Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Grade uncertainty can have a number of important implications for a mining operation. One of the most significant risks in not considering grade uncertainty in planning is the over or under allocation of processing or mining capacity when compared to realised grades. This could lead to wasted capital expenditure or missed opportunities to add value. This paper demonstrates a method that optimises production capacity and mining schedules in the presence of grade uncertainty. Applying this method to the case study of a nickel deposit recommended a reduction in processing capacity, an increase in mining capacity and more extensive utilisation of stockpiles than optimisations completed with traditional methods. As a result, average NPV improvements of between seven per cent and 27 per cent were gained.

Cessation of mining on the Bendigo goldfield makes it evident that, as the older generation fades away, knowledge of the famous Bendigo saddle reefs will be limited in the future by their written records. It is important therefore that the summarised account by D. E. Thomas (1953) in the Geology of Australian Ore Deposits should not be misleading. Fig. 6 in this article is stated to portray a cross section and longitudinal section through a series of gold shoots in the Garden Gully 300 ft. reef. The gold shoot along the capof the saddle reef is represented as extending down the east leg in a series of prongs, with the tips of the prongs about 50 ft. apart. It is the purpose of this note to indicate that this illustration can be suspected to be a diagram of the old stopes instead of a diagram of the distribution of gold in the quartz.The original sketches of Figs. 6 and 7 in Thomas' account were extracted, I believe, from the field note books of H. S. Whitelaw, years after his death in the late twenties. Whitelaw was stationed in the Bendigo office of the Geological Survey of Victoria, carrying out geological surveys of the Bendigo mines. He was there for many years before the Gold Research committee started its investigations in 1916 and he was acutely aware of the problem attached to the distribution of gold in the reefs. He had felt concern that manyauriferous reefs were being mined without adequate study and record and he decided, as he expressed it to me, to pick up what he could as he went along. There can be little doubt that the diagrams of Figs. 6 and 7 are products of this resolve.Opportunities to investigate gold occurrences at Bendigo were limited before 1916 because the field was operated by Manuscript received at The Institute 18th November, 1960.

The progressive development of underground mines frequently requires increased ventilation flow rates through mine shafts that were originally designed for lower rates. Where these shafts are equipped with conveyances running on rope guides, the higher air flow rates adversely affect the lateral motion of conveyances and could cause conveyances to collide with the shaft walls or with one another. Hence the safety impact of higher flow rates requires proper assessment. This can be undertaken by use of computer simulation models to predict the dynamic motion of the conveyances during hoisting. It can also be undertaken entirely by field testing, or using a combination of simulation and field testing. This paper discusses these techniques and makes cautionary remarks about setting an absolute generic maximum flow velocity for all shafts. Gold, silver and palladium may be separated from the other base metals and sulphur contained in copper sulphide precipitates derived from the Sherritt-Gordon nickel process using a process involving an oxidation roast, a reduction roast and a Cu(II)/acetonitrile leach. Sulphur is removed as SO, in an oxidation roast and the hot calcine is reduced with carbon, or with carbon plus cuprous chloride. The resulting product contains metallic copper which is readily dissolved with cupric ions in aqueous acetonitrile solution. Copper powder is recovered by thermal disproportionation. The residue contains the bulk of the iron and precious metals and may be treated by a number of methods, including direct cyanidation or melting with suitable fluxes. Melting the residue will produce a copper alloy containing the precious metals and remove the iron as a slag. The alloy can be recycled to the copper leaching stage or sent for toll refining depending on the precious metal content. Impurities from the leaching circuit are controlled by a bleed circuit which in one approach utilizes the SO, from the calciner to produce Chevreul's salt and separates copper from the soluble cobalt and nickel. Alternatively, the bleed may be directed back to the main refinery copper boil stage or oxydrolysis stage.

In a predrained gassy coalmine, ventilation control plays a secondary role to the longwall (LW) goaf drainage systems to safely manage panel return gas levels. Typically, the LW specific gas emission (SGE) estimation models provide anticipated goaf gas emissions and arriving at required gas drainage capacity for various coal production scenarios. A study comparing the various LW goaf gas hole spacing patterns with weekly production rates of up to 270 kt/w of an operating mine with high SGE rates (~20 m3/t) was carried out. The goaf capture efficiency of LW panels ranged from 64 per cent to 85 per cent. For the first time, gas content of upper seam data post LW retreat were used to verify the current SGE prediction models. This study has shown that an average of 50 m goaf spacing is optimal for management of high production retreat gassy LW panels in presence of multiple upper and lower seams with gas emission zone influence reaching up to 200 m above workings. Due to the horizontal stress direction related geotechnical issues, goaf hole failures just behind the LW face is a recurring challenge resulting in significant and immediate increase in LW panel return gas levels. This paper highlights the shortcomings of current SGE prediction models for goaf gas estimation, and evolution of 50 m goaf hole spacing embedded in design process in managing the LW tailgate gas levels.CITATION:Belle, B, 2017. Variations in product distribution in the carbon-sulphur dioxide system due to variations in reaction temperature, sulphur dioxide concentration in the feed gas, and gassolid contact time were studied in detail for a brown coal char. The results were compared with those for two wood chars, a coke prepared from Liddell coal and two cokes prepared from Ac1and coal. Conditions were chosen such that gas-solid diffusion rates did not hinder chemical attack of the carbon.With brown coal char under suitable conditions, the selectivity of sulphur in the sulphur dioxide fed, to either elemental sulphur or carbon disulphide, was in excess of 90 per cent. The wood chars gave very similar product distributions Ito brown coal char. However, the cokes from Ac1and and Liddell coals were respectively approximately three and seven times less reactive than the brown coal char.The approximate carbon holdup required to just achieve total conversion of sulphur dioxide, and thereby achieve high selectivity to elemental sulphur, is given as a function of reaction temperature.

Magnetite cenospheres 40-270 I/m in diameter have been found during the combustion of pyrite concentrate.Micrographs of the surface and internal structures are presented together with comment on the mechanism of forrnation.The similarity to cenospheres found during the combustion of pulverized fuel was noted and speculation raised to their contribution to the dust and fume load in flash smelters.

Mount Read is 'situated in the county of Montagu, on 'the west coast of Tasmania, about 20 miles inland from. Remine in an easterly direction, 15 miles northerly from Mount. Lyell, and 30 miles south-east from Mount Bischoff, and is one of the mountains forming the west coast range; it rises to a height of 3890 ft. above sea level.About eleven years ago the first mineral section was taken up on Mount Read by a Hobart company, known as the Mount Reid Silver Mining Company, consisting of 25,000 shares its holding consisted of one section of 80 acres, held under mineral lease. Prospecting was carried on for some months under great disadvantages, as all supplies had to be carried up the mount from Dundas, a distance of nine miles, on men's backs, until a pack track for horses was made.The track rises 2500 ft. in the first five miles, and then falls 200 ft. from that point to the mines, which are at an altitude of 3000 ft. above sea level, and at a point about two miles westward from the summit of the mountain, approximately midway between Mounts Read and Dundas.

Concern exists about the potential release of metals from the proposed mining operation at Martha Hill to the Ohinemuri River. Speculation on possible impacts is fuelled by the dearth of published data on existing metal levels not only for this river system but for streams throughout the Coromandel. At first sight this lack of data is surprising given the apparent interest in this subject and the fact that future mining activity in this region has been a possibility since at least 1979. That such a situation has arisen is not altogether unexpected given the difficulties faced by various organisations, including the mining industry, in determining metal levels which are generally acknowledged to be low. This paper presents data for a number of stations in the vicinity of the proposed operation; it explains the analytical procedures which were adopted and the rationale for them and relates the information which has been obtained to water quality criteria.

Many people are familiar with the use of marine echo sounders which are used by fishermen to monitor water depth and locate schools of fish. Similar technology has recently been used in some West Australian mines to provide detailed maps of ore contacts and other geological structures. Whilst drillhole intersections provide details of the location of a contact at a point, echo sounding can be used to obtain a continuous profile of the contact. A series of profiles together with drillhole intersection data can be used to build a more accurate geological model than can be inferred from drillhole intersections alone. The benefits of this are more complete ore extraction, less dilution and the ability to make more informed financial decisions. This paper presents a case history which demonstrates the successful application of the technology.

This paper contains an account of some creep tests on electrolytic lead and some of its alloys. The stresses used in determining creep were 500, 350, and 200 lb. per sq.' in. The alloys contained silver, bismuth, tellurium, antimony and zinc respectively. All were castin vacuo, and tested "as rolled." Tests were done also on electrolytic lead which had been cast in air.The electrolytic lead contained 0.0005% total impurities.The preparation and vacuum casting of this lead have been described in a previous paper in this series. The preparation of the alloys, and the air casting of the electrolytic lead, are described in the next section.EXPERIMENTAL PROCEDURE.Every effort was made to keep the vacuum-cast specimens from contact with the atmosphere throughout their history.The ingots were stored eIther in a vacuum desiccator or immersed in heavy oil. The creep specimens were coated with vaseline except during rolling, etching and photography, which involved exposure to the atmosphere for about 45 minutes all told.It is not claimed that vaseline is a perfect shield against the intrusion of atmospheric gases. Possibly during the months that some tests were in progress the gases diffused through the vaseline and gained a limited access to the lead.Nevertheless, the use of vaseline gave protection that brought the tests nearer the ideal at which the author aimed, *Research Fellow, Dept. of Metallurgy, University of Melbourne.

Mining is taking place at increasing depths of cover on the Southern Coalfield beneath predominantly massive sandstone strata. Within the next twenty years, there will be longwall mining at depths greater than 600 m. As the Sydney Metropolitan area continues to expand and as coal mining approaches these urban areas subsidence will continue to become an increasinglY important aspect of coal mining research. Investigations, commenced in the mid 1960's, allow prediction of subsidence in the Southern Coalheld with reasonable confidence. The work is showing that the characteristics of thc subsidence troughs over the deeper mining at Appin differ from the characteristics of mine subsidence at less cover.The longwall mining at Appin Colliery has resulted in a maximum measured subsidenee of 730 mm. The maximum strains were small because of the large radii of curvature of the subsidence profiles. There was no damage to any of the buildings in the township of Appin.

Kapowai Caldera Complex (KCC), located 10 km west of Tairua (eastern Coromandel Peninsula), is a late Miocene composite collapse caldera, formed during eruption of several small and large volume andesitic rhyolitic ignimbrites. Numerous epithermal Au-Ag mineral deposits and associated alteration zones at the KCC are related to caldera (rhyolite lava domes, intracaldera faults) or regional structures (faults). The main epithermal deposit exposed in the central KCC is associated with an E-W striking structural boundary fault that cuts the Welcome Jack rhyolite dome. Propylitic (calcite - chlorite) and sericitic (quartz - sericite) alteration haloes surround this deposit. Sporadic zones of sericitic alteration are also exposed within and on the margins of the Bulls Run rhyolite dome complex. Epithermal systems post-dated emplacement of these rhyolite domes, but were controlled by them. Propylitic alteration of ignimbrite in the floor of the Kapowai and Kauaeranga valleys is related to the major NE-trending Kapowai Fault which extends SW to south of Thames. Alteration along this fault pre-dates alteration associated with the rhyolite lava domes. Numerous sericitic and propylitic altered welded ignimbrite, rhyolite and andesite lava lithic fragments have been sampled from intracaldera ignimbrites, and although no direct source is known, they infer the presence of buried epithermal systems. Repeated epithermal activity at the KCC is inferred by the exposed epithermal deposits/alteration zones and the older buried geothermal systems. Silicic caldera volcanoes are considered to be critical volcanic environments for epithermal Au-Ag mineralisation in Coromandel, but are highly variable and need detailed stratigraphic, structural, petrologic, and geophysical studies to characterise them.

"Sampling may be mandatory for safety or environmental reasons. It may be because the value of a sale needs to be determined or to provide important data for investments. Whatever the reason, an incorrect sample will come at a risk. Only the person that relies on sampling data can imagine what the potential cost of such risk is.Sampling itself has a cost too; the direct cost of a quality control department and indirect cost for interrupting a process, such as stopping a conveyor belt during loading. If all material is the same then only one small sample is enough. But if all the material is different, then a very large sample must be tested; in the conveyor belt scenario it must be stopped very frequently and the associated cost will be high.A good sampling plan finds the proper balance between risk and cost. A good sample must be small enough to handle yet large enough to be representative for what information is required. All good samples have three things in common: there was proper access to the material the sampling tool allowed equal probability of particles being selected nothing was disregarded, everything was included.This too is the core of Gy’s ideal sampling scenario, where all particles have the same probability of being selected and included in the sample. There is risk of bias when part of a lot is excluded from the sample. Extra care is needed when sampling particularly heterogeneous, segregated or layered materials. The sampling tool should never systematically leave out a portion; it shall not push aside large or hard particles. Wet samples shall not stick to the sampling tool. This extends to sample preparation too when reducing particle size and dividing the sample in the process.CITATION:Vogel, D A, 2017. Over the past three decades, mining operations have seen a significant increase in the use of contractors for mining, camp management and catering, recruitment, maintenance, power management, and commissioning. More recently contractors have been engaged for stores and logistics, OH&S, environmental, exploration, training etc. In some countries, such as South Africa, the trend is towards total outsourcing of all aspects of a mining operation which is coordinated by the owners’ management team.During the Global Financial Crisis (GFC) more Australian companies considered and/or took on this approach to recruiting for both projects and operations as mining companies were forced to rethink their corporate strategies as commodity prices plummeted to low levels, pushing operations and projects into potentially financially unviable territory.This paper discusses the labour recruitment, commissioning and operating strategy of Western Areas NL (WSA), with the assistance of Independent Metallurgical Operations Pty Ltd (IMO), as it progressed construction, commissioning and operation of the Cosmic Boy nickel concentrator at the Forrestania Nickel Project during and post GFC. The use of IMO contractors allowed Western Areas to mitigate labour cost risk during the uncertainty caused by the GFC and let their management team focus on the task of bringing a new operation into viable and profitable production.

Filtration of pulps of varying densities is an essential operation in the hydro-metallurgical production of zinc. The use of filters naturally applies only to the "wet" plants, and in these varying types and sizes are in commission. At Risdon, the Moore suction filter is used for the heavier pulps, except in one instance, where a modification of the Butters-Cassell filter is installed.Filter presses are in general use, and of these, one is a washing unit; the plates, and frames are of cast iron or mild steel, except in one case which is a centre feed press having wooden frames.FILTER DESIGNThe problem of filtration presented itself very early in the history of Risdon and the first developments occurred in what was termed the 250 -lb. plant. Here experiments were made with many types of filters, and as this was the pilot plant on which the design of the 10 ton plant (10 tons of zinc per day) was based, quick decisions were necessary.An Oliver type filter was chosen for the heavier pulp or residue, and a Shriver wooden frame filter press for the lighter pulps.To this day, but with a number of variations, filter presses continue to function unopposed in their particular field; however, the Oliver filter was soon superseded because it was found impossible to wash the filter cake efficiently without repulping; consequently its use was abandoned and the Moore filter adopted.Both- these filters have been modified and developed in many ways to meet the requirements of a zinc plant, but they retain their original basic features.

The ball mill in closed circuit with hydrocyclones is an industry standard, and well known methodologies exist for equipment sizing, selection and design. However, the potential to improve the capacity of ball mill circuits by replacing cyclones with screens has been recognised for many years and recently has been successfully realised, thanks to developments in fine screening technology. Proper methodology for equipment sizing and selection is required to capitalise on this opportunity, but there is currently insufficient information and few guidelines available on how to design such a circuit. This paper discusses the differences between ball mill circuits closed with cyclones and with screens. A methodology is described for equipment sizing and selection for a circuit closed with screens, and the laboratory testing requirements are described for low grade base metal ores and magnetite ores. An economic evaluation is also presented for a case study demonstrating the potential benefits of closing a ball mill circuit with screens.CITATION:Jankovic, A and Valery, W, 2013. "Compared with conventional roasting and magnetic separation processes, higher reduction temperatures and stronger reducing atmospheres are used in reduction technologies to reduce iron oxides to metallic iron, which is often liberated during reduction and amenable to magnetic separation. Reduction and magnetic separation of an Australian refractory iron ore was therefore studied as a function of reduction temperature, time and coal addition. It was found that during reduction, the particle size of the reduced iron increased with reduction temperature and time. Subsequent magnetic separation tests were further conducted on the reduction products. A reduced iron powder with a Fe grade of 85.67 per cent was obtained at a Fe recovery of 87.82 per cent under optimum reduction conditions where a metallisation rate of 85.82 per cent was achieved.
