THE experiments of which the results and significance are set forth in this paper do not by any means cover the whole subject of the heat-treatment of the material referred to, yet they constitute a contribution to that general subject, rather than to the special department of annealing. The material here considered is acid open-hearth steel, containing from 0.50 to 0.80 per cent of carbon, with a nearly uniform percentage of other elements. This class of steel is rapidly increasing in commercial importance. It is even rumored that the rail-specifications of some railroads will hereafter require open-hearth steel. Yet this particular grade seems to have received less study and description from the standpoint of the metallographist than many others. The investigation here described was directed to the following points:-Steel containing about 0.50 per cent, of carbon : 1. The structure as related to the temperature, at the same rate of cooling; 3. The structure and physical properties as related to temperature at different rates of cooling; 3. The structure and physical properties as related to different finishing-temperatures and different rates of cooling; 4. The bearing of these observations upon the statement of Prof. Albert Sauveur.1

The benefits of proration of oil production were perhaps more concretely realized in 1932 than at any time since the oil industry adopted nation-wide production control. Reduced output of crude petroleum, which brought the daily average of the United States down to approximately 2,000,000 bbl. from a peak in 1931 of more than 2,600,000, had a telling effect on the trend of oil prices. Mid-Continent crude was advanced in price from 776, for 36-gravity oil, to $1.04 a barrel. California crude, of 26-gravity at Signal Hill, moved forward from 736 to 976 a barrel. Pennsylvania crude, the only exception to the upward trend, rose in price from $1.82 per barrel to $2.02, only to react to $1.72. This was due to local conditions which necessitated an adjustment to overcome competition from other areas of the United States. East Texas continued to exert a far-reaching influence on the crude and gasoline market during 1932. Despite the fact that oil prices were advanced in most fields, large quantities of oil were produced in East Texas in violation of state proration orders, and sold in the market at prices considerably below official postings. This created competitive conditions in the gasoline market that were felt by all refining centers of the United States. The quantity of gasoline produced from cheap East Texas crude was not large, but the volume was sufficient to influence prices in practically all sections of the country. Thus, while the industry's' economic situation showed visible improvement statistically, the unreported and unseen statistics originating in East Texas proved to be an insurmountable obstacle to the economic betterment that was otherwise apparently justified. Somewhat surprising to many was the fact that gasoline consumption was maintained within 10 per cent of the preceding year. Domestic consumption showed only a net decline under 1931 of about 8.5 per cent; exports dropped in volume to the extent of about 23 per cent. VARIOUS classes of coals are recognized in this country at the present time. These classes depend largely upon physical characteristics rather than upon chemical composition, and consequently they cannot be accurately defined. The divisions into anthracite, semi-anthracite and semi-bituminous are fairly satisfactory; but the term bituminous embraces so large a variety of coal that it is of little value, and the term lignite is so loosely applied that it has little or no place in a scientific classification. At present there is no way of accurately defining the vari¬ous classes of coal, because no adequate scheme of classification, which applies to lignites as well as bituminous coal and anthracite bas been proposed. The object of this paper is to present such a scheme, which is based upon data obtained dur¬ing the past year by Prof. N. W. Lord,1 in charge of the chemical laboratory of the United States Geological Survey coal-testing plant at the Louisiana Purchase Exposition, St. Louis. All the classifications of coals proposed prior to 1877 were based either on physical characteristics or on proximate analyses, including all of the impurities. These schemes were illogical and highly unsatisfactory, for the physical properties of a coal give little indication of its true composition; and impurities, such as ash and sulphur, are largely the results of acci-

M Y DUTIES, as a member of the Department of Franco-American War Cooperation of the French High Commission were to study the copper and brass industries of America from the mining of the various non-ferrous metals to the semi-finished, or finished materials. In the pursuit of these studies, it was my privilege to visit a number of industries and organizations in different parts of the country. I first visited most of the Eastern copper refineries that were supplying the Allies with vast amounts of metal. These works are producing their material by the multiple or the series process, although the first method predominates. But, regardless of the process employed all the plants attain an exceptionally high standard of quality in their production. One of the points that particularly attracted attention was the manner in which improvements could be traced from the older worlds to the more recent ones. The impression was that, thanks to a spirit of broad-minded cooperation between the principals of the companies and frequent exchanges of views between members of the staffs, all persons interested benefitted by the experience thus gained, to the advantage of the community at large.

Every person's experience is different from that of another aid this in a great measure accounts for the conflicting stories brought horns. In a land of chaos we live only from hour to hour and this is one of the exceedingly exasperating conditions to face. Two years ago the general features of the St. Joseph Lead Company's zinc-smelting process were described.1 At that time the discussion was limited to a description of the production of high-purity electrothermic zinc oxide. The present paper will describe the commercial production of electrothermic zinc metal. Since a fairly complete description of the plant of the Josephtown smelter was given in the earlier paper, the brief recapitulation given here will be limited to mention of additional equip-ment recently installed and a bare outline of the preparatory process. The raw material is zinc sulphide concentrate received from the com-pany's mines in St. Lawrence County, New York. An average dry-weight analysis of this material is: Zn, 58.28 per cent; Pb, 0.56; insoluble, 1.6; Si02, 1.12; Fe, 6.4; CaO, 0.47; MgO, 0.27; S, 31.9; Cd, 0.1; Cu, 0.06; Mn, 0.24. Moisture content is usually about 3 per cent. Three 21-ft. 6-in. diameter, 12-hearth Nichols-Herreshoff furnaces roast the concen-trate to a calcine of average composition (first 10 months of 1938) : Zn, 67.69 per cent; Pb, 0.06; insoluble, 1.75; Si02, 1.26; Fe, 7.24; CaO, 0.47; MgO, 0.36; S, 1.88; Cd, 0.1; Cu, 0.07; Mn, 0.27. The sulphur dioxide gas, after passing through a waste-heat boiler, proceeds through a recently redesigned low-resistance gas-purification assembly to the contact sul-phuric acid plant, of which the capacity is 200 tons of concentrates per day. The calcine is mixed with a portion of returned furnace residues and sintered on 42-in. by 44-ft. Dwight-Lloyd sintering machines, gas-fired. Wind-box gases pass through air coolers before filtering in a 1440-bag Dracco unit, and thence to stack. The Dracco fume is mixed with Cottrell dust, from roaster gas cleaning, and sent to the leach plant, where it is roasted (SO2 to acid plant) and leached with sulphuric acid to recover, as end products, lead sulphate, zinc sulphate and cadmium.

THE history, geology, ore deposits and current mining operations of the Huitzuco district have been described by C. W. Vaupell1 and the current mill operations by David Segura.2 This paper completes the story of Huitzuco with a description of the reduction of the flotation concentrates. The predominant ore mineral in the Huitzuco deposit is livingstonite, a rare, mercury-antimony sulphide (HgS.2Sb2S3). Other associated minerals include cinnabar, stibnite and elemental sulphur. The gangue is largely limestone and gypsum. Former operators mined a selected grade of ore, from which the mercury was recovered by an expensive, inefficient operation. A consid-erable tonnage of rejects and fills, carrying mercury and antimony, was left in the mine. In order to recover both mercury and antimony from these fills and also from newly developed ore, a combination method has been developed, by means of which the livingstonite is concentrated by flotation and the flotation concentrates subsequently reduced to metallic mercury and antimony. An essential part of the flotation treatment, as developed by Segura, is the use of copper sulphate as an activating agent. A typical analysis of concentrates now being produced at the property is as follows: Hg, 7.73 per cent; Sb, 26.40; Fe, 1.20; S, 29.68; CaO, 11.50; MgO, 7.25; Si02, 1.63; A1203, 0.65.

THE Guianas region is a geological unit, consisting of the northern lobe of the Brazilian Shield, but political accident and the fact that rivers act as the principal means of transportation have divided the region between five separate sovereignties. Brazilian and Venezuelan Guiana have already been considered. The French, Dutch, and British colonies consist of a coastal plain some fifty miles wide, which, together with the lower reaches of the principal rivers, support the greater part of the population. Inland from this tidewater region is a wide area of low, forest-covered hills, under-lain by gneisses, schists, granites, and pegmatites of the Shield. As in Venezuelan Guiana, these rocks are overlain by a thick series of horizontal continental sediments intruded by moderately basic magmas. Gold, bauxite and diamonds have been the principal products of the colonies. The first metal is quite widespread in the hill country. The quartz mines are small, though occasionally rich; probably the greater number of veins remain undiscovered because of the thick mantle of decomposition product that covers the schists and gneisses. The greater proportion of the gold, therefore, is derived from placers which are exploited in all three colonies. Some geologists claim that they occur in two belts parallel to the coast; whether this feature has its origin in the location of the primary mineralization or in the gradients of the rivers is not clear. In some instances the river gravels grade into auriferous laterite. The laterites are well developed in the Guianas and represent the weathering products of the more basic rocks.

NO STRANGER phenomenon exists in the American mining industry today than the so-called bootleg anthracite industry in Pennsylvania which now produces probably close to 15 per cent of the total hard coal out- put of the State. Instead of being what - was first thought to be a temporary condition, countenanced because of the desperate condition of some of the miners at the depth of the depression. it is thriving now as never before. Re- ports of it have penetrated all over the world, as exemplified by inquiries concerning it in Durban, South Africa mentioned by John C. Cosgrove in his article in the July MINING AND META LURGY.

THE state of Kansas had a daily average crude-oil production of about 87,000 bbl. at the beginning of the year. This showed a steady but consistent decline during the 12 months, so that the daily average production at the end of the year was slightly over 68,000 barrels. GREENWOOD COUNTY THE most active development in Kansas during the year was in Greenwood County, in a line from near Sallyards in T 25-R 9 to east of Madison in T 22-R 11. The main part of this development has been in a succession of pools beginning at the south with the Polhamus pool in 34-24-9 and 3 and 4-25-9; Thrall pool in 28, 29, 32 and 33-23-10; Burkett pool in 13, 23, 24 and 26-23-10; Seeley and Wick pool in 22, 27, 28,. 32 and 33-22-11 and 5, 6, 7, and 8-23-11; Frohm pool in 11, 14 and 15-22-11; Madison pool in 31 and 32-21-12 and 6, 22, 12 and 1-22-11. Some of these pools have two or more sands, locally called Bartlesville and Burgess Sands. They range in depth from 1850 ft. near Madison to 2450 ft. near Sallyards, the general dip being to' the west. The thickness of these sands run from 20 to 100 ft., the initial production of the wells being 50 to 1000 bbl of 40-gravity oil or better.

While Utah remains an unimportant factor in oil production, exploratory drilling was carried on in six widely separated areas, extending from the southwest to the northeast corner of the state. One new gas field, the Last Chance or Starvation Creek anticline in Emery County, and two new gas horizons in the Clay Basin field of Daggett County, were thereby discovered during 1934. Exploratory Drilling South Central Utah Emery County—Last Chance Anticline.—The test of the Ramsey Petroleum Corporation in sec. 18, T.26S., R.7E., on the apex of this anticline (vert. closure 700 ft.; area within closing contour line, as mapped by U.S. Geological Survey, 26,000 acres) encountered gas in the Moenkopi formation of lower Triassic age at depths ranging from 2530 to 2863 ft. The total thickness of sandstone, sandy shale and -limestone beds in which gas was encountered is approximately 50 ft. The well was tested at a depth of 2755 ft., gaging 21,000,000 cu. ft. of gas, R.P. 410 lb. The well is being plugged back to the lowest gas horizon at 2771 ft. from a total depth of 3168 ft. Gas from this well probably will be used for the drilling of a second well structurally lower, to test the oil possibilities of the Moenkopi formation as well as of the upper and lower Pennsylvania formations, of which the latter so far remains untested in South Central Utah. The well was not drilled deep enough to determine more definitely the western margin of the petroliferous Paradox Basin of lower Pennsyl-vanian age of southeastern Utah. Woodside Anticline.—This field, lying immediately northeast of the San Rafael swell, contains, according to maps of the U.S. Geological Survey, 8380 acres within its lowest closing contour line 700 ft. below the apex. A well was drilled by Utah Oil Refining Co. at the apex in sec. 12, T.l9S., R.l3E., during 1924. Gas was encountered in the Moenkopi and Kaibab formations of Triassic and Carboniferous (Permian) age respectively. The flow is estimated at 21,000,000 cu. ft., R.P. 900 lb.,

World production of asbestos is estimated to be at a current level of almost 3.5 million tons, having more than doubled in the past ten years. A substantial part of the increase has been due to a rapid expansion in the Soviet Union. Production from that country during 1964 is estimated at 1.5 million tons and, as a consequence, Russia has displaced Canada as the leading world producer. Although traditionally the asbestos mining industry has been centered near Sverdlovsk in the Urals, two new producing areas have been under development for some time. It is expected that a new mine will be in operation in 1965 near Kiembi, Kazakhstan, some 300 miles south of Sverdlovsk, and an- other mine at Aktrovak in Tannu-Tuva, west of Lake Baikal. These developments will provide a significant increase in the production capability of Russia. Although internal consumption is expected to increase with the addition of new asbestos- cement producing facilities now under construction in Russia, there is some speculation that exports will also increase.

TO these reports you are referred for additional details of the year's activity. Finances.-Income for 1933 from all sources totaled $121,690 com- pared with $138,331 in 1932. Incidentally, this exceeded the income as estimated in the budget by $7,190; the largest item being a "surplus" of $3,316 over the budget expectancy as to member dues. As compared with 1932 the most important items of shrinkage in income were $9,000 from dues and initiation fees; $5,500 from the magazine, MINING AND METALLURGY; and $2,500 from sales of publications other than the magazine.

T SEEMS almost sheer presumption to attempt' to discuss Russia in its present chaotic political and economic condition, and were it not that at least two certain absolute factors are continuously at work, it would be impossible to' even approach the subject with any degree of intelligence. These are the inborn love of peace of the people and the national character of the cooperative movement. The love of peace inborn in the soul of every Russian, the desire to be left alone and to- live his life among his home village surroundings, is probably one of the two greatest factors that will make the continuance of the present conditions of civil war impossible. One army or the other may sweep up and down the country. but the Russian peasant will: remain in his own village if not literally darken out. This love of peace is evidenced by the fact that there is no country where personal safety is greater than in Russia in normal times. I have traveled in many isolated parts, carrying considerable sums of money and persolial equipment that; in itself, would be a fortune to any peasant, and have never even encountered a condition in which the most wildly imaginative person looking for adventure, 01: trouble, could muster up even a suspicion of fear. This statement applies also to Southern Siberia and Northern Turkestan, which are inhabitated by the nomadic tribes of Khirghese origin.

This is an era of " expansion; and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confreres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary, relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. In like manner, the engineer, whose report was, as I have said, formerly confined to the determination of the geological and other cognate features of a mining enterprise, is now expected, not. only to embody information on these subjects in his report, but also to give his opinion whether the property offered for sale in pursuance of such an enterprise is worth the price asked for it. At this moment in the history of the world, the all- pervading and universally most important fact is that the world population is beginning to outgrow its food supply, and the United States has suddenly lost its ability to give away huge food surplus to any nation in the world with a food shortage problem. This, of course, means that, all of a sudden, our government must completely reverse its former bureaucratic stance regarding crop controls and agricultural price supports, to out-right incentives to increase farm production and bring more idle land into food-growing use.

Resistant Tape A new oil-resistant tape for rapid insulation build-up on splices in large power cables has been announced by Minnesota Mining & Mfg. Co. Designated Scotch brand electrical tape No. 25 is made of synthetic rubber providing greater dielectric strength and resistance to high temperatures. The chemical-resistant qualities of the tape make it suitable for use in oil drilling, mining and underground [ ] cable operations, while the 40-mil thickness and extreme stretch (1500 pct breaking point) make possible smooth insulation wraps on irregular surfaces. Dielectric strength is 15,000 v and 10,000 v at 500 pct elongation. It has an electrolytic corrosion factor of 1.0 and an insulation resistance of 100,000 megohms. Circle No. 1 Hydra-Lift The Pitman Mfg. Co. announces that is now has in production a new model of the Pitman hydra-lift, recently-developed crane with hydraulically-powered boom that can be mounted on the frame of any truck, 1 ½ tons or larger. According to the manufacturer, the new model hydralift model B features a variety of improvements over the original production model, introduced late in 1950. Changes incorporated in the new model, according to officials, not only have resulted in improved crane, but also have given the unit a new profile which distinguishes it sharply from the original model. The two chief improvements in the new model are: a big increase in the unit's safety margin and the fact that it is now shipped almost completely preassembled, cutting the time and cost of installation. Rated capacities of the hydra-lift are based on the tipping factor of a 1 1/2 ton truck, with outriggers down, and thus have not been increased. Circle No. 2

Greater progress than in any previous year was accomplished by the oil industry in New Mexico in 1936. The total number of completions in the state was 631, of which 549 were oil wells, 21 were hydrocarbon gas wells, three were carbon dioxide gas wells, and 58 were dry holes. The total oil production for the year was 26,804,446 bbl. Compared with the production for 1935 of 20,228,947 bbl., this represented a gain of 32.5 per cent. Of the total production, 25,337,382 bbl. came from Lea County. The average daily nonmarginal well allowable for that county was 115 bbl. the first of the year and 86 bbl. at the close. Production was regulated by the New Mexico Oil Conservation Commission,
