Thermal treatment of respirable size silica dust samples results in marked changes in their hemolytic activity. These changes can be correlated with changes in the characteristics of the particle surface as measured by infrared spectra, zeta potentials, and specific surface area. Silica samples from various sources (Min-U-Sil, fumed silica, and a NIOSH standard sample) were heated or calcined at temperatures ranging from 100-1095C. The hemolytic activity of the crystalline materials decreased after thermal treatment. The behavior of the fumed material was found to be more complex. Material of very large surface area (small particle size) exhibits an initial increase in hemolytic activity upon calcination. This result confirms other experimental observations pointing to a particle size of maximum toxicity. Tre changes in hemolytic activity can be related to infrared spectra and zeta potentials of the materials. The absorption band in the 3200-4000 cm-1 frequency region of the fumed material disappears upon heat treatment while a sharp, characteristic band at 3750 cm-1 increases in intensity. Zeta potential measurements conducted in the pH range of 2.0-10.5 exhibit a unique change in zeta potential v.s. pH profile with heat treatment. These findings indicate that the removal of active surface silanol groups by calcination results in reduced cytotoxicity, as measured by a hemolysis test.

The breakage of rock by explosives depends largely on the ability of an explosive to transfer its stored potential energy to the rock as strain en- ergy. Therefore, the relative rock-breaking abilities of explosives can be determined indirectly by determining the relative amounts of strain energy transferred to the rock at the time of detonation. This report presents experimental data on the strain energy contained in explosion-generated strain pulses in a granite gneiss. Six explosives were tested. The scaled total radial strain energy E/W flowing outward through a spherical shell of scaled radius R/W1/3 surrounding the point of detonation was found to follow an exponential decay propagation law of the form Analysis of the data showed that the intercept parameter H depended upon the type of explosive used but that the absorption coefficient B was practi- cally independent of the type of explosive. Comparison of the intercept pa- rameter H and the calculated energy of the explosive showed that the percent- age of explosive energy transferred to the rock increased linearly as the ratio of the characteristic impedance (product of density and propagation velocity) of the explosive to that of the rock increased toward unity. From 5 to 9 percent of the calculated total energy released by the explosive was transferred to the rock as radial strain energy.

There is evidence to suggest that cell injury induced in alveolar macrophages (AM) following phagocytic activation by silica particles may be mediated through changes in intracellular free calcium [Ca 2+}. However, the mechanism of silicainduced cytotoxicity relative to [Ca2+], overloading is not yet clear. To provide a better insight into this mechanism, isolated rat AMs were exposed to varying concentrations of crystalline silica (particle size< 5 µm in diameter) and the fluctuation in their [Ca2+]; and cell integrity were quantitatively monitored with the fluorescent calcium probe, Fura-2 AM, and the membrane integrity indicator, propidium iodide (Pl). Results from this study indicate that silica can rapidly increase [Ca2+]; in a dose-dependent manner with a characteristic transient calcium rise at low doses (<0.1 mg/ml) and an elevated and sustained rise at high doses (>0.1 mg/ml). Depletion of extracellular calcium [Ca 2+]0 markedly inhibited the [Ca2+]; rise (˜90%), suggesting that Ca2+ influx from extracellular source is a major mechanism for silica-induced [Ca2+]; rise. When used at low doses but sufficient to cause a transient [Ca2+]; rise, silica did not cause significant increase in cellular Pl uptake during the time of study, suggesting the presevation of membrane integrity of AMs under these conditions. At high doses of silica, however, a marked increase in Pl nuclear fluorescence was observed. Depletion of [Ca 2+] 0 greatly inhibited cellular Pl uptake, induced by 0. 1 mg/ml or higher doses of silica. This suggests that Ca 2 + influx, as a result of silica activation, is associated with cell injury. Indeed, our results further demonstrated that the low dose effect of silica on Ca 2+ influx is inhibited by the Ca2+ channel blocker nifedipine. At high doses of silica (>0.1 mg/ml), cell injury was not prevented by nifedipine or extracellular Ca2+ depletion, suggesting that other cytotoxic mechanisms, i.e., nonspecific membrane damage due to lipid peroxidation, are also responsible for the silica-induced cell injury. Silica had no significant effect on cellular ATP content during the time course of the study, indicating that the observed silicainduced (Ca2 ... ); rise was not due to the impairment of Ca2 + -ATPase pumps, which restricts Ca2+ efflux. Pretreatment of the cells with cytochalasin B to block phagocytosis failed to prevent the effect of silica on [Ca2+]; rise. Taken together, these results suggest that the elevation of [Ca2+]; caused by silica is due mainly to Ca2+ influx through plasma membrane Ca2+,channels and nonspecific membrane damage (at high doses). Neither ATP depletion nor Ca2+ leakage during phagocytosis was attributed to the silica-induced [Ca2+]; rise.

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. "A comparative study of the intensities of the IR modes in the pjlotoacoustic and. FrIR spectroscopy of amorphous and crystalline SiO2 particles is presented. It is observed that in photoacoustic spectroscopy of amorphous SiO2, IR modes of surface species are enhanced by over an order of magnitude compared to the bulk IR modes of SiO2. This effect, though not yet understood, may find applications in surface science.Since the publication of the Rosencwaig-Gersho theory of the photoacoustic effect in solids in 1976 [1], a great deal of attention has been paid to the development .of photoacoustic spectroscopy (PAS) into an analytical technique for condensed matter studies, especially when combined with the modern Fourier transform infrared (FTIR) spectrometer [2-8]. PAS has now been applied to a variety of experimental situations [2, 3] and it is particularly suitable for opaque powders and for cases where ~ample preparation (e.g. mixing with KBr as is usually done in FTIR spectroscopy) is not desirable. Another area of interest is the depth profiling feature of PAS, which is studied by varying the modulation frequency of the incident radiation [2-8]. The one-dimensional Rosencwaig-Gersho theory for non-porous samples has been extended to other cases [9-12]. Recently it has become known [11, 12] that for porous samples with porosity the IR modes are enhanced by a factor proportional toe. This enhancement is due to the pressure wave set up in the interstitial gas in the porous sample and this enhancement has been reported by a number of groups [12-14].In this Letter we report the observation of anomalously large enhancement of the PAS signal for certain surface IR modes on the surface of amorphous silica particles. This observation differs from the previous reports in that certain surface modes are enhanced by over an order of magnitude compared to the bulk IR modes. Although the reasons for this enhancement of the surface IR modes in PAS are not understood at present, this observation may open up new approaches to the study of surfaces. Results of these initial observations are given in this Letter. ·Experimental studies reported here were carried out on an FTIR spectrometer (Mattson Instruments, Model Cygnus 100) equipped with an MCT detector. The same instrument was used for PAS studies in conjunction with an MTEC (Model 100) PA cell. The sample cell and the spectrometer are continuously flushed with dry, CO2 free air obtained by the use of Balston Instruments Air Dryer Filter System (Model 75-60). Usually data were collected for 32 scans at 4 cm-I resolution, although both scan and resolution can be varied. For FTIR studies, samples were mixed with IR-grade KBr and pelletised. For PAS, no sample preparation is necessary and data are ratioed against dry carbon black [4, 5]."

Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended or use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and non networked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety .• 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. "INTRODUCTION Loss of life from coal-mine explosions in the United States in 1949 was the lowest in any year since before 1870. Although fatality reports from coal nines before 1910 were incomplete,' the explosion fatalities from single disasters or individual States exceeded the 1949 total in each year as far back as 1870, when the records become fragmentary. Since 1890, the only other year in which fewer than 35 were killed was 1946, with a total of 32. Figure 1 shows the total yearly fatalities from explosions in all coal mines and those in anthracite mines alone since 1870. The fatalities in bituminous coal mines were not completely reported before 1910, but enough reports were issued by major coal-producing States to compile reasonably representative figures back to 1885. Any corrections would be additions to these totals.The reason for the moderate total of 46 explosion fatalities in 1948 and the low total of 8 killed in 1949 is thought to be the serious and careful attention devoted to elimination of coal-mine explosion hazards after the disastrous explosions in 1947. The standards now being observed generally with respect to ventilation, rock-dusting, and inspections for gas are better than those found earlier in even the mines having the best reputations for safety. Exceptions are still numerous, but they are fewer, month by month, because of the pressure of Federal and State inspections and a changing conception of the hazards that should not be permitted underground. The prevailing precautions have not eliminated all ignitions of gas or dust, but they have limited propagation to small explosions and have prevented serious loss of life.The number of ignitions (14) reported for the year was less than the average (24) for the 5 years 1944-48 and only half the average for the fiscal years 1929-44. Another favorable factor is that Bureau of Mines representatives were probably in closer contact with both small and large mines in nearly all coal-mining districts. Inspectors now assigned to individual districts are better able to keep informed on the happenings and the progress of safety in their districts. In 1948, one-fourth of the explosions were in mines that employed fewer than 10 men; this condition was duplicated in 1949."

Objective A cable bolt can be a strain-measuring device as well as a supporting device in underground mines. Placing instruments on a cable bolt allows certain characteristics of a rock mass, such as high strain and load, to he evaluated during mining and provides a means for mining engineers and mine inspectors to forecast a potential roof fall. Background Thousands of cable bolts are installed in U.S. mines each year. Studies performed by NIOSH researchers show that support loads can exceed the yield point of the steel, which can result in unstable ground conditions that pose direct safety hazards for underground workers. Rock falls can also create secondary hazards, such as caved escape ways and blocked ventilation passages. Development of methods and tools to assist in the evaluation and selection of rock supports could reduce the number of unplanned rock falls significantly. Approach Instrumented cable bolts developed at NIOSH’s Spokane Research Laboratory were used along with existing ground control systems to monitor rock mass loads and movement Axial and shear loads on the cables are determined as these loads are transferred to strain gages embedded in the king wire. In longwall, room-and-pillar, or underhand cut-and-fill mines, rock mass loads and movements can be detected down to microstrains of stress or millimeters of movement. By detecting such small amounts of ground movement and support load, early intervention to prevent a roof fall is possible, and miner safety and health are increased. How it Works Up to 10 strain gages are embedded in the king wire at whatever locations a mine ground control engineer may specify. The gages m either be set in pairs in the same plane to detect shear or set at 90° angles to detect loading in three dimensions. The cables are up to 5 meters long if they arc to be grouted with resin or up to 15 meters: if they will be grouted with cement. They arc capable of holding m ultimate lend of 214 kN and produce reliable readings to 178 kN, as shown in the calibration curve. The cables are fitted with an instrument plug for monitoring the gages and a special head for insertion into the rock. A data acquisition system, such as a Vishay strain indicator box, Campbell Scientific, or Omnidata system, is required to obtain the data for load and displacement calculations.

An underground investigation was designed and implemented by the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of pre-driven longwall recovery rooms supported with pumpable concrete roof supports. The pumpable roof supports were instrumented with hydraulic pressure cells to measure support loading. Displacement of the support was also measured to assess the support reaction to ground movements. Movement up to 12.5 m (40 ft) into the roof was measured with sonic probes and multipoint extensometers. Borehole pressure cells were installed in the panel fender and outby pillars to evaluate load transfer. Shield loading was also assessed to determine the impact of the panel fender yielding on face loading. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 3.12 m (10 ft) from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 15-20 cm (6-8 inches) once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 10 m (32 ft) horizon with total deformation ranging from five to 10 cm (2 to 4 inches), indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in instabilities that can lead to catastrophic results. Understanding the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields is providing valuable information for the refinement of the NIOSH Ground Reaction Curve for standing and intrinsic roof support system design.

"IntroductionIn a typical incremental loading test, the AE activity increases rapidly in the initial stage of the loading. It is associated with initial closure under compression of favorably oriented cracks already present, together with sliding of crack faces against each other /1/. After the initial stage, crack closure and movement largely cease and the AE activity drops to a barely detectable level /2/. In the final stage of loading test, cracking associated with the onset of inelastic deformation' occurs, and the rate of AE rapidly increases /3/ indicating an increase in the •number of events associated with higher number of microcracks. To understand better primary fragmentation process, Anderson and Ruzzi conducted tests to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool /4/. They proved that a relationship existed between the AE activity, generated during fracturing and the amount of fracture surface area created.A process of fragmentation, demonstrated by conical bits acting orthogonal to the flat surface of block of coal specimen with and without lateral confining pressure is presented here. The monitoring of AE during the fracturing process of rock/coal has been a very useful indirect method in studying fracture mechanism.Specimen PreparationLarge blocks of Waynesburg coal were obtained from a surface mine. These blocks were then out and molded to approximate dimensions of 25.4 x 25.4 x 15.2 'an (10 x 10 x 6 in.). These specimens were instrumented with three strain gages in a 45 degree rosette. One was mounted parallel to the bedding plane direction, another was tinted at an angle of 45 degree from the bedding plane direction and the third was mounted perpendicular to the bedding .plane direction. Each of the three strain gages were set 5.1 an (2 in.) away from the impact point.Typical Test ProcedureIn a typical experiment, the specimen was placed in the confining chamber.Predetermined equivalent in-situ stresses were applied to the specimen by using two sets of hydraulic cylinders. Two 1 in. thick steel plates ware positioned between the sample and the hydraulic cylinders in order to distribute the pressure uniformly over the whole surface of the specimen. The LVDT null position was adjusted with respect to the coal face. After setting the LVDT, the bit and associated weight was lifted to a predetermined height (equivalent to a predetermined kinetic energy) by a win. The three strain gages were balanced using the signal conditioner and the output was recorded by a 6 channel strip chart recorder. The experimental set-up is shown in Figure 1."

An investigation was conducted on the conditions affecting the precipitation of aluminum by autoclaving synthetic solutions containing Na2SO4, Al2(SO4)3, H2SO4, and H2O. Virtually all of the alumina could be precipitated as natroalunite (NaAl3(SO4)2 (OH)6). This product could be readily filtered and dried. Results are reported in terms of alumina precipitated in this compound and not in terms of alumina itself. Solutions of ~ 0.30, ~ 0.60, and ~ 0.80 mole/liter A1203 and various concentrations of H2SO4 and Na2S04 were investigated. The optimum time and temperature for autoclaving were 20 to 30 minutes at 200° C. The highest yields of natroalunite were obtained from solutions containing little H2SO4 and ~ 2 moles Na2SO4 per mole A1202. Acid in quantities of 0.3 to 0.5 mole/mole of alumina in solution depressed the yield to 90 percent or less. In differential thermal analysis, at 1,000° C the natroalunite precipitate decomposed without melting to yield SO, and SO2 gases, a solid composed of Na2SO4, and gamma and alpha Al203. Continued heating to 1,200° C produced No SO, and alpha A1303. Water-leaching of this product removed the Na2S04 and left a final residue of alpha A1203.

Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

"As stated earlier the primary goal of the Generic Mineral Technology Center for Respirable Dust is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. While initial work was directed to coal dust the charge to the dust center has been expanded to include diesel particulates and asbestosis, the latter of deep concern not just to workers in the mineral sector of the economy but also to the general populace.A major facet of Dust Center research has been the analysis and documentation of comprehensive research protocol and procedures that are appropriate state-of-the-art in the various areas of respirable dust. In addition to definition of standardized research protocols and procedures which would be utilized by center personnel for uniformity and reproducability there is a considerable need for utilizing standardized respirable dusts in experiments with consistent, reproducible characteristics which simulate those of actual mine dust. This respirable dust needs to be available in large quantities for a wide variety of research uses that include animal and medical experiments. The dust must be free of the lubricating oils and grinding wheel contaminants that are frequently encountered in laboratory generated dusts.The holistic approach to establishing standardized protocols and procedures applicable to the five major research areas of the center is presented in Figure 5.In one hypothesis, range in coal volatility is considered to be a major causal factor in the incidence and severity of pneumoconiosis. Therefore a suite of characterized standard respirable dust samples have been prepared for researchers from coals representing the western (high volitile A bituminous), central (medium volatile bituminous) and eastern (anthracite) mining areas of Pennsylvania. Quartz, limestone (rockdust) and kaolin clay samples, representing important mineral constituents of coal dust have also been prepared.A suite of medical investigations have been developed utilizing small and medium size animals as well as non-human primates in a variety of dust/lung interaction projects which will be discussed in the next section. A number of respirable dust sampling and dust generation methods have been investigated and selected techniques utilized for both in-mine and in-laboratory research investigations. These will also be discussed in more detail later. A wide range of respirable dust size, chemical and mineralogical analyses have been investigated, standardized and documented for use in various research investigations.This interaction and documentation of various respirable dust sample procedures, animal and medical tests, sampling and dust generation methods, plus size, chemical and minerological analysis applied in the five major areas of research investigation have served to create a very favorable synergism and rapid technology transfer in the respirable dust center."

"Generally, the hazard of cool-dust explosions in tipples and cleaning plants is not given the consideration that is given it underground. This lack of consideration is probably due to failure to appreciate the potential hazard. An explosion in a tipple or cleaning plant is basically little or no different from an explosion underground. If bituminous-coal dust is raised into a cloud in the air and comes in contact with arcs from motor brushes, switches, or open flame, the dust is very likely to ignite, and flame will very probably propagate or extend through it if the quantity of dust per unit of air space is sufficient. The open space in a tipple or cleaning plant may reduce the violence of the explosion, but it is not likely to prevent ignition or propagation of flame.The movement of coal through a tipple or cleaning plant naturally puts into suspension a large amount of dust, which finally settles on exposed surfaces. Any disturbance that will put this dust into suspension in a sense enough cloud can result in the dust being ignited by an arc or open flame if one should be present. An explosion of bituminous-coal dust in a tipple or cleaning plant generally can be prevented either by keeping it thoroughly clean or by removing all sources of ignition, or both.The tests at the U.S. Bureau of Mines Experimental mine have shown that the explosibility of coal dust is proportional (other things being equal) to the ratio of the volatile matter to the volatile matter plus the fixed carbon, indicated thus:The volatile ratio for the Pittsburgh coal bed is calculated as follows:Therefore, as the volatile matter decreases the liklihood of ignition decreases; however, coal-dust explosibility depends on other factors also, such as fineness, dryness, and cloud density; and under some conditions other factors also intervene.Proof of the explosibility of coal dust in the absence of explosive gas has been shown in numerous cases in mines and mine plants and also by a series of tests. In these tests a dense cloud of dust is blown onto an open flame or an electric arc, almost invariably with resultant exploding of the dust. The Safety Division of the United States Bureau of Mines has made a number of demonstrations of the explosibility of Pittsburgh coal-bed dust, using a small gallery or box in which a cloud of coal dust is blown onto a lighted match; larger-scale tests have been made with an electric arc as the igniting agent. Bituminous-coal dust is readily ignited with a medium arc, but with low-volatile coals a larger arc is required. For test purposes, a 100-ampere arc has been used. Ignition has occurred readily under these conditions with Pocahontas No. 5 coal dust with ratios of volatile to total combustible of 0.232 to 0.253, and with Pocahontas No. 3 coal dust with a combustible ratio of 0.242. Lower Kittanning coal dust, with a ratio of 0.187, did not give definite ignitions, and Pocahontas No. 4 dust did not explode, although part of the coal-dust cloud ignited. It is probable that even the low-volatile coal dust will be found to be explosive with a higher-amperage electric arc as the initiating agent."

1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. The formation of A1203 dispersoids 0,14 and less in size in dilute iron-aluminum alloys by internal oxidation in wet hydrogen and dispersion strengthening of iron by application of the technique to iron powder were found to be feasible by the Bureau of Mines. In flowing H2-1.5 H20 gas, A1203 dispersoids 0.1w and less in size formed (at 650° to 750° C) in Fe-l and 2 Al sheet material but not in Fe-3 or 4 Al alloys. With higher temperatures and/or higher H2O/H2 volume-ratio gases, A1203 and FeA1204 dispersoids >0.14 in size formed in all the sheet materials- Minus 100-mesh Fe 2 Al powders were internally oxidized under conditions that promoted formation of fine A1203 particles in sheet material, and then the oxidized powders were hydrogen reduced, sintered, extruded, and evaluated. During internal oxidation, fine A1203 dispersoids formed within the powder grains, and coarse FeA1204 particles formed on the powder surfaces and grain boundaries. The FeA1204 content was essentially eliminated during sintering by reacting with the unoxidized aluminum that remained in the center of the larger internally oxidized powders. The tensile strength at 800° C depended upon the aluminum-oxygen weight ratio of these elements in the extrusions and reached a maximum of 17,000 psi. The stress-rupture strengths at 800° C of the better alloys were comparable with those of type 310 stainless steel.

The continuing high-level performance of the domestic mineral and mineral fuels industries during 1966 was sustained by the longest business upturn in the Nation&apos;s history. Spurred by consumer demand at home and the defense production requirements of the Viet-Nam war, the rising trend of economic activity during the year was reflected in the upward movements of the major economic indicators. At yearend the gross national product (GNP), representing the value of all goods and services produced, stood at $740 billion, $58 billion greater than in 1965. Corrected for price changes, the real value of GNP in terms of 1958 dollars was $648 billion and represented an annual increase in economic activity of 5.4 percent. Some 74 million persons were employed during the year out of a total population of 196.8 million, while unemployment fell below 4 percent. The Federal Reserve Index of Industrial Production averaged 156 for 1966, up 13 points from the previous year. However a jarring note in the 1966 expansion, and one which affected the mineral industries in particular, was the increasing pressure on prices and the threat of inflation. From 1961-65 economic growth was facilitated by relatively stable wages and prices and only mild inflation. During the period average wholesale prices hardly moved while average consumer prices rose only about I percent per year. But this long run of relative price stability ended during 1966 when consumer prices rose 2.9 percent and wholesale prices were up 3.2 percent from the previous year.

The data presented in this report are the results, to date, of an ongoing Pittsburgh Research Center Disaster5Prevention research program on the explosion hazards associated with blasting operations in noncoal mines. Laboratory and experimental mine tests have shown that oil shale and sulfide ore dusts can be ignited given the proper predispersed dust concentrations, particle size, and kerogen or sulfur content. Methane (CH) gas may also4be present in deep oil shale formations and can pose a significant added hazard to underground blasting operations. The most common explosive used for blasting in oil shale had been ANFO, a combination of ammonium nitrate and fuel oil; blasting in sulfide ore had used ANFO and/or dynamites. Tests conducted at the cannon gallery at Lake Lynn Laboratory near Fair chance, Fayette County, PA, provided a means of evaluating the relative incendivity characteristics of new and existing explosive products. Three explosives—a pumpable emulsion-ANFO blend, a packaged water gel, and an emulsion blasting agent—exhibited low-incendive qualities compared with other more highly incendive products such as ANFO and some dynamites. Based on the data collected during numerous full-scale blasts in oil shale and sulfide ore mines, the low-incendive products significantly reduced or eliminated the ignition hazards while at the same time providing effective fragmentation of the rock. Based on the positive results from the gallery and field testing, low-incendive explosives, coupled with good blasting procedures, show promise in reducing dust and/or gas ignitions associated with blasting operations in oil shale and sulfide ore mining applications.
