THE future of the steelmaking industry of the Birmingham, Ala., district is closely related to and, in a large measure, dependent on the development of workable, economic processes of ore concentration. Operations thus far in the area have been possible only because of the fortuitous occurrence of iron ore, fluxing stone, and coking coal-all the primary iron-making materials- within a 25-mile radius of the blast furnaces. Commercial ore of the district consists mainly of a 10 to 20-ft hematite-calcite-silica bed locally known as the "Big Seam," a component of the Clinton formation of Silurian Age. At present mining rates, this ore will be available for a number of years. It is largely mined under 1000 to 2000 ft of cover and transported on 15 to 20" slopes that, in some instances, are as much as 10,000 ft long. Under these conditions, particularly with increasing distances from face to portal, mining costs are gradually becoming disproportionately high. Although not a major factor thus far, it should also be noted that the average annual ore output of the district is gradually be- coming more siliceous.

ALTHOUGH the present economic depression is felt in the petroleum industry, probably as much as in any other branch of American industry, the Petroleum Section of the Institute was well represented at the general sessions on Monday and at all of the seven division sessions on Tuesday, Wednesday and Thursday. The seven sessions of the Division were so arranged as not to conflict and thus permitted members to hear the programs of all sessions.* The first meeting of the Petroleum Division was held on Tuesday afternoon; a joint session on engineering research and production engineering. THE demand for improved materials for high-temperature service has increased during the last few years. Iron,- nickel,- and cobalt-base alloys have been investigated extensively and many alloys with outs'tanding high-temperature strength have been developed. Considerable research has been directed toward improved methods of processing these alloys. The vacuum furnace as a tool for the purification and improved control of high-temperature alloys has been studied extensively and production units are in operation. The research covered by this paper studied the effects of casting in air, vacuum, or argon upon the elevated-temperature properties of two nickel- and two cobalt-base alloys. The alloys investigated were Stellite 31, He 1049, Udimet 500, and Guy Alloy. MELTING AND CASTING PROCEDURES Two heats of each of the four alloys under investigation were melted and investment cast under the following conditions: 1) Stellite 31 was melted and investment cast in air and in vacuum, with an argon atmosphere for pouring. 2) He 1049 was melted and investment cast in air and in vacuum, with an argon atmosphere for pouring. 3) Udimet 500 was melted and investment cast in vacuum with and without additions of zirconium and boron. 4) Guy Alloy was melted and investment cast in vacuum and in argon. The heats were all melted in induction furnaces equipped with preformed magnesia crucibles of 50-lb capacity. The air-melting furnace was powered by a spark-gap converter of 40 kw capacity. The vacuum-melting furnace was powered by a motor-generator set of 100 kw capacity. The argon heat of Guy alloy was melted in the vacuum melting furnace under an argon atmosphere. Virgin materials were used for preparing all heats except the air heats of Stellite 31 and He 1049. The charge for the air heat of Stellite 31 was a commercial blend of shot. The charge for the air heat of He 1049 was Stellite 6 shot plus those virgin materials necessary to give the desired composition. All of the materials used were of the same grade used com-

It has been shown for an important class of complex transition intermetallic compounds (a, P, R, 6, and p phases) characterized by "normal" coordination [CN12 (icosahedral), CN14, CN15, CN16/ that interatomic distances nay be calculated to a good approximation as the sum of characteristic atomic radii. Two radii, one for major ligands and one for minor ligmds, are specified for each atom, except in the case of CN12 where only a miaaor-ligand radius is specified. The same appears to be true of transition-metal phases of simpler struc-ture: Laves phases (CN12, CN16), and p-tungsten phases (CN12, CN14). In the case of known examples of the more complex phases, a simple rule is given which specifies these radii. However, only a fraction of the known examples of the simpler phases obey this rule closely. To include the latter phases the rule may be modified by considering the radii as linear functions of the weighted average of the Pauling CN12 radii of the two kinds of atonzs, with the radii weighted according to the over-all chemical composition of the alloy. With very few exceptions interatomic distances for both tlze complex and the simpler transition phases can b$ predicted with this modified rule to within 0.06A. ManY intermetallic compounds are known of composition A,By, in which A is a transition element to the left of the manganese column in the periodic table and B is a transition element in or to the right of it. Frequently the coordination numbers (CN) found in these compounds are CN12 (icosahedral), CN14, CN15, and CN16 (called "normal" coordinations by Frank and Kasperl). Well-known examples are the cubic and hexagonal Laves phases which have CN12 and CN16, and the 0-tungsten (CrsO) phases which have CN12 and CN14. In the more complicated (often ternary) phases, such as the a phase,2 the Beck phases p3 and R~, the 6 phase,5 and the p p atoms occur with CN12, CN14, CN15, and (except for a) CN16; in many cases several crystallographically independent atoms of one particular CN occur in the asymmetric unit. A large number of independent interatomic distances are found in these complicated phases, varying from 20 in the a phase to 94 in the 6 phase. These distances show a large spread; they vary, for example, from 2.358 to 3.278A in the 6 phase. In our analysis of these distances we found that in each of these compounds every atomic position can be characterized by either one or two radii. The CN12 positions are characterized by a single radius, The higher coordinated positions are characterized by two radii, namely: the CN14 positions by 4 in the direction of the twelve "5-coordinated" ligands3 (called 'minor" by Frank and Kasperl) and by r:, in the direction of the two "6-coordi-nated" ligands (called "major" by Frank and Kasper); the CN15 positions by r15 for the twelve minor and r:, for the three major ligands; the CN16 positions by rlE for the twelve minor and r:, for the four major ligands. We have expressed the experimentally determined interatomic distances in observational equations as the sums of the appropriate pairs of these characteristic radii and the value of these radii have been determined by the method of least Squares. Despite their wide range, the interatomic distances could then be predicted by the sums of these atomic radii with an average deviation in any one compound of 0.06A or less. The results are summarized in Table I. Inspection of the radii thus obtained shows that in the structures in Table I the radii (in A) are given to a first approximation by the simple relationship: Where CN is the coordination number (12, 14, 15, or 16), and A = 1 for major ligands and = 0 for minor ligands. The interaLomic distances can be predicted within about 0.1A by sums of these atomic radii. Another phase belonging in this group with CN12, 14, 15, and 16 is the y phase & B7, in which A is molybdenum or tungsten and B is iron or cobalt. Recently the M%C phase has been refinedE and the observed distances also agree well with those calculated with Eq. [I]. (In the original determination of the structure of W6FeV7 the F$(II)-W(II1) distance was erroneously given as 2.84A, but we have recalculated it fro? the published parameters and found it to b? 2.57i4, in good agreement with the value of 2.6A predicted with Eq. A RESIDENCE of 14 years in the Republic of Colombia, spent in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is willing to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him. will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountains of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when be began the work which has placed Mexico in the rank of great modern nations. It was Reyes who came to Washington to protest against the action of the government of the United States of America in reference to the establishment of the Republic of Panama, and, without entering into a discussion of this affair, it can be fairly said that there was not an American in Colombia whose feelings of justice were. not outraged at the government action and subsequent refusal to submit the matter to the impartial judgment of the' Hague. President Reyes is an accomplished linguist, speaking English, French, German, Portuguese, Spanish, and Italian. He has a remarkably. powerful voice, which can readily be heard by a large assemblage. His height is about 6 ft., and his weight exceeds 200 lb. He has clear gray eyes. Reyes was the leader of those who favored the approval of

Equipment was constructed which permitted the hot compression of 99.8 pct Armco iron and 2.8 pct Si steel at constant true strain rates of 0.05 to 1 per sec over the temperature range 600" to 1000°C. A maximum true strain of 1.9 could be attained, followed by immediate quenching or by isothermal annealing. True stress-true strain curves were obtained, and the steady-state flout stress, a, strain rate, i, and temperature, T, were found to fit the following expression: The constants A, a, n', and AH were determined for the two ,materials. The activation energies obtained for Arrnco iron and silicon steel are 66 and 80 kcal per mole, respectively, and approximate those for seu- diffusion and for creep. This indicates that hot compression is a diffusion-controlled thermally activated process. THE hot compression of iron and steel is usually carried out in the austenite temperature range,1"7 as this is the one of greatest interest with respect to industrial hot working. However, a disadvantage of testing in the austenite range is that the hot-worked structure is destroyed by the phase transformations taking place during cooling. The present study was therefore carried out in the ferritic temperature range, and the hot-worked substructures were preserved by rapid quenching after deformation. The substructural results will be described in a separate paper, and the present communication is restricted to the strain rate/stress/temperature relationship observed during hot working. The results of hot-compression testing are usually given in the form of true stress/true strain curves, with a different curve for each temperature/strain rate ~ornbination.',~,~ Sometimes simple algebraic equations are fitted to the curves, so that certain extrapolations or interpolations can be performed.1'2'5 These equations are, however, devoid of mechanistic interpretations. The present study was undertaken to show that hot compression can be described by an equation of the type used in creep studies. That is, it will be shown that the temperature dependence of the strain rate in hot working is well-represented by an Arrhenius term, with an activation energy similar to that for creep. Also it will be seen that the stress dependence of the strain rate is similar to that for creep EXPERIMENTAL METHOD AND MATERIALS The investigation was carried out with the following three ferrous materials: 1) Armco iron; 2) Armco iron with 0.26 pct Mn; 3) 2.8 pct Si steel. The first two materials were utilized for investigations performed in the temperature range 600" to 800°C; the last one was used for tests at temperatures from 600" to 1000°C. The materials were of commercial purity,* as shown in Table I. Cylinders of five different sizes were prepared by strain annealing. The resulting mean grain diameter was 3 mm in the 1-in. Armco iron and 2 mm in the other sizes and grades. Different ratios of diameter/height were used to enable the determination of the coefficient of friction. The specimen faces were provided with concentric grooves, which acted as lubricant holders during compression, as recommended by English and ~ackofen' and others.2'9 Powdered glass lubricants were applied to the samples before hot compression to decrease friction and barreling, following the practice of previous investigator~.~~~~~~~~ Different mixtures of glass powder were used for each temperature, after the determination of suitable compositions by experiment.'' Equipment for Hot Compression. Hot-compression tests were carried out on an adapted 150-ton vertical hydraulic extrusion press and also on a modified high-temperature creep machine. The modified extrusion press was used for temperatures up to 800°C. The following items were added to the press: a) a high-temperature furnace with built-in upper and lower platens; and b) a transmission assembly, which permitted the attainment of logarithmically decreasing crosshead speeds. These accessories are described in detail in Ref. 11.

JAN. 17-In what appears to be a general spirit of post-Christmas emotional malaise, most adult Americans have bidden farewell to the Forties and turned with no perceptible enthusiasm toward the Fifties. The dying decade had started amid a phoney war which verged on the romantic, stirred the pulse with excitement and seemed far away. A phoney peace dominates the new decade. The romance is no longer there. Nor is the excitement. Nor is the distance. While most of the world preferred to be chronologically correct and hold off for another year before celebrating the demise of the first half of the twentieth century, the United States with true competitive enterprise and a great whirl of words scurried into the second half a year early. This undue haste might perhaps have been dictated unconsciously by a yearning for the pattern of history to be repeated. For many centuries, ever since Roman times, the second half of most centuries tended to be far more tranquil than the first half. In Washington, Mr. Truman got on both sides of the mid-century line with all the aplomb of a good politician. He told Congress early in January that "the state of the Union continues to be good," as it nears "the midpoint of the twentieth century." Later he spoke of moving forward into the second half of the century. He promised an infinitely better life for everyone, whichever side of the mid-century line, and reaffirmed his prescription toward that end: assistance for small businesses; more houses for the middle-income groups; tougher anti-monopoly laws, retention of rent controls; development of natural resources; better insurance against the hazards of old age, idleness and unemployment; better medical care and education, civil rights legislation; new labor relations law and production payments to support farm incomes. All this was to be coupled with suggestions on how to balance the budget. The bloody and confusing 1940's had brought to most men's minds a fear of the future such as they had not known for centuries, and Mr. Truman's objective is to temper that fear. Only time will tell whether the terminal point of such a philosophy would or would not belie the old English proverb citing inability to both eat and have a cake. Brave words to the contrary, the national budget persisted in sliding off into the red. The smell of further inflation was equally persistent. And just to impart a little more zip to the trend, the American Federation of Labor announced its intention of seeking "substantial" and "large" wage increases this year. The AFL forewarns of a business slump after June and a 10¢ an hr wage in¬crease for each worker "will be enough to reverse the prospective downward trend and start a rise." Thus it goes-"the way to halt a drop in demand for labor is to raise the price of labor." Elsewhere in the harassed world, beleagured individualists in New York achieved a local triumph of sorts for one of the freedoms denied by the Soviet and Nazi systems-the right of escape, some escape at least, from the servitude to decibels. Grand Central Station weakened perceptibly at Christmas on its 5-min commercials and bore down heavily on "Hark, The Herald Angels Sing," and on New Year's Day capitulated entirely by abandoning the broadcasting of canned music and slugs of advertising slogans. In Europe, M. Bidault's Assembly majority fell away and newspaper accounts of the incredible monstrosities of political trials beyond the iron curtain were supplanted by headlines marking the birth of Princess Yasmin. The latter was surrounded by Byzantine splendor but otherwise showed no apparent deviation from the accepted norm. In Western Germany, Dr. Adenauer began to speak up more boldly, and the whole fabric of Allied policy towards the defeated enemy further dossolved under the impact of rivalry with the Russians. In the Far East both the Americans and British seem somewhat embarrassed by Chiang Kai-shek's refusal to lie down. Dual thinking regarding the "squalid and useless struggle in the China seas" is such that newspapers give sympathetic accounts to an American ship running supplies to the Communists at Shanghai while calling for help for the recognized Chinese government in Formosa. And with Britain recognizing Communist China they may well have to team up with Russia against the United States to kick the Chinese representative off the UNO Security Council, the Far Eastern Commission and the Allied Council in Tokyo. Far Eastern policy has never been a bipartisan matter and as General Chiang retreated to his final redoubts in Formosa and Hainan, a number of Republicans pecked away at Administration lassitude. Senator Smith advocated the occupation of Formosa and Messrs. Hoover and Taft asked for use of the Navy. Mr. Acheson has stood firm, however, against military aid. None the less, a study will be made of the Generalissimo's chances. Mr. Truman has a private purse of $75 million for the Far East and some $94 million in frozen ECA funds. Mr. Truman will likely trade some of this money for support of new Marshall plan appropriations, always mindful, of course, of Mr. Acheson's plan to drive a wedge between the Chinese and Moscow, and his wish to avoid any revival of imperialist nightmares throughout the Orient. Mr. Acheson is very convinced that the victories of Communism in China will be short-lived and South Asia will not fall

THE handling of native labor is offering an interesting problem that requires diplomacy. It is difficult to induce many of the men to leave their villages and enter into regular work. They do not feel the necessity of manual labor other than to obtain sufficient money to pay the annual hut tax and to buy a little clothing. The ground provides mealies (corn) which means food and beer, he hunts and catches fish, so why work? But gradually, as the native becomes more civilized, his wants increase and his ideas change; he now needs money to supply his desires and eventually he must work more. So in time it is hoped that the labor market will be better supplied.

The Ising model for the internal energy of a binary alloy has been used to obtain a general equation for the critical resolved shear stress of partially ordered crystals. The equation expresses the stress in terms of the Warren "alphas " and can be used to estimate the variation in strength with order without the assumption, present in the original formulation of this problem in terms of domain size, that order is complete within each domain and that the domains are of ungorm size and shape. In addition, it is the general equation, according to the Ising model, for strengthening by short-range order. Two applications of the equation are considered: One is an estimate of the variation in strength of CkAu with long-range order. The other is an estimate of the variation in strength of FeCo with quench temperature. Reasonable agreement is found with the variations reported in the literature. When the internal energy of an alloy crystal depends upon the distribution of solute, the strength of the crystal will also depend upon it because a portion of the applied stress for plastic deformation will be: where V is the volume of the crystal and E(E) is the energy change associated with the solute redistribution caused by the plastic strain, E. We expect T to equal zero for a crystal having a random arrangement of solute because the arrangement would remain random after plastic deformation. Likewise, we expect it to equal zero when the crystal is perfectly ordered because the motion of paired dislocations found in such crystals does not disrupt order. However, when short-range order exists or when long-range order is incomplete, plastic deformation will decrease the amount of order and additional work, proportional to the ordering energy, will be expended. Fisher' estimated T for crystals having short-range order by assuming an interaction energy between neighboring atoms and estimating the change in the number of unlike neighbors as a dislocation moved through the crystal. (His analysis was limited and several workers2"6 have since given more complete ones.) Fisher minimized the importance of a strengthening mechanism of this type for paired dislocations in a structure having long-range order. ~ottrell,' however, pointed out that T could be appreciable for ordered crystals having antiphase domains. He attributed the strengthening to the increase in surface energy of the domains as they were cut by paired dislocations. Ardley,' in his test of Cottrell's theory, found that r for Cu3Au crystals obeyed the equation: for 1 > t where 1 is the domain size, t is the domain wall thickness, and y is the surface energy of an antiphase boundary. His experiments represent the classic confirmation of the strengthening mechanism proposed by Cottrell. However, the assumptions involved in using Cottrell's theory are valid only for large domain size in CU~AU,~"~ i.e., when Eq. [2] reduces to: For small domains, ~linn~ has questioned Ardley's assumption that order was complete, and, indeed, Stoloff and ~avies" fpnd it incomplete until a size of approximately lOOA was reached. Even when the order within a domain is complete, it is not obvious how one determines the appropriate value for I in a structure where domains vary in size and are irregularly shaped. The purpose of this paper is to estimate T without restrictions upon the degree of order and domain shape. Our major assumption will be the use of a generalization of the model proposed by Bethe" (the Ising model) for the internal energy. This will in fact allow us to combine the theories for strengthening by short-range order and by antiphase domains into a single, general formalism. We will use the results to estimate the variation in strength of Cu3Au crystals with long-range order8 and the variation in flow stress of FeCo crystals with quench temperature.12'13 INTERNAL ENERGY For simplicity, we restrict our considerations to those binary solid solutions which can be described as an arrangement of atoms on a Bravais lattice. An atom site will be indexed by three numbers (PI, pz, p3) determined by the vector: from the origin fixed at atom (0, 0, 0) to the atom site where a', an, and a, are the lattice translation vectors. We write: For the energy of the crystal where pi(p) is the probability (either zero or one) of finding an atom of type i (i = 1, 2) at site (p), which is shorthand for (pl, pz, p3) and pj(p + r) is that for an atom of type j (j = 1, 2) at the site (p + r), which is shorthand for (pl + rl, The coupling parameter, resents the energy associated with the pair Pi(p), Pj(p + r). (Canal Zone Meeting, November, 1910.) The following notes are contributed, not with the idea of offering a complete history of the development of this very important process as applied to the Leadville district, but with the hope that the practice, as it was carried out in the Bi-Metallic Smelter, may still be of interest to others. The Bi-Metallic Smelter, at Leadville, Colo., was the first to make a commercial success of the process described in the following pages, which consisted essentially of smelting raw silver- and copper-bearing sulphide ores in blast-furnaces to form a matte, which was generally re-smelted with siliceous ores for a second high-grade matte. Robert Sticht, in his excellent monograph on the subject,1 has outlined briefly the plant belonging to this company. He says, in effect: The Boulder, Mont., enterprise set the example for others with whom the patentee (w. L. Austin) had been negotiating, and the old La Plata lead-smelter at Leadville, Colo., was fashioned into a crude, temporary experimental plant for the Bi-Metallic Company, and the feasibility of the process demonstrated by a trial run. Subsequently, the plant was considerably improved, and, being supplied with very favorable ores, continued to run without interruption from August, 1892, to June, 1893. In September, 1893, smelting was resumed in a completely remodeled establishment, some $200,000 having been expended upon the new work. Thus, aside from the Montana experiments, which, under the direction of W. L. THE United Eastern Mining Co.'s property is located in the Oatman, Gold Roads mining district of Mohave County, Ariz. The mine and mill are some 26 mi. (41.8 km.) southwest of Kingman, the nearest railway connection. The ore consists of a mixture of calcite and quartz with some andesite. The values, which are mainly gold, alloyed with approximately 34 per cent., by weight, of silver, are extremely fine so that fine grinding is a most important factor in extraction. The milling process, briefly, consists of single-stage, coarse-crushing, two-stage ball milling in cyanide solution, followed by combined mechanical and air agitation, and by straight counter-current decantation. The Merrill zinc-dust precipitation method is used to recover the values, and is preceded by the Crowe vacuum treatment of the solution. The most notable features of the plant are the absence of filters, and the use of short peb mills loaded with steel balls, for fine grinding. As originally designed, the capacity of the mill was to be 200 tons per day, although the grinding end was to be capable of handling double that amount. By adding extra agitators and thickeners and by some alterations to the grinding end, the daily capacity has been raised to 285 tons. This, it is hoped, may be increased to 300 tons during the warm months of the present year. Chrysotile asbestos producers in Quebec may soon experience a unique situation-i.e., strong competition from American ore sources for the short fiber market west of the Mississippi River. This com- petition will be forthcoming from Copperopolis and Coalinga, two deposits now being developed on opposite flanks of the San Joaquin Valley in central California. The combined output now planned from both deposits is 100,000 tons annually, equivalent to about 50% of the annual market demand in the western, central and Gulf States, and more than twice the tonnage sold in 1960 by all other American asbestos producers combined. The principal companies involved in these new undertakings are Jefferson Lake Asbestos Corp. (subsidiary of Jefferson Lake Sulphur Co.), Hidden Splendor Mining Co., Coalinga Asbestos Co. (Johns- Manville Corp. in conjunction with Kern County Land Co.), Union Carbide Corp., and Asbestos Corp. Ltd. Jefferson Lake's principal interest is at Copperopolis where the company's new 70,000-ton per yr mill recently went on stream. The company also holds some claims at Coalinga, but this latter area is better known as the site where Hidden Splendor, Coalinga Asbestos Co. and Todd Industries (a local company) have established operating mines and mills capable of turning out 30,000 tons of fiber each year. Silicon carbide coated boron fiber (Borsic) reinforced aluminum composites were made which exhibit strength and modulus values predicted by the rule of mixtures. A successful technique for fabricating these composites consists of plasma spraying of monolayer filament reinforced tapes and subsequent diffusion bonding of these tapes into composites. The elastic properties of the composites were given by the rule of mixtures in reinforced directions. (The modulus parallel to the fibers was 32 x 106 psi for a composite with 50 pct by volume fibers. The other elastic properties for a composite with 50 pct fiber were transverse modulus = 14 to 16 X 10 psi, G = 9.5 x 106psi, and v,, = 0.23. Tensile strengths of over 190,000 psi were measured for the composites with 50 pct fiber and the average strength for these composites was 162,000 psi. These same composites had interlaminar shear strengths of 12 to 15,000 psi. Multidirectionally reinforced composites demonstrated the same reinforcement efficiency in strength and modulus as the uni-directimlly reinforced composites. Comrpessive strengths of composites with 50 pct by volume fiber were found to be greater than 250,000 psi. STRUCTURAL filamentary composite materials are being considered for use where high strength, high modulus, and lightweight materials are required. Metal matrix composites have been considered for use at temperatures ranging from cryogenic (aluminum stainless steel) to 6000°F (plasma sprayed tungsten plus tungsten fiber) and other requirements have been similarly diverse. Metal matrix composites offer high modulus and high strength in unreinforced directions, the ability to be joined by brazing or welding, and greater fracture toughness compared with the more easily fabricated resin matrix composites. This paper deals with the mechanical properties of aluminum boron composites, a system which is being considered for applications where lightweight, high modulus, and high strength are required at temperatures including those above the normal operating temperatures of resin composites. The boron fiber used in this investigation had an average room temperature strength of greater than 400,000 psi, a modulus of 58 x 106 psi, and a density of 0.09 lb per cu in. (2.6 g per cu cm).' The fiber used in the composites had a coating of silicon carbide to retard degrading reactions with the matrix at elevated temperatures. The coated fiber, which is sold commercially as Borsic: has been reported to have excellent resistance to degradation at temperatures up to 600°C in air and in aluminum2 and the same mechanical properties as the standard bare boron fiber. Fabrication of Composites. The composites were diffusion bonded from plasma sprayed monolayer tapes. These tapes were fabricated on a substrate of aluminum alloy foil which is incorporated in the composite matrix. The technique consists of winding a layer of fiber on the foil, and plasma spraying the balance of the matrix alloy over the windings which bonds all of the components together. Advantages of this process include the ability to achieve good fiber spacing, Fig. 1, the formation of a good bond between fiber and matrix (achieved during the plasma spraying), and the adaptability of the process for forming large and complex parts. This is particularly true when used with brazing foil backing which alloys low pressure bonding of the structural shape. PROPERTY EVALUATION TECHNIQUES Tensile test specimens, 5 to 7 in. long with a reduced gage section and ,030 to ,040 in. thick, were cut from composite sheets with a diamond saw. The gage section was .200 in. wide, while the gripped section was .240 in. wide and over 2 in. long in each grip. The standard gage length used was 1 in., however, transverse specimens (i.e., specimens with the fibers oriented 90 deg to the loading axis) were tested without a reduced section. Twelve specimens were also made with a 3-in. gage length but no significant effect of gage length was measured. The tensile test specimens were mounted in a fixture and aligned in friction grips using a 10X microscope. Unbonded foil doublers (0.010-in.-thick aluminum) were used to insure firm gripping with a minimum of damage to the fibers. The test specimens were transferred to the testing machine in a rigid fixture and mounted in the self aligning loading train. IN A STATEMENT summarizing general conditions in the Federated American Engineering Societies, the executive secretary, L. W. Wallace, expresses the belief that the Federation has made substantial progress. At the annual meeting of the American Engineering Council, to be held in Washington Jan. 5 and 6, this progress will be shown by reports covering activities in many fields. "Unquestionably," says Mr. Wallace, "the Federa¬tion has made favorable and permanent contacts in Washington. Through the, activities of Congress and of the new Federal administration. we have had the opportunity to render some really constructive service. We feel, however, that the great body of engineers are not adequately informed of the organization of the Federation, of its aims and purposes and of its activities.

The Candelaria deposit was first discovered by Spanish prospectors in 1863; but its silver ore was not exploited on a large scale until 1873, when the Northern Belle mine was opened. The first Northern Belle mill was built at Belleville, 13 km (8 miles) to the northwest. From 1876 to 1886 the Northern Belle paid over $1 million in dividends each year. In 1882 a 43 km (27 miles) pipeline was built to Candelaria from the White Mountains to the west to furnish water for the mills and town at Candelaria; it was 100 mm (4 in.) in diameter, hand- riveted, and made in England. Sections of this pipe are used. as claim posts today. At its terminus at Metallic City, above Candelaria, a large concrete reservoir was built and called Metallic Lake. It is being used today by Candelaria Partners. Production at Candelaria declined after the mid-1980s, revived for a short period in the early 1890s, and during the 1920s a 300 ton mill operated for three years. Candelaria Partners is owned jointly by Occidental Minerals and Congdon and Carey, with Occidental being the operator. An engineering study done in mid-1979 resulted in engineering for the plant commencing in late that year and heap leaching being started in September 1980. Two million tons of ore per year containing 108 g Ag and 0.28 g Au per mt (3.15 oz Ag and 0.008 oz Au per st) will be mined from the Lucky Hill and Mount Diablo .areas about 1.6 km (1 mile) up Pickhandle gulch from the heap leaching operation. Waste -to -ore ratio is about 2:l. Ore is mined by front-end loaders and hauled by 85 ton trucks to the primary crusher, a 1,070 by 1,780 mm (42 by 70 in. ) gyratory. Primary crushed ore is conveyed to a stockpile of 10,000 tons live capacity from which it is reclaimed by hydraulic reciprocating feeders and conveyed to the crushing and agglomeration facility. This unit is composed of a 1.8 m by 2.6. m (6 ft by 12 ft) double deck screen, a 2.1 m (7 ft) standard cone crusher, and three conveyors. At the conveyor transfer points NaOH and NaCN solution is sprayed on the ore as it falls through a row of 75 mm (3 in.) hanging steel bars. During this process of turning and dividing the ore, the fines agglomerate with the coarse ore to give better percolation for the leach solution on the heaps. Provision was made for the later addition of 2 kg per mt (4 lb per st) of cement to aid in the agglomeration. Agglomerated ore at minus 50 mm (2 in.) size is then conveyed to a 390 mt (430 st) loadout bin where it is transferred to 85 ton rear dump trucks for haulage to the leach pads.

THE definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Recla-mation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and auto-matically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private com-panies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great, aggregates-preparation plant of the Six Companies, Inc. to supply construction materials for Boulder Dam' in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general con-tractors on the Grand Coulee dam in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has consider-able bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of economy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0.
