on tracks along the benches. During the 1970s, the rail transport was replaced by truck haulage. Crushing and conveying rock waste in the pit is the latest step in the continuing evolution of more productive and economical methods of materials movement. In 1990, the in-pit crushing plant will be in operation. The waste will be mainly transported out of the pit on belt conveyors rather than trucks. The system will incorporate a 9.6-kt/h (10,600-stph) semi-portable crushing station, a 14-km (8.7-mile) conveyor using 1.8 m (6 ft) wide heavy duty belts, and a tripper-spreader to stack the waste dumps. Since Chuqui went into production in 1915, more than 2.5 Gt (2.8 billion st) of material has been excavated. This includes nearly 1.7 Gt (1.9 billion st) of ore from which some 16.4 Mt (18 million st) of copper has been recovered. The Chuquicamata porphyry type ore body is an altered and fractured intrusive granodiorite or quartz-monzonite porphyry that carries the mineralization. The action of ground water on primary sulfide minerals in geo¬logic time has created oxide ores and a zone of secondary enrich¬ment. The oxides occur above the sulfide zone and are also mixed with the upper parts of the latter. At Chuquicamata, the current grade of 1.5% copper is expected to decline to about 1% by 1995. In Europe, novel low-cost excavator-mounted Multi Tool Miner (MTM) systems, consisting of cutter head, hammer, bucket and drill attachments permit one unit to perform multiple tasks replacing several purpose-built machines. At the Weser Tunnel in Germany, cross-passages between the twin tubes were excavated in frozen ground with a remote-controlled mini-excavator equipped with a quick-change cutter head, ripper tooth and bucket. In Switzerland at the N2 interstate near Basel, W. Dietrich AG enlarged a 2-lane tunnel to three lanes with a cutter head mounted on a special excavator. Blasting and heavy hammers were not permitted due to the closeness of the “live” twin tube. At the N20 Zurich bypass, the Joint Venture of Jaeger, Frutingerand AHB excavates highway tunnels, some with extremely large cross sections, conventionally. A cutter head mounted on an excavator removes the rock shattered by blasting precisely to the pay line, thus preserving the rock’s self-supporting capacity preventing subsidence and damages to water resources and buildings on the surface under low overburden.

The long-term supply of nickel to society was assessed with theWORLD7 model for the global nickel cycle, using new estimates of nickel reserves and resources, indicating that the best estimate of the ultimately recoverable resources for nickel is in the range of 650–720 million ton. This is significantly larger than earlier estimates. The extractable amounts were stratified by extraction cost and ore grade in the model, making them extractable only after price increases and cost reductions. The model simulated extraction, supply, ore grades, and market prices. The assessment predicts future scarcity and supply problems after 2100 for nickel. The model reconstructs observed extraction, supply and market prices for the period 1850–2020, and is used to simulate development for the period 2020–2200. The quality of nickel ore has decreased significantly from 1850 to 2020 and will continue to do so in the future according to the simulated predictions from the WORLD7 model. For nickel, extraction rates are suggested to reach their maximum value in 2050, and that most primary nickel resources will have been exhausted by 2130. After 2100, the supply per capita for nickel will decline towards exhaustion if business-as-usual is continuing. This will be manifested as reduced supply and increased prices. The peak year can be delayed by a maximum of 100 years if recycling rates are improved significantly and long before scarcity is visible.

The industrial diamond review arrived too late for the June issue. Since the economy is showing a resurgence of strength, diamond tool consumption is similarly on the rise. Tool makers indicate that sales are picking up. They expect that 1994 will see about an 8% increase. Fabricators expect this positive trend to continue through 1995. In the industrial sector, sales of grinding wheels, honing stones, cutting tools and the like are expected to grow 5% and 8% during the next year. Users still are buying only those products necessary for "just-in-time" production cycles.

The concept of mine safety is highlighted in the literature of sustainable mining but not extensively discussed. This study analyzes various aspects of underground and surface mine safety and emphasizes its importance in the context of sustainable mining. More specifically, this research attempts to find the relationship between mine hazards and demographic characteristics, examine and compare the perceptual difference among miners, and determine the impact of mine hazards on workplace safety and safety climate. Descriptive analysis, chi-square test, independent samples t test, and linear regression modeling were conducted to achieve study objectives. Results confirmed that mine hazards were significantly associated with age and experience. Miners perceived lower levels of management safety practices, followed by supervisor safety, coworker safety, and job safety. The analysis showed that underground miners reported lower safety scores than surface miners. There was a statistically significant difference between miners’ perception of safety climate (p < 0.05). The results showed that the higher prevalence of mine hazards predicts poor workplace safety and a low safety climate. The regression models revealed that mine hazards have a significant effect on workplace safety (p < 0.05) and safety climate (p < 0.05). In conclusion, the distinctive model of mine safety presented here contributes to the monitoring and design of comprehensive safety interventions and helps to better understand how certain factors interact on multiple levels to influence the overall safety of the industry. In this study, some suggestions are put forward to provide directions to develop a sustainable mine safety system.

"As mine operators continuously look for ways to improve functionality and increase the capacity of their facilities, existing process equipment is often pushed to and past its designed limitations. As a result, equipment manufacturers are asked for economical solutions to meet redefined processing needs. Newmont Mining in Nevada was faced with such a need in its carbon-in-leach (CIL) train. In a collaborative effort between Newmont and Derrick Corp., tests were conceived to assess the viability of drop-in replacement screens using a three-dimensional screen panel. The synthetic pyramid screen panel was designed to increase flux while maintaining the existing equipment footprint. The test is the end result of an ongoing research and development project that Derrick undertook in an effort to refine and upgrade its urethane screening media. The application of this new screening media is presented for this CIL application along with future plans to implement the technology in trash, safety, carbon dewatering, carbon sizing and other scalping applications.In spring 2014, Process Machinery Associates (PMA), Derrick’s local area representative, met with Newmont to discuss the operation of the in tank screens in the CIL train at Twin Creeks, near Golconda, NV. The process was originally designed for about 12+ kt/d (13,000+ stpd) but the throughput has been steadily rising since the plant was commissioned. Newmont now requires 14.5 kt/d (16,000 stpd) to be processed. The original screens were running at their maximum capacity, and Newmont required additional screening capacity to continue the upward trend in production.Physical separation by use of screening is one of mineral processing’s oldest methods. Screening media can be prone to blinding and pegging, and the necessary support structures required for finer apertures result in smaller open areas. Therefore, more screening area generally requires larger panels and, thus, larger machines, screening media that does not blind or a combination of both.In an effort to avoid larger machines, Derrick had been working on a revolutionary threedimensional panel that would add nonblinding screen area in the same footprint of an existing machine. Alpha testing of the new screen panels began at Newmont Mill 2/5 in July of 2013. It was still occurring when PMA approached Twin Creeks about beta testing a refined machine and pyramid panel. After presenting the initial results, Twin Creeks determined that an upgraded machine and pyramid panels would be a possible solution to meet production needs. The testing of a machine eliminated the risk of capital costs to Newmont and provided Derrick the opportunity to obtain additional data."

"Higher production demands across all bulk handling segments require increased efficiency at the lowest cost of operation, in the safest and most effective manner possible. As conveyor systems become wider, faster and longer, more energy output and more controlled throughput will be needed. Add an increasingly stringent regulatory environment and cost-conscious plant managers must closely review which new equipment and design options align with their long-term goals for the best return on investment (ROI).There are primarily two separate market segments using conveyor belts. One is in process industries such as food, chemicals, paper and powders. Handled in relatively low volumes, the bulk materials that enter these processes are generally of a consistent size and quality. The other market includes mining, coal handling and cement, where the bulk material’s quality and size vary, and the volumes are typically much greater. While both segments face similar issues with safety and environmental control, the properties of the materials handled and the volumes transferred suggest different approaches, with one thing in common: increased belt speeds requiring modern equipment upgrades.Safety at higher belt speedsWith companies recognizing that safety does indeed pay, safety is likely to become a new source of cost reduction. The percentage of mines and processing facilities with a robust safety culture are likely to increase over the next 30 years to the point where it is the norm, not the exception. In most cases, with only a marginal adjustment to the belt speed, operators quickly discover unanticipated problems in existing equipment and workplace safety. These problems are commonly indicated by the larger volume of spillage, increased dust emissions, belt misalignment and more frequent equipment wear or failures."

The two Agrico Chemical Company self unloading Phosphate Rock barges put into service in 1976 operate at over their design carrying capacity. Each barge now carries 26,000 short ton instead of the planned 25,000 short ton at 32 foot of draft. They are in service between Agrico&apos;s Tampa, Florida Terminal and the Donaldsonville, Louisiana Fertilizer Complex, moving a total of 2,500,000 short tons each year. This was the first use of the Parascrew design for a marine application. The barges, with their 3,000 STPH unloading and matching loading rate is the vital link in this total transportation and handling system. Rock is moved from the Pierce, Florida Mines through the Tampa Big Bend Terminal, across the Gulf of Mexico, and up the Mississippi to the Agrico Faustina Phosphoric Acid Plant 30 miles below Bacon Rouge, Louisiana. The trip from the terminal to the plant is 600 miles and the turnaround time is just about six days. Seven years operating experience has proved that the system works. Fittingly, the two barges are named the "Faustina" and the "Pierce". They have a beam of 85-feet and are 495 feet long. folded depth is 43 feet, with a ballasted light draft of 19 feet and a typical loaded draft of 32 feet. There are four separated holds with the machinery room located forward of 101 hold. Each hold is 51 feet wide at the coamings with an 18 foot straight section on the side, and a 24 foot long, 600 slope sheet for a 23 foot clear reclaim width at the bottom. The Parascrew in each of the holds is 37 feet long between the bearings and is supported on a 14 inch diameter hollow shaft. The screw pitch varies and the diameter of the flights step up from l&apos;-9" diameter to 2&apos;-6" diameter on the discharge end. By sloping the centerline, a minimum four inch bottom clearance is maintained across the hold. Some bending of the tube does take place.

Premature failure of armoured face conveyor (AFC) chains due to corrosion is a significant proportion of the unplanned downtime experienced on longwall equipment. The AFC chains are constantly in contact with water and wet coal. The premature failure issue of AFC chains has become more prominent since the introduction of longwall top-coal caving with its additional AFC. Reverse osmosis (RO) is a popular water treatment method for reducing salinity and dissolved solids, but its impact on the corrosion of the AFC chains is unclear. This study has been commissioned to investigate the direct effects of RO water on the corrosion of AFC chains. An immersion test was carried out using AFC chain steel submerged in two water samples: untreated dam water and treated water from an RO treatment plant. Elemental analysis was conducted for both water samples, and four corrosion indices were measured for both water samples. The RO water more vigorously dissolves calcium carbonate scales leading to increased corrosion of the AFC chains although the dam water has much higher levels of calcium, chloride, sulphate, sodium, and magnesium. Bicarbonate ions are the main alkaline factor of water that provides the buffering capacity to acids. Decreased alkalinity without balancing other ions in water causes high corrosivity and decreased scaling tendencies.

During the 1990’s several copper heap leach facilities treating crushed and agglomerated oxide and sulfide ore were constructed in South America. The majority of these facilities have been in operation for at least three years, during which time the operators have been able to monitor the performance of the heaps. The basis for the paper is a compilation of these operators’ experiences, leading to a discussion of the lessons learned over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of any inter-lift liners.

Opencast mining method is one of the most productive mining methods available at present, which is generally associated with the removal and handling of a huge amount of overburden material. Hence it imposes a serious challenge of dump slope stability and that too, mainly in the case of internal dumps. The study is primarily focused on the stability of dragline dumps and the subsequent development of a rating system to classify the stability of dragline dump profiles. Initially, numerical simulation is executed through RS2 (Version 9.0) software, which is based on the finite element method. Thereafter, simulation results are used to perform the sensitivity analysis of various geometrical and strength parameters of the dump slope, and the two-factor interaction method is also incorporated into the analysis, this method included the dependency of closest parameters while calculating the sensitivity index, and thereafter, it is converted into the rating of each parameter. The strength parameter like the angle of friction and the geometrical parameter like slope angle of the bench between the coal-rib roof and dragline sitting level are assigned the highest rating value. Based on the overall rating of the dragline dump, the dump slopes are classified into various classes, viz., very safe, safe, vulnerable, unstable, and highly unstable. This classification proved to be handy in the quick estimation of the stability of the dragline dump and also gives an idea of designing optimum and safe dragline dump profiles. The developed classification chart has been validated by the previous research works and has found similar results.
