In arriving at economic losses in coal mining due to accidents, a statistician is confronted with many difficulties on account of the lack of information relative to nonfatal accidents. For comparative purposes the ex¬ perience of those countries, States, or companies that keep complete records can be drawn upon and an extimate can be arrived at whereby one State can be compared with another, or one mine compared with another in the same district. Such a comparison for the United States has been compiled by the United States Bureau of Mines. It will be observed in Table 1 that the cost per ton for accidents in the State of Washington for the year 1927 is higher than for any other State, with the exception of Georgia and North Carolina, with a small combined tonnage of 130,089 tons. (The figures for coal production in Table 1 are taken from Bulletin 319, 1930, of the United States Bureau of Mines.) The reasons why the cost of accidents in Washington might be higher than the average are on account of physical conditions such as steep pitches, faults, igneous intrusions, highly explosive coal-dust, extremely friable coals, presence of gravel and water, very gassy coal beds, rugged topographic conditions, inherently bad roof and floor, thick beds, and heavy cover. The nature of the coal beds requires the use of preparation machinery. The mines are often deep, and topographic conditions are such that long and fast haul¬ age becomes necessary. All of these factors not only tend to cause high cost of production, which is manifested largely in a. lower than average daily pro¬ duction, per man, but..they.also affect to some degree a tendency toward a higher than average cost for accidents.

Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

The Bureau of Mines is investigating methods for recovering tungsten from domestic resources. A calcine-quench-leach (CQL) technique was developed for the extraction of tungsten from the Golconda, Nev., hot springs ores. The deposit contains disseminated tungsten that cannot be beneficiated by conventional techniques and must be treated by hydro-metallurgical methods. The CQL procedure consists of calcining the ore at 900° C for 3 hours, quenching in a solution containing 1.5 parts of Na2C03 and 1.5 parts of NaOH per part of WO3 in the ore and at a solution-to-ore ratio of 3 to 1, leaching at 200° C and at 250 psig for 3 hours, and filtering and washing the residue. A series of closed-circuit batch tests showed that 92 pct of the tungsten was extracted from a sample containing 2.32 wt-pct W03. The pregnant solution contained 11 g/l W03.

Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. Engineers at the Bureau of Mines Denver Mining Research Center have been a research program investigating the theory and application of mine sampling. Part of this program is an investigation of the efficiency of sampling methods that involves development of sampling-method theory through simulating ore-deposit samples and assays, using - electronic digital computer. Theoretical developments are checked against actual ore-deposit sampling, assay, and production data by the commonly used polygonal and triangular methods of computing grade and tonnage of ore reserves. To speed the computing procedures, a program has been developed utilizing a medium-size digital computer for computing ore reserves by the polygonal method. This program calculates nine prismoids per minute at a total cost of $0.21 per prismoid. The complete program, written for an augmented IBM 650 computer, is described in detail; it can be used without change for computing ore reserves for a low-grade deposit. Modifications necessary to convert the program to compute ore reserves for virtually any other type of deposit or grouping of ore horizons also are given; however, the program is limited to using only vertical drill-hole data.

Repeated exposure to hand-arm vibration through the use of vibrating hand tools can result in the development of the disorder known as hand-arm vibration syndrome (HAVS; (1,3)). One of the hallmark symptoms of HAVS is cold-induced peripheral vasospasms that result in finger blanching (4). Although the vascular and neural pathology associated with vasospasms has been described, little is known about cellular mechanisms leading to this damage (4). To understand how vibration may alter vascular and neural physiology and anatomy, rats were exposed to a single bout of tail vibration and the molecular responses of neural and vascular tissues were measured to determine if there are immediate or sustained affects of vibration that may underlie longer term changes in physiology. Methods Experiment 1. Male Sprague Dawley rats (n = 32, 6 weeks of age) were housed in AAALAC accredited facilities. All procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guidelines for care and use of laboratory animals. Vibration exposures were performed by restraining rats in Broome-style restrainers, and securing their tails to a vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control rats were treated in the same manner, except that the tail platform was mounted on isolation blocks and not on a shaker. The vibration exposure was 125 Hz, 49 m/s2, for 4 h. Rats were euthanized with an overdose of pentobarbital (100 mg/kg) 1 h or 24 hours after the exposure. RTqPCR was used to measure transcript levels for endothelin 1 (ET-1), the 3 forms of nitric oxide synthetase (NOS) NOS-1, NOS-2, NOS-3 and norepinephrine receptor subtypes 1D, 2A, 2C, in artery tissue, and to measure calcitonin gene-related peptide (CGRP) and nitric oxide synthase-1 (NOS-1) in ventral nerves. Data were analyzed using 2-way ANOVAs. Experiment 2. Male Sprague Dawley rats (n =24, 6 weeks of age) were maintained as described above. Animals were exposed to a single bout of restraint or vibration. Another group of animals served as cage controls. All animals were euthanized 24 h after the exposure, and tail arteries were isolated and frozen. Reactive oxygen species ROS) were measured using electron spin resonance spectroscopy (ESR). Arteries were homogenized over ice in 1 ml of PBS with protease inhibitor cocktail, using a tissue tearer (Biospecs Products Inc. Racine, WI USA). The sample was split into two 0.5 ml samples. One set had PBS and the spin label hydroxyl-TEMPO [0.1 mM] added while the other set had hydroxyl-TEMPO [1.0 mM] plus the specific hydroxyl radical scavenger, dimethylthiourea (DMTU), added to confirm the presence of the hydroxyl radical. Samples were vortexed and then placed in a flat cell for ESR analysis. The ESR spectrometer settings were: receiver gain, 6.32 x 102; time constant, 0.02 s; modulation amplitude, 1.0 G; scan time, 20 sec; magnetic field, 3490 ± 100 G (2). Data were analyzed using 1-way ANOVAs.

Research on the solid-fuel reduction of Knob Lake iron or was conducted to upgrade lean and high-grade ores and recover metallized products suitable for ironmaking or steelmaking. The program included bench-scale tests plus a number of continuous campaigns in a 34-inch by 36-foot rotary kiln. In the laboratory, metallizations in excess of 90 percent were achieved by reduction of crushed ore with lignite at 950° C. Subsequent grinding (to minus 200 mesh) and wet magnetic separation yielded concentrates analyzing less than 3.0 percent SiO2 and more than 90 percent Fe. Virtually complete recovery of the iron occurred. During early continuous tests the crushed ore created a serious ringing in the kiln which was solved by balling the fines with bentonite. Unfortunately, at this temperature (950° C) the bentonite militates against the concentratability of the metallized product. For example, a run on direct-shipping ore produced concentrates of 89.5 percent Fe and 4.5 percent SiO2. At 500° C the adverse effect of bentonite disappeared and concentrates of 88.4 Fe and only 2.5 percent SiO2 resulted. However, with comparable feed r Los, the metallization dropped to 73 percent.

Occupational exposure to hand-arm vibration through the use of powered hand tools can result in reductions in tactile sensitivity, grip strength and manual dexterity. In fact, even acute exposures to vibration cause shifts in vibrotactile thresholds in exposed fingers (2,4,5). Although reductions in tactile sensitivity after acute vibration exposures are transient, cellular changes associated with this shift in sensitivity could lead to the more permanent reductions in tactile sensitivity that are a common symptom of hand-arm vibration syndrome (HAVS). Methods Animals. Male Sprague Dawley rats (6 weeks of age) were used for all experiments. Animals were housed in AAALAC accredited facilities, and all procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guideline for care and use of laboratory animals. Vibration exposures were performed by restraining rats in a Broome-style restrainer, and securing their tails to the vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control animals were treated in an identical manner except that the tail platform was set on isolation blocks instead of a shaker. Tail temperature and current perception thresholds (CPTs). Rats were exposed to 4 h of tail vibration (125 Hz, 49 m/s2), or restraint. Tail temperature was collected prior to and immediately following the exposure using an infra-red camera. Sensory neuron function was assessed by measuring CPTs with a Neurometer (Neurotron, Baltimore, MD). Transcutaneous nerve stimulation was applied to the C10 region of the tail. Three frequencies were used to test specific fiber types (5 Hz – C, 250 Hz - Ad, and 2000 Hz – Aß). The intensity of the stimulus was automatically increased in small increments until the rat flicked its tail. Tests at each frequency were repeated until the animals displayed 2 responses that were within 2 CPT (or 0.02 mA) of each other (2-4 tests/animal). CPT tests were performed prior to the exposure, immediately following the exposure, and 24 h after the exposure. Data Analyses. Temperatures were analyzed using a one-way ANOVA with animal as a random variable. ANCOVAS were used to analyze the CPTs at each frequency. Temperature at the time of the CPT test was used as a covariate, and animal was used as a random variable Results Tail temperatures declined between pre and post exposure (F(1,25) = 62.85, p < 0.001; mean ± sem pre 25.96°C ± 0.42, post 20.71°C ± 0.77), but were back to baseline levels by 24 h after the exposure in both groups of rats. The ANCOVAs demonstrated that exposure to a single bout of vibration did not alter sensitivity of C (5Hz) or Ad (250 Hz) fibers to stimulation.

ASBESTOS is a name applied to a group of naturally fibrous minerals. As indicated in a later section devoted to a detailed discussion of the early history of asbestos, the tern may be defined as a. fibrous form of serpentine or amphibole. It does not include fibrous forms of other minerals, such as wollastonite, nemalite (fibrous brucite), or the fibrous forms of calcite or gypsum. A material that has the characteristics of silk or cotton and at the same time will not burn is unique. Because it combines these qualities with other advantageous properties, asbestos has specialized uses for which no substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products and their manufacture constitutes a vast industry. The United States leads all countries in the manufacture of asbestos products. The value of such commodities manufactured in 1952 exceeded $332 million. They are not only of vast importance to budding construction and industry but axe absolutely, essential to certain important fields of use, for example, steam packings and friction materials, such as brake-band linings on automobiles.

At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user&apos;s manual of legal controls of surface coal mining.

The Haines-Klukwan-Porcupine subarea of the Juneau Mining District (JMD) is located in the northern portion of the JMD and consists of the land between the Alaska-British Columbia boundary, the Chilkoot Valley, Glacier Bay National Park boundary, and extending south to the Davidson Glacier and the Chilkat Peninsula and Islands (fig A-I). This area was studied as part of the larger JMD study in a cooperative effort between the Alaska Division of Geological and Geophysical Surveys (ADGGS) and the Bureau during 1985 to 1988. Prior to this, during 1984, the ADGGS and the Bureau cooperated in a study of the Porcupine mining area and during 1981 to 1983 conducted separate studies in the area. Field work was conducted by foot, boat, truck, and helicopter. Figure A-I shows the Haines-Klukwan-Porcupine sub-area and shows the areas covered by previous Bureau and ADGGS studies. PHYSIOGRAPHY AND CLIMATE The physiography of the subarea ranges from gentle to rugged. Glaciers formed the major features in the sub-area and left "U" shaped steep walled valleys and rugged mountains. The Chilkat, Chilkoot, Klehini, Tsirku, and Takhin are the major rivers in the subarea. The higher mountains are glacier clad and some valleys still harbor glaciers that reach the valley floors. Lush forests and dense brush predominate up to timberline at about the 2,000-foot elevation. Low point in the subarea is at sea level in the area around Haines while the high point is 7,434 feet at: Mount Henry Clay in the Porcupine mining area.

This paper describes the development of a process for producing manganese and iron pellet concentrates from low-grade manganiferous iron ores of the Cuyuna range by a two-stage sulfatization-reduction roast. First, the manganese minerals (7.5 percent manganese) were converted to water-soluble manganese sulfate by roasting in sulfur oxide gases at 700° C, then, the hematitic iron minerals (31 percent iron) in the hot sulfatized are were reduced to magnetite with simulated reformed natural gas in the temperature range of 350° to 425° C. Batch tests were made in a 3-inch-ID by 6-inch-long, gas-heated, stainless steel retort, and continuous countercurrent experiments were performed in a 2-inch-ID by 10-foot-long, electrically heated shaft furnace. Manganese sulfate was removed from the roasted product by leaching with water, and over 90 percent of the manganese was recovered in an oxide product (65 percent manganese) obtained by precipitation, drying, and thelmal decomposition of the sulfate. An iron oxide concentrate (60 percent iron) with an iron recovery of 75 percent was obtained from the water-insoluble residue by magnetic separation.

"Interest in the nitrogen content of steel has increased sharply in the last few years. Investigations have indicated that its presence in steel has an important bearing on high temperature brittleness3, magnetic properties4, room temperature hardening5, and shock resistance. The steel producer may therefore look forward with certaintly to the necessity of controlling this element in a considerable proportion of his product. The literature, however, reveals a great many contradictory statements concerning the percentage of nitrogen which must be present to produce given effects on the properties of iron and steel. Most of these arise from a misunderstanding of the nature of the iron-nitrogen diagram near the iron end and a lack of recognition of the effect of state of aggregation on physical properties although both have been fairly well worked out.My thanks are due to Mr. J. L. Gregg, Prof. R. H. Dowdell, Mr, R. F. Mehl and Mr. H. C. Vacher for suggestions in connection with the preparation of this paper, and to Mr. C. H. Hefty and Mr. G. T. Motok for furnishing a valuable bibliography and translations of articles by Must and Duhr.The iron-nitrogen diagram in the solid state, so far as it concerns the nitrogen content of commercial iron and steel, consists simply in a solubility curve increasing with temperature. The important thing about this solubility curve is that without cold wore the iron nitride when precipitated does not go into solution on heating for long periods below 300°C. This slowness of solution is probably due to the fact that iron nitride when present as a separate phase has at these temperatures an equilibrium pressure of several thousand atmospheres7 and that therefore each particle of iron nitride surrounds itself with a layer of nitrogen. The precipitation of such an unstable crystal presents points of interest thermodynamically but we can not go into these here. It is quite well established that it precipitate. It can not diffuse then unless this layer is broken through or the temperature and pressure are increased to a point where the nitrogen is absorbed at an appreciable rate in the surrounding iron. This rate will depend on the degree of unsaturation of the iron and the excess pressure of the nitrogen above equilibrium pressure. The degree of unsaturation is determined by the temperature alone so that the temperature at which the rate of solution of the nitride becomes appreciable will depend on the pressure of nitrogen developed. This, in turn, will depend on the balance between rate of decomposition of the nitride and the rate o: flow of the iron. In annealed iron, this temperature of appreciable solution rate is between 300 and 350°C.8 By cold work, however, the elastic limit of the iron is increased, and conditions for the nitride to go into solution are reached at a much lower temperature, giving rise to the so-called blue brittleness. This brittleness and hardening is due to iron nitride going into solid solution and is not precipitation hardening."

A large metallurgical experiment station at Salt Lake City to house the works of the Bureau of Mines in the intermountain area properly has long been projected. It finally became possible when a Public Works Allotment of $300,000 was set aside for building and equipment. With the new building assured, the Bureau of Mines decided to move the headquarters of its Metallurgical Division from Washington, D. C., to Salt Lake City, Utah. It was felt that this move would simplify they administrative work of the chief engineer of the division, as all stations devoted primarily to metallurgical work are west of the Mississippi. These include Rolla, Mo.; Minneapolis, Minn.; Pullman, Wash.; Reno, Nev.; Berkeley, Calif.; Boulder City, Nev.; and Tucson, Ariz. In addition to these stations will groups, of investigators working on metallurgical problem, are maintained at Pittsburgh, Pa., and College Park, Md. Salt Like City was clearly a more central point for the direction of this scattered work than Washington, D. C. The building (fig. 1, A and B) was designed from general plans worked out by the authors of this paper. Contraction was begun in March of 1939, and by the end of the year the Metallurgical Division had moved, into its now quarters.

The introduction of mechanized mining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and describes some systems of transportation utilizing rail haulage. ACKNOWLEDGMENT The information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines were studied. The descriptions of the transportation systems at the mines included herein have been checked for accuracy, and publication of the data has been approved by the executives of the several operating companies.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. This report describes the initial feasibility, the development and the field demonstration of a system for shaft sinking employing a high energy mechanical impact rock breaker and a compatible muck disposal system. The increased shaft sinking rates, decreased costs and improved safety conditions obtainable by the elimination of the less efficient conventional drill-blast-muck cycles are discussed. Four shaft sinking concepts utilizing the impact rock breaker in various shaft configurations are developed and the field demonstration in a rectangular shaft is described. The progress achieved, the problems and their remedies and the proposed modifications to improve the machine are described.

In safety work a study of past accidents is of value in determining means of reducing future accidents of the same character. This is particularly true with reference to coal-mine explosions. Data from publications of the United States Bureau of Mines and from published reports of the State inspector of coal mines of Colorado are presented in this circular in the belief that they will be of value to operators by indicating methods of preventing future coal-mine explosions. The tables included are complete only with regard to major disasters. The Bureau of Mines considers as a major disaster one in which five &apos;or more men are killed. However, this circular also includes a considerable number of minor disasters, Various explosions in the coal mines of Colorado from 1883 to 1932, inclusive, are listed with information available as to their probable cause, number of men killed and measures which, if they had been in use at that time, might have prevented them. John McNeil, first Colorado State coal-mine inspector, on page 43 of his first report for the period ended July 31, 1884, made the following recommendations for the prevention of explosions in the coal industry: True causes could be traced either to insufficient ventilation, carelessness and lack of rigid discipline in carrying on energetic ventilation and other precautions needed to be enforced in a mine giving off explosive gases. *** When any quantity of fine coal dust is observed in an entry, air course, or room it should be made damp and be removed from the mine, and thus beep every place as free from dust as possible. *** A system of bratticing close up to the face of each and every place in the mine from crosscut last made (whether gas should just then show its presence or not) which should not be more than 50 or 75 feet according to the nature of the mine.
