In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

Mineral-deposit geology, geochemical processes, and biogeochemical processes are fundamental controls on the environmental conditions that exist naturally in mineralized areas prior to mining, and that result from mining and mineral processing. Input from economic geologists and geochemists is therefore crucial to effectively predict, assess, mitigate, and remediate the environmental effects of mineral-resource development. Recent open pit gold mining at Summitville, Colorado, has received intense public scrutiny for a variety of environmental problems, most important of which has been extreme acid drainage. Now a Superfund environmental cleanup site, Summitville exemplifies how economic geology and geochemistry principles (1) could have been better utilized to first predict and minimize the environmental problems, and (2) can now be used to optimize the environmental cleanup.

Geological structure is one of the main controls on ground conditions within mining. It has a significant impact on the mining conditions and productivity of coal mines within the Sydney - Bowen Basin. The three main types of faults common to this region, normal, reverse and strike-slip systems, each present distinct challenges to mining. These systems effect a wide range of geotechnical and mining conditions within the mines. These include coal quality, strata stability, goat and caving behaviour, productivity and maintenance schedules of mining equipment, mine design and mine-site stress fields. A better understanding of the regional, local and mine-scale structural setting, timing relationships of structural events and the mechanisms of fault formation will greatly aid industry's push for greater productivity and competitiveness.

The competitive coal market has required coal producers to put more effort into coal quality control. Successful quality control requires a good estimation of the in situ coal quality as well as a good estimation of the probable fluctuation of the in situ coal quality during production. Geostatistics offers a very promising way to meet this requirement. A geostatistical approach toward the coal quality control problem is presented. Two models, the prediction model and the conditional simulation model, have been developed for coal quality data from two large export coal mines in central Queensland, Australia. The mine planning and scheduling aspects based on this and other potential applications of the models are addressed.

Stress measurement is at the core of most stability design analyses. It is demonstrated that contrary to accepted practice, it is the field measurement, and not the calculated prediction, of stress that requires most examination and review. Since it is not really possible to quantify rockmass properties, the stiffness values used in reduction of stress measurements and in subsequent design analyses (either empirical or numerical modelling) must consider an appropriate range of values.

The energy input requirement to produce the molten slag associated with iron production to the modern Australian blast furnace, is estimated to be 2.OMJ/kg. In converting blast furnace slag to products of higher commercial value, advantage should be taken of this energy content by transporting molten slag from the furnace for beneficiation and processing in the molten state at an "off furnace site". The refined slag melt may then be converted into a variety of products for use in the building and construction industries, e.g. slag cement, slag sand and slag aggregates, insulation wool and various slag ceramic products. Some results of studies into slag melt beneficiation and conversion processes involving both molten and cold granular slag raw material, are presented.

Blasting performance is directly related to the characteristics and efficiency of the explosives used. The selection of the correct explosive for particular blast conditions and objectives depends on the ability to characterise the performance of individual explosive products. Techniques have been developed by the JKMRC to measure explosive performance and assess the impact of explosive performance on blast results. Studies conducted at a number of mine sites have shown that different types of explosives perform quite differently and that the performance of any particular explosive can vary significantly. The principal causes of these variations have been identified and detailed blast monitoring techniques, including the analysis of muckpile fragmentation and shape, have been used to quantify the effects of explosive performance on blast Results.

The objectives of grade control remain unchanged but new methods are being developed to attain them. Since the early-1990s, an improvement in the power of mine site computers has made the geostatistical tools of conditional simulation more accessible. Optimisation of the grade control process on mine sites now involves two stages: optimisation of the sampling regime and optimisation of the interpretation of ore and waste boundaries. Optimisation of the sampling regime first requires an understanding of the nature of the mineralisation and in particular the impact of particle size on the sampling precision. This relationship, termed the Fundamental Error of sampling, enables an optimum subsampling protocol to be defined for the sample preparation and assaying. However, the actual sample collection method, whether drilling or trenching, must be correctly selected and the sampling grid should be optimised. The relative costs and benefits of various alternative sampling methods and grids can be determined using the method discussed. The use of the grade control data can also be optimised. In the past ore and waste boundaries were often defined using a linear interpolation algorithm that smoothed the data (such as polygonal, sectional, inverse distance squared or even kriging methods). Frequently the relative impact of ore loss and dilution could not be estimated. Conditional simulation to generate equiprobable alternative maps (realisations) can now be adopted to address these issues. A transfer function is then used to evaluate the similarities and differences between the maps. The Ore Block Optimisation (OBO¬) process is a transfer function that produces a three-dimensional model of the optimal ore block outlines. This provides a clear guide for the mining geologist to refine and mine. The nature of the transfer function and the inputs and outputs are discussed. In the past, reconciliation has been the `acid test' for any grade control system. Any ore blocking method based on conditional simulation can make use of the exhaustive data set to ensure that reconciliation between prediction and production will improve significantly. The OBO¬ method provides a guide to the mining geologist to ensure that the best ore blocks are mined. Misclassification between ore and waste is reduced, ore loss and dilution are minimised (and are measurable) and ore is optimally assigned to stockpiles of various cut-off grades. These advantages significantly enhance mine profitability and control of the mined grade.

White Cliffs Opal Field is situated in the Parish of Kirk, County of YulguIgra, New South Wales, about sixty miles from Wilcannia, and the River Darling. It is near the southern edge of the cretaceous basin of the interior of Queensland, New South Wales, and South Australia. Twelve miles south-west of the field, at Tarella station, a well sunk at the homestead reached silurian slates at about 127 feet, getting no water but about three miles north-west from the originally discovered and no central portion of the field, a well was sunk by the Momba, Pastoral cmpany, to a depth of 270 feet all the way through the cretaceous beds. At 250 feet a small supply of water was struck, but so much mineralised as to be quite useless. The temperature also was so high that a man could not keep his hand in it and Mr. Hogarth, the Momba Pastoral Company's manager, informs me that so corrosive was the action of the water, that a shovel left down the well for a fortnight, at the time of sinking, was completely eaten away.The well having now fallen in, I have been unable to obtain any of the water for analysis.The western termination of this portion of the cretaceous basin is situated about twenty miles from the present opal field, at which distance the slates, with (probably) devonian sandstones and quartzites resting unconformably thereon, commence to appear. The opal bearing country, as far as at present known, follows a more or less well defined line running north and south towards the northern end of the field, and north-east and south-west towards the southern extremity.

Reflectance spectroscopy has become an established technique for mineral exploration and ore characterisation. However, there are few reported cases where the technique has been applied to the Hamersley Province channel iron deposits (CID). The Bonnie Creek CID, located ÿ140 km north of Newman in Western Australia, represents one of a number of CIDs recently discovered in the Hamersley Province. Reflectance spectroscopic analysis using the CSIRO HyLoggerÖ automated scanning system, in conjunction with X-ray diffraction and compositional analysis, was used to characterise and map the ore and gangue mineralogy in CID drill core. Using CSIROÆs spectral mineral characterisation scripts, it was possible to map the downhole distribution of the Fe-oxide abundance, hematite:goethite ratio and the gibbsite and kaolinite abundance. Spectral estimates of kaolinite abundance were found to be closely related to loss on ignition measurements at 650¦C and the spectral kaolinite abundance index provided a reliable estimate of the total weight percentage Al2O3 content. In addition, downhole HyLoggerÖ scanning of diamond drill core reliably mapped the distribution of kaolinite as supported by coincidentally elevated contents of alumina and silica. Furthermore, spectrally-derived estimates of iron oxide abundance were well related to assayed Fe wt per cent contents and use of the spectral iron oxide mineral index mapped the distribution of the goethite:hematite ratio, and demonstrated that material logged as high-grade ore in the Bonnie Creek CID was predominantly goethite-rich.CITATION:Wells, M and Hogan, P, 2013. In July 1986, Cable Sands (W.A.) Pty Ltd commenced mining for mineral sands at Minninup, approximately 16 km south of Bunbury, Western Australia.The area being mined is from the heel of the foredune to the rear of the hind-dune. The vegetation is mostly native vegetation with some old degraded pasture.The mining operation will be by suction cutter dredge, with continuous dredging, mineral separation and re-depositing of the sand.

Through the stress synthesis of many examples of macrostructure in the middle of China, it can be concluded that in the middle of Chinesetectonics there are two compression-torsion-forces, one of which ( from NW to SE ) came from the northwest side of Aerjinshan abyssal and giant fault("F1A", see Fig.7,8,9 ); the other (from S to N ) came from the south side of the north piedmontal fault of Kunlunshan-the south piedmontal fault of Qinlingshan ("F2K-F2Q", see Fig-7,829 ).Owing to the two compression torsion forces a new special type of structure named rotation-apart structure occurred from Chaidamu basin to Hebai, Henan, Anhui plain,from Caledonian movement, Hercynian movement,Yenshan movement to Himalayan movement, step by step In the north of Qilianshan during the late Caledonian movement: during the Hercynian movement it extended into a vast area including the Chaidamu basin and Eerduosi basin; during the Yenshan movement it spread over the whole area of Helanshan,Eerduosi basin and Hebai , Henan, Anhui plain. In the period of Himalayan movement all these structures revived .The rotation-apart structure controlled the distribution of all mineral deposits and also were the mineralizing structures.The relation between these rotation-apart structure and earthquakes is very close.

In the search for significant new economic base-metal resources within Australia during the early 1970s BHP's Exploration Department had observed that the majority of lead and zinc con- centrate production in Europe and the USA came from carbonate- hosted Mississippi-Valley-type (MVT) zinc-lead deposits, but Aus- tralia had no history of production from this class of deposit despite several very favourable geological environments, par- ticularly in the large Palaeozoic sedimentary basins. An exploration-research team was established in 1975 and the Lennard Shelf region, near Fitzroy Crossing, was selected as a most promising geological environment. Previous exploration for this class of deposit by other companies in Australia had largely used conventional exploration philosophies (geological mapping, geophysics and geochemistry to identify specific drill targets) but BHP sought specialist advice from a North American expert and adopted a grid-drilling philosophy, which involved wide spaced relatively deep diamond drill holes on a regular grid pattern, and statistical evaluation of the results. This technique resulted in the discovery of the Blendevale Deposit in 1978 in an area which had previously been explored by other companies using conventional methodologies. The deposit was delineated and a pre-feasibility study carried out in 1985 indicated that the resource of 20 Mt @ 8.3% Zn, 2.5% Pb was a marginal proposition.

The direct smelting of zinc sulfide con- centrates has been investigated by an extensive series of computer-based thermodynamic equili- brium calculations. The study covers both pure 7.n-S-O-C-N systems and practical concentrate- coal-air-flux systems. It is shown that for a zinc concentrate containing iron and lead sul- tide impurities, a 97% yield of zinc vapour with autogenous operation can be obtained under carefully optimized conditions. The possible integration of this process with existing zinc condensation and recovery processes is Discussed.

The present study investigates the possibility of the direct removal of oxygen from the Ti-30Ni (wt per cent) alloy melt through the thermodynamic equilibrium reactions at 1623 K in the vertical tube furnace. The deoxidation efficiency of Ti-Ni alloy melt by adding different contents of metallic calcium (Ca) as a deoxidant was evaluated with the binary CaF2-MgCl2 flux. The thermodynamic equilibrium experiments showed that the total oxygen content in the alloy decreased from about 650 ppm to 350 ppm when 3.5 wt per cent Ca was added to the Ti-30Ni (wt per cent) alloy. Alternatively, the effect of flux composition in the CaF2-MgCl2 flux on the oxygen content was also investigated at 1623 K. Therefore, the effect of binary flux systems on the deoxidation ability was compared at 1623 K. According to the results, the flux system with 80 per centCaF2– 20 per centMgCl2 exhibited the best deoxidation capability, ie total oxygen content in the alloy reduced from 1450 to 550 ppm.

Mine planning is a crucial part of all mining industry projects, and nowadays, geometallurgical mapping through advanced computer technologies provides an opportunity to involve metallurgical responses of a deposit into 3D block model in order to optimise mine planning activities, especially for production forecasting. Including these metallurgical parameters apart from traditional geology and grade-based attributes into resource modelling leads to an extensive approximation for the economic maximisation of mine production due to better forecasting, planning and increasing certainty and the reliability of the resource model (Macfarlane and Williams, 2014). Commonly, geostatistical techniques and algorithms are used to produce models with the high resolution (Brissette et al. 2014; Deutsch et al. 2014; Tolosana-Delgado et al. 2015). The accuracy of the modelling procedure deeply depends on a reliable block model, produced by spatial analysis of corresponding variables that define the geological, metallurgical, mineralogical and chemical behaviour of the deposit. However, there are special cases, where the application of enhanced geostatistical methods is required, to solve the occurred difficulties between variables with multivariate complexities. For example, in oxide copper deposits, the soluble copper grade is a percentage of total copper grade and recoverable by heap leaching processes (Emery, 2012; Hosseini and Asghari, 2015). ABS'TRACT For a number of years research efforts have been directed towards improving the efficiency of sampling and analysing coal mine roadway dusts. In the past decade the practicality of rapid, on site analysis of the incombustible content of these dusts using a radioactive technique has been receiving close attention both in Australia and overseas. Accurate measurement of the total incombustibles present is only possible by time consuming chemical methods. As the densities of the solid incombustible materials are greater than that of coal, they absorb a higher proportion of incident low energy gamma radiation than does coal. The amount of such radiation "back scattered" from mine dust samples is therefore inversely related to their average densities, and hence to their incombustible contents. This phenomenon can be used as a measure of incombustible content by employing an appropriately designed and calibrated instrument.

The requirement of mineral resources is increasing as the economy is continually increasing in China. The mining practices of various complex sulphide deposits and precious metal deposits, and the treatment of mine tailings and other industrial solid wastes, have greatly improved fill quality in the metal mines. From early-1980s, high density slurry fill, paste fill of total tailings, low density slurry fill with addition of silicate gelling agent, etc has been studied and applied, and some progress has been achieved. Today, mine tailings, slag and power plant ash are widely used as fill materials in mining. A number of cemented fill mines equipped with large capacity trackless mining machines are in production. Recently, The 3rd Chinese National Symposium on Mining with Backfill, 1995 has been held, the progress of fill technology in mines has been exchanged and summarised. In the paper, some aspects of fill technology used in the metal mines of China are briefly introduced and some applications of fill research work are presented.
