The environmental impacts of industrial activities have become very serious concerns of the public over the past few decades. Not surprisingly, governments have responded with legislation and regulations to force industry to operate in a more environmentally responsible manner and, more recently, have prompted industry to initiate voluntary measures in response to specific environmental issues. The concept of Product Stewardship has evolved as a system or vehicle for the industrial sector to demonstrate an active concern about the environmental impact of their products, services and processes.

The Freeport McMoRan El Paso Copper Refinery optimizes electrolyte quality using a number of systems. The facility controls copper, arsenic, antimony and bismuth using electro-winning cells within the Tank House and Nickel Carbonate Plant Liberator Circuit (NCP). The NCP manages sulfuric acid content utilizing recycled electrolyte in the slimes autoclave as well as operation of the Acid Purification Unit, APU. The El Paso Refinery removes common sulfates using metal hydrolysis with sodium carbonate. Finally, a Mechanical Vapor Recompression, (MVR), at the water recovery plant removes sodium sulfate generated by the NCP. This paper will provide a summary of these operations. INTRODUCTION In the mid 1920’s Nichols Copper Company, in Laurel Hill, New York, recognized the need for a modern copper refining facility in the southwest. Because of the many railroad heads, affordable power and abundant labor supply, and the close proximity to regional copper smelters in Mexico, Arizona, and New Mexico, El Paso became the ideal location. In December 1928, ground was broken for the joint venture refinery between the Nichols Copper Company, Phelps Dodge, and the Calumet and Arizona Mining Company. In September 1930, Nichols Copper Company became a part of Phelps Dodge Corporation after a stock exchange. In July 1938, Nichols Division officially became Phelps Dodge Refining Corporation. In March 2007, Freeport McMoRan Copper & Gold acquired Phelps Dodge. Water is a precious commodity in the desert southwest, making conservation of this natural resource an important goal for the El Paso Operations. In the 1980’s, work on the treatment of slimes was improved through the use of pressure leaching of the refinery slimes using an autoclave. Due to the high tellurium content in the leached slimes solution, it was crucial to implement a method for its removal before the solution returns to the tank house electrolyte. A copper telluride cementation operation was installed for tellurium recovery and the ability for the recycle of the leachate and wash water to the refinery electrolyte. In October of 1997, ground was broken for the construction of the water recovery plant using an MVR to reuse process water, reducing water consumption by 25%. In 2002, electrolyte purification was further improved with the installation of an Acid Purification Unit, (APU) (Sheedy, Pajunen, & Wesstrom, 2007). The APU recycles 90% of the acids (both sulfuric and arsenic acids) back to the tank house electrolyte. The solution that passes through the APU is treated with soda ash to precipitate metals out of solution as carbonates and generates a sodium sulfate solution. This sodium sulfate solution is easily processed in the new water recovery plant, where the majority of the water recycles back into the plant as pure condensate. In 2012, the power plant at the refinery upgraded its Reverse Osmosis System to provide RO water to the tankhouse. This insured that the refinery would not have to bleed electrolyte for metals contained in well water such as: calcium, magnesium, iron and sodium chloride.

It is not my intention today to make a series of predictions of things to come. Experience of the past few decades has shown that long-range predictions made be-fore engineering groups usually fall short of the mark; that is, the actual technical achievements in any period tend to surpass the boldest predictions that any responsible engineer would have made, say twenty years earlier.Instead, I will point out some recent accomplishments or refer to research that is in progress or now being planned in order to suggest important trends to be expected in the next few years. Those connected with mining, prospecting, or mining geology in northern Ontario are familiar with the fact that it is a comparatively unusual thing to have assayed a sample for which the assay report shows no gold. Values of 20 cents to 80 cents per ton, or even higher, are extremely common. Whilst contamination by fluxes, faulty manipulation, or a desire, on the part of the assayer, to sugar-coat the pill for the client, may account for 20 to 40 cent values at times, it is un1ikely that they would a1ways do so. Exonerating the assayer from being necessarily at fault, what can be the cause of such a widespread distribution of gold (and silver) in minute quantities- of a dissemination .that, in the writer's experience, and so far as he is? aware, is not met with on a simi1ar scale in other parts of the world? Explanations that suggest themselves are, that the dissemination is due: 1. To a very widespread auriferous minera1ization, post-dating (epigenetic) the formation of the rocks in which it occurs. 2. To a general syngenetic distribution of gold in the volcanic rocks of Keewatin age that form so large a part of the sections of northern Ontario that have been prospected.

The flotation separation of salt type calcium minerals is problematic, due to the similarities in their formation properties and the same active Ca2+ related site for interaction with anionic collectors and similar physicochemical characteristics such as solubility, point of zero charge, surface speciation, Ca-site density. The work was performed to achieve effective and selective separation of the calcium-minerals using pure minerals samples: four calcite, two fluorite, and two apatite samples. The effect of pure and mixing anionic collectors such as oleic and linoleic acid to different ratio (2:1; 1:1; 1:2) as well as the role of nonionic collectors on the selective separation of Ca minerals were studied. All flotation tests were performed in self-aspirated flotation cell. The results obtained with the blend of anionic collectors with the molar ratio of 2:1 show a separation between apatite and calcite at pH 5 and a ratio 1:2 at pH 9. The enhancing of separation contrast using the sodium silicate as a depressant for calcite and apatite is also examined as a function of oleate/linoleate ratio. Additionally, this paper discusses the enhancing of the selective separation of Ca minerals when anionic collectors were blended with nonionic reagents. The surface reactions in aqueous mineral suspensions and the adsorption of anionic collectors blended with nonionic reagents were studied by FTIR spectroscopy. An unexpected synergistic effect was observed for some ratios between anionic and nonionic reagents. The mixture of fatty acids and nonionic reagent showed very high flotation efficiency in comparison with fatty acid alone for the flotation of an igneous low-grade phosphate ore.

DOME MINES, Limited, is a gold producer situated in the Porcupine area of Ontario, 500 miles north of Toronto. During the year 1960, '71 4,600 tons of ore were milled, yielding gold bullion valued at $6,025,370. Prior to conversion to natural gas, an average of 3,200 tons of coal was consumed annually, one third of which was obtained from Canadian sources with the remainder coming from the United States. Due to the distances involved, the freight charges increased the pithead cost by as much as ISO per cent. Steam is generated at a central boiler plant and used for timber treatment, plant heating and process steam. Until August, 1960, steam was supplied during the winter months by two water tube coal-fired boilers, each rated at 200 boiler horsepower at 100 per cent output. The western part of the Hauy Formation of the Opemisca Group, occurring near the town of Chapais, is described in this paper. As it has been defined previously, the Formation is composed of a succession of subaerial andesi tic lava flows with some interbedded proximal volcaniclastic sediments. Towards the East, these volcanics yield to coarse grained fluviatile sediments having similar composition to the interbedded lavas. Further east, the composition of these sediments is more arkosic with dioritic and tonalitic fragments. It is proposed that these arkosic sediments are a part of the Stella Formation which has been described by Dimroth et al. (1982).

"While it might seem like heresy to suggest that ""taxation"" can be a source of financing, never the less some generous tax rules can considerably enhance the tax savings pertaining to a particular expenditure or project. A basic tax knowledge, and careful tax planning, can optimize government participation in a project. INTRODUCTIONIn trying to identify sources of financing for a project, ""government"" as a source of funding is normally thought of in terms of government grants, loan guarantees, interest rate buy downs, property tax waivers, hydro subsidies, and so on. Generally, such concessions are somewhat difficult to obtain, especially in the current period of apparent fiscal restraint. One source of government funding which should not be overlooked is the income tax regime, and, at the provincial level, the various provincial mining tax regimes.While the taxpayer would not normally view a tax system as a potential source of government financing, nevertheless various federal and provincial rules applicable to the mining industry can offer attractive tax deductions - and tax savings - with respect to particular expenditures. In fact, it is not unusual for a civil servant to refer to a tax deduction as a tax ""subsidy"". For example, in the right circumstances, the cost of a smelter expansion in New Brunswick would cost the operator only 31 cents on the dollar, with the federal and provincial governments paying for the other 69 cents by foregoing tax revenues (Table I). In a sense, such tax savings could be compared to a government grant equal to 69% of project costs. Of course, not every project expenditure will generate that degree of government funding. The fact of the matter is that the percentages of tax savings attached to different expenditures cover a wide range, depending on a complex mix of factors. The point to understand is that the tax rules can offer some valuable savings, even after tax reform, and that a basic knowledge of the tax rules can yield some fruitful rewards."

Application of integrally bladed disks (blisks) is of increasing interest in compressors of aero engines. Blisks are preferred due to their potential for size and weight reduction, for increased performance and for reduced manufacturing costs compared to conventionally bladed disks. Erosion of the blisk aerofoils in service reduces engine performance, and can result in short shop visit cycles. This significantly increases the life cycle cost of these components, particular when considering that eroded aerofoils can't be exchanged easily for blisks during refurbishment. Shop visit cycle times can be extended and maintenance costs can be reduced through the application of an effective protective coating. The ongoing development of an erosion resistant coating and deposition process suitable for coating complex blisk geometries is described here. The coating is a multilayered W /TiB2 system exhibiting superior erosion resistance compared to known single- and other multilayer concepts. A modified sputter process is used to enable coating even of blisk geometries with shadowed surface to competitive recurring cost.

"Stirred media mills have proved to be more energy-efficient than the conventional ball milling for fine grinding applications. The mill performance is governed by a number of operating variables including mill stirrer speed, feed particle size, solids content and slurry rheology. A study was conducted to assess effects of mill speed, media size and density, and slurry density on the Stress Intensity (SI) in a VXPmill and thereby the relationship to mill performance. For the mill speeds tested, it was found that the optimum tip speed is 7 m/s. If the speed is too high (12 m/s) energy losses result due to mechanical friction losses and heat generation. If the speed is too low (3 m/s), the kinetic energy is not sufficient to promote breakage. The size reduction ratio increases with the increase in mill speed and the decrease in solids content especially in the coarse fraction particle sizes. The effect of slurry rheology on mill performance was shown by assessing the effects of increasing solids concentration and decreasing particle size. Rheological effects seemed to interact with mill speed such that the mill was less energy-efficient at higher solids content and at higher mill speeds particularly for grinding to fine particle sizes. "One of the most important phases in Canada's relatively rapid development of its metal mining and refining industries was launched in 1928 when the directors of Noranda Mines Limited decided to establish an electrolytic copper refinery ""somewhere in Eastern Canada”. Noranda's president, J.Y. Murdoch, had already evolved the company's ""mine to market"" policy and was determined to prove the economic feasibility of refining Noranda copper in Canada. The time appeared to be ripe as buoyant business conditions continued into 1929. In addition, proven ore reserves at the Horne Mine in northwest Quebec had virtually tripled and the price of copper had reached a healthy 15 cents per pound. Letters Patent incorporating the company bearing the date February 6, 1929 had been granted by the Secretary of State in accordance with an application that specified a capital structure of $2 million divided into 20 000 shares with a value of $100 each. Noranda assumed 70% of the original investment in the proposed refinery, while the Nicholas Copper Company of New York (which later became Phelps Dodge Corporation) and British Metal Corporation Ltd. of London, England, each were responsible for 15%. Nicholas Copper Company agreed to supply the design and to supervise the construction of the refinery and British Metal Corporation would act as sales agent and market the refinery's products."

Poor visibility of powered industrial vehicles, such as forklifts, used in industry is often the cause of accidents that include pedestrians. Current standards allow up to 20 % non-visible regions for forklifts where measurement of these regions is performed by using lamps. A collaboration of research organizations, including National Institute of Standards and Technology, Georgia Institute of Technology (NIST), and Direct Dimensions, has been evaluating advanced methods for measuring a forklift operator?s visibility. These methods can potentially improve visibility standards. They can also help forklift and sensor manufacturers to determine (1) how visibility-assist sensors and algorithms can be designed and (2) where sensors can be mounted on forklifts. This paper includes explanation of visibility measurement experiments performed and results, associated language suggested to standards organizations, and a prototype design for measuring the visibility of forklifts automatically.

Canada is a world leader in uranium exploration, but many deposits are located in remote regions making exploration targeting challenging. Novel approaches are needed to detect the presence of large-scale ore-forming systems and to vector toward mineralization. Boron is commonly used as a key pathfinder element associated with sandstone/unconformity-hosted and basement-hosted uranium deposits in the Athabasca Basin, but the genetic relationship remains uncertain. Alteration assemblages containing boron geochemical anomalies are commonly spatially-associated with – and possibly coeval with – uranium mineralization. Boron is commonly found in tourmaline minerals but in some portions of ore deposits the host mineral for the anomalous boron remains cryptic. Boron coordination chemistry within alteration haloes can better constrain boron host mineralogy, provide insight into the nature of the boron-uranium relationship, and thus has the potential to better constrain targets for exploration. Synchrotron-source X-ray absorption near-edge structure (XANES) spectroscopy is a direct, element-specific analysis that identifies boron coordinated in both trigonally- (BO3) and tetrahedrally-coordinated (BO4) forms. This makes XANES uniquely suited for identifying the geochemical hosts for boron that may be related to hydrothermal ore forming processes. XANES spectroscopy was conducted on whole-rock assay powders from uranium deposits across the Athabasca basin containing boron concentrations ranging from <10 ppm to >10,000 ppm. XANES directly identifies the relative amount of trigonally- (BO3) and tetrahedrally-coordinated (BO4) boron in these complex mineralogical mixtures. Our work suggests a link between boron and uranium that is likely related to the unique physiochemical characteristics of ore bearing fluids that may provide a unique vector to mineralization.

"As the next century draws near, new mine properties must be brought into production to replace existing operations that are approaching their economic life. This paper presents some of the critical technical issues being addressed by Manalta Coal Ltd. as they strive to bring the Telkwa Coal Project near Smithers, BC into production during the year 2000. The mine is planned to produce between 1.0 to 1.5 million tonnes per year of medium volatile coal for export to overseas thermal and PCI markets. IntroductionManalta Coal Ltd. (Manalta) is proposing the development and operation of a surface coal mine and associated infrastructure approximately six kilometres southwest of the village of Telkwa, British Columbia (Fig. 1). The infrastructure consists of a coal washing facility, tailings disposal area, clean coal haul road, access road and rail loadout facility. Over a 25-year period, the mine is expected to produce between 25 and 37 million clean tonnes of coal primarily for the export market.To achieve public and governmental approval for the development, the project will be reviewed under British Columbia’s Environmental Assessment Act. Manalta entered the formal Assessment process in February 1, 1997 with the submission of an Application for a Project Approval Certificate for the Telkwa Coal Project."

Based on improved methods of collection and analysis of geotechnical data, slope angles have been steepened in some mines of the Iron Ore Company of Canada at Schefferville, Quebec. This paper describes the slope design case history for Fleming NO.3 mine and illustrates the application of modern techniques. The new design has resulted in significant financial savings due to a reduction in required waste stripping.

Brunswick Mine has been involved in a comprehensive research program investigating site specific aspects of thiosalt management to eliminate its adverse environmental effects. Minimum annual reagent cost estimates for thiosalt treatment using hydrogen peroxide and sodium hypochlorite are $400K and $1.5 million respectively. Also, minimum costs for the use of bicarbonate to buffer the pH depression associated with thiosalt oxidation in the receiving environment is in the order of $400K annually. A design of experiment (DOE) research program identified that natural UV radiation, temperature, DO and water chemistry are key factors influencing the natural oxidation rate of thiosalts within Brunswick?s water management system. A DOE surface response model was used to describe the thiosalt oxidation kinetics, which were then used to develop a predictive oxidation model for thiosalt and pH control of the mill?s reclaim water system.

The need for quantitative mineralogical data to characterize ore types before they are processed is becoming increasingly necessary. Mineralogical data (modal abundances, grain size, liberation/locking characteristics, mineral textures and associations) can provide invaluable information to facilitate the identification of metallurgical issues that may arise during processing of a particular ore. This paper will discuss the use of QEMSCAN analysis in conjunction with bench scale flotation test work to determine metallurgical characteristics for several ore types that will be fed to the Morenci concentrator upon commencement.
