Paddington processing plant is located approximately 30 km north of Kalgoorlie on the Menzies Highway and is owned by Placer Dome Asia Pacific. First mining was from the Paddington Pit, but in subsequent years the plant has had a history of treating ores from a large number of sources, and has used several different methods to reconcile mining and mill production. Reconciliations are necessary to keep a check on the quality control of mining and grade control processÆs. There is a need to be able to identify and resolve issues that will affect the profitability of the organisation quickly. They are also used to check the quality of the resource/reserve statements, and allow the accurate and timely payment of royalties to stakeholders. During the formation of the Kalgoorlie West operations when Delta Gold Limited and Goldfields Limited merged in 2001, the complexity of reconciliations increased dramatically. The expansion of the scope of reconciliations to include two mills, four underground mines and seven open pits, and ore from one deposit to both mills meant that a revised strategy was essential. A variety of issues have arisen over the years with discrepancies occurring when reconciling both tonnes and grade. There are many ways to approach reconciliations, and in recent times these philosophies have been widely debated on site. A consistent and logical approach that takes into account many different sources of ore, as well as different methods of delivery to the Run of Mine stockpiles is therefore necessary. This would standardise the different approaches taken by the various operations that combined to form Kalgoorlie west. The new method reconciles mill production back to the individual ore sources, and produces reconciled-mined tonnes and grade based on the mill throughput and the change in stockpiles. There will generally be a small discrepancy between the claimed mined tonnes produced (and grades) and the mill production. This needs to be highlighted to the operations concerned if it considered unacceptably large. Paddington mill over the last few years has had up to ten sources of ore each year, and up to 15 different stockpiles being processed during each month from those various pits. This combined with the need for a blended oxide/fresh feed, whilst striving to deliver a consistent (grade and hardness) product to the mill, has meant that reconciliations have been very difficult.

The Dolphin Scheelite orebody is located near the old mining town of Grassy on the south-east comer of King Island in Tasmania. Surface open cut mining of the Dolphin deposit was conducted for a number of years, then the proximity of the sea and adverse stipping ratio led to underground mining. As a result of the variable orientation and dimensions of parts of the orebody a number of mining methods were practiced at the Dolphin mine until 1990 when a combination of high processing and surface site costs coupled with low tungsten prices led to the cessation of operations. In this paper the different mining methods practised are examined and critically reviewed. The more successful mining methods were developed with experience and improving equipment technology to the extent that the underground operation produced ore at the lowest unit cost during the final years of operation.

During the late-1980s crawler-mounted crusher units established their position in the aggregates industry. Between 1986 and 1994 about 700 units were delivered to customers all over the world for surface operations, mainly in Scandinavia and central Europe. The crawler-mounted units are popular among smaller crushing operators because they are versatile and easy to move between sites. In large quarries the greatest benefit is obtained by combining a primary crawler-mounted crusher unit with mobile belt conveyors which eliminates the need for costly haulage by dump truck. Savings of up to 40 per cent in production costs prior to secondary crushing have been achieved. Today the environmental aspect in quarrying is assuming ever greater importance. Besides being costly the dump trucks are also the major source of dust and exhaust fumes within a quarry. A complete face crushing system consisting of a crawler-mounted crusher unit and mobile belt conveyors can be electrically driven and can be equipped with dust encapsulation and dust collectors. A mobile crushing unit is not a new idea. From the mid-1950s onwards the mobile and self-propelled units have been built equipped with crawlers, tyres or walking mechanisms, with weights usually of 500-1000 t. Due to their massive size these unit are not mobile in the same way as the today's mobile units. It is not feasible to move them more than a few times a year unlike today's fully mobile units which are often relocated once an hour. This means that the massive units can not continuously follow the production face and their loading always requires a certain amount of haulage. Today the mining industry is facing new challenges. With low mineral prices and high labour costs, increasing productivity is essential for survival. New standards are also being set for the labour safety and the environment. Large research programs have been launched to meet these challenges. However, technology which can partly solve these problems already exist and is only waiting to be introduced into underground applications as well - the mobile crushing unit followed by belt conveying. As in surface operations the elimination of truck haulage also brings considerable savings in operating costs in underground mines and reduces the amount of dust and exhaust gases generated. An additional benefit especially in underground applications is improved safety. In an underground mine most accidents are caused by moving vehicles.

More and more coal in Australia is extracted by underground mining methods especially by longwall mining. These methods can be particularly sensitive to relatively small-scale structural discontinuities and variations in roof and floor rock character. Traditionally, information on these features has been obtained through drilling. However, this is an expensive process and its relevance is limited to the immediate neighbourhood of the boreholes. The geological uncertainty remains. Seismic surveying, especially by 3D seismic, is an alternative tool for geological structure delineation with growing credibility. In fact, it is one of the most effective geophysical methods available for identification of geological structures such as faults, folds, washouts, seam splits and thickness changes which are normally associated with potential mining hazards. Seismic data even can be used for stratigraphic identification. The information extracted from seismic data then can be integrated into mine planning and design. In this paper, we demonstrate computer aided interpretation techniques for maximising the information from seismic data and illustrate the ability of seismic reflection methods to resolve localised geological features. Both synthetic and real seismic data obtained in recent 2D and 3D seismic surveys from Australian coal mines will be used. Compared with results obtained with drilling programs, the structural definitions from seismic are of unprecedented quality.

In Japan there exists a strong demand for mechanical excavation for tunnelling bacause the blasting method which produces much vibra- tions and noises is restricted in its applica- tion due to the fact that there can be many cases where tunnelling sites are located ad- jacent to residencial areas as a result of Japan's being a thickly inhabited country. Pressing demands for and deep interest in the mechanical excavation method have been shown by the circles concerned with reasons that it produces smooth cutting surface and causes less overcutting of profile as a result of the diffusion of NATM (New Austrian Tunnel- ling Method) in the recent years. This has caused a strong desire of the users to apply the conventional mechanical excavation method that has been used mainly for soft rock cutting also to the field of hard rock cutting. In order to meet such needs of the tunnel- ling industry, further research and development have been continued to have successfully real- ized the Boomtype Tunnelling Machine for Hard Rock.

This paper addresses the actions of the Australian mining industry, its regulators and educational providers towards ensuring that a pool of competent mine managers is maintained in Australia and that mine management remains a desirable career path for future mining professionals. The Australian and global mining industries are experiencing an acute skills shortage. Mine managers, traditionally drawn from the ranks of mining engineers, are at the sharp end of this shortage. Exacerbating the shortage is a perception that a professional mine manager is not an attractive career option. This perception is influenced by the following forces which combine to make the role of a modern mine manager very demanding:legislative requirements for owners and managers to ensure (guarantee) the safety and health of employees; an increasing trend towards prosecution over exposure to risks to health and safety a need to be more aware and responsive to community and environment; financial, technical and æpeopleÆ pressures traditionally associated with the job of managing a mine; and mine management roles being filled by younger and less experienced professionals. Universities and other educational providers have the challenge of both ensuring that undergraduates are exposed to these issues during their study and continuing to promote mine management as a desirable career option. Anecdotal and statistical evidence indicates that young graduates are choosing and remaining in technical roles rather than taking on the challenge of mine management. Furthermore, it is suspected that the issues referred to above are contributing to the low retention rate of young professionals at mine sites. The challenges are not insurmountable, however. This paper reviews the initiatives of industry, the regulators and educational institutions in addressing these challenges. It includes a focus on:prosecution policies and their impacts, tertiary education program content and delivery modes, CPD initiatives of the Mine Managers Association of Australia, and alternative pathways for obtaining mine management qualifications.

The Yabulu refinery of Queensland Nickel Pty Ltd located near Townsville now imports more than three million wet tonnes per year of nickel laterite ore from New Caledonia and Indonesia, making it the largest importer of any commodity in Australia. The project has illustrated that importing untreated bulk ore and re-exporting high value products makes good economic sense for the company and the nation. The economics of this exercise have been considerably enhanced in the past year by changing the project's principal product from nickel oxide sinter to refined high purity nickel metal. It is one of the few operations in the world where nickel ore is transformed to nickel metal at a single site. Several novel technological processes were developed at Yabulu and incorporated into the refinery to allow this product transition to occur. By utilising internally developed technology the new processes were installed at a capital cost of less than $10 million. It is unique for a large nickel producer to completely change the quality of its entire product range many years after the plant was constructed and considerable attention to marketing the new products has been required.

Diagnosis of the surface chemical factors playing a part in flotation separation of a value sulfide phase requires measurement of the hydrophobic and hydrophilic species that are statistically different between the concentrate and tail streams. Statistical methods, based on the monolayer-sensitive time of flight secondary ion mass spectrometry (ToF-SIMS) technique, have been developed towards this ultimate aim by measuring hydrophobic species (collector ions, dimers and metal complexes, polysulfides) as well as hydrophobic metal ions, precipitates and added depressant species. Reliable identification of specific mineral particles is central to this statistical analysis. A chalcopyrite/pyrite/ sphalerite mineral mixture conditioned at pH 9 for 20 minutes to study transfer of Cu from chalcopyrite via solution to the other two mineral surfaces, since this mechanism can be responsible for their inadvertent flotation in copper recovery, showed no statistical difference in the copper intensities on pyrite and sphalerite (selected from Fe and Zn images) after this conditioning. Principal component analysis (PCA) identifies combinations of factors strongly correlated (positively or negatively) in images or spectra from sets of data. In images, PCA selects these correlations from the mass spectra recorded at each of 256 ¦ 256 pixels in a selected area of particles. In the image mode, PCA has proved to be a much better method of selecting particles by mineral phase with clearer definition of particle boundaries due to multi-variable recognition. It has clearly separated a statistical difference in copper intensities between the sphalerite and pyrite phases. The PCA method has been applied to concentrate and tails samples collected from the Inco Matte Concentrator demonstrating extensive CuOH and NiOH transfer between the chalcocite (Cc) and heazlewoodite (Hz) minerals. Statistical differences illustrate the important discriminating depressant action of NiOH in flotation despite the activation of Hz by Cu transfer. The adsorption of the collector at specifically-identified Cu sites has been elucidated by the study. Importantly, the statistical analysis has been able to confirm some mechanisms and deny others proposed to control recovery and selectivity giving more focus on the control factors.

The Broken Hill Proprietary Company Limited (BHP) is Australia's largest company with widespread commercial interests ranging from steel productin to minerals, oil and gas recovery. While these interests are worldwide, the Company operates or is partner in more than 30 Australian mining ventures. BHP Engineering (BHPE) is the in-house consultant to BHP but is also the largest consultancy in Australia available to general industry. Australian Groundwater Consultants Pty Limited (AGC) is a large, independent consultancy offering specialist services in all aspects of water resources, waste management and environmental engineering, both in Australia and overseas. AGC is particularly well regarded within the mining industry and has a considerable record of providing solutions for mine water related issues. By drawing on the extensive combined experience of AGC and BHP Engineering, this paper will summarize some of the unique ways in which water interacts with and impacts on mining operations in Australia, particularly in matters such as: Slope Stability Drainage and Dewatering Production Cost (Transport, Drilling, Blasting, etc) Water Supply Water Management Tailings and Waste Management Environmental Issues. The paper will also illustrate the cost benefit of providing major engineering works for reduction in total mining cost. It will be shown that, through advance planning and close interaction between outside experts (ie consultants) and on- site personnel, very significant operational cost savings can be made while at the same time achieving a safe and responsible mining environment.

A biological column leach testwork program was undertaken on a chalcocite ore. Three tests were conducted in all, using 65 in x 100 mm columns in three sections. The tests were started with varying acid strengths and inoculated with bacterial solutions from previous column testwork. The leaching of Cu was found to occur in three stages. These stages consisted of direct acid leaching, bacterial oxidation and ferric iron leaching. These leaching stages can most easily he described through the examination of not only Cu dissolution but also Fe dissolution and its subsequent oxidation and precipitation. The p11 of the system was found to he critical in establishing and maintaining the bacterial leaching system. The oxidation potential was seen to he influenced by the leaching system as the oxidation states altered. Test variables such as, 02, COz, and temperature were all found to influence the system. Final copper recoveries were in excess of 90 per cent in each column test over a leach time ranging from 211 to 328 days. Given similar leach conditions are applied, the application of this technology to site is expected to give comparable results.

"The most commonly used method of thick coal seam extraction in Polish deep mines is multislice longwall (MSL). In MSL stability of goaf in the roof as a result of previous extraction in upper slice is a major geotechnical consideration that must be managed.This paper outlines the results of a wide range of investigations carried out in three longwalls that were in operation in a multislice system using caving with additional fly ash goaf stowing. The longwalls were operated by Katowicki Holding Weglowy SA (KHWSA) in the Upper Silesian Coal Basin of Poland.Examinations were completed on the properties of goaf at the roof of longwalls ie measurements of strength parameters of the goaf material by means of a borehole hydraulic penetrometer, determination of the goaf condition by means of a borehole endoscope and laboratory testing of the caved rock. Since the early days of flotation, process technicians have known that the speed at which the froth is recovered over the lip of the cell has a very direct and consistent influence on the grade and recovery of the circuit. No plant would deny that, even to this day, one of the most important aspects of a process technicianÆs job is ensuring that the froth is moving at a desired and controlled speed over the lip. Unfortunately, process technicians cannot watch the froth throughout the entire shift, as there are always other problems to attend to. A considerable amount of work has thus been done to develop a æsystemÆ that automatically measures the speed of the froth. This measurement would then be used in simple controllers to emulate the steps taken by the process technician in correcting deviations of the froth speed from its desired level. Many of the earlier attempts to measure speed were ineffective, as they were unable to cope with turbulence on the froth surface. The FrothMasterÖ instrument makes use of machine vision technologies to measure the speed of the froth over the lip of a cell at a very high sampling rate. This instrument produces an extremely reliable and accurate measurement of the froth speed (as well as other parameters such as bubble size and froth stability). As we will show, the effectiveness of the speed measurement in controlling the performance of the plant is a testimony to its reliability. Three FrothMasterÖ units have recently been installed on the Cadia Hills Gold Mine in New South Wales (Australia). The objectives of this installation were:to control the mass-recovery of two Tank Cells in series on the same level where differences in the hydrostatic head between the two cells result in the cells pulling inconsistently with respect to each other; control of the concentrate grade (per cent copper) from the first rougher; reduction in the frother consumption in the rougher circuit by monitoring the froth speed. A simple controller was designed to react to disturbances in the same way that human operators react. This was done after consultation with the metallurgists and the process technicians at Cadia. The controller had two functions: Stabilisation: The stabilising controller made use of three manipulated variables (level, frother addition rate and aeration rate) to control the froth speed to a setpoint. Optimisation: The optimising controller adjusted the froth speed setpoint based on deviations of the grade (measured in real-time by the OSA) from a setpoint. The plant metallurgist adjusted the grade setpoint based on information about the ore. The results from a 21-day trial have shown the following:The ratio of concentrate mass-recovery between two cells in series on the same level has been successfully balanced, thereby overcoming problems due to differences in hydrostatic heads. It is possible to control the speed of the froth, in mm/s, to within five per cent of its setpoint using the aforementioned manipulated variables. It has also been shown that, for reliable control, it is necessary to control more than just one variable (eg level or air). The grade of the first rougher concentrate has been controlled to within 0.3 per cent of the grade setpoint for long periods of time, which has important implications for the circuit recovery. The frother consumption has been reduced significantly. This paper will thus show that substantial progress has been made to demonstrate the value of using on-line froth speed measurements in flotation plant control to obtain real financial benefits.

Pressure filters were found to be necessary to produce Elura silver/lead and zinc concentrates at sufficiently low moisture contents for bulk cargo shipment by sea to smelters.The difficulty in obtaining low moistures was due to the fine primary grind, 80% passing 45 microns, and resultant fine concentrates, 97% passing 45 microns.The filtration system was designed to filter up to 90,000 tonnes/year silver/lead concentrates and up to 130,000 tonnes/year zinc concentrates.This paper details the preliminary test work to select Larox automatic pressure filters, and the commissioning and operation of these filters to achieve design criteria for both concentrates. The design criteria for both concentrates have been bettered due to the concentrates being coarser than the design sizing.

The Kelian gold mine which was developed in East Kalimantan Indonesia in 1990 - 1992 is scheduled to complete mining and processing operations in 2004. This will have a major impact on the neighbouring communities who have benefited from the jobs, economic activity and infrastructure development which has been generated by the mine. Currently, there are no formal regulations or standards specifying the procedures for relinquishment of mining leases in Indonesia. Furthermore, a move towards regional autonomy, providing greater authority and responsibility to local (regional) areas, has recently been implemented in Indonesia and limited capacity exists in the new regional governments. Consequently, in October 2000, Kelian Equatorial Mining (KEM) initiated a partnership with the local community and government to explore sustainable post-closure options for the mine site and community development programs. The Kelian mine closure strategy seeks full involvement of all stakeholders through the Kelian Mine Closure Steering Committee (MCSC) in the development of sustainable solutions which will enable communities to secure long-term benefits and minimise post-closure risks from the KEM operations. This organisation, jointly chaired by the Head (Bupati) of the regional West Kutai government and the KEM President Director, with representatives from the local communities, governments and NGOs, has developed a Charter, a website and evaluation criteria to ensure accountability and transparency. There are four technical working groups, consisting of representatives from the mine, local community leaders, NGOs, Universities, Local, Provincial and Central Government Departments, which report to the Steering Committee. These working groups have researched, developed and recommended sustainable options to the Steering Committee. The MCSC has met quarterly to examine options in accordance with the criteria set out in the Charter and has endorsed sustainable solutions which have support from Government, Community and the mine. This paper describes the closure risks, sustainable outcomes derived through the Kelian mine closure steering committee process and outlines the methodologies used to develop and endorse sustainable solutions in a society with limited capacity undergoing enormous change and uncertainty.

Increasingly, mineral operations need to manage water as a key business asset. Managing water solely as an environmental issue leaves a business exposed to social, cultural and economic risks associated with water. Adopting a company-wide strategic approach, which takes account of the true value of water will provide businesses with opportunities and risk protection. Rio Tinto has recognised the business imperative for water stewardship and has responded by producing the Rio Tinto Water Strategy. This strategy commits the company to managing water assets in a responsible manner, taking account of environmental, social and economic values. To incorporate the true value of water in site decision making, a new set of tools is required at the operational level. A key part of the strategy focuses on developing a framework to value water based on case study examples from around the Group. This paper presents progress on the companyÆs experiences in developing and implementing the water strategy.

The presence of coal in the Sydney area was confirmed in 1891 when Cremorne Bore No. I intersected cindered coal at 1 854 m. The decision to develop Sydney Harbour Colliery was based on the results of Cremorne Bore No. 2 (drilled in 1892) in which a 3.12 m. seam of unaltered coal was encountered at 889 m. Geologists from the New South Wales Department of Mineral Resources consider that this seam is probably equivalent to an upper split of the Bulli seam. Long Cove at Balmain was selected by Sydney Harbour Collieries Ltd. as the site for mine development in 1896. This was due to opposition to the proposed establishment of a colliery on the north shore of Port Jackson near Cremorne. Construction of the main access and ventilation shafts (termed Birth- day and Jubilee), other mine infrastructure and the quay wall occurred between 1897 and 1902. A fatal accident in which five men were killed occurred during the construction of the Birthday Shaft in 1900. This acci- dent resulted in amendments to the Mining Act providing for guide rails in shafts.

PT Freeport Indonesia, a subsidiary of New Orleans-based Freeport McMoran Copper and Gold of New Orleans, operates a large mining complex on the Western half of the Island of New Guinea in Tembagapura, Irian Jaya, Indonesia. The IOZ (Intermediate Ore Zone) mine, one of the underground orebodies, is mined by block caving. The area affected by the cave collects a large quantity of rain and ground waters mixing with fine rock particles. The mixture, commonly called æwet muckÆ, sometimes spills into drawpoints and makes the working environment hazardous to the loader operators. Wet muck is observed in an increasing number of drawpoints in the IOZ mine and remote LHD (Load-Haul-Dump) technology has been implemented to handle the ore. The driving force for this automation project has been the safety of the loader operators. The system has been developed mainly in-house and incorporates state-of-the-art features. Up to eight remote loaders and nine rock breakers are controlled from an underground control room located approximately 400 metres from the active extraction panels. The two underground crushers and nine conveyor feeders are also operated remotely from an adjacent control room. The development of FreeportÆs remote system has taken time and considerable effort. Not only the success of the IOZ mine was at stake but also the fulfillment of environmental commitments pertaining to the mill tailings. Approximately eight per cent of the mill feed must come from underground skarn deposits to neutralise the acid-generating tailings generated by the huge Grasberg open pit ores.

The co-mixing of tailings and waste rock involves the intimate blending of tailings and waste rock to create a new material (Co-Mix) with superior physical and hydraulic properties. The new material has a low hydraulic conductivity, low compressibility, high water retaining capacity and high shear strength. Co-mixed tailings and waste rock restrict oxygen entry and water seepage to minimise acid generation and metal leaching. When compacted, Co-Mix materials have low volume change characteristics with respect to total stress and matric suction together with high shear strength. Co-mixed tailings and waste rock may be used to construct cover systems, internal barriers and seals, confinement structures or a full depth waste repository. The theoretical properties of Co-Mix blends are investigated. The results of a laboratory program to characterise the physical and hydraulic properties of co-mixed tailings and waste rock are presented. Various ratios of tailings were blended with different waste rock materials. Hydraulic conductivity tests were conducted at confining pressures ranging between 0 and 400 kPa. The saturated hydraulic conductivity for the Co-Mix materials was found to vary between 4 + 10-5 m/s and 5 + 10-9 m/s depending on blend ratio, waste rock type and confining pressure. These results together with other physical properties show excellent hydraulic and strength characteristics can be achieved for Co-Mix materials.

Peko Mines, a Division of Peko-Wallsend Operations Limited (PWOL) has operated several small underground mines in the Tennant Creek district of the Northern Territory supplying ore to a central treatment plant. The Argo Mine is the most recently developed by Peko Mines. A magnetic anomaly was identified from low level airborne magnetics in 1960 and drilling, which commenced on the site in 1969, was halted in 1974 and resumed in 1980 following the rise in the price of gold. By mid 1983 a resource of + 200 000 tonnes of 12 g/tonne Au had been outlined and a decision to develop the resource was taken following the drilling of three further diamond drill holes which did not significantly alter the value of the resource. The small size of the orebody could not support the full capital cost of two shafts and a single entry mine plan was developed to extract the ore at a rate of 15 000 tonnes per month and to provide all the safety features, ventilation systems and services of a two shaft mine. In December 1983 a contract was let to Allied Constructions Pty. Limited (Allied) to sink and equip a 4.8m shaft to a depth of 410m and to convert the headframe and winder, which are leased for the life of the mine by PWOL from Allied, from a sinking to a production configuration. Shaft equipment designed by Hardcastle & Richards Pty. Ltd. (H & R) in conjunction with PWOL includes a skip/cage, counter- weight, and an auxiliary cage on rope guides, a sealed ladderway and exhaust air ducts.

Draglines have found wide application in strip mining coal seams down to 60m depth. A research Project funded through NERDDC has been underway during the past two years investigating the application of large draglines loading overburden into hoppers feeding into conveyor systems or off-highway trucks. This paper presents the preliminary results of these investigations and covers overburden characteristics, bucket spotting con- trol, bucket design, conceptual hopper systems, system application at representative mine sites, and broad process comparison. The studies have initiated new concepts in the extended use of draglines at deeper strip- ping depths. Alternate arrangements for dragline bucket rigging and bucket control aspects of dragline stripping operations offer productivity improvements. Extended use of existing draglines includes, draglines dumping into hoppers which feed large trucks or conveyors, trigger dump buckets rigging arrangements, and rear dump dragline buckets with integral grizzly bars. The paper details these suggestions, and points to specific areas where the most productive applied research is anticipated.
