DURING the past few years the amazing developments of the chemical industry have inspired so much publicity that the feature writers assure us that we are entering a "Chemical Age," industrially as important as the "Steel Age" and the "Electric Age," so-called. Whether or not these assurances are overstatements, it is a fact that the expansion of the chemical industry during the past 25 years has been enormous. The Chemical Bureau of the War Production Board calculates the value of chemicals produced during 1944 at $8,300,000,000, no small sum even in inflated dollars. As concerns us of the Southwest oil and gas country, four significant trends of the chemical industry are most important. (1) Many of the recently developed chemical products are new creations, not substitutes,. as new and original as the invention of the light bulb, and with a field for exploitation almost as wide. (2) Many of these chemical products will enter the mass consuming markets, which require enormous tonnages of products, and such markets are setting up an industrial demand for chemicals on a mass volume basis, compared to the relatively high-priced low-volume basis ordinarily considered as the chemical outlet of the past. (3) Most of the processes involved in producing these chemicals are adapt. able to the use, all or in part, of natural gas, oil, or refinery gases as raw mate-

The Carlin gold deposit is located in northeastern Nevada about thirty-five miles by road from the town of Elko. Following the staking of six square miles 'of ground, a drilling program outlined a fine ore body mineable by open pitting. The resulting mine turned out to be the largest open-pit gold operation in the world, until the Rosario Pueblo Viejo operation was started in 1975. Because of the high profitability forecast at the then $35 gold price, construction of a 2000 stpd mill was commenced on a crash program and was completed for Newmont Mining Corporation by Bechtel Corporation in ten months. Production was started in early 1965. The gold mineralization occurs in marine-type sediments, chiefly silt- stones and limey shales, and the ore characteristics make for a difficult materials-handling problem. At 5% to 6% moisture the ore is dusty during crushing, but even a light rain or snowfall virtually turns the material into a slurry. Crushing this sticky ore below 314 in. (19 mm) in the dry season and 1 in. (25.4 m) during the winter is extremely difficult and leads to problems with conveyors, chutes, and fine ore storage. The initial flowsheet for Carlin's crushing plant used a 5 ft by 22 ft (1.52 m by 6. 7 m) vibrating feeder -grizzly under the 60 -ton dump pocket for feeding the 42 in. by 48 in. (1067 mm by 1220 mm) single toggle jaw crusher and a 5 ½ ft (1.52 m) standard cone crusher in closed circuit with a 6 ft by 12 ft (1.83 m by 3.66 m) vibrating double - deck screen. Because continual packing of fines in the vibrating feeder pan would cause frequent plant shut-downs to remove the fines with jack hammers, the decision was made to replace the vibrating unit with an apron feeder and stationary grizzly ahead of the jaw crusher. A dribble belt was also installed under the apron feeder. This installation has greatly improved the feeding of the pit run ore to the .primary jaw crusher. Mining at Carlin is done by a 5 yd shovel and 7 ½ and 10 yd front-end loaders, and ore transport is by several sizes of trucks from 30 to 75 tons capacity. These pit haulage trucks dump onto stockpiles adjacent to the primary crusher. Ore is then fed to the dump hopper by front- end loaders only when the crushing plant is operating. This extra handling procedure is necessary because plant delays caused by problems with wet ore in the secondary crusher resulted in the ore setting up or packing in the dump pocket. LOW prices have made 1938 a difficult year for the zinc industry of the world. Particularly in the United States, output had to be radically curtailed to bring production into line with consumption. Despite these unfavorable conditions, some additional plant construction is contemplated. In Jugoslavia, through co-operation with the Government, Trepca Mines is lo build a zinc plant to produce 10,000 metric tons annually, the plant to be ready for operation in July, 1941). Cerro de Pasco is proceeding with its plans for an electrolytic plant in Peru. A pilot plant, to be ready next summer, is under construction. The Ortiz Mountain property is located approximately 40 km (25 miles) southeast of Santa Fe and 13 km (8 miles) from the village of Cerrillos. The property embodies a Spanish mineral grant from which Gold Fields acquired about 2, 200 hectares (900 acres of surface and mineral rights. Following a period of exploration, metallurgical testing and development of a feasibility study in 1974, the decision was made, because of the higher gold price in the fall of 1978, to place the property into production. the gold is confined in a quartzite breccia; it is an unusual occurrence because the gold in this host rock is leachable at minus 19 mm (3/4 in. ). Total ore reserves are estimated at approximately 3.6 million mt (4 million st) averaging 1.89 g per mt (0.055 oz per st) based on a cut-off of 0.7 g (0.02 oz). The ore will be recovered by open pit mining at a stripping ratio of 1. 2:l. Production is scheduled for 13,600 mt (15,000 st) of ore per week or approximately 680,000 mt (750,000 st) per year. Primary crushing of pit-run material is by a 1,070 by 1,015 mm (42 in. by 40 in.) jaw crusher. Crushed ore is conveyed to stockpile and then to a 2.13 m (7 ft) standard crusher with the screened over- size crushed in a 1.5 m (5 ft) tertiary cone crusher. The screen undersize, the final product for leaching, is minus 19 mm (3/4 in. ). A 1, 360 kg (3,000 lb) sample is cut from the crushed ore stream, further crushed in a small jaw crusher and then sampled in two more stages by Vezin samplers to produce a final 13.6 kg (30 lb) sample for assaying. Pebble lime is then added to the ore on the belt as it is sent to the conveyor gantry spanning the leach pads. A tripper on this moving gantry stacks the leach ore without compaction. The entire crushing plant and conveying system is of open-air construction. Leach pads have a total length of 515 m by 60 m (1,700 ft by 200 ft) wide with usable dimensions of 490 m by 58 m (1,600 ft by 190 ft). The directional length slope is 3. 870 with 370 on the width. The pad is constructed of 175 mm (7 in. ) thick asphalt containing a rubberized asphalt membrane. It is divided by a 300 mm (1 ft) high curb into eight segments. Each segment is loaded with 13,600 mt (15,000 st) of ore, which is one week's production. Optimum working height of a pad is considered to be 3. 0 m (10 ft) with a maximum height of 4. 0 m (14 ft).

Those familiar with the war in France at first hand know that in these last two years the weight of the suffering has fallen upon the families of the well-to-do classes; those who before the war lived in comparative ease and comfort, with every prospect of educating their children as their parents and grandparents had been. Thousands of the men in these families have been killed, "officiers d'élite," and the small pensions accorded the widows permit them only to house and feed their children HELÈNE JOURNÈS. and give them a common-school education. The pension for a lieutenant's widow is $245 a year; for 'a captain's, $345; for a colonel's $575; and so on. At present, it requires three francs a day to provide food for one person in cities, and conditions are not improving. The American Ouvroir Funds, 681 Fifth Ave., New York City, has tried for nearly two years to have individual Americans give individual children a "bourse," or purse, as it is called, of from $150 to $250 a year, so that they may enter such educational institutions as the Lycées, the Polytechnique, Beaux Arts, St. Cyr, etc. The war relief societies of these military schools furnish photographs and histories of children under their care and on their lists.

This paper discusses the impact of taxes at the state and federal level on typical on-shore oil and gas exploration economics in the USA. Taxes considered are the windfall profits excise tax, state production (or severance) taxes, state income tax, and federal income tax. Also considered will be market prices for oil and gas in the USA. The effect of government take as a percent of revenue, on rate of return, discounted Payout, and discounted cumulative cash flow is shown on the attached tables. The conclusion drawn is that tax laws, while rarely the most important factor to be considered when drilling a well, can have significant impact on the profitability of oil and gas ventures, and should be considered when determining where to drill. Hypothetical exploration wells were analyzed for the impact of tax laws on project profitability. The results of this study show that when factors other than taxes are postulated to be the same (such as producing rate, capital, operating costs, and prices), cash flow can vary by as much as 68% due to the differences in the tax laws. Other significant findings for the cases studied include: (a) that discounted payout varied by as much as 1.8 years, (b) that rate of return differed by up to 67% and (c) the total tax rate as a percentage of revenue had a maximum variance of 33%.

A DOCUMENT of progress and of great interest to engineers is the report of the Military Affairs Committee of 'the Engineering Council, which has just been accepted and sent to the secretary of War. It provides .a plan whereby civilian engineers holding commissions in the Reserve Corps may; with their con- sent, be called into service of the army during peace at any time, either with troops in the field or in a consulting capacity on any government engineering work. The Military Affairs Committee finds ample authority in the military bill passed by Congress on June 4, 1920, for this arrangement and also for extending the privilege to military engineer, officer-s of the regular army to engage in civilian work during times of peace. It is hoped that the Secretary of War will adopt the suggestions and put the program outlined into effect. This is a constructive piece of work comparable to the efforts of the military Committee before the war which developed so much in the way of preparedness, particularly in the program of military lectures which, held in the auditorium in the Engineering Societies Building, became so popular that each lecture had

THE town of Rancagua, at the junction of the state and Braden Copper Co. railroads, is located 82 km south of Santiago, the capital of Chile. From Rancagua 70 km to the east, situated in the Andes at an elevation of 7000 ft, is the town of Sewell, the location of a millsite. Two and one half km east of Sewell by underground railroad at an elevation of 7500 to 10,000 ft is the Teniente orbody. The history of El Teniente dates from the eighteenth century, when according to legend a Spanish lieutenant, or teniente, a fugitive from justice, escaped to the Andes and camped at what afterwards became known as the Mineral El Teniente. This man reputedly discovered a vein of high grade copper ore. The first official records date from 1819, when some exploitation was begun, and continue until 1870. The orebody was large and of relatively low grade and was beyond the capabilities of the small groups attempting to operate it. No effort was made to erect a concentrator until William Braden became interested in the property. Since 1571, when the Institute was founded, many of the most important papers in the English language, on the various phases of mining and metallurgy, have appeared as Institute publications. As members of the Institute regularly receive the publications in which they are interested, this discussion is primarily for nonmembers who wish to know of them. The Institute has several means of issuing papers which have been submitted and accepted. The monthly journal, Mining and Metallurgy, is the magazine of the Institute. In it appear notices and reports of official business as well as many papers and contributions which do not appear otherwise. The annual subscription price of the magazine to nonmembers is $3 per year; Canadian and foreign postage $1 extra; single copies 50 cents; back issues $1 each. Many papers are published separately each year. They are issued in one or the other of two numbered series; namely, Technical Publications and Contributions, and of the latter there are four forms: Preprints, Mimeographs, Reprints, and Unpublished Manuscripts. A Technical Publication or Contribution (in any form) is issued by the Institute when it is listed in Mining and Metallurgy. Technical Publications are sent automatically to members who have asked in advance for papers on a given subject. All members are entitled to a copy of every paper in either series, except when a Contribution is an Unpublished Manuscript. Con¬tributions in the form of Unpublished Manuscripts are filed in the Engineering Societies Library and copies of some of these papers may be found in a few selected libraries throughout the country.

WITHOUT QUESTION the Commonwealth of Pennsylvania contains the most remarkable coal deposits of the whole world. Within its borders ,are to be found excellent coals ranging in rank from the high volatile bituminous of the western part of 'the state through the low volatile or semi-bituminous of central Pennsylvania to that aristocrat of solid fuels, anthracite, found in the East. . . . But while other states and even the Federa1 Government have recognized the needs of the coal industry, Pennsylvania has not. Though bituminous coal represents one of the most important industries in the state, far more important in annual productive wealth than agriculture, for example, hundreds, of thousands of dollars have been spent on agricultural research whereas little or nothing has been spent on coal investigation.

AT FOUR O'CLOCK members gathered in the auditorium for the annual business meeting of the Institute which, according to its charter, must be held on the third Tuesday of February each year. President Turner presided and after the usual formal action on minutes announced that he would create a precedent by transferring the President's annual address (which by tradition has always been delivered at the banquet on Wednesday evening) to the business meeting, and, furthermore, would only present a brief abstract of it. Since it appears in full on pages 127-131 of this issue it can be followed with the careful attention its thoughtful analysis of current conditions deserves.

SECRETARY'S NOTE.-The complete list of all officers of the Institute will be found on p. iv. of this number of the Bulletin. The following explanation may recall to old members, and convey to new ones, the relations of the two governing bodies, as determined by the, Certificate of Incorporation of the Institute, and the Constitution and By-Laws adopted in accordance therewith. The body legally responsible for the business management is the Board of nine Directors (three elected annually to serve three years), which elects its own officers. This body, for reasons of practical convenience, is composed of well-known members, residing in New York City, and able to attend, without serious inconvenience or expense, the necessary meetings of the Board. The officers of this Board are legally the officers of the Institute. But, apart from business manage-ment, the Board exercises no control over the election of members, or the professional and technical work of the Institute, except that its vote is required to elect honorary members, upon the recommendation of the Council. The Council is a. body, constituted in all respects (except that it has no Treasurer) like the Council existing before the incorporation of the Institute, in January, 1905, and charged with all duties and powers, except those which the Board of Directors must legally perform. It elects members, appoints the times and places of professional meetings, and controls the publication and distribution of papers and volumes, etc. Its members (President, Vice-Presidents and Councilors) are elected by the members of the Institute, voting in person or by proxy, and after publication of the nominations received ; and it is intended to repre¬sent, as far as practicable, both the professional and the geographical distribution of the membership. Consequently, whatever professional honor attaches to official position belongs to membership in the Council, rather than in the legal Board of Directors. This remark implies no disparagement of the members of the latter body, every one of whom has served, or is now serving, as a member of the Council. But it is only fair to explain that their election and continued re-election as Directors is simply a matter of legal convenience.

Interest in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.l At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,² some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,³ of the Tennessee Division of Geology. Prof. J. Stewart Williams,* of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. The efficient operation of a blast furnace depends primarily upon efficient contact between the descending streail1 of solid materials and the ascending stream of gas. A program of research dealing with the interior of the present-day furnace is being carried by the U. S. Bureau of Mines along two lines: (I) observations on commercial furnaces and (2) experiments in the laboratory. Through the courtesy of the officials of the Illinois Steel Co. it was possible to make a detailed investigation of the interior of the shaft of NO. 4 furnace at the company's South Works, South Chicago, Ill. The experimental work is reported in a IT. S. Bureau of Mines bulletin' which will include the results of several thousand observations on the interior of the shaft of this furnace. Such of the data as are presented later in this paper constitute only a brief summary. The second part of the work has been conducted in the laboratory. Only one phase of the laboratory investigation has been completed at the present time, namely, the flow of gases through beds of broken solids." The object of this papcr is to correlate the results of the two different lines of research and to present a. more or less complete picture of the condition of the interior of a blast furnace by giving approximate, quantitative data of the actual size-distribution of solid particles in a typical furnncc, and of the efficiency of contact between the gas and solid phases. With such data before him the operator or the experimenter not only has a much better idea of the actunl conditions inside a furnace, hut he also knows in what direction to look for possible improvement. The discussion which follows presents only a few of the items studied and reported; those persons who are particularly interested in all the result's of this investigation must refer to the aforementioned publication.

A Discussion of the papers of James Gayley, on "The Application of Dry-Air Blast to the Manufacture of Iron" (see Trans., XXXV., 746, 1022, also pp. 315 and 745 of the present volume, and of J. E. Johnson, Jr., on "The Physical Action of the Blast-Furnace," p. 454. Chas. B. Dudley, Altoona, Pa.:—I am not a blast-furnace man, and this always puts me at a disadvantage because I cannot go into the details of the making of iron and steel. I have not the experience, and have to take the statements of other people, so what I say regarding the subject of this paper is not in the sense of an expert. When I first heard of Mr. Gayley's experiments, I said to myself, a I fear they will result in failure, since, apparently, Mr. Gayley has forgotten one chemical fact, namely, that carbon does not combine with oxygen in the absence of mater-vapor." This fact which was so astonishing when it was first brought out some years ago, and which those who are interested may find in the Journal of the Chemical Society of London, for 1885, page 349, and 1894, page 611, led me to think that the drying of the air would be a mistake. The general subject of the influence of water-vapor on chemical action is a large one; but the special point in which we are, for the moment, interested, namely, the influence of water-vapor on the combustion of carbon, was especially treated by Mr. H. B. Baker, in the papers referred to. Apparently, however, as the result of Mr. Gayley's experiments, we are to learn that the amount of moisture still left in the desiccated air is sufficient to secure perfectly satisfactory combustion. In thinking over Mr. Gayley's paper, it occurred to me that there were two alternatives, either of which might be chosen, namely, we might dry the air as Mr. Gayley does, or possibly we might, in a very much easier way, simply saturate the air at a constant temperature, and thus get uniform working and

The Mather Mine property is composed of a 5.2 sq km (2 sq mile) area within the Cities of Ishpeming and Negaunee which are located in the Upper Peninsula of Michigan. Production in this mine started in 1943; it ran continuously until its closing in 1979, having produced slightly over 55 million tons of iron ore. This mine was a joint venture between several steel companies and The Cleveland- Cliffs Iron Company (CCI), with CCI being the fee holder and operator. For the first 17 years of operation, the ore was shipped in its natural state directly from the mine to the steel mill. By 1960, iron ore pellets were on the market and they proved so superior to the natural soft Mather ore that the latter became difficult to sell except for the coarser portions. It was decided to develop a pelletizing process for the Mather ore, and this was accomplished by 1965 when the first Mather pellets were produced. From this date, all but the coarse fraction of the Mather ore was shipped as pellets. The geological setting is that of a large east-west trending synclinorium which plunges to the west. The lowest member of this trough-like structure is, for the most part, a quartzite-like graywacke, the upper 20 m of which grades into a softer, fine grained slate. Lying conformably on this graywacke footwall member is an iron- formation member which is over 1,300 m in thickness. This iron-formation is cow posed of thin alternate bands of iron oxides and chert and is intruded by a number of diorite sills - some up to 122 rn (400 ft) in thickness. The north limb of this synclinorium dips at approximately 45' and bottoms out at about 1,000 m from surface in the central part of the mine. There are two sets of faults, many of which are intruded by diorite dikes, which trend east-west and southeast-northwest. Displacements are varied, reaching a maximum displacement of 243 m (800 ft). The ore is found lying directly on the slatey footwall and its position is largely controlled by the faults and dikes, with the bulk of the ore being on the upper side of these structures. The ore is composed of soft earthy hematite and martite with vertical thicknesses up to 122 m (400 ft) although the average thickness would be closer to 46 m (150 ft). The ore averaged 60% iron and 7% silica on a dried analysis. The Mather Mine is located on the north limb of the syncline and was worked from two shafts, the deepest of which. was 1,09 7 m. These two shafts are about 2 km apart and serviced a total of 8 working levels between them during the life of the mine. The level spacing was about 61 m (200 ft). The main haulageways were driven parallel to the ore/footwall contact in the hard cow petent graywacke wherever possible. On the lower levels, deeper into the footwall, naked development was common. This material graded into roof bolting ground towards the upper stratigraphic portion. As drifting progressed further into the upper stratigraphic portion of the footwall, progressively stronger steel sets had to be used. From the main haulageway, cross-cuts were turned into the orebody on 61 m (200 ft) centers and extended as far as needed to recover the ore available to that particular cross-cut. The main haulageways and cross-cuts were driven 3 m (10 ft) high, 3 m (10 ft) wide at the top and 4.6 m (15 ft) wide at the bottom. This configuration would accomodate a set composed of a 2.7 m (9 ft) cap on top of two 2.7 m (9 ft) legs angled out at 18'. A sill plate was used under each leg to prevent its sinking into the ore below. The type of steel used was dependent on the expected weight to be experienced. Sets were placed on 1.63 m (5 ft 4 in.) centers; however, in extremely heavy areas, it was sometimes necessary to install sets on 0.8 m (2 ft 8 in.) centers. On the top two levels (5th and 6th), the ore was considerably hard-er and was mined by sub-level stoping and long hole drilling. Very light steel sets were used in the main haulageways and cross-cuts and timber was used in the production drifts. Some con- crete production drifts were installed on 6th level, but proved to be uneconomical. However, as mining reached greater depths, the ore became softer and more massive, reaching its maximum vertical heights on 11th and 12th levels. PeRhaps of all the scientific economic questions which have been claiming the attention of capitalists, metallurgists, manufacturers, directors of public utilities, and the general public of America, during the last few years, none have been of more importance than the one relating to the wear and safety of steel rails. The discovery of the Bessemer process made possible modern railway development. In that growth, as has generally happened in all progressive movemeuts, all its departments have not remained equally balanced. Iron rails permitted the construction of roadways for the passage of power-driven vehicles. In time the speed and weight of such carriages proved too much for the wearing-qualities of the rails, and the limit of railway capacity seemed to have been reached. Bessemer made his invention, which was soon perfected and developed, especially as related to steel rails, and thereby increased the limit of capacity, and vastly greater railway progress was made pgssible. The Siemens-Martin open-hearth process followed, and was later supplemented by the Thomas-Q-ilchrist basic improvement. For a time the Bessemer steel rails of commerce were more than equal to all that was asked of them, but this did not long continue, as evidenced by the records in our Tansactions. Revolutionary changes occurred in the industrial world, and in no part of it more than in steel-rail manufacture. Great and powerful commercial combinations were made, whose financial resources made possible the supplanting of the then most efficient blast-furnaces, steel-works, and mills, by others of theretofore unimagined capacity. Old traditions and practices of steel-making were wiped away, and, in too many cases, output was apparently the chief aim, with the result that much dissatisfaction with the wear and safety of rails was felt by railway officials, and the general public was concerned as to its safety when traveling. When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success.
