Current and potential dragline reclamation usage was evaluated for the U.S. coalfields based on data gathered and analyzed during field surveys, literature reviews and contacts with manufacturers. It was concluded that current wining plans have been adapted to federal and state strip mine and reclamation laws in ways which limit the potential for drag line reclamation systems at active mine sites. At abandoned conventional contour mine sites in steep-sloping areas such as central Appalachia, however, it was found that dragline reclamation systems have great potential application and may be the only practical solution to many reclamation problems. Alternative dragline systems were examined for restoring abandoned sites, and it was concluded that a tower excavator system offered superior characteristics and should be evaluated and developed under field conditions. A testing program was developed to provide a framework for the monitoring and analysis of cost, production and environmental data during a field demonstration of a tower excavator system.

The principle objective of the research effort described herein was to identify as rapidly as possible a practical trapped miner location system. Much effort has been expended in the past on the development of a highly sophisticated seismic location system [1] for trapped miners. Field tests of this system have shown that the location accuracy is limited by a combination of seismic velocity anomalies, timing errors, and in general by the relatively weak nature of the signals received at the surface. It was first felt that similar propagation anomalies would be experienced by electromagnetic systems, but to a greater extent than the seismic. However, preliminary tests performed by Westinghouse on the Operations and Maintenance Program, Contract No. H0210063 in 1971 and 1972, indicated that an electromagnetic solution to the location problem may be more feasible than a seismic solution. Thus a more concentrated effort was launched in 1972 and 1973 to more completely determine the feasibility of electromagnetic location systems for trapped miners. Two different approaches to the location problem were undertaken on this program: (1) A pulsed electromagnetic system was developed by the Special Systems Division of Westinghouse in Baltimore, and (2) a Continuous Wave (CW) System was developed by Westinghouse Georesearch Laboratory (WGL) in Boulder, Colorado. Part I of this report will deal only with the development and results of CW Location System developed by WGL. The CW Location System was field tested at three eastern coal mines and at one western hardrock mine. The maximum overburden depth penetrated during these tests was 990 feet at the Robena No. 4 mine near Waynesburg, Pennsylvania. The earth conductivity at this mine was measured to be 1. 1X102 mhos/m, which combined with the deep overburden make this mine representative of expected worst case conditions for a coal mine EM location exercise.

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. Various electrical and electromagnetic (EM) geophysical techniques are currently being evaluated by the U.S. Bureau of Mines for their effectiveness in the detection and monitoring of electrically conductive (1 to 5 S/m) lixiviant (leach solution) to depths of 600 m, either above or below the water table. These techniques include magnetotellurics (MT) , controlled source audiofrequency magnetotellurics (CSAMT), resistivity and focused resistivity, ground-penetrating radar (GPR), frequency-domain electromagnetics (FEM), and time-domain electromagnetics (TEM). Of these techniques, TEM may be the most effective, but CSAMT and focused resistivity also hold promise. Geophysical computer modeling of the borehole TEM technique was conducted based on an idealized geoelectric section (layered earth) with characteristics based on the Santa Cruz porphyry copper deposit near Cas a Grande, AZ. Layer resistivities and thicknesses were obtained from geophysical data and geologic logs available from the site. Modeling of borehole TEM in both preleach and during leach situations was conducted. Simulating the TEM method using computer modeling proved to be encouraging since there were substantial differences between leached and nonleached responses. The modeling does not prove the effectiveness of TEM in the field, but does indicate that detection of deep lixiviant zones is theoretically possible.

Past issues of Minerals and Materials have discussed such aspects of the economy as consumption and investment expenditures, interest rates, productivity, and international trade barriers and their effect on the minerals industry here and abroad. In this issue, we will (l) look at recent indications of a possible economic recovery, (2) present 1983 expectations reflecting the results of industry surveys conducted by the U.S. Department of Commerce (DOC), and (3) briefly discuss the contribution of the U.S. mining industry to total gross national product (GNP). THE RECOVERY Throughout most of 1982, DOC's Composite Index of Leading Indicators provided evidence of impending improvement in the economy. The index increased moderately during eight of the months in 1982 and then jumped an estimated 3.6 percent in January 1983 (table 1). While the leading indicators continued to predict improvement, the general economy, as measured by the Index of Industrial Production, continued its slide through November 1982 (table 2). Finally total industrial production increased in December 1982 and continued on an upward path in January and February, as predicted by the leading indicators.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The number of persons fatally injured in the California petroleum industry in 1932 was 24, a decrease of 6, or 20 percent from the number killed in 1931. The decrease in the number of fatalities occurring in 1932 caused the fatality curve of the California petroleum industry to reach its lowest point in 10 years. Changing conditions in the oil industry - reduced personnel, decreased active field development, and curtailed production - have undoubtedly caused a part of this decrease, but continued accident-prevention efforts by the industry have also contributed to the reduction in the number of fatalities for 1932. The Bureau of Mines has analyzed and reported annually the fatalities in the California petroleum industry for a period of 10 years. Figure 1 shows the trend of fatal accidents during that period. Fatality statistics for 1932 show that the drilling and producing, pipe line and transportation, and refining and natural gasoline divisions of the industry had fewer accidents in 1932 than in 1931, sales and marketing being the only division that showed an increase over 1931. The number of fatalities by divisions for 1931 and 1932, percent of total, and percentages of increase and decrease are given in Table 1.

The various Latin American countries are undergoing a slow process of industrialization. The harvesting of one or two agricultural commodities or the mining of a few marketable minerals is being supplemented by development of an Integrated industrial economy. In many countries, progress in this direction has not been rapid, but as it gains impetus an increasing market for cement is a natural consequence. This is evident from the fact that industrialization is linked with increasing transportation, and means of transportation are very poor in much of Latin America. Bridges, culverts, and concrete Highway's, now scattered sparingly throughout the vast land areas south of the United States, must multiply as the demands of industry increase and as a higher scale of living is attained. Eventually the South American countries will be linked by modern highways. Furthermore, the arid climate of many regions creates a demand for construction of dams and irrigation works, and a continent poor in coal reserves but with abundant water power inevitably must direct its energies toward the construction of hydroelectric power plants. Countries rich in raw materials but with few natural harbors have urgent need of massive concrete breakwaters and docks. The demand for concrete in houses will also grow. Standards of living are low, and perishable building materials are widely used. As living conditions improve cement will be used increasingly in home construction. Even in the field of simple and modest housing cement affords a means of creating low-priced verminproof and fireproof homes, for which the need it imperative under climatic conditions that prevail in this area of the world. Already many of the countries have undertaken extensive public works, and such programs are likely to increase. Assuming moderate industrial progress and stabilized governments the demand for cement in this great southern area promises substantial growth.

This final report documents the cooperative efforts of the Engineered Systems Division and the Mining Equipment Division of FMC Corporation during performance of Bureau of Mines Contract H0252091. Improved operator compartments incorporating overhead canopies, logical arrangements of controls, and design features offering greater operator comfort were developed and retrofitted to the FMC 320A roof bolter and 6L shuttle care The vehicles were evaluated in underground operations at separate mine sites. The successful evaluation has resulted in incorporation of the designs as standard features of the 320A roof bolter, and the 5L, 6L, and 10L shuttle cars.

Against the receding background of the October stock market crash and the December overhang of inventories, the economy began with a shaky start in 1988. As 1988 began, the Administration's estimate of real growth for 1988 had just been reduced from 3.5% to 2.4% and economists and other ob-servers were concerned that the expansion that was 5 years old might be near the end and that a recession might be around the corner. The ensuing moderately strong economic activity, however, belied all the negative signals that were evident earlier, and the real GNP continued to grow at an estimated 2.3% annual rate during the first quarter of 1988, extending the ongoing recovery into the sixth year (table 1.). The relatively accommodative policy of the Federal Reserve Board (the discount rate was cut by 0.25% in January), a strong performance by the export sector, and the revival of consumer spending were major forces underlying the economic strength. But as the quarter drew to a close, signs of tight capacity utilizations were apparent in many of the export and capital goods sectors, including textile, chemical, plastic, metal, and machinery. Employment was at a record high level while the unemployment rate was close to a historical low. Prices were rising at a faster pace than those of 1987, and the dollar resumed its slide after a brief recovery in January and February. These factors gave rise to the fears of higher inflation. Long-term interest rates increased, casting a pall over the prospect of a robust growth for the rest of the year.

Tremendous improvements in mining technology have been witnessed during the past 100 years. For example, before 1860 all blastholes were drilled manually and blasting was done with low-energy black-powder. During the 1860's both the pneumatic rock drill and high-energy dynamite were introduced, ushering in an era of mining mechanization that has steadily progressed since that time. Today, with the rapid implementation of the latest advances in communication science, mining technology is moving into a new era that goes beyond mechanization as such. Transistors, transducers, scanners, telemetry, and the like, all terms largely derived from the new communication sciences, add up to what is popularly know as automation-the communication of machine with machine. Automation is now playing an important role in selected parts of the mining process, such as hoisting, hydraulic roof supports, and underground surface locomotive haulage and belt conveyor systems. But this year marked the first attempt to auto-mate the total mining process with the commencement of production at the British National Coal Boards Bevercotes mine. If this full-scale experiment proves successful, it could lead towards other fully automated mines in both Britain and other parts of the world. This decade, there-fore, could be considered the one that provided the foundation for the mines of the future.

The goal of biodynamic models is to simulate the vibration behaviour of the human body. In combination with experimental studies biodynamical models can be a powerful tool for the analysis of the effects of vibration exposure on health [1] and comfort. This paper gives an overview of the state of the art of biodynamic whole-body vibration models of humans, addressing both numerical models and hardware dummies. Method Two approaches are distinguished, the phenomenological and the anatomical, as illustrated in Figure 1. [ ] Phenomenological models aim to reproduce the vibration behaviour of humans with respect to particular physical quantities, chiefly the driving-point impedance at the interface to the seat, and partly with respect to other transfer functions. Discrete systems of masses, springs, and dampers with several degrees of freedom whose topology and parameters are determined by structure- and parameter identification methods are used in the sense that the functions derived from measurements are reproduced as well as possible. This paper provides an evaluation of this methodology and defines its range of application as well as its limits.

Magnesite is of importance primarily as a refractory material for lining steel furnaces , although substantial amounts are used in the production of flooring compositions and other building materials and for certain chemicals , notably epsom salts . Since consumption for all of these purposes is largely in the eastern United States and domestic deposits are situated in California and Washington , this country's magnesite mining industry , which was created largely by war- time conditions , has subsequently been sustained by tariff protection .

The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.

The U.S. Bureau of Mines investigated the performance of portable power cables under transient conditions. This research had a twofold purpose: (1) to define the thermal characteristics of electrically overloaded trailing cables, and (2) to conceptualize electrical protection for cables that allows maximum cable efficiency without diminishing electrical safety in underground mines. Several tasks were under- taken in support of these goals during the 3-year research effort. Overload tests ranging from 2 to 12 times rated ampacity were conducted in the Bureau's Mine Electrical Laboratory. Two thermal models of energized type G-GC trailing cables were constructed, one based on thermodynamic theory and the other using empirical data from previous Bureau load tests. The empirical model was then incorporated into an interactive computer program that can assist designers and approvers of mining machines in selecting the appropriate size trailing cable. This program can be the basis for a cable protection system that ensures that cables are not the source of fires, ignitions, burns, or explosions underground.

Introduction Industrial safety professionals recognize that adequate illumination is essential to a safe and productive work environment. The need for effective, lighting in underground coal mines is even greater.1 Designing appropriate lighting systems for these mines is no easy [ ] task because of the unique environment and work procedures encountered in underground coal-mining operations. Miners must depend totally on artificial lighting systems to see. Moreover, the working face is a low-reflectivity and low-contrast environment and is continually advancing or retreating.2 Laboratory mock-ups have been a major part of the process lighting equipment manufacturers must under- go to design an underground machine-mounted lighting system. The mock-ups often have taken considerable time. Furthermore, modifications to a lighting system (using different luminaires with an existing configuration or changing a luminaire's location, orientation, etc.) could require more time with additional mock-ups and laboratory measurements. Understanding the need to improve this situation, the US Bureau of Mines has developed an alternate method for facilitating lighting system mock-ups. A PC-Program (CAP),* with the latest software technology enables users to design, alter, and evaluate under- ground machine-mounted illumination systems. Lux levels and distance are measured as the luminaire is moved incrementally through angular traverses about horizontal and vertical axes. The measurements and angles subsequently are entered into the model. From this input data, three-dimensional isolux or isofootcandle profiles are constructed for luminaires that can be placed at various locations and orientations on a mining machine. As an example, Figure 1 shows a computer display of 21.5 Ix or 2.00 fc profiles for luminaires mounted on a simulated mine-shuttle car. Using this information, the model allows the user to determine the lux level at different locations in space about the shuttle car. How the model calculates illumination During initial development of the CAP model, the isolux profile of the luminaire was determined using the inverse square law (ISL) .3 The method of gathering data comprised recording a single measurement of distance at 21.5 ± 1.21x (2.00 ±11 fc) for angular traverses following 0.09 rad (5 degree) increments. This data was then used to find the illumination in space for any other distance at a given azimuth and elevation using the ISL. Limitations, however, exist with this method.4 The main one is that the ISL assumes a luminaire is a single point source of light, so long as the distance is greater than five times the 1al;gest dimension of the luminous area of the luminaire.5 Also, by using a single measurement to calculate the illumination for a given luminaire in the CAP model a large error could result from an inaccurate measurement.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing minerals substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the predicted fields more nearly model the measured data than does the homogeneous half-space model.

The U.S. Bureau of Mimes evaluated the effects of two iron-based fuel additives on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of engines used in underground mines. One additive, ferrous picrate, did not measurably affect exhaust emissions. This report is mainly about a ferrocene-based additive that reduced DPM between 4 and 45 pct, depending on engine operating conditions. The report concludes that the DPM reductions were caused by the catalytic oxidation properties of a ferric oxide coating that developed inside the engine's combustion chamber. The ferric oxide coating also decreased gas-phase hydrocarbons and O, but it increased CO, and NO,. The increase in NO,, of about 12 pct, is considered the only adverse effect of the ferrocene-based fuel additive. The results suggest that the effectiveness of ferrocene was partially offset by increased sulfates because of the high-sulfur fuel used. Recommendations for continuing fuel additive research are presented.
