In addressing the need for non-degree tertiary training, let us examine some recent reviews of engineering and geoscience education. The Finniston Report (1) criticised the formation of engineers in the UK and stated that this was largely due to the narrow British conception of engineering as a branch of applied science which militates against an effective marriage between theory and application. It also criticised the system for not giving students sufficient grounding in the synthesis of technical, human and financial considerations within their undergraduate courses. As we all know, this report has led to the restructuring of engineering education in the UK. More recently, a Review of the Discipline of Engineering was carried out in Australia by a committee chaired by Professor Sir Bruce Williams (2). The report stated that: Australia has a fairly good system of engineering education that should be made better. more should be done to develop the communication skills of both staff and students. more attention should be paid to changes in engineering practice and the human element in technology. there is a serious shortage of state of the art equipment in most engineering schools. female enrolments in engineering courses should be increased from the current level of about 7% to 20% by 1997. employers should develop a better understanding of the need for continuing education. staff in engineering schools should develop closer relations with employers of engineers. higher education institutions with engineering schools should give financial and other inducements to staff to increase the proportion of study leave or professional development leave spent working as engineers in the business sector. there is considerable room for improvements in the teaching process and in the development of evaluation schemes for assessing the teaching contributions of staff. In its recent report to the Council of the Institution of Engineers, Australia, the Task Force on Engineering Education(3) makes the following points: managerial, entrepreneurial, professional and interpersonal skills should be introduced and integrated into the undergraduate courses but studied in depth as part of continuing education. the continuing education policy of the Institution should be promoted and strengthened with all engineers required to pursue continuing education. the Institution should develop a comprehensive guide to continuing education available from universities, colleges and other public and private sector organisations.

Rehabilitation, reclamation and restoration are all terms used to describe the repair of land after mining. Here, restoration is used to mean restoring the land's original use, capability or productivity. Effective restoration is dependent on good planning before mining commences and must include a clear definition of post-mining objectives. The physical condition of the land within the mining licence was that of an imperfectly drained soil in permanent pasture, supporting a seasonal supply dairying unit. During the mining process, the soil layers were separated, with the topsoil stockpiled separately. As part of the restoration process, the land was recontoured to encourage surface drainage, with topsoil spread evenly over the recontoured tailings. Low grond pressure machinery was used to minimise soil compaction, with light discing and harrowing used to increase water infiltration. A permanent pasture was sown, with weed species controlled by spraying, both before and after pasture establishment.  Soil testing has been used extensively to ensure there were no nutrient deficiencies that good compromise pasture establishment and performance. Controlled grazing practices were used to ensure that the sown pastures became well established.

This work was commenced at a time when information on the manufacture of cemented tungsten carbide was urgently needed in Australia. Much information of a general type has been published, but many of the details of the processes used are still undisclosed. The aim of this research was to determine a satisfactory way in which cemented tungsten carbide could, be made, and to investigate the problems which are associated with the process. As the work proceeded, its ramifications grew continually, and it was necessary to limit the possible lines of investigation. After much experimental work, a 9% cobalt-tungsten carbide alloy was developed which had satisfactory properties when used as a cutting tip. The effect of certain variables on the properties of this particular alloy was investigated.The tungsten carbide was prepared in stages from King Island scheelite concentrates under strict laboratory control, whilst the cobalt (1) used was made from cobalt oxide prepared from crude cobalt oxide obtained from Eisdon.In order to clarify the detailed experimental work, a brief summary of the method used for the preparation of cemented tungsten carbide follows.Tungsten carbide and cobalt are prepared in a very finely powdered state, and are then thor,oughly mixed by a ball milling operation. The resultant mixture is pressed in a suitably shaped die into small compacts which are subsequently '''presintered,'' i.e., heated' in hydrogen between 800°C. and 1000°C. The final sintering is carried out in hydrogen between 1,400°C.and 1,600°C. for about half an hour. These "alloys" may contain from 3 to 13% cobalt, depending on the particular properties required of them.PREPARATION OF MATERIALSThe tungsten oxide prepared as described by Smithells (2) was extremely finely divided, and after a few hours' grinding in a ball mill, the powder consisted of material below 10 microns iJ;l size. The oxide was reduced to tungsten metal with hydrogen in a tube furnace. I deem it an Unusual privilege to have been asked to give this first memorial lecture and hope that what shall have to say may be worthy of the occasion. It is fitting that we should discuss here the subject of Silicosis to which he devoted such a large part of his life and it is doubly fitting, I think, that I should report to you an extended series of investigations carried on by his associates at the Saranac Laboratory.The subject of silicosis may seem hackneyed to this audience which is so familiar with the tried and accepted methods of prevention and control.But in spite of our efforts, the condition is still with us and unfortunately is still being produced in many places. In industries that now maintain good control of dust, fresh cases are appearing on annual re-examination, whose major exposure date back to the days before the hazard was recognized.A few new employees, with apparently ineffective upper respiratory protection against inhaled dust, develop silicosis precociously in environments that are comparatively harmless to their fellows. In plants that have relaxed their vigilance under the urgency of war production schedules, conditions again prevail that will produce, disease in the future.Silicosis acquired new interest with the announcement by Denny, Robson and Irwin(1) in 1937 that it could be prevented by the inhalation of powdered metallic aluminium. It so happened that without knowledge of their work, we at the Saranac Laboratory had for some months been conducting similar experiments with one of the hydroxides of aluminium.Quite independently we discovered that hydrated alumina would also protect animals against quartz. Our approach to the problem had been empirical; we were trying to neutralize quartz particles by coating their surfaces with an insoluble material following the lead of Kettle who in 1932 had shown that this could be accomplished with iron. The igneous intrusions in SE Papua New Guinea are part of a sub-volcanic to plutonic, high-K calc-alkaline to shoshonitic suite. High-K andesitic to dacitic intrusives on Misima and Woodlark Islands, and shoshonitic intrusives in Milne Bay and the eastern Owen Stanley Ranges are related to late Cenozoic andesitic volcanism. Both suites are associated with epithermal Au-Ag deposits and weak porphyry Cu-Au mineralisation. All significant alluvial and lode gold occurrences in the region are spatially related to intrusions. Intrusions in the D'Entrecasteaux Islands and near Mt Suckling are core plutons related to basement doming, and appear to have no association with either volcanism or hydrothermal mineralisation. The core plutons are not petrochemi:ally distinct from the volcano-re:-ed Intrusions.

The case study has identified and characterised additional subsidence arising from longwall mining above or under existing longwall goaf. It suggests that the magnitude, mechanisms and prediction methods for such additional subsidence are different between the two mining configurations. This paper presents a proposed method to predict maximum vertical subsidence due to longwall mining under existing longwall goaf. It suggests that, unless different results from further new cases become available, the findings presented in this article, including the aforementioned prediction method, be applicable to the majority of sites in New South Wales, where multi-seam longwall mining is to take place. This article also presents an important concept of 'overburden modification' due to multi-seam mining. A causal relationship between the above-mentioned additional subsidence and 'overburden modification' has been identified as a result of the case studies. Further investigations into the physical processes that cause such overburden modification will be fundamental to the understanding and management of multi-seam subsidence.

The treatment plant at The Great Boulder Proprietary Gold Mines Limited was designed and erected by Chas. Ruwolt Proprietary Limited in 1934 to mill 12,000 short tons per month. The flow sheet called for fine grinding, straking, flotation, roasting of the flotation concentrates and cyanidation of the resulting calcine.In 1937 considerable alterations and additions were made to the plant. The grindin,g section was duplicated with addition of two 8 ft. x 6 ft. Abco Ball Mills to increase the throughput to 28,000 tons per month, and the flow sheet was changed from "straight flotation" to "precyanidation and flotation" neeessitating the addition of thickeners, agitators, Oliver filters and Edwards roasters.A further change to the flow sheet was made in 1942 with the introduction of sulphur dioxide conditioning ahead of the flotation section, to permit the treatment of 500,000 tons of oxidised ore. Since that date no major alterations were made to the flow sheet or equipment until 1950, when the modifications set out in this paper were commenced with the object of reducing costs and increasing plant efficiency.These modifications are dealt with under the section headings and are therefore not necessarily in chronological order.CRUSHING SECTIONThere has been no material alteration in this section although at the time of writing a 650 ton capacity ore bin is being erected ahead of the primary Jaques crusher. Gold-bearing veins have formed at a wide range of depths throughout the uplift history of the Otago Schist. The earliest gold mineralisation occurred during the later stages of Mesozoic metamorphism. This mineralisation was characterised by diffuse wall rock alteration with greenschist facies metamorphic or retrograde metamorphic mineral assemblages, and gold occurs in this altered rock. Quartz veins formed in .steeply dipping extensional fractures associated with this mineralisation type strike north to northeast. The Macraes mine exploits this deposit type. The present northwest strike of the mineralised zone at Macraes is a result of post-mineralisation deformation of the schistosity-parallel mineralised shear zone which hosts northeast striking extensional veins. This combination of schistosity-parallel shear zone and steeply dipping northeast striking veins may exist elsewhere in Otago, and this deposit type is most prospective. Steeply dipping quartz veins formed during post-metamorphic un-roofing of the Otago Schist strike northwest to west and occur as clusters of near-parallel structures in east and central Otago. These veins consist mainly of massive quartz, although some prismatic quartz occurs also. Breccia fragments in veins are common and these are generally silicified, with some gold. Wall rock alteration is negligible, and vein margins are sharp. A set of middle Tertiary veins occurs in northwest Otago. Most of these also strike northwest and dip steeply, but some strike northeast. These veins contain abundant ankeritic carbonate as well as quartz. The carbonate pervades adjacent wall rock as veinlets, but gold mineralisation is confined to veins. Quartz is commonly prismatic and vuggy, and contains gold, which is commonly coarse grained especially in silicified breccia zones. Associated veins contain stibnite. This vein type formed close to the paleosurface (>2 km). Mineralised veins in Marlborough currently strike northwest, but these have been rotated from northeast strike during Alpine Fault displacement of Marlborough from Otago. Some of these veins were formed under late metamorphic conditions and are similar to the north to northeast striking veins in Otago. As in Otago, this type should be considered to be most prospective if they have associated schistosity-parallel shears.

In salar-type deposits, lithium grades can be measured by bailers introduced at different elevations in the drill holes at locations where, later, the brine will be pumped out to recover the metal. When they are duplicated, these a priori rudimentary measurements may show large differences without indicating whether this is due to the procedure itself or to some physical causes linked to the dynamic behaviour of the salar (seasonality, rainfall, underground flow etc). In the reservoir presented in the paper, the problem is complicated by the double lack of stationarity of the lithium grades: the grades not only increase importantly with the depth but at the same time their fluctuations decrease, making it necessary to use non-stationary geostatistical techniques to simulate them. Reservoir simulation is developed in two steps: first, geostatistical simulations of the lithium grade create possible realisations of the reservoir; then, each geostatistical simulation is followed by a pumping simulation that calculates, at each drill hole of a given extraction scenario, the lithium produced each year over 40 years. For the set of 100 simulations produced in this way, a scenario reduction is made to choose the five most representative simulations where more complex calculations will be carried out (for example, changing hydrogeological parameters such as porosity and permeability, or the elevation of the filters, the number and the location of the pumping and the reinjection drill holes etc). The paper first presents an analysis of the geostatistical model sensitivity to the grade uncertainty when measured by bailer. Among the 100 measurements at our disposal covering the future production domain, 50 per cent are duplicates measured at the same place but at different times. They are randomly sampled to produce five subsets of 75 values, which will constitute the future 3D conditioning points for the geostatistical analysis and the simulations. For each subset, trend, standard deviation and variogram models are fitted, leading to five sets of 20 geostatistical simulations of grades. In this way, the reliability of the different parameters involved in the procedure is evaluated, as well as its impact on the pumping results. Then, a reconciliation study is conducted between the non-stationary nugget effects encountered in the 3D variograms of the lithium grade and a pure statistical analysis of 25 duplicates measured at different locations and/or different times. The result is that if the nugget effect reaches 20 per cent, which is the case of three conditioning subsets out of five, the reconciliation is good and the nugget effect of the variogram model represents the bailer uncertainty, ie the measurement error. Since the geostatistical simulation incorporates a nugget effect, it handles the bailer uncertainty and the impact on the produced metal is included in the evaluation. The final conclusion is that, after the hydrogeological pumping simulations, the initial differences between the five geostatistical models do not influence the final results: lithium grades measured by bailers can lead to a robust evaluation of the extractable resources, a conclusion that conflicts with conventional wisdom.CITATION:Séguret, S A, Goblet, P, Cordier, E and Galli, A, 2017. The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

Stowing has been successfully used in many countries as a means of controlling surface subsidence, minimi ing incidences of spontaneous combustion, maintaining gate road stability and maximising coal recovery.Australian experience in stowing is limited but in the future increased extraction of thicker and/or multiple seams by longwall operations and resolution of conflict of alternative land u'ses may necessitate the use of stowing in coal mining. At present there is little incentive for mining companies to introduce and operate a stowing system because costs have to be borne by the individual companies and benefits spill over to society and the State. Cost sharing by the industry and State incentives may overcome the problem of cost disincentive.

Although cyclones have been around in their current form since the early-1890s, there have been some exciting new developments, which have extended their efficiency/operation. These developments have taken place with both dense medium and classification cyclones. The more noteworthy developments are:Inlet designInlet design is the determining factor in classification cyclone capacity and efficiency. The recently developed ribbon inlet with patented pressure bulge has not only resulted in unbelievable increases in capacity, but also in efficiency. Sharpness of separation corresponding to an alpha value of greater than four has been achieved! Secondary offtakeOne of the factors leading to reduced cyclone efficiency is the presence of coarse particles in the cyclone overflow. The secondary offtake has been developed specifically to scavenge these particles from the cyclone overflow with great success. Water injectorThe other major factor resulting in reduced cyclone efficiency is the presence of misplaced fine particles in the cyclone underflow. The water injector, which has been around for many years in various forms, can reduce this short circuit fraction by up to 50 per cent. 3-in-1 cycloneThe 3-in-1 cyclone combines the inlet design, secondary off take and water injector into a single unit resulting in the most efficient classification cyclone available in the market. The RejectorTMIron ore has a high yield to underflow and traditional dense medium cyclones have always been spigot constrained. The Rejector TM is an exciting new development whereby the spigot capacity has been increased substantially. The application of the Rejector TM will result in fewer/smaller cyclones being required for a given duty resulting in efficiency gains and reductions in both operating and maintenance costs.

We tend to overestimate the volume of water used to process ore and the evaporation from tailings and heap leach stockpiles. During mine operation, a significant portion of the water collected from onsite water management systems is consumed and recycled by ore processing and lesser portion discharged to the environment. When mining and processing cease, however, the mine site water balance is altered and the real effort and cost associated with managing and disposing of excess mine-influenced water becomes evident. As these flows can no longer be recycled and may not be suitable for discharge to the environment, the cost of dealing with them can comprise a significant portion of the post-mining liability. The problem of dealing with large volumes of mine affected water has the potential to become worse in the future due to the established trend of lower grades which require more water per unit of mineral processing. As a result, future mines may be expected to have greater water needs and problems than we experience today.This paper discusses various aspects about how water usage changes when a mine transitions from operation to closure based on observations and numerical simulations of made with site-wide water balance models. The intention is to provide general considerations for mine operations in planning for end of mine life and post-mining care and maintenance.

Tougher physical mining and processing conditions as well as economic circumstances are causing many mining companies to re-evaluate the effectiveness of their mine planning. The recent wave of inexpensive computing power provides the engineer an opportunity to go beyond the simple one-off manual mine design and production schedule. The basis of a good mine plan is a good reserves model. Concepts of mine model development are explored. The only advanced computer methods that have found consistent success in optimising mine planning functions are economic pit limits determination and material scheduling. Three pit 'optimisation' methods are examined; the moving cone, the Lerchs-Grossman 3-D graph algorithm, and the new network flow algorithm. A comparison between the methods in terms of total profits generated and computer time involved are made. The results show that both algorithms produced a higher profitability than the simple moving cone, but at much higher execution times. However, the profit increase never exceeded much more than 1 % of the base moving cone case. Finally, a method for the development of long range material production schedules with forward waste planning is presented.

During the drilling campaign conducted between October, 1942; and May, 1943, to prove the extent of the scheelite deposit worked by King Island Scheelite N.L. at Grassy, King Island, Tasmania, 35 holes were drilled and 606 samples recovered and assayed for their content. Of these, 238 came from outside the limits of the orebody and were for the most part barren, although a few contained some scheelite. The present statistical analysis is made only of the 368 samples taken from diamond-drill cores of the orebody itself.Drilling Pattern and Sampling MethodsFrom the purely statistical viewpoint, it is realised that methods employed in selecting sites for diamong.-drilling, and of collecting samples from drill cores, do not give a completely unbiassed set of data for analysis. Fig. 1 is a sketch plan showing the relativepositions of the drillholes, which were inclined at an angle of depression of 50 deg. The pattern does not conform to a properly randomized and' regularly-spaced grid, the positions of the later holes being determined by the results obtained from previous holes.Statistically, the bias is, therefore, favourable. The unequal spacing of the drill holes and the lack of uniformity in direction of the lines along which the holes were drilled are unsatisfactory from the mathematical viewpoint; but it is realised that these irregularitiesare difficult to avoid in determining by the most economical methods the extent of such an orebody, and are dictated by geological rather than mathematical necessity.Sampling, also, is lacking in complete uniformity. Each sample is approximately 10ft. in length. However, owing to the fact that 100% recovery of core is rarely achieved, and actual lengths of samples taken are ,primarily governed by the length of the drill runs,and secondarily by lithological changes, there is a considerable amount of variation in the sample length.AssayingWith the exception of 28 samples from three drill holes all samples dealt with in this paper were assayed in the Melbourne University Ore-Dressing Laboratory of the Commonwealth Scientific and Industrial Research Organisation. These assays were given to the nearest 0.05% WOg as it was considered that more accurate determination was not possible. This fact has been taken into consideration in the frequency analysis below. The 28 assays determined by the Tasmanian Mines Department were given to the nearest 0.01%.

Two new splitter designs for intercepting moving streams of matter are presented, the variable cross-stream splitter (vCSS) and the rotary stream splitter (RSS), which are intended for implementation in a fully automated modus. The vCSS facilitates obtaining up to three subsamples with different splitting ratios from automated laboratory flow paths, while the RSS divides the intercepted sample into 16 equal analytical aliquots. The splitters can process a wide range of dry, granular and free-flowing materials (<5 mm). The required weight for each subsample can be set without mechanical adjustments in the case of the vCSS. Typical applications are subsampling/splitting for X-ray fluorescence pelletisation (or fused beads) or splitting for average shift composite sampling or grain size analysis. The vCSS combines the advantages of riffle splitting (three user-defined subsample masses) with miniature bed blending and can accept up to 15 kg in total incoming sample mass. In practice, the automated vCSS can deal with unlimited ingoing mass fluxes, while the RSS is designed to operate at a user-defined fixed subsampling rate (1/16th in the tested version). Both splitters have the potential to be optimised and evaluated according to an application/user-defined total sampling error (TSE) + total analytical error (TAE) threshold. Both splitters were tested under adverse conditions and with compositions involving three components with properties representing typical mass fluxes and components concentrations in industrial and technological systems: phosphate concentrate 89.00 per cent (<500 µm), slag ten per cent (>2 mm) and glass spheres one per cent (750–1000 µm). The slag particles vary widely in particle shape, aspect ratio and surface roughness, while the glass spheres are extremely prone to bouncing and segregation (spillage). This test system is extremely difficult to split and thus constitutes a realistic worst-case scenario. While the vCSS does not comply strictly with Theory of Sampling demands for correctness, both splitters may well be able to deliver fit-for-purpose representative results if/when tested properly. Average relative mass deviations ranged from 1.89 per cent for phosphate concentrate (relative standard deviations of 20-fold repeated splitting) to 4.72 per cent for glass spheres and 13.04 per cent for slag. For the RSS, the average replication experiment splitting variation was 2.89 per cent for phosphate concentrate, 4.82 per cent for glass spheres and 11.1 per cent for slag. Both new automated online splitters would therefore appear to be able to be tuned to fit-for-purpose representivity (defined here as maximum relative reproducibility <5 per cent) for many non-extreme materials; however, it is always imperative to test every new type/class of material empirically.
