The mining industry worldwide relies upon the identification of resources that can be economically developed and operated. Access to land is paramount through all stages of the exploration, development, operation and rehabilitation stages. Clear rights to use of land for the purposes of mining must be available and protected throughout the life of the project. Stable and enduring criteria for mining of the resource, once identified, are required to attract exploration and development expenditure. The purpose of this paper is to investigate the varying approaches to granting access to land for use for exploration and mining development, including the processes by which a project is approved by community and government and the time scale for such approval. The paper concentrates on the legal issues arising throughout this process. The law is stated as at September 1997.

Taxes have an impact on mineral resource availability in several ways. There is the obvious effect on the grades needed for mineral deposits to become economic orebodies. There are also indirect effects which can have equally significant impacts. The paper examines the appropriateness of different types of taxes in the mining industry. The effects of discriminatory taxes such as price-based royalties are described. There is a discussion on the feasibility of introducing a single resources tax to replace completely the various forms of taxes presently applied to the industry. The subtle impacts of taxes are described in a section covering the way in which apprehension over future possible changes to both the level and diversity of taxes is reflected in industry confidence. It is concluded that taxation can significantly limit the economic availability of mineral resources.

Mining and metals projects have tended to increase in both scope and cost to a point where many projects are Droperly designated as superprojects. Specialist engineer- constructors have developed organisations and systems to provide project management services during the design and construct phase of large projects. However, the engineer-constructor is also required to provide a wide spectrum of services during the evolution of large projects prior to the construction phase. Some common phases of pre-construction evolution are identified together with the associated types of specialised services which may be required. A project management team approach is described which has been developed for the design and construct phase. It is suggested that a modified matrix organisation could be adapted to the provision of special- ised services as well as to project management for ore-construction phases of the project.

Recent mapping (1989-1992) by the Northern Territory Geological Survey in the Tennant Creek 1:250 000 map sheet area has resulted in substantial revision of the lithostratigraphy of the Tennant Creek Block (Donnellan, Hussey, and Morrison, in press). Briefly, the former Warramunga Group (Dunnet and Harding, 1967; Dodson and Gardener, 1978) is divided into the Warramunga Formation, and an overlying less deformed volcano-sedimentary succession, the Flynn Subgroup. The latter is conformably overlain by the Tomkinson Creek Subgroup of the Tomkinson Creek province in the north of the Tennant Creek Inlier. These two Subgroups constitute the Churchills Head Group which is essentially equivalent to the Hatches Creek Group of the Davenport province to the south of the Inlier.

The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.

The Accha-Yanque zinc belt in southernPeru is a major zinc-lead rich metallogenic province. In the belt are comprised several non-sulfide-type occurrences, extending on the periphery of the Yauri-Apurfmac batholith (Oligocene-Miocene). Zinc mineralisation at Accha (almost fully oxidised) occurs in breccias of sedimentary and tectonic origin in the limestone of the Ferrobamba Fm (Middle to Upper Cretaceous). Non-sulfide association consists mainly of smithsonite and hemimorphite replacing both primary ore minerals and carbonate host rocks. Mn(hydr)oxides and Zn-clays (sauconite), can be locally very abundant. Differences in mineralogy of the ore and gangue minerals, as well as the composition of the host rock can have a profound impact on zinc recovery and reagent consumption, and therefore on the economic value of the deposit. The developing countries whether they be in Africa, Asia or the Pacific, are a potentially vast market for the technologies of the more developed countries.Conducting business in the less developed countries however requires a keen understanding of their culture. A keystone of the culture of the Pacific Island Nations is kinship with the land. Without an appreciation of the implications of the land rights debate, a business venture into these countries is likely to be delayed or even doomed to failure.The European heritage, with its notions of private ownership of land, have frequently been a stumbling block to a proper understanding of the concepts of customary lands. According to our laws, ownership of land confers a number of definite rights: principally the right to use the land, the right to exclude others from its use, the right to transfer it and the right to receivF income from the property independent of use.

This paper examines the practical and economic benefits of using bulk emulsion explosives in underground development mining; compared to ANFO, ANFO derivatives and packaged explosives. The key economic benefit of bulk emulsion is the replacement of relatively high cost packaged explosives with a bulk product. Key practical benefits include water resistance, improved coupling of explosive, reduced toxic gas production, increased shock energy and improved manual handling through the use of bulk products. Each of the benefits is proven using a variety of measurements and field results in order to quantify them. Where possible, dollar values are determined so that the benefits can be shown to translate into savings for the mine operator. The results show that, despite the difference in price between ANFO and bulk emulsions, bulk emulsions are most capable of delivering the lowest total cost of blasting. The savings potential of the introduction of bulk emulsion systems can result in an improvement in drill and blast costs for a mine operator, or a significant increase in profit margin for a contract mining company.

The mining industry represents a small part of the international economy. Comprising few large companies, the industry exhibits volatile returns and over the past 25 years has failed to produce a long-term return that meets its cost of capital. It is not surprising, therefore, that the minerals extraction and processing industry is under considerable pressure from the investment community to lift its game. Management and boards are responding to this pressure by implementing more exacting cost control measures, capital management programs and through the process of consolidation. However, the cost of capital to the industry appears to have increased in recent years and investor attention seems to be preoccupied with the ænewÆ economy. Both of these influences will conspire to raise the bar for acceptable industry economic performance. This paper provides a useful snapshot of the minerals and extraction industry as it enters the 21st century. It remains cautious about future performance other than to conclude that single digit returns are likely to prevail, albeit at higher levels than over the past 25 years.

Prior to 1986, users of satellite based remotely sensed data were almost exclusively reliant on the United States Landsat series of satellites to monitor our Earth's resources. This situation changed when France, Belgium and Sweden launched SPOT-1 in 1986. The year of 1988 saw the Japanese also enter into the earth resource satellite business. The Japanese launched an earth resource monitoring satellite with an emphasis on marine resources, hence the name MOS-1 (Marine Observation Satellite). Many more remote sensing instruments are planned for launch by these nations and others in the next 10 years.

In the mining and minerals industry, development, introduction and construction of new plant designs, to meet sustainability objectives, face a series of major hurdles. The electrolytic recovery of metals from solution requires an understanding of the characteristics of the particular system employed, and the current efficiency and morphology of the deposit are influenced by such factors as cell design, metal ion and supporting ion concentration, acid concentration, temperature, impurity levels and cell design. The electrolytic deposition of both cadmium and silver present individual difficulties, and special cell designs are used for each of these metals. It was found that cadmium deposition was plate-like at lower cadmium concentrations, and at higher current densities. The presence of zinc in the electrolyte promoted nodular growth. Current efficiency remained high even at 50C in contrast to published information. Silver deposition morphology was relatively unaffected by changes in silver concentration, pH and current density. Current efficiency was reduced as temperature was increased.

The tunnelling work to construct a sewage trunk line designed by the Sewage Bureau of Kobe City along north side slope of Rokko mountain range incorporated an all ground condition type (broad spectrum) TBM with slurry transport system with jet pump manufactured by Kawasaki Heavy Industries, Ltd. Boring dia. of the tunnel measured to 2.0 m. The construction planning and implemen- tation were done by Ohbayashi Corporation, the general contractor. The heading way was 3342.4 m in overall length.; construction work ran from April '84 to June '85. The max. daily progress marked 31.9 m and the max. monthly progress 493.1 m according to the relevant record. The machine proceeded with the work under geological conditions featured with conglomerate, rhyolite, tuff breccia and slate, whereby soft soil zone mostly of clay was encountered in a limited area. In the latter case, however, steel segments were substituted for supporting steel ribs. The tunnel was routed beneath a meandering road with the result that more than 40% of overall length show a curvature of 50 to 200 m radius.

Previous methods for the assessment of the explosive potential of gas mixtures have required the plotting of apeexplosibility diagram. These became cumbersome if a large -number of assessments of various sampling locations over a period of time wererequired. This may make the approach of a dangerous situation more difficult to predict. With the aid of a programmable calculator, a new method for the rapid assessment of the explosibility of coal mine sample gases has been developed. This method does not require that an explosibility diagram be drawn to indicate the explosive status of a gas mixture. Simple Cartesian co-ordinates representing the explosive potential of,mixtures are obtained, which may readily be plotted to show changes with time.

The influence of pulp density, ferric ion concentration and particle size on the tank bioleaching of two kinds of refractory gold concentrates are discussed. The chemistry and mechanism of the bioleaching process are also presented. The relationship between oxidation of sulphides, liberation of enclosed gold and gold cyanidation are discussed. The consumption of NaCN could be reduced by alkaline treatment of bioleached residues prior to Cyanidation.

AustraliaÆs record-breaking drought, efforts towards environmental best practice and the current commodities boom is demanding water use and reuse as never before. Mining practices, processing, the remote communities and support industries require vast amounts of specific quality water. Sustainability of water use has been a key factor in mine development, expansion of existing operations and increasing profitability of processes involving water. Developments in water treatment technology have enabled the use of a range of processes to produce this water reliably at ever decreasing costs. This increasing acceptance of new technologies has seen seawater desalination, recycling of plant wastewater streams, municipal wastewater reuse and others to become commonplace. Processes including seawater and groundwater reverse osmosis (RO), low pH RO, thermal desalination, high rate clarification, brine water treatment, ion exchange and other advanced treatment technologies are now used as part of mining operations. This paper surveys the trends in water treatment for the mining industry both in Australia and internationally with a review of technologies and case studies of operating plants. The key technologies are explained with an emphasis on the specific requirements for mining operations û unusual raw water, process and operations limitations, environmental concerns, as well as harsh climate. Case study information from several mining operations is included.
