The operations were conducted in north-central Pennsylvania; an average of 600 linear feet of highwall were backfilled in each trial. Major obstacles and the relative merits of the methods are discussed.

Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. The Munsch National First-Aid Instructors Association had its inception during the teaching of a Federal Bureau of Mines first-aid instructors' class at McPherson, Kans., under a cooperative plan of first-aid training. Upon completion of- the course on July 1, 1938 members of the class organized the charter chapter of the association under the name of McPherson (Kans.) District Charter Chapter No. 1. On July 1, 1941, 3 years after the founding of the association, there were 15 chapters in the national council -7 in Kansas, 3 in Oklahoma, 2 in Texas, 2 in New Mexico, and 1 in Arkansas. Although the pioneer work of the association was done in the petroleum industry, the plan will be of even greater benefit to a district in which there are various types of plants, mince, and operations of the mineral and allied industries. Frequencies of haulage-related accidents in metal and nonmetal surface mines for the years 1988 through 1990 were investigated and compared with those of non-haulage-related accidents. This study was part of the U.S. Bureau of Mines program to improve mining haulage safety. Data were obtained through the U.S. Bureau of Mines Accident Data Analysis (ADA) program. The chi-square test was used to compare frequencies of haulage-related and non-haulage-related accidents for each of the following variables: degree of injury, age, total number of years of mining experience, and shift time. Significance was determined for degree of injury between haulage-related and non-haulage-related accidents. Age of injured did not vary significantly between haulage-related and non-haulage-related accidents, but total number of years of mining experience was found to be significant. Shift time for the accident proved to vary significantly between haulage-and non-haulage-related accidents. Events causing injury for haulage-related accidents were tabulated, and the most frequent determinants of haulage-related accidents were identified. Accident descriptions for both fatalities and permanent disabilities were studied, and the primary causes of these accidents were identified. These findings suggest that haulage-related jobs are among the most dangerous when considering accidents experienced by all workers in the metal and nonmetal surface mining work force.

From October 1943 to March 1944, the Bureau of Mines conducted core drilling at the Victory fluorspar mine, Hardin County, Ill. to test the Fredonia limestone and the included sub-Rosiclare sandstone zone beneath the existing stopes. Twenty-one vertical holes were drilled to an average depth of 60 feet. Ore was penetrated in six holes. Since its discovery in 1927, the Victory mine has produced approximately 5 percent of the total fluorspar mined in the United states after that date. The ore discovered in the early mine development is now exhausted, except that contained in pillars drifting to the northeast has partly developed one substantial ore body, and company drilling has indicated another nearby. The increasing need for fluorite for war use in 1943 suggested the desirability of mining the pillars, provided it could be established that no ore beds existed below the stopes or in areas to which access would be obtained through the present workings. This work describes the work accomplished during the project and presents the data obtained.

This report disucsses the formulation of a mathematical model for the steering of a conveyor belt by a flat return idler and a troughed idler under various loading conditions. Significant parameters associated with belt training are identified. The generation of a skewed flat return idler model in terms of a steering force and self-aligning torque is presented. Development of the mathematical model for the flat return steering idler is illustrated for the case of no circumferential slip occurring and for the assumption of a bidirectional slip mechanism. Experimental results supporting the theoretical analysis is presented.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made an the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

This Bureau of Mines report presents results of an underground evaluation to determine the respirable dust and gas control effectiveness of a combined (push-pull) face ventilation system for coal mines. The system utilizes both blowing and exhaust curtain, continuous miners equipped with radio remote control, and flight conveyors. Bureau of Mines tests showed a 97% reduction in respirable dust concentrations from the usual cab position on the continuous miner to the remote control operator's position. This allowed the remote control operator to be well within, and the usual cab position to exceed, Federal respirable dust standards. Tests utilizing a safe tracer gas, sulfur hexafluoride (SF6), to determine the face ventilation effectiveness of the combined blowing and exhaust system showed that the system also has excellent methane dispersion capability. Where wide entries permit, this combined face ventilation system and use of remote control can be a very effective method for dust and gas control.

Five makes of expansion-type shells and two types of bolts (mild-steel and high-strength) were used in 30 tests made in sandstone and shale roof, The results show that the anchorage obtained in both the sandstone and shale were stronger than either type of bolt. That is, the yield loads of both bolt types were exceeded before excessive anchor slip occurred. A relationship for evaluating the anchorage effectiveness of 3/8-inch-diameter, expansion-type bolts is presented. A comparison of test results indicates that the anchorage effectiveness of 5/8-inch- and 3/4-inch-diameter expansion-type bolts did not differ appreciably.

The Bureau of Mines midget impinger dust-sampling apparatus was described first in 1937.4/ Two supplementary reports5/6 were published in 1938. These reports are now out of print. The material published previously is combined in this paper to make information on this device available for distribution. The impinger was developed by the Bureau of Mines in cooperation with the United States Public Health Service in 1922. The underlying principle of this instruments is based on impingement land wetting, of the dust particles by drawing air through a nozzle at high velocity onto a smooth surface under a bubbling column of liquid. The dust particles are retained in the liquid. The apparatus has been used widely and permissible limits of dustiness have teen established in the United States on the basis of results obtained with this device in correlation with medical studies. However, it has been criticized for its bulk, weight, and power requirements.

Researchers at the U.S. Bureau of Mines investigated the use of close-range photogrammetry and subsequent stereo digitizing to obtain data from rock fracture roughness profiles. The photogrammetric process yielded results that were acceptable but somewhat inferior to those obtained by a mechanical profilometer. On the basis of this study, further pursuit of photogrammetry as a data collection method in mining is proposed. Fractal geometry was investigated as a means of measuring the roughness of rock fracture profiles. Four fractal algorithms were used: divider method, modified divider method, box method, and spectral method. A comparison of the methods gave ambiguous results. Brown's modified divider method provided the best means of obtaining the fractal dimension. Shear strength estimates were obtained using the parameters of the modified divider method and Myers' Z2 measure. Because of differences in results when comparing the different ways of obtaining the fractal dimension, future users of fractals in studies of rock fractures are advised to cross-check their results carefully.

The Bureau of Mines tested a prototype tapered-element oscillating microbalance (TEOM) dust monitor for measuring respirable coal mine dust. The monitor uses the inertial behavior of a vibrating element to measure the mass of sampled dust. Tests were performed to determine variability, drift, the effect of humidity, placement of collection filter, and element orientation during analysis, and comparability with gravimetric measurements of respirable coal dust. Variability was about 1.6 µg. Over about 26 h at 46 pct relative humidity, drift was very slightly negative. When the relative humidity was increased to 78 pct, all units showed a total positive change less then 40 µg over about 70h. Filter placement variation on the tapered element resulting from in- consistent sizing of the filter mounting bases caused significant error (up to 0.2 mg). In practice, calibration of the system for each new filter will eliminate that error. Orientation of the element during analysis did not introduce significant error, but care is necessary when mounting the canister that houses the element to avoid damping oscillation of the element. Dust tests were performed in an aerosol chamber using coal dust. Measurements made by the TEOM dust monitor agreed to within 10 pct of simultaneous measurements by gravimetric personal samplers.

Since its beginning, the occupation of coal mining has been considered hazardous. It is true that there are hazards inherent in mining, but it is believed that most of them, at least, can be guarded against. Moreover, many man-made hazards can be eliminated by officials and workers adopting safer practices. Notwithstanding the hazards in coal mining, the fatal accident rate in the United States has improved. During the, period from 1911, to 1941, inclusive, the fatal accident rate varied from 5.35 to 2.22 per million tons of coal. With many handicaps during the war period, 1942-45, such as the lack of experienced manpower. and the, employment of untrained men, the increased average age of workers, and the shortage of equipment and supplies, the industry s ill further reduced its accident rate, so that it ranged from 2.30 to 1.724/ deaths per millon tons of coal. During 1944, 684,000,000 tons of coal was produced with a rate of 1.91, and during 1945, 631,000,000 tons was produced with a rate of 1.724/ deaths per millon tons of coal. The accident rate for 1945 was the lowest for the industry since records have been compiled.

The Bureau of Mines has in its files additional, more detailed data upon many of the topics presented very briefly here, and will endeavor to assist the mineral industries and the public by giving further information in response to individual inquiries. It will welcome comments, criticisms, and contributions of data that may assist in making later editions of this circular more accurate, or in developing more fully the bureau's mineral files pertaining to sulphur. Throughout this paper sulphur is used to designate crude sulphur or brimstone, not sulphur produced from pyrites or' smelter gases.

The Bureau of Mines conducted an experimental study with liquid and gaseous hydrogen to determine the hazards associated with the use of liquid hydrogen as an ionizing particle detector in bubble chambers . The glass window , the vacuum chamber , and the vent system were investigated . In addition , a study was made of the detection and ignition of escaping hydrogen and of the available electrical equipment for use in hydrogen atmospheres . Materials such as tempered glass , aluminum , and stainless steel are not penetrated readily by the small fragments formed when fully tempered glass is shattered and propelled by hydrogen at initial pressures up to 100 psig ; long , slender fragments from untempered glass may penetrate thin walls of relatively soft materials such as rubber gaskets and lead . Hydrogen can be vented satisfactorily from a vacuum chamber with a well - designed vent system . However , the rapid leakage of hydrogen into the surrounding air is a serious problem because the available detectors are satisfactory only when the accumulation of hydrogen is slow . Much of the electrical equipment currently available was designed for use in hydrogen- air atmospheres .

The Strawberry tungsten mine is in the Jackass Mining District, in an isolated portion of eastern Madera County, near the southeast corner of the Yosemite National Park. The deposit was discovered in 1941, and production started in 1943 when the mill was completed. With the exception of 1946 and 1947, production has been continuous. The area in the vicinity of the mine is granite containing islands of sedimentary beds highly altered by metamorphism that resulted from the intrusion of acid igneous rock. Schoelite occurs in almost vertical lenses of tactite between the limestone and the granite.

This volume contains a summary of the results of past analyses on U.S. Bureau of Mines Contract No. H0122061 which are relevant to electromagnetic location in mine rescue situations. The analytical results indicated that detection of a trapped miner equipped with a special transmitter is feasible in most situations. Location of the miner by surface measurements is also generally feasible within certain errors. The feasibility of miner detection and the accuracy of miner location have been examined theoretically for a wide variety of situations. Agreement with experimental results is generally good in cases where measurements are available.

The Bureau of Mines estimated the potential availability of rare-earth oxides (EtEO), including yttrium, and thorium, which is also contained in the rare-earth bearing minerals monazite and bastnasite, from 38 'properties in market economy countries (MEC's). Only nine of the properties evaluated produce or would produce REO as the primary product; the others contain REO as a byproduct, chiefly from mineral sands operations recovering rutile, ilmenite, and zircon. Nearly 77% (2,578,000 mt) of the total 3,355,000 mt of recoverable RE0 evaluated is from producing properties. It is estimated that 21% (705,000 mt) of this total is from properties that could not realize a positive rate of return at the January 1984 market prices for the recovered commodities. At production capacities assumed for this evaluation, the amount of RE0 potentially available from producers ranges from an estimated 46,500 mt in 1986, to a peak of 50,900 mt in 1992, to 49,900 mt by the year 2000. Total MEG production in 1984 was estimated at 40,700 mt. Assuming demand does not increase sharply, producing properties can continue to fulfill overall REO demand through at least the end of this century.

This compilation presents information obtained through investigation of manganese deposits and a reconnaissance of potential manganese-bearing areas of southwestern Oregon and Del Norte County, Calif., from October 1952 to September 1955. The report includes maps, assays, and preliminary examination data on 39 manganese deposits distributed throughout Curry, Coos, Douglas, Josephine, and Jackson Counties, Oreg., and 1 deposit in Del Norte County, Calif. On the basis of mineral content the deposits can be divided into three groups: 1 Manganese silicate deposits, manganese oxide deposits, and manganiferous iron de-posits. Generally the oxides occur along the coast in the Curry-Coos County area, the manganiferous iron deposits are in the Josephine-Douglas area, and the manganese silicates are found in both the Josephine-Douglas and Jackson County areas. The deposits are characteristically irregular in form and usually small. Most silicate and manganiferous iron deposits are in metasediments of Triassic (?) age; oxide deposits are in sediments varying in age from Jurassic to Eocene.
