This report describes the operation and maintenance of the Mobile Inert Gas Generator for use in the Remote Sealing System for fighting underground coal mine fires. Seals are emplaced in mine passageways between the fire zone and the rest of the mine isolating the fire zone from the mine. The seals consist of fly ash that has been pneumatically conveyed via inert gas through a borehole connecting the surface and the passageway, Inert gas is used as the fly ash seal transport medium (instead of fresh air) since the introduction of large volumes of fresh air in the vicinity of the fire zone would be undesirable. The inert gas generation equipment is mounted on two flatbed trailers, the "hot" trailer and the "cold" trailer. The hot trailer contains the combustion and cooling equipment. The cold trailer contains the moisture removal and compression equipment necessary to convey the fly ash. The system is self-sufficient and requires only fuel and fly ash deliveries. The Inert Gas Generator has been thoroughly performance tested and has been operated in the field for approximately 200 hr. The system was employed in the demonstration of the entire Remote Mine Sealing System at the Jenney Mine in the Fall of 1978. The system is currently available for fighting any future underground coal mine fires.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. VOLUME I Volume I of this three-volume report is the result of development of a comprehensive, coordinated approach to site data-acquisition activities to produce key plans and reports during the evaluation and development of a surface coal mine. A logic diagram illustrates activities in the planning and decision-making process from exploration through post-mining monitoring. The report briefly discusses major elements, other than the site environment, which influence development of mining and reclamation plans and refers to other readily available literature for details outside the scope of this study. The essence of the rationale is shown to be the 1 employment of necessary skills at the proper time to evaluate specific data ' requirements and integrate them into a cost-effective program to produce initial and major feasibility reports, mining, and reclamation plans, and the environmental impact assessment.

An evaluation of blasting procedures in surface mining operations was undertaken to determine means for improving safety. The objectives of the study were to: 1. Develop guidelines for safer blasting practices 2. Specify changes or additions in regulations concerning the use of explosives 3. Identify areas in which additional knowledge needs to be developed. As a basis for the evaluation, an idealized blasting cycle was prepared. Developed in the form of a scenario of surface mining operations, this synthesis of good mining practices served as the standard against which observed activities were compared. Blasting hazards were divided into two categories: those known to exist and those which are potential. Known hazards were identified in terms of situations which have actually resulted in explosives-related accidents. The evidence for known hazards was obtained primarily from MESA records of mine accidents. Potential hazards were identified by observation of mining activities and consultations with mining, explosive industry and government regulatory agency personnel.

Timely and rapid intervention to underground combustion events (fires, explosions, and spontaneous combustion) is the key to the successful control of the mine atmosphere and restoring of a coal mine to production. The focus of this paper is the utilization of a GAG 3A jet engine system to combat either large out-of-control fires or to render an entire mine inert when access to problem areas is difficult or impossible. This system is based upon a Soviet designed agricultural jet engine which consumes aviation fuel with oxygen (O2) from the intake air and exhausts combustion gases, primarily carbon dioxide (CO2) and water (H2O), along with the nitrogen (N2) from the air and small amounts of carbon monoxide (CO) and hydrogen (H2). The system is designed to approach stoichiometric combustion (ideally, pure burning that scavenges all the oxygen from the intake air). Therefore, these exhaust gases are almost entirely “inert gases”- i.e., gases which do not contribute to, and in fact, can suppress the combustion process due to the lack of oxygen. Other methods to inert mine areas have been used in the US and internationally, but these methods usually use low flow inertisation equipment or methods. Use of these low-flow inertisation equipment and methods has been successful in proactively rendering gob areas inert and has the ability to inert the entire mine workings. The 10-year data base terminates with 1973 figures because adequate world information was not available beyond that date. Moreover, 1974 was an anomalous year with respect to prices, supply, and demand for many commodities. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of "information and data collected and com-piled by the Bureau of Mines on a continuing basis covering mineral production consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

A jet pump injector was developed and successfully tested, thereby demonstrating the feasibility of a jet injector for introducing coarse coal into an operating slurry face haulage system: In Phase I a variety of injection concepts were evaluated, and the jet pump was identified as best, due to its simplicity, compactness and performance potential. In Phase IIA subscale jet pump injector tests were conducted, and a computer model of a jet pump injector was developed whose performance predictions correlated well with subscale test results. In Phase IIB various system configurations were defined for integrating a jet pump injector into a fully operational underground coarse slurry face haulage system, further highlighting the feasibility and practicality of such a system. In Phase III a full-scale mobile haulage vehicle embodying a jet pump injector and coal sizing equipment was detail designed into a practical vehicle with attractive performance characteristics. More importantly, fully operational full scale jet pump injector -and feeder/breaker subassemblies were tested and proven successful in their ability to down-size coal to 3" in all 3 dimensions and to consistantly provide slurry of 4217 weight concentration at 6.4 TPM throughput under a wide range of operating conditions including zero to maximum feed rate within 5 seconds.

The data developed in this study establishes the technical and economic feasibility as well as the improved health and safety characteristics of a novel mining concept. The mining concept is a modified longwall technique using prestressed tendons for roof control, longhole blasting for fragmentation, and remote mucking. The technical feasibility was found to be dependent on the state of the art, while economic feasibility was found to be dependent on particular minerals and on supply and demand. Since these two conditions are not necessarily coincident in time the data is presented in the report in a manner that enables the mining engineer to perform a rapid preliminary technical and economic analyses for a specific property.
