The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

The early development patterns of both Australia and New Zealand were substantially in parallel and both were heavily indebted to gold mining for, providing the stimulus to growth. However, since the mining boom, of 1895 - 1899, the mining sector in New Zealand has progressively declined, while in Australia it has assumed an increasing importance in the economy. The continued dominance of minerals in Australian trade, and the fact that eight out of the top ten companies in Australia are directly involved in mineral exploration and production, has strongly influenced government and public attitude's to the minerals sector. Although the legal framework of mining and exploration Acts and Regulations are similar it is in, the method of administration, particularly in regard to exploration and prospecting licences, that the gulf across, the Tasman is apparent. Despite the relative ease of application and granting of licences in Australia, in the more settled south eastern part of the continent we are finding more and more land is being zoned unavailable for exploration. In the remote areas, the Aboriginals now control nearly ten per cent of the land area of Australia, virtually with drawing that portion from exploration. The concept of 'Australianisation' has softened a hardening attitude against foreign investment in mining on the part of the bureaucracy. This anti-mining attitude is fortunately, not shared by the public, and we can but hope that the will of the Australian people can filter through to our masters in Canberra, and ease the rapid increase in the number of regulatory bodies which does so much to inhibit the normal conduct of business. The delays caused by interminable hearings and committee investigations all cost money. This cost can only rebound back on the end consumer, who after all is a voter.

The application of microwave energy as a substitute for conventional heating has drawn interest from many researchers in extractive metallurgy. Microwaves have a heating effect just as many other forms of radiant energy. Microwaves are able to penetrate the substance at which they are directed and in being absorbed heat the material from the inside. As a result of heat generated in the interior of a particle, microwaves can affect the rupture of a particle (in this case a host ore) and break down the matrix of the particle (host ore) and expose the recoverable mineral to the leaching reagent. Two series of leaching experiments were carried out at temperatures above 90????C using a conventional heater (hot plate) and a modified 850 W, 2.45 Ghz microwave oven. One series of tests was carried out at ambient temperature. A pyritic/arsenopyritic gold concentrate was leached with 3.3 kg/t to 6.8 kg/t NaCN for two hours. The extraction of gold at 6.8 kg/t NaCN was higher in microwave assisted leaching (59 per cent) than the extraction obtained in leaching at conventional heating (39 per cent) and ambient temperature (28 per cent). Extraction of gold was dependent on the size fraction used and was 48 per cent for û75 ¦m, 43 per cent for û90+75 ¦m and 37 per cent for û150 + 90 ¦m size ranges.

Declining metal prices over the last few years have reduced the number of new metallurgical plants being built and limited opportunities for introducing new processes. However, technological advances are still being made. With increasing economic pressures, the emphasis is now on reducing unit costs by making equipment larger and through use of technologies with lower operating costs. This trend can be seen in the increasing size of grinding mills and flotation cells used in recent plant designs and in the adoption of HPGR crushing as an alternative to SAG milling. Few new technologies achieve widespread introduction until there are clear economic or operational drivers. These might currently include: ò          increasingly stringent environmental standards; ò          availability of exotic materials for equipment construction; ò          increasingly sophisticated instrumentation and control systems; ò          the need to treat increasingly refractory oretypes; and ò          the length of supply routes to many new plants. As a result of these drivers, a number of new and revitalised technologies will get increasing prominence in the design of new operations, such as: ò          use of ultrafine milling equipment such as MIM's Isamill for treatment of refractory gold ore concentrates; ò          use of thiourea as an alternative for cyanide in sensitive locations; ò          novel hydrometallurgical routes for treating base metal ores in remote locations; ò          paste thickening for tailings deposition; and intensive cyanidation of gravity concentrate

Mill filling is an important operational parameter in a SAG mill circuit and by its control and optimisation it can produce significant improvements in production capacity and energy efficiency. However, it is industry practice to report mill load as the total output given by load cells, or kPa for systems based on lubrication bearing back pressure, rather than the actual percent total mill filling.Ball trajectory is another critical parameter as overthrow can result in accelerated liner wear and possibly liner failure whilst underthrow can result in reduced grinding action. The assessment of ball trajectory cannot be done in isolation as the toe of the charge needs to be determined to make any meaningful assessment. Thus both total percent mill filling and mill trajectory are critical parameters; however neither is reported or available to metallurgy or processing teams in real time or a regular basis.In this study the performance of a fixed speed SAG mill was assessed and optimised by employing mill trajectory models and using the JKMRC power model to calculate percent total mill filling. Power Curves, which correlate ball filling, mill filling and mill power, were also developed. The Power Curves, with additional knowledge from the trajectory models allowed for the identification of optimal operating regions for the mill.CITATION:Toor, P, 2015. The utilisation of low-grade raw materials such as fine iron ore and semi-soft coking coal, and reduction of CO2 emissions are important issues in the ironmaking process. To solve these issues, a new process called PosPRA (POSCO prereduced agglomeration process) has been developing at POSCO. It focuses on the reduction of carbon composite iron ore briquette in travelling grate. In this study, the possibility of manufacturing the prereduced agglomerate (PRA) under oxidising atmosphere with travelling grate and the optimum manufacturing conditions of carbon composite iron ore briquette are investigated. The results have shown that controlling the temperature and oxygen potential in the range from 1100 to 1200°C and below 10 vol per cent respectively is very important to increase the reduction efficiency of briquette in travelling grate. High quality properties of the green briquette and PRA could be manufactured by using the briquette mixed with 20 wt per cent of coal under 0.1 mm in size under compacting pressure in the range from 3 to 7 t/cm. Adding 1 wt per cent water as a binder is proper under the condition of high compacting pressure. In a pot grate test, the compressive strength and metallisation degree of PRA are achieved over 150 kgf/p and about 55 per cent respectively, at bed temperature 1150°C and oxygen potential of 10 vol per cent when 20 wt per cent of coal is mixed in the briquette.CITATION:Wang, M K, Son, S H, Park, J I, Jeong, H K and Cho, B K, 2017. The need for the hydraulic transportation of coal in the New South Wales coal industry, both from the coal face to the surface and from the coal mine to the consumer or the port for export, is explained. Details of research projects currently in progress and involving the hydraulic transportation of New South Wales coals are given together with information on the hydraulic transportation of coal in the United States of America. The potential of hydraulic transportation as a viable alternative to the proposed expansion and upgrading of the New South Wales railway system to meet the projected New South Wales coal production to the year 2000 is described.

There is a lack of information concerning the movements of water on the continental shelf, particularly with regard to data obtained regularly over significant periods of time. The Horace Lamb Centre for Oceanographic Research has recently deployed data acquisition systems on the sea bed off the coast of South Australia to record tides, swell, and ocean temperatures. Some of these early records are described. The swell data are pertinent to future offshore operations with drilling rigs, barges, and other equipment, while the temperature variations give evidence of significant bottom currents, apart from those due to swell.

Incorrect sampling and measurement operations and misunderstanding the components of variability can cause huge economic losses to the mining industry. The main objective of this paper is to illustrate by means of four historical facts how Codelco has been evolving in those issues since the late 1980s. The El Abra bias, the awareness of the different kind of sampling errors and the role of Francis Pitard, the awareness of weighting errors, and the understanding of the components of nature and process variability are described. It has been a slow but a consistent process. Much progress has been achieved but still there are many opportunities for improvement to transit from the tonnage culture to the productivity culture.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

Mining is a fundamental activity on which modern society and the world's economy are entirely dependent. Mining investors, large and small, invest on an international scale, frequently being active in several countries.   Prior to committing investment to new countries, the prudent investor will consider the risk involved by analysing a number of physical, financial, administrative and political parameters that impact on the potential financial returns it is seeking. This paper considers these risk factors in relationship to New Zealand and six competitor countries. The conclusion is that for reasons largely within the control of our politicians, New Zealand is a high risk country for mining investors.

Much of the coal and gold mining industry of New Zealand is small scale. Funding is tight and mechanisation limited. The country has many well documented small coalfields (some with significant outcropping) and alluvial gold deposits. These are generally remote, difficult to access (physically and otherwise) and of submarginal value (largely a consequence of size when viewed for extraction by traditional techniques). The industry is also burdened by environmental and bureaucratic constraints. The above over simplified setting suggests to the Author, a newcomer to New Zealand, the opportunity to consider some novel concepts based on technology and techniques developed overseas or borrowed from other industry sectors. The objective being to make viable in economic and environmental terms projects that might otherwise be stillborn if considered for exploitation by conventional means. The paper mainly discusses 2 concepts focusing on the application of augers for exposed high wall or outcrop coal and micro-tunnelling augers for alluvial gold extraction. These may be considered high mobility 'container' (as in shipping container) packaged, or 'non invasive' mining systems. It is stressed that these are but concepts and have yet to be subjected to rigorous financial or engineering scrutiny. This could only follow their acceptance by, and input from, New Zealand miners. There will also be brief mention of a new modular conveyor system which might have application within the concepts or existing small scale mineral extraction operations and mention of a project currently in progress to apply tangible 'sustainability' to underground coal mining.

Dense medium drum separator efficiency was analysed at two Western Australian iron ore concentrators. Efficiency data had hitherto been difficult to accumulate due to the high cost of analysing representative, and therefore large, coarse ore samples. To overcome this problem, recoverable density tracers, which are in effect artificial mineral and gangue, were manufactured in three different sizes (15 mm, 30 mm and 60 mm). Their use enabled partition curves to be studied within one hour of conducting a test: separation densities were generally lower than the feed medium density for all three sizes of density tracer. For a given set of operating conditions, the smaller tracers had lower separation densities and larger ecart probab/es than the large tracers. These phenomena are explained with the aid of a conceptual model of a drum separator, which assumes that the feed ore plunges to the bottom of the drum upon introduction. Particle rising velocities are, therefore, process determining.Medium rheology was altered by adjusting the proportion of solids in the pulp. This was accomplished by changing both the pulp density and ferrosilicon/magnetite ratio. Higher solids volume fractions invariably caused a decrease in separation densities and an increase in ecart probables, most markedly for the smaller tracers. A similar response was observed when feed tonnages were raised.An explanation for these phenomena is sought in the discussion which also suggests means of improving drum separator efficiency.

On a worldwide basis trackbound transportation is on the decline. As mining operations progress from open cast operations to underground operations, most utilise mechanised equipment. However, in South Africa hard rock mines, only a small percentage (¦10 per cent) of the production can be generated by mechanised methods and therefore trackbound mining methods will remain the dominant means to transport ore. In the Australian context there may be occasions where the nature of the orebody would dictate the use of rail transportation with the ore being transported from drawpoints by means of locomotives and hoppers. This paper focuses on horizontal rail haulage systems from the stope loading boxes to the shaft station area and will be largely based on South African experience. It is intended that this document will provide a practical guideline for mine designers and planners during the design process. The paper looks at trackbound transport systems and evaluates such items as construction and management of an underground rail haulage system. Current transportation systems for personnel, material and rock transportation are evaluated, gaps in technology highlighted, and recommendations made.
