At mines with low tonnes per vertical metre, like the Jundee Mine in Western Australia, operated by Newmont Asia Pacific, high development rates across multiple mining areas are critical to achieving the delivery outlined, or promised, in the annual business plan. The challenge is to deliver the short-term requirements while keeping in balance with the long-term strategic direction. Newmont Jundee has developed a system called æMine Planning by QuartersÆ that integrates the planning process with the business process in one end-to-end continuum. Short-, medium- and long-term schedules are reviewed and updated by applying four integrated subprocesses, which capture new information as it becomes available. The four subprocesses are: resource development planning û evaluating mineral resource,reserve development planning û preliminary design for new reserves,mine operating planning û final mine design for reserves, andmine production planning û detailed plans for stoping a proved reserve. Commercial mine planning software is used in these subprocesses to facilitate the flow of information into a central storage æhubÆ for uploading into the rolling business plan. A regular and consistent quarterly review helps to identify and qualify areas of business risk at an early stage, allowing time to plan for contingency and minimise the impact of the risk.

Acidic drainage has long been recognised as the largest environmental liability facing the mining industry, and to a lesser extent, the public, through abandoned mines. The Canadian Mine Environment Neutral Drainage (MEND) initiative was the first international multi-stakeholder program to develop scientifically based technologies to reduce the effect of acidic drainage. The original MEND Program extended over a nine-year time frame ending in 1997, with technology transfer activities continuing to the end of year 2000 under the MEND 2000 program. Both programs have contributed enormously to the understanding of acidic drainage and how to prevent it. MEND3, launched in 2001, intends to further this effort with a strong, research-driven program. The successes of the MEND initiative have come through the collaborative efforts of the partners, the sharing of experiences, the thorough evaluation of technologies and their incremental improvements. As a result, the knowledge base on acidic drainage has grown considerably. An international model of alliance between the various worldwide initiative involved in acidic drainage is being formalised at this conference. This global alliance will enhance technology transfer capabilities and will lead to improved environmental performance for the industry. It is through collaboration that we have achieved the most progress in environmental performance, and this formal relationship will further expand these benefits.

THE Great Fitzroy Mines Limited, comprising an area of 183 acres, and held under lease, are situated at Mt. Chalmers, within the Cawarral goldfield, 18 miles from the city of Rockhampton, Queensland, on the Rockhampton-Yeppoon railway.The nearest railway station i; Mt. Ohalmers, distant about half a mile from the mine, with which it is connected by a fairly good road. The outcrop of the ore-body consists almost entirely of ironstained quartzite, no sign of copper being visible. The outcrop and its immediate vicinity have been worked intermittently for gold during the past :fifty years, the ore being amenable to battery treatment.About twenty years ago a company was formed to prospect this outcrop, and work was commenced by driving an adit, but the results proved disappointing, and work ceased. Later a party of prospectors sunk a winze from the adit level, which has sincedeveloped into wh~t is now known as the North shaft. The property was afterwards prospected by Messrs. Oharley and Osborne, who continued sinking the winze, meeting with sulphides at a depth of about 120 ft.The Mt. Chalmers Copper Mining Company was formed to work the property, and smelting operations started on a small scale. These, however, met with ip.different success, and the property was again abandoned.

Trucks are the primary means of bulk material transport in Open Pit hard rock mines worldwide. They are considered to be the most- flexible system available. The large number of trucks used in some mines provides flexibility. Spare units allow for the reduced availability of the single units. Trucks have however very poor energy efficiency. Only 40% of the consumed energy is for transport of the payload, the remaining energy is required to move the dead load of the trucks. With the increase in cost, pressure, mine operators are now looking for alternative methods to make their operation more economical. Energy conservation and increasing haulage distances and uphill haulage are major factors in many well established operations. New methods have already proven themselves as more economical alternatives. Belt conveyors are an alternative means of transport with much higher energy efficiency. They use up to 80% of the consumed energy for transportation of the payload. Energy costs for conveyors are 30% of the energy costs for trucks on level transport and as little as 15% for elevating payloads. Belt conveyors require much fear spare parts and wear components than trucks. A factor of one to two times applies for level transport and ten to twenty times for uphill transport.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

In contrast to the '50s and '60s, the period of the '80s and '90s seems likely to have low growth in demand but much greater levels of technological change. In such a climate there will be pressure on costs, productivity will continue to rise and competitiveness will be closely associated with maintenance of the most effective technology. The penalties for inappropriate investments, whether short sighted or mistakenly based on a particular view of the future, will be greatly enhanced. Accordingly, there will be a need for significantly improved anticipation of technical change and thus for better planning. Study of the funding and direction of the world's R&D effort can provide a useful input to the planning processes within industries and individual firms. Such a study also suggests some insights into the characteristics of those countries which have achieved substantial growth and high standards of living over the past two decades. These characteristics may offer significant reminders for our own development. The particular implications for the Australian minerals industry include the need for direction that is sensitive to changing market requirements and customer practice. This is not simply "more of the same." In particular it appears essential for both basic and applied R&D to provide a sound basis for the purchase and ongoing development of the new technology required to achieve international Competitiveness.

The Savage River Mines concentrator treats magnetite ore at about 300 tonne/h, and produces feed for a pelletising plant. The plant incorporates two parallel grinding lines, each consisting of an autogenous mill, in closed circuit with a screen, a rougher mag- netic separator, a ball mill in closed circuit with parallel cyclones, and a finisher magnetic separator. Significant fluctuations in ore grade and grindability make it difficult to maintain pro- duct size in the narrow range desired, and to achieve maximum possible throughput at the same time, using the present largely manual control system. The present paper describes the develop- ment of a control system based on a mini- computer. It has been possible to implement a scheme of on-line estimation of product size which is sufficiently accurate for use in an automatic control system. The size estimation is essentially derived in terms of plant variables which control the ball mill cyclone cut size. Three control functions have so far been implemented and tested. These are control of the feed rate to the autogenous mill, control of water addition to the autogenous mill, and control of the ball mill sump level.

In the case when the number of independent variables is greater, a careful design for carrying out tests has to be made in order to obtain, with the smallest possible number of tests, as much as possible neutral information about the influence of independent variables on the dependent ones. Only on the basis of such design and its statistical analysis it is possible to come to right conclusions about the function of the whole system. The influence of pressure, temperature, humidity and granulation of the coal upon the resistance to pressure and the water absorption of the briquettes has been tested, with the aim to examine how each of the two dependent variables changes depending on the values assumed by any of the four independent variables and which of the mentioned independent variables significantly influences the dependent ones. The full factorial design with 16 experiments and the central composite design with 27 experiments have been applied. The influence of the independent variables upon the dependent ones has been examined by applying the analysis of variance. The influence values of individual factors and their interaction upon the dependent variables have been stated as well as coefficients of curvilinear equation.

Production scheduling is an important element of the mine planning process. The production schedule specifies the quantities of mineral to extract, the source of this ore, the timing of extraction and, where necessary, the quantity and timing of backfill placement. These details are important in linking long-term strategic goals to short-term operational planning. Mine scheduling techniques form the basis for communicating information concerning the overall impact of design and planning changes to a wide range of people at many levels within an organisation. Consequently the techniques used for mine scheduling must support the decision-making process by consistently providing high quality schedules in response to revised and updated data. A new mixed integer programming (MIP) model has been developed to generate optimal production schedules for underground stoping operations. The model maximised the before-tax Net Present Value of the production schedule while satisfying constraints such as contained metal tonnage, hoisting capacity, stope geometry relationships and stope backfilling demands. Zero-one variables were used to represent the decision to extract or backfill each stope in a particular time period. Continuous variables, capable of having non-integer values, were used to denote the quantity of ore or backfill associated with a specific stope in a given time period. A case study is presented to demonstrate the significant improvement in before-tax NPV over a comparative manual production schedule in a large underground mine. The MIP model allows for further modification to reduce solution times and meet the needs of individual mines.

Conversion of industrial waste materials to valuable resources would essentially take part in an ecologically sustainable future. There are still large amounts of undervalued biomass wastes generated from a diverse range of industries that are disposed in landfields. They have potential to produce valuable materials and fuels, such as charcoal, bio-oils and bio-gas through thermal upgrading. In order to enhance the efficiency of the thermal upgrading process, comprehensive characterisation of the raw biomass materials is essential. We have developed a novel thermal characterisation method that utilises computer aided thermal analysis incorporated with a gas analyser. The method was applied on two biomass materials, wood sawdust and bagasse. The paper discusses the results obtained with the novel thermal characterisation technique.

The able address on the currency question given by the Right Honorable A. J. Balfour, M.P., late leader of the Government, at the Mansion House lately, before a large and influential audience, will strike a key-note that will resound throughout the world. It is high time that gentlemen of position and influence should come forward and express their views on this subject, so as to cause the matter to be,more seriously considered than it has been. The question can be no longer ignored or treated with indifference by bankers, financiers, merchants, miners, and others interested in the settlment on some basis the relative values gold and silver bear to each other. It is gratifying to not that such a great leader of political opinion as Mr. Balfour has given serious attention to this important question.The address created a deep impression ,on the minds of many who probably had not given the matter much att.ention, and Mr. Balfour's words will re-echo over a wide range of thought with such effect that I have no doubt they will materially help to check the downward tendency of the value and uses of silver. As a mining engineer, interested in the development of our mining resources for increasing gold aud silver for currency, and having devoted much attention to the subject, I cordially approve of the views set forth by Mr. Balfouf, and I think the general body of all interested in the production of gold and silver will do the same.

Although the bromo-cyanide or Diehl process for the extraction of gold from its ores is used on several of the Kalgoorlie mines, very little information has been published on the original process, and no details are available from the various mines now using it. The following description of the process as carried on at the Hannan's Star plant, where several modifications were introduced by the author, will therefore be of interest to mining men, and it is hoped that some discussion on this paper will provide further useful information to the mining community.The process was first installed on the Hannan's Star mine, where a full working plant was erected by the London-Hamburg Co. In their contract they guaranteed a 91 per cent. extraction on a sulphide ore of 15 dwt value. This was considered a very high extraction at the time, and the plant successfully carried out its work.The new features in the process were the finer grinding of the ore, for which purpose the tube mill was introduced, and the addition of a solution of bromo-cyanide to the vats under ordinary cyanide treatment, whereby a higher extraction was obtained in a shorter time. The main difficulty in the process was the easy manufacture of the bromo-cyanide solution, but this was eventually overcome. The mixed salts now supplied by the LondonHamburg Co. are in every way satisfactory, and are supplied at such a price that the process compares favourably with any other from a cost point of view.

In late 1987 it was recognised that column flotation might have potential for improving the grade of the zinc concentrate produced at Pasminco's South Mine in Broken Hill. Intermittent test work was carried out during 1988 using a 90 mm diameter by 6 m high perspex column, built and initially operated by staff from CRA Advanced Technical Development. This column was found to have insufficient retention time so, during the first half of 1989, Pasminco constructed and installed a 200 mm diameter unit of the same height. Extensive testwork was carried out using this column during the latter half of 1989 and early 1990. It was clear from the results that a grade improvement of between 1 and 2 per cent (absolute) would be achievable. The effect of column cleaning on overall recovery was not established with the same degree of confidence, so the proposed new circuit is to include one of the existing banks of OK8 cleaner cells as a scavenger on column tailings. The test work provided sufficient data for preliminary design work to begin in May 1990 and commissioning of full scale zinc cleaner columns is planned for mid 1991. This paper summarizes the results and describes some of the experiences with column flotation at the Pasminco South Mine.

Sulfur isotope data are available for 18 low-sulfide orogenic gold systems hosted by the Lachlan Orogen in eastern New South Wales including those in the northern Hill End Trough (Hargraves, Hill End, Napoleon Reefs, Sofala-Wattle Flat, Stuart Town, Windeyer) and adjacent areas (Bodangora, Lucknow, Springfield), the Gilmore Fault Zone (Adelong, Sebastopol) and those in the Parkes district (Calarie, London-Victoria, Wyoming One-Myall United). Other systems for which data are available include Mongarlowe, Murrumbateman, McMahons Reef and Yalgogrin. The d34S data for many of the larger deposits including Adelong, Bodangora, Calarie, Hargraves, Hill End London-Victoria, Lucknow, Sebastopol, Sofala-Wattle Flat, Stuart Town and Windeyer (Group 1) are all very similar and have average d34S values close to zero per mil. Near 0ë d34S signatures imply that sulfur was sourced from a magmatic reservoir. Furthermore, the large Wyoming One deposit has d34S values significantly below 0ë with the data implying that sulfur was sourced from a fractionated magmatic reservoir. Group 2 deposits include those at Mongarlowe, Murrumbateman, Napoleon Reefs, McMahons Reef and Springfield . These deposits have average d34S values significantly above 0ë. With the exception of Springfield where sulfur was probably sourced from the Hill End Trough, Group 2 deposits are an order of magnitude smaller than Group 1 deposits. The results suggest that many of the larger orogenic-related gold deposits hosted by the Lachlan Orogen in eastern New South Wales derived sulfur and gold as a result of leaching and recycling from a magmatic reservoir. Alternatively, there may have been direct mantle-derived input; however, this is considered unlikely on geological grounds. An EXTENDED ABSTRACT is available for download. Finding a balance between practical and acceptable groundwater management, and providing for the needs and impacts of mining developments remains a challenge. The changes that accompanied the recent implementation of water reforms have provided greater flexibility for the water manager and greater certainty for the resource user. However uncertainty associated with understanding of complex aquifer systems, balanced against providing for the needs of mining developments, the rights of existing water resource users and expectations of the broader community have not diminished the conflicting issues faced by water resource managers and resource developers. Licensing under the Water Act 2000 provides the regulatory link with the taking of water for water supply purposes or as a consequence of the mining activity. This paper outlines key elements of sustainable water resource management involving certainty of access to water and adaptive environmental management that are delivered through conditioning the water licences issued for the particular mining development. Implementation of this approach is illustrated through a case study involving the BHP Billiton Cannington Mine in North West Queensland.

This paper deals with two separate case studies investigating the froth phase performance and characterisation of two industrial rougher/ scavenger flotation circuits. Froth phase performance was quantified using a mass balance approach to estimate froth zone recovery. Measured characteristics of the froth phase included frother solution concentration determined by gas chromatography, and the time taken for an equilibrium froth sample to decay to one-half of its original froth height. The latter measurement is referred to as the æfroth half-lifeÆ and is strongly linked to froth stability. Special methods and techniques developed to preserve frother in solution and to measure froth half-life are briefly described. The frother type in the first case study was a mixture of straight and branched alcohols, whilst the frother type in the second case study was a mixture of alcohols, aldehydes and triethoxybutane. The first case study focussed on a flotation circuit treating a low-grade ore containing only a small fraction of floatable copper sulfide minerals, while the second case study focussed on a flotation circuit treating a higher grade complex sulfide ore containing significant quantities of chalcopyrite, galena, sphalerite and pyrite. It was found that froth zone recovery of valuable mineral generally decreased down-the-bank of the two industrial rougher/scavenger circuits. Moreover, decreases in froth zone recovery significantly limit the overall cell recovery of valuable mineral achievable from the plant scavenger cells. However, the decrease in froth zone recovery could not be linked to the removal of frother from the pulp solution to the concentrate product in the preceding rougher flotation stages. Measurements of residual frother in solution suggested that, approximately, only five to ten per cent of the added frother was removed into the rougher/scavenger concentrate, with the remainder appearing in the scavenger tailings. This finding suggested there was apparently adequate frother in solution in the scavenger stages.

Zircon is extensively used as moulding sand in the production of steel and high-duty iron castings. To achieve a satisfactory grade of zircon concentrate, the zircon particles may need ,to have surface coatings removed, as such coatings can hinder electrostatic and magnetic separation of zircon from associated minerals. Xn addition the presence of surface coatings on the zircon. particles can cause sinterins and fusion of the zircon to the east metal resulting in "burnt-on" sand or fritting of the casting. "Burnon" necessitates cleaning of the casting by grinding or chipping, which is expensive and results in loss of definition on the casting face.Hudson (1966) has pointed out ,that some coatings on mineral sands are lightly-adhering clays which can be removed quite readily by agitating the sands in water for a few minutes-thus their removal constitutesno problem. However, the heavy gingery coloured coating which adheres strongly to the surface of the particles in some deposits, and which has generally been considered to be a form of iron oxide (Baker, 1962; Hudson, 1966), cannot be removed effectively by attrition cleaning in water (Hudson, 1966). Such coatings limit the usefulness of these concentrates in the foundry industry.An investigation of strongly-adhering coatings on "ginger zircon" concentrates from the Yoganup deposit of Westralian Sands Ltd has shown that the stain consists of a cemented mixtvre of hydrated iron and aluminium oxides and kaolin minerals, and that it can be removed by a relatively low cost treatment.IDENTIFICATION OF THE STAIN BY XRDX-ray powder diffraction (XRD) patterns were obtained from small samples of stain scraped, individually, from the surface of hand-picked zircon and ilmenite crystals. These scrapings were mounted on quartz fibres and exposed to CoKa radiation in a 57 mm Debye camera. To avoid heavy fogging of the x-ray films, a substantial amount of the iron oxides was preferentially leached from the scrapings (before mounting) with an ammonium oxalate-oxalic acid solution (Rooksby, 1961).
