"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. "The Keely mine at Dagger, Indiana, is one of the few mines that is being operated successfully on a cooperative basis. This shaft mine is developing 133 acres of coal in the Indiana No. 6 bed, which here averages 5-1/2 feet thick and. lies about 110 feet below the surface. Thirty seven (37) miners and twenty (20) company men or day man are employed, and the daily output is around 300 tons. Practically the entire production is sold by contract for railroad use. No mining machines are used and all coal is produced by pick work.The mine was originally owned and operated by the Stockton Coal. Co. of Dugger, but about eight years ago it was leased to Mr. Roy Price. He sub-leased the property to ten miners, who formed an association known as the Dugger Mutual Coal and Mining Co., to work the mine cooperatively.At first many difficulties were encountered; the cooperative idea is an old one, but the practice was new to those interested. Some of the men were energetic, ambitious workers; others were inclined to let their associates produce the coal but wanted to share in the profits. In time, after a hard struggle and many changes in the personnel of the company, business-like methods were adopted and the mine was put on a paying basis."

A parachute-type stopping intended for changing the course of mine ventilation air during mine emergencies has been designed and tested. Some production uses are also visualized for metal mines. Preliminary tests in the laboratory and underground indicate that the parachute stopping is a workable concept, but further developmental research is required.

In 1986, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied the 7,940-acre Southern Otay Mountain Wilderness Study Area (CA-060-029), and the 5,750-acre Western Otay Mountain Wilderness Study Area (CA-060-028) in order to evaluate their mineral resources. The wilderness study areas are located in San Diego County, CA, about 20 miles southeast of San Diego. No mineral resources were identified in the Southern or Western Otay Mountain Wilderness Study Areas, based on literature, field observations, and sample results. The wilderness study areas are underlain by a complex blend of Late Jurassic, moderately metamorphosed sedimentary and volcanic rocks. Evidence of mineralization is not obvious.

This report, which covers the period from January 16 to October 21, 1974, describes the work performed in compliance with the requirements of contract no. H0242028 and modifications 1 and 2 thereto. The purpose of the contract was to further reline and modify three of the canopies (shuttle car, loader, and roof drill) which were developed under contract no. H0220031, and to conduct further testing and demonstration of the relined designs. Modifications I and 2 involved conducting further in-mine evaluations of the face. drill and cutter canopies, also developed under contract no. H0220031. In addition to the canopy modifications, the contract involved an evaluation of an operator's seat concept for a shuttle car which was developed for the USBM by another contractor.

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures. To help determine what factors contribute to such failures, a comprehensive international database of 131 case histories has been compiled. The cases include six failures where major rock falls occurred in front of the shields, and seven even more serious failures involving major overburden weighting. The case studies suggest two types of room failure mechanism. The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender or remnant longwall panel narrows. The second is an overburden weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rockwell above the immediate roof. The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables and trusses) is employed together with higher-capacity shields. The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used. Weighting failures were not greatly affected by the density of roof reinforcement. In one of the overburden weighting cases, in a Pittsburgh coal bed mine, stress cell, convergence, bolt load and extensometer data have been used to analyze the failure in detail. Contact with trolley wire in the mines of the United States has taken a considerable toll of life throughout the years that trolley locomotives have been employed as a means of' transportation. A study3/ of the records over a 15-year period for one State alone showed that, of 98 fatalities resulting from contacts with electrical circuits and equipment, 75 were caused by direct or indirect contact with unguarded trolley wire in coal mines. The law relating to guarding trolley wires in the mines of this particular State, as amended in 1935, reads in part as follows: "All trolley wires carrying 220 volts or more, and less than six feet six inches above top of rail, must be guarded at all points under which men and animals are required to pass***,'" The natural conclusion to be drawn from such records is that lack' of guards or shields must be held responsible for these fatalities. As a preventive measure, it has been advocated that every foot of trolley wire in mines should be guarded. Although some such drastic steps may appear to be amply justified, closer examination of the records nor this and other coal-mining States shows that absence of guards is not entirely responsible; but rather that other factors, such as carelessness and neglect it the observance of certain well-established simple rules concerning installation and location of trolley wires, also are responsible. In other words, if trolley wire is installed carelessly and its maintenance is neglected, it should not be expected that the mere installation of guards will overcome such carelessness and neglect. This publication discusses Various types of guards that have been used in Coal and metal mines of this country, together with related steps bearing upon the problem of 'preventing shock and fatalities from contacts with trolley wire. The material herein contained is taken largely from Information Circular 6577,4/ now out of print, and has been revised to include some types of guards that have been used in metal mines, together with a discussion of guard materials not covered in that publication.

A 5-hole pattern was drilled from the surface at a site near Oak Grove, Jefferson County, Ala., to degasify the gassy Mary Lee coalbed in advance of mining. Gas and water production was monitored for 1 year, 4 months to allow gas flow to stabilize fully. A thickened water stimulation treatment was designed and applied in one hole of the pattern to evaluate this degasification technique for the Mary Lee coalbed. A gas production rate of 70,000 ft3 /day after stimulation treatment indicates that the use of vertical boreholes coupled with hydraulic fracturing in advance of mining the Mary Lee coalbed would provide for more rapid degasification and could provide a possible source of natural gas.

"A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."

The Bureau of Mines substantially reduced shale degradation in a coal mine by two spray coat applications of a water-base epoxy sealant. More than 12,700 square feet of passageways were treated, and in 18 months only one failure occurred. This failure was due to improper spray application, Material costs averaged 13 cents per square foot, and labor costs were 7 cents per square foot. Labor included moving all materials into the mine, the setup time for each of the areas coated, and application of coatings.

Wires leading to or from underground facilities can develop hazardous voltages because of lightning exposure. The locations of many mine portals are particularly susceptible to lightning effects. The application of protective devices to limit this potential danger is necessary.

[This paper is one of series being prepared by the United States Bureau of Mines on mining methods, practices, and costs in the various mining districts of the United States. It describes the mine of the Hanover Bessemer Iron & Copper Co. at Fierro, Grant County, N. M., which is the only operating iron mine in the southwestern part of the United States. This mine is in a district noted for the great variety of ores that it produces. Within a small area, as shown is Figure 1, there are noteworthy deposits of nearly all the common metals. The ore occurs in lenticular masses dipping at about 50°. An underhand stoping method has been developed that requires but a very small amount of handling of ore. As the ore is very irregular in iron content and also in the distribution of the impurities--chiefly sulphur, silica, and magnesia--a method has to be used that will permit selective mining and will also allow ore and waste to be taken out separately as conditions change. A magnetic cobbing plant raises the grade of the ore shipped about 10 per cent.]

The U.S. Bureau of Mines investigated a hydrothermal sulfidation (HTS) and chloride leaching procedure to recover lead and silver from plumbojarosite. The plumbojarosite, generated during pressure-oxidative leaching of zinc concentrate in a commercial operation, contained, in percent, 25.4 Pb, 18.8 Fe, 1.4 Zn, 29.5 sulfate (S042.), 3.2 elemental sulfur (SO), 13.4 total S, and 7.4 tr oz/st Ag. The HTS was conducted in an autoclave and converted the plumbojarosite into amorphous iron oxide and liberated the Pb and Ag as sulfides (S2) The best operating conditions were 50 g of plumbojarosite and 7 pct So (2.04 g So added) in 500 mL of 2.0-mol/L NH3 at 150° C for 1 h. The sulfidation product contained, in percent, 37 Pb, 28 Fe, 2 S042., 7 total S, and 11.2 tr oz/st Ag. Flotation of the sulfidation product was conducted at pH 3 with 15-pct pulp density and 2.4lb/st of isopropyl xanthate as collector. The flotation concentrate contained 43 pct Pb, 25 pct Fe, and 13 tr oz/st Ag. FeCl3 leaching of the sulfidation product in a resin kettle extracted 98 pct Pb and 97 pct Ag from the sulfidation product, and HCI-Oz leaching in a shaker glass bottle extracted 99 pct Pb and 98 pct Ag. Both leach residues met the Environmental Protection Agency's Toxicity Characteristic Leaching Procedure (EPA-TCLP) standards for nonhazardous wastes. The HTS and chloride leaching procedure is a potentially effective method for detoxification of plumbojarosite-bearing residue from the zinc pressure-leaching circuit.

THIS PAPER describing the quarrying, mining, and crushing of gypsum at the Blue Diamond mine, 11 miles from Arden, Nev., on the Union Pacific Railway, is one of a series on gypsum mining being prepared for and published by the Bureau of Mines. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total production costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

The investigation reported in this paper is one of several included in a broad program of developing new or improved concentration processes for the oxidized and partly oxidized deposits of lead and zinc, A sample from the Playter lease, Newton County, Mo., containing pyromorphite was successfully concentrated by fatty acid flotation to a grade of over 62 percent lead. Owing to the presence of a high content of slime-size values, the overall recovery of lead at that grade was limited to 44 percent. DESCRIPTION AND HISTORY OF PROPERTY The mineral pyromorphite is a chlorophosphate of lead containing 76.4 percent lead, and, although it occurs frequently in association with other lead minerals, it is considered a minor ore mineral of lead. The manner of occurrence of oxidized lead minerals, including pyromorphite, which frequently are no larger in grain size than the clay with which they are found, militates both against development of a simple beneficiation process and high recovery. The profitable exploitation of such deposits depends not only on a successful treatment procedure but a highly favorable metal market as well. For these, and perhaps other reasons, very little research has been done on the recovery of pyromorphite from its deposits.

Flotation tests were conducted on two samples of copper-nickel-bearing ore from the Harriman area near Rockport, Maine. The samples were taken by Roland F. Beers, Inc., for tests in cooperation with the Federal Bureau of Mines. One sample, analyzing 0.38 percent copper and 0.71 percent nickel, was essentially a disseminated pyrrhotite in hypersthene. Pentlandite, chalcopyrite, pyrite, and millerite were intimately associated with the pyrrhotite. Locked series flotation tests on this sample showed that 87.4 and 73.4 percent of the copper and nickel, respectively, could be recovered in a bulk concentrate that analyzed 3.47 percent copper and 5.34 percent nickel. The copper-and nickel-bearing minerals were collected with sulfhydric collectors in an alkaline circuit. Cleaning the concentrate three times with the addition of pH regulators was sufficient to attain the previously stated grades. The second sample had analyses of 0.31 percent copper and 0.85 percent nickel; talc and hypersthene were the main gangue minerals. Bulk sulfide flotation, made while depressing the talc, resulted in a concentrate that analyzed 2.33 percent copper and 4.70 percent nickel at recoveries of 70.0 and 54.4 percent, respectively. Flotation of the talc followed by bulk sulfide flotation resulted in a nickel content greater than 5 percent. A locked-series test showed that 60.7 percent of the copper and 73.7 percent of the nickel could be recovered at grades of 1.29 and 4.85 percent, respectively.

The Bureau of Mines is conducting research on the effects of various established and potential soil-stabilization additives to hydraulic backfill. This initial phase is an evaluation of the effect of inclusion of varying amounts of Portland cement and combinations of cement and a dispersant on the bearing strength of backfill. Results of unconfined compression tests are given for over 200 sample cylinders incorporating a fill material with cement or cement and dispersant. Inclusion of a minor amount of dispersant (0.2 percent by weight) is found to yield a significant increase in strength for 20-to-1 and leaner sand-cement mixes. An apparent optimum concentration of dispersant exists beyond which no further increase in strength is achieved. A dispersant-cement ratio of l.8- to-1 yielded a strength increase of 515 percent over the strength of untreated 40-to-l sand-cement mixes.

Illinois has the largest reported bituminous coal resources of any state and is one of largest coal-producing states in the nation. Coal-bearing rocks underlie about 65 percent of Illinois, including all or part of 86 of its 102 counties. An estimated 18 1 billion tons of coal resources are still in the ground. Using present mining methods, more than 30 billion tons of coal are classified as recoverable. This represents almost one-eighth of the total recoverable reserves of all types of coal in the United States. The state's surface mining regulatory program was conditionally approved June 1,1982. It received full approval October 25,1988. The Abandoned Mine Land Program was approved June 1, 1982, and the AML emergency authority June 11, 1984.

The Bureau of Mines applied automatic computational methods to analyze the degree of correlation between sound transmission and atmospheric conditions. Statistical analysis of data collected over a 5-month period indicated that the following weather variables, listed in order of decreasing importance) have a significant effect on the transmission of sound in the atmosphere: 1. Wind velocity and wind direction. Winds in the direction of travel of the sound wave increase the sound intensity and duration. 2. Barometric pressure. High pressures are related to low sound intensities and durations. 3. Atmospheric temperature. High temperatures are related to low sound intensities and durations. Inversion of the atmospheric temperature did not appear to affect sound transmission under the conditions of this study.
