The mine site is situated south east of Port Hedland in the Pilbara region of Western Australia. A detailed engineering design was undertaken for six irregularly shaped waste rock dumps at the site. The design was undertaken to ensure long-term stability of the dumps and optimise material movements for closure construction. The Watershed Erosion Prediction Program (WEPP) and SIBERIA landscape evolution modelling was undertaken for the landforms using regional and site-specific material characteristics to provide an indication of the maximum allowable slopes and corresponding slope lengths for long-term stability.The majority of the waste materials present in the waste rock dumps are considered likely to be subgrade banded iron formation (BIF) and chert, which is generally competent material. The presence of a large number of dolerite dyke swarms indicates appreciable volumes of dolerite were produced as waste from the pits. Geological records also indicate that the dolerite is logged as being heavily kaolinised in the geological logging, hence kaolinite is very likely to be present within the waste dumps on-site. This material has an elevated risk of being highly erodible/dispersive. Clays and shales are also likely to be present in the dumps and are considered to be less competent material (relative to the BIF/chert).The final design configuration of the largest existing ‘unplanned’ waste rock stockpile is compared to a hypothetical continuous ten degree outer embankment alternative. This paper will present a brief description of the alternatives for closure of three waste dumps in close proximity to each other and how the detailed design based on site-specific materials and conditions compare to an alternative approach blankly assuming that most materials will be erosionally stable at less than ten degrees.CITATION:Kemp, A, Taylor, I?and Hancock,?G,?2014. "AEROPHINE® 3418A Promoter is a well-known and widely used collector and is an industry standard for its excellent selectivity and efficacy in the processing of complex polymetallic sulfide ores, particularly those containing silver. Until now, however, it has not found widespread use in primary nickel flotation.In an effort to increase nickel recovery without compromising selectivity over iron sulfides, Western Areas Forrestania Nickel operation trialled the use of AEROPHINE® 3418A as a secondary collector at low dosage. A series of ON/OFF trials were conducted, with the finding that a very low dose of AEROPHINE® 3418A increased nickel recovery by 0.6 per cent compared to using xanthate alone.This paper provides a brief operational history and overview of the Forrestania operations, a description of the trial and an analysis of the results.Citation:Emery, S, Flynn, M, Tan, K and Munro, C, 2016. Rotary kilns have been in service in the gold industry to regenerate carbon for 65 years. At the time oxide ores with gold head grades of 8 to 10 g/t were being treated. Carbon could be regenerated adequately at 650°C and solution losses were less than 1%. Forty years ago, research indicated that heavily fouled carbon from flotation circuits had to be held at 750 to 850°C for ten to twenty minutes for full reactivation (Avraamides and La Brooy, 1987), gold head grades were typically 5 g/t and solution losses typically 0.02 ppm – still less than 1%. In 2017 it was determined (Claflin et al., 2017) that a residence time of less than 1 minute at 750°C can be adequate to reactivate carbon fouled with organics sufficiently to achieve 0.005 ppm solution losses in a flotation tailings leach plant.With the potential for discovery head grades to drop below 0.6 g/t, solution losses of 0.02 ppm represent over 3% loss. Tight operation of the whole carbon circuit is required to keep gold solution losses below 1% going forward.There are alternatives to a rotary carbon kiln, e.g. vertical kilns of which the Minfurn, Rintoul and Combustion Air kilns are examples. The alternative kilns can be heated using electrical heating elements, induction, and microwave. These kilns can operate successfully under the right conditions, however, they are almost exclusively for small carbon throughputs and are not suitable for the large carbon advance rates that are required to process low head grade ore deposits. Large throughput carbon kilns are are almost exclusively fossil fuel fired rotary kilns and the subject of this paper. In the view of the principal author, a fossil fuel fired vertical carbon kiln is preferred to a rotary kiln, however, it is not currently used in the industry.Thermal regeneration of activated carbon has a major impact on gold recovery in the carbon circuit. The carbon kiln and associated equipment constitute 3 to 5% of the capital cost for an oxide processing plant and up to 10% of the capital cost if flotation tails are leached. Despite the capital cost and impact on recovery, the carbon kiln is often poorly selected, operated and maintained.Six years ago Ausenco embarked on the Carbon Kiln Initiative to reduce solution gold losses. This body of knowledge has been published in a series of papers culminating in this paper on how to:1. Select a kiln appropriate for the flowsheet;2. The combination of new tools with a more rigorous approach to understanding the interaction of mill liners with overall mill performance and economics, forms the basis of an integrated approach to liner management. Based on accurate liner wear measurements, some (limited) physical mill inspections and surveys, accurate calibration of the mill load and analysis of process data, a whole new approach to liner selection, relining intervals and mill control is proposed. Collection and analysis of this information in operating mills illustrates the mill performance improvement which can be attained through this careful measurement and modelling approach.A more holistic approach to liner management is proposed, including a broadening of the current work to cover the potential benefits of improved relining technologies and predictive liner wear modelling. Namakwa Sands is a mineral processing company based on the West Coast of South Africa and is solely owned by Exxaro Resources Limited. Mineral ore is mined and processed, concentrated and both chemical and mechanically upgraded before being sent for electrostatic and magnetic separation units. The final high value mineral products report as Zircon, Rutile and Ilmenite.The recovery of non-magnetic material is largely dependent upon a number of factors, including but not limited to dew point, ambient temperature, feed rate, mineral size distribution, specific gravity and mineral content in head feed. One important limiting factor to recovery in typical dry mill operations is the particle size distribution of the feed. Variance in the particle size has catastrophic consequences for recovery. This is the reason for this study. Until recently large variances in non-magnetic production were viewed to be a function of machine operation. This view was later rejected with the feed size distribution determined as the major driver of low recoveries, for Namakwa Sands orebody 50 per cent variance in particle size distribution can be noticed within one day. This is because of the successive mining blending techniques employed.The predicament is that the two modes were so closely placed together that recovery of a single mode is almost impossible without the consequence of greatly reducing recovery. The second mode was found at 125 µm while the first was at 90 µm. Interestingly, for the mentioned feed type a cumulative size distribution of a unimodal feed type is almost exactly the same as for a bimodal size distribution. Thus a plot of cumulative size distribution will show no difference due to the modes being so close together. This is the reason why this phenomenon was not noticed before.The study also found that, using an high tension roll (HTR) or rare earth roll, a fine stream with a single mode at 90 µm versus a coarse stream with a single mode at 150 µm would yield completely different results interms of yields. Larger conductive particles are thrown from the roll while small particles loose charge faster (entrainment). Results in terms of the bimodal size distribution show that even though 25 per cent of the feed type is greater than 150 µm the yields followed a similar pattern to that of the coarse particles rather than that of the majority (75 per cent) fine particles. This confirms what was published by M Ziemski and P N Holtham in 2005 on charge decay rates; they mentioned that particle bed effects played a major role in recovery.

High purity alumina (HPA) is a processed, premium non-metallurgical alumina product characterised by its purity level ie 99.99 per cent (4N) or 99.999 per cent (5N). The market price, application, and performance of HPA varies widely according to its degree of purity. High purity alumina is a form of aluminium oxide (Al2O3) with growing use in LED lighting and coating on the ceramic cathode separator sheets in lithium ion batteries. This paper describes a study on producing high purity alumina from feldspar to produce HPA and potash for use as a fertiliser. The project was positive for a number of reasons. High potassium extraction (>99 per cent) was achieved in the alkali leach using sodium hydroxide as the leaching agent and full dissolution of the alkali leach residue was achieved using hydrochloric and sulfuric acid. The potential to produce a high purity alumina product via a complex but promising emerging process was assessed. The potential to extract potassium as potassium sulfate to add value to the project was also demonstrated with the test work.

Mining is a major global industry that requires the moving of considerable volumes of earth and rock (overburden) to win the valuable ore prior to mineral extraction and processing. As a result of this process, new landscapes are created, both extracted voids and overburden piles, as well as infrastructure for management of mine operations, wastewater, tailings, other raw materials, transportation and extreme rainfall events. Resource companies must develop and obtain regulatory approval for detailed plans that manage this displaced material through all phases of the life-of-mine and rehabilitate the site at the time of closure (including landform stability, revegetation and ongoing management).Individual mine sites operate in long time frames (ten to 50 years), with several mines often operating in the same region, generating cumulative overburden volumes and heavily altering the original landscape. These impacts are universally framed as a negative consequence of the industry, especially by modern society that values natural (and some agricultural) landscapes as pristine and almost sacred. Overburden and tailings are also seen as a problem, and are a significant business cost to mining practice.This paper looks to investigate perceptions of mining and post-mining landscapes, questioning the aesthetically driven emphasis on the ‘natural’. It proposes instead an opportunity to reframe the way we look at overburden and landscape impacts from mining, exploring the possibility of imagined post-mine landscapes unburdened by traditional aesthetic expectations. These landscapes, to be conceived by regional stakeholder roundtables, have the capacity to be built by regional mining consortia as a foundation for sustainable post-mining economies.Post-mine regeneration offers both the motivation and the basic materials to create an altogether new environment from a blank slate. The Kempfield deposit is located in the Hill End Trough, one of several intracratonic basins developed during Silurian–Devonian time, in the eastern province of the Lachlan Orogen, Eastern Australia.The deposit contains an oxide resource of 5.8 Mt @ 58 g/t Ag and a sulfide resource of 14.4 Mt @ 45 g/t Ag, 1.7 per cent Zn and 0.6 per cent Pb, classified and reported in compliance with the JORC Code. The deposit has been previously explored by a number of companies, including INCO, Shell, Jones Mining, Golden Cross Resources and recently Argent Minerals Ltd (Argent). Argent is currently completing a definitive feasibility study with a view to mining the deposit.The deposit is hosted at the boundary between the Molong High to the west, comprising Ordovician sediments and volcanic rocks and the Hill End Trough to the east, interpreted as a back-arc basin containing Silurian sediments and siliceous-feldspathic volcanic rocks. The boundary between these two strato tectonic units is an imbricate thrust fault zone known as the Copperhannia Thrust.The Kempfield deposit is hosted in felsic volcanic rocks known as the Kangaloolah Volcanics. These have been in-faulted and folded into the Middle Ordovician meta-sediments of the Coombing Formation of metasediments along the Copperhannia Thrust. The Kangaloolah Volcanics belong to the Late Silurian Mumbil Group, comprising submarine carbonate-shale facies interspersed with extensive felsic volcanic piles, which grade conformably upwards into turbiditic sandstone and siltstone sequences (interpreted to represent a deeper depositional environment). These turbiditic rocks are known as the Campbells Formation, comprising siltstone, sandstone and andesitic tuff. The rocks at Kempfield are metamorphosed to lower greenschist facies, reflected through the different type of schists.Silver, gold, lead, zinc mineralisation is hosted in barite-rich horizons, near the boundary to quartz-phyric tuffaceous rocks in submarine, immature, reworked felsic ash tuffs. Barite appears to be hosted in greatest concentrations by the coarser grained volcanoclastic sandstones and grits, whilst intercalated siltstones are volumetrically minor and tend to return low barite and silver. Mineralisation is hosted in stratiform and probably stratabound barite-rich horizons. A northeast-trending, steeply dipping, metamorphic cleavage (S1) occurs throughout the project area.

Conventional treatment of oxide and oxidised sulphide minerals by flotation involves the use of sodium sulphide for sulphidisation. Sodium sulphide is generally applied in a "slug" dosing fashion with manual regulation. However, it is recognised that "over addition" or "under addition" of sulphidising reagent can result in poor flotation recoveries. Thus, control of sodium sulphide additions is an important aspect of a sulphidisation circuit, both commercially and metallurgically. In any plant where the flotation feed is "constant" it is possible to operate at a constant rate of addition of sodium sulphide. In actual plant practice, however, it is difficult to maintain a truly constant feed for any reasonable duration because this implies not only a constant feed-rate, but also constant mineral composition and particle size range. These factors can vary significantly and ideally require corresponding variations in the additions of sodium sulphide to maintain optimum recoveries. To cope with variations in the feed, it is essential to have automatic rather than manual regulation of the sulphide reagent addition. The CPS process achieves this control by utilising a sulphide ion-selective electrode as a control instrument in sulphidisation. The CPS process which uses a selective electrode, enables the sulphide ion concentration in the flotation pulp to be monitored and controlled continuously throughout the stage of sulphidisation.

"The rise of autonomous haul truck fleets may have been initially driven by the rapid escalation of the cost of equipment operators, but the actual improvements reported by the major iron ore miners far exceeds the simple reduction in workforce. Utilising cost models developed for feasibility studies and mining contract modelling, the limits of cost improvements due to simple labour reductions are compared to those achieved by the early autonomous fleet adopters and through traditional process improvement techniques such as fleet class upgrades or hot-seating of equipment. As autonomous fleet implementation matures, it is likely that the gains seen by current adopters will seem minor compared to the limits generally governed by the limit of equipment utilisation. Implementation of a well planned and executed Management Operating System (MOS) can result in widespread improvements to operational performance but its success relies heavily on the investment by and engagement of the larger workforce with the project. Over the seven month period of the Telfer MOS project, significant improvements were achieved; a 20% increase in monthly hoisted tonnes from the open stope and sublevel cave operations and a 45% increase in square metres of ore extracted from the narrow vein operation. The Telfer MOS was undertaken with the intention that the project wasn’t solely about producing new tools, it hinged on the investment and behaviours of the personnel affected by these tools and alterations. To ensure that the project ran smoothly, the Byrnecut senior leadership team and their operators were heavily involved in the project’s development. In the initial stage, Telfer’s MOS project determined that the quality and accuracy of the information received in the form of radio calls to mine control and completed operator plods was questionable. This required an overhaul of the data collection and verification process in the form of altered operator plods, which was then cross referenced with the operator’s radio calls to mine control. Once the data collection and verification process was implemented, the Telfer team was then able to produce several tools with the aim of providing visibility to the data being captured and its implications. These tools allowed the mine foremen to determine whether equipment was being under-utilised and where they should focus their production efforts to meet monthly targets. Whilst the initial underground project is now complete, the implementation of MOS across the entire site is ongoing with significant operating improvements occurring.

By 2025, with the widespread industry adoption of remote operation centres and advanced analytics, mining companies will find themselves making better, more informed decisions across the value chain. Process automation will drive significant business integration and reorganisation. Better collaboration between functions will make cross value chain optimisation a reality. Wherever possible decisions will be automated, based on analytical models and embedded in an enterprise decision management (EDM) architecture. This will take care of many of the minor day-to-day or the minute-to-minute decisions that consume operators and managers today. More flexible information technologies and architectures derived from the extensions to Web 2.0 and service oriented architecture (SOA) will solve many of the integration issues of today. The ongoing business imperatives for doing more with less people will make true collaboration with partners such as mining contractors, equipment vendors, transport providers, suppliers and maintenance contractors commonplace throughout the industry. All these organisations will be linked in and share common goals and objectives in real-time while providing visibility of internal constraints and available capability, allowing optimised decisions to be made across the extended enterprise. Humans will increasingly move to a more supervisory role and will use advanced collaboration to quickly solve complex abnormal issues that span the value chain out to the extended enterprise. The open collaboration and communication models instilled in the workforce through the widespread use of social networking technologies will drive thought leadership far beyond current æbest practiceÆ thinking. This will encourage the mining industry to extract the business value from rapidly converging fields of study such as environmental sciences, neuroscience, psychology, engineering, information technology and business finance. The future of mining will see a more uniform distribution of data savvy workers between the ages of 20 - 40, forcing a change in current operations. This group will drive the adoption of ubiquitous computing, augmented reality, presence and digital labelling. The enterprise will shift from a relatively static disparate set of functions to a digitally aware, integrated and interactive environment with information available, in context and just in time, to those who need it. The networked virtual enterprise will therefore be a reality.

"The Geometallurgical Mapping and Mine Modelling (GeM) comminution index (CI) was developed as part of the AMIRA P843 GeMIII project. Drill core geochemistry samples were passed through a Boyd Crusher with standardised settings and the resulting particle size distribution (PSD) was measured using sieves.Disadvantages of the original measurement were the relatively coarse crush size, requiring a second pass of crushing for geochemical sample preparation, and the limitation of throughput caused by the sieving step. At Antamina, the measurement has been modified to use a 2.2 mm crusher size setting, which permits a single pass. The PSD is measured using a Camsizer, an automated optical sizing instrument. The Camsizer sample is a +180 µm fraction, used to avoid passing too many fines through the instrument and slowing down the measurement. In the sieving step, the weights of the two fractions are recorded and subsequently used to normalise the distribution measured by the Camsizer. In this way, the throughput of the Camsizer can match that of the Boyd Crusher. The PSD data are therefore measured without penalising the throughput of the sample laboratory.The normalised PSD distributions are used to derive modified CI parameters, based on the slope and intercept of the breakage product size distribution, which are indirect measures of the material breakage hardness.Fifty samples were selected as a training set, each sample a composite of five or six individual assay intervals and each with its own measured CI. The average PSDs were calculated for the composites and used to calculate a composite CI. The intact half of the core, approximately 40 kg, was tested to measure the BWi, A*b and crushability. The results were used to develop predictive algorithms for these hardness parameters.A further 50 composites were chosen for lab testing, to serve as a blind test of the algorithms. The purpose of this paper is to discuss briefly the problems encountered in designing and sinking No 7 shaft, and to present the methods employed in the operation.The illustrations accompanying the paper show the details of the construction of the equipment used in completing No 7 shaft, consequently the descriptions appearing in the text are brief outlines only. Mineral leases Nos 7 and 8, held by the Broken Hill South Limited, comprise an area of 69.5 acres. The length of the holding is approximately 2500 ft.The western orebodies, which are the main producing masses, enter the property at the northern bonndary. Generally, the dip of the orebody is to the west, and the pitch to the south, but local variations occur and even a reversal of pitch has been noticed. The angle of dip is approximately 70 degrees and the angle of pitch 45 degrees.

The triazine molecules have not been given much attention and they are potential collectors that may positively impact the mineral processing industry. The adsorption of triazine as collectors such as sodium 2,6-dithio-4-butylamino-1,3,5-triazine (SDTBAT) on pyrite form a basis in design of flotation collectors that may be applicable in a wide range of sulfide minerals. The SDTBAT collector was compared with the sodium normal butyl xanthate (SNBX) and sodium normal butyl dithiocarbamate (SNBDTC). All collectors were adsorbed in their neutral form containing sodium on the pyrite (100) surface. The computational calculations found that the adsorption energies followed the order: SDTBAT (-300.35 kJ/mol) > SNBX (-186.10 kJ/mol) > SNBDTC (-163.78 kJ/mol). It was observed that the SNBX and SNBDTC adsorbed through the S atoms, while the SDTBAT adsorbed through the S atoms and N atoms onto Fe atoms. It is clear that the SDTBAT had a strong binding energy which is attributed to the presence of the triazine group that is electron depositing to the active S atoms compared to the SNBX which possessed the oxygen that is electron withdrawing. Moreover, the SDTBAT collector was found to bind stronger than the xanthate. This was complimented by microflotation tests that showed fast floating and higher recoveries of pyrite when using the SDTBAT collector than the xanthate and DTC. This clearly demonstrated that the SDTBAT is a potential collector to replace the xanthate collector due to its high selectivity and flotation power.

The Republic of Uganda aims to exploit its’ significant, un-developed iron ore resources to supply the required raw material for developing its’ iron and steel industry across all the stages of the supply chain. Large prospects of iron ore exists in Uganda in the eastern (Tororo) regions and southwestern (Kisoro-Kabale) regions of the country. The Kisoro-Kabale iron ore projects covers mineralisation in hematitic banded iron formation (itabirite) in the north-eastern Congo-Tanzania Craton; covering ten Iron ore prospects. The prospects include Kamena, Karukara, Nyamiringa, Kyanyamuzinda, Rugando, Katagata, Rwengongo, Kijuguta, Kihumuro and Katuna. High-grade hematite ore prospects in south-western Uganda have known grades ranging from 55 per cent to 68 per cent iron ore content with an exploration target estimated at over 500 million tonne (Mt). Small scale production of iron ore from the south-western regions provide raw material to existing steelmaking and direct reduction iron ore plants located in the Jinja and Iganga districts of eastern Uganda. Large quantities of iron ore and other steelmaking raw material, however, are required to be imported into Uganda due to the limited exploration and development of their own iron ore mining operations. A joint collaboration between the European Union (EU), the Department of the Geological Survey and Mines (DGSM), Ugandan Ministry of Mines in partnership with Australian drilling and mining consultancies, ADT Africa and Kalem Group as a EU funded project was undertaken during November 2022 and September 2023. Exploration and evaluation of the ten iron ore prospects in south-western Uganda was undertaken through geological mapping, drilling, assaying, and technical studies with the view to attract investment for the development of Uganda iron ore mining and steelmaking industry. The collaboration developed mineral exploration policy, guidelines and standards, an iron ore exploration manual, a geological data management policy, and to support the sustainable development of iron ore mining in Uganda through building the capacity of local Ugandan geology and mining personnel through the transfer of knowledge and expertise from experienced iron ore experts. The quantification of these resources is an important first step in assessing their economic potential and attracting mining investors. This paper presents an overview of the investigation program and the preliminary results as an important first step in attracting mining investors to this exciting new iron ore province.

Incidental to the progress of a geological survey of the Kalgoorlie goldfield during 1927 - 1928 a number of specimens of telluride minerals were obtained, chiefly with the help of Mr F G Brinsden, general manager of the South Kalgoorlie mine, and Mr Ernest Williams, general manager of the Boulder Perseverance mine. This collection was supplemented by a number of small specimens, including the rare copper telluride, which were collected and preserved from the Kalgoorlie mine by Mr A E Paton, and also by a few miscellaneous specimens from the collection of MrS F C Cook, of the Palace Hotel, Kalgoorlie.An extensive knowledge of the rare tellurium-bearing minerals was compiled during the last century from occurrences in Transylvania and Colorado. The recognition of different species has been based on chemical analyses and crystallographic measurements. In a few species there has been an absence of crystalline form, and these, together with the discoveries in this century of rickardite and 'weissite', muthmannite and empressite, have depended chiefly on the chemical analysis for identification. On the other hand, the crystalline form of nagyagite and stiitzite has been described in detail, while their precise chemical formulae were doubtfully defined.The announcement of the occurrence of tellurides at Kalgoorlie by A G Holroyd in the Kalgoorlie Mine on 29 May 1896, followed by their discovery in comparative abundance, stimulated the further study of these minerals. In this locality there is a general absence of well-formed crystals, and the knowledge gained has been confined to the record and description of previously known, but exceedingly rare, species.No new species has been recorded, but the intimate association of various species resulted in early description of two supposedly new species, kalgoorlite and coolgardite. These have been discredited since the investigation by L J Spencer in 1903, based on a collection of specimens donated to the British Museum.Spencer's list of species at Kalgoorlie comprises calaverite, sylvanite (or krennnerite), petzite, coloradoite, 'and altaite, and does not include hessite, previously mentioned by Krusch. In 1912 melonite and a copper telluride were added by J A Thomson and the presence of hessite confirmed. In 1912 there also appeared a full and detailed account by E S Simpson on behalf of the WA Geological Survey, which embraced his earlier notes on the tellurides, and which represents the state of our knowledge of the Kalgoorlie minerals, practically as far as can be attained without the use of the reflecting microscope.The position has been stationary for about 18 years, and it was thought. that the best use to which the present collection of tellurides could be devoted was an attempt by mineragraphic methods to study the mineral relationships, not only of the tellurides among themselves, but also to gold and other associated minerals. The precise mineral content and relationships become a factor of added importance with the development of flotation methods of treatment at Kalgoorlie.Moreover, the study would supplement the description of the ore deposits of the Boulder Belt that has recently been published.

Backfill is usually considered a necessary evil that contributes little to the principal objective of the operation, ore production. Consequently, it is relegated to an auxiliary role in the operation with minimal equipment and resource allocation in planning and is only superficially considered during feasibility studies. In many mines, the inadequacy of the design and operation of the backfill system ultimately leads to frequent delays, excessive costs and, in the worst cases, major instabilities which result in reduced ore production and lost or unrecoverable ore reserves. The primary objective of backfill is to prevent the progressive deterioration of mined out excavations. With the exception of narrow vein operations, it is too weak to alter the mining induced stress regime and control stress concentrations caused by stope extractions. However, the direct benefits of backfill include the possibility to consider a wider range of mining methods, recovery of 100 per cent of the planned resource and the selection of a stoping sequence that minimises the regional stability problems that cause production shortfalls in the later years of mine production. Indirectly, backfill is a practical means of solving other issues, such as waste disposal, that impact the viability of mining. In Australia, the geotechnical conditions of many mines are becoming more difficult and increased attention to the importance of backfill is warranted. This paper describes realistic aspects of backfilling and the positive impacts a well co-ordinated fill system can have on mining activities as a whole. Examples are presented where an integrated approach to backfill systems have offered significant benefits to the operation.

"Current closure objectives and criteria are often difficult to achieve and are not delivering value for money outcomes at closure. Current mine closure processes tend to focus on rehabilitation and revegetation of landform structures to as close to premining condition as possible, rather than focusing on the functions of those structures and values they provided. Because mining has highly disturbed the environment, premining conditions and vegetation are often not achievable and objectives and criteria aimed at achieving close to these conditions have been shown to be very costly.The authors have developed a broader approach to developing mine closure plans that is based on environmental risk and gaining post-closure social, environmental and economic value. We think the focus should shift from trying to return the original landscape to returning functions and values provided on- and off-site. If it is not possible to return values on-site in a cost-effective manner, investment should be provided to deliver equivalent values elsewhere.This process can provide better stakeholder acceptance, deliver better environmental outcomes on the tenement and within the catchment and significantly reduce costs, whist fulfilling closure obligations.This framework should enable closure teams to: focus on the functions and services that are important to achieve as outcomes post-closure, rather than a focus on revegetation and replacing the premining biophysical structure engage meaningfully with stakeholders regarding closure outcomes and link outcomes to stakeholder values conduct transparent option evaluations that enable stakeholders to clearly understand the costs and benefits associated with each option and to participate in dialogue on option selection.We present examples of how the framework could be applied to identify alternate closure options that achieve equivalent value outcomes while reducing the costs of closing the mines.CITATION:Howard, B, Pershke, D and Jones, M, 2014.
