Fiji has been an independent country within the British Commonwealth of Nations since 1970. It consists of an archipelago of more than 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets, to the larger mountainous islands of Kandavu, Taveuni, Vanua Levu, and Viti Levu of volcanic origin. The islands of Fiji straddle the 1800 meridian about 1,800 kilometers south of the Equator in the part of the southern Pacific Ocean known as Melanesia. The production of gold and silver from the Emperor Mine at Vatukoula on the island of Viti Levu, the main island of Fiji, remained Fiji's only metallic mineral producer. Mining began at the Vatukoula site in 1933, producing 124 million troy ounces of gold and 147 thousand troy ounces of silver by yearend 1985.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because this condition can result in failures of ground that lead to both injuries and death. Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health studied two methods for identifying stress in rock. A seismic tomographic survey, finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology were integrated to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. Electromagnetic (EM) emissions were also investigated in the Galena Mine, a deep underground mine in Idaho, in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results of this research indicated that (1) seismic tomography appears to be a useful tool for determining relative stress in underground pillars, while (2) EM emissions do not appear to be significant precursors of impending catastrophic ground failure.

A small-scale method was developed for determining the free-swelling index of coal samples of limited quantity, especially the macerals. Results of a series of tests using a 0.3-gram sample correlated well with those by the standard method using a 1-gram sample. The standard and small-scale methods are modified to give unrestricted swelling for those coals having swelling index numbers above 7.

The U.S. Bureau of Mines investigated a method of using inert gas to prevent the formation of explosive gas mixtures in auger highwall mining of coal. A combination of gasoline and diesel engine exhaust gases was introduced into the auger drill hole using a short section of pipe located at the collar. Gas samples were taken and analyzed on-site with infrared detectors for oxygen, carbon dioxide, methane, and carbon monoxide. Evacuated bottle samples were also taken and analyzed by gas chromatography in the laboratory. These gas results were analyzed for explosibility. Coal samples from various depths were used to obtain the gas content of the coal using the modified direct method. Personal expo- sure to carbon monoxide was also monitored. The highest methane level observed was 9.55%. The levels of inert gas (carbon dioxide and nitrogen) were sufficiently high to prevent any ignition of the methane. Results showed that for all conditions during mining, gas concentrations were nonexplosive. The gas content of the coal was about 0.30 cm3/g. The maximum personal time-weighted average sample for carbon monoxide was 20 ppm. This system provides a safe, inexpensive, simple method for pre- venting explosions during auger mining.

A collaborative project between RAG Emerald Mine, NIOSH, and SCT Operations was conducted to investigate ground behaviour, reinforcement performance, and stress redistribution in a coal mine entry subjected to a severe horizontal stress concentration. Field measurements indicated that the stresses applied to the study site nearly doubled during longwall mining, resulting in roof deformations extending to a height of 4.8 m (16 ft) above the entry. This paper focuses on the computer simulation that was undertaken to provide more insight into the roof behaviour and rock bolt interaction during mining. The model’s input rock properties were derived from extensive laboratory testing, and the model itself simulated a broad range of failure mechanisms. The effects of different bolt patterns on roadway behaviour were evaluated. Comparison between the model results and the field measurements indicated that that the model effectively simulated the critical elements of the actual roadway’s behaviour. With the confidence gained, the model was used as a baseline for additional simulations that evaluated the expected performance of alternative roof support systems. The study will also provide a benchmark data set for future applications of numerical modelling to U.S. coal underground mining.

Coke Since the beginning of manufacturing of metallurgical coke in the United States, which dates from about 1859, Pennsylvania has main tamed supremacy in coke production Available statistics for the year 1880 show an output of 3,338,300 short tons, which was neatly trebled by the end of the succeeding 10 years. From this time on the increase was steady, though not rapid, and in 1922 the total production was 13,991,892 tons, which is approximately 37 per cent of the total coke production of the United States. The main reason for the rapid development of the coke industry in Pennsylvania lies in the abundance of coals particularly adapted to beehive coking, for which purpose the Pittsburgh bed in the Connellsville district has long been looked upon as standard At first practically all metallurgical coke was made in beehive ovens, the only exception being the short lived and wasteful method of coking in piles, byproduct owns did not make then appearance until after 1893 The suitability of a beehive coking coal cannot be accurately predicted from its chemical analysis, but it can be said, perhaps, that the volatile matter should be about 32 per cent, and that the oxygen content should not be mole than 10 pet cent or less than 4 per cent The sulphur and phosphorus content should be small-not over 1 25 per cent sulphur and under 0 02 pen cent phosphorus-and the ash content should not be over 7 per cent The Pittsburgh bed at Connellsvnlle fills these requirements well, as may be seen from the following representative analysis. Active and abandoned mine sites can be an irresistible- - and sometimes deadly - - draw for outdoor enthusiasts, particularly children and young adults. Despite repeated warnings, posted signs, and fencing, tragedies involving accidents on active and abandoned mine property continue to make headlines, especially with the arrival of warmer weather and the summer months ahead. Over the last few years, there have been dozens of tragic incidents involving children and adults ventur­ing onto active and abandoned mine property. They include: A 16-year-old youth suffered fatal injuries after his all-terrain vehicle became airborne in an accident at a gravel mine near Albany, New York. A young boy was electrocuted when he contacted a high-voltage power line while sliding down a stockpile at a sand and gravel mine in Grand Island, Nebraska during its off-shift hours.

Approach A beta detector continuously counts beta activity collected on a filter paper to allow calculation of exposure in working level units. How It Works At each Site a constant flow pump draws mine air through a fiberglass filter located in front of a beta detector (pancake type Geiger Mueller tube), Radioactive particles (products of the radon 222 gas emanating from the mine walls) collect on the filter and decay, releasing alpha and beta particles as well as gamma rays. A portion of the beta particles penetrate the Geiger tube window and create electrical pulses in the tube. These pulses are then amplified and sent by a coaxial type or shielded electrical cable to a central monitor located some distance from a working level detector. Determine the extent to which remote-sensing techniques, primarily lineament analysis, can be used to identify geologic structures that may affect the location and migration of subsidence over abandoned underground coal mines in the Colorado Springs, CO, area. Compile data using a geographic information system (GIS) to allow efficient and reproducible comparisons and analyses. Background The basis for evaluating abandoned mine land (AML) sites with remote-sensing techniques comes from past and ongoing Bureau ground control research using remote-sensing data to identify potential hazards caused by geologic structures (faults, joints, etc.) above active underground coal mines. Research showed that lineament (linear feature) analysis of Landsat Multispectral Scanner (MSS) images could indicate locations of fractures and fracture trends that had varying, but significant, impacts on the stability of mine openings. Such geologic structures should be identifiable over abandoned mines as well. If fractures are present, even if they arc not faults, they should represent areas of potential instability over these mines and, therefore, should tend to localize subsidence when it occurs, particularly for deep and moderately deep portions of mines.

Coal degasification boreholes drilled from the surface have been success - fully hydraulically stimulated to increase the flow of gas from the coal. This Bureau of Mines report describes the hydraulic stimulation procedure for a coalbed, the equipment required, and design criteria for the treatment. Three examples of stimulation treatment show from fivefold to twentyfold increases in gas production. The tests were conducted in the Pocahontas No. 3coalbed, Buchanan County, Va., the Pittsburgh coalbed, Washington County, Pa., and the Mary Lee coalbed, Jefferson County, Ala. Two sites where the coal was hydraulically stimulated and exposed by subsequent mining show no adverse effect on mining operations through the treated zones. The induced vertical partings were confined to the coalbed and did not in any way affect either roof or floor rock.

Researchers associated with the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), are investigating injuries (fatal and nonfatal) attributed to water well drillers during well drilling activities. Injury data, obtained from various sources, suggest that many water well drillers are experiencing unnecessarily high insurance premiums and very avoidable citations or violations from the direct result of accidents, injuries, and fatalities occurring throughout the water well drilling industry. Expensive insurance premiums and unnecessary citations are the direct result of poor health and safety practices. Visits to numerous water well drilling sites were conducted by NIOSH personnel to characterize and identify the injury data collected and to provide inexpensive strategies to prevent, minimize, and eliminate safety and health issues associated with water well drilling activities.

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). The U.S. Bureau of Mines recently conducted an investigation into the amount of respirable and quartz dust generated while mining rock in coal mines by continuous and conventional methods. The study was made at two mines that use both continuous and conventional mining. Results show that continuous mining produces 1.2 to 3 times more respirable dust, and 6.7 to nearly 15 times more quartz dust than conventional mining.

Monitoring systems can have numerous uses in the mine. They can aid in the efficient management of the mine by providing environmental trend data, production and maintenance control, and communications. In some cases, they can provide justification to petition the Mine Safety and Health Administration (MSHA) fog a variance of one of the mandatory safety standards. They may also increase the gross revenues of the mine by increasing the amount of coal produced or increase profits by reducing the cost of producing that coal. No single system will satisfy the requirement of all mines. Some may require simple hard-wired status-reporting systems; others, multipurpose computer-based systems that collect, analyze, and store data and perhaps control some mine functions. Even though systems vary in complexity, they are all composed of three functional components. The first component is sensors that measure the environmental or production parameters and produce an electrical signal that is fed into the telemetry. The second is telemetry devices that receive the signal from the sensors and transmit it in either analog or digital format to the third com¬ponent, analysis and display equipment. This equipment receives the transmitted signal and either stores it for later analysis or displays it. The analysis-display equipment ranges from simple strip chart recorders with preset alarms to computers, cathode-ray tubes (CRT's), and line printers that can also provide production reports. 4.2 Uses of a Mine Monitoring System A list of potential uses for mine monitoring systems, including both production-related functions and those related to health and safety, was used to develop a questionnaire. It was presented to representatives of the mining community to determine their current monitoring priorities. The responses indicated that the industry's priorities fall into the following two categories: First priority- Production and haulage Maintenance Second priority- Ventilation Communication Fire monitoring Personnel The survey shows that production-oriented systems were the most appealing to the questionnaire respondents. Since even small improvements in production efficiency and maintenance can have a large financial impact, the desirability of monitoring systems that focus on these areas is understandable. The results are summarized in table 4-1. The function that scored 100 was viewed as the most beneficial monitoring function.

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. This is the fourth and final article in a series that discusses underground fire-fighting preparedness. As with the previous three articles, it is based on interviews with 214 miners at 7 underground coal mines (referred to as Mines ?A? through ?G?) conducted by researchers of the National Institute for Occupational Safety and Health?s(NIOSH) Pittsburgh Research Center[Vaught et al. 1996]. The first article presented an overview of the study conducted by NIOSH on mine fire response preparedness and provided a general perspective on underground mine fires. The second article discussed miners? preparedness to evacuate a fire and their experience with incipient fires. The third article described miners? experiences in fighting underground mine fires and presented their perceptions of training and readiness for fire-fighting. This final article in the series offers suggestions to improve mine fire-fighting preparedness.

"Therma1 and chemical treatment of respirable size silica dusts samples is shown to induce marked changes in their hemolytic activity. The cytotoxicity of crystalline a-quartz (Min-U-Sil), and fumed silica (Cab-0- Sil) particles, as measured by a hemolytic activity protocol, is decreased by calcination and can be related to the dehydroxylation of the surface. The hemolytic activity of P-cristobalite particles of respirable dust si7.e was also determined and found to be lower than that of a-quartz. The change in the surface structure resulting from thermal treatment is detectable by photo-acoustic infrared spectroscopy and zeta-potential measurements. The absorption band in the 3200-4000 cm-1 frequency region of both Cab-0-Sil and MinU- Sil disappears upon heat treatment while a sharp band, identified with single silanol groups, at 3750 cm-1 increases in intensity. The zeta potential-pH profile, in the pH range of 4.0-7 .0, of the calcined, siloxane surfaced particles is more negative than that of material with a silanol surface.The cytotoxicity of the crystalline and fumed silica dusts was also found to be strongly dependent on particle size. Fumed silica of large surface area (small particle size) exhibits an initial increase in hemolytic activity upon calcination. This result confirms other experimental observations pointing to a particle size of maximum toxicity. INTRODOCTIONThe toxicity of silica and other mineral particles, as manifested by their role in inducing pneumoconiosis, fibrosis, silicosis and other pulmonary disorders is largely traceable to the characteristics of particle surfaces and to particle morphology. The great wealth of data on the physical and chemical properties of silica is still insufficient for a comprehensive understanding of the specific parameters to be associated with fibrogenic activity and, correspondingly, with the optimum means for characterizing and quantifying the toxicity of dusts, and the design of possible preventive or therapeutic methods.The great diversity of parameters that have been proposed and tested for correlation with cytotoxicity suggest that more than one mechanism may be involved in the fibrotic activity of silica particles. The crystalline structure of the material (more active tridymite versus less active crisobalite and passive stishovite), freshly formed surfaces and free radicals associated therewith, silicic acid adsorbed onto silica surfaces, the concentration of hydroxyl groups at silica surfaces, particle size and morphology, among other properties, have been investigated and found to conelate in tests of cytotoxicity."

This report presents a discussion of the spectra of 39 condensed thiophenes in which the structure includes at least 1 benzene ring. The vibrational bands present in three regions of the infrared spectra of these thiophenes were interpreted by comparing the similarities of the spectra of condensed thiophenes with the spectra of substituted benzenes. In the overtone-combination region 23 of the 39 condensed thiophenes had spectra which contained sufficient detail to be usable for correlating this region of the spectrum with the appropriate benzene spectrum. In the in-plane deformation region it was possible to make correlations for the vibrations of 18 of the 39 condensed thiophenes whose infrared spectra were studied. In the out-of-plane deformation region the C-H out-of-plane vibrations for hydrogen on benzene rings in the condensed thiophenes can be correlated using known data from substituted benzenes.

Maintaining ground stability in the gate roads, particularly the tailgate, has always been critical to the success of longwall mining, both in terms of safety and productivity. Several new support technologies have been developed in recent years to replace conventional wood and concrete cribbing for secondary roof support. Since their performance characteristics are unique, the best practices that have been developed with conventional wood cribbing may not be applicable for these alternative support technologies. Therefore, with so many options to consider and the importance of achieving adequate ground control at minimal cost, the trial and error approach to longwall gate road support is no longer prudent. This paper discusses a design methodology for standing secondary tailgate supports. This design technique requires in-mine measurements of tailgate support loading and convergence to establish a tailgate ground, reaction behavior based on the support and strata interaction. The methodology uses the performance characteristics generated in the National Institute of Occupational Safety and Health (MOSH) Mine Roof Simulator (MRS) to match the stiffness and load characteristics of various supports to the measured ground reaction behavior. It can be used to determine the appropriate -- application of alternative roof support systems or to design in- mine trials such that a fair and equitable comparison of different support systems can be made. A case study if the methodology at a western Pennsylvania mine site is presented in the paper, including a comparison of four alternative support technologies to conventional wood and concrete cribbing historically used at this particular mine.
