Mining, traditionally a low-tech industry, is now utilizing surprisingly complex programmable electronic (PE) systems. The functional safety of PE-based mining systems is an international issue and concern. From 1995 to 2001, there were 11 PE-related mining incidents reported in the U.S. and 71 PE-related mining incidents reported in Australia. These incidents are due, in part, to unprecedented levels of system complexity. The National Institute for Occupational Safety and Health (NIOSH) is addressing this issue of system complexity by conducting research to develop a quantitative complexity assessment methodology based on Normal Accident Theory (NAT). The methodology models the behavioral interactive complexity at the level of system requirements. A graph-theoretical approach is used for creating quantitative metrics from Software Cost Reduction (SCR) dependency graphs. This complexity assessment methodology will help realize simpler, safer systems that will be easier to validate and verify. The methodology will benefit mining and other industries as well.

Develop new technology to encourage domestic processing of automobile catalytic converters for recovering platinum -group metals. Background Automobile catalytic converters are used to convert pollutants in automobile exhaust into water vapor, carbon dioxide, and nitrogen, About 1 million troy ounces of platinum-group metals arc used each year in the. United Slates to manufacture catalytic converters. It has been estimated that about 60 pct of the used catalytic converters arc being collected. Most of these used catalytic converters were not processed in the United States but were exported to Japan or Europe for processing. In 1991, about 250,000 troy ounces of platinum-group metals were recovered from scrap catalytic converters collected in the United States. Each short ton of decanned catalyst may contain 30 troy ounces of platinum-group metals valued at over $15,000. Development of an economic process for the recovery of platinum-group metals that can be operated on a small or large scale may increase, the percentage of catalytic converters collected and encourage domestic processing to recover a platinum-group metal concentrate. This would significantly decrease the dependence of the United States on imports for these critical and strategic metals.

"Among the surplus explosives left on band with the War Department was a quantity of that styled Trojan Grenade Powder, which was especially designed during the war for use as a bursting charge in grenades and for which naturally there would be very little military use in time of peace. With a view to its disposal through use in civil projects a quantity was sent to the Bureau of Minas explosives experiment station, where analysis showed that its characteristic explosive ingredient was nitrostarcn and that the powder bad the following composition:Trojan Grenade Powder appears as a dark gray granular substance, part of which is slightly pulverulent. The granules fairly hard. The explosive is not at all dusty, and has the consistency of granulated sugar.Nitrostarch is a substance produced by treating starch with nitric and sulphuric acids and in appearance it looks very little different from powdered starch. It resembles nitrocellulose and nitroglycerin in its constitution and explosive properties and has been longer known than either, it having been prepared by Braconnet in 1833. Nitrostarch explosives have in recent years been developed for industrial use in this country, they having been used to an extent in blasting in the Canal Zone, yet as this grenade powder was a special composition it seemed desirable that a complete series of tests should be run upon it. This was done, and the results are reported in the following table in comparison with those previously obtained in testing ammonia dynamite."

The principal deposits of carnotite, so far as now known, are con- fined to a well-defined area lying in the southwestern part of Colo- rado and the southeastern part of Utah (see Pl. I). Approxi- mately, this area is bounded as follows: On the east by a line ex- tending from a few miles east of the southwest corner of the State of Colorado, to a point about 6 miles west of Naturita, thence di- rectly north to the San Miguel River, thence along the course of this river and the Dolores River to Mesa Creek, thence toward the head- waters of Mesa, Blue, and Calamity Creeks on the south side of the Uncompahgre Mountains; on the north by a line extending from the last-named point westerly to the San Rafael Swell near Green River, Utah; on the west by a line extending from San Rafael Swell to the Henry Mountains, and on the south by a line extending from the Henry Mountains toward the southeast corner of the State of Utah. This area includes the main districts wherein carnotite has been found, claims have been located, and the ore produced. There are of course, extensive tracts within this area which do not contain carnotite in paying quantities. In places the carnotite beds have been entirely eroded or are not present, or lie so deep that mining is not practicable. The main deposits of carnotite within the area lie in different districts which in Colorado are as follows: Summit and Bush Canyons in Dolores and San Miguel Counties; McIntyre, Gypsum Valley, and Bull Canyon districts; the Paradox Valley, La Sal Creek, Roc Creek, Long Park, Hieroglyphic, Saucer Basin, and Hydraulic districts in Montrose County; Mesa, Blue, and Calamity Canyon districts and the Gateway area in Mesa County. The included dis- tricts in Utah are as follows: The Green River and San Rafael Swell district in Garfield County; the Thompson deposits in Grand County; the Dry Valley, Yellow Wash, and Lisbon Valley districts in San Juan County; the district around the Henry Mountains in Garfield County; and the deposits recently reported in Montezuma Canyon (south of Monticello) in San Juan County. Outside of the area described there are scattered deposits north of the Denver & Rio Grande Railroad at Coal Creek, near Meeker, Rio Blanco County; along Skull Creek and Red Wash, near Rangely, Routt County; on Horse Mountain, near Eagle, Eagle County, and in South Park, near Garos, in Park County, Colo. The claims leased from the Crucible Steel Mining & Milling Co. by the National Radium Institute are situated on the north side of East Paradox Valley, in the Long Park and Hydraulic districts. The National Radium Institute has mined no ore except from its leased claims in the Long Park district. For information regarding the general geology of the region, the probable origin of the ores, and descriptions of other carnotite deposits, the reader is referred to the literature on these subjects. The carnotite of the area described is deposited in a light-colored, cross-bedded sandstone that lies almost horizontal between the La Plata formation below and the Dakota sandstone (conglomerate) above, and is included in the McElmo formation, which is of Jurassic age. Underlying the white sandstone of the La Plata is the Dolores formation, or "Red Beds," which is plainly visible along and just below the rim rocks of the steep canyon walls in many of the carnotite districts. Along such canyons the ore crops out at different places, so that prospecting is comparatively easy. For ore on the benches and on the mesa prospecting is more difficult, especially where the ore lies at some depth and no surface indications are visible. The carnotite deposits are flat, lenticular, and irregular, varying greatly in extent and thickness. The carnotite itself forms incrustations on exposures of the white sandstone, in joints and fractures of the rock, and is deposited around and between individual sand grains, replacing the original cement. The Utah and Colorado carnotite is amorphous, and to the naked eye appears as a very fine yellow pow- der. It is often granular, and as a rule can be readily separated from the individual sand grains.

Improve the effectiveness of person-wearable self-contained self rescuer (PWSCSR) training by enhancing the memory retention of trainees in proper donning procedures. Background In the fall of 1989, a total of 185 miners and inspectors were trained by Bureau of Mines personnel to don the SR-100 PWSCSR using the Bureau's 3+3 method. With the exception of a few individuals, miners were trained underground in an area set up within their working sections. The instructional protocol was as follows: (1) after placing an SR-100 simulator (equipped with a cleaned and disinfected mouthpiece assembly) on the mine floor in front of the worker, a researcher guided him or her step-by-step through the complete donning procedure, (2) the miner was required to perform each step slowly, methodically, and correctly while being talked through the sequence, (3) following this pre-practice instruction, the apparatus was repacked and the subject donned the device without coaching, while being evaluated, (4) if an error was made, the worker received corrective feedback, the unit was repacked, and the entire donning trial was redone. This procedure was repeated until the miner achieved a perfect 3+3 sequence.

The work discussed in this report was done by the Bureau of Mines to develop a method for determining trace amounts of fluorine in coal. Samples of coal mixed with calcium oxide as a fixative agent for fluorine were ashed at 600° C and the residue was fused with sodium carbonate. The melt was dissolved in phosphoric and sulfuric acids and distilled to separate the fluorine) which was determined in the distillate by a SPADNS-zirconium spectrophotometric method. Fluorine determinations of 83 commercial coals ranged from 0,001 to 0.019 percent.

The magnitudes and directions of in situ stresses affect the stability of mine openings, as well as the type and amount of ground support needed to maintain a safe working environment for miners. Using hollow inclusion stress cells, researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health obtained two in situ stress measurements from the face of two footwall lateral drifts at the Stillwater Mine near Nye, MT. The first measurement, obtained in 1997, was collected under the valley beneath the Stillwater River. The second measurement was obtained in 2002 under the main frontal massif of the Bear tooth Mountains in the western sector of the mine. Although few data are available, the major principal stress under the valley has been recorded as nearly horizontal in a north-south direction perpendicular to the ore body, while beneath the mountains, stress runs east-west parallel to the ore body. This paper documents the measurements, describes the in situ stress state, and discusses a finite-difference analysis of the biaxial test.

Techniques developed by the Bureau of Mines for the preparation of high-purity rare-earth metals and their alloys by electrolysis of the oxides in fluoride media are summarized. Cerium, lanthanum, neodymium, praseodymium, dysprosium, gadolinium, and yttrium metals, the mixture didymium, and specific alloys of these metals and samarium with iron, nickel, chromium, and cobalt were prepared. Individual metals were electrodeposited in the liquid state on tungsten or molybdenum cathodes. Alloys were prepared by electrodepositing the rare-earth metal on a consumable cathode, at a temperature above the melting point of the eutectic formed between the rare-earth element and the cathode material. Cells were designed for electrowinning metal products in gram and pound quantities, and methods for continuous electrowinning of cerium and lanthanum were developed.

Methane flows and pressures were measured in mines in the Pittsburgh, Hartshorne, and Pocahontas No. 3 coalbeds. From the data, the permeability of each of these coal beds was computed. It was found to depend strongly on the type of coal and on the amount of water in the coalbed, and it was found to increase with time. All of the coalbeds had a high-permeability zone adjacent to the face or rib, and the Pittsburgh bed exhibited directional anisotropy. Surprisingly, little or no overburden effect was observed.

Exports of agricultural products, mostly coffee, continued to account for more than 90% of Burundi's foreign exchange revenue. The country's ban on commercial mining was lifted in 1987. Mining of peat for fuel, limestone for agriculture, and clay for insecticides continued as in previous years. At yearend, Burundi's external debt stood at almost $700 million.2 Amoco Burundi, a subsidiary of the Amoco Petroleum Co., drilled two exploration wells in northern Lake Tanganyika in 1987. No oil was found, but preliminary findings were encouraging enough that further seismic surveys and offshore and onshore drilling exploration were planned in 1988. Any oil or gas finds would have substantial impact on the Burundian economy because a major portion of the country's trade deficit was directly attributable to petroleum and gas imports. The Zaire Government agreed in June to let Amoco Burundi explore Zaire's side of Tanganyika using the same equipment and personnel being used in Burundi.

Homans [1950] offered a working definition of group that is useful for this research: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at secondhand, through other people, but face-to-face." This chapter begins with a discussion of the group concept in reference to the hypothesized escape groups mentioned earlier. It then moves to an examination of analysis techniques used by the authors. Finally, the subjects themselves are profiled according to their demographic characteristics. The Nature of Groups Warriner [1956] took a realist approach to understanding groups: "(1) the group is just as real as the person, but (2) both are abstract, analytical units, not concrete entities, and (3) the group is understandable and explicable solely in terms of distinctly social processes and factors, not by reference to individual psychology." Warriner's realist position merely holds that "group" occupies a different domain in which it is no more or less concrete than "person." At this group level the unit of analysis will be those relations that indicate social rather than individual behavior. It is possible to investigate these group properties empirically-if a researcher avoids confusing conceptual entities with concrete ones. Most people seem to accept that group attributes must somehow be inferred, but think personal attributes will be directly manifested, requiring little or no interpretation [Snizek 1979]. In other words, nobody would equate physical components of an underground working section with the actual work group, yet social scientists (as well as laypeople) very often confuse real individuals with notions of the person. In actuality, neither groups nor persons are directly disclosed to the senses; both are inferred by experience and observation. One can "see" a group just as clearly as one can "see" a person, given the proper perspective from which to do so. It is necessary, in developing this perspective, to begin with a sound definition of the thing being examined. Besides communication, or more generally, social interaction, Homans [1950] included three other components of group makeup. "Sentiment" is characterized as the feelings people tend to form about one another when they interact often. These feelings include not only friendliness and dislike, but attitudes such as approval or disapproval. A "norm" is an idea, held in common by group members, that specifies how people ought to behave in given circumstances. In lay terms, norms are simply those informal rules individuals abide by in order to get along together in social situations. Finally, "activity" refers to those things persons do with others. In work groups, as an example, many of the activities are cooperative and goal-directed.

Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

During the nine years that have elapsed since the Bureau of Mines was established in 1910, the work of the bureau has included many investigations that have proved of high value to the Nation. Eleven mining experiment stations established by act of Congress have greatly increased the bureau's usefulness; being situated in the mining fields, these stations are closely in touch with industrial needs, and the results of their research and educational work are more directly available to those engaged in the mining, metallurgical, and mineral industries. In the United States mining is second in importance to agriculture only. The Federal Government annually appropriates large sums in the interest of agriculture, whereas the appropriations for mining are relatively small. But the nation-wide popularity of Government assistance to agriculture should not overshadow the need of Federal assistance to the mineral industry. With scientific management farms can be made to produce indefinitely without any depletion of the potential resources of the soil, but the mineral wealth of a country is a fixed quantity, and every year's production brings nearer its ulti- mate exhaustion. As the deposits of the richer or more readily available ores, espe- cially those in the West, have been depleted, development of methods for mining and treating the leaner or more inaccessible ores has lagged, so that meeting the increasing demands for certain metals is becoming more and more difficult. In some branches of mining the small inde- pendent operator is greatly handicapped. He has to rely on custom mills and smelters for the profit or loss of his product, and because of relatively inefficient methods of milling or smelting he may receive no return for much of the ore he mines. Even though the small operator thinks he knows of improved methods of obtaining the metals from the ores, he can not afford to install the necessary machinery or to carry on experiments that may or may not prove successful. In view of the increasing need of metals and the impossibility of renewing the ore supplies, efforts should be directed toward developing the most economical and efficient methods in mining and metal- lurgy. The great mining companies carry on independent research work, some of them on a large scale; but as such work is usually undertaken for gainful purposes, these companies do not feel under any obligation to give the results of their investigations to the world. Clearly the solution of the difficulty is to place in the mining districts trained mining and metallurgical engineers who will investigate and solve the problems for the benefit of the whole industry. It is with this purpose in view that experiment stations of the Bureau of Mines have been established to investigate economy, efficiency, and safety in mining, and to make public the results of the investigations. The Federal Government can be of most help in developing the mineral resources of the country when its forces are brought in direct contact with these resources. Mining is as old as civilization, but only within a generation has this country busied itself with any other problem of mining than the amount of mineral products that could be put upon the market. Little concern was felt if much of the metal in an ore was wasted, if the miner lived in unsanitary surround- ings and died of preventable disease, or if accidents occurred fre- quently and from causes that could easily be controlled. Now we realize that the waste of any resource is inexcusable. The mineral wealth of the country can be mined but once. The task before the Nation is to recover as much metal as possible from the ore in the ground, and to do this in the most economical way without waste of human life. This task is of such magnitude as to warrant aid from the Government through experiment stations. In its efforts to make the work of these stations of most benefit to the mineral industry the Bureau of Mines seeks the cooperation of State authorities, of mine operators, of miners' organizations, and of every person interested. These experiment stations also serve an educational purpose. Gen- erally speaking, mining is not a preferred occupation. The miner should have reason to take greater interest in his work; he should feel that the experiments the Government is making affect him vitally by enabling him to increase his production and by making his work safer. The mine operator should realize that the Government stands ready to aid him, and he should know that he can bring his own problems to a Government organization that is trained and equipped to solve them. The surest method of accomplishing these results is to carry the work of the Bureau of Mines into the mining regions through the establishment of experiment stations easily accessible both to the mine operator and to the miner. Many miners in this country do not read English, but they can understand motion pictures of mining methods; they can learn how lives can be saved in case of accident; and they can appreciate the larger results gained by modern methods and equipment. The U.S. Bureau of Mines performed experiments to determine if the primary gas toxicities evolved during the early (-300° C) and later (>400° C) combustion stages of mine conveyor belts could be predicted by a smoke particle characteristic. The experiments were conducted in an approximately 20-L furnace at set furnace temperatures of 150°, 250°, and 1,000° C, with a furnace airflow of 10 L/min. The variables studied, as a function of time, included hydrogen chloride and carbon monoxide concentrations, the average smoke particle diameter (d8 and number concentration (no), and the product of the average smoke particle diameter and concentration (dgn0) Other variables included the sample and furnace temperatures and the sample mass weight loss. Results show that the inverse of the smoke particle diameter-concentration product (ldgn0), correlates directly with the hydrogen chloride and carbon monoxide toxicities released in large quantities during the early and later stages of combustion.

The Bureau of lines as repeatedly called attention to dangerous practices in the transportation and opening of kogs of black blasting powder. In 1914 Diwin Higgins (Prevention of Accidents from Explosives in Metal inos, Miners' Circular 19, Bureau of Mines, p. 15) stated "canisters should always be opened by removing the bung. To use a pick or other sharp tool for cutting a hole in the canister is dangerous. After the necessary amount of powder has boon taken out, the canister should be kept closed. The powdor should always be handled at a safe distance from an open light." In 1919, Geo. S. Rice (onthly Statement of Coal line Fatalities for June, 1919, Bureau of Mines, pp. 16 to 18) calls attention to the dangers that arise in underground transportation and handling of explosives, and calls special attmtion to the danger of hauling explosives in motor trips; the unnecessary risk involved in hauling men on the trip at the same time, and the necessity of keeping open lights away from black blasting powder. In 1919 the writer (Sensitiveness of Explosives to Frictional Impact, Tech. Paper 234, Bureau of Mines, pp. 13, 15) called attention to the fact that black blasting powder is not as sensitive to frictional impact as the nitro-glycerin dynamites and the gelatin dynamites. Black powder may be ignited by direct impact and the writer believes that this may occur without presupposing a preliminary spark. It is well known, however, that black blasting powder is very sensitive to ignition by spark flame, or heated materials, and these may be produced by an electric current, by an open light, by incandescent particles from a pipe, cigar, or cigarette, by the tearing of metal sheets or scraping of metal against metal, and possibly, by other means. -- The above discussion will serve to introduce a newly recognized hazard the ignition of black blasting powder by the forcible opening of kegs with wodden tools. The details of three accidents in which kegs of black blasting powder ex- ploded instantly when a wooden tool was driven forcibly through the top of the kegs are as follows: 1. In 1915, a powder man employed by a coal mining company stated that he was opening a 25-pound log of black blasting powder by driving a hole in the top with a wooden sprag when the powder in the leg ho was opening ignitod. This caused the ignition of fifty-two additional 25-pound logs of the powder, and the fatal burning of this and another powder man. The ono making this statement lived five hours after the explosion.

The feasibility of formulating cap-sensitive slurry explosives for use in underground mines with potentially flammable gas atmospheres was examined. Formulations containing aluminum metal as sensitizer and sodium chloride to reduce incendivity were prepared; some were cap-sensitive and had adequate air-gap. Flaked aluminum metal rather than the atomized type proved to be the more effective sensitizing agent of the formulations tested for incendivity in the large gallery of the Bureau of Mines, some were found to be suitably nonincendive.
