T HE new Secretary of the Institute has been asked to address the members through the medium of MINING .AND METALLURGY, and it is perhaps well that he should do this at the first opportunity after his election. The duty of the Secretary, as the present incumbent understands it, is that of attempting to carry on the functions of the Institute in a manner that 'will tend to make it serve its most useful purpose. What is its most useful purpose or purposes? This was concisely answered by Dr. Joseph W. Richards in the June issue of MINING AND METALLURGY under the title "Why is the Institute?" And yet its most useful purposes are not 'fixed ideals or definitely determined things, they vary from year to year, changing with the development of the nation, conforming to needs and anticipating future requirements. Many men of many minds cannot always see eye to eye. The ideas or ideals of one may seem trivial to another, an obvious necessity to one is an entirely useless activity to the minds of others. A number of the activities upon which the Institute is now engaged might have been looked won, a few years since, as uncalled for, unnecessary, and un- desirable. The participation in public affairs was one of these questions. The publication of three volumes in one year may have been a questionable thing to do, but it was an achievement. A monthly magazine that will pay for itself by carrying the Institute's message to its members has its detractors, and yet to many members it seems one of those things that are quite worthwhile. Fortunately, we have a large membership, and fortunately the majority of an intelligent body of such size is apt to have in common many ideas that are right and proper. Official daily output of the Reconcavo (Bahia) oil fields, which amounted to 300 bbl., increased by the end of 1944 to 500 bbl. The new productive wells are in the district of Candeias. This figure is expected to further increase during 1945. The Itatig Company, which had drilled five wildcats in the state of Sergipe, stopped in 1944, but intends to resume work during the current year, or as soon as the war is over, in order to try the Cretaceous areas around its salt deposits. Several concessions applied for in the states of Sao Paulo, Parana arid Santa Catarina were favorably considered by the Conselho Nacional de Yetroleo, which is interested in fostering prospecting activities in the country. Several national groups are interested in exploring the federal gas field of Aratu (Bahia), a proposal having been made to use the gas in the manufacture of Portland cement. Undoubtedly the most important fact in the 1944 activities was the visit by two outstanding petroleum geologists, who had the opportunity to examine some of the principal areas and reported their opinions to the Brazilian Government. By special courtesy of the U. S. Government, Mr. E. DeGolyer spent a few weeks inspecting the gas and oil fields of the so-called "Reconcavo" of Bahia (a large tract surrounding All Saints Bay, on whose shore lies the city of Salvador) Later he exchanged ideas with Colonel Joao Carlos Barreto, President of the Conselho Nacional de Petrolco, as to the most adequate measures to develop production. Considering the oil problem in the southern part of Brazil, in the sedimentary belt including formations from the Devonian to the Triajsic, Mr. DeGolyer suggested a visit there by Mr. Lemis MacNaughton. The latter traveled during the months of June, July and August, accompanied by Brazilian geologists Avelino de Oliveira, Vice-president of the Conselho Nacionial de Pctroleo, Pedro Moura, Annibal Bastos, Burdot Dutra and J. Felicissimo, and verified the actual possibilities of the region, thus confirming the opinion of Pedro Moura, Avelino de Oliveira and Froes Abreu as to the advisability of thoroughly prospecting the south of Brazil. It is to be hoped that on the recommendation of these proficient American experts the Brazilian Government will take the necessary measurcs to carry out a complete search 01 such areas, which hitherto have been unsuccessfully drilled because knowledge of the structure was not adequate. The old Government policy of monopolistic essence has now given way to the more enlightened tendency of reconciling official action with private enterprise, which should in no way be curbed but rather encouraged. Such trend is heartily welcomed by financiers and technicians alike, who realize how indispensable is the cooperation of private capital, both national and foreign, in

This paper presents the historical trend and de- fines the causes of drilling cost escalation in the Gulf of Mexico during the 1970's. The three major components of escalation are: 1) inflation, 2) supply-demand imbalance (demand pull) and 3) decreases in drilling efficiency. The decade was divided into three periods. During each period one component of escalation was responsible for most of the rise in costs. From 1970 through 1973 only inflation pushed costs upward. During 1974 and 1975 a supply- demand imbalance caused most of the escalation. Since 1975, decreases in drilling efficiency have produced the major component of escalation. During any one year or period of years, the sum of the three components will give the total escalation rate. The reasons why different components contribute more toward escalation during certain years than others are shown by following the timing of oil and gas price increases, the overall quality of the acreage offered each year in offshore lease sales and the resulting drilling activity.

Attempts were made in 1908, at the Great Falls Works, to produce ingots direct from the Butte precipitate by smelting the material in a reverberatory refining furnace. The ingots produced in this manner averaged 99.4 per cent. of copper and 0.40 per cent. of arsenic and antimony. The copper content being considered too low, it was decided to cast the copper into anodes and to treat the anodes in the electrolytic plant. No. 1 Furnace, in which the precipitate was treated, was a regular cathode refining furnace previously employed in making wire bar, cake, and ingot from electrolytic cathodes. The hearth of the furnace was 24 by 12 ft., having a capacity of 100,000 lb. of cathodes. The furnace was coal fired, and the copper was dipped by means of trolley ladles. The average composition of the furnace charges was as follows: Per Cent. Peer Cent. Copper. MINING geology was granted two sessions, Wednesday morning and afternoon, Feb. 17. The morning session, at which H. Foster Bain presided. first considered Paul M. Tyler's paper, "Economic Notes on Steel-making Alloys." The elements used in these important alloys are chromium, manganese, molybdenum, nickel, phosphorus, silicon, titanium, tungsten and vanadium. Edward Sarnpson and C. K. Leith asked whether chromite concentrates could be used, Mr. Tyler replying that they could if not too high in iron. G. W. Pawel said that they were used at Niagara Falls, nlixecl with coarse ore. In reply to a question asked by A. O. Hayes, Mr. Tyler said that molybdenum had not affected the price of tungsten. After this discussion, E. S. Moore's paper on nickel was considered. H. Foster Bain thought that nickel is well controlled and in good hands, technically and politically. The popular stainless steel in America is the 18:8 Cr-Ni metal. In Germany a Cr-Mn steel has possibilities. It is easy to make, cheaper. has better workability, will stand 85 per cent reduction between heats.

IN THE COURSE of its investigations directed toward providing strategic metals from domestic sources and toward utilizing power from Federal power projects in West, the Bureau of Mines concluded some years ago that the development of a method for producing electrolytic manganese might well be an important step towards both goals. Accordingly, laboratory investigations were undertaken in 1935. Further studied on a relatively large laboratory scale indicated that electrolytic manganese could be made from domestic ores at a cost not out of line with other nonferrous metals. On the basis of these results, the Electro Manganese Corp. Operating under U.S. Patent 2,119,560 issued to S, M, Shelton and assigned to the Secretary of the Interior for administration, undertook commercial production of electrolytic manganese at Knoxville, Tenn, This company has brought the process through the pilot-plant stage successfully, and is now regularly producing approximately one ton a day.

CURTAILMENT of the mineral industry as a whole undoubtedly will follow world peace, but the output of certain minerals should pursue a course well above the average on any curve of probable output projected beyond the trends exhibited through 1939. Without speculating on industrial conditions in the pending recomversion period, demand for fluorspar should be greater than before the war because of these factors, introduced by or resulting directly from military necessity: (1) Discovery and development of new deposits. (2) Improved technology in benefication. (3) New and expanded uses for fluorspar and its derivatives. The steel industry has been and continues to be the greatest consumer of fluorspar, and it wag largely to meet the wartime needs for steel that the domestic fluorspar industry has been expanded so greatly. Not only were the search for and development of new deposits of this mineral considered esstinal but the marginal nature of some of the,c- domestic deposits made it necessary to improve mineral dressinc and processing techniques to utilize them

C.—With reference to Mr. Bain's paper: The scarcity of adequate geologic data on building stone reflects, among other things, a lack of interest on the part of geologists. It has been one of my duties to attend to matters relating to building stone and other structural materials that have come to the U. S. Geological Survey, but for several years my principal administrative and other duties in the Section of Metalliferous Deposits have prevented me from giving structural materials the attention that they deserve. I have felt that investigations relating to structural materials should be assigned to someone else, but thus far nobody with a sufficient interest in the subject has come forward; further, the specific calls for these investigations have been so few and far between that it has not seemed practical to draft any one for the job. The general situation is such that steady and substantial progress in the application of geology to the utilization of structural materials is not likely to be made unless someone with keen interest in the subject takes the initiative. If the start is once made, I know from experience that cooperation from the more progressive members of the quarry and building industries will be readily forthcoming. Mr. Sales' suggestions are all constructive and most welcome. A thorough, detailed discussion of them might be as long as his manuscript, but could largely be summarized with the one word "amen" qualified by the alibi that a chronic shortage of funds and therefore of personnel has prevented us from carrying out some of his suggestions already. A few of them might call for an Act of Congress before we could undertake them, and one or two, such as the preservation of mine maps, with which I heartily agree, would call for much additional space as well as clerical and supervising help. Several items in Mr. Sales' paper—for example, the question of balance between the scientific and more directly practical studies and the surveys or resurveys of the larger and smaller mining districts—have been covered in my contribution to the symposium. The suggestion of frequent reviews of progress in the study of ore deposits is excellent and can be followed without serious diversion from projects already on the Survey's program. Brief reviews by Survey men have been published in periodicals, and the contributions by several of them to the Lindgren Volume1 may also be cited as serving this purpose to some degree. The practice of publishing short papers by Survey men in outside journals rather than in Government reports is largely the result of experience and expedience. Our printing funds are limited, and considerable time must elapse between the transmittal of a paper and its publication. Time is saved therefore by sending papers to outside journals, and the editors of those journals are usually glad to receive them. Members of the Survey would doubtless prefer to have the products and byproducts of their official work appear in official Survey publications if conditions were more favorable. If we were left entirely to ourselves the balance between the more scientific and the more directly practical studies would be somewhat better than it is, but the

This study was designed to demonstrate the viability of using high-frequency radio transmission as a means of communications between a remote field camp and a time- sharing computer system. A field camp near Johnstown, Pa., was linked by high- frequency radio to a base station 160 miles to the southeast in Vienna, Va. The base station was in turn linked by telephone to a time-sharing computer system near Los Angeles, Cal. Error-free data transmission utilized highly stable receivers and transmitters, forward error correction, and dual-frequency diversity. Three geologic applications programs resident in the Los Angeles computer were executed from a graphics cathode ray tube terminal in the field. Bulk data equivalent in volume to 4 days of typical spectrographic analytical work generated by one spectrograph and one spectrophotometer were transmitted from the field to the base station. All programs, were executed successfully, and all data were transmitted error free.

The General Committee met in the Treasury Building at Washington on Oct. 6 and 7. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary. Sub-committees were ap-pointed on Invested Capital, Mine Valuation, and Depletion and De-preciation. On Oct. 7, the reports of these committees were submitted to the General Committee and were referred to the Executive Committee. A motion was carried that the Executive Committee he constituted a permanent committee to continue the work of the Committee, with full power to acid to and increase its membership, that. as thus increased, it should constitute a permanent organization to act- and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. Weight loss measurements were made using a sensitive microbalance operating in a high vacuum system. The Langmuir equation was used to Calculate the vapor pressures of the several metals and alloys. Aluminum lowered the vapor pressure of i9,on in a 5.4 Al-94.6 Fe alloy, and of iron and chromium in a 4.8 Al-21.5 Cr-73.7 Fe alloy. The influence of oxide films formed on the alloys on the effective vapor pressures of the alloys was also studied. These studies were used to aid in the inte9,pretation of the high temperature oxidation of alloys based on iron, chromium, and aluminum. RECENT studies on the oxidation of chromium1 and the heat resistant alloy 5 Al-22 Cr-73 Fe showed transitions in the rate of oxidation at 900o and 1050oC respectively. The transition for chromium occurred at a temperature where the rate of evaporation of chromium from oxide-free surfaces equalled the rate of chromium atoms reacting with oxygen. This paper presents new vapor pressure studies on iron, chromium, and the specially prepared alloys 5.4 Al-94.6 Fe, 21.9 Cr-78.1 Fe, and 4.8 Al-21.5 Cr-73.7 Fe. The ternary alloy is similar in basic composition to the patented heat-resistant commercial alloy known as Kanthal. The binary alloys were studied to show the individual effects of aluminum on the vapor pressure of iron and of iron on the vapor pressure of chromium. The purpose of the proposed studies was to test the influence of metal volatility on the oxidation behavior of heat-resistant alloys based on iron, chromium, and aluminum. Since oxide films formed on the metal may limit metal transfer to the surface, the influence of oxide films on metal volatility was also studied. LITERATURE A) Vapor Pressure. The vapor pressure of iron has been studied by Jones, Langmuir, and Mackay,' Dornte and Nrton. Edwards. Johnston. and Ditmar. and McCabe, Hudson, and Paton. Stull and SinkeT have calculated a heat of sublimation at 298° K of 99.83 kcalper g atom. The vapor pressure of chromium has been reported by Bauer and Brunner,' Speiser, Johnston, and Blakburn, Gulbransen and Andrew,'' Vintaikin,o McCabe, Hudson, and Paton, and Kubaschewski and Heymer.12 Good agreement was obtained except for the early work of Bauer and Brunner.' Stull and Sinke7 calculate a heat of sublimation at 298°K of 95.0 kcal per g atom. Vapor pressure measurements on aluminum have been made by Brewer and Searcy,13 Bauer and Brunner,aand Farkas.I4 Stull and Sinke,7 giving Brewer and Seary's' data the most weight, derive a heat of sublimation of 77.5 kcal per g atom at 298 oK. B) Method. Two methods15 are used for measuring the vapor pressure of metals: 1) The Langhuir free evaporation method, and 2) the Knudsen effusion method, In the Langmuir method, used in the present work, the vapor pressure of the metal P is given by the equation: Here M is the molecular weight of the vapor species. T is the absolute temperature. (dw/dt) is the rate of sublimation in g per sq cm per sec and a is the condensation coefficient. a is a measure of the efficiency of condensation of molecules striking the metal surface from the vapor. If condensation results from each collision a is unity. This coefficient has been found to be unity,a, le for metals. These results establish the general validity of the Langmuir free evaporation method as applied to metals. EXPERIMENTAL A) Vacuum Microbalance Method. A modification of the Langmuir free evaporation method was used. Strip specimens were suspended from a sensitive microbalance operating inside of a high vacuum system. For alloys, microbalance methods17 must be used on large area samples at relatively low temperatures to minimize composition changes. The

AT THE inception of the cyanide process and its adaptation to the practice of gold and silver metallurgy much difficulty was experienced in applying it to auro-cupriferous ores, both in economy of treatment and recovery of the gold from solution. The presence of copper in the ore effected a high chemical consumption of cyanide during treatment, and in the solvent solution, it retarded the precipitation of the gold on zinc shavings. The coating of the copper on the zinc shavings presented even worse difficulties than the increased cyanide consumption as most ores contain a small amount of copper. This interference of copper led to the use of other precipitating methods and attempts to recover the cyanide which was consumed during ore treatment. Of the other methods used, electrolytic precipitation was the most practical until a better understanding of the application of zinc shavings and zinc dust developed. In September, 1905, a patent entitled, "Method for Recovering Precious Metals from Solution," was granted to Isaac Anderson and Michael Scanton. This method is adaptable to precious metal ores containing a small percentage of copper but has never been extensively used or perfected. The process has

THE 122d meeting of the Institute was held in the Lake. Superior Copper and Iron Country Aug. 20 to Sept. 3, 1920 with an approximate registration of 1100 members and guests. This is the 'first visit of, the Institute to this vicinity since 1904 although previously it held meetings there every six or, seven years. 'The eastern party assembled at Buffalo and sailed on the S. S. "Tionesta ". on Friday morning, Aug. 20, arriving at Houghton, Mich., Monday, Aug. 23. En route stops were made at Detroit, where sightseeing auto trips were taken, and at Mackinac Island, where a short stop permitted a visit to the picturesque and historic Fort Mackinac.

Alfred E. Hunt, Pittsburgh, Pa. (communication to the Secretary): Mr. Blue's statement (page 576) that, " owing to the presence of iron and other impurities, makers of aluminum. assert that native corundum is unsuited for the production of that metal," is somewhat incorrect, at least so far as it may refer to any objection made by the officials of the Pittsburgh Reduction Co. to the Canadian corundums. We recognize corundum as among the richest and purest of the ores of aluminum, and the material furnished from Canada would offer for us the advantage of a supply near to our works for the manufacture of aluminum at Niagara Falls. The real difficulty which we find in the use of corundum for this manufacture is the cost of the raw material as compared with that of native bauxites. In this item we include not only, the price of the corundum as it has been offered to us, but also the expense of grinding it to an impalpable powder, which must be done before it can be used directly in the manufacture of aluminum, and the cost of preliminary chemical treatment for purification—which latter operation, however, is also required for bauxite. I agree with Mr. Blue that the introduction of new and irnproved processes has greatly reduced, during the past ten years, the cost of manufacturing aluminum; but I am inclined to believe that any further improvements, facilitating the use of corundum for this purpose, would apply, in equal or greater degree, to the common clays (silicates of aluminum) which exist in all parts of the world, are more easily mined and handled, and are likely to be always cheaper per unit of aluminum than any corundum.

Cement facility modernization is discussed in considerable detail with examples illustrating before and after conditions. Itemized are the improvements realized in better working conditions, better efficiency, higher production, lower costs, and better community relations. These improvements are related to the overall profitability of the particular plant or facility.

HEAT-RESISTANT alloys of the higher nickel and chromium ranges have been empirically developed through the practical experience of the past two decades to a position of significant industrial importance. Few quantitative metallurgical data have been published, however, that could be related directly to engineering specifications and design. Inadequate information led to the inauguration, in 1934, of a research directed toward a better understanding of the properties and performance of these steels at temperatures between 1400° and 2000°F. Investigation was concentrated upon the 26 per cent Cr:12 per cent Ni type, which owes its extensive application to an excellent combination of economy, strength and surface stability at elevated temperatures. The requirements of the oil-refining industry have been prominent in influencing the scope and evolution of the program. Creep strength at the maximum allowable deformation ranges has been employed to evaluate the merits of these alloys. Permissible elongation rates vary from 1.0 per cent in one million hours for turbine blades to 1.o per cent in ten thousand hours for tube supports and heating-furnace equipment. Throughout this paper, the limiting creep stress (L.C.S.) for a given temperature has been defined as the stress that will produce a uniform elongation rate (stage II) of one per cent in ten thousand hours as extrapolated from rates per hour or tests of less than two thousand hours duration. Certain current specifications require a minimum L.C.S. of 1600 lb. per sq. in. at 1800°F., of 3600 lb. per sq. in. at 1400°F., and include a tensile acceptance test at room temperature, after aging for 24 hr. at 1400°F., as a measure of embrittlement in service. An elongation of 4 per cent is considered satisfactory for general use, while a minimum of 9 per cent is prescribed on occasion. Many differences of opinion concerning the properties and performance of these alloys appear to result from their sensitivity to unappreciated variations of chemical analyses which, for example, may change their L.C.S. from 3500 to 350 lb. per sq. in. at 1800°F. Within broad chemical limits, it is possible to balance the six or more important elements present to attain desirable properties with a number of different combinations. Heat-resistant alloys of the higher nickel and chromium ranges have been empirically developed through the practical experience of the past two decades to a position of significant industrial importance. Few quantitative metallurgical data have been published, however, that could be related directly to engineering specifications and design. Inadequate information led to the inauguration, in 1934, of a research directed toward a better understanding of the properties and performance of these steels at temperatures between 1400° and 2000°F. Investigation was concentrated upon the 26 per cent Cr:I2 per cent Ni type, which owes its extensive application to an excellent combination of economy, strength and surface stability at elevated temperatures. The requirements of the oil-refining industry have been prominent in influencing the scope and evolution of the program. Creep strength at the maximum allowable deformation ranges has been employed to evaluate the merits of these alloys. Permissible elongation rates vary from 1.0 per cent in one million hours for turbine blades to I .o per cent in ten thousand hours for tube supports and heating-furnace equipment. Throughout this paper, the limiting creep stress (L.C.S.) for a given temperature has been defined as the stress that will produce a uniform elongation rate (stage 11) of one per cent in ten thousand hours as extrapolated from rates per hour for tests of less than two thousand hours duration. Certain current specifications require a minimum L.C.S. of 1600 lb. per sq. in. at I800°F., of 3600 lb. per sq. in. at 1400°F., and include a tensile acceptance test at room temperature, after aging for 24 hr. at 1400°F., as a measure of embrittlement in service. An elongation of 4 per cent is considered satisfactory for general use, while a minimum of 9 per cent is prescribed on occasion. Many differences of opinion concerning the properties and performance of these alloys appear to result from their sensitivity to unappreciated variations of chemical analyses which, for example, may change their L.C.S. from 3500 to 350 lb. per sq. in. at 1800°F. Within broad chemical limits, it is possible to balance the six or more important elements present to attain desirable properties with a number of different combinations.
