Seepage forces computed by a finite-element flow program are combined with gravity forces in an elastic-plastic stress-analysis program to determine the stability of mine-waste slopes. Computer output provides a cross-sectional plot of the dam or embankment showing the safety factors for each element. The combined finite-element program called SEEP-SLOPE was used to analyze several trial embankments and the 1972 Buffalo Creek Dam failure Safety factors computed by the finite-element method (FEM) were compared with those computed by Bishop limiting-equilibrium method. For individual slip circles, there was little correlation between the factors of safety computed by the two methods. Both predict failure, but FEM shows a different mode of failure plus development of potential failure zones not indicated by conventional methods. Besides having a better theoretical basis than the Bishop method, FEM requires no assumptions regarding the location or geometry of the failure surface. As a result, the program will show progressive development of a failure zone, and areas can be pinpointed where remedial measures should be taken. In addition, nonhomogeneous cross sections can be analyzed, and zones of potential piping can be defined.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mudstone overcored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

Research was done by the Bureau of Mines to determine the effect of a low-molecular-weight polymer on wet grinding of quartz, dolomite, and a copper ore. A 5-in ball mill equipped with a torque sensor for precise measurement of input energy was used for batch grinding tests. Grinding parameters were determined from size distribution data on the feed material and ground product. Zeta potential measurements were made to determine the effect of the polymer on the surface properties of the three materials, and a viscometer was used to measure the effect of the polymer on slurry viscosity. The addition of the polymer caused a sharp increase in the negative value of the zeta potential for all three materials, indicating that pronounced adsorption was taking place. At a constant slurry percent solids, addition of the polymer caused a similar reduction in slurry viscosity for each material. For quartz, dolomite, and the copper ore, grinding efficiency, as measured by kilogram of product per kilowatt hour passing a given screen size, was not affected by the addition of the polymer. However, the lowering in slurry viscosity caused by addi-tion of the polymer permits grinding at a higher slurry percent solids.

This information circular is one of a series, published by the Federal Bureau of Mines, on methods and costs of mining uranium ore on the Colorado Plateau. This report describes the relatively small-scale operations of the Salt Wash miner: The mining method followed, the equipment used, and the production costs. It describes 10 lease-operated mines of Union Carbide: Nuclear Co. that are typical of Salt Wash operations on the plateau. These mines lie within the Uravan mineral belt3/ and arc in the Gateway, Bull Canyon, and Uravan mining districts. (See fig. 1.) Generally the ore bodies occur as irregular, discontinuous layers of ore minerals within sandstone beds in the Salt Wash member of the Jurassic Morrison formation. The ore bodies sometimes occur as rolls, pod associat with carbonaceous trash, or tabular masses. Their size and erratic distribution preclude the use of a prearranged and uniform stoping system. The mining method is simply to follow the ore and leave open scopes behind.

An arc plasma reactor, constructed and used for studying extractive metallurgical processing, was adapted by the U.S. Bureau of Mines to separate gases of different masses by using the high rate of plasma rotation. With argon and helium as input gases, peripheral reactor outlet ports had a measured average increase of about 10 pet in argon concentration relative to helium with the plasma on compared with plasma off for the same gas inlet concentrations in both cases. Approximately the same average increase in argon concentration occurred from the peripheral outlet port compared with a central outlet probe with the plasma on. There was no difference with the plasma off.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. As part of the U.S. Bureau of Mines program to reduce the Nation's reliance on foreign supplies for critical metals, a procedure was devised to separate and recover critical metals from mixed and contaminated super alloy scrap. The process uses both pyrometallurgical and hydrometallurgical methods to treat the scrap. The mixed scrap is converted to a matte containing 4 to 7 pct S by adding S directly to the molten metal. This matte is then granulated and ground to a minus 35-mesh particle size and leached with an HCI-CI2 solution. This process takes essentially all the Ni, Co, Cr, Fe, AI, and Mo into solution in a 3-h leach, leaving W, Ta, Ti, and Nb (Cb) in the residue. The Mo is recovered from the chloride leach solution by solvent extraction, and the Cr and Fe are recovered together by precipitation. The Ni and Co can be recovered individually by an existing solvent extraction-electrowinning process. The W is recovered by a caustic leach of oxidized Cl2 leach residue.

This paper is one of a series prepared by the United States Bureau of Mines dealing with milling methods and costs. In view of the current revival of interest in gold mining, information dealing with practices and costs in the development of gold properties is apropos. Milling practice at a small gold property in the prospect stage is described where, with a small outlay for plant and equipment, development has been carried on for about 20 months on the proceeds of the mill operation with little additional expenditure. The paper shows about what may be expected as to costs at a small property operated under northern climatic conditions and with rigid economy throughout the plant.

In 1986, at the request Of the Bureau of Land Management, the U.S. Bureau of Mines studied the central portion, encompassing 20,727 acres of the 32,261-acre Badlands Wilderness Study Area (OR-005-021) in order to evaluate its identified mineral resources. The study area is located in Crook and Deschutes Counties, OR, about 12 miles east from Bend. No mineral resources were identified. The area studied is underlain by Tertiary and Quaternary basalt flows which are largely covered by a veneer of sand and silt. No mines, prospects, or mineralized areas occur within or near the study area, but some sand and gravel has been removed from alluvial deposits at the east and west sides of the area. Slab lava of marketable grade and quantity was not found in the study area. None of the study area is of current interest for geothermal resources, but the eastern third of the wilderness study area is leased (1984) for oil and gas.

This paper, describing the mining methods and colt at the New Indria quicksilver mine, is one of a series of similar papers being prepared by the Bureau of Mines on various mines in the United States. The New Idria mine lies at an elevation of 3,500 to 4,200 feet in the Coast Range of San Benito County, Calif. The property is accessible by automobile stages from Gilroy or Hollister via Tres Pinos. Tres Pinos, 65 miles northwest of the mine, is the nearest railroad point.

This report comprises a brief outline of the experimental cracking of natural gas in a water-gas generator at Louisville, Kentucky, and a discussion of the results obtained. The work was done under a cooperative agreement by the U. S. Bureau of Mines with the Louisville Gas & Electric Co. The re-forming or partial cracking of natural gas is not a new process, but one which has been employed in the manufacture of city gas for a number of years. However, the apparatus used heretofore was not a water-gas generator containing a bed of ignited fuel, but instead it was a plurality of connected chambers containing spaced and arranged checker bricks, with means for heating the bricks and for admitting the natural gas. The procedure previously followed was quite different from that used during the tests at Louisville; likewise the results obtained were different. It is not uncommon for companies distributing natural gas to provide gas-generating equipment for producing manufactured gas which is used, mixed with natural gas, during periods of peak demand. Because this equipment is idle much of the time, in some instances being in use only for a few days a year, some of the gas companies have considered using it, during off-peak periods, in the manufacture of some gaseous products and for carbon black which might he produced and marketed with profit. There is one plant of this kind at Louisville. Kentucky. Its maintenance in condition ready to be operated is necessary because of the limited supply of natural gas and because of the variation in demand. The engineers of the Louisville Gas & Electric Co. considered in particular the possibility of cracking natural gas in a water-gas generator by injecting the gas into the incandescent fuel bed, thereby producing a gas comprised largely of hydrogen (H2) and carbon black, an appreciable amount of which is entrained in the gas as it leaves the generator, Because power and gas are available at low prices, Louisville was believed to be a satisfactory location for a plant which could use hydrogen. It was evident that this method of treating natural gas might directly benefit the gas company by: 1. Lowering, the cost of manufactured gas.

A prototype EM Location System was fabricated and tested at the Geneva Mine near Dragerton, Utah. This system consisted of six manpack transmitters and six manpack receivers covering the frequency band from 900 Hz to 2900 Hz as well as a six channel receiver designed for use in a helicopter. Tests showed that EM signals from lightweight (314 lb) transmitters could be detected both on the surface and from a helicopter through -2 as much as 1650 ft of relatively high conductivity (2 X 10 mhos/m) over- burden. Furthermore, the resulting field strength profiles could be used to determine source location to within 150 ft of the actual surveyed location in the mine. Modifications were made to a Monitoring, Locating and Communications System being tested at the Bruceton Mine, Pittsburgh, Pennsylvania. These modifications have improved the performance and quality of the paging and voice telephony mode of the system. Subsurface receiver modifications have improved reception of voice downlink signals.

This paper summarizes the results of a research project whose goal was to provide the Australian coal industry with a chain pillar design methodology readily usable by colliery staff. The project was primarily funded by the Australian Coal Association Research Program and further supported by several Australian longwall operations. The starting point or basis of the project was the Analysis of Longwall Pillar Stability (ALPS) methodology. ALPS was chosen because of its operational focus; it uses tailgate performance as the determining chain pillar design criterion rather than simply pillar stability. Furthermore, ALPS recognizes that several geotechnical and design factors, including (but not limited to) chain pillar stability, affect that performance. There are some geotechnical and mine layout differences between United States and Australian coal fields that required investigation and, therefore, calibration before the full benefits offered by the ALPS methodology could be realized in Australia. Ultimately, case history data were collected from 19 longwall mines representing approximately 60% of all Australian longwall operations. In addition, six monitoring sites incorporated an array of hydraulic stress cells to measure the change in vertical stress throughout the various phases of the longwall extraction cycle. The sites also incorporated extensometers to monitor roof and rib performance in response to the retreating longwallface. The study found strong relationships between the tailgate stability factor, the Coal Mine Roof Rating, and the installed level of primary support. The final outcome of the project is a chain pillar design methodology called Analysis of Longwall Tailgate Serviceability (ALTS). Guidelines for using ALTS are provided.

An active list of permissible explosives was published in December 1943 as part of the Bureau of Mines Report of Investigations 3736 under the title "Active List of Permissible Explosives and Blasting Devices Approved Previous to June 30, 1943." This list included 180 brand names. Changes in the list that have been authorized to December 31, 1945, placed 10 additional brands of permissible explosives on the active permis- sible list as a result of tests and changes in brand names.. Twelve permis- sible explosives were transferred from the active. to the inactive list. The present list contains 178 brand names. General The underground mining environment has traditionally been hostile and as early mines were developed, coal seams with particularly difficult natural conditions were bypassed in favor of those more easily exploited. Barring the discovery of new and novel sources of energy, the depletion of petroleum and natural gas reserves will eventually force the United States back to the use of coal as its primary energy source. Figure 1 illustrates the trend away from coal which has taken place over the past half century. Today, the demand for coal requires a re-evaluation of all coal seams to meet the needs of the energy market. Difficult mining conditions may result in an increase in the consumption of roof control materials, require greater investment in pumping and ventilation systems, and increase the need for in-depth engineering of far greater safety in production plans. They may also cause delays in mine development and curtail production, all of which combine to drive up the unit production cost. It is reasonable to expect that conditions will continue to deteriorate as current reserves are depleted, thus bringing this factor into greater prominence in the future. For several years now, it has become apparent that in addition to economic objectives, coal companies must set and achieve several concomitant objectives to accomodate society's interest in the conservation of natural resources. Government action to meet this interest has taken the form of two categories of Federal legislation, environmental protection and employee health and safety. An extractive process was developed applicable to submarginal titanium deposits containing valuable minor constituents; such as columbium (niobium) and iron. The process consisted of reducing the mineral concentrate with coke at high temperature to form a carbide-suboxide sinter, chlorination in the 400° -500° C. range, and fractional condensation of the chlorides. The chlorination procedure recovered 97, 83, and 87 percent of the titanium from brookite, rutile, and ilmenite sinters, respectively, while simultaneous columbium recoveries on the same materials were 85, 50, and 87 percent.

SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.
