A number of countries have introduced codes governing the valuation of mineral assets and securities. The African continent will follow suit in due course considering the importance of the global minerals industry as it relates to the attraction of foreign investment. South Africa is to introduce the Petroleum and Minerals Development Bill legislating the involvement of previously disadvantaged individuals and communities in the country?s minerals industry. One of the challenges facing the successful implementation of such codes and bills lies with the abilities of independent valuators to value mineral properties and projects on a consistent basis. Certain valuation principles and methodologies are applicable in all jurisdictions in the minerals industry. These valuation tools and principles are considered and developed in this report. They have been discussed and developed to encourage minerals valuators to consider and consistently apply the most applicable valuation methodologies.

The concept of selectively extracting copper from a low-grade dump leach solution followed by stripping the copper into an acid solution from which electrowon copper cathodes could be produced occurred to the Minerals Group of General Mills in the early 1960s.This simple, elegant idea has resulted in a technology by which about 2.2 million tonnes of high quality copper cathode was produced in year 2000. The growth of this technology is traced overtime with a discussion of the key plants, the key people and the important advances in leaching, plant design, reagents and electrowinning that have contributed to the growth of this technology. Some thoughts on potential further advances in the technology are also given.

This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

In 2000 Ferroatlantica started a project with the aim to develop a new casting machine for silicon and other ferroalloys. Until now, it has been cast more than 25.000 tons of silicon for the chemical and metallurgical market. This system has improved the process yield, productivity and product quality which place?s Ferroatlantica at the top of technology development in this field. After the first presentation of the Ferroatlantica?s casting machine at Infacon X, we would like to show the improvements in the control which have permitted us to increase the lifetime of the copper and to obtain, at the end of the machine, the right product size for the customer avoiding the current necessity of crushing and sizing the lumpy metal. Furthermore, we have improved the system in relation to the obtaining of smaller granulometries at the end of casting machine. Not only is this kind of machine cost competitive for special silicon applications but also for other normal ferroalloys with different specifications of size and thickness.

"Direct cobalt electrowinning was developed to produce unrefined cobalt metal as an alternative to producing a mixed hydroxide product (MHP), which is the common cobalt intermediate product in African Copperbelt operations. MHP is preferred due to the high cost of producing high-grade cobalt cathode. Direct cobalt electrowinning test work results have shown that the purity of the unrefined cobalt metal produced from a low-grade copper solvent-extraction raffinate stream was ~97% (w/w), which is significantly higher than the MHP purity (up to 45% (w/w) Co). The current study investigates whether direct cobalt electrowinning would increase the profitability of African Copperbelt copper–cobalt oxide operations, when compared with the MHP flowsheet. An order-of-magnitude economic evaluation was conducted using dynamic differential discounted cash flow models on a “bare-bones” basis, using a 10% discount rate. Three variables were evaluated, namely; reagent utilisation extents, precipitation extents and filter-press wash efficiency. Multivariable risk analysis was also conducted using the Monte Carlo simulation technique to understand the impact of key project drivers. The financial study results indicated that a direct cobalt electrowinning flowsheet could potentially result in a higher mean net present value (NPV) compared with the MHP flowsheet. Cobalt recovery was found to have the most significant impact on the NPV. In addition to increased profitability of African Copperbelt operations, direct cobalt electrowinning has the potential to reduce the environmental footprint of operations as well as addressing the Democratic Republic of Congo government’s drive towards export of higher value metal products instead of low-grade intermediates."

"The Mine, Health and Safety Act No. 29 of 1996, as amended, embodies worker self-regulation to advance health and safety in the workplace. An important provision for this is the Right to Refuse Dangerous Work (RRDW). This paper explores worker perspectives about the implementation of RRDW on South African mines against a backdrop of revised guidance in the sector: ‘Guideline for a Mandatory Code of Practice on the Right to Refuse Dangerous Work And Leave Dangerous Working Places’, gazetted in February 2016 by the Department of Mineral Resources (DMR). A mixed methods study conducted at mines (n = 14) included a survey of workers (n = 293), focus groups (n = 6) and in-depth interviews (n = 16). Workers reported a high level of awareness, a positive attitude, and experience of the formal RRDW. However constraints to the formal RRDW meant that informal worker resistance to dangerous work was commonplace. Evidence of informal non-confrontational consultation, cooperation, and collaboration in the event of a dangerous workplace also emerged between workers, and supervisors. The research underscores the importance of the RRDW and worker health and safety representatives to mine health and safety. The revised guidance addresses RRDW implementation gaps, but of concern is the potential partiality towards management interests. IntroductionEnsuring that mineworkers act on their duties and responsibilities for health and safety remains a concern across the globe. Article 13 of the International Labour Organization (ILO) Convention Safety and Health in Mines (176 of 1995) entrenched the Right to Refuse Dangerous Work (RRDW) as an important mechanism through which workers act in the best interests of their own occupational health and safety (OHS) and is considered a cornerstone of worker self-regulation (ILO, 1995). Countries ratifying Convention 176 are under obligation to make this right available to workers through OHS legislation that frames the circumstances, procedure, and protection of workers from discrimination in the event of a formal work refusal. The Convention has been ratified by 31 countries, with South Africa becoming a signatory in June 2000 (ILO, 2000). Worldwide studies show that workers use this right with caution (Hilgert, 2013) and cases associated with work refusal are rarely presented in court (Gunningham, 2007; Cooper, 2013). Rather, in cases of formal notification of a work refusal, issues arising out of this are addressed either in the immediate workplace or through the site OHS system and/or at industrial tribunals or similar mechanisms (Harcourt and Harcourt, 2000)."

When one looks back and does assessments of what has been the key ingredient in achieving success in our safety efforts, there are many issues that spring to mind and cover a wide array of elements. One does not know which has the ultimate maximum effect. In his presentation yesterday, Alan Peers, our SHEQ leader, covered a lot of detail with the way we are managing safety at Modikwa. I have attempted to identify some of the key essentials in making the mine safe. Passion Safety is addressed with a passion that is unbelievable at times. When I get phoned because an incident has occurred and in reporting the incident, there are already action plans being put in place to prevent re-occurrences, you understand the commitment to put employees? safety first. You hear the disappointment in your subordinates? voices when they have to share the fact that an incident or accident has occurred.

Ergonomics is the scientific discipline concerned with the understanding of interactions among humans and other elements of a system, and the profession that applies theory, principles, data and methods to design in order to optimize human well-being and overall system performance. Despite the fact that the application of ergonomics principles can make a major contribution to the management of significant occupational safety and health risks, ergonomics is currently applied on a limited scale in the South African mining industry. The objective of this paper is to provide a perspective of ergonomics, the main aim being to create a point of departure for the development of strategic objectives to enhance existing health and safety initiatives through the application of sound ergonomics principles. Two of the major consequences of poor ergonomics, namely work-related musculoskeletal disorders and worker fatigue, and possible means of introducing ergonomics into the South African mining industry, are discussed.

Experiments were conducted to study the influence of temperature, particle size and ore/coke ratio on the kinetics of reduction. The rate of reduction increased with temperature. The reduction of iron was completed at shorter time intervals at temperature above 1000ºC. Usually the reduction of chromium commenced after the reduction of iron was almost complete. Reduction was controlled by diffusion at low temperatures and by chemical reaction at higher temperatures. The nature of the reducing agent had a very significant influence on the rate of reduction. The study showed that chromium was converted into the carbide during reduction. Increasing the size of the reducing agent increased the rate of reduction initially. After a critical size, the rate of reduction decreased. However, increasing the size of the ore particle decreased the rate of reduction, initially. Beyond a critical size, it increased. An optimum particle size of the chromite ore and that of coke must be chosen, particularly in the production of agglomerates to achieve maximum degree of reduction.

An equilibrium study was carried out at 1873 K to ascertain the effect of carbon in CaO-SiO2-Al2O3-MgO-MnO-FetO slag systems on their FetO and MnO activity coefficients, representing the slag?s thermodynamic potential for steel reoxidation. Both ?FetOand ?MnO showed not only a sharp increment, but also a simultaneous slow decrement by increasing carbon content in slag, suggesting opposite roles of the carbon according to its stable forms. XPS (X-ray photoelectron spectroscopy) was introduced to clarify the stable forms of carbon in slag. XPS results prove that carbon dissolves in slag as carbonate, and carbide ions under oxidizing and reducing atmospheres, respectively. It was concluded that carbonate ions increase ?FetOand ?MnO, and that carbide decreases them. This paper suggests an application method of the present results to actual ladle refining processes, in order to enhance steel cleanliness without decreasing (FetO + MnO) content in slag. The problem of corrosion of reinforcement in concrete structures is internationally recognised and represents the single biggest expenditure in the preservation of steel reinforced concrete structures. While the corrosion protection of the reinforcing steel is no substitute for design and the placement of good quality concrete, it does provide for a viable and economical extension of structural integrity and service life in the day-to-day and practical environment in which concrete structures are constructed. The mechanism of corrosion attack and consequent deterioration of reinforced concrete structures is well understood and documented. New structures can be designed and built to withstand corrosion. However, due to short-term economical restraints, many new reinforced concrete structures continue to suffer as a result of corrosion damage, which results from the corrosion of the steel reinforcing. This paper explores the economic and practical benefits offered by the application of hot dip galvanizing as a viable means of protecting reinforcing steel concrete structures. The paper also discusses technical misconceptions that exist with respect to the application and performance provided by the use of hot dip galvanized reinforcing steel.

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

Oxides of sulphur are corrosive and are produced when sulphur-containing fuels are burned. Sulphur dioxide (SO2) is a colourless gas with a characteristic, irritating, pungent odour. Exposure routes to the human body are mainly through inhalation and skin and/or eye contact. Symptoms of exposure to SO2 may include irritation of the eyes, nose, and throat; rhinorrhea (discharge of thin nasal mucous); choking; cough; and reflex bronchoconstriction. To protect employees against the ill health effects of SO2 exposure, they are often required to make use of respiratory protection whenever entering areas were the SO2 levels exceed the statutory limits. The use of respiratory protective equipment should always be a last resort and should be considered only after other control measures have failed to reduce occupational exposure levels to below the occupational exposure limit or whilst other control measures are being investigated or implemented. Whenever the use of respiratory protection equipment is considered, it should always be used as part of a comprehensive respiratory protection plan. It is also extremely important that all potentially exposed persons are adequately and comprehensively informed and trained.

The extraction of minerals and coal at greater depth, employing higher-powered machinery to improve production levels, imposes an increased burden on the ability of a ventilation system to maintain an acceptable mine climate. Hence, mechanical mine cooling systems are often adopted, which can be expensive in terms of both their associated capital and operating costs. Consequently, in order to optimize the total mining costs, it is essential to provide the mine operator with a method with which to determine the most cost effective and efficient mine cooling system. In a previous paper1a novel energy analysis employing the concept of exergy was proposed and applied to cooling systems applied to two conceptual model mines, representative of UK deep coal operations, and their resultant subsurface thermal environ-mental conditions predicted. This paper presents an analysis of the results obtained from the application of this novel technique to assess the performance of various cooling systems applied to a current UK colliery that is experiencing climatic problems due to its depth and highly mechanized production and development workings. To perform this analysis, ventilation and climatic data collected at the case study mine were used to construct balanced mine ventilation and climatic network models to replicate the subsurface environment. Where air conditions exceeded specified climatic limits within identified climatically control zones, mechanical mine cooling systems were employed. A number of cooling system configurations were applied to these model to investigate the potential to satisfactorily regulate the thermal environment. The heat energy transferred out of the air stream by the various cooling methods was absorbed using a variety of chilled water systems, which were designed to operate at various water flow rates and temperatures. Models of various cooling system were developed and applied to control the underground climate within this mine network to within pre-set climatic limits. The results of a comparative analysis of the energy transfers that were produced by the application of the different cooling systems are presented in the form of exergy performance indices. The results produced by simulation models constructed to represent chilled water distribution networks to supply the various air coolers, are designed and balanced. The results of the exergy analyses applied to the operation of the various chilled water pipe networks are discussed and used to assess the exergetic performance of the application of each proposed cooling system to the mine ventilation network.

ABSTRACT: An evaluation of the importance of the thermo-hydro-mechanical couplings (THM) on the performance assessment of a deep underground storage design has been made as part of the international DECOVALEX III project. It is a numerical study that simulates a generic repository configuration in the near field in a granite medium. The thermo-hydro-mechanical evolution of the whole configuration is simulated over a period of 100 years. The model used to represent the unsaturated behaviour of the various porous media makes allowance for moisture transfers through the effect of thermal and water gradients. The paper presents a comparison of the temperature, water pressure and stress fields obtained by TM, TH, HM and THM coupled calculations. The results demonstrate that temperature is hardly affected by the couplings. In contrast the influence of the couplings on the mechanical stresses is considerable. This is attributed to the key role that water has on bentonite swelling or shrinkage effects that are dependent on its saturation level variations. ZUSAMMENFASSUNG : Im Rahmen des internationalen Projekts DECOVALEX III wurde untersucht, wie groß der Einfluss thermisch-hydraulisch-mechanischer Kopplungen (THM) auf die Leistungsfähigkeit eines Konzeptes zur Lagerung hoch radioaktiver Abfälle zu bewerten ist. Bei dieser numerischen Behandlung wird eine generelle Lagerungskonfiguration in granitartigem Milieu simuliert. Die thermisch-hydraulisch-mechanischen Prozesse werden für eine Dauer von 100 Jahren simuliert. Bei dem Modell, mit dem das Verhalten der verschiedenen, unterschiedlich porösen Milieus in ungesättigtem Zustand dargestellt werden soll, werden die Feuchtigkeitstransporte infolge thermischer und hydraulischer Vorgänge berücksichtigt. Verglichen werden in diesem Artikel verschiedene Temperatur-, Wasserdruck- und Beanspruchungsfelder, die sich aus TM-, TH-, HM- und THM gekoppelten Berechnungen ergaben. Dabei stellte sich heraus, dass die Temperatur nur gering von den Kopplungen berührt wird. Die Einflüsse der Kopplungen auf die Mechanik sind hingegen bedeutend; ausschlaggebend dafür ist der Faktor Wasser, der den Bentonit je nach Sättigungsgrad quellen oder trocknen lässt. RESUME : Dans le cadre du projet international DECOVALEX III, une évaluation de l’importance des couplages thermo-hydro-mécaniques (THM) sur les performances d’un concept de stockage de déchets fortement radioactifs a été menée. Il s’agit d’une étude numérique simulant une configuration générique de stockage en champ proche dans un milieu granitique. L’évolution thermo-hydro-mécanique de l’ensemble est simulée sur une période de 100 ans. Le modèle utilisé pour représenter le comportement non saturé des différents milieux poreux prend en compte les transferts d’humidité sous l’effet de gradients thermiques et hydriques. L'article présente une comparaison des champs de température, de pression d’eau et de contraintes obtenues par des calculs couplés TM, TH, HM et THM. Les résultats montrent que la température est peu affectée par les couplages. En revanche, l’incidence des couplages sur la mécanique est importante; ce qui est attribué au rôle majeur joué par l’eau à travers les effets de gonflement ou de retrait de la bentonite selon la variation de son degré de saturation. Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.

Selection of the most suitable roadheaders (boom type tunnelling machines) for the galleries/tunnels to be excavated in certain rock and under known project conditions is important for avoiding problems during application. This research utilized a multiple attribute decision-making method and studied how this will be applied for the selection of boom-type excavation machines. The Cayirhan Coal Basin was used for selecting roadheaders using the analytical hierarchy process, which is one of the multiple attribute decision-making methods. To conclude, this study reveals that decision-making methods can be used in the process of selecting roadheaders for the excavation of galleries. The ferroalloys industry has generated historically substantial solid waste. The accumulated waste causes serious problems to the environment. However, it is possible to transform the solid waste into an environment-friendly resource to serve the human being. Consequently, the construction of plants that are ?environment-friendly? and that accommodate ?recycling? has become a target of most ferroalloy producers in the world to ensure sustainable development. This paper introduces the practice of Shanxi Jiaocheng Yiwang Ferroalloys Works, the biggest manganese metal producer in China, in the development of an ?environment-friendly and recycling? process. The process includes power generation using coal gangue, waste from local coal mines; hollow bricks manufacture using slag and fly ash from the power station; cement production using slag from ferroalloy smelting; recovery of ferrous and non-ferrous elements in the dust from the furnace gas cleaning system; application of silica dust in construction and so on. The final objective of the plant is to realize zero discharge of solid waste. The profit of the ?environment-friendly and recycling? process compensates in part for the operational expense of the environment facilities.

One understudied area of environmental law is the socio-ecological impact of ownerless mines. This impact is particularly pronounced in resource-dependent regions like South Africa and Western Australia, creating significant rehabilitation challenges. This article hypothesises that effectively managed financial provision could be valuable for rehabilitating legacy mines. Using a qualitative, comparative methodology, the article analyses the financial provisions for mine rehabilitation in South Africa and Western Australia, focusing on statutory provisions, funding mechanisms, and rehabilitation outcomes. Key themes, such as context, measures, and outcomes, are explored to assess the effectiveness of each financial model. Purposive sampling is used to select case studies from both regions, and thematic analysis is applied to interpret the data. The analysis highlights the financial rehabilitation measures in both regions, providing a structured framework for ownerless mine rehabilitation. South Africa's approach, guided by the Mineral and Petroleum Resources Development Act (MPRDA) of 2002, depends on state budget allocations, leading to funding inconsistencies and slow rehabilitation progress. In contrast, Western Australia’s Mine Rehabilitation Fund Act (MRFA) of 2012 uses a levy-based system, ensuring continuous financial support for mine rehabilitation. South Africa's state-dependent model has led to delays in rehabilitating derelict and ownerless mines, while Western Australia’s funding model has facilitated steady progress. The article recommends that South Africa adopt a levy-based financial mechanism, strengthen legislative enforcement, improve financial oversight, and integrate proactive mine closure strategies to accelerate rehabilitation, reduce environmental hazards, and promote sustainable development in mining-affected communities.

Particle morphology is a term that is used to describe the overall external shape and appearance of particulate solids. From the physical point of view, a precipitated solid is characterized primarily by the size and morphology of the particles (Sohnel andGarside, 1992). If the morphology of the crystal structures is to be related to the processing conditions, then the morphologies need to be quantified in some way. This can be achieved by using surface area measurements as well as fractal dimensions. The key idea is that rugged and indeterminate systems can be described by using a fractional number that describes the ruggedness of the system (Kaye, 1989). In other words, when the complexity of a structure, such as an agglomerate, increases with increasing magnification, it is useful to employ fractal dimensions to describe the structure. Fractal geometry proposes that, instead of attempting to measure the length of an irregular boundary, the rate at which the length of the boundary approaches infinity with increasing resolution should be calculated. Cross-sectional profiles of rugged particles can thus be quantified using the fractal dimension, and a measurement of the ruggedness of the morphology obtained. One of the additional uses of measuring the fractal dimension is that the measured value can be related to the physical properties and formation characteristics of the particle (Kaye and Trottier,1995). The morphology of nickel crystals was quantified with fractal dimension calculations of particle cross-sections. Particle cross-sections were obtained by mounting the particles in resin and polishing back. These were then photographed using Scanning Electron Microscopy and the resulting profiles analysed using the structured walk technique.
