Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. The Bureau of Mines conducted laboratory-scale beneficiation tests on a sample of corundum gneiss from Montana to devise a method for beneficiating corundum for use as a substitute for refractory-grade bauxite. A flotation process utilizing petroleum sulfonate as the collector in an acid circuit was devised. Results showed that two flotation schemes each produced a concentrate exceeding the national stockpile specifications for calcined bauxite. From a feed containing 28 pct corundum concentrates containing up to 92.5 pct alumina (A1203) were produced with a corundum recovery of 78.5 pct.

This paper is one of many reporting various aspects of the Bureau of Mines program initiated in August 1939 by passage of the Strategic Minerals Act J the scope of which was greatly expanded by subsequent legislation. In its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The occurrence of chromite in the Knik Valley near Palmer, Alaska, was brought to the attention of the Bureau of Mines in September 1941 by George Johnson, of Anchorage. At that time a preliminary investigation was made by Robert S. Sanford, an engineer of the Bureau of Mines. The area was investigated on June 4 and 5, 1943, by Henry R. Joesting and Leo H. Saarela, engineers of the Territorial Department of Mines. In August 1942, a second chromite occurrence, the Highway deposit, in the Knik Valley, was reported to the Territorial Department of Mines by John E. Ryan of Anchorage.

This U.S. Bureau of Mines (USBM) report conveys the results of an economic analysis of minerals in the West Mojave Management Area (WMMA), including the Desert Tortoise Priority Habitat (DTPH), a proposed special land management area. Undiscovered mineral resources were estimated for the entire WMMA, which totals 8.7 million acres. Known mineral resources were studied for the DTPH, which is an area of 1.2 million acres contained within the WMMA. Federal lands within the WMMA are managed by the Bureau of Land Management (BLM). The WMMA includes Federal, State, and private lands in the western portion of San Bernardino County and the eastern portion of Kern County. The center of the study area is 20 miles northwest of Barstow, California (Figures 1 and 2).

Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health installed 39instrumented, fully grouted bolts at six test sites in a trona mine retreat panel to study mine roof stability for the improvement of workplace safety. Variables at each test site included bolt spacing, bolt length, roof span, and location in the panel layout. At most test sites, two rows of instrumented bolts were installed, one in or near the intersection created during development and the other in or near the intersection created during second-pass mining. The most significant factor affecting bolt load was roof span. The highest loads were on the bolts installed in the intersections of the 6-m-wide entry. Mining-induced stress resulting from panel layout was the next most significant factor affecting bolt loading. Minor variations in bolt loading could be attributed to changes in bolt spacing and bolt length. Gas pressure release in the immediate roof contributed to some bolts showing compressional loading during gas bleed-off.

The heats of formation of anhydrous ferric sulfate and anhydrous indium sulfate were determined by solution calorimetry. At 298.15° K the heats of formation from the metal, rhombic sulfur, and oxygen were -615.6 ±O.7 kcal/mole for ferric sulfate and -649.6 ±O.6 kcal/mole for indium sulfate. Heats of decomposition at 298.15° K are given for the reaction that forms metal oxide, sulfur dioxide, and oxygen) and for the reaction that forms the metal oxide and sulfur trioxide.

LFE Environmental performed an Industrial Hygiene survey of the Paraho Oil Shale Mining and Processing facility in Anvil Points near Rifle, Colorado, on August 6 and 7, 1975. This survey consisted of an investigation of the underground operations for diesel emission contaminants and of the above ground work areas for all inhalation contaminants other than silica dust. Samples were collected to investigate the following contaminants: respirable dust, total dust, NO2, NO, H2SO4, formaldehyde, CO2, S02 and CO. None of the determinations of contaminants in the underground operations indicate air concentrations exceeding their standards. The results for the samples collected above ground indicate only one operation where the employee's exposure exceeds the standards. It is a welding operation where the standards for total dust and lead are exceeded. Since the survey the employer has installed an exhaust ventilation system which has significantly reduced the welder's exposure.

A skull breaker has demonstrated its advantages for secondary breaking in a limestone quarry by entirely displacing secondary blasting . It has reduced safety hazards to workmen, increased the number of quarry operating days , and has lowered mining costs by 2.7 cents a ton. It is believed that the application of the skull breaker can be made economically advantageous in the surface mining of other commoditics .

The following are abstracts from papers presented at the 4th Symposium on Respirable Dust in the Mineral Industries and· were produced through research funding under the Generic Mineral Technology Center for Respirable Dust. Full articles appear in the proceedings published in July 1996 in Applied Occupational and Environmental Hygiene. (Volume 11, Number 7). The two addresses included in the proceedings point to the progress, prospects, problems, and perspectives on control of respirable dust and dust-related disease in the mineral industries. The symposium papers deal with respirable dust issues that are longstanding such as characterization, health effects, control of airborne coal dust, new and emerging issues such as iron toxicity, diesel particulates, and sampling. The papers were grouped into the following topics: continuous dust monitoring, encompassing the development of a fixed-site monitor that will provide continuous information on instantaneous and time-weighted respirable dust concentrations; mechanisms involved in the generation of dusts in mine environments, important for dust control at the source; characterization and control of diesel emissions (particularly diesel particulates) in mine atmospheres; mining systems effects and models; dust control in mine working faces and in milling environments; characterization of the physical, chemical mineralogical, and biological properties of the dust and their relevance to health effects and sampling; dust-lung interactions, encompassing results from several biomedical studies dealing with acute and chronic inhalation of airborne dusts and associated lung responses; the role of iron in causing lung injury; and therapeutic strategies for ·the control of pulmonary disease. All papers submitted to the organizers were peer-reviewed. In the proceedings, we have not differentiated among the platform and poster papers; rather, they have been grouped into the above topical areas. Taken together, these papers reveal significant progress in the control of dust generation, characterization of dust, understanding of dust-lung interaction, and mining and milling practices to reduce dust exposure - all essential for reducing dust-related occupational hazards at the workplace.

In its search for strategic minerals, the Bureau of Mines investigated the Rutherford Mine property in Amelia County, Va. The property was visited by F. W. Horton, mining engineer, and Margaret Fuller Boos, mineral technologist, of the Bureau of Mines, in company with Eugene Dawson, of the War Production Board, on July 16-11, 1943. An exploration program by the Bureau was recommended, and work was started on July 28, 1943, and continued until September 16, 1943. A total of 1,250 feet was diamond drilled in 5 holes on the property.

This report covers the work on developing criteria for determining when a hazard exists when mining stratified mineral deposits beneath bodies of surface water. The nature of water bodies is considered, the disturbance to the strata induced by mining is described, inundation case histories reviewed, reasonable water inflows derived, and methods of mining to prevent or minimize the hazard are presented. Criteria are given whereby effected industries and agencies can recognize a potential hazard and plan a mine accordingly, releasing considerable mineral reserves otherwise considered unminable.

"These proceedings consist of papers presented at a Bureau of Mines Technology Transfer Seminar on postdisaster survival and rescue research. Several seminars are held each year to bring the latest results of Bureau research to the attention of the mining industry as quickly as possible.INTRODUCTIONThe postdisaster research program is directed toward research and development of technology and equipment that increases the chances of a miner surviving or being rescued after an underground mine disaster. A disaster is an accident of major proportions, and it may result in the entrapment of miners whose normal egress from the mine is cut off. This often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. The Bureau is currently pursuing research to develop the technology that will enhance the ability of miners to survive such an occurrence. The research is divided into two basic problem areas, survival and rescue. Both areas are concerned with the inability of miners and rescue teams to cope with the postaisaster environment, such as toxic gases, unstable roof conditions, water flooding, and lack of oxygen. In addition, research is also conducted to find ways of locating and quickly reaching trapped miners. Most of the research conducted by the Bureau has been directed toward the postdisaster problems associated with coal mines. However, most of the research results are also applicable to noncoal mines as well.The papers presented in these proceedings address some of the recent research conducted by the Bureau of Mines that has been directed toward the postdisaster problems outlined above. The topics covered range from an overview of the technology developed for oxygen selfrescuers to training programs for mine rescue. Any questions or comments pertaining to this research are encouraged and appreciated. "Platelet activating factor (PAF) can be released from pneumocytes following exposure to occupational dust (Am. Rev. Respir. Dis. 135:83, 1987). In addition, PAF has been shown to induce pulmonary inflammation, edema, and bronchoconstriction (Hosp. Prac. 19, 67, 1983). This investigation reports the effects of PAF on the properties of three types of cells found in the lung. PAF (1-100, K1/2 = 2.5 pH) caused depolarization of neutrophils as well as generation of chemiluminescence and secretion of hydrogen peroxide. These responses were dependent on the presence of extracellular sodium. However, PAF did not alter oxygen consumption of neutrophils. Although PAF (10 uM) caused depolarization of alveolar macrophages, no stimulation of chemiluminestence, superoxide secretion, or oxygen consumption was observed. However, PAF (10 uM). did potentiate chemiluminescence and superoxide secretion in response to zymosan (2 mg/ml) by 55% and 36%, respectively. In addition, PAF (10-90 uM) caused aggregation of alveolar macrophages. PAF (2-10 uM) also caused depolarization of type II cells, but did not affect membrane integrity or oxygen consumption. However, PAF (10-18 PM) enhanced the activities of two distinct forms of cytochrome P-450 in type II cells and caused aggregation of type II cells at PAF doses above 18 uM. These data indicate that PAF can affect the secretory activity of pulmonary phagocytes and the ability• of type II cells to detoxify foreign compounds (Bureau of Mines Grant - G1175142).INTRODUCTIONPlatelet activating factor (PAF) is a glycerophospholipid (1-0-alkyl-2-acetylsn-glycerol-3-phosphoryl choline) which has been shown to Mediate a broad range of biological activities (1-3). Its pulmonary actions include contraction of pulmonary tissue (4), secretion of leukotrienes from leukocytes (5), airway constriction (6), pulmonary edema (7), and enhanced migration of neutrophils into the airspaces of the lungs (8,9).PAF can be released from several different cell types, such as, basophils, neutrophils and alveolar macrophages, in response to a variety of particulates or membrane stimulants which include zymosan, calcium ionophore, phorbol esters, chemotactic agents, and endotoxin (10-13). Therefore, PAP may play an important role in the development of pneumoconioses by mediating pulmonary responses of lung cells to a variety of occupational dusts. To investigate this possibility, we determined the effects of PAF on several physiological parameters of neutrophils, alveolar macrophages, and alveolar type II epithelial cells."

In 2004, management at Unimin's Gleason, TN operation began implementing ergonomic interventions specifically targeted to reduce risk of musculoskeletal injuries (MSIs). Together with corporate and site management, Unimin identified work site hazards and began to modify work practices/equipment. Some interventions were relatively simple and were implemented immediately. Others, like improvements to a mobile shredder, were more complex but were eventually resolved through a participatory approach with employees, management, manufacturers and NIOSH. This paper discusses ergonomic interventions that were successfully implemented using a bottom-up approach to reducing the risk of injury.

"Over the past twenty years, there have been numerous studies which have attempted to correlate the prevalence of Coal Workers' Pneumoconiosis (CWP) with different characteristics of the coal seam. Some investigators have tried to find a relationship, or the lack of a relationship, between the rank of coal seams and the incidence of CWP. Others have attempted to show that there is a positive correlation between the mean mass of respirable dust in the mine atmosphere and the prevalence of CWP. Still others have tried to determine the influence of the quartz content of respirable dust on the incidence of CWP. Unfortunately, many of these different investigations have conflicting conclusions.One area of research with conflicting conclusions deals with the relationship between the rank of the coal and the incidence of CWP. For example, an inves¬tigation conducted in Pennsylvania and West Virginia coal mines concluded that the prevalence of CWP increases with an increase in coal rank (1). A study in Great Britain also observed a close relationship between the rank of coal and the prevalence of CWP (2). However, another study involving 312 Appalachian coal miners concluded that the association between coal rank and CWP might be fortuitous and that other factors may be more important (3). In addition, an investigation involving 2,600 miners during a period of twenty years in Great Britain established that there is only a weak correlation between the prevalence of CWP and the rank of the coal (4). Consequently, it appears that there is still uncertainty as to whether or not the rank of the coal seam has an influence on the development of CWP.Another area of investigation concerns the relationship between the mean mass of respirable dust present in the mine atmosphere and the prevalence of CWP. A study involving 4,122 miners over a period of ten years in Great Britain noted a high correlation between the mean mass of respirable dust and the incidence of CWP (5). Another investigation involving 3,154 British face workers con¬cluded that the overall mass of respirable dust is the factor most closely related to the ten-year attack rate of CWP (6). However, a study conducted in thirty-one mines in the United States concluded that it is doubtful that the quantity of respirable dust alone is responsible for the difference in the prevalence of CWP (7). Even though there are conflicting conclusions, there are many more investigators who confirm, rather than deny, the relationship between the mean mass of respirable dust and the development of CWP.The third subject of investigation is the role of quartz in the incidence of CWP. For example, two studies in Great Britain concluded that the quartz content in coal mine dust has no relationship to the prevalence of CWP (8,9). But a study involving 312 Appalachian coal miners revealed that the level of exposure to free silica plays an important role in the development of CWP (10). Once again, the conclusions reached by different researchers are conflicting.Probably the most important factor in the discrepancy among the studies is the variability among different coal mines. A mine operating in an inherently ""dusty"" seam may have a low concentration of respirable dust while a mine operating in a less dusty seam may have a high concentration of respirable dust. This discrepancy is a result of variables such as the effectiveness of ventilation or the efficiency of the water sprays. Consequently, it is very difficult to compare the dustiness of different coal seams by in-mine measurements of the respirable dust concentration. A laboratory test would more accurately characterize a coal seam according to its respirable dust production."

"INTRODUCTION The operation of internal-combustion engines at high altitudes and the general aspects of combustion processes in rarefied atmospheres have created considerable interest in the problem of ignition and flame propagation at low pressures. Nuckolls, Matson, and Dufour 4/ have published results on the effect of low pressures on the propagation of flame in gasoline vapor-air mixtures in vessels of large capacity. The volumes of their test equipment varied in capacity from 0.425 to 125 cubic feet. Various sources of ignition were employed. These authors found that the explosive range of gasoline vapor in air decreases with decreasing pressure at pressures considerably below atmospheric, until a limiting absolute pressure of about 33 mm. mercury at ordinary temperature is reached, at which point no appreciable flame is propagated.Experiments carried out at the Bureau with natural gas-air mixtures at reduced pressures have shown 5/ that the limits of inflammability are but little affected at reduced pressures down to 175 mm. mercury. As the pressures of natural gas-air mixtures are reduced below atmospheric, the mixtures become more difficult to ignite; however, if a suitable source of ignition is employed, the limits of inflammability are as wide at 175 mm. mercury absolute pressure as they are at atmospheric pressure. In view of these observations with natural gas-air mixtures, it appears important to investigate gasoline vapor-air mixtures for possible similar behavior. For this reason the tests herein described were carried-out."

The Glacier View RARE Ii further planning area contains no identified mineral deposits, other than stone, which cannot compete favorably with similar deposits closer to major markets. Pierce County mining claim records show six coal claims were located in the study area between 190b and 1907; however, no coal was found at the described locations. Two coal prospects, the H.O. Lamming and Floyd Rice, are within 0.5 mi (0.8 km) of the area's west boundary (fig. 1). At these prospects, impure bituminous coal beds strike approximately north and dip east toward the study area. Analyses of samples 1/ indicated an average heating value of 2,767 BTU 2/ per pound (6,436 joules per kg). Because of the low heat value, this coal is subeconomic. Intense folding and faulting which disrupted the beds would limit the use of conventional coal mining equipment, making future economic development even less likely. Trinity Resources of Houston, Texas has leased approximately 1,404 acres (568 ha) inside the study area and an additional 1,020 acres (413 ha) adjacent to the study area for oil and gas exploration. However, no oil or gas wells are known to have been drilled in or around the study area.

Although heated circuits frequently have been employed in the conditioning stases of certain flotation processes, particularly the flotation of fluorite, the control of temperature is not generally considered economically feasible for the flotation of coal. This viewpoint, although widely held, can neither be substantiated nor refuted by reference to published data. Some evidence is available, however, that temperature is an important variable in the floatability of coal as well as other minerals. For example, Gayle and Swelley4 found that contact angles for coal and related substances were definitely dependent on temperature. Bailey and Whalan5 showed that changes in pulp temperature may exert a pronounced influence on recoveries of coal in batch flotation tests. The present laboratory-scale investigation was undertaken to obtain information about the effects of changes in pulp temperature on coal flotation recovery and also on the selectivity of separation possible using different reagents. The results indicated that flotation recoveries were markedly affected by temperature variations when certain reagents, particularly simple aliphatic alcohols, were used. For other reagents, particularly kerosine, flotation recoveries were substantially independent of variations in pulp temperature. Release-analysis results indicated that temperature variations did not greatly affect the selectivity of separation possible with the reagents tested.

The Federal Bureau of Mines has successfully demonstrated an electrooxidation-solvent extraction-carbon adsorption process for recovering molybdenum and rhenium from offgrade concentrates. The flow sequence consists of dissolution of metal values by electrooxidation, liquid-solid separation by thickening, acidification and chlorate ion removal by sulfur dioxide treatment, solvent extraction to concentrate the molybdenum and rhenium, separation of molybdenum and rhenium by carbon adsorption, and metal recovery by crystallization. Molybdenum and rhenium were recovered as ammonium paramolybdate and ammonium perrhenate. Electrolysis of brine-concentrate pulps to generate a hypochlorite oxidizing agent in situ resulted in the dissolution of 98.9 and 99.1 pct of the molybdenum and rhenium, respectively, at an energy consumption of 13.7 kwhr/lb of molybdenum extracted.
