"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. World demand for iron ore is far from peaking, and the substantial price decline that has captivated commentators since early 2014 is not the result of widespread misreading by producers of the prospects for global market growth. Recent price movements provide little useful insight into the industry’s longer-term fortunes, apart from reminding mining companies that their businesses need to be robust against the volatility and inescapable cyclicality of mineral commodity markets. This is the first of two papers concerned with rock stress inputs to various mine design issues at the large Ok Tedi open pit mine in Papua New Guinea. The companion paper (also published at this conference) is ‘The Application of Rock Stress Inputs to Stability Assessments at Ok Tedi Mine, Papua New Guinea’ (de Bruyn et al, 2014).Stresses are a required input for numerical modelling of mine design issues. However, for some operations, like the very large Ok Tedi open pit mine in remote rugged mountainous terrain, direct and representative measurement of rock stresses can be technically difficult and expensive. In such situations, development of an appropriate and sufficient understanding of rock stresses can be challenging.This was addressed for Ok Tedi by considering the following:The tectonic and regional geologic setting of the mine.Results from three different programs of rock stress measurement over 19 years, including hydraulic fracturing (1991), acoustic emission (2007) and overcoring (2010). Some interesting results of the overcoring work are discussed. An overview is given of two new developments in mine atmospheric monitoring. A new personal dust monitor (PDM) that gives real-time respirable dust readings is discussed. The unit is mounted within the minerÆs cap lamp battery and internally measures the true particle mass of dust collected on its filter. Samples are available for later mineralogical analysis and results do not exhibit the same sensitivity to water spray as optically-based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment and reports dust loading data on a continuous basis. The monitor has been evaluated under an Australian Coal Association Research Program (ACARP) grant and is being adopted for statutory mine respirable dust determinations in the United States (US). The monitor has particular application for determining location of high dust sources. It can evaluate the efficiency of engineering means of suppression and other approaches to reducing dust levels. It has been recognised that the PDMÆs unique measurement approach has application to allow real-time atmospheric diesel particulate matter (DPM) monitoring. The industry has no real-time atmospheric DPM monitor at present. Recent surveys in New South Wales and Queensland show significant numbers of miners continue to face full shift DPM exposures in excess of internationally accepted levels. Real-time DPM monitoring will allow the industry to pinpoint high exposure zones where a number of trucks and other vehicles work in areas of poor ventilation. Knowledge of high DPM concentration zones allows efficient modification of work practices to reduce underground minersÆ exposure. Approaches to uses of the DPM form of the monitor and the design of tag boards are discussed. Some outcomes from mine tests with both these new instruments are given.

This paper presents an assessment of the Robertson (2010a) method within the CPTu inversion parameter framework of Been et al. (1987), using CPTu calibration chamber data presented by Jefferies and Been (2015) and in other literature to assess the validity of the method, with particular focus on applicability of the method to TSFs (i.e. its applicability to loose silts and silty sands). The assessment demonstrates that although the method estimates values of k consistent with calibration chamber data, the method estimates values of m that are generally 1.5 to 2 times greater than calibration chamber data. As a result of this, the method generally overestimates Ψ for values of Ψ less than 0, and underestimates Ψ for values of Ψ greater than 0. This may result in both overly conservative assessment of materials as potentially liquefiable and unconservative predictions of material behaviour for loose materials.

It is widely accepted that mineral deposits are decreasing in metal grades. To remain profitable and meet market demand, mining companies are expanding their operations by increasing the tonnage treated. These expansions may include new concentrators with higher nameplate tonnages or upgrading the capacity of existing ‘brownfield’ operations. In many cases, the brownfield upgrade route is preferred as it is less capital intensive; however, brownfield upgrades are never straightforward and present many metallurgical and engineering challenges.For example, to increase feed throughput at a brownfield site, there will be a requirement to modify the mine development plan. This may result in the ore mineralogy varying beyond the current feed fluctuation range. To accommodate these ore variations, a combination of mineralogical analysis and small scale testwork can be used to develop a new process flow sheet to achieve the product recovery/concentrate grade requirements. In general, however, flow sheet development does not usually consider site specific layout constraints and equipment requirements. At sites where future expansions were never considered, taking this silo approach could lead to project delays and compromise the circuit design.Engaging an experienced technology partner ensures the nominated project team is involved throughout all stages and aspects of a given brownfield upgrade – from conceptual flow sheet development, through to detailed engineering, construction and commissioning. The recent Carmen Copper Corporation (Carmen Copper) circuit upgrade has been completed in technology partnership with Outotec. The circuit upgrade was extensive and included new equipment additions to the comminution, flotation and dewatering circuits. Carmen Copper’s intimate knowledge of the ore characteristics, in conjunction with a trusted, knowledgeable technology partner, facilitated a robust circuit design, and fast-tracked the project execution. The minerals industry focus over much of the past twenty years has been on cost reduction and production growth supported, but not driven, by technology improvements. Mergers and acquisitions, and the demands of financial markets, have been high priority items whereas research and development and technology based innovation have received less attention and have been cut back in many companies. Technology improvements will be critical if the industry is to make progress on the stated aims of improving energy efficiency, reducing water usage and maximising recovery from deposits. They will also be important for improving capital efficiency and in treating difficult deposits. However the role technology based innovation will play both in the overall industry, and within individual companies, during the next decade is quite uncertain. There are major challenges in progressing technology based innovation in an industry with limited technical resources which is dominated by long life high capital operations. Specific opportunities for energy and productivity improvements exist but face significant technical and structural barriers that need to be overcome if the industry is to significantly improve performance. Current evidence suggests that changes in approach will be needed for these improvements to be realised. Recent studies in the United States and Canada have highlighted the wide range of energy performance across the industry and the scope for marked improvement from both incremental improvements and increased research and development. Comminution, material transportation and underground mine ventilation were identified as high priority areas. Opportunities within these areas are discussed both in respect of specific technologies and in how they may change performance. The role of open innovation as a source of new technology is also discussed. This is an abstract only. No full paper was prepared for this presentation.

Increasingly over the past couple of decades, the importance of understanding the in situ stress regime in underground hard rock mines has become accepted by all. Providers have responded to this requirement and various techniques for undertaking the measurements have been honed while others have slipped from use. It is a simple, though not inexpensive task to engage a provider to undertake the require measurements, and a comprehensive report will ensue. So, what has actually been obtained? What should the geotechnical engineer do next? What tools are necessary to do so? Regardless of the method of measurement, the report will describe the location of the measurement site and describe the basis of the methodology used in undertaking the measurements and a log of the measurement program. Finally, it will include the results, which should incorporate the normal and shear stress components of the full stress tensor. Ground control management plans (GCMP’s) and stress summary reports and spreadsheets prepared by site geotechnical engineers always include the magnitude, trend and plunge of the principal stresses. Remarkably few site-based summaries include the full stress tensor. This is a significant gap as the full stress tensor is vital for any further data manipulation. However, without the algebraic tools to undertake those manipulations, their value is diminished. This paper seeks to provide a checklist of ideas to be considered. It provides commentary on the options available to dissect the stress measurement report and ensure that the maximum possible value is derived from it. The manipulation and presentation of component stress data is also discussed. The various methods of stress measurement are not the focus of the paper but some of the strengths and weaknesses of them over which the site geotechnical engineer has some control, are highlighted.

"This paper discusses a method to build a calibrated comminution circuit model, using historic operating data and blend information that is useful for forecasting and optimising plant performance, as well as evaluating expansion opportunities. A preferred method for building a calibrated power-based comminution model is discussed and justified based on two case studies, offering low-cost and effective strategies to utilise existing information for the maximum possible benefit.The first example is the Lefa Gold Mine located in Guinea, West Africa operating a semi-autogenous grinding (SAG) and ball milling circuit with recycle crushing (SABC). Daily blend information and operating data was utilised to build and calibrate a power-based model of the comminution circuit. The least squares regression method was used to solve the SAG mill specific energy requirement and the operating work index (Wio) for each individual ore type. The calibrated model was used to evaluate expansion strategies to sustain throughput at higher proportions of fresh ore based on the proposed life-of-mine schedule.The second example is the Ok Tedi Copper-Gold Mine in Papua New Guinea operating a SAG and ball milling circuit (SAB). The circuit limitation would often shift between the SAG mill and the ball mill due to variable ore characteristics and feed blend. Typical SAG mill relief strategies, such as recycle crushing or secondary crushing, required significant capital expenditure and the potential throughput benefit would vary depending on ore type, making economic justification difficult. Daily blend information and operating data was used to build and calibrate a power-based model of the comminution circuit to identify ore types that might benefit from higher blast intensities to increase fines content, thus relieving the SAG mill limitation and increasing overall throughput without a major capital investment.Citation:Zawadski, A L and Putland, B G, 2016. The IsaMillÖ is challenging the way that plants are designed and operated. This paper challenges existing designs of concentrator flow sheets, particularly focusing on magnetite circuits.   From what has started out as a small scale ultra fine grinding mill in the pharmaceutical and pigment industries, it has been redesigned and improved upon for mineral processing, and has been the mainstay of fine grinding applications for over ten years. These applications have required energy efficient grinding to succeed, and have been predominately in the base metals industry.   Further development of the IsaMillÖ has now resulted in the machines being able to treat larger tonnages, with higher capacity motors. This development, along with the introduction of purpose designed ceramic media, has allowed the mill to treat courser feed sizes. At the same time, the mill still offers highly efficient grinding, and has enabled it to be operated in coarser tertiary and secondary grinding applications.   The acceptance of the mill in coarser applications, predominately in base metals and PGM applications, has enabled the IsaMillÖ to be a serious contender for beneficiation in other minerals. One such application is the potential for IsaMillsÖ to be part of magnetite flow sheets, which are being considered in Australia to meet the growing iron demand of China. The high energy efficiency of the IsaMillÖ compared to conventional technologies, as well as the smaller infrastructure requirements, provides a great opportunity to reduce the power intensity of magnetite circuits.   This paper will examine the use of IsaMillÖ technology in conventional grinding applications, including recent testwork in a primary grinding base metal circuit, as well as testwork on magnetite ore comparing a lab scale IsaMillÖ with a lab scale Tower Mill.   The growing demand for minerals over the next decade, coupled with higher energy cost, will result in energy efficient technology, such as the IsaMillÖ, being included in standard circuit design.

Prior to 1972, Peko Mines Limited at Tennant Creek used a central mill at Peko, which consisted of a gravity circuit, flotation and cyanidation of tailings, to treat their gold ore from surrounding mines. The Warrego concentrator, 60km to the west, was built to handle the Warrego and Gecko copper orebodies, which were being developed concurrently with the concentrator construction The Warrego concentrator consisted of a flotation circuit, using autogenous grinding at 100 - 120 tph, compared to the more elaborate Peko circuit employing rod mill - ball mill grinding capable of treating only 18 - 26 tph. During development of the Warrego copper mine a gold rich ore pod was located, because of which the mining plans were adjusted to allow simultaneous, separate extraction of the copper and gold ores. However, the plans for the concentrator were not affected as the gold ore could be carted 60km to the Peko central mill for processing.

Gekko Systems Pty Ltd engaged in the test work, design, manufacturing and commissioning of the pre-concentration plant at Silver Standard Resources Inc’s Pirquitas mine in the north western Jujuy province of Argentina. Testing of the ore at coarse feeds of between 2 and 12mm returned probable recoveries of up to a total of 95% silver into 50% of the mass fed to the InLine Pressure Jigs (IPJ’s). The plant has been designed and built based on the test results to include a preparation screen to bypass the fines that are naturally higher in grade and repulping of the coarse which is then pumped to three parallel trains of 2-stage IPJ roughing-scavenging. The target 50% yield to concentrate passes over a dewatering screen and the solids are returned back to the mill feed conveyor. The IPJ tails are transferred to a dewatering screen and solid rejects are stockpiled off the end of a transfer conveyor. All dewatered underflow products are processed via hydrocyclones to recover dirty water for use back into the IPJ circuit and return entrained fines to the fines bypass line.With the sulphide orebody being processed, the results from operations to date have shown that plant performance is matching the original laboratory sulphide ore testwork data. The objective of the pre-concentration step is to both reject gangue and achieve grades between 300-400g/t Ag to the float circuit as flotation recoveries are maximised within this range. The plant currently achieves overall upgrades of approximately 150% of feed grade with the IPJ only circuit producing an average 180% increase from calculated feed grade.

In terms of improving the blasted material quality, the company has placed emphasis on accuracy in the drilling process and documenting what has been drilled. By applying state of the art technology to the common automation platform, developed for the surface drilling market, major steps in improving overall drilling productivity and blasting performance have been achieved. Reconciliation is a powerful tool used by mining operations to compare the mass and grade of ore produced with what was estimated before mining. The primary objective of reconciliation is to verify that the estimated planned metal production is achieved during processing, allowing issues to be identified for which adjustments can be made throughout the mining value chain to improve recovery and maximise efficiency. Traditionally, the mine plan is based on estimated mine grades using sampled exploration drill hole or blasthole grades. Reconciliation discrepancies between the mine plan and mill are common due to such factors as insufficient or non-representative sampling, poorly conceived models, or unrecognised blast movement. MineSense Technologies Limited® (MTL) has developed an X-ray fluorescence (XRF) sensor-based ore classification system that is installed on mining equipment to provide real-time grade estimates of run-of-mine material at bucket, truck, or belt-scale. Bucket level grade estimates provide insights into grade variations at the mine face that were never before available. This data set eliminates some of the leading causes of reconciliation discrepancies and enables tracking of tonnages and grades from the mine face to the processing plant at bucket resolution with confidence. Bucket-by-bucket grades at the mine face enable dynamic optimisation of the mine plan to stabilise the mill feed grade through blending of mine and stockpile loads. Beyond stabilising feed grade, Mine to Mill reconciliation combined with the full XRF spectrum response can generate proxy relationships to ore characteristics like hardness and recovery. These properties can then be predicted at the mine face, enabling further optimisation of the downstream mill feed, not only for grade, but also for power and water consumption, reagent addition, and recovery. The equity market is now very much within a global village environ- ment, with various exchanges acting as agencies for the big casino. In this predicament, mining companies, who provide the most extensive, but relevant risk assessment information, will be best placed for favoured treatment by potential international investors: But what risk assessment information in summary form can be provided to support a resource/reserve statement? Even more importantly, does "objective" data exist, whose trends will support a resource/reserve state- ment? A prime need of the informed mining investor is to determine whether or not the resource/reserve statement is believable? But more importantly will it be realised? While the implications within the text of the majority of reports on resource/reserves suggests that the estimates are conservative, the record indicates that very few estimates are. In fact, to date, reports claiming to be conservative in respect of the overall grade estimate at a specfic cutoff have not reflected the realised grade at the stated cutoff; it has been more common for the realised grade to be lower than implied by the resource/reserve statement. Further, it is not uncommon for penalty elements to be understated and these components are rarely incorporated within resource/reserve statements.

"There has been a revolution occurring in underground mining over the last several years, where big headline items such as the Internet of Things (IoT), optimisation, managing data, data mining etc – the list of current catchphrases, goes on. In the end these are nothing new; but the ‘things’ (sensors) are becoming smaller, cheaper and easier to deploy, and the analysis much more powerful as computer processing speeds increase. However, to take advantage of the myriad of devices out there and gain the processing power to analyse and use the data, a reliable ‘conduit’ is needed for that information to be delivered where it can actually be used. That is, a high quality data network.Modern mining is like any other industry in the information age: the access to reliable data is the first, critical step in improving productivity (Stevens, 2015). The convergence of communications onto an IP (Internet Protocol) backbone has been the driving force in enabling the productivity gains in general industry over the last two decades.This paper overviews how this technology has developed as an enabler in accessing productivity and safety benefits, and how it has used access to large amounts of data to manage mining processes underground. Reams of data are useless, but with the reliable receipt, analysis, processing and feedback system in place to use that data, benefits can be realised.Automated mining systems are increasingly being seen as a key requirement for a productive mining operation, and the importance of an integrated communication network infrastructure to support such systems is growing. Another emerging driver is the much talked about IoT and data analytics, both dependant on reliable, accurate, high volume data.The author will outline how communication infrastructure is fundamental to the operation of such systems, and explain why the resultant communication networks require much more than just increased bandwidth (data capacity) to properly support the automation and other data hungry systems within the overall mine operation.Mining operations embarking down this road are discovering that the required network must be based on a true enterprise level architecture to, not only enable the mine’s current plans for remote or automated mining, but also to provide a scalable and integrated platform for future developments. The emerging issues for the communication network to truly support automation systems include: increased complexities of operating and maintaining multiple networks integration issues with disparate systems problems with reporting, particularly as demands for corporate reporting and compatibility with enterprise systems become the norm ongoing management challenges, which will only increase with the proliferation of new technologies.How certain mining operations lay the necessary foundations to meet their current requirements, while supporting their visions for a more automated and proactively managed mine, will be explored.CITATION:Kent, D, 2017. The extraction of groundwater to produce gas from coal seam gas (CSG) reservoirs has highlighted the opportunity for beneficial uses of groundwater in Australia. This paper presents an assessment of alternate groundwater modelling approaches that can be used for assessment of one beneficial use option, that of injection. This assessment examines the outcome of the use of different simulation methods on predictions of hydrodynamic behaviour.In this paper, a simplified hydraulic concept of a multi-aquifer system within the hypothetical injection field was used to investigate the hydrodynamic behaviour of injection into the Precipice Sandstone. Comparisons were made through the analysis of a Theis 3D analytical solution with 2D and 3D numerical solutions. The paper discusses the different solution methods and the impact of these on predictions of pressure and flux. Differences in 2D and 3D solutions result in implications if planning injection as a beneficial use of water. For example, the 2D solution resulted in faster and higher injection pressure build-up when compared to the 3D solutions. The 2D modelling could result in either plans that require higher capital expenditure for a greater number of wells in order to spread the pressure effect and remain below the maximum injection pressure or a reduced injection rate. Meanwhile, the 3D modelling with sensitivity analysis could result in planning for lower capital expenditure for fewer wells required to spread the pressure effect and remain below the maximum injection pressure. The devastating failure of Dam I at the Corrego do Feijao iron ore mine near Brumadinho in Brazil on 25th January 2019 left at least 270 people dead or missing. In the immediate aftermath of this event, many mining companies commenced reviews of their tailings and water storage facilities (T&WSFs), and Rio Tinto was no exception. Rio Tinto has an interest in over 250 T&WSFs across 47 sites in 13 countries as owner-operator, as managing JV partner, and through non-managed partnerships and other ownership arrangements; T&WSF experts from Rio Tinto’s Surface Mining Centre of Excellence visited the sites in order to complete Technical Risk Reviews of each facility. These reviews looked beyond the day-to-day operational aspects of T&WSF management, and the site’s compliance with local regulations and Rio Tinto’s internal D5 Standard – Management of tailings and water storage facilities, in order to provide a strategic, second line of assurance perspective. The reviews focused on design and construction; operational controls; risk control framework; and competencies and capabilities of personnel involved in the design, operation and closure of the facilities. Additional activities were carried out in parallel with these reviews, including the development of a consistent approach to dam break studies; the public disclosure of information on Rio Tinto’s tailings storage facilities and their management; and contribution to external programs such as the initiatives being co-ordinated by the International Committee on Mining and Metals. This paper provides an overview of the tailings and water storage assurance work undertaken by Rio Tinto’s Surface Mining Centre of Excellence Tailings Validation Taskforce to date; work that will continue to improve governance and assurance for all of Rio Tinto’s T&WSF.

The construction of two drainage tunnels and the associated subvertical drain system at the Po Shan area in Hong Kong was completed in December 2009. This project is the first of its kind to utilise drainage tunnels and a network of subvertical drains to regulate the groundwater table to enhance the long-term stability of the hillside of Po Shan area.The groundwater levels, monitored by preinstalled piezometers, once exhibited dramatic drops during drilling of the subvertical drains; however, have recovered from natural replenishment after effectively plugging of the drains. The level of groundwater drawdown is in line with the design function of the subvertical drains. In order to understand the groundwater flow pattern in the Po Shan area during and after construction and to set out operation schemes for the subvertical drain system so as to control the groundwater table in the Po Shan area, a post-construction review has been carried out to examine the behaviour of the drainage system and its impact on the surrounding subsurface groundwater flow.This paper presents a review of the groundwater monitoring data during and after the construction of the drainage tunnel system covering a period of over 3.5 years. A simplified conceptual hydrological model is developed, which has been verified by the monitoring data, to capture the key elements with regard to groundwater variations in different stages of the construction. The performance of the tunnel and subvertical drain system as revealed from these field measurements is discussed.

Although AustraliaÆs coal mining industry is currently experiencing a pleasing period of price relief, long-term trends toward lower real prices will surely continue. Higher price levels attract expansion by existing operators and market entrance by new operators. History clearly demonstrates the relentless long-term march toward ever lower real prices. Therefore, the need for economic returns applies constant pressure to improve productivity. To be sustained, high productivity requires a systematic response based on a solid understanding of critical productivity determinants. The most powerful determinant of productivity is now widely understood to be workplace culture. Culture largely comprises a combination of behaviours, symbols and attitudes. This paper will examine and review scienceÆs latest discoveries in human behaviour. It will provide a proven, practical framework for understanding behaviour and applying this knowledge. Significantly, it will highlight why conventional approaches toward improving productivity often provide disappointing economic returns. The modern understanding of behaviour factors will cover coal face operations. More importantly, because executive and managerial levels in coal mining have significantly greater impact on industry and mine productivity the paper will concentrate on leadership. Particular emphasis will be placed on use of modern systems and in particular use of what are by far the most powerful drivers of behaviours û measurement, analysis and reporting systems. The paper and presentation will show how conventional systems rooted in antiquated American legislation from the early 1900s stifle productivity improvement and drive suboptimal and even counterproductive behaviours. These commonly used systems will be compared with accurate and effective modern methods for assessing performance to improve productivity. These principles are proven in all industries and effective application in mining will be highlighted. Actual results will be used to demonstrate practical approaches successfully applied in both metal and coal mining in Australia and overseas.
