The possible closure and subsequent flooding of South Deep Gold Mine?s (SD) neighbouring Randfontein Estates Limited No. 4 Shaft (REL 4) necessitated the construction of five concrete plugs in the connecting tunnels to prevent the ingress of groundwater into REL4 from flooding SD. This paper describes the proposed controlled flooding of REL 4, the planned in-service monitoring of the five plugs and the water barrier between REL 4 and South Deep Mine, and the long-term maintenance of the plugs and rock mass in the immediate vicinity of the plugs.

Geology, and the detailed understanding of its properties, are fundamental to the optimal design and successful operation of any mine. To that end extensive fieldwork has been conducted at Anglo Platinum?s PPRust operation to collect geotechnical information both from exploration boreholes and in-pit mining faces. Since 1998, geotechnical data has been collected from over 337 km of exploration core, 7 km of exposed mining faces and more than 15 600 field and laboratory tests, in order to define the complete set of geotechnical properties for each rock type in the mining area. The geotechnical information collected is stored in two databases, SABLE Warehouse and MineMapper3D before it is imported into the Datamine mining software package. The geotechnical parameters, mining rock mass rating system (MRMR), uniaxial compressive strength (UCS), fracture frequency per metre (FF) and rock quality designation (RQD), are modelled using geostatistics to generate a 3D geotechnical block model. Data is interpolated between exploration boreholes and exposed mining faces and modelling is constrained, using wireframes, by rock type and structural features. By having detailed geotechnical information available in a 3D model that can be readily accessed and interpreted, significant production optimisations, feasibility studies and planning initiatives can be implemented. From a slope design perspective the model is used to target data deficient zones and highlight potentially weak rock mass areas. As this can be viewed in 3D, the open pit slopes can then be designed to accommodate the poor quality area before it is excavated. It also follows that geotechnical zones can be readily identified and the slopes optimised accordingly. Rather than viewing the drill and blast department as an isolated cost centre and focussing on minimising drill and blast costs, the fragmentation requirements of the comminution and load and haul business areas are studied. It is well understood that chemical energy is the cheapest form of comminution and that major downstream benefits can be derived by increasing drill and blast expenditure. 238 blasts were assessed to determine the optimum fragmentation requirements for ore and waste. Based on the study a mean fragmentation target of 150 mm was set for delivery to the crushing circuit and a mean fragmentation of 230 mm was set for waste loading from the pit. Substantial benefits have been realised in the drill and blast department by developing empirical correlations that relate the MRMR values in the geotechnical model to a blastability index, fragmentation, required powder factor and costs. The purpose of this paper is to explore the application of technology to stoping systems. Technology, because for the past 100 years the South African narrow reef mining industry has battled to control working costs in a labour-intensive industry. Stoping systems, because it is the stoping method and methodology which is at the heart of the mining system. Introduce a more efficient stoping system and the mining system will look after itself. The technology applied to stoping over the past 100 years can be categorized as follows: ?The introduction of pneumatic rockdrills early this century, the cumbersome rig mounted units being replaced by smaller, lighter hand-held units which were then made easier to use with the addition of an air leg ?Scraper winches to replace gravity and shovels to move rock both in the face and the gullies were first introduced in the late 1920s ?Hydraulic props as a support method arrived in the1960s ?Some people argue that tungsten carbide inserts were equally important. There have been a number of attempts to introduce different technologies into stoping, the most recent being trackless equipment. Where the stoping layout suits the technology it has been successful. There have been too many instances where a technology has been installed because it is fashionable. At the end of the day the outcome from change in the stoping systems has to be safer and more profitable mining systems. It is the contention of the author that change is only likely to be effective if it is supported by the introduction and application of appropriate technology.

The junior and small-scale mining sectors in South Africa play an important role in the livelihoods of numerous communities. Mining presents an opportunity, in the post-1994 democratic era, for many individuals to obtain access to much required empowerment and socio-economic development. These sectors are, however, not without numerous characteristics that pose problems for operators, legislators, and other role-players. Mining is inherently risky, with operators experiencing frequent difficulties and challenges throughout the life of mine. Opportunity exists, and needs to be enhanced, for junior and small-scale prospects and operations to include technical risk assessment techniques in documentation presented in search for funding, and in optimizing monthly planning and longer-term functioning. The focus here is to explore how the risk management cycle may currently be applied to a mineral resource suitable for exploitation by the junior and small-scale mining sectors. No management process can create additional value in the ground, but various available mechanisms can go a long way to quantifying the inherent risk that exists, highlighting the need to manage the risks and hopefully allowing the entrepreneur access to the intrinsic opportunities of the emerging mining sector in South Africa.

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

Uranium is a naturally occurring radioactive material in the earth?s crust. Geological processes have resulted in concentration of uranium into ore mined for its gold content in South Africa. This uranium is present in the form of discrete particles of uranium minerals, generally oxides, which are normally insoluble. Chemical and physical processes during gold mining and extraction, particularly when carried out in conjunction with uranium extraction and sulphuric acid manufacture, act on the uranium minerals and the radioactive decay products of uranium. This may result insignificant accumulations of radioactive materials in certain parts of the process. There are a number of naturally occurring radioactive materials in the earth?s crust, such as Uranium-235, Thorium-232, andPotassium-40. This paper focuses on Uranium-238, together with its decay products, and how they affect the gold mines. Water plays a significant role in the redistribution of radionuclides, both as a physical transport medium, and as a solvent in which chemical reactions take place.

Mining can adversely affect water quality and poses a significant risk to South Africa?s water resources. Proactive management of environmental impacts is required from the outset of mining activities in order to reduce this risk. Major strides have been made over the last 7 to 8 years, by both the Department of Water Affairs & Forestry (DWAF) and the mining industry, in developing strategies and management plans for the effective management of water within the industry. This has largely been achieved through the development of joint structures where problems have been discussed and addressed through cooperation. This process, which was started around 1991, has continued through to the present time. The mining sector management strategy has been developed at a number of different levels as follows: ?A detailed Management Plan, that sets out strategic objectives, broad strategies and functional and organizational arrangements. ?Operational Guidelines, that define and document specific operational procedures. ?Technical Guidelines, that define and document best practices for pollution prevention and impact minimization from mining operations. The Technical Guidelines consist of Best Practice Guidelines (BPGs) and Regulations.

The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

The purpose of the project was to propose a coal clearance system (coal transportation system from the mining face to the plant) that could be used for the planned underground operations at Zondagsfontein Colliery. Components of the current coal clearance system were overlooked during feasibility studies. Subsequent studies of the coal clearance system revealed that the combined capacity of the two trunk belts does not match that of the shaft (main) belt. As a result production downtimes will be encountered due to bottlenecks in the system. Ways of addressing this challenge were analysed by weighing both advantages and disadvantages and ultimately a surge bin option was selected. Belt conveyor simulations were conducted in order to determine the optimum capacity of the surge bin. The configuration of the surge bin in relation to the two trunk belts was chosen by considering development cost, advantages, and disadvantages of each option. It was concluded and recommended that a 500 tonnes capacity surge bin is required to remove the bottleneck from the system.

It is well known that the electrochemical precipitation of metals from aqueous solutions is conducted by the electrochemical standard potential scale. This scale indicates the order of nobility of different metals. Consequently, the standard potential scale shows the nocivity of metals when they are present as impurities in aqueous solutions containing metals. In the hydrometallurgy of cobalt, nickel and zinc are co-deposited during cobalt electrodeposition. Nickel has almost the same chemical, physical and electro-chemical properties as cobalt. Furthermore, the electrochemical potential of nickel is relatively higher than that of cobalt. For this reason nickel is preferentially reduced at the cathode in the presence of cobalt. The presence of small amounts of zinc in solution leads to contamination of cobalt electrowon. In spite of its lower electrochemical potential in comparison to cobalt, zinc is reduced on the cathode because of its higher hydrogen-overvoltage. But, in the hydrometallurgy of zinc, small amounts of cobalt present solution will contaminate the zinc reduced at the cathode. This is easily explained by the fact that cobalt is more electropositive than zinc. The co-deposition mechanism of sulphur at the cathode is not yet well understood. Great attention has to be paid to the mechanism of co-deposition of sulphur during cobalt electrolysis. This work aimed to investigate the influence of some parameters on the co-deposition of nickel, zinc and sulphur during cobalt electrowinning. The following parameters have been investigated: Co2+concentration in the electrolyte, current density and ammonium sulphate (NH4)2SO4additions. It has been established that important nickel, zinc and sulphur co-deposition takes place at relatively low Co2+ concentration in solution. The behaviour of these elements with regard to the cathodic phenomena has been established.

In extracting base metals from orebodies, sulphide as well as oxide, the main environmental concern is sulphur, whether in the form of sulphurous gases or sulphate in liquid form. Generally sulphur is in over supply in developed countries mainly because of strict legislation to capture it. In developing countries, on the other hand there is usually a shortage of sulphur because of less strict environ-mental legislation. Africa falls in this second category and the African continent imports substantial amounts of sulphur, despite the fact that large quantities of sulphur are emitted by smelters, thermal power stations, coalmines, fertilizer manufacturers and others. Other than making acid from gaseous emissions, existing methods to capture sulphur from gaseous and liquid effluents are uneconomical and it ends up in the environment either as ammonium sulphate (from gaseous effluents) or as gypsum (from liquid effluents). The CSIR?s Environmentek and Key Structure Holdings have developed a process whereby gaseous sulphur emissions and sulphates in liquid effluents can be economically captured and converted into elemental sulphur and metal carbonates. The elemental sulphur is of high purity as it is precipitated from a gas stream and is readily marketable. The metal carbonates (barium or calcium) can be recycled back to the process or marketed. The only harmful by-product of the process is carbon dioxide. Should natural gas or methane be available, the carbon dioxide could be reduced by about one third. Should solar, wind or hydro energy be available to generate hydrogen, the carbon dioxide emissions would be zero. Employing this technology could make Africa independent of sulphur imports and furthermore reduce the impact of acid rain and seepage of sulphate from gypsum and other waste dumps into the environment.

Rock engineering is concerned with the design of rock structures generated by mining activities. Therefore, rock engineering designs have major implications for the safe recovery of mineral deposits and operating costs. The paper deals with a few challenges facing rock mechanics engineers operating in the hard rock underground mining environment in South Africa. Finally, examples are included, which may assist rock mechanics engineers in providing better designs, which could ultimately lead to further improvement in safety and lower operating costs.

Tracey Khanna, Assistant Editor of UK?s Mining Magazine discusses some of the new and important environmental challenges, physical and social, that are facing mining companies. The tide of public opinion has turned strongly against those companies which are unable to show that they are practising responsible environmental stewardship. This is, no doubt, in part due to the recent focus of the international media on environmental issues and constantly improving means of communications, which has brought the whole subject of mining and the environment to those who, in the past, had only a limited awareness of the industry. Mining companies today face new and important challenges with regard to the environment, both physical and social. New technology and a greater understanding of waste management techniques has helped to bring about improved handling and disposal of mines wastes, so reducing some of the impacts. However, improved technology has also brought about the economic viability of exploiting increasingly lower-grade ore from open pits, resulting in a greater visual impact.

A prediction model, developed by Central Mining Research Institute (India) for evaluation of fire risk rating of underground coal mine panels in bord and pillar working in respect of their proneness to spontaneous heating, is presented in this paper. The concept used in this model is innovative and user friendly. This model may be applied to a panel where extraction is carried out using any of the techniques: i) depillaring with formation of small pillars as final operation, ii) extraction by broadening of galleries, iii) depillaring with hydraulic sand stowing, and iv) depillaring with caving. Here, major fire risk parameters are short-listed and divided into three broad groups in accordance with the nature of their contribution to the spontaneous heating of a mine panel. The paper describes the procedure for estimating the fire risk rating of individual groups using separate objective type models developed for this purpose. Then it evaluates the overall fire risk rating of the panel by combining the fire risk ratings of all the three broad groups. The model is tested with the field data collected from different collieries spreading across the country and with the laboratory data for critical assessment of fitness. To estimate the detailed characteristics of the rock around the cavern during excavation, new monitoring technique for dynamic properties of the rock has been applied. In this paper, micro-seismic monitoring and AE monitoring technique are applied to the excavation of large underground rock cavern and the result was discussed to clarify the acutal behavior of EDZ around the cavern. Zur Einschätzung der Gesteinseigenschaften um die Ausschachtung herum haben die Autoren eine Technik eingesetzt, mit der die physikalischen und dynamischen Änderungen im Gestein um den Schacht während der Ausschachtung beobachtet werden. In der vorliegenden Studie wurde zur mikroseismischen Überwachung ein AE Überwachungsverfahren eingesetzt und die Autoren berichten über die Veränderungen in den Gesteinseigenschaften um die Ausschachtung herum. Dans le but d'évaluer en détail les propriétés des roches qui forment les parois des cavernes creusées, les auteurs ont utilisé une technique de mesure permettant d’observer les modifications physico-dynamiques des roches aux alentours de la caverne pendant son excavation. Dans le cadre de cet article, une technique de surveillance de l’agitation et du bruit microséismiques a été mise en œuvre et les auteurs font état de la modification des propriétés de la roche environnante.

Mintek has been involved in numerous projects to remove Fe and Mn from dilute Co sulphate solutions by means of oxidative precipitation using air/SO2. Test work was done using a gas induction system, designed and supplied by Outotec. Various aspects, such as SO2 concentration, SO2 flowrate, impeller rotation speed and pH were investigated on a 2 m3 scale. Batch tests were performed using a residence time of 5 hours. Impeller rotation speeds of 0-220 rpm were tested, and it seemed that speeds of between 80 and 220 rpm gave similar Fe and Mn removal rates. Co and Cu losses were generally below 1% and 5% respectively at pH 3.
