THREE regional meetings are planned for this summer and fall following the spring meeting held under the auspices of the Iron and Steel Committee and the Ohio Section at Cleveland in April and in lieu of a general fall meeting of the Institute. Plans for all of them are maturing rapidly. Excellent programs and. interesting visits to points of local tech¬nical interest are already assured. THE SALT LAKE CITY MEETING This meeting will be under the auspices of the Milling Committee and the Utah Section. It will be one of the features of the joint convention held the week of August 22 to 26 with the Western Division of the American Mining Congress. The Congress will be responsible for the general arrangements and for the program on the first day. The following general committees have been appointed:

Mining and exploration, in the year 1971, can be characterized as a year of politics and the beginning of an era of legislation. Certainly the activities of our state and federal lawmakers and international politicians over-shadowed technical developments, which are outlined in the following pages. The nationalization of the Chilean copper industry was the most far-reaching event of the year. Not only will it have an effect on international metal trade, but the nationalization will also affect the major mining companies in such a way as to cause strategic, managerial and technical adjustments in metal mining and exploration efforts in other parts of the world.

Petroleum production in the Rocky Mountain district during 1929 registered a small decline from that of the previous year, conforming with a gradual decrease in the amount of oil produced during the last few years. A number of causes may be mentioned to account for this result, chiefly overproduction in other regions and the apparent desire of operators in this territory to conform to the policy of proration and retrenchment adopted by special agreement among operators in many of the fields. Unit operation has been adopted to control oil production from the Sundance sands in the Salt Creek field, Wyoming, in line with the general effort to stabilize this phase of the industry and prevent excessive drilling of new wells. Another factor which greatly retarded development in the Rocky Mountain region was the executive order of President Hoover issued in March refusing the award of new prospecting permits to future applicants and threatening cancellation of all existing permits upon which actual drilling had not been done as specified by law. Only four states in the Rocky Mountain region are important oil producers. In 1929 Wyoming led with an average daily output of 52,600 bbl., followed by Montana, with 10,730 bbl.; Colorado, with 6500 bbl., and New Mexico with 2700 bbl. daily average. These states bear the following percentage relation to total production in the Rocky Mountain district: Wyoming, 72; Montana, 15; Colorado, 9; New Mexico, 4., (Table 1.) The total average daily production was approximately 73,000 bbl. and the total production of all four states during the year was 26,534,606 bbl. This is 2.7 per cent. of the total oil production of the United States during this period. Colorado Although Colorado is not a large producer of oil and natural gas, its oil operations are widely distributed over the state. THE Caletones copper smelter of the Braden Copper Co. is in the " Teniente" mining district about SO km. (49.7 mi.) southeast of Santiago, Chile. From the seaports of San Antonio and Tralparaiso, the property is reached via the Chilean State Railway (66-in. gage) to Rancagua, whence the Braden railroad (30-in. gage) leads to the smelting plant at Caletones, 60 km. away at 5100 ft. elevation, and continues on to the mine and concentrator at Sewell, at 7000 ft. elevation, 12 km. farther into the Andes. The smelting plant was completed and put into commission in February, 1922. At the start, it smelted daily 750 tons of concentrates produced at Sewell from 10,000 tons of ore; later, its capacity was increased to 900 tons of concentrates from 12,000 tons of ore per day; and it is now being increased to 1100 tons of concentrates from 15,000 tons of ore per day. SINCE the publication of the paper of Mr. Scholz, The Effect of Humidity on Mine-Explosions,' I have undertaken a study of the meager available data of barometric and temperature conditions it times of mine-explosions, and have arranged these data in a manner which may be of interest to other students of mine-explosions. This study covers the period from 1898 to 1909, during which an ever-increasing percentage of collieries has been ventilated by fans giving air-currents of high efficiency. Previous to 1898 this percentage was smaller than at any time since. The vari¬ous States have become, from time to time, more exacting in their demands upon poorly-ventilated mines. This general im¬provement in ventilation throughout the Appalachian field has undoubtedly brought about a condition which is annually the cause; .or a very important attendant, of the high percentage of fatalities in mine-explosions, through the daily passage of from hundreds to thousands of gallons of water, invisibly suspended in the air, carried out of the mines by the ventilating-currents during the existence of certain temperature- and humidity-conditions. There is a wide-spread opinion that these conditions exist from November 1 to March 31; but it is more likely that they have a much wider range, which varies from year to year. Certain years show an increase or decrease of rain-fall from the mean ; the daily temperature may fall far below or rise far above the mean established by a record of a period of years; and the daily humidity varies likewise. This paper records the results of the earth resistivity surveys made in the Godavari River in connection with the Ramapadasagar project. After describing the topographical and geological features of the area, the results of the investigation at the several sites have been mentioned. Further, a detailed account has been given of the resistivity methods adopted, the apparatus used and the interpretation of the curves. The resistivity measurements carried out over the water course have been specially outlined, and a review of the verification of the electrical indications by drilling in a number of cases, has also been presented. Introduction The Government of Madras has under consideration the Ramapadasagar project which is estimated to cost some Rs.660,-000,000 (about two hundred million dollars). The most essential feature of this project is the construction of a high dam across the Godavari near Polavaram for impounding the waters of this great river of South India, whose maximum discharge is 2 million cu secs in flood time. It is estimated that when the proposed reservoir is constructed, about one million tons of rice could be produced annually under irrigation. To those who have had any acquaintance at all with the recent distressing famine conditions which India has passed through and is still undergoing, the Lounteous effects which this project will bring about to the country in the future, are obvious. In the region of the proposed reservoir, the river flows for several miles through a hilly tract, hemmed in between flanks of hard, solid rock; but the river bed is mostly sandy. A few bore holes put down in this sandy bed touched rock at a depth of 180 to 200 ft. The river bed is about jo ft above the mean sea level (m.s.l.) and the bedrock was found at —125 to —160 ft m.s.l. The crest of the dam is proposed at +162 ft m.s.l. The proposed dam mould therefore be about 120 to 130 ft above the river bed, and the foundations would have to reach down nearly zoo ft below the bed at the deepest part. A number of alternative sites were proposed for investigation, and it became necessary to quickly ascertain the bedrock topography at these sites. Dr. M. S. Krishnan,* who was consulted in the matter, furnished a detailed account of the geological features of the region and suggested a geophysical investigation which the writer carried out from February to April 1944, employing solely the electrical resistivity methods. The total length of the survey lines for the electrical measurements amounted to 62,600 ft and the number of resistivity determinations was about 2500. Metallurgists have long recognized that the Fe3C type of carbide is not a stable phase in steel and that, given sufficient time, it will decompose with formation of graphite, at least at temperatures below about 205o°F.l This slow graphitization has never been of much concern to users of hypoeutectoid steels, for in such steels it occurs only during prolonged exposure at elevated temperature. In I935, Kinzel and Moore2 reported complete graphitization of the carbide of a 0. I5 per cent carbon steel that had been in service for about 26,000 hr. at a temperature of about IIOO° to 12oo°F. In discussing this paper, both Mathews and Sauveur reported graphitization of slightly hypereutectoid steels. In an extensive investigation of graphitization of high-purity iron-carbon alloys, Wells1 produced graphite at 7oo°C. (I29o°F.) in an alloy containing as little as 0.13 per cent carbon, and showed that graphite may precipitate either directly from austenite or from decomposition of Fe3C, also that the rate of graphitization tends to increase with increase of temperature, at least up to a certain point, and with the presence of graphite nuclei. Jenkins, Mellor and Jenkinson,3 studying the structural changes in carbon steels ranging from 0.17 to 1.14 per cent carbon during stress-rupture tests at elevated temperature, observed graphite in an aluminum-killed 0.40 per cent carbon steel after fracture in 4340 hr. under a stress of 17,900 lb. per sq. in. at 840°F. and in many of the steels after stress-rupture test at 12oo°F. Unstressed samples of 0.60, 0.86 and I.I4 per cent carbon steels graphitized almost completely in 360 hr. at I200°F., while samples of 0.90 and 1.10 per cent carbon steels were somewhat graphitized, and steels containing 0.24, 0.40 and 0.57 per cent carbon showed no sign of graphite. Their results indicate that graphite precipitates the more readily the higher the carbon content, though this tendency is influenced to some extent by deoxidation practice, and that graphitization is accelerated by plastic deformation. In a recent study of the graphitization of 0.4 and 0.6 per cent carbon steel strip, made by M. A. Hughes,4 it was found that at I2oo°F. graphite appeared after 72 hr. in aluminum-killed but not in silicon-killed steel, and that the rate of graphitization was increased by slow cooling from I6oo°F. and by cold-working prior to annealing. In creep tests of normalized 0.15 per cent carbon steel killed with 2.5 Ib. of aluminum per ton, at the U. S. Steel Corporation laboratory at Kearny, spheroidization and some graphitization were found after 3000 hr. at Iooo°F. under a stress as low as 1500 lb. per sq. inch. .

A surface expansion was found to occur sometime after etching in Ti-A1 alloys containing 9.5 to 12.5 wt pct Al. The structure formed, grew, and disappeared with tzrrze. The surface expansion was followed by microscope observations and interferometric and lattice parameter measurements. Activation energy measurements for the growth of the "expansion structure" and chemical analysis indicated that the phenomenon occurred as a result of hydrogen pzckup during etching. It is proposed that hydrogen initially enters octahedral sites of Ti3Al coherent with a Ti and later shifts to the tetrahedral sites. It is postulated that expansion occurs when hydrogen enters the tetrahedral sites. The expansion structure disappeared, it is proposed, because of diffusion of hydrogen from the surface into the body of the alloy and because of loss of coherency of Ti3Al. In examining Ti-A1 alloys, Ence and arolinl observed markings on the surface of specimens. These markings did not appear after electropolishing only, but rather appeared only after etching. The markings appeared to grow as a function of time after etching and later seemed to disappear. Although the markings had some similarity to precipitates, showing, frequently, a Widmanstatten type of arrangement, the observation that other microstructural markings continue to be seen within the new structure suggested that it was actually not a precipitate. The source of this structure was unknown and an attempt was made in the present investigation to develop some understanding of its nature. It has been labeled expansion structure. 1) EXPERIMENTAL PROCEDURE A) Alloys. Alloys in the range 6.5 to 14.5 wt. pct A1 were studied. Bars, 4 in. sq, forged from Bureau of Mines (73 Bhn) titanium consumably arc-melted 4-lb ingots,' as well as 50-g arc-melted buttons of desired aluminum contents were used. The 50-g buttons also used Bureau of Mines titanium (73 Bhn) and aluminum of 99.99 pct purity. Buttons containing up to 8.5 wt pct A1 were hot-rolled from a furnace at 900' . Those with higher aluminum contents were hand-forged on a titanium anvil, and heated with an oxygen-hydrogen torch in the region of 1200" to 1300°c. Frequent reheating kept the samples at the desired temperature range. After a reduction of about 30 pct, the samples were water-quenched. To eliminate any contamination picked up either during hot rolling or forging, at least 1 mil of the surface of the sample was taken off. B) Heat Treatment. Prior to heat treatment all alloys were vacuum-annealed to remove hydrogen. Samples were annealed at 900' until a vacuum of 10'5 mm Hg was established. After this treatment, the samples were wrapped in molybdenum sheet and heat-treated in argon-filled quartz capsules, which were broken under water or iced brine at the conclusion of the heat treatment. All heat treatments under dynamic vacuum were performed in a rapid-quench furnace. This consisted of a molybdenum-lined quartz tube attached to a vacuum system and through a stopcock to a beaker of water. At the completion of the heat treatment the vacuum stopcock was closed, the furnace shut off, and dropped below the quartz tube. Then immediately the inlet stopcock was opened and water admitted until the tube was filled. The steam formed was allowed to escape through the inlet stopcock. This method was used in heat treatments up to llOO°C. C) Metallography. Specimens for metallographic examination were ground, then electropolished using a Disa Electropol machine with a perchloric acid electr01te. Specimens were etched with R-etch.3 A standard etching time of 3 min was used, with the specimen being agitated during immersion. D) Sample Preparation for X-ray Analysis. Samples 0.2 to 0.5 mm in diam were produced from heat-treated rods which were turned to 2 mm diam on a lathe and then rotation-etched. An etchant consisting of 1 pt HF, 7 pt HN03, and 12 pt HzO was satisfactory. With the rod rotating in a vertical position at 50 to 100 rpm, a needle with uniform dimensions could be obtained. Care had to be taken to insure that the rod was at the center of rotation, otherwise cavitation developed. If a small unevenness developed, it was possible to grind it off with a fine emery paper. E) X-ray Diffraction. All X-ray work was done on a North American Phillips X-ray diffraction apparatus and a Jarrell Ash microfocus X-ray unit. The Phillips unit was used with a copper target and nickel filter. The Jarrell Ash unit was fitted with a cobalt target and iron filter. For the Phillips unit 35 kva and 20 ma were used, whereas for the microfocus unit with the 100-p fixed-focus gun 40 kv and 1.5 ma were used. It was found that alignment of cameras on the Jarre11 Ash unit was very critical. The X-ray beam contains an intense area which is not the beam center. The cameras were aligned with the intense region by monitoring the beam coming out of the camera with a Geiger counter. Adjustments were made until a maximum intensity was obtained. A Phillips diffractometer with a Brown chart recorder furnished some of the lattice parameter data. The divergence slit up to 80 deg 28 was I deg; above 80 deg, a 4-deg opening was used, while the scatter slit was1 deg and the receiving slit had a 0.003-in. opening. The general scanning rate was 1 deg per min, while peaks of special interest were rescanned at -j deg per min. IRON and steel were the only basic industries in the Soviet Republic in 1928 that lagged behind the pre-war production on a comparative basis. This was due to the almost complete obliteration of all industrial units manufacturing iron and steel products during the Revolution, which resulted in the production of 1921 being only 4 per cent of that of 1913. By the end of 1927 the production of pig iron had reached a point equal to 70.5, per cent of 1913; steel was 84 per cent ; and rolled iron was 78 per cent. According to the. planned program of the Supreme Economic Council, the pre-war level of the iron and steel industry was to have been reached and exceeded during 1929-30. THE Tri-State district, named from its situation in three States, lies in the northeast corner of Oklahoma, the southeast corner of Kansas and the adjacent part of Missouri east of the common corner of the above States. Production in the past eighty years has come from scattered mines within an area of some 35 miles east and west, by 25 miles north and south, although the actual area of the mined ground is but a small fraction of this territory. The land is leased from the individual land-owners, and the size of the tracts varies from 4.0 to 200 acres, the smaller sized tracts predominating. The leases usually call for a royalty of 7% to 15 per cent of the gross receipts of the concentrates, continuous operation during the life of the lease and specifically set out that no ores can be brought in from a foreign lease for custom milling nor can any ore be removed from the lease for milling. The ownership of the tailings remains with the land-owner.

Introduction The Darwin District is 30 miles east of Olancha which is 220 miles north from Los z4ngeles via U. S. Highway No. 6. The ore deposits occur in the Darwin hills that have been elevated above the Darwin plateau by typical basin and range-type faults. Some of these faults have been active quite recently as shown by the displacemerit of Quaternary (?) basalt flows and the rejuvenation of erosion in Darwin wash. The ore bodies occur as fissure fillings and replacement of favorable beddings in a thick series of Paleozoic limestones, dolomites, shales and quartzites. Rich oxidized lead-silver ores were dis'Overed in the early seventies. BY 1875, Darwin had a population Of about 5000, and by 1880 several small mills and smelters had been built. Early exhaustion of surface ores, the isolated location of the district, and fluctuation Of metal prices caused intermittent operations until World War 11. The district production is estimated at about $3,000,000 prior to 1900 and perhaps $4,000,000 between 1900 and 1945 when Anaconda purchased the major producing mines. 'or the Past two Years, daily production has averaged 75 tons of direct shipping and 150 tons of milling-grade ore. At present, 300 tons of mixed oxide and sulphide ore are treated by flotation, the oxidized lead minerals being activated by addition of sodium sulphide after galena and sphalerite have been recovered from the circuit. Extraction averages 85 pct of the lead, 80 pct of the silver, and about 33 Pct Of the zinc in a bulk concentrate. The mill is designed so that minor changes permit selective flotation of pyritic lead-zinc ores encountered at depth. General Geology The oldest rocks in the Darwin hills are a series of Paleozoic limestones, dolomites, shales and quartzites probably pennsyl-vanian in age. These rocks have been intruded on the Rest by the Coso granite batholith and on the east by a granodiorite stock. Numerous sills and dikes grading from orthoclase granite to gabbro are exposed in the underground workings. The sedimentary rocks have been considerably folded and faulted, the most prominent structure being a northwest pitching anticlinal fold, the crest of which lies just west of the ridge line of the Darwin hills, The east limb of this fold has been intruded by the granodiorite stock and east of the stock the sediments show several closely spaced anticlines and synclines. The minor flexures on the west flank of the major fold are structurally important in localizing the ore in the Defiance and Essex mines of the Darwin group. There are three principal systems of faulting and fissuring, most of which are post-intrusive and premineral in age, with minor amounts of postmineral movement. The Darwin tear fault is the largest, most persistent fault in the district. It strikes N 60 to 75°W, dips steeply south and is traceable for about 10 miles. It is a normal

The Friedensville zinc mine of The New Jersey Zinc Company is located about four miles south of Bethlehem, Pennsylvania in the Saucon Valley, an infolded and down faulted block of Cambro-Ordovician carbonate sediments surrounded by hills of pre-Cambrian gneiss and Cambrian quartzite except where breached by Saucon Creek at its entrance into the Lehigh River. The Beekmantown formation of lower Ordovician age is the host for zinc and limonite ores, the former occurring in the lower dolomitic portion thereof and the latter in the upper interbedded dolomite and limestone portion of the section. The Beekmantown is overlain unconformably by the Jacksonburg of middle Ordovician age and according to Miller (2) underlain conformably by about 2500 feet of Cambrian dolomites and 200 feet of the basal Cambrian Hardyston quartzite. Igneous rocks, younger than the Cambro-Ordovician carbonate rocks, are absent in the vicinity of the ore deposits. The major structure is a N60°E-trending saddle-shaped doubly plunging anticline overturned to the north. A syncline lies to the north of the anticline. A thrust fault of substantial displacement repeats the south limb of the anticline. The ore consists of sphalerite and pyrite, along with gangue dolomite and quartz, filling and replacing the sedimentary type matrix of a strata-bound solution collapse breccia in the dolomitic portion of the lower Beekmantown. This breccia was produced in pre-Jacksonburg time as a consequence of uplift, erosion, and development of a karst topography and subsurface drainage system in the Beekmantown. Deposits of both zinc and limonite are present on the vertical north limb, on the crest and on the gently dipping (25°) south limb of the Friedensville anticline; consequently, there is no preferred structural setting for mineralization. Rather this distribution supports the view that the folding is post-ore. Features confirming this view are the development of flow cleavage in the breccia matrix, the deformation of some of the sphalerite, and the fracturing of the pyrite mineralization therein. There is nothing to indicate that the age of mineralization is other than Ordovician and older than Taconic deformation. In the absence of intrusive igneous activity younger than the ore host, the writer suggests that submarine volcanic exhalations associated with the volcanic activity recorded in the eastern eugeosynclinal facies of the Ordovician may be the source of the metal ions.

AMONG the recent mining and metallurgical developments in England great interest has been shown in the development of an iron-ore field covering 26,0.00 acres in Northamptonshire, containing 500,¬000,000 long tons of ore; and the erection at Corby, by Stewarts & Lloyds, of a modern basic bessemer steel plant and tube works. The entire project was planned to cost about £3,300,000. Many improvements have been made in the varied equipment that is being installed, some of which has set mew records for massiveness. There is, for instance, a new roll crusher, which has been manufactured by Hadfields, Limited, of Sheffield, the largest ever built in England, and weighing 130 tons. This machine, shown in Fig. 1, as erected at the Hadfields shops, is primarily designed to take blocks of iron ore as they come from the steam shovel. THE need for more efficient utilization of labor in the metal-mining industry has been the subject of several recent editorials in the mining press, and one attractive possibility for such improvement lies in the designing of future milling plants particularly with economy of man-power in mind. We are accustomed to think of mill design as the selection and coordinated arrangement of process equipment, but if labor is to be efficiently utilized it must be given early consideration in planning the new mill. There are three good reasons for economizing in labor: (I) to reduce costs, not only in the form of wages but also in housing, hospital, welfare, and other obligations that a company accepts when a new man is added to the payroll; (2) to prepare for recurrent periods of manpower shortage, during which a well-designed plant can manage to get along with skeleton crews; (3) because a milling plant that must depend upon an inordinately large labor force for its operation and maintenance is certain to be inefficient in other respects, for many of the shortcomings in design that make necessary the excessive use of labor are generally not corrected merely by having too many men. A simple example of this is a poorly designed ore-feeding system: if this is inadequate to the extent that one man must be constantly unclogging feed chutes, it may help the situation to put two men or three at this task instead of one, but the feed rate will still be inconstant. First of the factors that affect labor saving is the location of the mill. This is often determined by transportation costs alone, and as a result the mill may be placed close to the mine regardless of the nature of the terrain. The designer must then adapt his layout to the conditions, favorable or not. This happens often at small properties, where capital investment may seem more important than operating expense. In most instances, however, a mill site carefully selected for the advantages it gives the designer in laying out the plant is the most economical in the long run, even if it involves a slight increase in cost of ore haulage. Given some freedom of choice, the design engineer may be able to find just the piece of ground that provides the proper gradient for the needs of the flowsheet, permits installation of essential yards and trackage, and perhaps supplies an excellent site for a tailing dam. Further justification for having placed the mill not too close to the mine sometimes emerges only years later as an opportunity to treat ores from other properties. When it is known from the beginning that the new mill will serve a number of scattered mines, a free choice of mill site is naturally stimulated.
